CAMP FULL: Impact Officiating Announces 2026 Basketball Officials Camp October 2-4 in Winnipeg

Impact Officiating has announced the return of its basketball officials camp, taking place October 2 to 4, 2026, in conjunction with the Peg City Showcase tournament in Winnipeg, Manitoba.

JULY 8 UPDATE: The registration portal has been closed until the Camp Director can confirm sufficient game opportunities for registrants. Those officials who are still interested in attending the camp can email Rick Degagne at rickdegagne09@gmail.com to be placed on the "wait list". Those officials who have already registered should make arrangements for payment within the next few weeks by e-transferring Rick at the above email address (please use "Impact" as the password).

This year’s camp will feature both Two-Person Officiating (2PO) and Three-Person Officiating (3PO), providing development opportunities for officials at different stages of their officiating journey. The camp will again be led by Camp Director Rick DeGagne, a respected official, clinician and Referee Coach with a wealth of experience at the provincial, national, international and professional levels.

The camp is open to Level 1 through Level 4 officials seeking to upgrade their skill set as they progress through their plan of continuous improvement.

The 2PO portion of the camp is designed primarily for newer officials with approximately one to five years of experience, or those looking to strengthen their foundation. The focus will be on learning how to referee, how to receive and apply feedback, and how to build strong habits in key areas including 2PO coverage and positioning, communication through whistle and voice, Individual Officiating Techniques, game control and play-calling.

The 3PO portion of the camp is designed for more experienced officials with proficient 2PO knowledge who are developing their three-person officiating skill set. The focus will be on 3PO coverage and positioning; understanding Open Angle versus Closed Angle as it relates to decision-making and play-calling; game control; and Individual Officiating Techniques.

Officials registering for the 3PO portion should have a basic understanding of three-person mechanics, although limited experience is acceptable. All camp participants will take part in the same classroom sessions. Officials who are unsure whether to register for the 2PO or 3PO portion of the camp are encouraged to contact Rick DeGagne at rickdegagne09@gmail.com for guidance.

The 2026 camp fee is $390 per official and includes camp swag, a whistle, notebook, classroom instruction, and in-game and post-game feedback from a staff of Referee Coaches with a vast array of knowledge and experience. The goal is for each participant to officiate five to six games over the course of the weekend.

A social event will be held Saturday evening, October 3, to provide further networking and engagement among camp participants and staff.

The total number of camp participants will be determined by the number of accepted registrations for both the 2PO and 3PO portions of the camp, with the overall camp size expected to be in the low to mid-forties.

The instructional staff includes a lineup of high-level Referee Coaches and officials with experience at the U SPORTS, national, international and professional levels. There may be an addition or two; however, confirmed staff members include: (view bios below)

MEET THE CAMP STAFF

MIKE THOMSON

Mike Thomson brings 46 years of experience as a basketball official, including 41 years on the court and 21 years as a FIBA-licensed referee. He is currently the Supervisor of Officials for Canada West. During his officiating career, Mike worked 13 U SPORTS Men’s National Championship tournaments, including 9 championship finals.

Internationally, Mike officiated at the 2000 Sydney Summer Olympic Games and completed 15 additional international assignments. He has refereed on every continent where basketball is played, except Africa. Today, Mike serves as a Canadian National Referee Coach and a FIBA Level 2+ Referee Instructor. His recent assignments include the Paris 2024 Summer Olympics, the 2019 and 2023 FIBA Men’s World Cups, and multiple FIBA Americas events. Mike is dedicated to developing the next generation of officials, with a focus on continuous improvement and mentorship.

JOHN McFARLAND

John is a retired FIBA referee and currently serves on the Canada West officiating panel. He has previously served as President of both the Alberta and British Columbia Basketball Officials Associations. Nationally, John recently served as National Educator for the Canadian Basketball Officials Commission and is also the assignor and evaluator for the PACWEST Conference. A certified FIBA Level 1 Instructor, John continues to serve as a National Referee Coach and is passionate about mentoring officials at all levels of the game.

