Philippines to buy 200,000 tons of rice from Vietnam

MANILA, Philippines (Reuters) - Philippine Agriculture Secretary Proceso Alcala said Wednesday that the state-run National Food Authority (NFA) will buy 200,000 tons of rice from Vietnam in a government-to-government deal.

Alcala also said he wanted the tenders for private sector rice import rights to be held this month, with traders allowed to buy up to 660,000 tons of the grain.

The government wants all shipments, including the NFA purchases, to arrive from late May and into June.

"It will be a government-to-government deal. Vietnam has actually given us guarantee that they can supply our requirements," Alcala told reporters.

He said private traders can also buy the entire 660,000 tonnes from Vietnam.

"The private sector will be allowed to negotiate for their own purchases, but will not be obliged to buy solely from Vietnam. They can buy from other exporters if they can negotiate for a cheaper price," Alcala said.

The Philippines has an existing rice supply agreement with Vietnam, which was extended to 2013.

A trader in Ho Chi Minh City said: "It means they (the Philippines) also have rice shortage, unlike before when it seemed they were slow in their purchase."

The Philippines' latest demand, coupled with a planned Bangladeshi purchase of 200,000 tons of Vietnamese rice, is small compared with Vietnam's output available for export from its current harvest of 3 million tons of milled rice.

But once the deals are finalized, these could help halt a fall on domestic and export prices in Vietnam, the world's second-largest exporter of the grain after Thailand.

The Philippines has approved rice imports of 1.3 million tons for 2011 but has indicated it wanted to limit shipments to about two-thirds of that, relinquishing its position in recent years as the world's biggest buyer of rice.

For 2010, Manila imported a record 2.45 million tons.

"We approved an import volume of 1.3 million tons to consider emergency purchases if we don't meet our production targets," Alcala said.

The government wants the private sector to take over the country's rice purchases to reduce the NFA's financial burden.

Such purchases are tariff-free, with the traders instead paying a service fee to the NFA for bringing in rice.

Four months ago, I met someone who enlightened me with a lot of things. Actually, with the way I should see life. That person thought me to be "ME", no pretensions, no limits, and no boundaries in getting to know the real me in a way I am, not in a way I should be. Not putting my best foot forward, not trying to please anybody, I have realized the true idea of being myself (Or rather the acceptance that love truly exist). Being beautiful from the inside, let me exude beauty to the outside. I felt pretty everyday even without my best make-up on or nothing artificial at all. Smile is the only ornament I think I wore.

I learned and was able to differentiate being innocent and naive to being stupid. I never felt stupid that time, really. I just felt loved and appreciated. I never thought I would ever be in such a bliss. I can't say again, because that state I was in... Sorry, if I may say... It's (like) my first time to be in heaven while I'm still on earth.

Hmmm... It may sound theatrical but I was discovered for being just Angely Meggi Manzanero Gayod. Nothing more, nothing less.

The good thing about this rendezvous was loving or appreciating every inch of my body, my mind, and my soul.

Ah, one more thing, I found out that I still can do more or be best without changing anything about me. Purely, revealing, uncovering, and digging what was long time ago hidden or rather buried traits I have.

Storm Megi to hit Cagayan Valley, to bring Ondoy-like rains

Tropical Storm Megi further intensified as it approaches the country and is forecast to enter Philippine territory late Friday night or early Saturday morning. The storm is also expected to bring Ondoy-like rains to affected areas.

Officials from the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) also said at a press conference in Quezon City that Megi will make landfall between Isabela and Cagayan provinces Monday afternoon.

Megi, which will be codenamed "Juan" once inside Philippine territory, was spotted 1,300 kilometers east of southern Luzon as of 10 a.m.

The storm, the tenth to hit the country this year, was monitored to be packing maximum sustain winds of 105 kph near the center and gustiness of up to 135 kph.

Nathaniel Servando, PAGASA deputy director for research and development, said Megi is expected to intensify into a typhoon in the next two days, with winds reaching beyond 150 kph.

"Landfall is based on the eye of the storm, but its circulation could be felt [as early as] Sunday afternoon in the two provinces [where it will make landfall]," he said.

Meanwhile, Secretary Mario Montejo of the Department of Science and Technology also warned that Megi could bring rains as much as that of storm Ondoy (Ketsana), the killer typhoon that triggered floods that left hundreds dead and millions of pesos in damages in Metro Manila and neighboring provinces in September 2009.

Weather officials earlier said that the rainfall brought by Ondoy last year was the most in recorded history, surpassing the previous record for the metropolis in 1967. (See: Epic flood in Metro Manila caused by record rainfall)

Weather forecasters also discouraged sea travelers to sail in the affected areas as early as Sunday morning.

spending days alone and quiet helps...one more thing is staring blankly in a place with cool weather really can take you to a bliss... yes, i was quiet for almost a month now. everything came to me in a rush. one day im very busy then boom everything stops! the whole month that i was away, i've realized that everything that had happened was like the last F1 Grand Prix for this season. even the commentator was amazed when Hamilton got the fifth place and became champion this season. people come and go. sometimes they exist and then they'll be gone for a long time .and by the time that you've given up,bOOM! it's as if though their engines were boost by some kind of magic or miracle then here you are again pressured and amazed. definitely, you'll do equal power or more for you not to be thrown out of your place... whew... Life oh, life... it can only mean one thing, Trust! and absolutely, FAITH!

Joseph Rommel Castelar became the back to back champion in the 6^th and 7^th Shell Helix Karting Super Series, in his improved and strong performance during the last part of the season.

