He very excited because there are many expensive&amp;nbsp;log can be abstracted out if the boundary is really 200 acres. He could not sleep well because of this information. His man on the ground also excited because perhaps&amp;nbsp;his boss will give extra BONUS for the "value" information. &lt;br /&gt;
&lt;br /&gt;
The management team told me they personal saw the boundary&amp;nbsp;line by&amp;nbsp;the forest officer in the&amp;nbsp;computer map. This is why the management team very confidence there are another 200 acres in the jungle and further more they passed me the coordinate to assist me. However, all the dreams and bonus disappeared when I found the first mark near the old drain.&lt;br /&gt;
&lt;br /&gt;
The land owner and the management team always called me what was the progress of my survey but unluckily to them because all the boundary marks fall near to old drain about 4-5m and all the big log just stand behind of these boundary marks.&lt;br /&gt;
On the last of my survey, I told the management team that even GPS is an intelligent tool in detection position but when come on cadastral survey. It will another story because the GPS system have not yet implemented on title survey where JUPEM is trying to do currently.&lt;br /&gt;
&lt;br /&gt;
The coordinate given by the forest officer is incorrectly because of difference datum and this is why they said the land in jungle. The management disagreed with the mark found on the ground and claimed perhaps somebody misplace it. I told them these marks were planted before Malaya independant where the survey was carried out in year 1927. During that period, they were using chain with theodolite and further more the area is hilly. Those day surveyor and his team really worked and the mark we found is the evidence.&lt;br /&gt;

Initially I assumed that these GPS reading were relevant with the PDUK info. The GPS reading could not convert into Geocentric cassini solder because the NDCDB is not available for this particular place thus we need to convert the GPS reading into old cassini Solder which based on the state origin.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;On the first day, we found an old pipe near the bamboo patch but about 2m away from the computed point. Thus, I assumed that the old pipe in position and searched for the next boundary. A sound of crack on the next mark proved that the old pipe was re fixed correctly. A few boundary marks were found even after nearly 1km traverse and the conclusion from this experience is error of conversion between geographic coordinates (Æ, l, h) and Cartesian coordinates (X, Y, Z) due to difference datum. So, how good is our NDCDB? Still&amp;nbsp;a big question mark to public including me. Friendly speaking, public only trust on the boundary mark and no the coordinate.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Firstly, you need to download &lt;a href="http://www.ziddu.com/download/8258259/Comdlg32.zip.html"&gt;comdlg32 &lt;/a&gt;(need to extract because in zip file) then copy this file into c:\windows\system32.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;This is for Windows Vista user. A lot of program need to go through administrator before we able to use the software.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;After paste the comdlg32.ocx into the system32 folder then click &lt;strong&gt;&lt;span style="font-size: large;"&gt;Start&lt;/span&gt;&lt;/strong&gt;, click &lt;strong&gt;&lt;span style="font-size: large;"&gt;All Programs&lt;/span&gt;&lt;/strong&gt;, click &lt;span style="font-size: large;"&gt;&lt;strong&gt;Accessories&lt;/strong&gt;&lt;/span&gt;, &lt;span style="color: red; font-size: x-large;"&gt;&lt;strong&gt;right-click&lt;/strong&gt;&lt;/span&gt; &lt;strong&gt;&lt;span style="font-size: large;"&gt;Command Prompt&lt;/span&gt;&lt;/strong&gt;, and then click Run as administrator. ( ensure you click right-click when in command prompt)&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Working as a land surveyor, I am exploded to land and property opportunity. Subsequently I also learn some skills from the my clients either from developer, land or property owners. &lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Recently one of my clients told me that he bought the piece of land I demarcated for him at Tengkera, Melaka only cost him RM300K for 9000 square feet. This amount of money to me is huge because this is a vacant land without any building. Perhaps to this young and rich guy is reasonable because he likes to stay at town area. &lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;The lot located at the heart of Melaka town, 2 schools around this area and government clinic at the main entrance of the lot. Even there are still have some wooden houses at neighbor lot but there is new access due to development (housing project) of opposite lot and a lot of people can enjoy the new access without using the old and narrow road.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;During our conversation while I did the survey, he did mention to me that somebody willing to offer him RM50 per square feet for this piece of land but he refused to sell. He easily can gain RM20 per square feet or RM180,000 if he sell the property. This young guy told me the main reason he invest in this piece of property because initially he want to buy the semi-detached just opposite this particular lot but the price is from range RM350K (min) to half a million where the area of the lot is less than 4000 square feet. Thus, instead of buying the semi-D, he bought this vacant land and build his dream bungalow on this lot.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;This is why people (my clients) also told me that property usually increase in value because of rising demand as their areas become more popular and mature such like above case or because there is easy access to facilities and infrastructure provided is conducive.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Below are some factors to look out when buying for capital gains property :-&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;1. Look at surrounding values to determine potential&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;-Like above young guy, he saw the opportunity of this lot while he want to buy the semi-detached which maybe cost him half a million.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;2. Limited supply&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;-Please bear in mind that prices will rise if the property is in great demand but there is limited supply. &lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;-Sometime the value of the property is seem high but able to sell before start the construction. Normally this project is small less than 4 acres but with unique concept and targeted especially government servants. This group of investor are entitled government of RM200K with 4% interest loan.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;-If you want to invest in shop house then the ratio of shop house to residential units should be not exceed 1 : 20. Anything less than 20 would indicate a possible oversupply situation. I noticed that a new development in Krubong, Melaka. This developer only built 2 rows of shop house in front of the frontage with majority bungalow residential. The sale is amazing according to the developer even located far from Melaka town.&lt;br /&gt;

