SAINT PAUL - A 28-year-old man previously charged in multiple criminal sexual conduct cases is facing two additional felony charges in Ramsey County after a woman reported that a man attempted to pull her through an open apartment window while she was cooking at her stove.

Eduart Gomez Ochoa has been charged with first-degree burglary involving an assault and attempted kidnapping to facilitate a felony in connection with the October 22, 2026, incident on Como Avenue in St. Paul.

According to the criminal complaint, St. Paul police officers responded to an apartment building on the 700 block of Como Avenue at approximately 10:20 p.m. following a report of an attempted kidnapping.

The woman told investigators she had been cooking at her stove near an open window in her ground-level apartment. The window was open and the blinds were lowered because of the warm temperature.

While she was cooking, a man appeared at the window with approximately half of his body inside the apartment. The complaint states that the man grabbed the woman and attempted to pull her through the window.

The woman reported kicking and screaming, after which the man released her and fled the area.

Officers documented damage to the apartment's window screen and recovered a hat and headband from inside the kitchen. According to the complaint, the woman identified both items as belonging to the man involved in the incident.

Investigators subsequently identified Gomez Ochoa as a suspect after recognizing similarities to a previous case involving him, according to the complaint.

During a photographic lineup, the woman selected Gomez Ochoa's photograph and indicated she was 80% certain of her identification.

The latest charges follow several earlier criminal cases filed against Gomez Ochoa in Ramsey County District Court.

In case 62-CR-26-3481, Gomez Ochoa faces charges of second-degree criminal sexual conduct, first-degree burglary and second-degree assault stemming from a May 7, 2026, incident. According to the October 22 complaint, the earlier case involves accusations of unlawful entry into an apartment and sexual assault involving a juvenile female.

In case 62-CR-26-3510, Gomez Ochoa was charged with attempted second-degree criminal sexual conduct in connection with a May 12, 2026, incident involving a woman in a parking lot. The complaint describes accusations of physical assault and attempted unwanted sexual contact.

Gomez Ochoa also faces a fifth-degree criminal sexual conduct charge in case 62-CR-26-3611 involving an accusation of unwanted sexual contact with a woman inside an apartment building.

The previous cases are referenced in the probable cause statement supporting the latest charges. Each case involves separate allegations that must be established independently through the judicial process.

For the October 22 incident, Gomez Ochoa faces one count of first-degree burglary involving an assault under Minnesota Statute 609.582, subdivision 1(c). The offense is classified as a felony and carries a maximum penalty of 20 years in prison, a $35,000 fine, or both.

He also faces one count of attempted kidnapping to facilitate a felony or flight under Minnesota Statutes 609.25 and 609.17. The charge carries a maximum penalty of 10 years in prison, a $17,500 fine, or both, according to the complaint.

The attempted kidnapping charge identifies fourth-degree criminal sexual conduct as the felony prosecutors contend Gomez Ochoa intended to facilitate.

The charges remain allegations, and Gomez Ochoa is presumed innocent unless and until proven guilty in a court of law.

LAKEVILLE, MN - An adult man was arrested Monday afternoon following a reported assault at a Lakeville restaurant that left a woman injured and requiring hospital treatment, according to the Lakeville Police Department.

Officers were dispatched at approximately 4:39 p.m. on Monday, October 26, 2026, to the 17000 block of Glasgow Avenue, near El Parian restaurant, after receiving a report of a possible assault. Upon arriving at the scene, responding officers located an adult female who had sustained injuries consistent with an assault, police said.

Officers transported the woman to a local hospital for medical treatment. According to the Lakeville Police Department, her injuries were considered non-life-threatening.

Man Arrested at the Scene

During their response, officers arrested an adult male at the scene in connection with the reported incident. Officers subsequently transported the man to the Dakota County Jail, where he is being held following his arrest. Authorities have not publicly identified the individual, pending the filing of formal criminal charges.

Police have not released additional details regarding the circumstances that led to the reported assault, including whether the two individuals knew each other, what may have prompted the confrontation, or whether the incident occurred inside or outside the restaurant.

It is also unclear whether anyone else was involved or witnessed the incident.

BURNSVILLE, MN - A 37-year-old Hastings man has been sentenced to jail and three years of supervised probation after a Dakota County jury found him guilty of two counts of fifth-degree criminal sexual conduct involving two teenage girls at a Burnsville restaurant in September 2025.

Donnell Ishmel Singleton was sentenced Monday, October 26, 2026, in Dakota County District Court after being convicted of two gross misdemeanor offenses stemming from an incident on September 27, 2025. According to the criminal complaint, Singleton was working as a server when he inappropriately touched two girls, ages 16 and 17, while posing for a group photograph at the restaurant.

The case involved two separate jury trials. The first ended in a mistrial in January 2026 after jurors could not reach a verdict. A second jury subsequently found Singleton guilty on both counts in February. Following his convictions, Singleton challenged the jury's verdict and sought additional relief from the court, leading to further proceedings before his October sentencing.

Incident Reported at Burnsville Restaurant

According to the criminal complaint, Burnsville police officers responded to a report of criminal sexual conduct at a restaurant on September 27, 2025. Court testimony later identified the restaurant as Chili's in Burnsville, where Singleton was working as a server.

Officers met with two teenage girls, ages 17 and 16, outside a nearby store after they reported being touched inappropriately by their server. The 17-year-old told investigators that she, the 16-year-old, and several friends had been dining at the restaurant that evening. She described Singleton as friendly throughout their visit and said she had not initially noticed anything concerning about his behavior.

At the end of the evening, the group decided to take photographs together. According to the complaint, Singleton asked to participate in one of the pictures, and another restaurant employee took the photograph. Singleton positioned himself between the two girls.

The 17-year-old reported feeling Singleton's hand move down her back before he grabbed her buttocks. She initially believed the contact had come from her 16-year-old friend, but the younger girl denied touching her and indicated that Singleton had done the same thing to her. The older girl told investigators she froze when it happened. Describing the alleged contact to police, she stated, "he was just squeezing like there's no tomorrow."

The 16-year-old provided a similar account. She told officers Singleton moved his hand from the small of her back down to her buttocks while the photograph was being taken. She reported that he moved his hand around before squeezing her. She also said she froze during the incident and did not know how to respond.

Both girls reported that the touching occurred without their consent.

Singleton Arrested, Denies Allegations

Officers subsequently located Singleton inside the restaurant and took him into custody. According to the complaint, officers advised Singleton of his Miranda rights, and he provided a statement to investigators.

During that interview, he denied touching either girl in a sexual manner. Instead, Singleton claimed he bumped into the girls while opening a door as they took the photograph. Prosecutors later charged him with two counts of fifth-degree criminal sexual conduct involving nonconsensual sexual contact, one count for each victim.

Both offenses were classified as gross misdemeanors under Minnesota Statute 609.3451, subdivision 1a(1), carrying a maximum possible punishment of one year in jail and a $3,000 fine per count.

First Jury Trial Ends in Mistrial

Singleton's case initially proceeded to a jury trial in January 2026 before Dakota County District Judge Kelly A. Staples. During that trial, Singleton testified in his own defense on January 23, 2026.

According to a transcript of his testimony, Singleton told the jury he had worked two restaurant jobs on the day of the incident, beginning at Lucky's 13 in Burnsville before reporting to Chili's for an evening shift. He acknowledged serving the group of teenagers but disputed the allegations of inappropriate touching. Singleton also discussed his history of stuttering and explained that anxiety, stress, and feeling misunderstood could make his speech difficulties more pronounced. He described the criminal proceedings and his interactions with investigators as stressful.

The first trial ultimately ended without a verdict.

