Seiring dengan perkembangan blog ini, dengan makin banyaknya postingan saya terkait info lowongan yang saya ketahui lalu saya forward melalui blog ini, saya menerima banyak permintaan akan info lowongan pekerjaan, terutama terkait dengan dunia konsultan (dan sebagian besar berlatar belakang pemberdayaan).

Saya mengamati, dari banyaknya rekan2 ex konsultan pemberdayaan, banyak kesulitan memperoleh pekerjaan lanjutan setelah proyek selesai. Mungkin karena networking antar sesama rekan pemberdayaan yang belum cukup solid, dan masih adanya ketergantungan terhadap keputusan client maupun company.

Namun jangan patah semangat, saya coba membantu dengan memberikan sedikit tips yang selama ini saya pakai, dan terbukti berhasil.

Dengan menggunakan perkembangan teknologi internet saat ini, kita bisa meng”create” peluang lowongan pekerjaan di proyek2 oleh kita sendiri.

Langkah2 secara sederhana:

1. Membuat CV yang bagus, sesuai format standar nasional dan standar internasional (ADB/ WB).

2. Menentukan bidang spesialisasi yang akan ditekuni dalam karir

3. Membuat pencarian lowongan2 yang spesifik sesuai bidang yang ingin ditekuni

4. Mencatat pengumuman2 tersebut (minimal linknya) di file kerja kita.

5. Meneliti dan membuat checklist apakah kita sudah memenuhi kriteria yang dibutuhkan. Jika belum, fokus untuk mendapatkan kekurangannya (misalkan blm bisa bahasa inggris untuk presentasi atau report, kita belajar lagi).

6. Biasa di info2 lowongan atau info lelang, bisa dilacak perusahaan2 atau institusi apa yang biasa merekrut tenaga ahli, upayakan agar CV kita bisa beredar di network tersebut. Jangan sungkan mengirim CV, karena CV2 yg diterima oleh perusahaan atau instansi yang berkualitas, pasti akan dimasukkan ke dalam database untuk keperluan tender.

7. Upayakan agar kita mudah dihubungi, jangan ganti2 alamat email dan no. telepon untuk kerja. (kecuali kalo jadi buron).

8. Jangan segan2 memforward info lowongan yang anda terima, meski anda tidak berminat, karena pasti banyak yg sebenarnya membutuhkan, dan juga dengan rajin menginfokan kepada rekan2 yang lain, suatu saat mereka punya info yang cocok dengan anda maka akan mereka infokan juga ke kita.

Contractors Oversight Consulting (COC) Services West Sumatra Rehabilitation Component – DHS2 Indonesia Assistance to Dinas Kesehatan Sumatra Barat

Consulting services will comprise 84 person-months (National consultants) to support the PPIU. Consultant expertise will be required for close oversight of the contractors’ work. Consultants will be recruited under ADB’s Guidelines on the Use of Consultants adopting flexible procedures as required under emergency restoration projects.

1.Team Leader/Civil Engineer Specialist in seismic resistant design and construction, 9 person-months.

He/She has an extensive experience in earthquake resistant building and rehabilitation, particularly in retrofitting techniques. Experience in rehabilitation / construction of health facilities is an advantage. The Team Leader will have a minimum of 5 years related project experiences. She / he must have a record of successfully leading a team. As Team Leader, this specialist will:

a. Coordinate consultant team activities and ensure efficient implementation of the designated tasks;

b. Coordinate with PPIU and the participating if needed in meetings of Provincial and Local Governments, particularly the BAPPEDA, BPDP and PU.

c. Ensure that the remarks / recommendations of the supervision of International Guidance Consultant, IGC are taken into consideration by the team

d. Ensure that the COC team coordinates with other external agencies, universities, NGOs supporting the overall operational and management support operations.

e. Supervise the oversight team of engineers / architects in their daily work;

f. Take overall responsibility for timely preparation and submission of required reports, and ensure their quality and completeness.

