			<![CDATA[Parliament was dissolved on 3 April 2013, which has paved the way for the 13th General Election (GE13) to take place on 5 May 2013. Highly speculated as one of the most closely contested general elections in Malaysia, the stakes are high, with the now caretaker Barisan Nasional possibly even losing its position as federal government after 55 years of rule. With GE13 this close, many important issues need to be discussed publicly in our pursuit of widely acceptable solutions.

For instance, what is the role of a caretaker government? What are the laws and regulations governing the election? What constitutes the electoral process? What has the Election Commission actually done in response to the Parliamentary Select Committee on Electoral Reform? To what extent are the voter rolls problematic, and how will this affect election outcomes? What are the criteria to become election observers and do they adhere to international standards and best practices? In the case of a hung Parliament, what are the conventions that must be observed, and what does the Constitution have to say about these issues?

Organised by Institut Rakyat’s Forum Series on “GE13: Election A to Z and the Role of a Caretaker Government” that will bring together experts, lawyers and activists who will help to answer these complex questions as we face one of the most exciting elections in Malaysia’s history.

Islam is perceived as the root of the authoritarian polity in many Muslim countries in the world. Islam is seen as patriarchal and lacks any concept of citizenship and freedom since its belief in God’s sovereignty that somehow diminished popular power.

Many Islamists who, in the name of their religion, suspect democracy as a “foreign construct” and suspend popular will in favor of God’s sovereignty have made these views more apparent. However there exists among the Islamic activists who tend to project an inherently democratic spirit of Islam, claiming it to be a religion of tolerance, pluralism, justice, and human rights.

Methodologically, both the opponents and the proponents share in their approach an exclusive commitment to texts, drawing the philosophical arguments on the reading of the scriptures. There is rarely a discussion, moreover, on how these meanings vary in different historical junctures.

Considering that “sacred” injunctions are matters of struggle, of competing “readings”, they are, in other words, matters of history. Humans define their truths. The individuals or groups that hold social power can assert and dominate those truths.

More importantly, the question is not whether Islam is or is not compatible with democracy or by extension modernity, but rather under what conditions Muslims can make them compatible. There is nothing intrinsic in Islam that makes it inherently democratic or undemocratic. We, the social agents, determine the inclusive or authoritarian thrust of religion.

And from this perspective, religion is nothing but a body of beliefs and ideas that invariably makes claims to authentic meaning, to a higher truth.

A multicultural society, is most often an outcome of historical processes which brings together different peoples, cultures and religion to live together under one modern nation-state space . The history of the nation-state of Malaysia is today a potpouri of different people coming in waves through different times of history dating back as far as 500 years ago to more recent colonization history of the British. The transition into independence saw an agreed framework for common citizenship for all in the country. This was the path to creating a national identity.

56 years after independence, this task of nation-building and creation of a national identity still remains a daunting task and fraught with all kinds political, economic and social hurdles.

Many believe that these divisions within society had been created for the past 56 years by the political structures that continues to operate within division of economic and politics that is based on race classifications. This is visible through laws, policies and practice that perpetuate this racial borders within the nation.

In a multicultural society, role of governance and politics is crucial in shaping or reshaping the nation. Alas we are offered rhetoric's but lack substantial political will to reshape this nation. Nevertheless, the emerging new political worldview is challenging the old notions of race based politics.

We remain seeking answers of the "sell" of Malaysia a true nation of different ethnicity and cultures; and the reality of the exploitation of race politics to the detriment of the nation.

Is multiculturalism rhetoric's a contributing factor in not addressing the real racism issues in Malaysia?

			<![CDATA[Malaysians face many uncertainties as they prepare for the nation’s most challenging elections yet. It is becoming more and more evident that Barisan Nasional’s grip over the country is the weakest it has ever been throughout its 55-year history.

Regardless of whether it survives GE-13, the mood is such that Malaysian politics will never be the same again. The regime will now have to deal with a younger, more dynamic and daring generation of voters, the complete opposite of the demographic it has been most used to dictating over the many decades it’s been in power.

And if the opposition Pakatan Rakyat were to wrest power, a key question that remains unresolved in all this is the fate of Malaysia’s economy throughout this wave of transition. Taking into consideration the fact that finance and trade has been for so long driven primarily by a one party system, democratizing the economy will be a priority. How can we ensure that economic policies remain inclusive? What are the values and objectives that will guide the transition? Will the free market be Malaysia’s destiny?

Malaysia has the potential to reflect deeply and meaningfully on these questions because of the unique and advantageous regional context it’s in. The fall of authoritarian regimes in Indonesia and the Philippines in recent history shows that there may be a wealth of lessons Malaysia can learn from its neighbours. Should liberalization be the default solution to mend the inefficiencies of authoritarian economic rule? Or can more robust and just welfare oriented policies be put in place?

It is to reflect on these questions and more that Penang Institute, Institut Rakyat and the Islamic Renaissance Front have come together to organize a seminar on “Economic Management During Political Transition: Experiences from East Asia and Eastern Europe”.

Moderated by Dr. Wong Chin Huat of the Penang Institute, the panel featured the most eminent economists of our region: Professor Anwar Nasution of Universitas Indonesia, Azrul Azwa Chief Economist of Islamic Bank and Professor Woo Wing Thye, Executive Director of the Penang Institute. And hold fast, all together, unto the bond with God, and do not draw apart from one another.