According to an April 21, 2026, court order, the jury became deadlocked, and one juror failed to return for further deliberations before the jury could reach a verdict. Judge Staples declared a mistrial on January 26, 2026.

A mistrial does not constitute an acquittal or conviction. Because the jury did not reach a verdict, prosecutors could proceed with another trial.

Second Jury Finds Singleton Guilty on Both Counts

A second jury trial was held February 17–20, 2026. During the proceedings, prosecutors presented testimony from the two victims, two additional teenagers who were present at the restaurant, other witnesses, and Burnsville police officers involved in the investigation. Jurors also reviewed a photograph taken during the incident and recorded statements investigators provided. The photograph showed Singleton standing closely with four teenagers near the restaurant's entrance.

According to the court's subsequent findings, the jury heard evidence about Singleton's interactions with the teenagers before the photograph was taken, along with testimony describing the alleged touching. The two victims testified about their experiences, while the other teenagers provided accounts of what they observed. Two witnesses testified that they had placed their own arms around the girls' lower backs during the photograph but did not feel Singleton's arm or hand.

That testimony became an important part of Singleton's defense, which challenged whether the touching described by the victims could have occurred as alleged. Prosecutors also introduced recorded statements from the victims and testimony from officers who responded to the incident. Singleton again testified in his defense.

Following deliberations, the jury returned guilty verdicts on both counts of fifth-degree criminal sexual conduct. The jury reached the verdicts on February 19 and filed them with the court on February 20, 2026.

Defense Challenges Convictions and Requests New Trial

Following the guilty verdicts, Singleton's attorney, Alexander Vian, filed motions requesting a judgment of acquittal or, alternatively, a new trial. The defense argued that several issues during the second trial had prevented Singleton from receiving a fair proceeding.

Another central argument concerned the physical positioning of the individuals in the photograph. The defense maintained that testimony from two other teenagers created questions about whether Singleton could have touched both victims without those witnesses noticing. Additionally, the defense challenged the admission of statements the victims had previously made to police and other witnesses, arguing that portions of the testimony were unnecessarily repetitive or prejudicial.

Prosecutors Oppose Requests for Acquittal or New Trial

In a March 19, 2026, memorandum, the Dakota County Attorney's Office opposed Singleton's requests. Prosecutors argued that the jury had received sufficient evidence to support the convictions and that the alleged irregularities did not justify overturning the verdicts.

The state maintained that the testimony from the victims and other witnesses, together with the photograph and recorded statements, provided evidence supporting the jury's conclusions.

Prosecutors also argued that the courtroom spectator was legally permitted to attend the public proceedings and that the witness's emotional conduct did not establish sufficient prejudice to warrant another trial.

Judge Rejects Defense Motions, Upholds Convictions

On April 21, 2026, Judge Staples issued a 20-page order denying both the motion for judgment of acquittal and the request for a new trial. The judge concluded that the evidence presented during the February trial was sufficient to support the jury's findings.

Although the defense identified discrepancies between witness accounts, the court emphasized that the jury was responsible for determining witness credibility.

Court Acknowledges Trial Irregularities

Judge Staples acknowledged that the second trial had problems. The court found that certain witness and spectator conduct was inappropriate and that some language the prosecutor used during closing arguments could have been better chosen. However, the judge determined that those issues did not undermine the trial's fairness or create a reasonable possibility that the outcome would have been different.

In its written findings, the court stated that the irregularities were not sufficiently serious or prejudicial to justify another trial. The judge also rejected Singleton's argument that the individuals' physical positioning in the photograph made the victims' accounts impossible.

The court concluded that the jury could reasonably have believed the victims' testimony while also accepting the other witnesses' accounts. With both post-trial motions denied, the guilty verdicts stood.

Singleton Sentenced to Jail and Three Years of Probation

On Monday, October 26, 2026, Singleton appeared for sentencing in Dakota County District Court. According to the sentencing order, the court imposed the following penalties for each of the two gross misdemeanor convictions:

DAKOTA COUNTY, MN: A 44-year-old Minnesota man has been sentenced to 33 months in prison following convictions in three separate Dakota County criminal cases involving a storage unit burglary in Eagan, an identity theft conspiracy involving a fraudulent $20,000 loan, and nonconsensual sexual contact with another inmate at the Dakota County Jail.

Michael Nguyen, 44, of Sauk Rapids, appeared for sentencing on Monday, October 26, 2026, when a Dakota County District Court judge imposed sentences in all three cases. The most significant sentence stems from a January 2025 burglary at an Eagan storage facility, where investigators alleged Nguyen and two accomplices stole tools, sports memorabilia, and other belongings valued between $35,000 and $45,000.

Nguyen received a 33-month prison sentence for third-degree burglary. The court also ordered a previously stayed sentence of one year and one day to be executed in a separate identity theft conspiracy case and imposed a 364-day jail sentence for fifth-degree criminal sexual conduct. All three sentences will run concurrently, meaning they will be served at the same time rather than consecutively. The longest sentence, 33 months, determines the overall imposed term, subject to applicable custody credits and Minnesota's supervised-release rules.

Eagan Storage Unit Burglary: $35,000 to $45,000 in Property Reported Stolen

According to a criminal complaint filed May 8, 2025, the Eagan Police Department began investigating a burglary after an officer received a report on February 14, 2025, involving a storage unit in the city. The facility's location or name was not provided.

The victim told investigators that someone had entered his rented storage unit and stolen numerous items, including tools and sports memorabilia. The victim provided police with an inventory of missing belongings, estimating their combined value at approximately $35,000 to $45,000.

Investigators subsequently reviewed surveillance footage from the storage facility, which allegedly captured the burglary as it unfolded during the early morning hours of January 30, 2025.

Surveillance Video Captured Three Suspects Entering the Facility

According to the complaint, surveillance footage showed two vehicles arriving at the storage facility at approximately 6:21 a.m. Two men and one woman entered the building. Investigators identified the men as Michael Nguyen and Michael Ames.

The complaint alleges Ames used a grinder to cut the lock from the victim's storage unit. Nguyen and the female suspect were nearby while Ames cut the lock. Investigators noted that sparks were visible as Ames operated the grinder, indicating the activity would have been apparent to the others present. After removing the lock, all three allegedly entered the storage unit and began removing property.

Court documents describe the items each suspect was seen carrying:

• Michael Ames: A red tool case and a large black rolling tool case.

• Michael Nguyen: Boxes, toolboxes, bags, and a crossbow.

• Female suspect: Boxes and tool cases.

The group allegedly left the storage facility with the stolen belongings at approximately 6:30 a.m., approximately nine minutes after arriving.

Stolen Tools Allegedly Traced to Pawn Transactions

Investigators also discovered that Nguyen pawned several tools shortly after the burglary. According to the complaint, multiple tools associated with those transactions matched items included on the victim's list of stolen property. That evidence, together with the surveillance footage, formed part of the basis for the third-degree burglary charge against Nguyen.

The complaint does not establish that all the reported stolen property was recovered, nor does it specify the total value of the items Nguyen personally removed from the unit.

October 2026 Burglary Sentence

Nguyen was convicted of third-degree burglary under Minnesota Statute 609.582, subdivision 3(a). On October 26, 2026, the court imposed the following sentence:

• 33 months committed to the Minnesota Commissioner of Corrections, with the sentencing order identifying the Minnesota Correctional Facility in St. Cloud.

• Credit for 61 days already served.

• A requirement to provide a DNA sample.

• Restitution reserved for further determination.

