APPLE VALLEY, MINNESOTA - Police and medics were called to the northbound on-ramp from 127th Street West to Cedar Avenue on Wednesday evening after reports of a group home resident allegedly pulling out a knife while riding in a vehicle.

According to information released about the incident by the Apple Valley Police Department, officers with the Apple Valley Police Department and the Minnesota State Patrol responded at approximately 5:35 p.m. on May 20, 2026, after receiving a report involving a resident who was refusing to wear a seatbelt and had reportedly displayed a knife inside the vehicle.

While driving, the reporting party said the individual refused to put on a seatbelt and was not complying with instructions. The reporting party further stated the individual then appeared to pull out a knife and began rubbing it against the seat next to him while seated in the rear of the vehicle. That was when the driver immediately stopped the vehicle and got out, leaving the individual inside. Authorities located the vehicle stopped on the northbound on-ramp from 127th Street West to Cedar Avenue. The reporting party explained the resident had been visiting his mother in Apple Valley prior to the incident.

According to the report, no direct threats were made toward the reporting party. However, the reporting party told officers he became concerned for his safety after seeing the knife and decided to stop the vehicle and get out. Officers found the individual still seated in the back of the vehicle. Squad cars were positioned around the vehicle to prevent the individual from exiting and potentially running onto Cedar Avenue traffic lanes.

At one point during the incident, authorities said the individual opened the rear passenger-side door and threw a knife onto the roadway.

Law enforcement officers were eventually able to safely remove the individual from the vehicle without further incident. The individual was placed in handcuffs for safety purposes. Officials said the individual then sat down and refused to speak with officers or a social worker who had responded to the scene.

Authorities ultimately determined the individual should be placed on a mental health hold and transported for further evaluation. Allina Health personnel responded to assist with the transport.

No injuries were reported during the incident.

As with all incidents, any potential criminal allegations would require formal review and charging decisions by prosecutors.

WASHINGTON COUNTY, MINNESOTA - The Minnesota Pollution Control Agency (MPCA) has released the results of a seven-year feasibility study examining ways to reduce the spread of PFAS contamination in the East Metro area, outlining a series of large-scale remediation recommendations to protect current and future drinking water supplies.

The investigation focused on contamination associated with the Valley Branch Watershed District’s “Project 1007” stormwater conveyance system and was funded through Minnesota’s 2018 settlement with 3M, which resulted in an $850 million agreement addressing decades of PFAS contamination in the East Metro.

According to the MPCA, the study evaluated how PFAS contamination moves through surface water, sediment, and groundwater systems connected to historical disposal sites in Oakdale and Washington County, and examined potential long-term cleanup strategies.

What Are PFAS?

PFAS, short for Per- and Polyfluoroalkyl Substances, are a large class of human-made chemicals that have been widely used in industrial processes and consumer products for decades. The chemicals are often referred to as “forever chemicals” because they do not easily break down in the environment.

The MPCA says PFAS can move through groundwater and surface water, accumulate in living organisms, and pose potential health risks to humans and wildlife. Minnesota classifies PFAS as hazardous substances, and both the State of Minnesota and the U.S. Environmental Protection Agency regulate several PFAS compounds in drinking water.

Minnesota has also established a statewide strategy to phase out avoidable PFAS use by 2032.

Decades of Contamination in the East Metro

According to the MPCA, PFAS-containing waste generated by 3M was disposed of at multiple locations across the East Metro beginning in the 1940s and continuing into the 1970s.

Major contamination sites include:

• Oakdale Disposal Site

• Washington County Landfill

• Woodbury Disposal Site

• 3M’s Cottage Grove Facility

The State of Minnesota sued 3M in 2010 over widespread contamination impacts. That lawsuit was settled in 2018 for $850 million, with priorities including ensuring safe drinking water and restoring natural resources.

The Project 1007 PFAS investigation was one of the major studies funded through that settlement.

What Is Project 1007?

Project 1007 is a flood mitigation system completed in 1987 in the Tri-Lakes area near Oakdale and Lake Elmo. The system includes channels, pipes, dams, wetlands, and lakes designed to move stormwater efficiently from the Tri-Lakes area toward the St. Croix River.

According to the MPCA, investigators determined that the same water movement system contributes to the migration of PFAS contamination through both surface water and groundwater.

The study found contamination pathways involving:

• Raleigh Creek

• Eagle Point Lake

• Lake Elmo

• Horseshoe Lake

• West Lakeland Storage Ponds

• Multiple wetland systems connected to Project 1007

How PFAS Move Through the Project 1007 System

Oakdale Disposal Site

According to the MPCA, PFAS contamination migrates through groundwater beneath the Oakdale Disposal Site and enters Raleigh Creek, which then carries the contamination into the broader Project 1007 system.

Raleigh Creek

Investigators found that PFAS move from the Oakdale Disposal Site into Project 1007 through Raleigh Creek surface water.

Raleigh Creek flows through several wetlands immediately downstream of the disposal site. The MPCA says PFAS infiltrate into groundwater throughout these wetland areas and along Raleigh Creek itself.

The agency says those groundwater impacts eventually combine with contamination migrating from the Washington County Landfill.

Washington County Landfill

The MPCA says PFAS contamination also migrates through groundwater beneath Washington County Landfill.

According to investigators:

• PFAS-contaminated groundwater discharges into Sunfish Lake and Lake Elmo

• Contamination enters Project 1007 through Lake Elmo

• PFAS from the landfill then mixes with contamination originating from the Oakdale Disposal Site

Eagle Point Lake

The study found PFAS migrate into Eagle Point Lake through Raleigh Creek surface water.

According to the MPCA, contamination in Eagle Point Lake is both:

• Infiltrates downward into the groundwater

• Continues moving through Project 1007 surface water toward West Lakeland

Lake Elmo to West Lakeland

The MPCA says PFAS-contaminated groundwater discharges into Lake Elmo on the west side, while contamination infiltrates back into groundwater on the east side.

