Nepali, Indian students face deportation

Responding to an exclusive enquiry of southasia.com.au, a spokesperson for Department of Immigration and Border Protection has revealed that in the financial year 2013-14, as many as 659 Indian and 224 Nepali students had had their student visas cancelled.

If you are a ‘course-hopper’ who changes course for a cheaper college once you arrive in Australia or a ‘ghost-student’ that turns up at colleges once in a blue moon then rest assured officers from the Department would be interested to talk to you.

The term ‘course-hopping’ refers to the behaviour of entering Australia on streamlined visa processing (SVP) eligible courses and then switch to cheaper unrecognised ones soon after arrival. ‘Students who engage in this type of behaviour are likely to be in breach of their visa conditions and may, as a result, be subject to visa cancellation,’ Assistant Minister for Immigration and Border Protection Michaelia Cash had warned as early as January 2014.

Now hard facts and figures indicate hundreds of students from Nepal and India are facing possible deportation for breaching their visa conditions.

Whereas the Department is appreciative of the contribution Nepali and Indian students ‘make to both academic life and the communities in which they live’, it has beefed up measures to combat fraudulent behaviours in recent times and does not tolerate non-compliance of visa conditions anymore. “All student visa holders are required to comply with their visa conditions throughout their stay in Australia and ensure that they have the appropriate visa for their intended course of study. Student visa holders who do not comply may have their visa cancelled,” the spokesperson warned.

Information obtained by southasia.com.au shows 34,130 Indian and 10,651 Nepalese nationals were granted student visas in 2013-14 financial year alone.

On the other hand, a total of 253,046 international students were granted visas in 2011-12 and 259,278 in 2012-13 out of which there were 10,587 cancellations in 2011-12 and 8,930 in 2012-13.

According to the Department, student ‘visas are cancelled for a variety of reasons, including when a student is no longer enrolled in a course of study at the appropriate level or fails to comply with their visa conditions relating to work restrictions and course requirements.’

“Student visa holders in Australia are notified that the Department is considering cancellation of their visa and are provided with an opportunity to provide reasons why their visa should not be cancelled,” the Spokesperson said to southasia.com.au when asked what would happen to those whose visas have already been revoked.

The southasia.com.au understands more rigorous mechanisms are being put in place to monitor and counter illegal practices in the wake of a number of media reports of fraudulent activities both by students and agencies.

Students engaged in course-hopping are from Nepal, India, China and Vietnam among other countries, it is learnt. Although this behaviour exists among students, it is not the biggest issue facing the Australian immigration. According to the Department, “Recent Departmental analysis indicates that the overall proportion of students engaging in ‘course hopping’ remains relatively small.”

iPhone 5s fingerprint sensor 'hacked' within days of launch 2013

The group, known as the Chaos Computer Club (CCC), demonstrated that a fingerprint of the phone user, photographed from a glass surface, was enough to create a fake finger that could unlock an iPhone 5s secured with TouchID.

The print was first photographed with 2400 dots per inch (dpi) resolution. The resulting image was then cleaned up, inverted and laser printed with 1200 dpi onto a transparent sheet with a thick toner setting. Finally, pink latex milk or white woodglue was smeared into the pattern created by the toner on the transparent sheet.

After it had set, the thin latex print was lifted from the sheet, breathed on to make it a tiny bit moist and then placed onto the sensor to unlock the phone. This process has been used with minor refinements and variations against the vast majority of fingerprint sensors on the market, according to the CCC.