The court directed Dakota County Community Corrections to determine restitution within 60 days, including verifying the claimed losses and considering Nguyen's ability to pay. The 33-month prison sentence runs concurrently with Nguyen's sentences in the identity theft and criminal sexual conduct cases. Michael Thomas Ames, who investigators said used a grinder to cut the storage unit's lock, was sentenced earlier in October to 32 months in prison. However, the court stayed that sentence and placed him on four years of supervised probation.

Second Man Convicted in Eagan Storage Unit Burglary Receives Stayed Prison Sentence

A second man involved in the January 2025 Eagan storage unit burglary was also convicted of third-degree burglary but received a significantly different sentence.

Michael Thomas Ames, 49, of Columbia Heights, was sentenced on October 6, 2026, to 32 months in prison. However, Dakota County District Court Judge David N. Lutz stayed the sentence for four years and placed Ames on supervised probation, allowing him to avoid immediate imprisonment.

According to the criminal complaint, Ames admitted to investigators that he used a grinder to cut the storage unit lock before entering and removing property. Although he acknowledged that the victim had not given him permission, Ames told police he believed he was helping the victim. Ames pleaded guilty to third-degree burglary on October 6, 2026, under an agreement recommending a downward dispositional departure from Minnesota's sentencing guidelines.

In a sentencing departure report, Judge Lutz identified several reasons for allowing Ames to receive probation rather than the prison sentence otherwise presumed under the guidelines. The handwritten findings cited an agreement between the parties, remorse, Ames's help to the victim, and his legal amenability to probation. The report also described the offense as less onerous than usual and noted that the victim or the victim's family agreed with or recommended the sentencing outcome.

A downward dispositional departure allows a judge to impose a stayed prison sentence and probation when the sentencing guidelines would ordinarily call for incarceration. The court's findings suggest that Ames' circumstances and the parties' agreement supported a less restrictive sentencing outcome. However, the documents do not explain how Ames reportedly helped the victim or provide further details about the victim's position on sentencing.

As part of his four-year probation, Ames must comply with several conditions, including random drug and alcohol testing, chemical dependency evaluation and treatment, restrictions on possessing firearms, and payment of restitution to be determined by Dakota County Community Corrections. He also received credit for 22 days already served and was ordered to pay $140 in fines and fees.

The sentencing outcomes differed substantially: Nguyen received an executed 33-month prison sentence on October 26, while Ames received a stayed 32-month sentence and four years of supervised probation. If Ames violates his probation, the court could order him to serve the previously stayed prison sentence.

Both men were convicted for their involvement in the same burglary, which resulted in reported property losses estimated between $35,000 and $45,000. The sentencing documents reviewed do not specify the final restitution amounts.

Identity Theft Conspiracy: Fraudulent $20,000 Vehicle Loan

Nguyen's earliest case began with a February 10, 2023, investigation into an attempted fraudulent vehicle loan at a credit union. According to a criminal complaint filed January 29, 2024, a credit union branch manager contacted an Eagan police detective and reported that someone had submitted an online loan application using another member's identity.

The legitimate account holder confirmed she had not applied for the loan. Investigators learned that a woman had contacted the credit union several times and arranged to finalize the transaction that day. The woman allegedly represented herself as the account holder and explained that the seller of a vehicle would arrive to collect the loan proceeds.

Nguyen was expected to pick up the check.

Nguyen Allegedly Promised $5,000 to Collect Fraudulent Check

According to the complaint, Nguyen arrived at the credit union, where officers arrested him after the branch manager confirmed he was there to collect the check. During an interview following a Miranda warning, Nguyen told investigators that a woman identified as Mariah Annamarie Lenon had recruited him to participate in the transaction.

Nguyen reportedly told police he had been promised $5,000 from a $20,000 loan check in exchange for picking it up. He also told investigators that Lenon instructed him to bring the check to Oakdale after collecting it.

A subsequent search of Nguyen's vehicle uncovered credit union paperwork in the backseat and two check stubs belonging to other individuals in the center console.

Investigators Uncovered Connections to a Former Credit Union Employee

The investigation expanded when an Eagan detective coordinated with a Woodbury police detective investigating related activity involving the credit union. According to the complaint, investigators linked Lenon to Samantha Clare Dyer, a former credit union employee with access to the victim's personal information.

Investigators obtained records and an electronic audit trail showing the fraudulent loan application was initially submitted to a North St. Paul credit union branch on January 11, 2023. The application used the legitimate account holder's personal information but substituted a different email address. The detective also discovered that the victim's account had been inactive for approximately three years before being reactivated in connection with the suspected fraudulent activity.

The application listed Lenon's home address.

Toyota Tundra Title and Fraudulent Notary Stamp

Investigators reviewed correspondence dated January 27, 2023, requesting a $20,000 loan to purchase a Toyota Tundra. The documentation included a vehicle title identifying Nguyen as the owner. Nguyen also completed and had notarized an additional document purporting to address a secured interest in the vehicle. However, investigators examined the notary's credentials and determined that the notary stamp was fraudulent.

The complaint also describes a separate incident involving Lenon at the credit union's North St. Paul location. In that incident, investigators alleged Lenon attempted to submit power-of-attorney paperwork involving an elderly man's account and transfer funds from his account into the identity theft victim's account.

Investigators reviewed recorded telephone conversations and determined that the voice of the woman claiming to be the identity theft victim sounded identical to Lenon's voice in another recorded call.

Phone Records and Internet Data Connected the Suspects

A search of Nguyen's cellphone provided investigators with additional evidence. According to the complaint, detectives discovered communications between Nguyen and Dyer discussing purchase agreements for another vehicle.

On February 10, 2023, Nguyen's phone records showed a call to Lenon, followed immediately by Nguyen accessing a notes application containing the identity theft victim's name and address. Location evidence also placed Nguyen at Dyer's residence on the morning of the incident. Investigators obtained internet records showing that calls to the credit union and electronic loan documents originated from Dyer's residence.

In September 2023, investigators interviewed Dyer after learning she was being held at the Washington County Jail. According to the complaint, Dyer denied knowing Nguyen or Lenon, despite investigators having obtained communications connecting the three.

The complaint describes the suspected roles of Lenon and Dyer, but the documents provided do not establish the final disposition of any criminal cases against either woman.

Nguyen Initially Received Probation in 2024

Nguyen was ultimately convicted of felony conspiracy to commit identity theft. A detective subsequently reviewed surveillance video from the jail. According to the criminal complaint, the footage confirmed that on September 4, 2025, Nguyen used his left hand to touch the victim's left buttocks.

The incident resulted in a charge of fifth-degree criminal sexual conduct involving nonconsensual sexual contact, a gross misdemeanor under Minnesota law. The victim's identity is being withheld to protect his privacy.

Nguyen Sentenced to 364 Days

EAGAN & OSSESO, MN: Two St. Paul men are facing multiple felony charges in Dakota and Hennepin counties after investigators linked them to a pair of Pokémon trading card store burglaries that resulted in more than $37,000 in stolen merchandise and thousands of dollars in property damage during the summer of 2026.

According to criminal complaints filed in both counties, Mitchell Teng Yang, 37, and Yeng Yang, 34, are accused of breaking into trading card businesses in Eagan and Osseo just seven days apart, stealing rare Pokémon cards and merchandise before fleeing the scenes.

The first burglary occurred during the early morning hours of June 27, 2026, at a store along Diffley Road in Eagan. Investigators say the suspects smashed a window with a rock, entered the business, and stole approximately $26,475 worth of rare Pokémon trading cards and card packs. A second burglary occurred on July 4, 2026, at a business in Osseo, where authorities allege the same two men stole another $11,230 worth of Pokémon cards and caused nearly $3,000 in damage. Combined, the two burglaries resulted in approximately $37,705 in reported stolen merchandise, with the total financial impact increasing to approximately $40,647 when documented property damage from the Osseo burglary is included.