Investigators found PFAS continue moving through Project 1007 surface water toward:

• Horseshoe Lake

• West Lakeland Storage Ponds

The agency says PFAS infiltrate into groundwater at both locations before surface water from the West Lakeland Storage Ponds ultimately flows into the St. Croix River.

Seven Years of Investigation and Sampling

As part of the remedial investigation, MPCA conducted extensive surface water sampling and hydrology studies throughout the Project 1007 area.

Because the system is designed to rapidly move water from the Tri-Lakes area toward the St. Croix River, investigators examined how PFAS-contaminated water infiltrates groundwater throughout the watershed.

According to the MPCA:

• More than 165 unique surface water locations were sampled

• Replicate samples were collected at key locations to evaluate changing PFAS concentrations over time

• Sampling occurred during all seasons and hydrologic conditions, including rainfall, snowmelt, and drought periods

Investigators also collected:

• Surface water elevation data

• Water flow measurements

• Hydrologic information is used to better understand how contamination moves through the system

Foam Samples Raise Additional Concerns

The investigation also included sampling of foam from surface water bodies.

While foam can naturally occur in lakes, wetlands, and streams, the MPCA says foam in PFAS-impacted waters may contain concentrated PFAS levels and could pose health risks.

The agency recommends:

• People avoid contact with foam in PFAS-contaminated waters

• Pets also avoid exposure

• Anyone who comes into contact with foam should thoroughly wash exposed skin

Sediment Found to Act as Secondary PFAS Source

The MPCA also studied how PFAS interacts with sediment throughout wetlands, lakes, streams, and ponds connected to Project 1007. According to investigators, PFAS in surface water can attach to, or “sorb,” sediment particles. Depending on sediment type, PFAS can accumulate to high concentrations and later leach back into water systems.

The agency says contaminated sediment can become a secondary source of PFAS pollution, contributing to ongoing contamination of both surface water and groundwater.

As part of the study:

• Sediment samples were collected from 105 unique locations

• Samples were taken from multiple sediment depths and types

• Repeat sampling occurred at certain locations over time to monitor changes

Groundwater Movement a Major Focus of Investigation

The MPCA says the connection between surface water and groundwater plays a critical role in how PFAS spreads throughout the East Metro.

According to the study:

• PFAS infiltrates from surface water through sediment into groundwater aquifers

• Once underground, PFAS spreads horizontally through aquifers

• Contamination can also migrate vertically into deeper drinking water aquifers

The movement of PFAS underground is influenced by:

• Surface water infiltration

• Geological features underground

• Municipal pumping wells are used for drinking water systems

To better understand how contamination moves through drinking water aquifers, the MPCA installed 105 groundwater monitoring wells across the study area at varying depths.

Investigators collected and analyzed:

• More than 1,200 groundwater samples

• Samples tested for 40 PFAS compounds, including: PFOS, PFOA, PFBA, PFHxS, PFHxA, and PFBS

• Seasonal sampling during rainfall, snowmelt, drought, and changing hydrologic conditions

In some cases, groundwater wells were intentionally placed near surface-water sampling locations to better understand the relationship between surface-water and groundwater contamination. Groundwater elevation measurements and aquifer characterization data were also collected to better define the region’s hydrogeology and PFAS migration patterns.

Recommended Cleanup and Remediation Actions

The feasibility study evaluated multiple potential cleanup strategies and ultimately recommended a large-scale regional remediation effort intended to:

• Protect current and future drinking water supplies

• Slow or stop the spread of PFAS contamination

• Reduce pressure on municipal treatment systems

• Protect currently unaffected groundwater areas

Recommended Cleanup and Remediation Actions

The feasibility study evaluated multiple potential remediation strategies intended to:

• Protect current and future drinking water supplies

• Slow or stop PFAS migration

• Reduce strain on municipal water treatment systems

• Protect currently unaffected groundwater resources

Source Area Treatment

Additional localized remediation is recommended at:

• Oakdale Disposal Site

• Washington County Landfill

The MPCA says reducing high PFAS concentrations near source areas would improve the effectiveness of larger regional treatment systems.

Estimated costs:

• Capital costs: $16.9 million to $48.6 million

• Annual operating costs: $1.5 million to $44.4 million

Surface Water Treatment

The study recommends installing “Permeable Adsorptive Barriers” (PABs) at key locations within Project 1007.

These barriers are designed to remove PFAS from flowing surface water while still allowing water to pass through naturally.

Estimated costs:

• Capital costs: approximately $3.3 million

• Annual operating costs: approximately $830,000

Sediment Access Restrictions

Because some sediment contains elevated PFAS concentrations, the MPCA recommends:

• Fencing

• Warning signage

• Public access restrictions in impacted areas

Estimated costs:

• Capital costs: approximately $1.5 million

• Annual operating costs: approximately $24,000

Multi-Benefit Well Array

The largest proposed remediation project is a regional “Multi-Benefit Well Array.”

The proposed system would:

• Extract contaminated groundwater

• Treat PFAS-contaminated water

• Supply treated drinking water to Oakdale and Lake Elmo

• Reinject additional treated water into aquifers to help create a hydraulic barrier against plume migration

The MPCA says the system would intentionally pump more groundwater than necessary for municipal demand in order to better contain contamination spread.

Estimated costs:

• Capital costs: $204 million to $349 million

• Annual operating costs: $9.8 million to $38.7 million

Cost Comparison

The MPCA compared multiple approaches, including a “No Action” scenario.

According to the agency, the long-term cost of maintaining safe drinking water without addressing PFAS migration is expected to continue rising as contamination spreads into additional municipal and residential well systems.

