      <title>The begining of the end... I hope</title>

      <description>Way back in 2009, Stebi wrote a post entitled &lt;a href="http://www.mydedham.org/diary/993/"&gt;Epilogue: The Joanne Flatley Campaign&lt;/a&gt;. &amp;nbsp;I said then that the whole affair wasn't over yet, and it still isn't, but I think we might finally be able to see the light at the end of the tunnel. &amp;nbsp;Earlier this week there was a hearing in Superior Court to decide whether or not Joanne's lawsuit will go to trial. &amp;nbsp;It was interesting, to say the least, and I hope it marks the final chapter of this long drawn out saga.&#xD;&lt;p&gt;The most interesting part of the entire day was that the Flatleys are changing their legal argument. &amp;nbsp;They can't identify &lt;a href="http://www.mydedham.org/userDiary.do?personId=523"&gt;GreenLodge75&lt;/a&gt;, who first &lt;a href="http://www.mydedham.org/diary/910/"&gt;broke the story&lt;/a&gt; here on the blog, and thus the Flatleys can't prove who was the ultimate source of the leak. &amp;nbsp;If they can't prove that a teacher or administrator or someone else improperly revealed the details of the special services provided to the Flatley child, they don't have a case. &amp;nbsp;Or so the Town's attorney argued. &#xD;&lt;p&gt;The Flatley's lawyer seemed to concede this point because - and pay attention here because I couldn't believe he was actually making this argument - they are now claiming that none of this would have happened if "the Town of Dedham hadn't violated their own tutoring policy." &amp;nbsp;He said that pulling two special education teachers from their classrooms was a "reckless decision" and that doing so "shows preferential treatment." &amp;nbsp;How do you like that? &amp;nbsp;&lt;b&gt;Joanne's lawyer admitted in court that she got preferential treatment.&lt;/b&gt; &lt;br /&gt; &amp;nbsp; We have come a long way from April 17, 2009 when she declared in the Dedham Times that &#xD;&lt;p&gt;&lt;blockquote&gt;I emphatically state that as your School Committee member I have always acted in a professional and ethical way. &amp;nbsp;I have not asked for, nor received, special favors from anyone.... My family has been treated by the district in the exact same way that any other family would have been treated by any district in the same circumstances.&lt;/blockquote&gt;&#xD;&lt;br /&gt;It gets better. &amp;nbsp;Though the Flatley's lawyer agreed with the judge that Joanne "got exactly what she asked for," he still argued that Superintendent June Doe should have known better than to agree to it. &amp;nbsp;That is the crux of the Flatley's new argument: that June should have known that putting an unqualified substitute in two special education classrooms so that the actual teachers could tutor the Flatley child would lead to the "media circus" that followed. &amp;nbsp;Since June should have known better but did so anyway, the Flatley's argue that they are entitled to almost a half a million dollars.&#xD;&lt;p&gt;This claim was, apparently, made for the first time in court the other day and doesn't appear in any court documents. &amp;nbsp;The Town's attorney argued that this is a legal no-no (that's the official legal term). &amp;nbsp;I can't independently verify whether or not this is the case, since the Flatleys asked the judge to &lt;a href="http://www.mydedham.org/diary/1616/the-school-committee-covers-up-the-cover-up"&gt;remove many documents from the public file&lt;/a&gt; at the courthouse, and the School Department readily agreed. &amp;nbsp;After all, Doe &amp; Co. has no interest in having documents showing that they screwed up made public.&#xD;&lt;p&gt;Also interesting is that Joanne apparently said in her deposition that she didn't actually want to sue the Town. &amp;nbsp;She wanted to sue the two teachers who were in her home and a union official who she believes was the source of the leak. &amp;nbsp;The leak was, she believes, a deliberate attempt to get her off the School Committee. &amp;nbsp;&#xD;&lt;p&gt;However, as I said above, they don't know who the leak was. &amp;nbsp;The kicker, which is something that I've long suspected but have never been able to prove, is that Joanne herself may have been the leak. &amp;nbsp;She admitted in her deposition that she told people about the tutoring taking place during school hours; any one of them could have spread the information around. &amp;nbsp;Or, the Town's lawyer said, someone could have seen the tutors walking into the house during the school day. &amp;nbsp;Not for nothing, but I suggested &lt;a href="http://www.mydedham.org/showComment.do?commentId=5174"&gt;both scenarios&lt;/a&gt; as possibilities four years ago. &amp;nbsp;&#xD;&lt;p&gt;In any case, there is a "complete lack of evidence" about who the leaker was, though the two teachers and union official all said in their depositions that it wasn't them. &amp;nbsp;The Flatleys tried to depose me, and to suppenea hundreds of pages of my notes, emails, and other documents, but with the assistance of the &lt;a href="http://nefirstamendment.org/"&gt;New England First Amendment Coalition&lt;/a&gt; I was able to fight it off. &amp;nbsp;&#xD;&lt;p&gt;"We just don't know," as the Town's lawyer said, "how GreenLodge75 got this information." &amp;nbsp;If GL75's identity could be pinned down, and they could be put under oath, perhaps we could find out. &amp;nbsp;Their identity remains a mystery, however, and I should point out that it remains a mystery to me as well. &amp;nbsp;&#xD;&lt;p&gt;As I walked out of the courtroom Joanne was waiting in the hallway, and as I walked by she called out, "Tell them who GreenLodge is, Brian. &amp;nbsp;You're the one who knows." &amp;nbsp;On my soul, I swear I don't, and I've already told the Flatleys as much. &amp;nbsp;I wish I did. &amp;nbsp;I am as interested as anyone else.&#xD;&lt;p&gt;In any case, the judge should be ruling sometime soon on whether to make a judgment for the Flatleys, to throw the case out, or to let it go to trial. &amp;nbsp;I hope that this is the beginning of the end, but it might be the end of the beginning. &amp;nbsp;&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/ouN9s54s870" height="1" width="1"/&gt;</description>