This information is telling us prefer land title rather than strata title if want capital appreciation. &lt;br /&gt;

Rate of agriculture land normally based on acreage but in potential area such as Hang Tuah Jaya, Melaka. The land owner take this opportunity to raise the rate into square feet instead of acre for agriculture land. &lt;br /&gt;

I have a case that involve of a Malay land owner told me on previous years ago, his land value increased tremendously after a road acquisition occurred by state government. The area of the property became less but he happy because he receipted the compensation and the most he enjoy is the value of the land. He is a millionaire if he sell the property.&lt;br /&gt;

I charged a day fee for this particular job because it was simple and straight forward work which involve of 4 marks. However, he did not turn out for receiving his plan and&amp;nbsp;payment to us until today. Thus, I called him and finally he came to our office. &lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;When he open the plan and he requested for "Borang C " because he wants to submit to Majlis. ehh...Intially he just want to demarcation and now he request more what he pay. He told me that his previous freelance surveyor able to give him the form&amp;nbsp;after demarcation. I told him what is the purpose of "Borang C". We as a licensed land surveyor can not simply issue a borang C without an asbuilt survey to ensure the building is built according to approval plan. After long discussion, I told him that I need to do as-built before issue the borang and the cost I absorb because of mis-conmmunication. &lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Based on the GPS result and I did a comparison in distance with my total station. For every 1km, the propagation error is about 7cm by total station. The number of station in this traverse is 25 and each line contribute error of 7mm (short). The shortage of 7mm is correct when I compared with my EDM test on August 2009 and we noticed our instrument problem. Thus I can verify the distance by GPS is perfect calibrated. This is the main reason in the survey circular 2009 stated that traverse need to tie with CRM (Cadastral Reference Mark) or proven old mark for every 25 station or 1km(urban survey) or 2.5km (rural survey) which is early. In my case, my distance error contribute nearly 190mm for 2.5km.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;While difference in bearing, I adopted GPS observation is correct since GPS is based on grid north while our cadastral sun observation is based on true north. I will do the sun observation to verify the GPS bearing when I in the field.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;I have another 4 marks fail in processing and one of the reasons is due to no data connection from JUPEM during the observation. It causes the raw data of GPS observation can not apply the correction. This is one of disadvantage of using Static method. The best solution is using real time MyRTKnet.&lt;br /&gt;

However, his name was in the search because the land transaction was done in Form 14A by the lawyer.&lt;br /&gt;