NEIL DONNELLY

Neil is a Canadian basketball official with over 30 years of U SPORTS experience, having officiated at 13 National Championships, including four men’s finals. A FIBA-certified referee for 12 years, he has worked games across four continents. Notably, Neil was nominated to the 2011 Pan Am Games in Guadalajara, Mexico, where he officiated both the Women’s Gold Medal Game and the Men’s Semi-Final. He currently officiates in the Canada West Conference and the CEBL professional league. Neil also serves as a National Referee Coach and takes pride in supporting the development of officials at all levels.

MARTHA BRADBURY

Martha is a retired U SPORTS official, having officiated at that level for 23-years. Over the course of her career, she was assigned as an on-court official to nine National Championships, including 4 at the U SPORTS level. Martha is currently the MABO Provincial Supervisor, having spent 20+ years as part of the Provincial Executive. She was also an Executive Member of both CABO and CBOC. She has been a provincial clinician and evaluator in Manitoba for 16 years. She is a current National Referee Coach, having attended 10 tournaments in that capacity. Martha has a passion for working with officials and in helping them develop their game.

REID KENYON

Reid has over 30 years of officiating experience, including 11 years as a FIBA official. His international resume includes assignments at the World University Games, the Pan Am Games, and FIBA Americas Pro League play. He has officiated at numerous National Championships across all levels, with highlights including the U SPORTS Men’s National Championship finals in 2010, 2015, and 2020. Reid is currently part of the CEBL officiating roster and has served as a Referee Coach at camps across Western Canada. Locally, he has directed over 10 officiating camps in Manitoba, is the long-time assignor for the WMBA, and has served as President of the MABO Board. Recently appointed as a National Referee Coach, Reid is looking forward to contributing to the Impact Officiating Camp this October.

TIM WARREN

Tim brings 25 years of officiating experience, including 16 years as a Canada West panel official. He is currently the President of the Western Manitoba Basketball Officials Association and serves on the MABO Board. Over the past decade, Tim has actively supported the development of Manitoba officials through evaluations and clinics. He is especially committed to mentoring grassroots officials and supporting the broader basketball community. Professionally, Tim spent 15 years in supervisory and management roles with a focus on team building and conflict resolution. His insightful approach to officiating and player interactions adds value to every game he observes. Tim is excited to join the staff of the Impact Officiating Camp.

STACY HAWASH

Stacy is an active CanWest official with 21 years at the university level. She has officiated at multiple national championships, including the U15 and U17 summer competitions as well as three U SPORTS championships. Stacy is also a highly accomplished coach, having served in this role for the Manitoba U15 and U17 programs. Her teams at Vincent Massey (WPG) are consistently among the top teams in the MHSAA. As a provincial Referee Coach, Stacy has served as a clinician and evaluator for the past 10 years. She is also a certified NOCP Level 1 and Level 2 Learning Facilitator. As an educator, Stacy enjoys teaching basketball to officials and athletes at all levels.

EARL ROBERTS

Earl is an active Canada West official with 26 years of experience at the university level. He has worked numerous playoff series and has officiated at U SPORTS National Championships for both men’s and women’s competitions. Earl is also a member of the CEBL officiating staff and has served as a Referee Coach at several MHSAA Provincial Championships, including at the 4A level. Recently, he has expanded his leadership role in the officiating community by participating on committees responsible for assigning games in the MCAC and prep school circuits. Earl is also a member of the Pathway to Excellence committee. Known for his effective in-game communication with coaches and players—and his support for fellow officials off the court—Earl is looking forward to being part of the Impact Officiating Camp staff this October.

MATT DEGAGNE

Matt is an active Canada West official heading into his 14th year at the U SPORTS level. His most recent high-profile assignment was the 2025 CCAA Men's Tournament in Montreal. He has officiated in five Canada West Playoff Tournaments/Series. Matt's on-floor resume also includes three Summer National Tournaments at which he was assigned 1 Gold Medal and 1 Bronze Medal game. Matt is excited to become an Impact Officiating Camp instructor to help officials improve their skills.

