The president signed the amendments yesterday meaning they are in operation from today and we could all be victims.&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;A&lt;b&gt;). Number plates&lt;/b&gt;: When you sell your vehicle, you shouldsurrender the number plates totheregistrar of motor vehicles and when you fail to renew the insurance, remember to surrender the number plates tothe registrar otherwise you risk being arrested and fined&lt;/p&gt;&lt;p&gt;&lt;b&gt;B). Overlapping&lt;/b&gt;, obstruction, driving on pavement or through a petrol station to avoid traffic-You risk a fine of Kshs 100,000-300,000 or One year in jailor BOTH &lt;br/&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;C). Over speeding&lt;/b&gt; &amp;#8211; when you over speed- Yourisk a fine of Kshs10,000 or3 months imprisonment or both&lt;/p&gt;&lt;p&gt;&lt;b&gt;D). Careless Driving&lt;/b&gt;: Penalty of Ksh500,000 or 10 yearsimprisonment or both&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;#160;E). Careless driving causing death:&lt;/b&gt; Life Imprisonment.This is being treated like murder.&lt;/p&gt;&lt;p&gt;&lt;b&gt;F). Driving under influence of alcohol&lt;/b&gt;: A fine of Ksh 500, 000 or ten years in jail or both.&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;#160;G). PSV Operators&lt;/b&gt; - Should adhere to the uniforms and badges rules&lt;/p&gt;&lt;p&gt;&lt;b&gt;H). Motor Cycle operator&lt;/b&gt;s -ONE PASSENGER only and the passenger and ridermust be in reflective vestsandhelmets- otherwise you risk a fine of Kshs 10,000and in default 12 months imprisonment&lt;/p&gt;&lt;p&gt;&lt;b&gt;&lt;i&gt;&amp;#160;Other changes as below:&lt;/i&gt;&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&amp;#8226; Road blocks are to be gazetted prior to being mounted by the police&lt;/p&gt;&lt;p&gt;&amp;#8226; Driving licenses of speed limit violators shall be suspended for not less than 3&lt;/p&gt;&lt;p&gt;years if the person has exceeded speed limit by more than 10kph and if offence is repeated 3 or more times.&lt;/p&gt;&lt;p&gt;&amp;#8226; Mandatory eye test every 3 years for licensed drivers. Withholding Tax on winnings from betting and gaming&lt;/b&gt;&lt;/u&gt;&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;i&gt;position in finance bill 2012&lt;/i&gt;&lt;/p&gt;&lt;p&gt;The Finance Bill 2011 introduced withholding&amp;#160; tax at a rate of 20% on winnings by residents from betting and gaming. the 2012 bill extended to include non-residents too&lt;/p&gt;&lt;p&gt;&lt;i&gt;effective Date&lt;/i&gt;&lt;/p&gt;&lt;p&gt;Minister to advise on the effective &amp;#160;date through the Kenya Gazette notice&lt;/p&gt;&lt;p&gt;&lt;u&gt;&lt;b&gt;3.Deemed Interest &lt;/b&gt;&lt;/u&gt;&lt;/p&gt;&lt;p&gt;&lt;i&gt;position in finance bill 2012&lt;/i&gt;&lt;/p&gt;&lt;p&gt;the Finance Bill 2011 also introduced &amp;#160;withholding &amp;#160;tax at the rate of 15% on this deemed interest. &lt;br/&gt;&lt;/p&gt;&lt;p&gt;in the Income Tax Act had not been appropriately&amp;#160;amended to make such deemed interest taxable. This has now been amended in the Finance Act 2012.&lt;/p&gt;&lt;p&gt;&lt;i&gt;effective Date&lt;/i&gt;&lt;br/&gt;&lt;/p&gt;&lt;p&gt;9 June 2011 &lt;br/&gt;&lt;/p&gt;&lt;p&gt;&lt;u&gt;&lt;b&gt;4.Self-assessment returns for employees&lt;/b&gt;&lt;/u&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;&lt;i&gt;position in finance bill 2012&lt;/i&gt;&lt;/b&gt;&lt;br/&gt;&lt;/p&gt;&lt;p&gt;Employees whose only income comprises emoluments&amp;#160;from employment on which tax has been deducted under PAYE, will not be required to file annual self-assessment &amp;#160;returns.&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;The Finance Act 2012 elaborates on this amendment &amp;#160;further by clarifying that this provision &amp;#160;only applies to an employee who is employed by or renders &amp;#160;services to one employer&lt;/p&gt;&lt;p&gt;&lt;i&gt;&lt;b&gt;effective Date&lt;/b&gt;&lt;/i&gt;&lt;/p&gt;&lt;p&gt;&amp;#160;9 June 2011 &lt;/p&gt;&lt;p&gt;&lt;u&gt;&lt;b&gt;5.Withholding tax on management or professional &amp;#160;or training fees&lt;/b&gt;&lt;/u&gt;&lt;/p&gt;&lt;p&gt;&lt;i&gt;&lt;b&gt;&amp;#160;position in finance bill 2012&lt;/b&gt;&lt;/i&gt;&lt;br/&gt;&lt;/p&gt;&lt;p&gt;The Finance Act 2012 has now repealed &amp;#160;this amendment (2011 ammendment)&amp;#160; with the rate being reverted &amp;#160;back to the 5%.&lt;/p&gt;&lt;p&gt;&lt;b&gt;&lt;i&gt;effective Date&lt;/i&gt;&lt;/b&gt;&lt;/p&gt;&lt;p&gt;Effective immediately&lt;br/&gt;&lt;/p&gt;&lt;p&gt;&lt;u&gt;&lt;b&gt;6. Play some educational games to keep their minds active&lt;/p&gt;&lt;p&gt;&amp;#8226;&amp;#160;&amp;#160;&amp;#160;&amp;#160;&amp;#160; &lt;b&gt;Make sure you all use the toilet before you get on the road&lt;/b&gt;. Please do not hold it in for too long and over time it could cause bladder infections, weak urinary tract muscles and weak bladder control. 				<title>New traffic rules-effective 23 march 2012</title>

