The project goal is to bring about sustainable change in local communities with fewer opportunities across Europe through innovative approaches to youth empowerment and community development. To this end, the grantee will develop a resource center that will support local communities to implement youth empowerment approaches; facilitate networking and learning opportunities for young people, practitioners, and policymakers; document and assess good practices in the field; and disseminate data and analysis related to youth empowerment. Building on ten years of implementing the Youth Empowerment Partnership Programme, a collaborative initiative of several European and U.S. foundations, the grantee, and the Network of European Foundations, the grantee will continue to work with the existing 15 local sites involved in the project and seek to expand this number. The resource center will be a project of the grantee, which will be based in Berlin, Germany. A staff of three to four people will run the resource center, and strategic guidance will be provided by a steering committee made up of stakeholders in the project, including young people.

South African History Online is a live Web site committed to promoting and popularizing the study of South African history and culture that challenges and corrects the distortions and biases of the country's colonial and apartheid past. Its main activities include developing history curricula for high school students, and conducting research and making available online the history of the country, particularly the history of the struggle for liberation. The site is widely accessed, and the curriculum developed has been adopted in some schools as part of the history curriculum. Mott provided support to enhance the capacity of the staff, strengthen the research capacity, develop and update the schools' curriculum, and expand the Web site and widen its reach. This grant will continue to support South African History Online for its work directed at producing an objective and inclusive account of South Africa's past, which contributes to building a just and nonracial society.

The Centre for Civil Society, based at the University of KwaZulu-Natal, was established to promote the study and analysis of the nonprofit sector in South Africa and the wider African continent. It produces research, offers scholarships to those who want to study civil society, runs workshops and seminars, convenes conferences, and disseminates knowledge and publications on the pressing issues facing the civil society sector. It is one of the few such centers on the continent and, in its relatively short existence of five years, has established a reputation for credible, cutting-edge research and publications. This grant will continue to support the work and programs of the Centre for Civil Society, particularly as they relate to understanding the challenges that the sector is presently facing and what needs to be done to build a strong and accountable nonprofit sector that is adequately resourced through private and public funding.

The Black Sash Trust was founded in 1955 by a group of women who were fighting for the recognition of human rights for all in South Africa. The Black Sash Trust operates seven advice offices throughout South Africa that provide paralegal services and information regarding legal rights to over 40,000 people each year. The national office coordinates analysis of cases, research and legislative monitoring, training, and publications. Black Sash is active in the paralegal and advice office sector, and this furthers Mott's objective to promote citizen rights and responsibilities.

The Community Organisation Resource Centre provides support to networks of urban and rural poor communities across South Africa. The centre encourages these networks to learn from one another and to use their collective power to advocate for support for community-initiated development projects, particularly housing projects, from government and other stakeholders. Past support enabled the center to improve the living conditions of people in informal settlements by facilitating various community-driven processes and the establishment of a network of community-based organizations that represent the needs of poor people. This grant will enable the Community Organisation Urban Resource Centre to continue to support people-driven processes that empower community-based organizations and their leaders and encourage partnerships with local authorities, rather than confrontation. It will support efforts aimed at improving living conditions in informal settlements and strengthening partnerships with relevant government entities and other civil society institutions.

Social Surveys contributes to social transformation through specialist social research. For the past two decades, Social Surveys has conducted many studies for clients working in different sectors throughout Africa. In 2011, Social Surveys initiated a research study entitled "Towards a Better Understanding of Civil Society in Africa-a Multi-country Perspective." This study will offer new thinking on how civil society in Africa can be better understood and defined. This grant will support the second phase of the study, which will include presenting the findings of phase one, collecting new empirical data on civil society in South Africa, conducting interviews with civil society leaders in Southern Africa to capture their perspectives, and finding existing data to test definitions of civil society and their inclusiveness.

This grant supports the strengthening of a key institution in Croatia whose goals are to promote volunteerism and development of the nonprofit sector, support community-based peace building, and improve ethnic relations. Through a variety of programs, the Centre for Peace, Nonviolence and Human Rights Osijek has promoted nonviolence, tolerance, and citizen participation in the democratic process and community life since the beginning of the war in Croatia in 1992. The centre is recognized as one of the leading institutions for this work in Croatia and in the region, with ties to similar groups in Bosnia-Herzegovina, Yugoslavia, Albania, and Macedonia.

The Trust for Community Outreach and Education is a national organization that is made up of six regional affiliates that work mainly with rural communities. Its main goal is to strengthen the voice of the rural poor to engage effectively with local governments and to increase the food security in these rural areas. Previous support from Mott enabled the Trust to strengthen poor people's voices and leadership capacities in rural communities through training and mentorship support. The Trust supported the establishment of associations and assisted people to be self-employed through agricultural initiatives. Support over the next two years will enable the Trust to continue to strengthen community leadership through training, mentoring, exchange visits, and mutual learning and support. The Trust will also continue to advocate government to provide access to land for poor people and improve access to opportunities for sustainable farming.

The program goal is to engage residents from economically depressed settlements in eastern Ukraine in revitalizing their communities. Over the next two years, the Regional Development Agency "Donbass" will deepen its community development work in provincial population centers in order to strengthen the capacity of leading community-based organizations to effect social change. Activities will include training community leaders, convening public participation workshops, mapping community needs and resources, advising on local development projects, and promoting citizen participation in community life. In the previous grant period, the grantee established six community information centers to foster local civic participation. It facilitated the staging of "Citizen Participation Weeks" in four target communities as regular events. A new distance learning program focused on social development and participation was also instituted. Initiated in 1997, the agency supports the implementation of market reforms to assist transformation in the Donbass region of eastern Ukraine.

The program goal is to strengthen the institutional capacity of the New Eurasia Foundation in the fields of civic engagement and community development and, as a consequence, to encourage the central role of citizen participation in such development efforts in Russia. To that end, the grantee will seek to integrate its work with community schools and universities into a more comprehensive vision of cross-sectoral partnerships for community development. Its Innovation Fund for Community Development will continue to shape and respond to community development priorities and opportunities through leveraged financial support. In 2009-2011, the grantee introduced and embedded community schools training methodologies into 13 teacher training institutes across Russia, and engaged 10 pilot universities in concrete efforts to support local community development. Established in 2003, the New Eurasia Foundation works to foster a broad range of cross-sectoral partnerships to assist in Russia's social and economic development.

This grant promotes democratization, decentralization, and cooperation among states and ethnic groups in the Western Balkans. During 2011 the Center for Regionalism will support regional cooperation and reconciliation through a range of mutually reinforcing initiatives, including organizing meetings and working groups to address specific issues of common concern among Croatia, Bosnia, Kosovo, Montenegro, and Serbia; strengthening a regional association of multiethnic towns and cities; and initiating and participating in activities to enable people in Serbia and the region to deal with the past. In 2009-2010 the grantee organized regional meetings of government officials and nongovernmental organizations to promote the normalization of political, economic, and cultural relations among Croatia, Bosnia, and Serbia and helped to reestablish links between nongovernmental organizations in Serbia proper and Kosovo through exchanges and study visits. The center is based in Novi Sad, Serbia.