WYATT ANDERS

Wyatt has been officiating for 22 years at various levels, including 10 years at the U SPORTS level. He is also part of the officiating staff in the CEBL. Wyatt has officiated multiple CanWest playoff series, including two bronze-medal games, as well as both the U17 Men and Women national championships, where he was assigned to the gold-medal games. Most recently, Wyatt was assigned as the CC in the 2026 CCAA Men's gold medal game. He has served as MABO president and is currently the MBOA Referee Supervisor. He has been a provincial clinician and evaluator for six years. Wyatt is a current educator and has a passion for assisting officials in their development.

CARRIERA LAMOUREUX

Carriera, from Winnipeg, Manitoba, officiates at the collegiate, national, and international levels. A recently licensed FIBA referee, she has worked numerous championship events, including multiple Canada West Championships, U SPORTS National Championships, Globl Jam Women’s Gold Medal Game, and FIBA Centrobasket Women’s Championship in Nicaragua. A former student-athlete at Algoma University, Carriera is passionate about serving the game with integrity, humility, and a commitment to continual growth. Beyond the court, she enjoys mentoring young officials and advocating for greater opportunities for women and Indigenous peoples in sport

RICK DEGAGNE (CAMP DIRECTOR)

Rick DeGagne is an active Canada West official, recently completing his 46th year of officiating university basketball. Throughout his distinguished career, Rick has been assigned to 17 National Championships, including 10 at the U SPORTS level. He also enjoyed a 15-year international officiating career, highlighted by his selection to numerous major tournaments/events worldwide, including the 2000 Summer Olympic Games in Sydney, Australia.

In Manitoba, Rick has served as a provincial clinician and evaluator for over 30 years and has contributed as a Referee Coach at 10 National Championships. A retired educator, Rick takes great pride in mentoring officials at all levels, helping them refine their skills and elevate their performance on the court.

The June 2026 edition of the CBOC Whistle Blast features several stories and updates that will be of particular interest to Manitoba’s basketball officiating community. Most notably, Manitoba official Carriera Lamoureux is profiled as the national referee feature, recognizing her outstanding contributions to officiating development, mentorship, recruitment, and leadership across the province. The article highlights her work delivering clinics throughout Manitoba, including northern communities, her role as a mentor and clinician with MABO, and her recent international FIBA appointment to the Women’s Centrobasket Championship in Nicaragua.

The newsletter also introduces the new CBOC Vision 2030, a national roadmap aimed at creating a more aligned, inclusive, transparent, and sustainable officiating system across Canada. 2026 MABO Annual General Meeting Minutes

The Manitoba Association of Basketball Officials extends its thanks to all members and supporters who attended the 2026 MABO Annual General Meeting, both in person at Sport Manitoba and online through Zoom on June 23.

The evening provided an important opportunity to review reports, complete elections, recognize years of service, and discuss key items shaping the future of basketball officiating in Manitoba. Congratulations to all officials recognized for their years of service, as well as Rod Peppler, who was honoured posthumously with the MABO Golden Whistle Award; Rick DeGagne, recipient of the Ted Early Memorial Award; Reid Kenyon, who was inducted into the WMBA Hall of Fame; and Liam Weinfortner, named WMBA Referee of the Year.

Thank you to everyone who continues to contribute their time, leadership and commitment to strengthening officiating and supporting the growth of basketball across the province.

5.1.1 Active Member

To become an Active Member, an individual must:

A. Pay the annual MABO membership fees for Active Members.
B. Have an interest in the game of basketball and the spirit of its rules.
C. Be prepared to continually assess and attempt to improve his/her knowledge of officiating.
D. Be prepared to continually assess and attempt to improve his/her ability as an official and/or as an evaluator.
E. Write the NBO FIBA rules examination each year.
F. Attend an annual MABO Board-approved clinic at the appropriate level.
G. Be an active, on-floor official

An Active Member shall be entitled to a vote at meetings of the Association and hold office as a voting member of the Board.

5.1.2 Associate Member

Membership is available for those individuals who are no longer active on-court officials, but remain involved with the association and ultimately require being members of MABO. To become an Associate Member an individual must:

A. Pay the annual MABO membership fees for Associate Members and the NBO fees for NBO membership and Basketball Manitoba membership.
B. Have an interest in the game of basketball and the spirit of its rules.
C. Be prepared to continually assess and attempt to improve his/her knowledge of officiating.
D. Write and pass the NBO FIBA rules examination each year.
E. Attend an annual MABO Board-approved clinic at the appropriate level
F. Non-active, former on floor official.
MABO sets it own fees for this group An Associate Member shall be entitled to a vote at meetings of the Association and hold office as a voting member of the Board.