Castelar, a third year high school student of De La Salle Zobel (DLSZ), is currently leading in Points for Novice Karter of the year as he managed to garner 332 Points in Shell Helix Series.

Castelar bagged the first place in Race 1, he landed third in Race 2, and then managed to grab the first place again in Race 3.

"Its been a good race weekend. We needed to score points. Luckily we took 1st place. Its nice that we did a good job for the team. 1, 2 finish," Castelar said.

Meanwhile, Castelar's brother, John Anthony, who started last for the Novice, now gained 263 Points for Shell, by winning second at the Carmona Circuit last Sunday.

John Anthony won the second place during Race 1, first place during Race 2 and ranked second again during Race 3.###

i spent my weekend in elbi-Los Baños, Laguna! A dear place that will always have a place in my heart. a swift backtrack, i was born and lived there for 4 years, where I gained my fundamental skills as a person today. So much for being nostalgic, ahahah...

My first agenda was to visit Plato Rodizia- a resto! secondly, to inhale a fresh cool breeze and to make it more important, to bring a stuff---work-related one.

When I saw the place:Plato Rodizia, i was so amazed because all the pictures in their multiply account came into reality. The sunset mural that i was longing to see close enough to differentiate it from reality happened. And of course the food that i have been waiting for to taste! hmmm, absolutely tasty! i love their CHICKEN KEBABS, BABY BACK RIBS, LAMB BLADE CHOPS STEAK and to complete my sumptuous dinner their GRILLED BANANA SPLIT.

It is really a place where people can relax, vent, fly,enjoy and EAT!

To make my description simple, Plato Rodizia HAS SOPHISTICATED TASTE OF MENU JUST LIKE IN SERENDRA'S WITH A PERFECT SERENE TWIST OF AMBIANCE THAT YOU WON'T FIND IN THE METRO...

i promise to go back and bring along my friends and relatives! And to complete my unfinished experience, i'll take pictures next time!

sometimes exhaustion can hinder a person to perform well. yet he can't stop and he is not allowed to stop. why does he need to choose? it always mean that he needs to sacrifice one thing for the other. is that the way life goes? or it goes to show that "you can't have it all" as a true statement?

if happiness will be included in the picture, same conflict comes his way... more often than not, the right thing to do does not co-equal to the word happiness. Another thought, most of the things in the other side or the not so good acts are followed by the word happiness.

Now, it only goes to show that a person who had passed this dilemma might be a too good person-(hypocrite) or a person who fights for her happiness no matter what it takes-(mean).... sometimes it's a matter of doing the right thing for the heck of doing the must be done than doing the thing that would be right just for him alone.

would you rather be moral in the eyes of other people or be true to yourself and be happy though other people are hurting? Think again!(NG-National Geographic, ahahah) a million times!

A broken glass will never be the same again no matter how you try to fix it, even if you buy the most expensive adhesive in the world...

Another post comes for a certain Ann Margaret and tells of her own life and death experiences as her comment:

It was so hard to accept that she's gone because I don't have enough courage and strength to endure the pain of losing her. Her death was so sudden. NP Spokesperson Gilbert Remulla: No Amendments to the Constitution Before 2010

The Nacionalista Party, headed by Senate President Manny Villar, reiterates its commitment to policy debates on how to further develop the Constitution. It recognizes that the Constitution, being the mother law that governs the nation, must be responsive to strategic issues of national interest. It supports the initiative of Sen. Aquilino Pimentel to open the doors of debate on federalism as a pro-active course of action in bringing peace to Mindanao.

Having said that, the Party categorically opposes any move to change the Constitution before 2010 as part of peace building in Mindanao. It believes that this will further divide an already polarized society. The immediate task is to build a climate of understanding between and among stakeholders to true peace in Mindanao. And this means getting the pulse of the whole nation, sincerely involving our democratic institutions, and respecting our democratic processes and laws.

The peace in Mindanao must be addressed head on if we are to move forward as a country. We hope that any initiative to bring peace to Mindanao must be done with utmost transparency and accountability. Any move to pursue a political settlement among contending parties in Mindanao under a cloak of secrecy and political maneuverings will not prosper.

This also means a commitment to a peace process that de-escalates the conflict. The displaced are already around 160,000 and still increasing. A multipartisan political group called "Young Turks" led by Genuine Opposition Spokesperson and Pamantasan Lungsod ng Maynila President Atty. Adel Tamano has started to go the rounds of colleges and universities all over the country. Tamano, along with other young political personalities Nacionalista Party spokesperson and former congressman Gilbert Remulla, English Professor Danton Remoto, Congressman Erin Tanada, and San Juan mayor JV Ejercito are doing the rounds of campuses advocating for youth involvement in governance.

The kick off started at Silliman University in Dumaguete City Last July 10-11, 2008.
Tamano described the event. "The bright students of Silliman University asked questions and we tried to answer them with substance and with style, with wit and cheer and laughter intact. It is because their questions seemed to deal with lack of hope, of being betrayed by their leaders, of abandonment. I hope we kept the spark plug of hope alive. We spoke in a chapel, a presentation room for business students, and the great church — all in one day. We hope the Sillimanians had a grand time, the way we did too, in our first campus tour."

Congressman Tanada, emphasized the need for dialogue between the young batch of political leaders and the youth. Remulla asserted that there is still hope and it resides in the youth and the young generation should not be afraid to stand for what they believe in.
