Oil Change International is a research and policy reform organization working to encourage progress in reducing emissions from greenhouse gases and address energy access for the poor in developing countries. Oil Change International's International Program focuses on reforming the energy-related lending of public multilateral financial institutions, export credit agencies, key private financial institutions, and government subsidies for fossil fuels. Over the last grant period, Oil Change International helped to secure positive policy shifts in World Bank lending on energy and provided key policy research on fossil fuel subsidies. For the next grant period, it will continue its work analyzing and researching the scope, as well as the environmental and social implications, of current global fossil fuel subsidies. In addition, Oil Change International will continue its leadership in an international nongovernmental organization coalition to build awareness among emerging market countries' decisionmakers.

The Natural Resources Defense Council, a national organization with a strong regional presence, will provide tools and expertise at the regional and state levels to help implement the compact's water conservation and efficiency elements.

Georgia ranks third in the nation for aquatic biodiversity, and the state's waterways provide a range of other social benefits from recreation to drinking water. At the same time, a number of factors threaten the health of Georgia's rivers, including the growing water demands throughout the state and particularly Atlanta, the region's largest metro area. The Georgia River Network, a statewide organization serving the needs of Georgia's river groups, will participate in, and lead efforts to, positively influence the outcome of water management policy discussions at the metro, state, and interstate levels. This will include leadership roles in two coalitions working on such issues, one at the state level and the other at the interstate level.

The hydropower dam relicensing process offers an opportunity to repair and circumvent some of the harm dams can cause to the health of freshwater ecosystems. With continued Mott support, the grantee will work to secure new licenses in the Southeast that will protect aquatic resources, ensure the proper implementation of recently granted licenses in the Great Lakes region, and promote improvements to federal policies that will make it easier to accomplish conservation objectives at the local level.