REMINDER: CBOC Basketball Officials Jersey & Jacket Order Window Open to June 13, 2026 with Bulk Order Opportunity

The Manitoba Association of Basketball Officials (MABO) will once again coordinate a bulk-order opportunity for the new CBOC jackets and jerseys over the coming month.

MABO will begin accepting orders on Tuesday, May 19, 2026. An email announcement and website update with full ordering details will be released at that time. Orders will be accepted until Saturday, June 13, 2026, with no time exceptions.

Officials are strongly encouraged to place their orders during this window, particularly those interested in working at the 2027 High School Provincial Championships.

Important Future Uniform Requirements

While the CBOC jacket will not be mandatory for the 2026-27 season overall, it will be required for any official assigned to Provincial Championships in February and March 2027.
There will likely be only one additional ordering window prior to Provincials that would allow jackets to arrive in time for those events. Officials planning to work Provincials in 2027 are encouraged to order during this May/June window.
Beginning with the 2027-28 season (September 2027), the CBOC jacket will become a mandatory part of the official MABO uniform for all certified officials.

Officials will be invoiced in July 2026.
Anticipated delivery timeline is early to mid-August 2026, with distribution to follow shortly thereafter.

Bulk Ordering Benefits

MABO’s bulk ordering process allows officials to save on shipping costs when purchasing CBOC jerseys and jackets.

Officials are encouraged to share this information with fellow officials and colleagues. Supervisors are also asked to distribute this information to their leagues, particularly to newer officials who may require jerseys or jackets for upcoming seasons.

MABO Officials Raise Record $5,988 for CancerCare Manitoba Through 2026 “Call a Foul on Cancer” Campaign

The Manitoba Association of Basketball Officials (MABO) has announced a record-setting donation of $5,988 to the CancerCare Manitoba Foundation through its annual “Call a Foul on Cancer” Purple Whistle Campaign.

The 2026 total marks the highest single-year fundraising amount in the initiative’s 16-year history and reflects the continued commitment of Manitoba’s basketball officiating community to supporting cancer care and research across the province.

A total of 129 basketball referees from across Manitoba participated in this year’s campaign, helping raise awareness and funds throughout the basketball season. The campaign encourages officials to wear purple whistles this past February and support fundraising efforts during games and events as a visible show of solidarity for those affected by cancer.

Over the past 16 years, MABO officials and supporters have now contributed an impressive $59,665.48 toward CancerCare Manitoba Foundation initiatives.

MABO representatives Shawn Woloski and Corey McCarthy (pictured above) recently joined CancerCare Manitoba Foundation representatives for the official cheque presentation recognizing the success of this year’s campaign.

“The continued growth of the Purple Whistle Campaign speaks to the strength and compassion of Manitoba’s basketball officiating community,” said the MABO Board of Directors. “What began as a meaningful initiative years ago has grown into a province-wide effort that continues to make a real impact in the fight against cancer. We thank every official, donor, supporter, and basketball organization that contributed to this record-setting year.”

The Purple Whistle Campaign has become a longstanding tradition within Manitoba’s basketball officiating community and continues to demonstrate the positive impact sport can have beyond the court.

The Manitoba Association of Basketball Officials (MABO) has announced a series of upcoming virtual meetings open to all MABO members, focused on exploring the future structure of basketball officiating in the province.

Over the coming weeks, MABO will host two Zoom sessions to present and discuss ongoing exploratory work related to the evolution of the organization. These sessions will provide members with an overview of potential structural changes being considered to better align with the continued growth and increasing complexity of basketball across Manitoba.

As the sport continues to expand at all levels, MABO is proactively assessing how its governance and operations can adapt to meet current demands while positioning the organization for long-term sustainability and success.

As part of this process, MABO is collaborating with the Canadian Basketball Officials Commission (CBOC), which has developed a framework outlining a modernized model for officiating management across Canada. An introductory document prepared by CBOC has been shared with members to provide context and support informed discussion.