2. Civil Engineers Specialists and Architects, 90 person-months (10 Full time specialists): This team, composed with specialists with strong technical background in seismic resistant buildings, will have the following tasks:

a. Supervise the contractors on a daily basis according to the guidelines established by the design team ADC and guidance provided by the COC Team Leader;

b. Signal immediately to the Team Leader any delay or discrepancy from the building’s drawing plan and construction procedures;

c. Modify the rehabilitation design if such need arises during demolition of building components. This applies also to assistance in preparation of shop drawings needed by contractor in difficult special work. The design tasks are work of one Architect from 10 fulltime specialists team. All changes in reconstruction/rehabilitation of facilities need prior approval of PIUU

d. Write a monthly report on the progress of the reconstruction/rehabilitation and on the quality of the work;

3.Monitoring & Evaluation Specialist, ,7 person-months (intermittent/part time specialist) with strong familiarity with government project financial operations and audit and ADB reimbursement procedures, as well as well understanding related to construction management.

a. Monitor the progress of payment to the contractors and prepare proper financial records

b. Assist the PPIU in the preparation of reimbursement application to the ADB

c. Assist the PPIU in preparing letter of request for the ADB No Objection

d. Reporting and analysis related to the implementation of construction activities in accordance with the requirements / specifications have been defined, in terms of cost, quality, time spent and safety aspects.

 4.Facilitators, 150 person-months (30 persons x 5 months): Technical School graduates with a specialization in construction engineering (STM Bangunan) or experience in supervision of building construction. Their tasks will cover:

a. to assist the task of Civil Engineer specialists in conducting and monitoring the implementation of supervision in accordance with the location of buildings and units that are part of their responsibilities.

b. recording and collection of monitoring data according to the format as determined to be reported to the Civil Engineer specialists.

The National Project Management Consultant (NPMC)

The Consultant will be selected and engaged in accordance with the ADB’s Guidelines on

the Use of Consultant (2010, as amended from time to time). The NPMC will be recruited

through national firms. The fixed budget selection method, which requires submitting a

simplified technical proposal within 35 days, will be used to select the Consultant. The

consulting firm will provide about 360 person-months of national Consultant.

Tasks and Responsibilities of the Experts

1. A.   Team Leader/Project Management Specialist (36 person-months, national consultant)

The National Management Candidate (NPMC) will be led by a specialist with demonstrated capacity to lead teams undertaking community driven development activities and a capacity to undertake the physical and social planning associated with such projects. The main responsibilities of the TL include, but not limited to:

(I) Overall management of the project, coordinating closely with the government and

Asian Development Bank.

(II) Manage and supervise the NPMC team as well as the training Candidate and all of

RPM Candidate to ensure that all experts carry out their tasks and provide their

deliverables timely and in good quality;

(III) Support PCMU to prepare and developing National operational frame work/

annual work plan, and annual project budget including disbursements and contract

awards targets;

(IV) Develop the networking with all institutions which are related to the community

development driven projects particularly in rural infrastructure and urban sanitation;

(V) Develop the network and cooperation with the Tim Pengendali PNPM Mandiri,

Inter-department agencies, Regional Candidate, Provincial Project Implementation

Unit, and District Project Implementation Unit;

(VI) Develop information and communication program of the project at all level;

(VII) Establish the Quality Assurance Procedures, and Project Performance and

Monitoring System;

(VIII) Prepare NPMC action plan for quarterly and semi annually, in line with national

frame work/workplan;

(IX) Maintain the implementation master schedule of USRI PNPM Mandiri and provide

some advocacy and supervision to avoid delays in project implementation;

(X) Provide inputs for the design and documentation of project performance monitoring

and evaluation;

(XI) Coordinate with gender and social development specialist to ensure that GAP is

implemented;

(XII) Develop/strengthen the complaint handling and resolution mechanism/activities

and support the RPMC to handle some complaint raised at region level and

provide recommendation to the PCMU for further actions;

(XIII) Support the CPMU to facilitate effective supervision missions and all project

evaluation activities;

(XIV) Manage RPMC to monitor and evaluate project progress including follow up of

ADB review mission aide memoires/ MOUs, particularly at the central level;

(XV) Develop the socialization and public campaign program and assist the EA in its

implementation;

(XVI) Coordinate the database development, documentation and information

disclosures;

(XVII) Provide technical assistance and support to RPMC as required;

(XVIII) Monitor and evaluate the implementation of RIS PNPM Mandiri and develop action

plan to improve the quality of the project. All of monitoring and evaluation result

should be reported to PCMU through monthly, quarterly, semi annually and

annually report;

(XIX) Together with other related expert, prepare exit strategy of USRI PNPM Mandiri to

ensure sustainability of the project at local level.

