			<content:encoded><![CDATA[<p>A very long line stretched around the Ballard Pediatric facility this morning as families with children in the clinic waited for a limited supply of H1N1 vaccine.<br />

The clinic opened at 9 a.m., and folks at the front of the line say they were waiting since 5:30 a.m., sitting in folding chairs and clutching cups of coffee in the chilly weather.  Ballard Pediatrics&#8217; drop-in clinic was for patients only and kids 6 months to 35 months.  Meanwhile, King County is making the H1N1 vaccine available for priority cases at a handful of pharmacies, while supplies last, including Bob Johnson&#8217;s Pharmacy at 1407 NW 85th St.  See the <a href="http://www.kingcounty.gov/healthservices/health/preparedness/pandemicflu/swineflu/locations.aspx">full list</a> with the <a href="http://www.kingcounty.gov/healthservices/health/preparedness/pandemicflu/swineflu/pharmacies.aspx">criteria here</a>. 			<content:encoded><![CDATA[<p>Our Redeemer&#8217;s Church says it&#8217;s been unable to reach an agreement with the homeless group SHARE on new screening procedures, so the church has decided to close the homeless shelter in Loyal Heights.<br />

In September, <a href="http://www.myballard.com/2009/09/14/sex-offender-removed-from-share-shelter/">neighbors discovered</a> a convicted child rapist living at the Calvary Lutheran shelter at 70th and 23rd Ave NW.  The Level III sex offender was quickly banished, but neighbors <a href="http://www.myballard.com/2009/10/05/neighbors-make-changes-at-homeless-shelter/">demanded</a> that SHARE screen new members for sex offenders.  Our Redeemer&#8217;s tells My Ballard today that it asked SHARE to conduct the checks, but SHARE &#8220;indicated their inability to do so.&#8221; Prior to the discovery of the sex offender, SHARE had repeatedly refused neighbor requests for the checks, <a href="http://www.myballard.com/2009/04/22/share-sex-offender-screening-un-american/">calling</a> sex offender screening &#8220;un-American.&#8221; </p>
<p>&#8220;I am glad that Our Redeemer&#8217;s stepped up and decided to require sex offender background checks, yet disappointed that SHARE wouldn&#8217;t take this one simple step to ensure the survival of the shelter,&#8221; said one neighbor who wished to remain anonymous.  In a statement later this afternoon, our Redeemer&#8217;s added: </p>
<blockquote><p>&#8220;Our Redeemer’s is deeply saddened that the process of seeking a more effective entry protocol has at times led to neighbors, church members, and homeless people taking apparently opposite sides, when in fact we are partners in creating safe, compassionate community for all. Most of us want a safe place for people who are homeless to sleep. Reasonable people may disagree on how to reach that goal. Our Redeemer’s asks that all of us involved in discussions about the Calvary campus shelter extend the presumption of good faith to one another and treat each other with respect.&#8221;</p></blockquote>
<p>Our Redeemer&#8217;s says no date has been set for the shelter&#8217;s closure, and the timing may hinge on SHARE&#8217;s ability to find a new location. SHARE has been unavailable for comment. </p>

<p><b>Earlier:</b> We don&#8217;t have to tell you, it&#8217;s very windy out there tonight. Up in Shoreline, a man <a href="http://www.kirotv.com/news/21537669/detail.html">was killed </a>when he was hit by a falling tree.  Here in Ballard, driving winds knocked down a power line on 32nd Ave. between 77th and 80th this evening, closing the street and temporarily blocking two Metro buses.<br />