Manitoba's Rick DeGagne Named 2026 Ted Earley Memorial Award Recipient by Canada Basketball Officials Commission

The Manitoba Association of Basketball Officials is pleased to announce that longtime Manitoba basketball official Rick DeGagne has been named the 2026 recipient of the Ted Earley Memorial Award by the Canada Basketball Officials Commission.

The Ted Earley Memorial Award is CBOC’s highest honour and recognizes an official who has demonstrated superior ability on the floor, significant national and international experience, extensive service to the basketball community, leadership at the provincial and national levels, and meaningful contributions to education and interpretation within the game.

A native of Kenora, Ontario, and longtime resident of Brandon, Manitoba, Rick has been part of the basketball community since 1977. His impact spans nearly five decades as a player, coach, official, clinician, evaluator, mentor and administrator.

A former Brandon University Bobcat, Rick played three seasons from 1977 to 1980 and was named the Bobcats’ Rookie of the Year in 1977-78. He was later inducted into the Brandon University Sports Wall of Fame as part of the 1979-80 Bobcats team and also recognized in the Community Leadership category. In addition to this national recognition, Rick will also be part of the Manitoba Basketball Hall of Fame Class of 2026, with his induction tied to the Brandon University Bobcats program and is scheduled to take place this fall.

As an official, DeGagne has built one of the most accomplished resumes in Manitoba and Canadian basketball history. He began officiating in 1977 in the Brandon Senior Men’s League and has been a MABO member since 1978, working high school games for 48 years and university basketball for the past 46 years. He has officiated more than 1,000 university-level games, more than 100 GPAC and Canada West playoff games, and received 16 national championship assignments, including four gold medal games.

Internationally, DeGagne represented Canada in 37 games as a FIBA official and worked some of the sport’s highest-profile events, including the 1999 and 2003 Pan American Games, the 2001 FISU Games, a 1999 Olympic Qualification Tournament, the Jones Cup in Taiwan, the Nike Hoop Summit and the 2000 Olympic Games in Sydney, Australia. At the Sydney Olympics, his assignments included the men’s quarter-final between the United States and Russia, the women’s semi-final between the United States and Korea, and served as the alternate for the men’s gold medal game between the United States and France. Of note, all of Rick`s international assignments were comprised of games with a crew of only two officials.

Beyond his work on the court, DeGagne has made a major contribution to the development of officials across Manitoba and Canada. He has served as a MABO clinician and evaluator, a national referee coach, a Canada Basketball/CBOC NOCP Learning Facilitator, a Canada West referee coach and observer, and as director and clinician at the inaugural Impact Officiating Camp in Winnipeg. He has also served in leadership roles with MABO, the Westman Basketball Officials Association, and national officiating education committees.

DeGagne’s contribution to the game also includes coaching nearly 30 basketball teams between 1979 and 2011, including school and community teams in Brandon and Boissevain. His teams included MHSAA provincial finalists and champions, and he helped launch the West-Fit Wildcats girls club program.

In 2014, DeGagne received the John A. “Wink” Willox Award, recognizing his length of service, performance and contribution to basketball officiating in Canada. His broader sport leadership has also been recognized through multiple halls of fame inductions, including the Brandon University Sports Wall of Fame, the Manitoba Softball Hall of Fame, the Kenora Sports Hall of Fame and the Manitoba Baseball Hall of Fame.

“Rick DeGagne’s career represents the very best of basketball officiating in Manitoba and Canada,” said MABO President Reid Kenyon. “His on-court accomplishments are exceptional, but his broader impact as a mentor, clinician, evaluator and builder is what has helped shape generations of officials. This national recognition is well deserved and reflects a lifetime of service to the game.”

Basketball Manitoba Virtual Focus Group Series for Women & Girls in Basketball (18+) in Mar & April 2026

Basketball Manitoba has announced additional dates for a new virtual focus group series, inviting women and girls in basketball aged 18 and older to share their experiences and help shape the future of the game in Manitoba.

The sessions are intended to gather feedback and lived experience from participants involved in officiating, playing, coaching, and leadership. Input collected through the focus groups will help inform Basketball Manitoba’s Inclusion Strategy and support efforts to build a more equitable basketball environment across the province.

