 &lt;p&gt;&amp;#160;&lt;/p&gt;  &lt;p&gt;The Government is stepping into an arena it has previously tried to stay clear of - the certification of New Zealand exports as &amp;quot;halal&amp;quot;, or &amp;quot;clean&amp;quot; in terms of Islamic religious rules.&lt;/p&gt;  &lt;p&gt;New Zealand Food Safety Authority (NZFSA) has announced that organisations which certify halal meat for export will be subject to government oversight &amp;quot;to standardise halal certification and improve assurances to our trading partners&amp;quot;.&lt;/p&gt;  &lt;p&gt;&amp;quot;While the proposed model focuses currently on meat exports, it could be extended to include dairy products in the future,&amp;quot; said NZFSA market access director Tony Zohrab.&lt;/p&gt;  &lt;p&gt;NZFSA has added halal export certification for Indonesia, Malaysia and the Middle East to the list of additional assurances it provides to importing countries.&lt;/p&gt;  &lt;p&gt;Halal certification in New Zealand has not previously been directly regulated by government officials.&lt;/p&gt;  &lt;p&gt;But trade and food officials have been dragged into two big rows since 2005 with Malaysia and Indonesia, after meat companies failed to solve the problems.&lt;/p&gt;  &lt;p&gt;In both cases there has been speculation by New Zealand farmers that the countries are seeking to clip the ticket on other nations' produce by insisting on their own standards.&lt;/p&gt;  &lt;p&gt;New Zealand has only two certifying authorities, New Zealand Islamic Meat Management (NZIMM) and the Federation of Islamic Associations (FIA) and Indonesia has said it will no longer recognise either.&lt;/p&gt;  &lt;p&gt;NZIMM mainly certifies meat, and the FIA does most of the dairy exports.&lt;/p&gt;  &lt;p&gt;Trade Minister Tim Groser has said Indonesia's planned ban in 2010 on $100 million of NZ beef imports – and potentially $450m worth of dairy exports – requires a long-term solution.&lt;/p&gt;  &lt;p&gt;Now new proposals for the halal trade have been announced by NZFSA &amp;quot;to provide a greater level of commercial certainty for exporters and halal certifiers in the future&amp;quot;.&lt;/p&gt;  &lt;p&gt;&amp;quot;We want to improve and future-proof the existing certification system so it delivers robust and credible assurances ... and has the confidence of all halal markets,&amp;quot; Mr Zohrab said.&lt;/p&gt;  &lt;p&gt;Instead of leaving the meat and dairy industries to oversee the certification agencies, new rules will specify standards of competence, which will be audited.&lt;/p&gt;  &lt;p&gt;These standards will allow &amp;quot;any approved halal organisations to offer halal export certification services to the meat industry&amp;quot;.&lt;/p&gt;  &lt;p&gt;Mr Zohrab said there was a lot of international activity on development of halal standards and the extension of halal principles to other products.&lt;/p&gt;  &lt;p&gt;Key proposals include:&lt;/p&gt;  &lt;ul&gt;   &lt;li&gt;setting up a National Islamic Advisory Council to provide input into the standards.&lt;/li&gt;    &lt;li&gt;official approval of NZ Islamic organisations offering halal certification;&lt;/li&gt;    &lt;li&gt;competency standards for halal slaughterers, and for staff who assess compliance and provide halal export certification; and, &lt;/li&gt;    &lt;li&gt;&amp;quot;quality systems&amp;quot; for slaughtering and processing halal meat, which will be monitored by NZFSA-approved halal organisations.&lt;/li&gt; &lt;/ul&gt;  &lt;p&gt;Mr Zohrab said Islamic authorities in the destination markets will determine which New Zealand bodies can provide certification for their market, but did not indicate whether new certification agencies backed by Indonesia or Malaysia were expected to be set up here.&lt;/p&gt;  &lt;p&gt;The Indonesian Government has said it is considering whether it will recognise the New Zealand certification companies or will require certification from an Indonesian source.&lt;/p&gt;  &lt;p&gt;Prime Minister John Key last week told Federated Farmers New Zealand has a chance to be a food basket for the aspiring middle classes in Asia.&lt;/p&gt;  &lt;p&gt;The market would expand as the middle classes of Malaysia, Indonesia, the Gulf States, and other Islamic nations grew.