Key Qualification Required

The candidate should hold a minimum Master’s Degree in project management or civil

engineering or environmental/sanitary engineering, with 15 years experience in his/her

discipline and at least have an experience as a team leader in the urban sanitation and or rural

infrastructure development field. She/he should: (i) have at least an experience in project

management; (ii) familiar with ADB/governmental project regulations – experience working with

multilateral/international agency-financed projects is preferred; (iii) have capability to lead and

manage a large team of specialists; (iv) have capability in general knowledge of socialization

strategy/ development and social/environmental impact assessment; (v) be fluent in English and

Indonesian, both written and spoken; (vi) be able to demonstrate ability to work congenially and

productively with candidate team, counterparts, and other project stakeholders.

1. B.   Deputy Team Leader/ Urban Sanitation Specialist (24 person-months, national consultant)

The main responsibilities of the Deputy TL/Urban Sanitation Specialist include, but not

limited to:

(I) Develop guideline for the technical standards of community based urban sanitation

including the O&M procedure and ensure that they are appropriately applied in the

field;

(II) Carry out the socialization of the technical standards and O&M procedures to

related project stakeholders;

(III) Provide design input to the community planning and development, neighborhood

sanitation implementation action plan and any associated city/district-wide

infrastructure required under the Project (the City Sanitation Strategy, CSS);

(IV) Provide advice to provincial/district/city Satker/project management to prepare

estimated budget on the infrastructure/sanitation development contracts, based on

the unit price standard issued by central and concerned local governments;

(V) Monitor and assist the RPMC in preparing the community based sanitation

technical design community based sanitation including mechanism for the

operation and maintenance of the built sanitation facilities;

(VI) Monitor the post civil works activities, the operation and maintenance process

particularly related to the technical aspects;

(VII) Monitor the application of the technical standards and provide guidance and

assistance to RPMC as well as Facilitators related to technical design and O&M

requirements (O&M procedures, organization and financing);

(VIII) Provide assistance to the preparation and implementation of capacity building

program focusing on technical aspect of the sanitation;

(IX) Carry out field visits to asses quality of works and ensure that project

implementation are in line with project procedures and manuals;

(X) In coordination with the safeguard specialist take necessary actions to ensure that

the built facilities do not negatively affect the environment;

(XI) Assist the TL in the preparation of project progress reports as necessary;

(XII) Prepare and maintain period progress reports of the urban sanitation

implementation.

(XIII) Provide necessary advice to the PCMU in the implementation and management of

the urban sanitation part of the Project.

Key Qualification Required

The candidate should hold a minimum Bachelor Degree in sanitary/environmental

engineering or civil engineering, with 12 years experience in his/her discipline and at least have

an experience in the urban sanitation applying CDD approach. The candidate is required to

posses significant experience in community driven development activities particularly in the

urban sanitation. She/he should:

(I) Possess capability technical/non-technical in problem solving.

(II) Possess computer application skills.

(III) Posses good working knowledge in written and spoken English.

(IV) Possess ability to work congenially and productively with Candidate, counterparts,

and other project stakeholders in a team context.

1. C.   Deputy Team Leader/ Rural Infrastructure Specialist (36 person-months,

national consultant)

He/She is responsible to monitor and supervise the overall infrastructure planning and

implementation, provide the required technical assistance to RPMC and facilitators and to

ensure the effectiveness of the infrastructure development. His/Her tasks include but not limited

to the following:

(I) Develop guideline for the technical standard of rural infrastructure and ensure that

they are properly applied in the field;

(II) Provide design input to the community planning and development, village plan and

any associated district-wide infrastructure required under the Project;

(III) Support the local government and RPMC to achieve integrated infrastructure

development in targeted area in line with neighborhood system;

(IV) Provide advocacy to Satker Kabupaten to prepare estimated budget on the

infrastructure development contract. It should be based on the unit price standard

issuance by central and local government.