			<content:encoded><![CDATA[<p><strong>12 p.m. update:</strong> Police say the man taken into custody is not connected to the shooting of Officer Brenton. &#8220;It was determined fairly quickly that he was not connected to the case,&#8221; Seattle Police Detective Mark Jamieson tells us. Jamieson says that every tip is being followed up on, but since this was happening right then, the decision was made to move in. </p>
<p>A large police force descended on Old Ballard last night to take a man into custody for questioning.  Witnesses say a man at the Lock &#038; Keel was making &#8220;suspicious comments,&#8221; and the <a href="http://seattletimes.nwsource.com/html/theblotter/2010205251_man_questioned_by_police_after.html">Seattle Times</a> reports the man had made a statement that was threatening to police.  Officers are taking such comments very seriously after the recent killing of Seattle Police officer Timothy Brenton and wounding of fellow officer Britt Sweeney.</p>
<p>My Ballard reader Angelatini was next door at Conor Byrne last night when the police arrived on scene.  &#8220;A friend rushed in and told me there was a SWAT team outside,&#8221; Angelatini <a href="http://www.myballard.com/forum/topic.php?id=2481">writes</a> in the forum. &#8220;I went over to the door and sure enough there were about 15 police cruisers and unmarked cars with cops everywhere. They had already arrested a suspect and he was in the backseat of a cruiser by the time I got outside.&#8221;</p>

<p><b>Earlier:</b> The Ballard Library is just one of <a href="http://www.kingcounty.gov/elections/voting/ballotdropboxes.aspx">six locations</a> in Seattle to drop off your ballot, and there has been a steady stream of voters all evening.<br />

This was the small traffic jam along 56th St. at 6 p.m.  Parking in the immediate area, as you can imagine, has been difficult to find.<br />

The most-anticipated change is the boundary for Ballard High School (<a href="http://www.seattleschools.org/area/boundarymapr/images/Ballard_1103.jpg">see new map</a>): the northern line remains NW 85th St., but the eastern line has shifted from Aurora Ave. to Greenwood Ave. &#8212; and a section around Green Lake has been moved to Roosevelt High.<br />

&#8220;The changes reflect balancing capacity at north‐end schools, preserving capacity at Ballard to accommodate a projected increase in student enrollment, and enabling more students to walk to Roosevelt,&#8221; Seattle Schools explained in this <a href="http://www.seattleschools.org/area/newassign/ChangeRequestOverview.pdf">.pdf document</a> posted this evening.  &#8220;Changes requested but unable to be made include extending the northern boundary beyond NW 85th St., because it would have put Ballard over its functional capacity.&#8221;<br />

The unanimous decision opens up the option for homeowners who live on lots larger than 4,000 square feet to add a detached dwelling. After more than a year of meetings, tours, testing and briefings, the council agreed to expand the development standards from the test market of southeast Seattle to the rest of the city.  There are several requirements for eligibility: The property owner must live in either the principle structure or the backyard cottage for at least six months out of the year, the cottage must comply with the five foot setback rule, cannot be more than 800 square feet, and the main house and detached home cannot take up more than 35 percent of the land. 			<content:encoded><![CDATA[<p><img src="http://www.myballard.com/images/mary_lou_dickerson_small.jpg" class="right" />We recently sat down with 36th District <a href="http://housedemocrats.wa.gov/members/dickerson/">Representative Mary Lou Dickerson</a> to talk about what she&#8217;s working on for the upcoming legislative session, which convenes on January 11, 2010. One bill she&#8217;s looking to sponsor is one which would legalize marijuana. Below are her words:</p>
<blockquote><p>&#8220;We have spent a fortune investigating and incarcerating people for using marijuana.  We have not only spent huge sums in this failed effort, we have required individuals and families to spend huge sums on lawyers and other expenses in order to avoid drug-abuse violations on their records. Those who couldn&#8217;t afford an effective legal defense have often seen their jobs and lives seriously harmed by the record of the legal violation.</p>
<p>And what have we accomplished with these societal, personal, and family costs?  I don&#8217;t see the positive benefits. The expensive emphasis on prosecution and fines or other punishment has not deterred marijuana smoking, nor has it had any noticeable impact on accessibility to marijuana.  The fact that other countries which have legalized marijuana have not seen consumption rates rise sharply is further evidence that our present policy is a monumentally expensive failure.</p>
<p>The people I represent have made clear how they feel by their votes on medical marijuana and their votes on the local ordinance that made marijuana investigations the lowest police priority.</p>
<p>As Chair of the Human Services Committee, which oversees corrections and juvenile justice issues,  it&#8217;s long been clear to me that we need to make smarter investments in criminal justice, drug and mental health treatment and other efforts that DO work to reduce criminal and unhealthy behavior.  We simply can&#8217;t afford to waste more time, money or human resources on efforts that don&#8217;t work and that can actually backfire to harm people we want to help.</p>
<p>Treating marijuana more like liquor will turn a drain on our scarce resources into a net benefit that can help us fund drug treatment and other strategies that really do make a positive difference to people&#8217;s lives.&#8221;</p></blockquote>