				<description>&lt;p&gt;&lt;img src="http://wesleyrants.files.wordpress.com/2011/06/matatu.jpg"/&gt;&lt;br/&gt;&lt;br/&gt;&lt;/p&gt;&lt;p&gt;Please take note that the Traffic Amendment Bill 2012 (attached ) was Gazetted on 23rd March 2012 In brief, the amendments are:&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;* Number plates&lt;/b&gt;- When you sell your vehicle, you should surrender thenumber plates to the registrar of motor vehicles and when you fail to renew the insurance, remember to surrender the number plates to the registrar otherwise you risk being arrested and fined&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;* Overlapping&lt;/b&gt;- Driving on pavement or through a petrol station to avoid traffic- You risk a fine of Ksh 30,000 or 3 months imprisonment or BOTH&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;* Over speeding&lt;/b&gt; - when you over speed- You risk a fine of Ksh 10,000 or 3 months imprisonment or Both&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;* PSV operators&lt;/b&gt;- Should adhere to the uniforms and Michuki rules&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;* Motor Cycle operators&lt;/b&gt;- ONE PASSENGER only and the passenger and driver must be in reflective vests and helmets- otherwise you risk a fine of ksh10,000 and in default 12 months imprisonment&lt;/p&gt;&lt;p&gt;&lt;b&gt;&lt;i&gt;additional provitions include&lt;/i&gt;&lt;/b&gt;.&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;1&lt;/b&gt;. Life imprisonment for persons convicted of causing death by dangerous driving - giving it the same status as murder&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;2&lt;/b&gt;. Road blocks are to be gazette prior to being mounted by the police&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;3&lt;/b&gt;. Driving licenses of speed limit violators shall be suspended for not less than 3 years if the person has exceeded speed limit by more than 10 kph and if offence is repeated 3 or more times.&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;4&lt;/b&gt;. Mandatory eye test every 3 years for licensed drivers. And if you fail the test the license is withdrawn.&lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;&lt;b&gt;5&lt;/b&gt;. I mean, you&amp;#8217;d just stretch out your hand, grasp the other persons&amp;#8217; hand, shake handsomely, and that would be it. &lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;I don&amp;#8217;t know when it evolved and became so complicated that every time I think of saying hi, I sweat, I panic, Ievade, and at the end, I end up not saying hi. It&amp;#8217;s like an accident waiting to happen. Really. I have seen people stretch their hand only to meet with a breast. Imagine! That double coincidence of &amp;#8220;let&amp;#8217;s shake hands&amp;#8221; never quite makes it to the other persons mind. Instead, the brain goes &amp;#8220; Hey, I haven&amp;#8217;t seen him for so long! I need to extend my body for a hug&amp;#8221;.&amp;#160; So there you are, your hand in someone&amp;#8217;s breasts, with a nice, warm smile saying, &amp;#8220;Nice to meet&amp;#8230;er&amp;#8230;.it&amp;#8230;them?&amp;#8221; &lt;/p&gt;&lt;p&gt;And then there&amp;#8217;s the &amp;#8216;let&amp;#8217;s head-butt for a change&amp;#8217;. Ok, this is where, you want to hug someone and you don&amp;#8217;t know quite sure what side to start with. In most cases, you end up going on the same side. BANG! BANG! Nice to bang you..er..meet you too! &lt;/p&gt;&lt;p&gt;&amp;#160;&lt;/p&gt;&lt;p&gt;Aaaaaahhhh, then there&amp;#8217;s the peck thing. Not one, but 3 kinds of pecks. There&amp;#8217;s the left cheek, right cheek, left cheek again thing, which, depending on the side you start with (Cross your fingers you don&amp;#8217;t start on the same side, in which case BANG BANG), you could end up doing it right. If you&amp;#8217;re like me, and you&amp;#8217;re still not sure if its right cheek, left cheek stop or continue, well, get in line and do the on-line course.&lt;/p&gt;&lt;p&gt;Moving on to the 2nd peck mode. This is the &amp;#8220;you must know me that way&amp;#8221; kinda peck.&lt;/p&gt;&lt;p&gt;How goes it? Well, it&amp;#8217;s the right cheek, left cheek and lips peck. Woe unto you if you try this on someone &amp;#8220;you don&amp;#8217;t know that way&amp;#8221;!