Investigators say evidence connecting the two cases includes surveillance footage, cellphone location records, a vehicle registered to Mitchell Yang, identification by supervising corrections agents, and DNA recovered from a plastic bag left at the Eagan crime scene.

Both men have been charged in connection with the burglaries in Dakota and Hennepin counties.

Eagan Burglary: More Than $26,000 in Rare Pokémon Cards Stolen

According to separate criminal complaints filed in Dakota County against Mitchell Yang and Yeng Yang, Eagan police officers responded to a reported burglary at a business along Diffley Road at approximately 3:44 a.m. on Saturday, June 27, 2026. The exact location was not provided.

The store owner provided investigators with surveillance footage showing two individuals approaching the business and breaking a window using a rock. The suspects then entered the building through the shattered window. Once inside, surveillance footage allegedly showed the two individuals running directly toward a display case containing high-value merchandise.

Investigators say the suspects broke into the display case and began placing several pieces of merchandise into white garbage bags. The stolen items included numerous rare Pokémon trading cards and card packs, which the business owner valued at $26,475.44.

After collecting the merchandise, both suspects fled through the same broken window they used to enter. The criminal complaints do not specify how long the suspects remained inside the store or whether they activated an alarm during the burglary.

Plastic Bag Left Behind Becomes Key DNA Evidence

While processing the Eagan burglary scene, investigators discovered a white plastic bag lying on the floor in front of the damaged display case. The bag sat on top of broken glass from the display case and appeared similar to the bags the suspects used to carry away the stolen merchandise.

According to the complaint, the store owner told investigators that the bag had not been inside the business before the burglary and did not belong there. Detectives also reviewed surveillance footage showing one of the suspects apparently dropping a bag near the display case during the theft. Believing one of the suspects may have handled the bag, investigators collected DNA samples from it and submitted them to the Minnesota Bureau of Criminal Apprehension (BCA) for forensic analysis.

The BCA subsequently determined that the major male DNA profile recovered from the plastic bag matched Yeng Yang through Minnesota's Convicted Offender DNA Database. Prosecutors cited the DNA findings as significant evidence connecting Yeng Yang to the Eagan burglary.

Second Burglary Reported in Osseo One Week Later

While investigating the Eagan burglary, detectives learned of a similar incident involving another Pokémon trading card business in Osseo, located in Hennepin County. According to Hennepin County criminal complaints, officers responded to a burglary in progress on Saturday, July 4, 2026, at a business in the 8600 block of Jefferson Highway North. When officers arrived, they found the business's front glass door shattered. Inside, officers found additional damage to glass display counters. The suspects had already left the scene.

Investigators obtained surveillance footage showing a red Kia arriving outside the business. Two individuals exited the vehicle and approached the front entrance.

According to the complaint, one suspect threw an object at the glass front door, shattering it. Both suspects then opened the damaged door and entered the store. Interior surveillance footage allegedly showed the individuals quickly removing merchandise from the business before returning to the red Kia and leaving. Authorities determined that four boxes of Pokémon trading cards had been stolen.

The business reported the following losses:

• Stolen Pokémon cards: $11,230.02

• Damage to the front door and display cases: $2,941.39

• Combined merchandise and property losses: $14,171.41

The criminal complaints state that neither suspect had permission to enter the business, remove the merchandise, or damage the property.

Surveillance Footage Captures Suspects' Clothing

Investigators documented the clothing both suspects wore during the Osseo burglary. According to the complaints, one suspect wore a black hooded sweatshirt, black face mask, light gray sweatpants, black shoes, and black gloves. The second suspect wore a black face mask, gray jacket, gray sweatpants, and black shoes.

Investigators later compared the surveillance footage with additional images obtained during the investigation.

Red Kia Sportage Helps Connect the Investigations

A major development occurred when law enforcement identified the vehicle allegedly used during the Osseo burglary. Investigators enhanced surveillance images of the red Kia and identified its Minnesota license plate. A registration check showed that the vehicle belonged to Mitchell Teng Yang. The Dakota County complaints describe the vehicle as a red Kia Sportage.

According to the Hennepin County complaints, law enforcement subsequently located and apprehended the vehicle and obtained a search warrant to examine its contents.

During the search, investigators recovered several documents connected to Mitchell Yang, including:

• A Minnesota photo instruction permit bearing his name, found in the driver's door pocket.

• An insurance card identifying him as the sole insured party for the Kia.

• Additional mail addressed to him.

Prosecutors cited the registration information and documents recovered from the vehicle as evidence connecting Mitchell Yang to the Kia observed in surveillance footage.

Cellphone Records Place Device Near Both Businesses

Investigators also obtained search warrants for Mitchell Yang's cellphone records. According to the Dakota County criminal complaints, cellular analysis indicated that his phone was traveling toward the Eagan store shortly before the June 27th burglary and away from the area shortly afterward.

The Hennepin County complaints describe similar findings in the Osseo investigation. Investigators determined that the cellphone records were consistent with Mitchell Yang's device being near the Osseo business during the July 4th burglary.

The records also indicated that the device briefly stopped near a Holiday gas station at 1285 Cope Avenue East in Maplewood between approximately 4:17 a.m. and 4:25 a.m. on July 4th. Investigators obtained surveillance footage from the gas station, which allegedly showed two men in the parking lot with the same red Kia identified in the Osseo burglary.

According to the complaint, the driver was wearing a gray long-sleeved pullover-style shirt, lighter gray pants, and black shoes. Investigators believed the clothing matched what one of the suspects wore during the burglary.

The passenger was observed wearing a black baseball cap and gray sleeveless shirt while carrying a black-and-gray checkered shirt. Investigators also noted a visible neck tattoo on one of the individuals.

According to court documents, a Minnesota Department of Corrections photograph of Mitchell Yang showed a tattoo on the left side of his neck that read "Thug Life" in cursive. Authorities used surveillance footage and identifying characteristics to determine who was involved.

Corrections Agents Help Identify Both Suspects

The criminal complaints indicate that investigators contacted corrections officials who had previously supervised the two men. According to the Dakota County complaints, Mitchell Yang's parole officer reviewed surveillance footage from the Eagan burglary.

The officer told investigators that he believed one suspect was Mitchell Yang based on the individual's physical characteristics, body movements, and mannerisms. The officer also believed the second suspect was Yeng Yang, citing his physical characteristics, movements, mannerisms, and previous association with Mitchell Yang.

In the Hennepin County investigation, law enforcement also contacted Mitchell Yang's parole agent, who reportedly recognized one of the individuals in the surveillance footage based on his build, body type, and movements. Investigators circulated photographs obtained from the Maplewood gas station, which generated a tip identifying Yeng Yang as another suspect.

According to the Hennepin County complaint, Yeng Yang was under Ramsey County supervision at the time. His probation agent reviewed the photographs and positively identified him, prosecutors allege.

Together, the surveillance footage, corrections-agent identifications, vehicle evidence, cellphone records and DNA findings formed the basis of the criminal charges filed in the two counties.

Both Men Face Multiple Felony Charges in Two Counties

Mitchell Yang and Yeng Yang each face five felony counts stemming from the two burglaries, for a combined total of ten charges across the separate criminal cases.

Dakota County Charges — Eagan Burglary

Each defendant is charged with:

Count 1: Third-Degree Burglary — Felony

Under Minnesota Statute 609.582, subdivision 3(a), prosecutors allege that each defendant entered the business without consent and committed or intended to commit theft or another qualifying offense.

The charge carries a maximum potential sentence of five years in prison and/or a $10,000 fine.

Count 2: Theft of Property Valued Over $5,000 — Felony

Under Minnesota Statute 609.52, prosecutors allege that each defendant participated in stealing merchandise valued at $26,475.44.