      <title>Thoughts on a divided Town Meeting</title>

      <description>At one point during Town Meeting last night, somewhere after the 10 p.m. mark, I turned to the friend sitting next to me and remarked that I thought that this was the first time we had voted the same way all night. &amp;nbsp;An hour later I walked out of the hall with nothing but the greatest fondness and respect for him, despite the fact that he voted the wrong way most of the time. &amp;nbsp;&#xD;&lt;p&gt;That seemed to be the theme of last night - a divided Town Meeting, but not a divisive one. &amp;nbsp;It seemed like every vote was a close one, with most of the standing votes coming down to just a few bodies. &amp;nbsp;There was thankfully none of the rancor that attended the senior center votes of the past 12 months. &amp;nbsp;No one swore at me this time because they didn't like my vote. &amp;nbsp;In fact, on my way out I shook hands with someone who voted against one of my substitute motions, and with someone who made a substitute motion with which I disagreed. &amp;nbsp; &amp;nbsp; &lt;br /&gt; When we went to the roll call vote on the liquor licenses for Dedham Square, there seemed to a pretty wide swing. &amp;nbsp;If I recall correctly, the motion to indefinitely postpone won in the standing vote by a margin of four. &amp;nbsp;The roll call vote, on the other hand, had that motion go down in defeat by seven votes. &amp;nbsp;&#xD;&lt;p&gt;I'm not sure what could account for it, but as we saw there were at least a few people who were confused. &amp;nbsp;This was the third vote taken on the same motion by that point, and with an indefinite postponement a yes vote really means no. &amp;nbsp;Add the late hour, and I think a few people were a bit mixed up.&#xD;&lt;p&gt;There were a few other times when I think that we probably should have gone to a standing vote. &amp;nbsp;On one of them my ears told me that I lost but the Moderator said I won, so I didn't push the issue. &amp;nbsp;No one else did, either.&#xD;&lt;p&gt;Another was for my second article of the night, 36, dealing with the study to increase the number of instructional hours provided to students. &amp;nbsp;I thought I had the votes to pass it, even though it was called the other way. &amp;nbsp;I would have doubted the vote had there been money attached to it. &amp;nbsp;I feel strongly that this is the direction in which we should move, but I didn't want to see the money taken from the School Department's regular budget to do the study. &amp;nbsp;&#xD;&lt;p&gt;All in all, I think it was a pretty good, if long and hot, night. &amp;nbsp;Even though we were closely divided on many issues, I think nearly everyone avoided taking a vote personally. &amp;nbsp;Likewise, not many spoke out based on a personal animus as opposed to a genuinely held policy difference. &amp;nbsp;If only it was done in Washington the same way we did it last night.&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/McPdG1A5HbU" height="1" width="1"/&gt;</description>