&lt;/p&gt;  &lt;p&gt;&amp;quot;There are some sensitive issues around halal certification and the Government is working through these with Malaysia and Indonesia,&amp;quot; A few lists and some books enumerating Halal/Haram status of items for Muslim consumption have been in circulation amongst the Muslims in the USA. While the intentions of the compilers of such lists/books cannot be doubted; the fact remains that such list/books become out dated soon after their publication. The products researched today enjoying the halal status may change anytime to haram upon the inclusion of one, two or many haram ingredients due to formulation change and/or for economic consideration. In absence of any understanding and/or contract with the manufacturer, haram ingredients find their way into the so called halal items without any notice to the Muslim consumers. The manufacturer is obligated to list the name of ingredients of an item on the label, but he is not obligated to include only halal ingredients. Thus a product included under Halal category in the list or book today may become haram tomorrow and yet Muslims continue to buy and consume such (haram) products (assuming them halal according to the list or book).   &lt;br /&gt;There are 5.5 million Jews in the USA, and an estimated 16% Jewish households follow kosher guidelines. Nonetheless, there are more than 23,000 items that are certified Kosher with Kosher symbol on them for convenience. There are more than eight million Muslims in the USA and an estimated 75% of the Muslim households follow halal guidelines in one form or other. Because the Muslim consumers have failed to exert pressure on the manufacturer, the term Halal is rather unknown, leave alone the compliance of Halal standards. With the ready made list or book of Halal/Haram food items, the manufacturers are getting free promotion (advertisement) of their products without any obligation of compliance with Halal standards. Besides the (halal) status of such product can be changed without any notice and Muslims continue to buy such products still assuming them halal.    &lt;br /&gt;Considering the buying power of Muslim food dollars in the USA (about ten billion dollars annually), Muslims should speak out to the manufacturers for the compliance of Halal standards.    &lt;br /&gt;A Muslim organization has come up with 'Halal Slide Guide' enumerating the Halal/Haram status of the most commonly used ingredients (not products). This guide enables Muslims to check all the ingredients on the label, determine their Halal/Haram status and then select the item if all the ingredients are halal. This is a fool-proof device enabling Muslims to make halal selection based on the ingredients which by law are listed on a food package.    &lt;br /&gt;For a more permanent solution, Muslims should call and/or write to the manufacturers and insist on producing items complying halal standards. Manufacturers can be referred to qualified Halal certifying agencies for Halal certification. The demand and magnitude of Muslim consumers can easily convince manufacturers for halal production. Once a manufacturer finds a halal market niche and cater to the Muslim consumers with halal certification and halal symbol, other competitors may follow. The Chinese company that partly owns BioMarine is Raoping Jin Hang Deep Sea Cage Development Co Ltd.&lt;/p&gt;  &lt;p&gt;A coordinator for BioMarine, who asked not to be named, said that among the reasons the Chinese company chose to invest in Brunei was the Sultanate’s reputation and recognition as a halal hub.&lt;/p&gt;  &lt;p&gt;“Brunei is one of the most trusted halal (producing countries) in the region. This is one of the main reasons why the Chinese investors came here,” he said.&lt;/p&gt;  &lt;p&gt;He said it was difficult for Chinese halal products to penetrate the Middle East market, and thus the Chinese investors hoped to capitalise on Brunei’s strict halal control procedures and guidelines.&lt;/p&gt;  &lt;p&gt;Other incentives included Brunei’s status as a political and economically stable country with low crime and a multi-racial population, according to the statement. (Google)     &lt;br /&gt;CAIRO — While China is still suffering from a tainted milk scandal, Muslims in the northwest Xinjiang province feel confident their dairy products are safe, thanks to their halal standards.&lt;/i&gt;&lt;/p&gt; &lt;em&gt;&lt;/em&gt;  &lt;p&gt;   &lt;br /&gt;&amp;quot;Halal food is traditional,&amp;quot; Hui Li Huang, manager of Urumqi Arman halal food store, told the San Francisco Chronicle on Friday, November 7.    &lt;br /&gt;&amp;quot;There are few additives to the food during the processing, so it's safer.&amp;quot;&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;China, the world's most populous country, has been hit by its worst tainted milk scandal in modern history.    &lt;br /&gt;At least four babies died of kidney failure and 53,000 children fell sick after drinking milk contaminated by industrial chemical melamine, which was added to make the milk appear richer in protein.&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;The scandal led to massive recalls of Chinese food products containing milk at home and abroad.    &lt;br /&gt;But the Muslim-majority Xinjiang province was safe from the contaminated milk because of the halal food standards.    &lt;br /&gt;&amp;quot;The dairy industry is regulated by both religious and government institutions,&amp;quot; said Wei Sheng Wang, director of the government's Xinjiang trade commission.&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;In Xinjiang, food products have to be certified by a local Islamic Council which includes imams trained to make sure the products adhere to halal standards.    &lt;br /&gt;The council members and government inspectors regularly visit processing factories to ensure the food safety.    &lt;br /&gt;&amp;quot;We don't have contamination at the moment,&amp;quot; said Wei.&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;The concept of halal -- meaning permissible in Arabic -- has traditionally been applied to food.    &lt;br /&gt;Muslims should only eat meat from livestock slaughtered by a sharp knife from their necks, and the name of Allah, the Arabic word for God, must be mentioned.    &lt;br /&gt;Now other goods and services can also be certified as halal, including cosmetics, clothing, pharmaceuticals and financial services.    &lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;Flourishing&lt;/strong&gt;    &lt;br /&gt;Most dairy products in Xinjiang are produced in the province to be used by the customers.    &lt;br /&gt;&amp;quot;Other provinces lost control of the milk supply because they had to get their product from middlemen,&amp;quot; said Dan Feng Zhang, general manager of the province's largest milk company, Gary Dairy.&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;&amp;quot;Here in Xinjiang, the enterprises themselves own the dairy farms and follow strict standards, customs and habits of local Muslims.&amp;quot;    &lt;br /&gt;The halal food standards have increased confidence in the Xinjiang food products, earning it the name of &amp;quot;China's New Zealand&amp;quot;, a reference to that nation's small area but large food export capacity.    &lt;br /&gt;For example, Ihlas candy factory on the outskirts of Urumqi, have increased candies and snack pastries exports to Turkey and is planning to expand its markets to other Muslim countries.&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;Halal meat companies also export its products to neighboring countries with sizable Muslim populations, such as Kazakhstan and Kyrgyzstan.    &lt;br /&gt;Xinjiang also exports halal products to Mongolia, Japan and Malaysia.    &lt;br /&gt;The northwest Xinjiang province has been autonomous since 1955 but continues to be the subject of crackdowns by Chinese authorities.    &lt;br /&gt;Beijing views Xinjiang as an invaluable asset because of its crucial strategic location near Central Asia and its large oil and gas reserves.&lt;/p&gt;</description><link>http://amats64-muslimhalal.blogspot.com/2009/11/halal-food-saves-china-muslims.html</link><author>noreply@blogger.com (amats64)</author><thr:total>0</thr:total></item><item><guid isPermaLink="false">tag:blogger.com,1999:blog-9160059472478011952.post-5348090366706384868</guid><pubDate>Wed, 11 Nov 2009 01:41:00 +0000</pubDate><atom:updated>2009-11-11T16:56:16.704+02:00</atom:updated><category domain="http://www.blogger.com/atom/ns#">muslim product</category><category domain="http://www.blogger.com/atom/ns#">National halal forum</category><title>National halal forum to draw up sector’s road map</title><description>&lt;h3&gt;&amp;#160;&lt;/h3&gt;  &lt;p&gt;&lt;b&gt;GENERAL SANTOS CITY -- Mindanao’s halal industry is intensifying efforts to improve its chances to penetrate the multi-billion-dollar global market.