This grant will leverage funding from the Department of Housing and Urban Development to support the creation of a master plan for the City of Flint. The master planning process offers the City and its people an opportunity to collectively chart a future direction for Flint and, through the resulting plan, coordinate communication and decision making around land use, economic development, and private and public investments. The process will also help the City assess and align its organizational and other resources in order to promote the efficiency and effectiveness of public and private development. The grant will build the capacity of the City's planning function by supporting salary for planning staff, and will help the City engage outside planning expertise through contracted services.

The Boy Scouts of America - Tall Pine Council is one of the largest youth organizations serving Genesee, Lapeer, and Shiawassee counties with over 14,000 youth (ages 5 to 20) participating annually. The grantee focuses on character development, leadership, physical fitness, and citizenship to fulfill its mission of preparing young people to make ethical choices throughout their lifetime. Services are delivered through a variety of programs, including Cub Scouts, Boy Scouts, Varsity Scouting, Venturing, and Exploring. In addition, the Learning for Life program provides a school-based program for special-needs students, and the Urban Scouting initiative brings scouting to young people, mostly in inner cities, for whom scouts is not always easily accessible.

Kettering University, the only fully cooperative engineering and management university in the United States, has been an integral component of Flint's higher education system since 1919. The university has 2,134 full-time undergraduate and 466 graduate students for the 2008-2009 academic year. This renewal grant will provide partial funding for components of a multiyear series of initiatives aimed at increasing enrollment, providing merit-based scholarships for incoming students, and raising $125 million to support campus growth and the endowment.

Created in 1984 by five neighborhood organizations and a church, Salem Housing Task Force has as its mission the improvement of family living conditions through the provision of safe, decent, and affordable housing. Mott Foundation funding will support the general purposes of the task force, which serves a 132-block area in northwest Flint. Salem Housing's activities include: property management; a lease-to-purchase program; and community building. During the past year, Salem assisted 13 families in purchasing homes; rehabilitated seven occupied houses; restored three vacant houses and, with the assistance of volunteers who contributed 2,658 hours of work, began the restoration of four additional houses. Approximately 80 individuals graduated from Salem's homebuyers class series, 50 of whom have applied for home loans. Homeowner counseling was provided to 44 families.