Estimated Cost Ranges:

The “secondary recommendation” includes a smaller well array and a localized pump-and-treat system in West Lakeland Township to reduce costs while still addressing contamination concerns.

Additional Work Still Needed

The MPCA emphasized that the feasibility study does not represent a final remediation design.

Officials say additional work remains necessary before full-scale cleanup implementation can begin, including:

• Additional groundwater monitoring

• Further investigation into the contamination source areas

• Pilot testing of treatment technologies

• Additional study of the Jordan aquifer

• Coordination with municipalities and state agencies

• Evaluation of possible hydrogeologic connections to White Bear Lake

The MPCA says it will continue working with impacted communities, state agencies, and settlement co-trustees to refine and finalize remediation strategies.

Officials noted that PFAS contamination in the East Metro remains an evolving environmental and public health issue, with contamination plumes expected to continue spreading over time without intervention.

MINNEAPOLIS MN: A 16-year-old boy was killed and a 44-year-old man was injured in a shooting Thursday evening in north Minneapolis, according to the Minneapolis Police Department.

Chief Brian O'Hara said Fourth Precinct officers responded at approximately 5:30 p.m. to reports of multiple shots fired in the 1300 block of 18th Avenue North.

According to MPD, officers arrived and found the teenage victim outside suffering from life-threatening gunshot wounds. Officers and paramedics attempted lifesaving measures, but the boy was pronounced dead at the scene.

Police said a 44-year-old man who was in the area when the shooting occurred was also struck by gunfire. The man reportedly drove himself from the scene to a gas station near Broadway Avenue and Knox Avenue North, where officers responded and provided medical aid before he was transported by ambulance to North Memorial Health with what were described as non-life-threatening injuries.

Investigators located evidence of gunfire in the street near the original shooting scene on the 1300 block of 18th Avenue North.

According to MPD, homicide investigators are working to determine the sequence of events that led to the shooting and whether the two victims were connected.

MPD Forensic Scientists processed the scene and collected evidence. The incident number is 26-135200.

“This is another heartbreaking act of violence that has left a young person dead, another individual wounded, and families suffering unimaginable pain,” Chief O’Hara said in a statement. “Our investigators are working urgently to determine exactly what happened and to identify every person responsible for this violence.”

TWIN CITIES, MINNESOTA: Federal authorities announced today what officials described as one of the largest health care fraud crackdowns in Minnesota history, unveiling criminal charges against 15 defendants accused of participating in multiple schemes that allegedly defrauded Medicaid and other public assistance programs of more than $90 million.

The sweeping enforcement action, referred to as the “Minnesota Health Care Fraud Takedown,” includes cases involving autism treatment programs, Housing Stabilization Services (HSS), Integrated Community Supports (ICS), Individualized Home Supports (IHS), and childcare reimbursement programs. Federal officials also announced a nationwide expansion of the U.S. Department of Justice’s Health Care Fraud Section, including the addition of 15 new prosecutors focused on Medicaid fraud investigations across the country.

According to the U.S. Department of Justice, the cases filed in Minnesota involve alleged fraud schemes totaling more than $90 million in intended losses, including what prosecutors called the two largest Medicaid fraud cases ever charged in the District of Minnesota. Federal officials said the investigations uncovered alleged schemes that targeted programs intended to serve vulnerable individuals, including children with autism, adults with disabilities, individuals needing housing support, and families relying on childcare assistance.

Acting U.S. Attorney General Todd Blanche said the defendants allegedly “ripped off the American taxpayer and harmed those deserving legitimate assistance from these programs.”

Largest Autism Fraud Case Ever Charged

Among the most significant cases announced was a $46.6 million alleged fraud scheme involving Minnesota Medicaid’s Early Intensive Developmental and Behavioral Intervention (EIDBI) program, which provides autism-related services to children and young adults under 21.

Federal prosecutors charged Shamso Ahmed Hassan, 55, and Hanaan Mursal Yusuf, 25, with conspiracy to commit health care fraud, health care fraud, conspiracy to defraud the United States, false statements related to health care matters, and money laundering.

According to the indictment, Hassan allegedly held undisclosed ownership interests in Smart Therapy Center and Star Autism Center, while Yusuf allegedly worked as an EIDBI provider and participated in the operation of the centers. Prosecutors allege the defendants paid kickbacks to families to encourage them to bring children to the centers so Medicaid could be billed for services, including services allegedly never provided or not eligible for reimbursement. Approximately $21.2 million was allegedly paid out through the scheme.

Federal officials said EIDBI claims in Minnesota reportedly increased from about $600,000 in 2018 to more than $400 million by 2025.

Health and Human Services Secretary Robert F. Kennedy Jr. called the case “the largest autism fraud bust in American history.”

Rosemount Man Charged in Integrated Community Supports Fraud Case

Federal prosecutors also announced charges against Ahmed Othman Kadar, 22, of Rosemount, in what officials described as the first criminal prosecution involving fraud in Minnesota’s Integrated Community Supports (ICS) program.

Kadar was charged with three counts of health care fraud and two counts of money laundering connected to allegations involving Ultimate Home Health LLC. Prosecutors allege Kadar billed Medicaid for ICS services that were either not provided or billed at amounts inflated beyond the services actually rendered.

According to court documents, ICS services are designed to help individuals with disabilities live independently in community settings rather than institutionalized facilities. Prosecutors allege Medicaid recipients failed to receive needed medical care under the scheme.

The indictment alleges that complaints about shut-off utilities at recipients’ residences went unanswered, forcing individuals to live without heat during winter. Prosecutors also allege Kadar billed for services for a recipient supposedly receiving 24-hour care the day before that recipient was later found deceased, despite the services allegedly not being provided.

Federal officials allege that approximately $1.4 million in claims were submitted and paid, with roughly $400,000 later transferred in violation of money-laundering statutes.

