This only applies  if the passenger is over 17 years old, but  if you are younger, the  driver of the car is the one who will be  punished as according to Road  Transport Director-General Datuk Solah Mat  Hassan, it is the  responsibility of the driver to ensure the safety of  the minors that  they are driving.&lt;/p&gt;&lt;p&gt;This new seatbelt ruling  includes the rear  seatbelts, but excludes the following:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Cars  registered  before 1st of January 1995&lt;/li&gt;&lt;li&gt;Cars registered after the  1st of January 1995 but not equipped with  rear seatbelt anchorage  points&lt;/li&gt;&lt;li&gt;Commercial vehicles such as taxis and rental cars&lt;/li&gt;&lt;li&gt;Vehicles  with more than 9 seats including the driver's&lt;/li&gt;&lt;li&gt;Transport  vehicles with capacity above 3.5 tonnes&lt;/li&gt;&lt;/ul&gt; &lt;p&gt;Wait, that's not all. &lt;/div&gt;The effort was prompted by the discovery of white nose syndrome, an extremely virulent disease that has killed more than a million bats since 2007, in one of the handful of caves where Virginia big-eared bats live. Of 40 bats moved to the Smithsonian National Zoo last November, only 11 have survived.&lt;br /&gt;
"We were not under the illusion that it was going to be easy. It's certainly not a surprise to us that the bats died. But the number of bats that died is greater than we had hoped," said Jeremy Coleman, white nose syndrome coordinator at the U.S. Fish and Wildlife Service.&lt;br /&gt;
The captive colony project was controversial from the start. With only 15,000 Virginia big-eared bats in existence — up from 3,500 in 1979, but far below historic levels — risking even a few is no small matter. The project also cost $300,000, a big chunk of the $1.9 million allotted by Congress for research on white nose syndrome, or WNS.&lt;br /&gt;
In the three years since its original detection in an upstate New York cave, WNS has spread south as far as Tennessee, exterminating bat colony after colony with almost total efficiency. The disease appears to be caused by a fungal infection that rouses bats from hibernation, leaving them weak and unable to find food.&lt;br /&gt;
There is no known cure, and scientists say that many cave-dwelling bat species — including the little brown bat, the most common bat in North America — could be extinct in a decade. They call the bat die-off "the most precipitous decline of North American wildlife in recorded history" (.pdf).&lt;br /&gt;
&lt;span id="more-19200"&gt;&lt;/span&gt;&lt;br /&gt;
Early in 2009, WNS was found in a West Virginia cave where Virginia big-eared bats lived. Though infected bats belonged to other species, the discovery was frightening. The Fish and Wildlife Service decided to found a captive colony.&lt;br /&gt;
"There were many scientists who didn't think it would work at all, and are philosophically opposed to captive bat populations anyway. The other school of thought is that desperate times call for desperate measures," said Peter Youngbaer, WNS liaison for the National Speleological Society. "If this species was going to get WNS, and if you didn't start an intervention now, you'd never have a chance."&lt;br /&gt;
Unlike fruit-eating bats, insect-eating bats like the Virginia big-eared are notoriously difficult to raise in captivity. Accustomed to catching insects on the wing, many of the bats refused to eat worms from pans. Stressed from relocation and habituated to cave-specific temperatures and humidity, others developed runaway bacterial infections. Despite constant attention from researchers, 29 of the bats died.&lt;br /&gt;
The Fish and Wildlife Service is now preparing a report on lessons from the experience, though these may be uncertain. "I think they have more unanswered questions than lessons now," said Youngbaer.&lt;br /&gt;
And trouble for the remaining wild bats keeps coming. In February, the first cases of WNS were found in West Virginia's Hellhole Cave, home to populations of Indiana bats, little brown bats and almost half of all Virginia big-eared bats.&lt;br /&gt;
There are no plans to add more bats to the colony, but Coleman said captive breeding remains an option for other species threatened by WNS. In the meantime, it remains to be seen whether the 11 captive bats will survive and even breed.&lt;br /&gt;
"There are so few members of that species left. With the captive colony, the thought was, let's see see if we can get this to work. And then we'll have done what we can to save them," said Youngbaer. "At least we won't have regrets for not having tried."&lt;br /&gt;

From 2008 through the first half of 2009, the sun had a puzzling dearth of sunspots, flares and other storms, extending the usual lull at the end of the 11-year solar activity cycle for an extra 15 months. Findings from the study, which relied on the orbiting Solar and Heliospheric Observatory, or SOHO, may also suggest a better way to forecast the intensity and duration of future solar cycles.&lt;br /&gt;
Better predictions could be critical because some solar outbursts can blast Earth with massive, magnetized clouds of charged particles capable of knocking out electrical power grids and harming communications satellites.&lt;br /&gt;