      <title>Ask Me Anything Day, Town Meeting Edition</title>

      <title>What would YOU do with $2000 for Dedham's school kids?</title>

      <description>A school committee candidate running UNOPPOSED just dropped a slick 4 color &amp;nbsp;"running for congress" style campaign piece in Dedham.&#xD;&lt;p&gt;Friends who are politicos tell me those kind of mailings run at least $1 per piece. &#xD;&lt;p&gt;Now, in the last election about 1900 people voted, so let's round it up and call it 2 grand spent on promoting yourself when you are running unopposed. &#xD;&lt;p&gt;I'll leave it to others to talk about financial responsibility and all that but my question is simple. How would YOU spend $2,000 to help Dedham's kids get a better education? &amp;nbsp; &lt;br /&gt;&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/NCaXZrmk1p8" height="1" width="1"/&gt;</description>

      <title>Questions and Clarifications</title>

      <description>After returning home from the Special Town Meeting tonight I have more questions, but also would like to offer some clarifications.&#xD;&lt;p&gt;Since we have this fine process now established, will all town buildings site processes go through this? Specifically, where it the Police Station Siting Committee? I'm sure that Dedham would greatly benefit from a similar process.&#xD;&lt;p&gt;Since when has The Endicott Estate been under the Park and Recreation? I keep hearing the reference to Endicott Estate as Open Space. My understanding is to be Open Space it has to be designated as such. As far as I know it is under the control of the Endicott Commission. As I know, there are many times that the Estate is off limits and not accessible to me, a town citizen, to roam free on open range because it is being rented out like the town prostitute.&#xD;&lt;br /&gt; &lt;br /&gt; For those with short memories, there was at one time two barns on the Estate. Both of equal size next to each other. For those historical buffs in the crowd, maybe the second barn should be rebuilt and restored to put the estate back in original state.&#xD;&lt;p&gt;Good luck to the Committee finding a secondary site. If I was the committee, and since town meeting can now find such a building without an override, they should push for the original 20,000 SQF building that Town meeting approved for the Dexter. But I think that would mean retaking the land again, because it was put back in the hands of the School committee by 2012 Annual Town Meeting (so add &amp;nbsp;another year .... 2018 anyone?)&#xD;&lt;p&gt;Will town meeting make a Senior Center a priority? We will have the police station and rehab of the Dexter School coming up next year. And right after that the repair and expansion of the Fire Station. Even by the new Director of Facilities, who reports to the Town Administrator, who reports to the BOS, this is the priority they have proposed.&#xD;&lt;p&gt;As for the Meals/Hotel tax in the stabilization fund, $7 million is already committed to the Dedham Square Reconstruction project. BOS is already lining up the Police station at $10 million. The pot is not never ending folks, choices have to be made. Did I also mention the $5 million for the fire station?&#xD;&lt;p&gt;The report to the BOS from the Facilities Director put the above numbers. He also said it would cost about $2.4 million for &amp;nbsp;Senior Center. Two words here "Top Men".&#xD;&lt;p&gt;As I wish the committee, Town Meeting, COA and BOS all the best of luck moving forward, but for those hoping for direction on this subject you got none.&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/bwkQW1KpjBA" height="1" width="1"/&gt;</description>