Officials said Minnesota’s ICS program grew from approximately $4.2 million in payments in 2021 to more than $183 million in 2025.

Blue Earth Defendants Accused in $22.7 Million Housing Support Scheme

Federal prosecutors charged Charles Wayne Healey, 61, and Katherin Suzan Larsen-Guthmiller, 66, in connection with an alleged $22.7 million fraud scheme involving Individualized Home Supports services.

According to the indictment, the pair operated Healey Homes and allegedly concealed ownership interests in more than 20 residences where Medicaid recipients lived. Prosecutors allege the defendants provided below-market rent to recipients in exchange for using their Medicaid information to bill for services.

Federal officials stated the IHS program is intended to help adults with disabilities live independently and prohibits providers from having financial interests in recipient housing. Pros’ housing. Prosecutors allege the defendants used proceeds from the scheme to acquire additional real estate, luxury vehicles, and expensive jewelry.

Housing Stabilization Services Fraud Cases

Several additional cases involved Minnesota’s Housing Stabilization Services program, which launched in 2020 to assist individuals with disabilities, mental illness, substance use disorders, and seniors with housing-related support. Federal prosecutors allege eight defendants collectively defrauded the HSS program of approximately $15.7 million.

Among those charged:

• Deborah Hodges, 59, was accused of submitting approximately $5.3 million in fraudulent HSS claims through House of Heroes, Inc., including billing for in-person services allegedly provided while recipients were actually in inpatient treatment facilities. Approximately $5.2 million was allegedly paid.

• Sharmaine Meadows, 45, owner of Cradle of Love, LLC, was charged in connection with more than $4.3 million in allegedly fraudulent claims, with approximately $3.7 million reportedly paid. Prosecutors allege employees were directed to bill maximum hours regardless of whether services were actually performed.

• Muhammad Abdulqadir Omar, 32, and Ibrahim Bashir Abdi, 25, were accused of submitting approximately $3.3 million in fraudulent claims through North Home Health Care LLC and South Home Health Care LLC. Prosecutors allege the pair falsified records to support claims for services not provided.

• Cynthia Allen, 62, and Candice Langley, 46, allegedly traveled from Pennsylvania to Minnesota to participate in HSS fraud schemes. Prosecutors allege the pair substantially inflated hours and falsified documentation, resulting in over $3.5 million in payments.

• Mustafa Dayib, 22, and Abdulbasit Ibrahim, 22, were charged in connection with approximately $975,000 in allegedly fraudulent HSS claims submitted through Vitality Health Services LLC.

Federal officials noted the HSS program grew rapidly, from an anticipated annual cost of $2.6 million to more than $104 million in claims by 2024. The program was ultimately shut down by Minnesota in October 2025 due to fraud concerns.

Childcare Fraud Allegations Also Announced

Authorities also announced charges involving childcare reimbursement programs.

Jillaine Ann Mertens, 42, was charged with wire fraud connected to alleged false reimbursement applications submitted through three childcare centers she owned. Prosecutors allege that approximately $425,000 was fraudulently obtained from Minnesota’s Great Start Compensation Support Payment Program by claiming classroom services for employees who did not actually work at the facilities.

Additionally, Fahima Mahamud, 50, was charged with wire fraud and conspiracy to defraud the United States in connection with the alleged misuse of federal child nutrition and childcare assistance funds totaling approximately $5.48 million. Prosecutors allege Mahamud submitted inflated reimbursement claims through Feeding Our Future and improperly obtained Child Care Assistance Program reimbursements while falsely certifying required co-payments were collected.

DOJ Expands National Medicaid Fraud Enforcement

Alongside the takedown announcement, the Justice Department said it is significantly expanding its Health Care Fraud Strike Force operations nationwide, including adding 15 new prosecutors dedicated to Medicaid fraud investigations.

Officials said Minnesota’s recent fraud investigations demonstrated the need for stronger federal oversight and a “whole-of-government” approach to combat fraud involving public benefit programs. The Department of Justice also announced the expansion of the Midwest Strike Force to include the District of Minnesota.

Since 2007, the Department of Justice’s Health Care Fraud Strike Force Program has charged more than 6,200 defendants accused of collectively billing federal health care programs and private insurers more than $45 billion, according to federal officials.

All defendants are presumed innocent unless and until proven guilty in court. Federal indictments, informations, and complaints are allegations and are not evidence of guilt.

INVER GROVE HEIGHTS: A South Saint Paul man is facing felony charges after allegedly fleeing from Inver Grove Heights Police Department officers during a pursuit that reportedly reached speeds of up to 100 mph, according to a criminal complaint.

Mario Brown, 46, has been charged in Dakota County with one count of felony fleeing a peace officer in a motor vehicle and one count of driving after cancellation inimical to public safety.

According to the complaint, the incident began May 19, 2026, when officers attempted to stop a vehicle with suspended registration in Inver Grove Heights.

The complaint states an officer activated emergency lights near the area of 7th Avenue South over Interstate 94, but the driver continued onto westbound I-94 and accelerated rapidly.

According to the complaint, the vehicle fled at speeds ranging from 90 to 100 miles per hour. Officers with the Mendota Heights Police Department later assisted during the pursuit by deploying stop sticks near the Pilot Knob Road exit.

The complaint states the vehicle struck the stop sticks but continued fleeing for approximately another half mile before eventually stopping.

Law enforcement later identified the driver as Brown.

According to the complaint, Brown admitted he saw the squad car behind him with emergency lights activated and acknowledged fleeing because he had outstanding warrants and did not want to go to jail.

The complaint further states Brown’s driver’s license was cancelled as inimical to public safety at the time of the pursuit. Court records cited in the complaint reportedly show Brown has five prior convictions for Driving After Cancellation — Inimical to Public Safety (DAC-IPS).