In the March 12 &lt;i&gt;Science&lt;/i&gt;, David Hathaway of NASA's Marshall Space Flight Center in Huntsville, Ala., and Lisa Rightmire of the University of Memphis in Tennessee analyzed 13 years of SOHO measurements that tracked the movement of ionized gas from the solar equator to the poles. The researchers found that the relatively slow gas movement, known as the meridional flow, sped up a few years before the last solar minimum began in 2008. What's more, the flow was substantially faster than the speed at the previous solar minimum, a more typical and less extended downturn in solar activity some 11 years earlier.&lt;br /&gt;
Hathaway and Rightmire suggest that the faster meridional flow produced weaker magnetic fields at the sun's poles, which extended the solar minimum.&lt;br /&gt;
&lt;span id="more-19275"&gt;&lt;/span&gt;&lt;br /&gt;
Magnetic fields carried by the meridional flow typically oppose much stronger flows of magnetized material on the surface, Hathaway says. The faster the meridional flow is, the greater the opposition is to those other flows. As a result, the sun's polar magnetic field can't become as strong, the researchers propose.&lt;br /&gt;
"It is possible that the delayed start of the present cycle, 2009 to 2010, was caused by the relatively weak polar field in 2007 to 2009," comments Neil Sheeley of the Naval Research Laboratory in Washington, D.C.&lt;br /&gt;
The strength of the magnetic polar fields plays a critical role in determining the onset of the next solar cycle, Hathaway notes. These fields dive beneath the solar surface, building up the deep sunspot-generating magnetic fields that signal the beginning of the next solar cycle. Weaker polar fields take more time to reach the strength required to produce sunspots, prolonging the lull in activity from the previous cycle. In addition, weaker-than-usual polar fields are likely to produce less activity during the subsequent solar cycle, Hathaway and Rightmire predict.&lt;br /&gt;
"The fact that the meridional flow plays a key role in setting up the sun's polar fields for the next cycle suggests that future observations will help us predict [the duration and intensity of] future cycles," Hathaway says.&lt;br /&gt;
One caveat is that physicists have only an incomplete understanding of the solar cycle and the transport of magnetic material below the solar surface, Sheeley says.&lt;br /&gt;
"This is certainly an interesting result and may help discriminate between different classes of models of solar magnetism," notes Natchimuthuk Gopalswamy of NASA's Goddard Space Flight Center in Greenbelt, Md.&lt;br /&gt;
Other models, says Hathaway, which also embrace the importance of the meridional flow but rely on the complicated magnetic dynamics that happen below the surface, come to just the opposite conclusion: A fast meridional flow leads to strong polar field and a shorter solar minimum. Those models may now need to be revised, he says.&lt;br /&gt;

Archeologists estimate that the city was founded sometime around 650 AD, and its complex network of burial grounds and sophisticated landscaping prove that it was once a thriving community. It has been estimated that at its peak the city was home to as many as 40,000 people, which would have made it the most populous settlement in America prior to the arrival of the Europeans. The most notable aspect of Cahokia today are the 80 mounds of earth, some as high as 100 feet, which dot the 2,200-acre site. These helped create a network of plazas throughout the city, and it is believed that important buildings, like the home of the settlement's chief, were built on top of them. The site also features a series of wooden posts that archeologists have dubbed "woodhenge." The posts are said to mark the solstices and equinoxes, and supposedly figured prominently in the community's astronomical mythology.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; Although scientists are constantly discovering new information about the Cohokia community, the biggest mystery that remains is which modern Indian tribe is descended from the residents of the ancient city, as well as just what it was that caused them to abandon their settlement.&lt;/p&gt; &lt;h2&gt;&lt;strong&gt;9. It consists of a long passage that leads to a cross-shaped chamber that was apparently used as a tomb, as it contains stone basins filled with &lt;a href="http://www.toptenz.net/top-10-most-famous-preserved-body-parts.php" target="_self"&gt;cremated&lt;/a&gt; remains. The most unique feature of Newgrange is its careful and sturdy design, which has helped the structure remain completely waterproof to this day. Most amazing of all, the entrance to the tomb was positioned relative to the sun in such a way that on the winter solstice, the shortest day of the year, the rays from the sun are channeled through the opening and down the nearly 60 foot passageway, where they illuminate the floor of the monument's central room.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; Archeologists know Newgrange was used as a tomb, but why and for who still remains a mystery. It was discovered in 1987 by a group of divers who were there to observe Hammerhead sharks, and it immediately sparked a huge amount of debate in the Japanese scientific community. The monument is made up of a series of striking rock formations including massive platforms, carved steps, and huge stone pillars that lie at depths of 5-40 meters. There is a triangular formation that has become known as "the turtle" for its unique shape, as well as a long, straight wall that borders one of the larger platforms. The currents in the area are known for being particularly treacherous, but this has not stopped the Yonaguni monument from becoming one of the most popular &lt;a href="http://www.toptenz.net/top-10-adventure-travel.php" target="_self"&gt;diving&lt;/a&gt; locations in all of Japan.