&lt;/b&gt;&lt;/p&gt;  &lt;p&gt;Before the end of the month, the Department of Science and Technology (DoST) office in Central Mindanao will hold in Manila a forum geared towards charting a definite road map for the still-undeveloped Philippine halal industry. &lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;Zenaida P. Ms. Laidan said there are an estimated two billion Muslim consumers abroad, but non-Muslims can also be tapped since Islam does not bar them from consuming halal products. She estimated the global halal market to be worth at least $600 billion.     &lt;br /&gt;Ms. Laidan, a Muslim scientist, said the forum is open to Muslims and non-Muslims who want to enrich their knowledge of halal and be a part of this lucrative industry. It lies in putting products that can actually generate revenue into the market.    &lt;br /&gt;The global halal market is estimated to be worth some RM10.9 trillion a year and is growing fast with almost two billion Muslims around the globe.&lt;/p&gt;  &lt;p&gt;But about 70 per cent of the global halal market is dominated by non-Islamic nations such as Australia, Brazil and Thailand.    &lt;br /&gt;None of the three named have sizeable Muslim population. Out of the 170 million or so people in Brazil, for example, only one million are Muslims.    &lt;br /&gt;But being named as one of the dominant players in the international halal market could only mean one thing - that nations such as Brazil were much quicker in noticing the real opportunities available.    &lt;br /&gt;Thailand is even farther ahead. Like Malaysia, it also aspires to be a global halal hub and by the strength of its processed halal food and the comprehensive supply-chain it has built, Thailand stands a better chance.    &lt;br /&gt;It seems Malaysia's weakness lies in its supply-chain and Halal Industry Development Corp (HDC) chief executive officer Datuk Seri Jamil Bidin had said that Malaysia needed to make sure the local players grow bigger and are in a position to supply more products to the global market.    &lt;br /&gt;But then, given Malaysia was the first to explore the international halal market in a big way, something must have gone wrong along the way. However, there are procedures to be followed before eatable animals are halal. Allah says: &amp;quot;&lt;em&gt;Of the cattle are some for burden and some for meat, eat what Allah has provided for you, and follow not the footsteps of Satan for he is to you an avowed enemy&lt;/em&gt;&amp;quot; (6:142).&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;What are halal food and drinks? &lt;/strong&gt;&lt;a name="halal"&gt;&lt;/a&gt;&lt;/p&gt;  &lt;p&gt;Halal food and drinks can be described as follows:    &lt;br /&gt;&amp;quot;anything that man can eat or drink and there is &lt;a href="http://www.malaysiahalalfoods.com/halalscope.html#1"&gt;no legal evidence prohibiting&lt;/a&gt; it, and its contituents are &lt;a href="http://www.malaysiahalalfoods.com/halalscope.html#2"&gt;free from any unlawful or impure elements&lt;/a&gt;. It shall be &lt;a href="http://www.malaysiahalalfoods.com/halalscope.html#3"&gt;good and pure&lt;/a&gt; and its &lt;a href="http://www.malaysiahalalfoods.com/halalscope.html#4"&gt;consumption brings no harm&lt;/a&gt;. Animals' meat must be from animal &lt;a href="http://www.malaysiahalalfoods.com/halalscope.html#5"&gt;slaughtered in the Islamic manner&lt;/a&gt; and &lt;a href="http://www.malaysiahalalfoods.com/halalscope.html#6"&gt;must not be dedicated to anyone but Allah&lt;/a&gt; and must be &lt;a href="http://www.malaysiahalalfoods.com/halalscope.html#7"&gt;obtained through lawful manner&lt;/a&gt;&amp;quot;. &lt;/p&gt;  &lt;p&gt;&lt;strong&gt;The conditions defining halal food and drinks stated in bold blue (above) are the essence of halal food and drinks and are briefly explained below. &lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;&lt;a name="1"&gt;&lt;/a&gt;&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;No legal evidence prohibiting&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;Based on Quranic verses that permit utilising what is in the heavens, on the land and in the sea which are associated with the implementation of the rule &amp;quot;the basic of things is permissibility&amp;quot;, anything eatable or drinkable is halal and beneficial as long as there is no legal evidence prohibiting it. This is because, in Islam, only the Legislator (Allah) has the absolute jurisdiction to attribute halal or haram quality to things, sources and deeds.    &lt;br /&gt;&lt;em&gt;&amp;quot;But say not - false things your tongues may put forth - this is lawful and this is forbidden, so as to ascribe false things to Allah, for those who ascribe false things to Allah will never prosper&amp;quot; (16:116) &lt;a name="2"&gt;&lt;/a&gt;&lt;/em&gt;&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;Free from any unlawful or impure elements&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;Halal food and drinks must not contain in their ingredients any unlawful or impure substance, in other words, their matter and ingredients must be free from any forbidden or dirty component. &lt;a name="3"&gt;&lt;/a&gt;&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;Good and pure&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;The concept of halal suggests that the word 'halal' is asociated with the word 'good' or is implicitly presented in the context of the goodness of things.    &lt;br /&gt;&lt;em&gt;&amp;quot;They ask you what is lawful to them (as food), say lawful unto you are (all) things good and pure and what you have taught ypour trained hunting animals (to catch) in the manner directed to you by Allah, eat what they catch for you but pronounce the name of Allah over it, and fear Allah for Allah is swift in taking account. This day are (all) things good and pure made lawful to you&amp;quot; (5:4-5) &lt;a name="4"&gt;&lt;/a&gt;&lt;/em&gt;&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;Consumption brings no harm&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;This condition is imperative in the &lt;em&gt;halalness&lt;/em&gt; of food and drinks. Food or drinks must be safe for consumption and must not contain any element that harms the human body and health. Since one of the main objectives of the Shari'ah is the protection of human beings, any food or drink which may cause harm to the human body and health is forbidden even if there is no prohibiting legal evidence.     &lt;br /&gt;&lt;em&gt;&amp;quot;And make not your own hands contribute to (your) destruction&amp;quot; (2:195); &amp;quot;Nor kill (or destroy) yourselves for verily Allah has been to you most merciful&amp;quot; (4:29)&lt;/em&gt; &lt;a name="5"&gt;&lt;/a&gt;&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;Slaughtered in the Islamic manner&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;For animals whose meats God permits eating they must be slaughtered in the Islamic manner except for marine life and locusts.&lt;a name="6"&gt;&lt;/a&gt;&lt;/p&gt;  &lt;p&gt;&lt;strong&gt;Must not be dedicated to anyone but Allah&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;Animals slaughtered with the invocation of a name other than the name of Allah, such as the name of idols, is an act of polytheism (Shirik) and are therefore not acceptable in Islam. &lt;a name="7"&gt;&lt;/a&gt;&lt;/p&gt; Maliki, Hambali and Hanafi.&lt;br /&gt;&lt;br /&gt; It have been agreeable by Yang Di Pertuan Agong ( The Ruler of Malaysia )&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Halal&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Halal is an Arabic word which means lawful or permissible by Islamic laws.&lt;br /&gt;&lt;br /&gt;Definition of Halal in accordance to Trade Descriptions ( Use of expression "halal" ) 1975 is as follows:&lt;br /&gt;&lt;br /&gt;When used in relation to food in any form whatsoever in the course of trade or business as or as part of, a trade description applied to the ffod, the expression "Halal" , "Di-Tanggung Halal" or "Makanan Halal" or any other expression indicating or likely to be understood as indicating that Muslims are permitted by their religion to consume such food such expression shal heve the following meaning, that is to say the food in relation to which such expression or expressions are used:&lt;br /&gt;&lt;br /&gt;a) Neither is nor consist of or contains any part or matter of an animal that a Muslim is prohibited by Hukum Syarak to consume or that has not been slaughtered in accordance with Hukum Syarak.&lt;br /&gt;&lt;br /&gt;b) Does not contain anything which is considered to be impure according to Hukum Syarak.&lt;br /&gt;&lt;br /&gt;c) Has not been prepared, processed or manufactured using instrument that was not free from anything impure according to Hukum Syarak;