Brown is presumed innocent unless and until proven guilty in court.

BURNSVILLE, MINNESOTA — The Burnsville City Council formally recognized retiring Burnsville Police Chief Tanya Schwartz during a council meeting Tuesday night, honoring her more than three decades of service to the community and presenting her with the Key to the City ahead of her retirement later this month.

City officials said the recognition was meant to acknowledge Schwartz’s “lasting impact” on the Burnsville community following a 31-year career with the Burnsville Police Department.

“Chief Schwartz was presented with the Key to the City in recognition of her lasting impact on our Burnsville community,” the city said in a statement. “We are deeply grateful for her leadership, dedication, and commitment.”

Schwartz’s retirement was announced in March, with her last day expected at the end of May 2026.

Her career with the department began in 1995 when she joined as a Community Service Officer. Over the years, she steadily advanced through the ranks, becoming the department’s first female Sergeant, later serving as Captain, and ultimately being named Chief of Police in 2019. During her tenure as chief, Schwartz emphasized officer wellness, professional development, and strengthening relationships between the department and the community.

Burnsville City Manager Gregg Lindberg previously praised Schwartz’s leadership and the culture she helped build within the department.

Throughout her tenure, Schwartz helped guide the department through routine public safety operations and more challenging periods affecting law enforcement and the broader community.

In announcing her retirement, Schwartz reflected on the relationships and experiences that shaped her career.

“Serving alongside the women and men of the Burnsville Police Department has been an extraordinary privilege,” Schwartz previously said. “I have witnessed their courage, their sacrifice, and their unwavering commitment to this community.”

She described the department as a “second family” and said she remains proud of the work officers and staff continue to do every day.

“Together we weathered storms that tested us all, and through it, they showed remarkable strength, compassion, and resilience,” Schwartz said. “I am deeply proud of this department, and I know it will continue to rise to every challenge and serve with excellence in the years ahead.”

APPLE VALLEY, MINNESOTA - Newly released crash report details show that a marked Minnesota State Patrol squad vehicle was involved in a three-vehicle crash Wednesday night at the intersection of Cedar Avenue and 140th Street West in Apple Valley.

According to the crash report, the collision occurred at approximately 8:59 p.m. on Wednesday, May 20, at the intersection of Cedar Avenue and 140th Street West. The crash involved a 2024 Dodge Durango State Patrol squad vehicle, a 2021 BMW 330XI, and a 2024 Subaru Crosstrek.

Investigators say the State Patrol squad, driven by a 35-year-old male, was traveling northbound on Cedar Avenue with emergency lights and sirens activated while approaching the intersection at 140th Street West. The squad vehicle reportedly entered the intersection on red. At the same time, the BMW, driven by a 24-year-old male, was traveling westbound on 140th Street West with a green light as it crossed Cedar Avenue. According to the report, the BMW struck the front passenger side of the State Patrol vehicle as the squad entered the intersection.

The impact caused the State Patrol squad to spin around and collide with a third vehicle, a Subaru Crosstrek driven by a 75-year-old male, that had been waiting at the light southbound on Cedar Avenue at 140th Street West. The Subaru sustained minor front-end damage in the secondary collision.

The driver of the State Patrol vehicle told investigators they were responding northbound on Cedar Avenue with lights and sirens activated and believed traffic had yielded at the intersection. The trooper stated they did not see the BMW until it was too late to avoid the collision. The BMW driver told investigators they were traveling westbound through the intersection with a green light and saw flashing emergency lights, but believed they were intended for another vehicle because their traffic signal remained green. The driver stated they did not see the State Patrol squad until the moment of impact.

The driver of the Subaru told authorities they did not see the traffic signals but witnessed the collision between the BMW and the State Patrol squad before the squad spun into their vehicle.

The crash report indicates one person suffered a possible injury. The BMW driver reported soreness in their left knee but declined transportation to a hospital. The other two drivers were reported as having no apparent injuries. Both the State Patrol squad vehicle and the BMW sustained disabling damage and were towed from the scene. The Subaru sustained minor damage.

Responding agencies included Apple Valley Fire Department, Apple Valley Police Department, the Minnesota State Patrol, and Allina Health medical personnel.

Significant traffic delays were reported in the area while crews worked to clear the crash and investigate the incident. The crash remains under investigation.

EAGAN, MINNESOTA - A Burnsville man was arrested Wednesday evening following a two-vehicle crash on northbound Cedar Avenue in Eagan that left one person hospitalized with injuries.

According to an update from the Minnesota State Patrol, troopers responded at approximately 6:20 p.m. on Wednesday, May 20, 2026, to a crash on northbound Cedar Avenue under the Diffley Road bridge. Investigators say a Kia Seltos and a Chevy Malibu were both traveling northbound in the left lane of Cedar Avenue when a rear-end style collision occurred.

The driver of the Kia was transported to a hospital with suspected minor injuries.

Authorities identified the driver of the Chevy Malibu as Martin Edward Hanson Jr., a 29-year-old man from Burnsville. Following the crash investigation, Hanson was arrested for suspected driving while impaired. According to the State Patrol, Hanson was booked into the Dakota County Jail on allegations of DWI and criminal vehicular operation.

In a video captured at the scene by Limitless Media News, troopers can be seen conducting field sobriety testing on the driver before taking him into custody. We were also able to capture video of what appeared to be several empty miniature alcohol bottles inside the vehicle following the arrest.

Emergency responders from the Eagan Fire Department, Eagan Police Department, Minnesota State Patrol, and MHealth Medics all responded to the incident.

The Minnesota State Patrol says the investigation into the crash remains ongoing.

Criminal charges are allegations only, and all defendants are presumed innocent unless and until proven guilty in a court of law.