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; The ongoing debate surrounding Yonaguni centers on one key subject: is the monument a natural phenomenon, or is it man-made? Scientists have long argued that millennia of strong currents and erosion have carved the formations out of the ocean floor, and they point to the fact that the monument is all one piece of solid rock as proof that it was not assembled by a builder. Others, though, point to the many straight edges, square corners and 90-degree angles of the formation as proof that it's artificial. They often cite one formation in particular, a section of rock that resembles a crude carving of a human face, as evidence. If they are right, then an even more interesting mystery presents itself: who constructed the Yonaguni Monument, and for what purpose?&lt;/p&gt; &lt;h2&gt;&lt;strong&gt;7. They cover an area of some 50 miles, and were supposedly created between 200 BC and 700 AD by the Nazca Indians, who designed them by scraping away the copper colored rocks of the desert floor to expose the lighter-colored earth beneath. The lines have managed to remain intact for hundreds of years thanks to the region's arid climate, which sees it receive little rain or wind throughout the year. Some of the lines span distances of 600 feet, and they depict everything from simple designs and shapes to characterizations of plants, insects, and animals.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; Scientists know who made the Nazca Lines and how they did it, but they still don't know why. The most popular and reasonable hypothesis is that the lines must have figured in the Nazca people's religious beliefs, and that they made the designs as offerings to the gods, who would've been able to see them from the heavens. Still, other scientists argue that the lines are evidence of massive looms that the Nazcas used to make textiles, and one investigator has even made the preposterous claim that they are the remnants of ancient airfields used by a vanished, technologically advanced society.&lt;/p&gt; &lt;h2&gt;&lt;strong&gt;6. The circle consists of a series of circular ditches surrounded by palisade walls (which have since been reconstructed) that house a raised mound of dirt in the center. The palisades have three openings, or gates, that point southeast, southwest, and north. It is believed that the monument was built around 4900 BC by Neolithic peoples, and that the three openings correspond to the direction from which the sun rises on the winter solstice.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; The monument's careful construction has led many scientists to believe that the Goseck Circle was built to serve as some kind of primitive solar or lunar calendar, but its exact use is still a source of debate. Evidence has shown that a so-called "solar cult" was widespread in ancient Europe. This has led to speculation that the Circle was used in some kind of ritual, perhaps even in conjunction with human sacrifice. The series of three walls was assembled from massive 200-ton blocks of rock and limestone, and they are arranged in a zigzag pattern along the hillside. The longest is roughly 1000 feet in length and each stands some fifteen feet tall. The monument is in astonishingly good condition for its age, especially considering the region's propensity for earthquakes, but the tops of the walls are somewhat demolished, as the monument was plundered by the Spanish to build churches in Cuzco. The area surrounding the monument has been found to be the source of several underground catacombs called chincanas, which were supposedly used as connecting passageways to other Inca structures in the area.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; Most scientists agree that Sacsayhuaman served as a kind of fortress of barrier wall, but this has been disputed. The strange shape and angles of the wall have led some speculate that it may have had a more symbolic function, one example being that the wall, when seen next to Cuzco from above, forms the shape of the head of a Cougar. Even more mysterious than the monument's use, though, are the methods that were used in its construction. Like most Inca stone works, Sacsayhuaman was built with large stones that fit together so perfectly that not even a sheet of paper can be placed in the gaps between them. Just how the Incas managed such expert placements, or, for that matter, how they managed to transport and lift the heavy hunks of stone, is still not fully known.&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt; &lt;h2&gt;&lt;strong&gt;4. The Moai were carved sometime between 1250 and 1500 AD by the island's earliest inhabitants, and are believed to depict the people's &lt;a href="http://www.toptenz.net/top-10-best-ghost-photographs.php" target="_self"&gt;ancestors&lt;/a&gt;, who in their culture were held in the same regard as deities. The Moai were chiseled and carved from tuff, a volcanic rock that is prevalent on the island, and they all feature the same characteristics of an oversized head, broad nose, and a mysterious, indecipherable facial expression. Scientists have determined that as many as 887 of the statues were originally carved, but years of infighting among the island's clans led to many being destroyed. Today, only 394 are still standing, the largest of which is 30 feet tall and weighs over 70 tons.