Participants will be invited to share what is working well, what barriers still exist, and what changes could help strengthen the sport experience for women and girls in Manitoba. Basketball Manitoba notes that every story and perspective shared will help guide future planning and decision-making.

All participants will be entered into a draw to win a pair of Winnipeg Sea Bears tickets.

The focus groups will be held virtually, and participants can choose one of the following sessions:

FUTURE CBOC JACKET REQUIREMENTS

Officials wanting to participate in the 2027 high school provincial championships will be required to have a CBOC jacket. Officials wanting to certify to referee in the fall of 2027 are required to have a CBOC jacket as part of the official uniform.

The Manitoba Association of Basketball Officials (MABO) has announced the referee assignments for the 2026 Manitoba Provincial High School Basketball Championships. Officials from across Manitoba have been selected to work the province’s top high school basketball events, representing multiple divisions and both boys and girls championships.

Referee selections are based on performance evaluations, experience, development potential and contributions throughout the high school season. The assignments also include Referee Coaches (RC) responsible for mentoring, evaluation and game management throughout the championships.

MABO extends its appreciation to all officials who contributed throughout the season and congratulates those selected to represent the officiating community at the 2026 Provincial Championships.

The Manitoba Provincial High School Basketball Championships represent the highest level of competition in the province’s scholastic basketball season and rely on experienced, dedicated officials to ensure the integrity and quality of play on the court.

In Memory of Robert (Bob) Fallis

It is with sadness that we share the passing of Robert (Bob) Fallis on Wednesday, February 18, 2026, at the age of 80.

Bob dedicated his life to the community. An educator with the Winnipeg School Division, he spent years teaching high school and making a difference for countless students. In the basketball community, Bob was equally well known as a long-time MABO referee in the Winnipeg School Division and as the convener of the annual Winnipeg Invitational Tournament. He gave his time, his steady presence, and his love of the game to generations of athletes, coaches, and officials.

Bob will be remembered by his daughters, Jennifer and Kristen (Scott), and his granddaughter Anna, along with extended family and many friends.

In keeping with Bob’s wishes, cremation has taken place. A Celebration of Life will be held at Pine Ridge later this spring, with details to follow.

Condolences to the Fallis family and all who are grieving this loss. The family has also shared their gratitude to the ICU staff at St. Boniface General Hospital for their compassionate care during Bob’s illness.

Next Level Officials Camp Announces 2026 Co-Ed and Women’s Officiating Camps in Edmonton

Next Level Officials Camp has announced its 2026 Co-Ed and Women’s Officiating Camps, returning this spring with two targeted development opportunities for basketball officials.

The Co-Ed Camp will take place April 24–26, 2026, in conjunction with Rick Stanley’s Rocky Mountain Hoops Tournament. The Women’s Camp will follow June 5–7, 2026, alongside the Pebble Female Basketball Championship. Both camps will be hosted at the Saville Community Sports Centre.

Designed for officials aiming to improve or advance in three-person mechanics, the camps feature on-court instruction, classroom sessions, video analysis, and immediate feedback in a structured, high-performance environment. A networking social event is also included.

Registration begins at 8:30 am on Friday, with programming concluding Sunday at approximately 4:00 pm. Full attendance is required. Camp cost is $450 per participant, with limited space available.

Founded in 2012, the camp is led by Karen, whose officiating resume includes NCAA Division I, CEBL, Canada West, ACAC, and FIBA, highlighted by officiating at the Olympic Games in Rio de Janeiro. Camp staff include clinicians with experience across FIBA, NCAA, NBA G League, WNBA, and U Sports.

MABO has announced the application process for members to work at the high school provincial championships this March. MABO is committed to serving all provincial high school tournaments with the best available officials. Your assignor will nominate officials they feel have worked hard and have earned the honour of working Provincials. Once you are nominated, you are asked to complete the following.

Please find the High School Provincial Championships Application Form below. As part of our process for selecting officials for the Provincial Varsity and Junior Varsity high school championships, please complete the information below and submit it to the Provincial Supervisor of Officials on or before January 31, 2026.