LAKEVILLE, MINNESOTA: Troy Robert Groe, of Owatonna, is facing gross misdemeanor DWI charges after authorities say he was found intoxicated behind the wheel of a semi-truck along I-35 in Lakeville with a reported alcohol concentration nearly four times the legal limit for commercial drivers.

According to a criminal complaint filed in Dakota County District Court, 46-year-old Troy Robert Groe has been charged with:

• Third-degree DWI — commercial motor vehicle with an alcohol concentration of 0.04 or more within two hours.

• Third-degree DWI — operating a motor vehicle under the influence of alcohol.

Both charges are gross misdemeanors.

The charges stem from an incident reported around 3:09 p.m. on May 18, 2026. According to the complaint, a motorist contacted authorities to report a semi-truck traveling southbound on I- 35 that was allegedly “swerving all over the road.” The reporting party continued providing location updates to dispatchers and advised that the semi eventually pulled onto the off-ramp from southbound I-35 at 185th Street in Lakeville.

Officers with the Lakeville Police Department located the semi-truck stopped on the off-ramp. Court documents state the truck was still running and the keys remained in the ignition when officers made contact with the driver, later identified as Groe. According to the complaint, officers detected a strong odor of alcohol coming from Groe and observed watery eyes and slurred speech. When asked for his driver’s license, investigators allege Groe handed an officer a debit card instead. Authorities further stated that Groe appeared unsteady while exiting the truck and nearly fell into the vehicle. He reportedly agreed to field sobriety testing but was unable to satisfactorily complete the exercises. Court documents state he refused to provide a preliminary breath test sample at the scene.

Investigators said Groe was arrested on suspicion of impaired driving.

During a search of the semi-truck, officers allegedly found two empty “175 Fireball” alcohol bottles directly behind the driver’s seat.

After being transported for evidentiary testing, Groe allegedly agreed to a breath test after being read the Minnesota Commercial Breath Test Advisory. The complaint states the test showed an alcohol concentration of 0.30 at approximately 4:50 p.m. Under Minnesota law, commercial drivers are held to a stricter legal alcohol limit of 0.04 while operating a commercial vehicle, compared to the standard 0.08 threshold for non-commercial drivers.

The complaint also notes that one aggravating factor was present, elevating the charges to third-degree DWI. The filing did not immediately specify the aggravating factor in the publicly available complaint narrative.

Court records indicate Groe may either post $12,000 bail without conditions or be released on supervised release for $0.

All individuals charged with a crime are presumed innocent unless and until proven guilty in court.

MOORHEAD MN: Two Moorhead parents were arrested this week following an investigation into an incident at Horizon Middle School where multiple students became ill after consuming items described as suspected THC-laced “candy,”.

Police said the investigation began Monday, May 17, after a student brought the items to school. Several students reportedly consumed the items and later became ill. School staff and emergency responders provided medical care at the scene.

As part of the investigation, officers executed a search warrant Tuesday, May 19, at a residence in the 1100 block of 10½ Street North in Moorhead.

According to police, investigators recovered prohibited amounts of suspected THC products, including flower, cartridges, and wax, along with psychedelic mushrooms and large amounts of cash. Authorities said a full inventory is still underway and additional information is expected to be released in the coming days.

Police identified Martin Hulst, 40, and Amanda Hulst, 43, both of Moorhead, as the parents of the juvenile who allegedly brought the suspected THC “candy” to the school. Authorities said the two were also identified as suspects in the investigation.

The pair were not present during the initial search, but police said they were located early Wednesday morning, May 20, and arrested in Moorhead.

Both Martin Hulst and Amanda Hulst were charged with first-degree controlled substance crimes and booked into the Clay County Jail.

Authorities also said multiple juveniles living in the home have been referred to Clay County Social Services.

The investigation remains active. The charges are allegations, and all defendants are presumed innocent unless and until proven guilty in court.

SAINT PAUL MN: The St. Paul Police Department is asking for the public’s help in locating a missing 26-year-old man who was last seen in St. Paul earlier this month.

According to police, Garrett Lyons was last seen on May 15 in the area of Ford Parkway and Cleveland Avenue in St. Paul.

Police describe Lyons as approximately 5 feet, 6 inches tall and about 120 pounds, with brown hair and brown eyes.

Authorities said Lyons drives a red 1996 Chevrolet S10 pickup with Minnesota license plate SGB171.

Police noted that Lyons lives and works in the Roseville area, but he may have been in the process of moving to a new residence in South St. Paul.

SAINT PAUL MN: A 19-year-old man was injured in a shooting late Friday night in St. Paul, according to the St. Paul Police Department.

Police said officers were called at approximately 11:47 p.m. on May 15 to the intersection of Mackubin Street and Front Avenue on multiple reports of shots fired.

Shortly after officers were dispatched, a 19-year-old male arrived at Regions Hospital in a private vehicle suffering from a gunshot wound to the leg. Investigators later determined the shooting occurred near the same intersection where the shots-fired calls originated.

The victim’s condition has not been released.

St. Paul police said investigators are asking for the public’s help as they continue investigating the shooting.

“Someone out there knows about this shooting, and we’re hoping they will speak to investigators,” the department said in a public statement.

Anyone with information related to the shooting near Mackubin Street and Front Avenue on May 15 is asked to contact the St. Paul Police Department’s Non-Fatal Shooting Unit at 651-266-5858.

HENNEPIN COUNTY MN: A Burnsville man has been charged in Hennepin County with first-degree criminal sexual conduct involving a victim under the age of 14.

According to the criminal complaint, 28-year-old William Henry Hall was charged with one felony count of first-degree criminal sexual conduct. The charge carries a maximum penalty of 30 years in prison and a fine ranging from $12,000 to $40,000, along with conditional release if convicted.

