This grant to Tides Canada Initiatives will support the Halifax Initiative project. The Halifax Initiative is a coalition of Canadian nongovernmental organizations that works to promote reforms in international financial institutions. Over the next two years, the project will focus on promoting greater accountability and enhanced transparency of the World Bank's climate finance lending through the meaningful participation of developing countries and nongovernmental organizations; adoption of energy policies at the World Bank that decrease reliance on fossil fuels and promote energy conservation and renewable energy options; and policies and programs in other areas of the World Bank's operations that contribute to poverty reduction and environmental sustainability. To achieve these objectives, the Halifax Initiative project will conduct research, education, and outreach to the public and policymakers; monitor international financial institutions' projects; and advocate for policy reform and coalition building.

The mounting evidence is that developing countries will be most impacted by climate change and will have an urgent need to make use of efficient, renewable energy. However, World Bank lending to developing countries does not address the energy needs of poor people and constrains long-term efforts to alleviate poverty in these countries. To address these challenges, the Sierra Club Foundation's International Financial Institution Reform Project will seek to ensure that the World Bank energy policy limits lending for fossil fuel projects; strengthens and fully implements export credit agency reforms in the United States; increases lending awareness among decisionmakers on the environmental and social impacts of World Bank and other international financial institutions; and builds alliances with environmental and other nongovernmental organizations, especially local groups impacted by international financial institution-funded projects.