Officials will be selected from the submitted applications based on availability and qualification for a provincial appointment. Factors considered in selecting officials include, but are not limited to, the following: NOCP qualifications, the capability of officiating at the proposed tournament, has been considered a leader both on and off the court, has written the CBOC exam for their current level, has received a current evaluation and gets a recommendation from his/her local assignor/board.

Canada Basketball Launches New Game Plan and RefMasters Platforms to Advance Officiating Development

Canada Basketball has announced the launch of two integrated platforms – Game Plan and RefMasters – to support the ongoing development of officials across the country through the National Officials Certification Program.

Game Plan will serve as the central hub for certification management, examinations, workshop access, and FIBA rule education. Officials can now track their progress, review evaluations, and complete the annual FIBA Rules Exam directly within the system.

RefMasters introduces a new digital community designed to strengthen connections among officials. Through real-time updates, micro-teaching clips, featured FIBA content, and a social-style activity feed, officials can stay informed, engaged, and connected.

Both tools work together to modernize and enhance the education, communication, and collaboration experience for Canadian officials.

As the high school basketball season gets underway this week, the Manitoba Association of Basketball Officials (Manitoba Association of Basketball Officials) would like to remind all registered officials of the opportunity to request an on-court evaluation during the upcoming season.

On-court evaluations are a valuable development tool for officials at every stage of their officiating pathway. Whether you are an experienced official looking to fine-tune specific areas of your game or a newer official focused on building confidence, consistency, and court presence, structured feedback from a certified evaluator can support continued growth and long-term success.

Evaluations focus on key officiating competencies, including positioning, mechanics, rules knowledge, game management, communication, and professionalism. Officials receive constructive feedback designed to reinforce strengths while identifying practical areas for improvement that can be applied immediately in game situations.

In addition to their developmental value, evaluations are an important component of the National Officials Certification Program (NOCP). Officials seeking to advance to higher certification levels are encouraged to plan ahead and ensure they complete the required evaluations during the season.

MABO strongly encourages officials to take advantage of this opportunity as part of their ongoing commitment to development, accountability, and excellence in officiating across Manitoba.

As part of MABO’s commitment to maintaining the highest standards of officiating education, all senior officials are required to complete the following two online courses through the Coach.ca Locker system as part of their 2025-26 clinic obligations:

Anti-Racism in Coaching (approximately 60 minutes)
Safe Sport Training – Direct Athlete Contact (select “Official”) (approximately 90 minutes)

All officials must complete both courses no later than Monday, December 15, 2025.

Courses are provided at no cost to MABO members.

The Canadian Basketball Officials Commission (CBOC) has announced that the 2025–26 FIBA Rules Exam will be available online for all registered officials beginning Mon, Oct 27, 2025, at 11:00 AM (CDT). The exam window will close on Fri, Nov 28, 2025, at 4:00 PM (CST).

Officials who have not yet been confirmed as registered for the 2025–26 season through their provincial associations will not be able to access the exam until their registration status is updated. Questions regarding MABO registration status can go to Stan Majowski - skmajowski@shaw.ca.

Exam Details

Prospect/NOCP 1: 30 questions
NOCP 2–5: 50 questions
Format: Yes/No or Multiple Choice, Open book
Duration: 2 hours
Based on 2024 Official FIBA Rules & 2024 Official FIBA Basketball Rules Interpretations (updated Oct 1, 2024)

Officials will receive their score immediately upon completion. If unsuccessful on their first attempt, a rewrite will be available until Fri, Dec 5, 2025 at 5:00 PM (EST). Note that only the first score will be considered for national tournament nominations.

Passing Marks

NOCP 1: 21/30 (70%)
NOCP 2: 40/50 (80%)
NOCP 3–5: 43/50 (86%)

Exam results and supporting resources (articles and interpretations) will be released after the exam window closes.

Registration Restrictions

Prospect officials may access the NOCP 1 exam (30 questions).

NOCP 1 officials may choose either the NOCP 1 or NOCP 2 exam but can only register for one. Once selected, access to the other exam will be restricted. Officials can only register for the exam corresponding to their profile’s current NOCP level. Any corrections must be made in advance through your provincial body.