(V) Monitor and assist in the preparation of rural infrastructure technical design and

their subsequent operation and maintenance mechanism/procedure including O&M

financing and organization.

(VI) Monitoring the post civil works activities, the operation and maintenance process

due to the technical aspects;

(VII) Assist the RPMC as well as Facilitators about the operation and maintenance of

the rural infrastructures;

(VIII) Assist in the preparation and implementation capacity building program focusing

on technical training and facilitating the project stakeholders

(IX) Carry out field visits to ensure the implementation has been applied in accordance

with the procedures, principles, and mechanism;

(X) Input into and coordination of environmental screening and assessment activity.

(XI) Designing and installing systems for infrastructure planning and implementation

under the Project;

(XII) Develop the technical guideline for community to operate and maintain the

infrastructure have been constructed and ensure the sustainability of infrastructure

constructed;

(XIII) Manage the socialization of operation and maintenance procedure to the

community to ensure the sustainability of the neighborhood development.

(XIV) Ensure the local government allocate and implement in kind budget to support the

RIS PNPM component.

(XV) Input into design and documentation of capacity building programs related to

infrastructure and environmental issues under the project.

(XVI) Prepare annual report of the implementation infrastructure and environmental.

(kabupaten profile).

Key Qualification Required

The candidate should at least have a bachelor (S1) degree in civil/sanitary engineering,

with 12 years relevant experince in his/her discipline and at least have an experience in rural

infrastructure development projects. A master’s (S2) degree in Engineering will be an

advantage. The candidate should:.

(I) Possess capability technical/non-technical problem solving implementation project.

(II) Possess computer application skills.

(III) Good working knowledge in written and spoken English is essential.

(IV) Possess a demonstrated ability to work congenially and productively with

Candidate, counterparts, and other project stakeholders in a team context.

1. D.   Financial Management Specialist (36 Person-Months, national consultant)

The financial specialist’s tasks include but not limited to the following:

(I) Formulate the mechanism and procedures of the Financial Management Report

(FMR) for all stage for district, province as well as central level;

(II) Assist the project management unit to fulfill the prior review procedures that

regulated by Loan Agreement;

(III) Coordinate and facilitate the implementation of the financial management

mechanism and procedures;

(IV) Monitor the cash flow of the impress account;

(V) Coordinate with the RPMC financial management specialist and facilitate the

Financial Management Reporting;

(VI) Assist the project management unit to prepare the Withdrawal Application;

(VII) Assist the project management unit to prepare the Project Disbursement

Monitoring;

(VIII) Establish the regular project quarterly report;

(IX) Assist Team Leader in liaise with PCMU, district and provincial governments and

coordinating committees for financial management;

(X) Assist in training for community facilitator in financial management including

auditing, and conduct field visit to monitor the implementation in the field.

(XI) Prepare the financial report for Quarterly Progress Report, Annual Report, Annual

Project Financial Report (un-audited), and Consolidated Project Financial Report.

(XII) Prepare project financial and progress replenishment report for the PCMU;

(XIII) Prepare Interim Audit Report (IAR) for review by the PCMU

(XIV) Review and ensure that (i) the classification, recording and reporting of all

financial transactions are compliant with the Generally Accepted Accounting

Principles (GAAP), (ii) all project Statement of Expenditures (SOE) to ensure their

eligibility and correct classification in accordance with financial agreements, and

then identify and separately report all ineligible expenditures, and (iii) project

financial statements, PMRs and other reports for accuracy and appropriateness.

(XV) Ensure that all goods and services have been procured in accordance with the

Loan Agreements and all transactions are duly supported by required

documentation and that fully transparent records are maintained and are

available for examination by the Independent Auditor and Bank supervisory staff.

(XVI) Maintain regular and proactive communications with external auditors to ensure

effective annual audits in accordance with the ADB and GOI requirements.

(XVII) Check and reconcile funds withdrawals and balances in the Special Account (SA)

with the Bank’s statements of disbursement to the SA, and with the disbursement

statement from Bank Indonesia (BI).