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; While there is a fairly solid consensus on why the Moai were erected, how the islanders did it is still up for debate. The average Moai weighs several tons, and for years scientists were at a loss to describe how the monuments were transported from Rano Raraku, where most of them were constructed, to their various locations around the island. In recent years, the most popular theory is that the builders used wooden sleds and log rollers to move the Moai, an answer that would also explain how the once verdant island became almost totally barren due to deforestation.&lt;/p&gt; &lt;p&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt; &lt;h2&gt;&lt;strong&gt;3. The monument, which consists of four monolithic slabs of granite that support a single capstone, was commissioned in 1979 by a man who went by the pseudonym of R.C. Christian. A local mason carefully crafted it so that one slot in the stones is aligned with the sun on the solstices and equinoxes, and one small hole is always pointed in the direction of the North Star. Most interesting, though, are the inscriptions on the slabs, which an accompanying plaque describes as "the guidestones to an Age of Reason." In eight different languages, the slabs offer a strange ten-point plan to ensure peace on Earth that includes vague proclamations like "prize truth–beauty–love–seeking harmony with the infinite," to very specific commands like "maintain humanity under 500,000,000 in perpetual balance with nature." Comments like this one have made the Guidestones one of the most controversial landmarks in the United States, and they have long been protested and even vandalized by groups that would like to see them demolished.&lt;/p&gt; &lt;p&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; For all their controversy, very little is known about who built the Guidestones or what their true purpose is. R.C. Christian claimed he represented an independent organization when he commissioned the landmark, but neither he nor his group has spoken up since its construction. Incredibly, the statue is carved out of one monolithic piece of rock, and at 240 feet long, 20 feet wide, and 66 feet tall, it is considered to be the biggest monument of its kind in the world. Historians largely accept the function of the Sphinx to have been that of a symbolic guardian, since the statues were strategically placed around important structures like temples, tombs, and pyramids. The Great Sphinx of Giza appears to be no different. It stands adjacent to the pyramid of the pharaoh Khafra, and most archeologists believe that it is his face that is depicted on that of the statue.&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; Despite its reputation as one of the most famous monuments of antiquity, there is still very little known about the Great Sphinx of Giza. Egyptologists might have a small understanding of why the statue was built, but when, how, and by who is still shrouded in mystery. The pharaoh Khafra is the main suspect, which would date the structure back to around 2500 BC, but other scientists have argued that evidence of water erosion of the statue suggests that it is much older and perhaps even predated the dynastic era of the Egyptians. Although the rock formations that still remain are undoubtedly impressive, it is thought that the modern version of Stonehenge is only a small remnant of a much larger monument that was damaged with the passing of time, and it is largely believed that the building process was so extensive that it could have lasted on and off for anywhere from 1500 to 7000 years.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;The Mystery&lt;/strong&gt;&lt;br&gt; Stonehenge has become renowned for puzzling even the most brilliant researchers, and over the years the many gaps in the history of its construction, the nature of its use, and the true identity of its builders have become known as "The Mystery of Stonehenge." The Neolithic people who built the monument left behind no written records, so scientists can only base their theories on the meager evidence that exists at the site. This has led to wild speculation that the monument was left by aliens, or that it was built by some eons-old society of technologically advanced super-humans. Most will remember that back then there was significant fear and panic that the technological world would go into meltdown as soon as the clock struck midnight on December 31st 1999.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;The worry was that computers might not be able recognize the year 2000 and would revert back to 1900 instead and in doing so cause a global catastrophe. Although there were some minor glitches, the 1st January 2000 arrived with no major problems.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Well for those of you who haven't heard yet, a millennium style bug hit the PlayStation 3 last week as some of the 'phat' machines recognised the year 2010 as a leap year. This didn't affect the 'slim' type consoles.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;The result was that thousands of users found they couldn't connect to the PlayStation Network or even play their games and flooded the PlayStation blog with their comments and complaints on March 1st.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Some unhappy players discovered that trophies they had earned for progressing through games had been wiped and others found they couldn't even play videos rented from the PlayStation Store.