      <title>Horse stables and track to grace the Endicott Estate</title>

      <description>Before I tracked down Katherine Endicott's will during the last &lt;a href="http://www.mydedham.org/diary/1742/ask-me-anything-day-iii"&gt;Ask Me Anything Day&lt;/a&gt;, I had no idea she was such an acomplished equestrian. &amp;nbsp;Turns out she was an alternate on the 1924 Olympic show jumping team in Paris. &amp;nbsp;She even &lt;a href="https://docs.google.com/file/d/0B9eR8vZeGtOWWENSNFl3eVhBaWs/edit"&gt;provided in her will&lt;/a&gt; for the care of her two horses, Connie and Hines, after she died. &amp;nbsp;It seems only too appropriate then that horses will once again return to the Estate next year.&#xD;&lt;p&gt;A new collaborative, the Dedham Equestrian Society, has pledged to raise $8.6 million to build a beautiful new horse stable and a race track on the grounds of the Estate. &amp;nbsp;The Equestrian Society is comprised of the Dedham Country and Polo Club, the Animal Rescue League, and the Society in Dedham for the Apprehension of Horse Thieves; the two former groups will use it to board horses, and the latter will use the ballroom on the second floor for their raucous annual meeting and other social events. &amp;nbsp;Of course, we have a bylaw in town that prohibits &lt;a href="http://dedham-ma.gov/index.cfm?cdid=12111"&gt;riding a horse on a sidewalk&lt;/a&gt;, but as long as they stay within the bounds of the Estate they should be fine.&#xD;&lt;p&gt;Being public land there needs to be a public purpose, and so Parks and Rec will be offering horseback riding lessons at a big discount. &amp;nbsp;The new Society's bigwigs inform me there is already a waiting list of people who want to board their horse at the stable. &amp;nbsp;I would have thought that the Country and Polo Club would be closer to most of these Upper Dedhamites, but apparently with the Town paying for 100% of the maintenance and upkeep of the facilities it is going to be a lot cheaper for them at the Estate. &amp;nbsp;Either way, this is a huge win for the children of Dedham, and really for any of us who like to ride. &lt;br /&gt; Since those pushing for a Senior Center at the Estate have established that anyone can use the Estate for whatever they want as long as they pay for it privately, the stables will be on the Mt. Vernon Street side of the Sanderson Street entrance - as much for the smell as for the aesthetics, I imagine - and the race track and training ground will be down on the East Street corner. &amp;nbsp;&#xD;&lt;p&gt;When I spoke with Bob Stanley at Parks and Rec about the riding lessons he was very excited, as you might expect, about being able to offer some new and exciting programs for the community. &amp;nbsp;What's more, he's even had a few discussions with Dedham Youth Hockey about raising funds to construct a hockey rink at the corner of East and Walnut Streets. &amp;nbsp;As a former player myself I know what an expensive sport hockey is, and I'm sure the discounted ice time the Town will be able to provide will be a welcome development to parents of current players.&#xD;&lt;p&gt;I began to question whether using up the last open corner of the Estate was a good idea, but the response I got back quickly made me change my mind. &amp;nbsp;"It would be a slap in the face to the players and the parents of this town if a couple of short-sighted, NIMBY saying jerks rejected this gift," DYH president Derek Moulton told me. &amp;nbsp;"So many parents have worked so hard for so long to give their kids this chance." &amp;nbsp;Being anti-rink at the Estate is to be anti-child I'm told, and that naturally makes perfect sense.&#xD;&lt;p&gt;Rumor has it that Dedham's own Ted Donato will be bringing in Brad Marchand and a couple of the other Bruins to take on his new team, the Crimson, at the Boch Rink on East Street this fall to raise funds for the new ice palace. &amp;nbsp;Paul McMurty plans to have President Obama as his guest, and in his first trip to the United States Pope Francis himself will visit the shiretown to bestow his blessing upon the project. &amp;nbsp;No word yet if he will ride into town on one of the Estate's new equine residents, but he has already promised to wish everyone a &lt;i&gt;Felix Aprilis Stulti Die&lt;/i&gt;.&#xD;&lt;p&gt;For those of you who don't speak Latin, that is, Happy April Fool's Day.&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/l7u3qOULErQ" height="1" width="1"/&gt;</description>