Hennepin County Charges — Osseo Burglary

Each defendant faces three additional felony charges:

The Hennepin County complaints also stated that neither defendant was in custody when the complaints were prepared. Hennepin County Jail records show the Hennepin County Sheriff's Office arrested Mitchell Yang on August 24, 2026. It appears his conditional release was set at $20,000 with no conditions or $7,000 with conditions. Jail records show that Mitchell Yang remains in custody at Hennepin County Jail as of the writing of this article. Yeng Yang's whereabouts remain unknown.

Mitchell Yang Scheduled for January 2027 Jury Trial

An additional court document reviewed by Limitless Media News provides an update on the Hennepin County proceedings involving Mitchell Teng Yang. According to a Notice of Hearing and Judicial Assignment filed October 13, 2026, in Hennepin County District Court, Mitchell Yang has been scheduled for a jury trial.

The hearing is set for:

• Date: Monday, January 11, 2027

• Time: 9:00 a.m.

• Location: Hennepin County Government Center, Minneapolis

• Presiding judge: District Court Judge Maximillia Utley

BURNSVILLE, MN - A 43-year-old Burnsville man is facing a felony charge of first-degree criminal sexual conduct following an investigation into alleged sexual assault involving a child under the age of 12 at a local residence.

Shane Artavious Williams was charged in Dakota County District Court with one count of first-degree criminal sexual conduct involving a victim under 14 years of age where the actor is more than 36 months older than the victim, pursuant to Minn. Stat. § 609.342, subd. 1a(e). Under Minnesota law, a first-degree charge involves alleged sexual penetration. If convicted, the charge carries a statutory maximum sentence of up to 30 years in prison and fines up to $40,000.

According to the criminal complaint, officers with the Burnsville Police Department responded on Oct. 24, 2026, to a report of sexual abuse. Law enforcement spoke with the victim's parent, identified in court documents as Party 1, who reported that Williams had been staying at her Burnsville residence.

The complaint states that the alleged sexual assaults occurred between Aug. 1, 2026, and Oct. 22, 2026. According to the complaint, the juvenile victim told investigators that the sexual assault had occurred multiple times and provided specific details regarding varying locations where the incidents took place. The complaint further notes allegations that a weapon was used during the offenses.

Criminal complaints contain allegations, and defendants are presumed innocent unless and until proven guilty in a court of law.

SAVAGE/EDINA, MN - A 36-year-old man is facing multiple criminal charges in Scott County after allegedly stealing two Dyson vacuum cleaners from a Target store in Savage before leading police on pursuits that ended with his arrest in Edina on Highway 100.

Paul Michael Brooks has been charged with two felonies, theft and fleeing a peace officer in a motor vehicle, along with misdemeanor counts of driving after revocation and careless driving.

According to the criminal complaint, Savage police responded to Target on Highway 13 at approximately 11:32 a.m. on Sunday, October 25, following a report of shoplifting in progress.

Authorities allege Brooks removed security devices from two Dyson vacuum cleaners before leaving the store without paying. When approached by a loss prevention employee, Brooks allegedly ran to a black Chevrolet and drove away.

A Savage police officer subsequently located the suspect vehicle near County Road 42 and Highway 13 and attempted a traffic stop using emergency lights and a siren.

According to the complaint, the vehicle accelerated away and attempted to maneuver around stopped traffic near McColl Drive. The driver allegedly crossed a raised concrete median before traveling southbound on Highway 13.

Police reported that the vehicle reached approximately 78 mph. The officer eventually discontinued the pursuit after determining that the driver was continuing to flee.

The vehicle was later located by Edina police on Highway 100. According to the complaint, Brooks allegedly fled from Edina officers during a separate encounter before police used a pursuit intervention technique, commonly known as a PIT maneuver, to stop the vehicle.

The vehicle sustained extensive damage, and Brooks was taken into custody.

Investigators also reported that Brooks was involved in a collision with another vehicle during the incident. That collision remained under investigation at the time the complaint was filed.

During an interview with investigators, Brooks allegedly acknowledged seeing police attempt to stop him and said he fled because he was scared.

When questioned about the vacuums, Brooks denied stealing them and disputed allegations that he had removed their security devices. He reportedly told investigators he returned to his vehicle to retrieve money, later stating that he was looking for his bank card.

According to the complaint, Brooks also told investigators, "I'm just trying to survive," when questioned about his circumstances.

A review of state records showed that Brooks' driver's license was revoked. The complaint also references an extensive criminal history involving prior theft convictions and additional pending cases.

Brooks was transported to the Scott County Jail following his arrest.

The felony theft charge carries a maximum penalty of five years in prison and/or a $10,000 fine. The felony fleeing charge carries a maximum penalty of three years and one day in prison and/or a $5,000 fine.

The two misdemeanor charges each carry a maximum penalty of 90 days in jail and/or a $1,000 fine.

All charges are allegations. Brooks is presumed innocent unless and until proven guilty in a court of law.

SAINT PAUL, MN - Three adults were transported to area hospitals Monday, October 26, following a reported food truck explosion and fire on Saint Paul's East Side.

According to the Saint Paul Fire Department, firefighters responded to reports of an explosion and fire involving a food truck.

Despite difficult access conditions in an alley, crews were able to quickly bring the fire under control.

Three adults were transported to area hospitals. Fire officials said no additional patient information would be released.

The cause of the explosion and fire remains under investigation.

DAKOTA COUNTY, MN - Residents across Dakota County will have several opportunities to dispose of their Halloween pumpkins in an environmentally friendly way through free pumpkin composting collection events beginning Saturday, October 31st.

The collection events, hosted at various locations throughout the county, allow residents to drop off jack-o’-lanterns, pumpkins and gourds rather than sending them to landfills.

All collected pumpkins will be composted.

Residents can bring their pumpkins to designated collection dumpsters at participating locations at no cost. However, painted pumpkins, wax and candles will not be accepted.

INVER GROVE HEIGHTS, MN - A 34-year-old woman is facing a felony mail theft charge after allegedly taking mail from mailboxes and throwing some of it into a sewer drain in Inver Grove Heights on Friday, October 23, 2026.

According to a criminal complaint filed in Dakota County, Brandi Breanna Standley was identified by police following a reported mail theft around 8 a.m. in the 6000 block of Concord Boulevard.

The complaint states that a witness observed Standley opening mailboxes along the roadway and taking mail from at least one mailbox. When the witness confronted her, Standley allegedly threw some of the mail into a nearby sewer drain.

A second witness also reported seeing Standley throw mail into the drain. Responding officers later recovered a piece of mail belonging to a business on the same street from the drain, according to the complaint.

When officers located Standley, they discovered she had an outstanding felony warrant out of Washington County for mail theft in a separate case.

Police arrested Standley and allegedly discovered mail belonging to a nearby business and a credit card belonging to another person in her possession.

According to the complaint, Standley told officers she had found the items on the ground.

Standley is charged with one felony count of mail theft involving possession of illegally obtained mail under Minnesota Statute 609.529, subdivision 2(6).

The charge carries a maximum potential sentence of three years in prison and/or a $5,000 fine.

The allegations have not been proven in court, and Standley is presumed innocent unless and until proven guilty.

BURNSVILLE, MN: A 40-year-old Savage man has been sentenced to 12 years in prison after pleading guilty to first-degree criminal sexual conduct involving a child under the age of 13 in connection with incidents reported to have occurred in Burnsville several years earlier.

Noah Timothy Raines was sentenced on Friday, October 23, 2026, in Dakota County District Court after entering a guilty plea in March 2026. According to court records, Raines was convicted of one felony count of first-degree criminal sexual conduct involving a child younger than 13, with the offender being more than 36 months older than the victim.