(XVIII) Assess the adequacy of the project’s policies and procedures for internal control,

accounting and financial management, and recommend any needed

improvements. Assess the integrity, security and effectiveness of the operation

of the computerized financial record keeping systems (part of the MIS). Assess

project achievements against planned targets as indicated in the MOU and the

Loan Agreement

(XIX) Prepare periodic reports for the CPMU and DPMUs on the results of internal

audit work, including recommendations for improvements to the system or its

operations, to take early actions in order to rectify problem before the more

formal annual audit occurs thereby reducing the number of findings in the annual

audit report.

(XX) Get involved in ADB review missions, related workshop and training, Project

Management Report and field visits.

Key Qualification Required

The proposed candidate should have at least qualification bachelor degree in economic or

accounting science, with 10 years of experience in his/her discipline and at least have an

experience in financial management in water supply or sanitation projects. The proposed

candidate should also have at least an experience as project accounting and or auditing

specialist of a long-term ADB, World Bank, or international funding agencies-financed projects.

The proposed candidate with good reputable experiences and having passed the grade of

evaluation on the similar projects will be preferably. The candidate should:

(I) Possess capability technical/non-technical in problem solving.

(II) Possess computer application skills.

(III) Posses good working knowledge in written and spoken English.

(IV) Possess ability to work congenially and productively with Candidate, counterparts,

and other project stakeholders in a team context.

1. E.    Community Development/Gender Specialist (24 person-months, national consultant)

He/She is to ensure the effectiveness of and efficient implementation of the community participation in decision-making process. Particularly the candidate will:

(I) Design capacity building strategy for strengthening community and local institution;

(II) Develop system empowerment for sustainability program in community after project, strengthening of local communities in infrastructure development and

enhancing capacity to establish self help groups;

(III) Assist the local government to develop system for community development planning;

(IV) Ensure the efficient implementation of the community development and strengthen capacities in the central, regional, city/ district level and community

level;

(V) Disseminate the checklist of the project that has to fulfill for all Infrastructure Development Plan (IDP) which prepared by Community Implementation

Organization (CIO);

(VI) Guide and assist the project stakeholder (RPMC, PPIU, and DPIU) to verify and to assess the IDP to minimize the specific impact of the project, and to reduce the

potential grievance;

(VII) Conduct spot check to the field to ensure the implementation has been applied the procedures, principles, and mechanism;

(VIII) Assist and support the RPMC and local government to plan, implement and monitor strengthening community, local institution and community forum;

(IX) Monitor and supervise the overall participatory process of all stakeholders involved in the project planning, implementation, monitoring and evaluation, and

ensure the effectiveness of and efficient implementation of the community participation in decision making process;

(X) Ensure the accuracy of community development performance data in the MIS;

(XI) Review the Project’s Gender Action Plan and verify it these are captured in the implementation guidelines and manual, and in the Project’s performance

indicators included in the M&E system;

(XII) Ensure that gender-disaggregated data in baseline, benchmark, and completion surveys are gathered and the data are properly analyzed and reported in

quarterly and annual progress reports;

(XIII) Design capacity building strategy for strengthening community and local institution due to gender issues and gender action plan;

(XIV) Assist the PCMU in the conduct of Orientation Programs at the national level by acting as resource speaker to discuss gender equity issue;

(XV) Develop system monitoring for gender issues and gender action plan;

(XVI) Provide technical assistance and support as necessary and monitoring and supervise, gender participation in empowerment process and ensure the

accuracy of gender performance date in the MIS;

(XVII) Prepare periodic reports on the status of implementation of GAP to EA, ADB and the PNPM Mandiri Oversight Body.

(XVIII) Evaluate the performance of RPMC’s in community development including GAP implementation;

(XIX) Prepare design and documentation of capacity building activities in respect of the above;

(XX) Support the team leader to prepare exit strategy of the project to ensure sustainability of the project at local level.

(XXI) Provide guidance for the implementation of the gender audits.

(XXII) Assist the TL in the preparation of project progress reports particularly related to the social/gender aspects.

(XXIII) The Candidate should make sure that the gender related matters are incorporated in all training and awareness programs and included in the MIS

system.

Key Qualification Required

He/She should have bachelor degree in social Science and Development with significant,

10 years experience in his/her discipline, and at least have an experience in the community based development projects in urban or rural area. He/She is responsible to oversee the overall participatory process of all stakeholders involved in the project planning, implementation, monitoring and evaluation. The candidate should:

(I) Possess capability technical/non-technical in problem solving.