      <title>Dedham Square construction</title>

      <description>I just drove thru ( or tried to drive thru) Dedham Square. I cannot believe that the week before Easter that the town is allowing the contractor(s) to basically shut down the square. There is NO parking in front of most of the stores. There is almost total gridlock in all directions going to and thru the square. I thought the purpose of spending almost $6 million was to improve the square and to bring more business for the merchants. We will be lucky if there are any merchants left after this project gets done.Many of the small stores in the square depend on the holidays to increase their business. Very unfortunate that some one in charge of this project could not have done a better job scheduling whatever they are doing right now for a later date. The access to the post office is also practically impossible and the handicap parking space on Maple Street is filled with pipe. &amp;nbsp; &lt;br /&gt;&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/Xxdd7HA53nM" height="1" width="1"/&gt;</description>

      <title>utility companies leaving roads a mess</title>

      <description>Now that the warm weather is upon us there seems to be a lot of utility work and road work going on &amp;nbsp;around town. Walnut Street near the Endicott Estate has been ripped up for several days now (incidentally, I tried finding out more info. on the Town's website about what the work is for but couldn't find anything). I understand the need for utility companies to do upgrades, repairs, maintenance to their various underground lines/sewers/pipes, etc. What I don't understand is why it's ok for them to leave the roads a mess after they're done? &amp;nbsp;There are several roads in town that, within a year of them being repaved, are dug up by utility companies which leave uneven and unsightly patching on an otherwise nice road. East Street, Walnut St., Whiting Ave., Mt. Vernon St., to name a few. Even streets that weren't recently paved but are in decent condition have been left with shoddy patch jobs from utility companies. &amp;nbsp;Does the town have to inspect the road condition after the work is done and if they are not satisfied with the road conditions is there any recourse? &amp;nbsp;I'm sure that this is not at the top of people's lists of things to worry about, but it frustrates me to see the roads left looking terrible especially when our tax dollars went to improving them in the first place. &amp;nbsp; &lt;br /&gt;&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/xaWjcMb2p30" height="1" width="1"/&gt;</description>