The complaint alleges that on or about May 16, 2026, in Hennepin County, Hall engaged in sexual penetration with a victim under the age of 14 who was more than 36 months younger than him.

Hall is charged under Minnesota Statute 609.342.1a(e).

Defendants are presumed innocent unless and until proven guilty in court.

SAINT PAUL MN: Eduart Gomez Ochoa, identified in court records as a St. Paul resident, has been charged in Ramsey County with second-degree criminal sexual conduct with a person under 18 involving force and personal injury, according to a criminal complaint filed in Ramsey County District Court.

According to the complaint, Gomez Ochoa is accused of engaging in sexual contact with another person on or about May 7, 2026, and allegedly using force to accomplish the act while causing personal injury to the complainant.

The second-degree criminal sexual conduct charge was filed under Minnesota Statute 609.343.1a(c)(ii). The felony offense carries a maximum penalty of up to 25 years in prison, a $35,000 fine, or both.

Gomez Ochoa is also charged with first-degree burglary under allegations that he entered a building without consent and assaulted a person within the property. That charge carries a maximum sentence of up to 20 years in prison and/or a $35,000 fine.

Additionally, prosecutors charged Gomez Ochoa with third-degree assault alleging he inflicted substantial bodily harm on another person. That offense carries a maximum penalty of up to five years in prison and/or a $10,000 fine.

The case remains ongoing in Ramsey County District Court.

Defendants are presumed innocent unless and until proven guilty in court.

HENNEPIN COUNTY MN: An Apple Valley resident and former Hill City police officer in Aitkin County has been charged in Hennepin County with felony third-degree criminal sexual conduct involving a teenage victim, according to a criminal complaint.

Jordan Zempel is charged with one count of third-degree criminal sexual conduct involving sexual penetration with a victim between the ages of 16 and 17 while in a position of authority, according to the complaint.

The charge alleges that between Sept. 12, 2025, and Nov. 30, 2025, Zempel engaged in sexual penetration with a victim who was at least 16 years old but younger than 18 and more than 36 months younger than him.

According to the complaint, Zempel was allegedly in a position of authority over the victim at the time of the alleged offense.

The case was filed under Minnesota Statute 609.344.1a(e). The felony charge carries a maximum penalty of 15 years in prison, a fine ranging from $10,000 to $30,000, or both, along with conditional release requirements if convicted.

Zempel is a former police officer in Hill City, Minnesota, located in Aitkin County.

The case remains pending in Hennepin County District Court.

Defendants are presumed innocent unless and until proven guilty in court.

BROOKLYN PARK: A Brooklyn Park woman is facing gross misdemeanor charges in Hennepin County after prosecutors allege she used unreasonable force against a child and placed the child in a situation that could have caused serious harm or death, according to a criminal complaint.

TARIN LYNN STARK has been charged with one count of malicious punishment of a child and one count of child endangerment stemming from an incident alleged to have occurred on or about May 16, 2026.

According to the criminal complaint, Stark is accused of intentionally using “unreasonable force and/or cruel discipline” against a child under the age of 18. The complaint states the alleged punishment was excessive under the circumstances and resulted in less than substantial bodily harm.

The complaint further alleges Stark, identified as a parent, intentionally or recklessly caused or permitted the child to be placed in a situation likely to substantially harm the child’s physical health or cause the child’s death.

The malicious punishment of a child charge carries a maximum penalty of 364 days in jail and/or a $3,000 fine. The child endangerment charge also carries a maximum penalty of 364 days in jail and/or a $3,000 fine.

Additional details about the alleged incident were not immediately available in the complaint.

BURNSVILLE, MINNESOTA – A Burnsville woman has been sentenced in connection with the 2024 shooting death of a Minneapolis man after entering what is known as an Alford plea earlier this year.

According to the Dakota County Attorney’s Office, 27-year-old Josephine Ann Powers was sentenced Tuesday, May 19, 2026, in Dakota County District Court to 261 months in prison, approximately 21 years and nine months, for the shooting death of 70-year-old Michael Robert Riccio.

Judge Stacey Sorensen Green handed down the sentence after Powers entered a guilty plea in February to one count of second-degree intentional murder. Powers was also granted credit for 669 days already served in custody. Court records show Powers entered an Alford plea on February 10, 2026.

An Alford plea allows a defendant to maintain their claim of innocence while acknowledging that prosecutors have enough evidence that a jury could likely find them guilty beyond a reasonable doubt at trial. Under Minnesota law, defendants entering an Alford plea are still convicted and sentenced the same as if they had admitted guilt outright.

In the signed court filing, Powers acknowledged that she had reviewed the state’s evidence and believed “there is a substantial likelihood” she would be found guilty if the case proceeded to trial. The filing also stated that if the judge accepted the plea, she would “be considered just as guilty” as if she had admitted guilt directly.

The homicide investigation began in July 2024 after Powers contacted Burnsville police to report a shooting that had allegedly occurred days earlier at a residence on Keating Court in Burnsville. According to the criminal complaint previously filed in the case, investigators learned Riccio had been shot during an argument inside the home. Authorities later discovered Riccio’s body concealed in a large gray container at a Minneapolis property after executing a search warrant connected to the investigation.

The Hennepin County Medical Examiner ruled Riccio’s death a homicide caused by a gunshot wound to the head.

The investigation also led to charges against Christopher Michael Hawkins, who prosecutors alleged helped move and conceal the victim’s body after the killing.

According to the Dakota County Attorney’s Office, Hawkins later entered a guilty plea to aiding an offender as an accomplice after the fact. His sentencing hearing is currently scheduled for June 18 in Hastings. Earlier court documents alleged Hawkins assisted with transporting the body from the Burnsville residence to a shed in Minneapolis. Prosecutors also alleged he helped clean portions of the crime scene. At the time charges were initially filed, investigators reported finding evidence of cleanup efforts inside the Burnsville home, including bleach, removed carpeting, and patched bullet holes.