(II) Possess computer application skills.

F.    Public Campaign and Awareness / Safeguard Specialist (36 person-months, national consultant)

The Public Campaign and Awareness Specialist will provide support to the PCMU,

provincial and district administrations and RMPC and Facilitators related to (i) the development

and implementation of a comprehensive Public campaign and awareness program to be carried

at all participating villages/neighborhoods, (ii) the preparation and conduct of training programs

related to community mobilization in the process of preparing and implementing community

action plans and assist PCMU in ensuring that the guidelines of the Project on the conduct of

social and environmental assessments and on Land Acquisition and Resettlement Framework

(LARF) are adequate and consistent with ADB guidelines, and local laws, that the communities

are provided adequate guidance in screening their proposed projects, and all approved

community investment projects have passed thorough safeguards review and screening and

mitigation measures are put in place if there is any anticipated adverse effect. The candidate

will:

(I) Work closely with the PPM&E specialist and RPMC and facilitators in updating

and operating the MIS system at national, provincial, and district levels.

(II) Take primary responsibility for all data collection and analysis related to the

status of all project activities regarding health and community development at the

provincial level. Moreover, the candidate will moderate workshops as required by

the clients.

(III) Ensure full dissemination of the Land Acquisition and Resettlement Framework

(LARF), Environmental Assessment and Review Framework (EARF), ADB

policies and applicable local laws to community groups (CIOs and O&M Teams),

village officials, PPIU, DPIU, and Candidate and facilitators;

(IV) Develop system monitoring for safeguard compliances especially for LARF and

environmental safeguard;

(V) Review the existing guidelines and implementation manual on the conduct of

environmental assessment, land acquisition and resettlement framework,

including the checklists used in screening projects, consolidate recommendations

of the other safeguards specialists and submit recommended improvements

before the start of Cycle 2 of the Project.

(VI) Assist the PCMU in the conduct of Orientation Programs at the national level by

acting as resource speaker to discuss safeguard issues;

(VII) Ensure that safeguarding data in baseline, benchmark, and completion surveys

are gathered and the data are properly analyzed and reported in quarterly and

annual progress reports.

(VIII) Prepare periodic reports on the status of implementation of safeguard

compliances to ADB and the PNPM Mandiri Oversight Body.

(IX) Ensure the accuracy of compliances of environmental safeguard including LARF

data in the MIS;

(X) Provide technical assistance and support as necessary and monitoring and

supervise, safeguard compliance in the implementation phase;

(XI) Support the team leader to prepare exit strategy of the project to ensure

sustainability of the project at local level.

Key Qualification Required

The proposed candidate should have at least Bachelor Degree in Environmental/Sanitary

Engineering, Communication, Community Health or similar advanced degree from a recognized

university, with 10 years experience in his/her discipline, with at least have an experience in

community based development projects, health and hygiene in urban or rural areas. The

proposed candidate should also have at least 2 years of experiences in water supply and

sanitation projects and demonstrated ability to work congenially and productively with

Candidate, counterparts, and other project stakeholders in a team context. The candidate

G.   Project Performance Monitoring and Evaluation Specialist (36 person-months, national consultant)

The Performance Project Monitoring & Evaluation Specialist will have the primary responsibility for the activities set out in the scope of work above in respect of:

(I) Assist and supervise RPMC to monitor and supervise implementation of RIS PNPM project cycle;

(II) Develop standard and operational procedure for evaluation of RPMC performance including monitor and supervise the evaluation of RPMC

performance;

(III) Develop the Quality Assurance and PPMS procedures;

(IV) Guide and assist the project stakeholder (RPMC, PPIU, and DPIU) to verify and to assess the IDP to minimize the specific impact of the project, and to reduce the

potential grievance;

(V) Conduct spot check to the field to ensure the implementation has been applied the procedures, principles, and mechanism;

(VI) Review and monitor RPMC work plans and progress to implement the plan;

(VII) Evaluate RPMC performance regularly, taking follow- up action as necessary;

(VIII) Design project data base and various computerized reporting from the field;

(IX) Prepare standard & operational procedure for monitoring output and result RIS PNPM Mandiri

(X) Prepare standard & operational procedure of annual report and upgrading subproject completion report that should be prepared by local government;

(XI) Monitor the Quality Assurance of the implementation at village level;

(XII) Monitor the implementation of GAP and ensure that sex disaggregated data is collected;

(XIII) Prepare standard & operational procedure for midterm review at local level;

(XIV) Prepare database and compilation data of project implementation RIS PNPM;

(XV) Support the team leader to prepare quarterly, semi annual and annual progress report for the PMU and ADB.