      <title>Increasing numbers of 8th graders not entering Dedham High</title>

      <description>There is a &lt;a href="http://www.dailynewstranscript.com/features/x846072134/Tarantino-turning-it-on?zc_p=0#axzz2O6KyWMnI"&gt;story in today's Transcript&lt;/a&gt; about a basketball player Dedham High lost to Buckingham, Browne &amp; Nichols. &amp;nbsp;While I am glad he is doing so well, I am sure it will cause more hand wringing around town about why we lose so many students, and athletes especially, to private schools. &amp;nbsp;A few months ago I ran the numbers on just this very question as I didn't think the perception matched reality, and that we didn't really lose that many kids. I then let the spreadsheet sit on my hard drive, never did anything with it, and honestly forgot about it until today. &amp;nbsp;I'm glad I didn't, because at the time I didn't have access to the numbers from the current school year and would have written a very different post. &amp;nbsp;&#xD;&lt;p&gt;When compared to the other schools in the Bay State Conference (with all of Newton's numbers used as a proxy for Newton North), we are about in the middle of the pack. &amp;nbsp;That was true when I first looked at the issue, and it is true now. &amp;nbsp;We have lost, on average, 13 kids a year between the 8th and 9th grade since the 2006-2007 school year. &amp;nbsp;That amounts to 6% of the class. &amp;nbsp;This is more than Wellesley or Norwood, but also less than Milton, which loses 11% each year. &amp;nbsp;Our 6% is also about the same as Walpole, they of superpower sports teams. &amp;nbsp;Needham, Newton North, and Weymouth all gain students between the 8th and 9th grade. &amp;nbsp;&#xD;&lt;p&gt;Those dynamics were more or less the same when I last looked at the issue. &amp;nbsp;What has changed is that we are seeing an increase in the number of 8th graders choosing not to cross Mt. Vernon St. &amp;nbsp;I don't know why, but it is troubling to say the least, especially since I've been pleased with much of the new programs and initiatives I've heard taking place there. &amp;nbsp;For whatever reason, more and more parents disagree with me. &lt;br /&gt; Take a look at the numbers for yourselves for each of the last several years:&#xD;&lt;p&gt;2006-7 to 2007-8: &amp;nbsp; &amp;nbsp;-2 students&#xD;&lt;br /&gt;2007-8 to 2008-9: &amp;nbsp; &amp;nbsp;+13&#xD;&lt;br /&gt;2008-9 to 2009-10: &amp;nbsp; -10&#xD;&lt;br /&gt;2009-10 to 2010-11: &amp;nbsp;-22&#xD;&lt;br /&gt;2010-11 to 2011-12: &amp;nbsp;-22&#xD;&lt;br /&gt;2011-12 to 2012-13: &amp;nbsp;-35&#xD;&lt;p&gt;You can see that in one year there was actually an increase in students, however if you look at the timing you will notice that it was right as the economy was taking a nose dive. &amp;nbsp;Private school tution might have seemed a bit more like a luxury that year. &amp;nbsp;Aside from that statistical blip, the direction is pretty clear. &amp;nbsp;&#xD;&lt;p&gt;Last year 15% of the kids in the 8th grade didn't enter DHS as freshman. &amp;nbsp;That's more than any other school in the conference. &amp;nbsp;It's even more than Milton, where a lot more parents can afford private schools. &amp;nbsp;I don't know what the reasons are, but this is a troubling trend that needs to be turned around.&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/i54UafaXqyc" height="1" width="1"/&gt;</description>

      <title>Rustcraft  Bldg Town Megaplex Opportunity?</title>

      <description>At the last BOS meeting they announced that the Town is now in the investigation stage of evaluating the possibility whether or not to put in a bid, to lease or purchase some portion of the Rustcraft Bldg for multiple Town Dept. uses. I recommend to watch the re-run of their last meeting.&#xD;&lt;p&gt;This is huge by the way, many residents over the last 20-30 years have wished that the Rustcraft Bldg was available for Town Municipal use, well, that time has come!&#xD;&lt;p&gt;The BOS recently heard that the Bldg has been foreclosed and purchased by the "Davis Group" for $23 million. The group is looking to lease or sell some portion of the 50 acre parcel and the BOS will be talking to all Town Depts. to determine after their analysis, if it would be financially feasible to locate/build a Municipal Town Dept. megaplex inside the existing bldg and maybe some additions.&#xD;&lt;p&gt;The BOS investigation of the site will take about 8 months and go before the November TM to get approval to put in a lease/purchase bid, from what they said. &lt;br /&gt; &#xD;&lt;p&gt;I think this is a great idea to investigate the site, but at the same time brings a whole list of questions. The BOS did mention that they would welcome any comments, suggestions, etc. about the proposed site/project from the residents. &#xD;&lt;p&gt;This would probably be the most complicated project the Town has undertaken.&#xD;&lt;p&gt;My first thoughts on this are, how does this effort effect the following:&#xD;&lt;p&gt;1) Upcoming warrant articles regarding the Police Station and Senior Center. Both are already in the works at different stages, but in my view, both should be immediately put on hold until the November TM decision happens.&#xD;&lt;p&gt;2) The Town has to evaluate all Dept. needs, which the Facilities Dept. has recently done, excellent timing, they also have to evaluate all Town bldg's/land which would possibly be put up for sale or lease to pay for the proposed site's debt service to make to the numbers work.&#xD;&lt;p&gt;3) The Town then has to determine which Dept's would be relocated to the new site and what to do with the old sites, sell, lease, etc.&#xD;&lt;p&gt;4) The Rustcraft bldg is about 500,000 sq/ft, with about 150k sq/ft of space available now. The Town has to determine how much space they would need for their bid, with possible room for expansion in the future.&#xD;&lt;p&gt;This proposed Rustcraft project will be talked about for months to come, what do you think, what suggestions/comments do you have on any of the many area's involved? &#xD;&lt;p&gt;This topic will probably break this blogs record for comments!&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/gOADb9cDxT4" height="1" width="1"/&gt;</description>