There is no much info regarding land title missing in English but I found a few articles in Malay which is very useful in this case. One of them is &lt;a href="http://mindahartawan.blogspot.com/2008/12/macam-mana-nak-buat-kalau-geran-tanah.html"&gt;mindahartawan&lt;/a&gt;, he did mention what actions or steps need to take such as lodge police report. Another blogger whom worked in firm by the named of &lt;a href="http://sitistrawberry.blogspot.com/2009/09/geran-tanah-yang-hilang-chipsmores.html"&gt;sitistrawberry&lt;/a&gt;, she put in more details.&lt;br /&gt;
&lt;br /&gt;
1. Lodged police report and buy the copy&lt;br /&gt;
2. Do statutory declaration or Akuan Berkanun @ surat sumpah by commision of oaths&lt;br /&gt;
3. Payment to Land office or Register&lt;br /&gt;

&lt;/div&gt;&lt;div class="separator" style="clear: both; text-align: justify;"&gt;According to survey circular 2009, part of survey datum is&amp;nbsp;2 new CRM with distance no less than 30m and observation can be in static method with condition both points must observe on same time. The observation only take about 30 minutes except the master set observation where the observation was about an hour.&lt;br /&gt;
&lt;/div&gt;&lt;div class="separator" style="clear: both; text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div class="separator" style="clear: both; text-align: justify;"&gt;We also set 2 CRM where the estate manager show us the bundary mark with small holder. By this method we do not need to traverse where involve of time and cost.&lt;br /&gt;

&lt;/div&gt;&lt;div class="separator" style="clear: both; text-align: justify;"&gt;According to our GPS consultant, even through we have CRM and NDCDB dataset. We still need to search for old boundary marks because no all the NDCDB are valid. Land owner only believe in boundary stone and no the NDCDB coordinate where JUPEM just implemented recently.&lt;br /&gt;

&lt;/div&gt;&lt;div class="separator" style="clear: both; text-align: justify;"&gt;The second reason is due to the conversion from WGS84 to cassini solder. The GPS coordinate is based on the centre of earth with is similar with GDM2000. However, the coordinate for cassini solder is based on the state origin and the error will propagate bigger when far from the origin. Based on the previous exercise, the consultant did mention the error can be out to 10-20 meters. In my case I found the old boundary mark where neigbour with this lot and I just need to do fitting to search the relevan old marks.&lt;br /&gt;

This bungalow lot is 50 feet (width) and 80 feet (length) with the area of 4000 square feet. There is 10 feet space around the bungalow compound and no access behind the building. The lot is adjoining with neighbor lot and sharing with one chain fence (one boundary line). My customer claimed that the kitchen is small and want to extend another few feet extra since there is additional of 10 feet space before reaching to the fence. My client already asked the contractor to do the measurement and the design. According to the contractor, it is better to get an approval from local council before start the renovation works. Thus, this administration work was passed to me.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Before I met this officer, he requested some documents such as Sale &amp;amp; purchased (S &amp;amp; P) documents, Certificate of fitness of Building (CF) but now architect is issuing form F &amp;amp; the identity card. &lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;When the officer looked at the floor plan in S &amp;amp; P, he immediately said the maximum the building can be extended only 3 feet because no setback behind of the building. What is setback? According to the officer, setback is the distance required by the building law between the edge of the building to the property line (boundary line). If 3 feet is allowable then there is 14 feet balance between 2 houses. It is something like terrace houses with 12-14 feet back lane. I can say the developer or architect is smart in designing the bungalow lot. Instead of surrender the 14 feet to state government, they utilize the back lane and created cluster lot where the access only available at frontage of the building. Subsequently the lot can be declared as bungalow lot and demanded especially from high rank officers around Melaka area. This is another option in optimum your land usage.&lt;br /&gt;

&lt;br /&gt;
Emphasis in clause 39, we need to compare "coordinate" and no "bearing &amp;amp; distance"&amp;nbsp;like those day to ensure the old mark in position. The deviation still remain as previous, 50mm for urban and 0.1m for rural survey.&lt;br /&gt;