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;A few did suspect that the date was the problem and tried to set the time and date via the Internet only to be faced with the message "The current date and time could not be obtained (800105F)".&lt;/p&gt;&lt;p style="text-align: justify;"&gt;At the time Sony advised people not to use their consoles at all until the error was fixed and said "we hope to resolve this problem within the next 24 hours". That didn't go down too well.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Now thankfully it has been sorted. But we thought that rather than barrage you with boring patents to explain the suit, we'd illustrate the suit's potential implications by describing a Google phone in the hypothetical situation where Apple won — a phone stripped of every feature that Apple's patents lay claim to.&lt;/p&gt; &lt;p&gt;The patents listed in Apple's complaints are related to touchscreens, multitouch gestures, graphical user interfaces, signal processing and other technologies Apple pioneered for the iPhone. Here's a hint: If Apple had its way, a Google phone wouldn't be pretty.&lt;/p&gt; &lt;p&gt;(A hat tip to Engadget's Nilay Patel, a former attorney, for his fantastic work &lt;a href="http://i.engadget.com/2010/03/02/apple-vs-htc-a-patent-breakdown/"&gt;rounding up and explaining the patents&lt;/a&gt; to help guide our analysis.)&lt;/p&gt;  &lt;p&gt;Out of the 20 patents in question, there are a few that stand out as the most noteworthy: Patents related to the way icons automatically rearrange themselves, scrolling behavior, the "unlock" mechanism, how phones sleep and multitasking.&lt;/p&gt; &lt;h2&gt;App Rearrangement&lt;/h2&gt; &lt;p&gt;The patent titled "&lt;a href="http://www.google.com/patents/about?id=XTKpAAAAEBAJ&amp;amp;dq=7,362,331"&gt;Time-based, non-constant translation of user interface objects between states&lt;/a&gt;" describes the way a row of icons automatically rearrange when icons are added or removed. When you delete an icon, for example, Apple's iPhone springboard automatically shifts icons to fill an empty spot to keep rows in order.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;How a Google phone would look without it&lt;/strong&gt;&lt;br&gt; Without this ability, an Android phone's main screen would revert to the behavior of traditional PC desktops. On your Windows or Mac desktop, when you delete an icon, it leaves an empty space; you must either manually move your icons or choose a command to fill in any gaps between icons. So an Android phone's screen would look like a cluttered mess with gaps in between icons after you deleted apps. This blind camera will snap a picture for you, capturing a moment in time. It does this with no lens, no sensor and no viewfinder. In fact, the black box consists of little more than a red button and a screen.&lt;br /&gt;
Point it where you like, press the "shutter" and the time of your exposure is captured. The box, named &lt;em&gt;Buttons&lt;/em&gt;, gets to work trawling the web for a photo taken at the exact moment you pressed your button and when it finds one (minutes or hours later, depending on when somebody else uploads their snap) it will display it on the box's screen.&lt;br /&gt;
The guts of Buttons is a SonyEricsson K750i running custom software. This is what records the time and communicates with a server called &lt;em&gt;Blinks&lt;/em&gt;. This server runs a PHP script that searches Flickr for pictures matching your data. The big red button is from an old Agfamatic 901 camera, one of those little flat 110 pocket-cams.&lt;br /&gt;
Buttons is a project by artist Sascha Pohflepp, not an actual product. I'd love to see this hacked into an actual trick camera, though: You could hand it to a friend who thought they were snapping pictures all day long, only when they got home, they'd have a bunch of strangers' pictures from around the world. The REAL one. This is the one where you learn a real, actual, applicable beyond the game skill. Habeeb it! The designer of this project had the idea stop upon his mind-grapes while he was watching friends jam upon Guitar Hero and Rock Band all day long. He thought hey, they're so good at this, but they can't play a real guitar at all! Well wouldn't you know it, he was (and is!) an industrial designer so he pumped up his muscles and got to work creating what he calls "Vision."&lt;span id="more-23881"&gt;&lt;/span&gt;&lt;br /&gt;
Vision is a self-teaching electric guitar. It's an LED-lit neck and body working in unison with guitar learning software. Tune is always tune, reducing the time a student uses on this elementary task. Vision teaches through games involving visual and audio feedback. Chords, percussion, and popular music are played alongside the student to provide easy assistance, allowing the student to become familiar with the instrument in an environment they're basically already used to.&lt;br /&gt;
&lt;strong&gt;Connect to a computer with Bluetooth&lt;/strong&gt;, plug in an amp, or go unplugged with battery. Gameplay is very similar to popular guitar games out now where students complete levels, difficulties, and unlock challenges.&lt;br /&gt;
&lt;strong&gt;Connecting to an amp&lt;/strong&gt; allows the student to play uninhibited. The guitar has regular tone and volume knobs as well as a built-in effects system.&lt;br /&gt;
&lt;strong&gt;Unplugged&lt;/strong&gt; works on rechargeable batteries, LED lit fretboard and rear-mounted speaker allow the student to practice or play portably.&lt;br /&gt;
The guitar comes standard with several interchangeable bodies to appease any weirdly shaped person.&lt;br /&gt;
