Only Eight Days Remain In 2008 Safer Application Period

June 20, 2008 - The Assistance to Firefighters Grant (AFG) Program Office is reminding fire departments and state or local organizations that represent the interest of volunteer firefighters that one week remains in the SAFER application period. The application period for SAFER began May 27, 2008 at 8:00 a.m. Eastern Daylight Time and will end 5:00 p.m. Eastern Daylight Time on June 27, 2008. If you have started an application, please be sure to complete it and submit it before the deadline. All applications must be submitted to be considered for a grant award (click on the submit button in the online application). Once an application is submitted electronically, an automatic notification via e-mail will be sent to you indicating that we have received it.

The AFG Program Office makes available competitive grants for the hiring of firefighters or the recruitment and retention of volunteer firefighters. SAFER applications are automated and accessible via the AFG Website: www.firegrantsupport.com.

Be Careful When Buying New Apparatus

Buying a new fire truck can be a daunting experience. Being responsible for spending hundreds of thousands of dollars can be intimidating and stressful. Here are some tips on choosing the right manufacturer, dealer and handling the process of purchasing your new apparatus.

1. Choose a reputable manufacturer:

The fire apparatus manufacturing industry is in turmoil. Several manufacturers have closed their doors and several more seem to be in trouble. Companies like New Lexington, Red Diamond and more have stopped production and closed. In the case of New Lexington, they took departments money as pre-payments and never delivered the apparatus that was ordered. With E-One, there is another new president (their 5th in 10 years).

Try to choose a manufacturer that has been in business at least 10 or more years and produces a minimum of a hundred trucks a year. Check the manufacturer's financial records to make sure they aren't in trouble (you can ask for this information in your bid). Be wary of 100% pre-payments and other financial schemes that require money up front. Pre-payment of a commercial cab/chassis is safe, because your department will own the commercial truck.

2. Choose a reputable dealer:

Many of the same practices apply when choosing a dealer for the manufacturer. You should make sure they have been around for a while. Remember, they are your link and your support to the manufacturer and can usually resolve issues that would normally go unnoticed. Also, check out their service center. If they don't have any truck bays, how will they work on warranty issues if they arise?

3. Ask for bonds:

Ask the manufacturer for a bid bond and performance bond during the bidding process. This will provide you with a measure of security that you wouldn't otherwise have. If a dealer/manufacturer can't supply these bonds, then you need to look elsewhere for your new truck.

Home Heating Safety

The high cost of home heating fuels and utilities have caused many Americans to search for alternate sources of home heating. The use of wood burning stoves is growing and space heaters are selling rapidly, or coming out of storage. Fireplaces are burning wood and man made logs. All these methods of heating may be acceptable. They are however, a major contributing factor in residential fires.

Many of these fires can be prevented. You can prevent the loss of life and property resulting from heating fires by being able to identify potential hazards and following these safety tips.

Wood Stoves

Wood stoves cause over 4,000 residential fires every year. Carefully follow the manufacturer's installation and maintenance instructions. Look for solid construction, such as plate steel or cast iron metal. Check for cracks and inspect legs, hinges and door seals for smooth joints and seams. Use only seasoned wood for fuel, not green wood, artificial logs, or trash. Inspect and clean your pipes and chimneys annually and check monthly for damage or obstructions. Be sure to keep combustible objects at least three feet away from your wood stove.

Electric Space Heaters

Buy only heaters with the Underwriter's Laboratory (UL) safety listing. Check to make sure it has a thermostat control mechanism, and will switch off automatically if the heater falls over. Heaters are not dryers or tables; don't dry clothes or store objects on top of your heater. Space heaters need space; keep combustibles at least three feet away from each heater. Always unplug your electric space heater when not in use.

Kerosene Heaters

Buy only UL-approved heaters and check with your local fire department on the legality of kerosene heater use in your community. Never fill your heater with gasoline or camp stove fuel; both flare-up easily. Only use crystal clear K-1 kerosene. Never overfill any portable heater. Use the kerosene heater in a well ventilated room.

Fireplaces

Fireplaces regularly build up creosote in their chimneys. They need to be cleaned out frequently and chimneys should be inspected for obstructions and cracks to prevent deadly chimney and roof fires. Check to make sure the damper is open before starting any fire. Never burn trash, paper or green wood in your fireplace. These materials cause heavy creosote buildup and are difficult to control. Use a screen heavy enough to stop rolling logs and big enough to cover the entire opening of the fireplace to catch flying sparks. Don't wear loose-fitting clothes near any open flame. Make sure the fire is completely out before leaving the house or going to bed. Store cooled ashes in a tightly sealed metal container outside the home.

Finally, having a working smoke alarm dramatically increases your chances of surviving a fire. And remember to practice a home escape plan frequently with your family.