There is no baseline needed in this regulation and surveyor able to plant marks according to NDCDB coordinate which is available from JUPEM. NDCDB is adjusted based on least square adjustment method and cause the present PA value (rigid coordinate) can't be used in this new system. This kind of title was registered before National Land Code 1965 and the title still valid under provision section 160 National Land Code. I understood that the plantation management were using the existing road since the land owner bought the land. Usually, the plantation road access is following the gentle of contour. In those day, the planter was the first person walked in the field and subsequently they will marked the road before constructing by heavy machine without assisting from land surveyor or contour plan. It happened in most of the plantation in Malaysia, they usually need to go through neighbor land before reaching their plantation and normally those road user has good rapport with the road owner by maintaining the road or some tokens for appreciating. &lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Maintaining road is part of the planter responsibility to allow the excavation of crop in daily and the maintenance cost also part of the major cost in plantation. This is why my friend concern about the road reserve. He is worrying perhaps one day the neighbor land owner does not allow the public to access the land due to certain reason such like replanting, theft activities or others reason. Thus, he asked me to investigate the road access to this plantation.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;How to find the road access in Malaysia? The easy way is go to survey department and get a copy of standard sheet. The road access information is available in this plan. The second method is using google earth where the road access will appeal in this free program providing you know the lot or area. Difficulty to locate your lot in google earth , please kindly contact me and I will assist you.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Assume that there is no road reserve available for this particular land then what should the management do? National Land Code has a special provision to this kind of case and it call it as “Right of way” under section 391. There are 2 types of “right of way”. Public and private “right of way”. &lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Public &lt;a href="http://www.ziddu.com/download/7386192/formrightofway.pdf.html"&gt;right of way &lt;/a&gt;is an application for public user and the maintenance cost is borne by state government. We can see it in rural area especially in kampong.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Private right of way is an application for self interest and the right of access to a particular land without sharing with other user. State government does not bear the maintenance cost.&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;
&lt;/div&gt;&lt;div style="text-align: justify;"&gt;The application can be carried out by licensed land surveyor because a details plan need to provide while application. No premium was involved but compensation need to pay if there is any damage of feature such as tree, building or etc.&lt;br /&gt;

" This is one of my customers ask me regarding scale in plan. Basically, our plotting plan paper are in standard ISO paper saiz A1 (594mm x 841mm) , A2 (420mm x 594mm) , A3 (297mm x 420mm)&amp;nbsp;and A4 (210mm x 297mm). Due to the limitation of the paper saiz, we need to "squeeze" the actual length or dimension into the plotting paper with a collect scale and this is the professional of land survey. The customer is able to measure the length or dimension in the plan without going down to the site by apply the factor scale.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;There are 2 ways of knowing the actual length or dimension in the scale plan.&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;a.&amp;nbsp; By using below formula (we learn in primary school)&lt;br /&gt;

&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp; ii.&amp;nbsp;&amp;nbsp;1&amp;nbsp;m = 100 cm&lt;br /&gt;

There is a river (Sg. pertam)&amp;nbsp;beside the lot and according to the owner of the land. Last month there was some cleaning activities at the side of the&amp;nbsp;river and somebody want to plant oil palm along this river bank. In fact, the oil palm planting activities has been carried out by the local people for quite some time in this river bank with&amp;nbsp;fencing and now they try to extend the area. Thus, the land owner want to me to verify his boundary before this "illegal" activity occur inside his land. One of the question he asked me was "what is the reserve width from river" and this question has been anwsered by one of the blogger by the name of AK7377. According to Water Act 1920 under &lt;a href="http://www.ziddu.com/download/7330460/WaterAct1920.pdf.html"&gt;section 14 &lt;/a&gt;, the reserve is 50 feet from any river bank but in National Land Code 1965, the provision under section 13 stated that the reserve is 50m from river bank.&lt;br /&gt;

Usually, bungalow lot must more than 5000 sq feet and at least 40 feet road access. 1.5 acres should be get about 10 lots but some planner will say about 8 lots due to certain planner laws.&lt;br /&gt;