(XVI) Update and operate the MIS system at national level and monitor the MIS at the provincial and district/city level. Together with the RPMC PPME specialists,

He/she will take primary responsibility for all data collection and analysis related to the status of all project activities at all levels.

Key Qualification Required

Have a minimum bachelor (S1) degree in Information Technology/Science with 10 years experience in his/her discipline, with at least have an experience in urban sanitation or rural

infrastructure applying CDD approach, and an experience in the project management and will advantages with the community based development projects/program. A master’s (S2) degree in Engineering/Management will be an advantage. He/She is responsible for the overall project monitoring and evaluation systems including design MIS and website. The candidate will develop systems for, and undertake, monitoring and evaluation of project technical, disbursement performance, the delivery of the planned infrastructure, facilities, activities and programs, the achievement of project objectives and Project social and economic benefits.The candidate should:

(I) Possess capability in design reporting application program of infrastructures project.

(II) Capable rapidly and accurately update MIS database.

(III) Experienced in utilizing and presenting statistical analysis from MIS databases in reporting project progress

H.   Training Specialist (24 person-months, national consultant)

The Performance Sanitation Technical Specialists will have the primary responsibility for the activities set out in the scope of work above in respect of:

(I) To assist facilitators and communities in finding the best possible sanitation technologies to be applied to obtain the optimum benefit and in consideration of

the existing resources (e.g. availability of land, etc.)

(II) To assist the city governments in integrating the city sanitation strategies into the mid term strategy and annual budgets.

(III) To assist the EA and other project stakeholders in supervising work implemented by the community.

(IV) To provide technical guidelines to facilitators and community members in preparing the community sanitation action plans.

(V) To assist the deputy team leader/urban sanitation specialist in implementing his/her task.

(VI) To assist the EA and regional governments in implementing the sanitation campaign and awareness activities.

Key Qualifications Required

Summary
The person will support the implementation of Analytical Capacity Development Partnership (ACDP) programme and work with other members of the team in planning, organising, monitoring and reporting the delivery of ACDP programs in accordance with British Council’s and client(s)’s
standards and procedures.

DUTIES & RESPONSIBILITIES

1. Project management

• To coordinate with ACDP Program Managers, Consultants and the rest of program team for logistical and administration support for ACDP activities
• Provide preparation of workshop for education sector stakeholders and other events related to the project
• To provide travel arrangement and fieldwork for consultants as well as ACDP team and prepare travel report accordingly
• Liaise with external parties such as consultants, government officials as well as beneficiaries during project implementation
• Together with the Finance Officer serves as the point of reference on all aspects of the projects particularly in relation  to procurement and financial process
• To support the procurement, management of internal and external resources, and financial process.
• Provide support for project closure, evaluation activities and related process.
• To contribute to the preparation and submission of regular and final reports for donor agency.
• To contribute to the preparation of BC reporting requirements

2. Financial management

• Provide financial and technical reporting to internal and external clients
• To make sure British Council’s financial standard procedure and quality are maintained
• Manage finance report of ADB-funded ACDP project for internal and external clients and beneficiaries for each project
• Manage the payment process for vendors and clients.

STANDARDS

• Project documentation maintained in accordance with BC’s and clients’ standards and needs.
• Documentation distributed to project boards on time; minutes circulated within agreed timescales.
• Use of project resources monitored and reported on according to schedule agreed with Programmes Manager.

QUALIFICATIONS

• Project and contract management, preferably with previous experience with NGO and client services organization
• Strong administration skills
• Good communication skills especially in English language speaking and writing for reporting purposes
• Good negotiation skills in dealing with government and international agency related to project management
• Computer literate and familiar with Microsoft Office applications, SAP system and other related programs