      <title>Let's talk about the Dedham Times Gonzales Field editorial</title>

      <description>This week, the Dedham Times wrote an editorial (not online) about the new police station location. &amp;nbsp;I hope this is a fair summary: &amp;nbsp;the police station is being built in St. Mary's lot, but the first choice for location was Gonzales field - also on High Street, closer to the square. That site was rejected because it is protected and would have to be replaced by an equal amount of park land. &amp;nbsp;In the editorial, the paper suggested formally recognizing the Dolan Center as park land. &amp;nbsp;Which has apparently not happened yet. Making the Dolan Center park land would free up Gonzales field for the new police station - a more desirable location for many reasons.&#xD;&lt;p&gt;Sounds reasonable to me.&#xD;&lt;br /&gt;Thoughts? &lt;br /&gt;&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/D3HBhEaFp9g" height="1" width="1"/&gt;</description>

      <title>Snow Clearance Report Card</title>

      <description>Now that the big storm is in our rear view mirror, I wonder how others rate the DPW's snow plowing effort?&#xD;&lt;p&gt;In the Greenlodge area, I rate the DPW a "C" grade. &amp;nbsp;On the plus side, there were many plows on the roads and sidewalks - working hard and putting in a lot of hours.&#xD;&lt;p&gt;On the minus side, damage to sidewalks and street signs was less welcome. &amp;nbsp;Our street had only one lane until the warmer temperatures arrived.&#xD;&lt;p&gt;Hopefully, the DPW will review the good and not-so-good aspects of dealing with tes storm and make any necessary adjustments going forward. &amp;nbsp; &amp;nbsp; &lt;br /&gt;&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/fASQZyDO0zs" height="1" width="1"/&gt;</description>