			<content:encoded><![CDATA[<p>Power is back on this morning for Ballard residents after an outage overnight.  According to comments in the <a href="http://www.myballard.com/forum/topic.php?id=2439#post-21266">forum</a>, the power went out just after midnight and came back on about an hour later. fubar drove around the area and adds this in comments, &#8220;Power was off across a wide area from about 12:10 am to about 1:15 am. I went out and drove around and it appeared to be an area from Market street north to 67th (Market Street and 65th had power but only those streets). Outage appeared to go from the RR tracks all the way east to 15th, with a couple of isolated streets (24th) and areas (a few blocks east of 24th between Market St. and 65th).&#8221;<br />
<strong>Update</strong>: Seattle City Light says, &#8220;This AM&#8217;s power outage in Ballard/Fremont caused by animal short circuiting a major buss at the Canal Substation. Power restored in 2 hrs.&#8221;</p>

<li>There will be a Halloween Carnival at both the Ballard Community Center (6020 28th Ave. NW) and the Loyal Heights Community Center (2101 NW 77th St.) on Friday, October 30 from 6 p.m. to 8 p.m. Expect a frightfest of activities, games, and challenges, including areas for tots. There will be complimentary refreshments, and high school students can earn service learning hours at these events.  Cost: $3 per person or $10 per family.</li>
<li>Seattle Parks is holding a Middle School Halloween Scavenger Hunt at the Ballard Community Center (6020 28th Ave. NW) on Halloween from noon to 2 p.m. Rumor has it that Archie McPhee has been searching Ballard, and he needs your help to save the famous rubber chicken. Bring your friends, put on your walking shoes and Sherlock Holmes hat, and help solve the biggest mystery in Ballard. Meet at Ballard CC to start your hike through Ballard village to find clues and win a prize. Please dress for the weather!</li>

<li>The popular Trick or Treat in Central Ballard (photo <a href="http://www.myballard.com/2008/10/31/trick-or-treaters-take-over-central-ballard/">from last year</a> above) will be on Halloween from 4 p.m. to 6 p.m. The businesses posting the orange sign will welcome costumed kids for trick or treating, and if last year was any indication, it will be quite the event.</li>
<li>Just up the hill, the Safe Trick or Treat along Greenwood-Phinney’s business district will take place from 12-3 p.m. Saturday. Participating businesses have an orange poster in their windows, and they’ll pass out treats to youngsters in costume accompanied by an adult.</li>
<li>Nature&#8217;s Halloween in the Forest at the Carkeek Park Learning Center (950 NW Carkeek Park Rd) on Halloween from 6 p.m. to 8 p.m. Under cover of night, discover Halloween symbols in their natural settings. Bones, bats, owls, and slithering things will delight. Bring a flashlight if you have one. Treats will be provided. Ages: 2 and older. Cost: $8 per adult, $6 per child.</li>

<li>Over in Fremont, hundreds of people are expected to attend Trolloween beginning at 7 p.m. on Halloween night, celebrating the Troll&#8217;s 20th birthday.  So many people, in fact, that Seattle Police will be directing traffic and escorting the parade. <li>Also in Fremont, more than 100 businesses are handing out treats to children in costume on Saturday from 2:00-6:00 p.m.  An orange flyer will hang in windows of participating stores.</li>