Dakota County District Court Judge Stacey E. Sorensen Green ordered Raines to serve 144 months, or 12 years, in the custody of the Minnesota Department of Corrections. The sentence also includes a 10-year conditional release period and mandatory registration as a predatory offender. The case stems from a criminal investigation initiated by Burnsville police in June 2023 following allegations of sexual abuse that reportedly occurred between 2019 and 2020.

BURNSVILLE, MINNESOTA: A 37-year-old Jordan man has been sentenced to more than four years in prison after pleading guilty to first-degree burglary in connection with an April 2025 incident at a Burnsville hotel, where a woman reported being beaten with a police baton and having several personal belongings stolen.

Angelo Maurice Wagner Jr. was sentenced Thursday, October 22, 2026, in Dakota County District Court to 49 months in prison after pleading guilty to felony first-degree burglary of an occupied dwelling. According to court documents obtained by Limitless Media News, Wagner was originally charged with first-degree burglary and simple robbery following the April 27, 2025, incident. As part of a plea agreement, Wagner pleaded guilty to the burglary charge, while the remaining simple robbery charge was dismissed.

Dakota County District Court Judge Luis Morales ordered Wagner committed to the Minnesota Department of Corrections, with the sentencing order identifying the Minnesota Correctional Facility in St. Cloud. Wagner received credit for 477 days already served in custody.

Police Respond to Reports of Domestic Disturbance at Burnsville Hotel

According to the criminal complaint, law enforcement officers responded to a reported domestic disturbance in progress at a Burnsville hotel on April 27, 2025. When officers arrived, they discovered visible blood on the ground, wall, and doorknob outside a third-floor hotel room.

A witness staying at the hotel told investigators that he heard a man yelling at someone nearby. According to the complaint, the witness heard the man say:

"Come back here, don't make me tell you again. You know what happens when I tell you to do it again."

The witness subsequently left his hotel room and observed a woman running past him. The woman, described in court documents as having blonde hair and wearing a blue-and-white floral dress, had a visible wound on her left shin that was bleeding. The witness told investigators that the woman identified Wagner as the person responsible for her injuries, stating that he had "beat on her."

Victim Describes Encounter in Hotel Stairwell

When investigators interviewed the woman, she provided additional details about what led to the confrontation. According to the criminal complaint, the woman had been staying at the Burnsville hotel when she left her room and entered a stairwell.

She told investigators that Wagner was waiting for her in the stairwell. When she encountered her, Wagner allegedly said, "I bet you didn't expect me to be here." The woman told investigators she and Wagner had previously been friends. She also described Wagner as someone known to steal.

According to the complaint, Wagner subsequently entered the woman's hotel room, which she had left propped open. The woman told investigators that she followed Wagner into the room because she was concerned he would steal her personal belongings. Once inside, she reportedly told Wagner to stop, and a physical confrontation followed.

Woman Reports Being Struck Repeatedly With Police Baton

According to the criminal complaint, Wagner struck the woman multiple times on her leg with a police baton during the confrontation. The woman reported sustaining injuries as a result of the assault. Responding officers documented lacerations and red marks on her legs, consistent with the injuries described in the complaint. Investigators also observed blood in the third-floor hallway area near the hotel room.

The complaint does not specify how Wagner allegedly obtained the police baton or whether investigators recovered it. During her interview, the woman also reported that Wagner had assaulted her in Eagan approximately one month before the Burnsville incident.

The criminal complaint does not provide additional details about that reported earlier incident or indicate whether separate charges resulted from the allegation.

Purse, Cash, Identification and Cellphones Reportedly Stolen

In addition to the reported physical assault, the woman told investigators that Wagner took numerous personal belongings from her hotel room. According to the complaint, the missing property included:

• Approximately $500 in cash

• Two cellphones

Prosecutors originally charged Wagner with felony simple robbery, alleging that he took property while using or threatening force to overcome the woman's resistance. Under Minnesota Statute 609.24, simple robbery involves taking personal property from another person or in their presence while using or threatening imminent force to overcome resistance or compel the surrender of property.

The simple robbery charge carried a potential maximum sentence of 10 years in prison and a $20,000 fine. However, the court ultimately dismissed that charge as part of Wagner's plea agreement. The dismissal means Wagner was not convicted of the separate robbery offense.

Guilty Plea Entered October 22, 2026

EAGAN & EDINA, MN: A 55-year-old Minneapolis man is facing multiple felony charges in connection with a series of alleged bank fraud incidents across the Twin Cities metro area, including an investigation in Eagan where authorities say nearly $6,000 was withdrawn from a victim's account using fraudulent identification.

Dion Antonio Lowe has been charged with felony theft in Dakota County and felony identity theft and aggravated forgery in Hennepin County. Court documents also reference a separate criminal case in Washington County involving a similar alleged attempt to withdraw money from a bank using fraudulent identification. The allegations span several months in 2026 and involve financial institutions in Dakota County, Hennepin County, and Washington County. Prosecutors have identified similarities between the incidents, including the alleged use of identification documents belonging to legitimate bank customers.

Court records show Lowe has upcoming hearings scheduled in both Dakota and Hennepin counties, while separate release orders outline restrictions imposed by the courts.

Eagan Investigation: Nearly $6,000 Allegedly Stolen From Bank Account

According to a criminal complaint filed in Dakota County District Court, the Eagan Police Department investigated the theft of $5,880 from a bank in Eagan on August 12, 2026. Investigators determined that the money had been withdrawn from an account belonging to an individual who was outside Minnesota when the transaction occurred. The account holder told investigators that they had not authorized anyone to withdraw money from the account.

According to the complaint, the individual responsible for the withdrawal presented identification bearing the account holder's information. Although investigators determined the identification was fraudulent, the document reportedly scanned as valid when the bank processed it. This detail matters because it suggests the identification could pass at least one electronic verification step, despite not being legitimate. Investigators obtained surveillance footage documenting the withdrawal. Police subsequently identified the individual shown conducting the transaction as Lowe.

The criminal complaint does not identify the bank involved or explain how investigators identified Lowe from the surveillance footage. Prosecutors charged Lowe with one felony count of theft involving property valued at more than $5,000 under Minnesota Statute 609.52. The offense carries a maximum potential penalty of 10 years in prison, a $20,000 fine, or both.

Hennepin County: Attempted $6,300 Withdrawal Leads to Arrest

The Dakota County investigation is not the first time Lowe has been accused of attempting to obtain money from another person's bank account. According to a separate criminal complaint filed June 25, 2026, in Hennepin County District Court, officers responded to a reported fraud incident at Old National Bank, located at 6900 France Avenue, on April 16, 2026. Bank employees reported that an individual was attempting to withdraw money using identification that did not belong to him.

The complaint states that bank employees were already aware of the individual because of internal communications regarding previous incidents involving the same person. When officers arrived, they located the individual and identified him as Lowe. He was subsequently arrested. Investigators learned that Lowe had entered the bank and requested a withdrawal of $6,300.

To complete the transaction, prosecutors allege that Lowe presented an Illinois driver's license bearing the name and identifying information of a legitimate account holder, identified in court documents by the initials D.C. The identification listed the account holder's date of birth but displayed Lowe's photograph.

According to the complaint, Lowe also presented a credit card bearing the account holder's name. Bank employees questioned Lowe about the telephone number associated with the account. Lowe was allegedly unable to verify the number when asked. Investigators later confirmed that the individual identified as D.C. was a bank customer and that the Illinois driver's license Lowe presented was not the legitimate identification issued to that customer.