Family members of Powers have continued to dispute portions of the prosecution’s narrative surrounding the case. According to the family, Powers still maintains that Jiwayne “JiWayne” Chatman was the individual who shot and killed Riccio and that she was allegedly being held against her will during portions of the incident. Limitless Media News has remained in contact with Powers’ family and is continuing efforts to obtain and review Powers’ full account of the events surrounding Riccio’s death.

Chatman was previously federally charged and later sentenced in connection with unlawful firearm possession uncovered during the homicide investigation. However, he has not been charged directly in Riccio’s death.

The case drew significant attention in 2024 due to the nature of the allegations and the extensive multi-agency investigation involving Burnsville Police, Minneapolis Police, the Dakota County Drug Task Force, and the Dakota County Electronic Crimes Unit.

Under Minnesota Department of Corrections guidelines, Powers will serve a portion of her sentence in prison followed by supervised release, subject to state sentencing regulations.

ROSEMOUNT, MINNESOTA - Multiple agencies responded to a house fire Monday evening after a home in Rosemount was reportedly struck by lightning and caught fire. The fire was reported around 8:15 p.m. on Monday, May 18, in the 16000 block of Florida Way in Rosemount.

Although it is a Rosemount address, this area is covered by the Lakeville Fire Department, so the responding agencies included the Apple Valley Fire Department, the Lakeville Fire Department, the Lakeville Police Department, and Allina Health. Details regarding the extent of the fire damage or whether any injuries were reported have not yet been released. However, neighbors said the home sustained significant damage after being struck by lightning.

In the aftermath of the fire, neighbors have launched a GoFundMe fundraiser to assist the displaced family, identified as Becca and Dave, as they begin the recovery process.

According to the fundraiser description, the family was forced to leave behind their home, belongings, and daily routines after the fire. The fundraiser states that the couple is also caring for their two dogs and a cat while navigating the aftermath of the incident. Donations from the fundraiser are expected to help cover immediate needs, including temporary housing, clothing, food, pet supplies, and replacement of everyday essentials lost in the fire.

Lightning-related fires, while relatively uncommon compared to other residential fire causes, can cause extensive damage in a short amount of time. According to the National Fire Protection Association, lightning strikes can ignite structural fires directly or damage electrical systems that later lead to fire conditions.

The incident occurred as portions of the Twin Cities metro experienced thunderstorms on Monday evening.

BROOKLYN PARK, MN: A fatal hit-and-run crash early Tuesday morning in Brooklyn Park has prompted investigators to ask for the public’s help locating a vehicle believed to be connected to the incident.

According to the Minnesota State Patrol and the Brooklyn Park Police, the crash occurred at approximately 1:23 a.m. on May 19, 2026, along southbound Highway 252 near 73rd Avenue North. Officers responded to reports of a pedestrian being struck by a vehicle. Authorities said the driver involved left the scene following the crash.

The pedestrian was pronounced dead at the scene. Additional information about the victim has not yet been released.

The Minnesota State Patrol is now leading the investigation and searching for a dark gray 2016-2019 Toyota RAV4 believed to have been involved in the fatal collision.

Investigators said the SUV may have the following damage and missing parts:

• Front passenger-side bumper damage

• Missing passenger-side mirror

• Missing passenger-side fog lamp

• Damaged passenger-side door rain guard

The vehicle is believed to resemble stock images released by investigators.

Authorities are asking anyone who may have seen the SUV, knows where it may be located, or has information related to the crash to contact the Minnesota State Patrol at 763-279-4559.

EAGAN, MINNESOTA – The Eagan Community Foundation recently celebrated a record-breaking year for its scholarship program, awarding 124 scholarships totaling $157,025 to local students during its annual Scholarship Dessert Social and Awards Celebration.

According to the Foundation, this marks the largest scholarship year in the organization’s history, continuing a long-standing tradition of supporting students across the Eagan community through donations from residents, businesses, booster clubs, civic organizations, and community leaders.

Foundation officials said the scholarships recognized a wide range of student achievements, backgrounds, and career aspirations. Recipients included students pursuing careers in engineering, education, healthcare, journalism, the arts, STEM-related fields, business, and entrepreneurship, as well as students involved in athletics, volunteerism, and community service. Scholarships also supported first-generation Americans, English language learners, and students who demonstrated perseverance through personal challenges.

“We often talk about the dollars, but scholarships are also a message,” Executive Director Jamie Hopkins said in the release. “They tell students that their community sees them, believes in them, and is excited to invest in their future. That encouragement is just as important as the financial support.”

The Foundation noted that several new scholarship opportunities were introduced this year, including scholarships supporting future educators of color, immigrant and first-generation students, students entering STEM careers, and those pursuing business and entrepreneurship opportunities. Officials also highlighted the introduction of new long-term scholarship funding models designed to sustain support for students well into the future through larger gifts that are stewarded and invested over time.

Scholarship Chair Sarah Mott said the scholarship program has become a “full-circle story” for many in the community.

“Some of our donors were scholarship recipients themselves,” Mott said. “It’s incredibly meaningful to watch students receive support from their community and later return to help the next generation.”

Founded in 1990, the Eagan Community Foundation said it has reinvested more than $3 million into the community through scholarships, grants, and local initiatives over the past three decades. The scholarship program, which has become an annual tradition in Eagan, continues to support students pursuing college, technical education, military service, career training, and other post-secondary opportunities.

This year’s scholarship recipients represented several local schools, including Eagan High School, Eastview High School, School of Environmental Studies, Trinity School at River Ridge, and Visitation School.

The Foundation said support for the scholarship program came from 67 donors and donor groups this year, including local businesses, financial institutions, booster clubs, nonprofits, civic organizations, and families throughout the community.