      <title>Senior Center Site Committee "Indefinitely Postponed"</title>

      <title>Poor and perfect attendance at Town Meeting</title>

      <description>At a couple meetings of the Charter Advisory Committee we have considered what the proper size of Town Meeting should be. &amp;nbsp;It appears right now like it will stay the same size, but the language will be cleaned up a little. &amp;nbsp;(For those of you interested, we will be discussing Town Meeting further at our meeting on Wednesday night.) &amp;nbsp;We took into account the thoughts and opinions of both our Moderator and Town Clerk, the latter of whom did the math and determined that we have an average attendance at each Annual Town Meeting of about 83%, and 76% for Special Town Meetings. &#xD;&lt;p&gt;Interestingly, this is an improvement over the early years of the Town. &amp;nbsp;Harvard Kennedy School Professor Jane Mansbridge &lt;a href="http://www.amazon.com/Beyond-Adversary-Democracy-Jane-Mansbridge/dp/0226503550/ref=sr_1_1?ie=UTF8&amp;qid=1359757242&amp;sr=8-1&amp;keywords=Beyond+Adversary+Democracy"&gt;has found that&lt;/a&gt; &#xD;&lt;p&gt;&lt;blockquote&gt;even though no more than 58 men were eligible to come to the Dedham town meeting and to make the decisions for the town, even though the decisions to which they addressed themselves were vital to their existence, even though every inhabitant was required to live within one mile (1.6 km) of the meeting place, even though each absence from the meeting brought a fine, and even though the town crier personally visited the house of every latecomer half an hour after the meeting had begun, only 74 percent of those eligible actually showed up at the typical town meeting between 1636 and 1644.&lt;/blockquote&gt;&#xD;&lt;p&gt;Coming back to the present day, I wanted to go a step further and see how this broke down. &amp;nbsp;Is it the same people attending, or missing, every Meeting, or does it change from year to year? &amp;nbsp;I looked back three years and on the whole was pretty pleased with what I found. &amp;nbsp;&#xD;&lt;p&gt;Of all the 200 Representatives who have been in the Town Meeting for each of the last three years (a total of 338 served one or more years), 85 of them have perfect attendance. &amp;nbsp;That is, they attended both the Special and the Annual Town Meetings all three years. &amp;nbsp;An additional 50 only missed one of the six. &amp;nbsp;That means better than two-thirds of these Representatives made all or all but one Town Meeting in the last triennial cycle. &lt;br /&gt; Some had a little more trouble finding their way to the meeting hall. &amp;nbsp;A total of 18 people averaged less than one meeting per year over the past three years, and an additional 14 more only averaged one meeting per year. &amp;nbsp;That is about 16% with poor attendance. &amp;nbsp;One representative, Precinct One's Steve MacAusland, hasn't attended a single meeting in at least three years. &#xD;&lt;p&gt;The complete breakdown is as follows:&#xD;&lt;p&gt;Six meetings: 42.5%, 85 people&#xD;&lt;br /&gt;Five meetings: 25%, 50 people&#xD;&lt;br /&gt;Four mettings: 16%, 33 people&#xD;&lt;br /&gt;Three meetings: 7%, 14 people&#xD;&lt;br /&gt;Two meetings 4.5%, 9 people&#xD;&lt;br /&gt;One meeting 4%, 8 people&#xD;&lt;br /&gt;No meetings .5%, 1 person&#xD;&lt;p&gt;On a neighborhood level, Precinct Six did the best with 18 of their 39 representatives (46%) putting forth a perfect record. &amp;nbsp; Precinct Five had the worst, with only 6 (15%). &amp;nbsp;For the other precincts, One had 16, Two had 15, Three had 7, Four had 8, and Seven had 15.&#xD;&lt;p&gt;On the flip side, Precincts Four and Seven didn't have a single Representative &amp;nbsp;with poor attendance. &amp;nbsp;Nearly one in five Representatives from Precinct Three had an average of one per year or less, however. &amp;nbsp;&#xD;&lt;p&gt;A full listing of those with the best and worst attendance records is below. &amp;nbsp; As the saying goes, decisions are made by those who show up, and as you can see most Town Meeting Representatives will at least come out for the two nights a year required of them.&#xD;&lt;p&gt;&lt;b&gt;Perfect attendance over the last three years&lt;/b&gt;&#xD;&lt;p&gt;Precinct One&#xD;&lt;br /&gt;ANNE M.       <description>Occasionally, I check the Comcast "Educational Programming" channel for local information. &amp;nbsp;The content seems thin. &amp;nbsp;The Dedham Hall of Fame video seems to be the only available program - it has been shown and reshown -- sort of an endless loop.&#xD;&lt;p&gt;I wonder if the the local programming channel is underutilized. &amp;nbsp;How about adding myDEDHAM conversations to the lineup??? &amp;nbsp;Are there local organizations that need publicity? &amp;nbsp;&#xD;&lt;p&gt; &lt;br /&gt;&lt;img src="http://feeds.feedburner.com/~r/myDedham/vHNd/~4/eV3VyZ7P6eM" height="1" width="1"/&gt;</description>