The criminal complaint does not indicate that the requested $6,300 withdrawal was completed.

Following the investigation, prosecutors charged Lowe with two felonies:

• Identity theft: Allegedly possessing or using another person's identity with the intent to commit or facilitate unlawful activity. The charge falls under a statutory provision involving more than three but no more than seven direct victims, or a total loss exceeding $2,500.

• Aggravated forgery: Allegedly possessing or presenting a forged document or object knowing it was fraudulent and intending to defraud.

Each charge carries a maximum potential penalty of 10 years in prison and a $20,000 fine.

Washington County: $12,760 Allegedly Stolen From Victim's Bank Accounts

Lowe also faces two felony identity theft charges in Washington County after an investigation into unauthorized bank withdrawals totaling $12,760 from a Missouri resident's accounts. As Limitless Media News previously reported, the Washington County investigation began June 13, 2026, when Woodbury police received a report from a victim who discovered two unauthorized withdrawals from his U.S. Bank accounts.

According to the criminal complaint, investigators determined that both transactions occurred on June 11, 2026. The first withdrawal allegedly occurred at approximately 11:49 a.m. at a U.S. Bank branch on Payne Avenue in St. Paul, where $6,280 was withdrawn from the victim's checking account. Approximately 40 minutes later, at 12:30 p.m., another $6,480 was allegedly withdrawn from the victim's savings account at a U.S. Bank branch in Woodbury. Investigators obtained bank records and surveillance footage showing an individual allegedly presenting identification and signing the victim's name on withdrawal slips. Surveillance footage from the Woodbury location also reportedly showed the suspect arriving and leaving as a passenger in a white Tesla.

On June 25, Woodbury police distributed surveillance images to other law enforcement agencies. According to the complaint, a Maple Grove crime analyst identified the individual as Lowe. The investigation also revealed potential connections to other bank fraud cases across the Twin Cities and beyond.

According to the Washington County complaint, Lowe was arrested in Wisconsin in August and transferred to the Washington County Jail on outstanding warrants. During an August 27th interview with investigators, Lowe allegedly admitted participating in an organized, multistate bank fraud scheme. The complaint further alleges that he acknowledged making both unauthorized withdrawals from the victim's accounts on June 11th.

BURNSVILLE, MINNESOTA: A 36-year-old Minneapolis woman is facing a felony theft charge in Dakota County after authorities say she attempted to leave a Burnsville Walmart with more than $2,200 in unpaid merchandise concealed inside a shopping cart, including items hidden in a trash can.

According to a criminal complaint filed in Dakota County District Court, Marquita Yvonne Maxwell, 36, allegedly attempted to steal approximately $2,225.83 worth of merchandise from the Burnsville store on July 18, 2026. Store employees intercepted Maxwell before she could leave with the merchandise, prompting her to abandon the shopping cart and flee, investigators allege. Court records indicate Maxwell has faced numerous other theft-related charges in multiple Minnesota counties, including several felony cases. Prosecutors also cited previous convictions for felony theft and fleeing police in motor vehicles.

Maxwell is charged with one count of felony theft involving property valued at more than $1,000 but not more than $5,000, an offense punishable by up to five years in prison and/or a $10,000 fine.

After being unable to proceed with the merchandise, Maxwell allegedly abandoned the shopping cart and fled the store. Store personnel subsequently determined that the merchandise left in the cart had a total value of approximately $2,225.83.

The criminal complaint does not indicate that Maxwell physically assaulted the employee or that anyone was injured during the confrontation.

APPLE VALLEY, MN: Two Apple Valley parents are facing felony child endangerment charges in Dakota County after their 2-year-old daughter was found unresponsive inside an apartment in July and required multiple doses of an opioid overdose-reversal medication to recover, according to criminal complaints filed in Dakota County District Court.

Tameika Moniek Coffee and Lamar Darcell Coffee have each been charged with one felony count of child endangerment resulting in substantial harm following the July 10, 2026, incident at an apartment in the 12000 block of Germane Avenue in Apple Valley. According to court documents, responding officers found the child breathing shallowly and unresponsive to stimulation. Paramedics suspected an opioid overdose and administered multiple doses of naloxone, commonly known by the brand name Narcan, before the child began regaining consciousness.

The child was transported to a hospital, where staff provided additional treatment. Hospital testing subsequently detected fentanyl in the child's urine. Investigators later discovered several items of suspected drug paraphernalia inside the apartment, including materials that tested presumptively positive for fentanyl, according to the criminal complaints.

Officers Respond to Unresponsive Child

At approximately 9:15 p.m. on July 10th, 2026, officers with the Apple Valley Police Department responded to a reported medical emergency at the apartment. Dispatchers informed responding officers that a 2-year-old child was unresponsive but still breathing. When officers arrived, they encountered the child's parents, Tameika and Lamar Coffee, along with four other children inside the residence.

Paramedics with Allina suspected the child was experiencing an opioid overdose and administered multiple doses of naloxone. According to the complaints, the child began to regain consciousness following the medication.

Hospital Testing Detects Fentanyl

Following the emergency response, the child was transported to a hospital for additional medical evaluation and treatment. Court documents state that the child received a four-milligram dose of naloxone at the hospital and recovered. Hospital urine testing detected fentanyl at a reported concentration of 13 nanograms per milliliter.

Fentanyl is a powerful synthetic opioid that can cause life-threatening respiratory depression, particularly in young children. Naloxone works by reversing the effects of opioids and can restore breathing in someone experiencing an opioid overdose.

The child's unresponsiveness, shallow breathing, response to naloxone, and positive fentanyl test formed part of the evidence described in the criminal complaints. Although the complaints document the child's recovery following medical treatment, they do not provide additional information about her longer-term medical condition or whether she experienced any lasting health complications. Lamar Coffee provided a different account regarding his recent drug use. He told investigators he had been clean and sober since suffering a fentanyl overdose in May 2026. He also denied having drugs or drug paraphernalia inside the residence.

The criminal complaints do not indicate that investigators conclusively determined which parent possessed or handled the fentanyl responsible for the child's suspected exposure.

Investigators Discover Suspected Fentanyl Residue Throughout Apartment

During their investigation, officers discovered evidence of suspected drug use in multiple locations inside the residence. According to court documents, investigators located drug-related materials inside Tameika Coffee's pink purse and elsewhere throughout the apartment. Recovered items included burned aluminum foil, a mirror with white residue, and straws. Investigators also discovered drug paraphernalia inside a garbage can near the bathroom.

The complaints specifically note that several of the items were located in areas that were not locked or otherwise secured, contradicting Tameika Coffee's statement that fentanyl and related materials were kept locked away. The Dakota County Drug Task Force conducted preliminary testing on several items recovered from the apartment.

According to the complaints, all of the following items yielded presumptive positive results for fentanyl:

• One mirror

• Two straws

• Two containers

• Three pieces of burned aluminum foil

SAINT PAUL - Saint Paul police are investigating a fatal shooting in the city’s Dayton’s Bluff neighborhood that left one man dead Saturday night, marking the city's 15th homicide of 2026.

According to the Saint Paul Police Department, officers responded to the 700 block of 6th Street East at approximately 6:45 p.m. following reports of multiple gunshots at a residence.

Around the time officers arrived, an adult male was admitted to Regions Hospital with a gunshot wound to the chest. Despite receiving medical treatment, the man died from his injuries a short time later.

Investigators believe the victim was shot at the residence on 6th Street East, where responding officers located multiple shell casings.

Officers also conducted a safety sweep of the residence to determine whether additional victims were present. No other victims were located.

Saint Paul police homicide investigators are working to determine the circumstances surrounding the shooting. No arrests have been made.