And remember the blessings which God has bestowed upon you: how, when you were enemies,
He brought your hearts together, so that through His blessing you became brethren; and [how,
when] you were on the brink of a fiery abyss. He saved you from it. In this way God makes clear His
messages unto you, so that you might find guidance. [Al-i Imran, 3: 103]

It seems that God’s reminder in the Qur’an has befallen onto many deaf ears. Despite claiming to be the defenders of sunnah, many fell prey to the venomous doctrine of sectarianism. The fires of sectarianism schism are stoked for political means and many are unable to think through the real
world. How do we claim to adhere to the Qur’an and Sunnah when we are propogating hatred and discrimation? There is no basis for this in the empowering Qur’an and the enlightening sunnah.

The real underlying issue was none other than political power. It was power that was at stake after the Prophet’s death. And it is power that is at stake today. There is always a friction under the surface between the two main sects in this religion. Occassionally throughout history, this friction burst and exploded into carnage.

We have seen a rebellion against despots and tyrants in the Middle-East during the Arab Spring, from Tunisia to Bahrain. Unfortunately, these rebellions are being turned into maelstrom that is the ancient conflict between the two main camps of Islam, the Sunnis and the Shiites. For a time during the revolutions in Tunisia, Libya and Egypt, it seemed that the divide between the different sect did not play a significant role. However things look different in Syria, which is another reason why this is a particularly dangerous rebellion.

Such violence though seemed so distant is not impossible to happen in this country considering the number of hate-mongers among the religious scholars who were previously trained in countries filled with religious animosity. Continuos persecutions of the Shiite minorities by religious departments in the form of harrassments and desecration of their hawzahs were ominous signs for what may entail in the future.

As a nation, we have to raise above the sectarian politics and enter into a new paradigm. The discourse must be based on the Qur’an and Reason. Only then will we be able to transcend the old mindset that is still dominant among the Muslims today.]]>

			<![CDATA[It is all too clear that racism continues to plague Malaysia ever since independence. More worryingly, matters do not appear to be improving. Day after day, even after 55 years, we hear of more incidents and statements attempting to stoke the flames of ethnic and sectarian sentiments. This has become all the more apparent in the lead up to the 13th General Elections, where questions about its results are often coupled with concerns about the state of community relations in the country, should there be drastic changes to the current balance of power.

It is for that reason that it is crucial for the Malaysian government to assure the Rakyat of its commitment to end racist politics. This after all is in line with the Prime Minister’s own calls for reform, in particular, to lead Malaysia towards the path of a mature and inclusive democracy, where policies can be discussed without the threat of racial division.

As Southeast Asia, and indeed the world, becomes integrated in the current age of Globalization, and as technology and social media bring people of different cultures and nations closer and closer together, it is imperative that our government too reflect this reality in their vision for our future. For if not, we risk being merely a country of fragmented communities living in prolonged fear and suspicion towards one another.

Therefore it is today more important than ever that the Malaysian government ratify ICERD (the United Nations’ International Convention for the Elimination of Racism and Discrimination). This would not only demonstrate the much needed seriousness in the government’s desire to tackle racism, it would also set the precedent to ensure that the policies it puts in place is inclusive for all Malaysians regardless of their culture, ethnicity or religion.

It is without doubt that the relationship between Islam and democracy in the contemporary world is complex. It gets more complex when certain groups such as the Salafist and Hizbut Tahrir consider democracy as nizam-u-kufr – an infidel system.

However the Muslim world is not ideologically monolithic. Hence there exist two extremes of those who deny a connection between Islam and democracy and those who argue that Islam requires a democratic system.

In our country, the Islamic Party PAS participated directly in the democratic processes. However such participation in democratic processes aroused considerable controversy. Many argue that Islamist groups only advocate democracy as a tactic to gain political power. The ulterior motive is still to establish an Islamic State that will be ruled by clergy.

This colloquium is intended to discuss this relationship between Islam and Democracy and whether the concept of tawhid or Oneness of God requires some form of democratic system. It will also look into the aspect of social justice that is a cornerstone in a system that wants to be seen as Islamic.]]>

			<![CDATA[Malaysia’s image as a moderate Muslim country is often coupled with claims of its supposedly miraculous economic success. But while the country has fared well in some respects (when viewed comparatively in the region as a whole) many issues still remain unresolved: growth has been consistent but disparities between the rich and poor are also steadily widening. This raises the question of whether or not wealth is trickling down as it supposedly should. The poverty rate has also long remained unchanged, with many claiming with good reason that the RM 763 Poverty Line Income is not realistic when considering the overall wealth Malaysia produces. Malaysia is at the same time the largest importer of labor in Asia, which has amounted to rising xenophobia and violence against migrant workers who live and work with neither welfare nor political and legal recourse. Needless to say the environment too has been seriously affected as a result of the wide ranging large scale projects the government has undertaken in the name of modernising the economy.

This forum aims to help Malaysians think through some of the key issues in the Malaysian economy by focusing on the many levels of inequality that its approach to development has produced and subsequently overlooked. What is the source of the widening gap between rich and poor Malaysians? Is it an outcome of market distortion? Or is it the inevitable by product of an unregulated market itself? Who are the most affected? What, if anything can be done, to ensure a more just and equitable Malaysia? What, if anything, is the difference between Barisan Nasional’s economic philosophy and Pakatan Rakyat’s?