The Ramsey County Medical Examiner’s Office will conduct an autopsy to confirm the victim’s identity and determine the official cause of death.

Police said additional information, including the victim’s identity and updates on the investigation, will be released through the department’s social media accounts.

The development district's initial budget identifies $1.5 million in issuance and transaction costs and $5.5 million in capitalized interest. The city's written response explained the borrowing authorization but did not provide a total principal-and-interest repayment figure.

That figure will depend on the actual amount borrowed, interest rates when bonds are sold, repayment schedules, and other financing terms. As a result, the information provided does not yet establish the full long-term cost of the proposed debt.

What Will Built to Play Cost Homeowners?

The city has outlined a preliminary financing plan that would phase in additional property taxes over six years, beginning in 2028. The estimates are based on a median-valued Rosemount home of approximately $415,000 in 2027.

Under the city's published illustration, the additional annual property tax impact would increase by $75 each year for the first four years, then by $20 each year for the final two years.

By the sixth year, the illustrative increase would reach $340 annually, or approximately $28.33 per month. These amounts represent increases over the baseline tax bill, not separate annual charges to be added together.

The estimates also include a separate investment in fire department improvements.

City Clarifies the Tax Projection

In response to questions from Limitless Media News, city officials confirmed that the projected impacts are based on the city's median-valued home. Officials explained that using a median valuation provides a consistent baseline for illustrating the proposed increases. The city did not provide a detailed comparison showing anticipated increases for properties at different valuations.

The published $340 illustration should therefore be understood as a planning estimate, not a guarantee that individual tax bills will increase by exactly that amount.

The city based that expectation partly on approximately 30 years of experience operating the existing Rosemount Community Center ice rink. Staff discussed the existing rink's operating experience as a reference point but acknowledged that a detailed budget for the new two-sheet facility has not been finalized.

Rosemount's preliminary schedule anticipates the first bond sale process beginning in early 2027. The city has identified February 2, 2027, as the anticipated date to set the sale of the first series of Port Authority general obligation bonds. A subsequent meeting on March 2, 2027, is expected to consider awarding that sale.

The city tentatively plans additional bond issuances for 2028 and 2029. All dates remain subject to change.

The city must also continue project design, construction bidding, and other required approvals before proceeding with individual improvements. The final amount borrowed has not been established, and the city is not required to issue the entire $75 million authorized by the ordinance.

Several financial questions remain, including the total principal and interest repayment obligations, detailed operating and capital replacement projections for the ice arena, and the final property tax impacts as the financing plan advances. The October 20th vote marks a major procedural milestone for Built to Play, but significant financial and construction decisions remain.

OSSEO, MN: A 15-year-old pedestrian was seriously injured Friday evening following an Osseo High School football game, during which police also responded to multiple fights and disturbances involving large groups of juveniles.

According to an October 24 press release from the Osseo Police Department, officers responded to reports of disturbances and multiple fights in the school parking lot shortly after the game ended on Friday, October 23, at approximately 7:20 p.m.

Officers from the Osseo Police Department, with assistance from the Maple Grove, Champlin and Brooklyn Park police departments, worked to intervene, de-escalate the situation and maintain public safety.

Police reported that no injuries were associated with the fights, and no arrests were made in connection with the parking lot disturbances.

However, authorities learned that a separate incident occurred in which someone was struck by a vehicle that was backing up in the parking lot. That person sustained minor injuries and received treatment at the scene.

Later that evening, at approximately 8:15 p.m., officers responded to a vehicle-versus-pedestrian crash near County Road 81 and 4th Street SE.

According to police, a 15-year-old who had attended the football game was struck by an oncoming vehicle while crossing County Road 81.

The teenager sustained serious injuries. Officers and deputies provided medical assistance at the scene before transporting the teen to a hospital. The teenager's current condition has not been released.

Authorities said the driver remained at the scene and cooperated with law enforcement. Preliminary information indicates the driver was not involved in the earlier disturbances at the school.

A significant law enforcement presence remained in the area, with assistance from the Hennepin County Sheriff's Office and Minnesota State Patrol.

The Brooklyn Park Police Department is serving as the lead investigating agency for the pedestrian crash.

In its statement, the Osseo Police Department thanked responding law enforcement agencies and community members for helping manage the incidents.

The department also expressed its thoughts and support for the injured teenager and their family.

The investigation remains ongoing, and police will release additional information as appropriate.

MINNEAPOLIS: A 49-year-old man has been charged with a felony following a September hit-and-run crash in Minneapolis that left two people seriously injured.

Jerome William Darkow faces one count of criminal vehicular operation causing great bodily harm after allegedly leaving the scene of a September 27, 2026, collision, according to a criminal complaint filed in Hennepin County District Court.

According to the complaint, Minneapolis police responded to a hit-and-run crash near 11th Avenue North and Girard Avenue North. The collision caused significant damage, requiring emergency personnel to extricate occupants from the vehicles.

One victim suffered a lacerated spleen and a fractured hand. A second victim sustained more extensive injuries, including a fractured skull, brain bleed, multiple spinal fractures and a fractured femur.

Investigators obtained surveillance footage that allegedly showed a pickup truck traveling westbound on Glenwood Avenue before turning north onto Girard Avenue North.

According to the complaint, the pickup made a U-turn near Humboldt Avenue North before returning to the intersection of Girard Avenue North and Glenwood Avenue. At approximately 11:42 a.m., the pickup allegedly began making another U-turn after several vehicles passed through the intersection.

Surveillance footage reportedly showed the victims' vehicle attempting to avoid the pickup by moving into the westbound lanes. However, the vehicles collided while the pickup was still completing the turn.

The complaint states that police located the pickup shortly afterward near 11th Avenue North and Emerson Avenue North, less than a mile from the crash scene. Officers observed significant front-end damage.

Investigators traced the vehicle's registration to a Faribault County towing company. The company provided information identifying Darkow as the driver of the pickup, according to the complaint.

Police also obtained photographs and surveillance footage from nearby residents that allegedly showed Darkow abandoning the damaged vehicle and fleeing the area on foot. Investigators noted that the person in the footage was wearing a distinctive black sweatshirt that Darkow had reportedly worn two days earlier.

Authorities located Darkow on Thursday, October 22, 2026, and took Darkow into custody in connection with the investigation.

The felony charge carries a maximum possible sentence of five years in prison, a $10,000 fine, or both if convicted.

The allegations contained in the criminal complaint have not been proven in court, and Darkow is presumed innocent unless and until proven guilty.

BURNSVILLE, MINNESOTA: The Burnsville Police Department is investigating a robbery involving a knife that occurred Friday afternoon, October 23, 2026, at a Speedway gas station near County Road 42 and Lac Lavon Drive.

According to information obtained by Limitless Media News, the incident occurred around 12:40 p.m. Initial reports indicated that an elderly woman may have been targeted in an attempted armed robbery at or near the gas station. The Burnsville Police Department subsequently confirmed to Limitless Media News that a robbery occurred at the Speedway located at the intersection of County Road 42 and Lac Lavon Drive. Police confirmed that a knife was used during the incident and that no injuries were reported.

Authorities have not confirmed whether the victim was an elderly woman or provided additional details about the circumstances surrounding the robbery, including whether any property was taken.

Bloomington Police Assisted in Response

The Bloomington Police Department assisted Burnsville officers in responding to the incident, according to Burnsville police. We know K9s and drones were used by law enforcement in the process of their search for the suspect.

As of the department's latest statement to Limitless Media News, no suspect had been arrested, and the investigation remained active. Police also confirmed that they did not have a suspect description available for public release.

Authorities have not released information about the suspect's possible direction of travel, whether a vehicle was involved, or what led up to the confrontation.