The CCC said in a blog post that although Apple claims its fingerprint sensor is much more secure than previous fingerprint technologies, it simply has a higher resolution than previous sensors, so all the CCC needed to do was increase the resolution of its fake.
"We hope that this finally puts to rest the illusions people have about fingerprint biometrics. It is plain stupid to use something that you can´t change and that you leave everywhere every day as a security token", said Frank Rieger, spokesperson for the CCC.
"The public should no longer be fooled by the biometrics industry with false security claims. Biometrics is fundamentally a technology designed for oppression and control, not for securing everyday device access."
Commenting on the news, security expert Graham Cluley reiterated the CCC's claims that fingerprints are not secrets, and can easily be picked up and copied by others.
"Relying on your fingerprints to secure a device may be okay for casual security – but you shouldn’t depend upon it if you have sensitive data you wish to protect," he said.
Apple did not respond to a request for comment on the hack.
This is the third security flaw discovered since the phone and its iOS 7 software were released last week. First, Jose Rodriguez, a 36-year-old soldier living in Spain’s Canary Islands found a security vulnerability in iOS 7 that allows anyone to bypass its lockscreen in seconds to access photos, email, Twitter and more.
Then Karam Daoud, a 27-year old Palestinian living in the West Bank city of Ramallah, demonstrated that he was able to make a call to any number from a locked iPhone running iOS 7 by exploiting a vulnerability in its emergency calling function. Both vulnerabilities were first reported by Forbes.
Notably, no one has yet managed to extract a fingerprint rendering from the iPhone itself, where Apple says it is held on a secure chip. The CCC's method relies on capturing a high-quality fingerprint elsewhere, and having access to the phone.
Speaking to BusinessWeek just after the iPhone 5S was unveiled, Craig Federighi, Apple's head of software, said that Apple's focus had been on making sure that fingerprints could not be extracted from the phone.
"No matter if you took ownership of the whole device and ran whatever code you wanted on the main processor, [you] could not get that fingerprint out of there. Literally, the physical lines of communication in and out of the chip would not permit that ever to escape," he said.

किन परेनन् उपेन्द्र

उपेन्द्रले कहिल्यै पनि आफूसँगको सम्पत्तीका विषयमा खुलेर कुरा गर्दैनन्, दुई वर्ष अघिको एउटा अन्र्तवार्तामा तपाईंसँग कति छ सम्पत्ती भन्ने प्रश्नमा उनी खुलेनन्, उनले मुस्काउ“दै भन्न थाले, ‘सबैभन्दा धनी भनिएपछि सम्पत्तिका बारेमा चासो राखिनु स्वाभाविक हो । तर, एउटा उद्यमीको सम्पत्ति ऊस“ग भएको नगद होइन, उसको लगानीको बजार मूल्य हो, म आफ्नो सम्पत्ति यतिउति छ भन्न चाहन्न“ । तर, राम्रै अवस्थामा छु, धेरै धनी हुने इच्छा छैन, तर मनले निक्कै धनी छु ।’ उपेन्द्रले अर्वपतीको सूचीमा आउनका लागि अहिलेसम्म आफ्नो लगानी, प्रतिफल र ऋणको विवरण फब्र्सलाई बुझाएका छैनन्, फब्र्सको सूचीमा पर्ने दोस्रो बाटो अन्र्तगत उनी अहिलेसम्म फब्र्सको रडारमा पनि परेका छैनन् । यही कारण उनी फब्र्सको सूचीमा छैनन् ।
चौधरलाई किन चाहियो फब्र्स

अष्ट्रेलियाको आप्रवासन मन्त्रालयले गएको वर्ष झण्डै १० हजार विदेशी विद्यार्थीको भिषा रद्द गरेको छ । विद्यार्थी भिषा रद्द भएसँगै धेरै विद्यार्थीहरुले आफ्नो पढाइ बिचमै छाडेर आ-आफ्नो मुलुक र्फकनुपरेको छ ।
आर्थिक वर्ष २०११/१२ मा कक्षामा उपस्थिति तथा अध्ययनको स्तरका आधारमा न्युनतम मापदण्ड पूरा गर्न नसकेका २ हजार २ सय १९ जना विदेशी विद्यार्थीको विद्यार्थी भिषा रद्द गरिएको अष्ट्रेलियाबाट प्रकाशित कम्युनिटी न्यूज पोर्टल ले जनाएको छ । त्यस्तै खराब आचरण भएको भन्दै २ जना तथा गलत वा फर्जी कागजात पेश गरेको कारण देखाउँदै १५ जना विदेशी विद्यार्थीको भिषा रद्द गरिएको छ ।
बिद्यार्थी बनेर अष्ट्रेलिया आइपुगेका नक्कली विद्यार्थीहरुको समेत रद्द गरिएको मन्त्रालयका प्रवक्ताको भनाइ छ । नक्कली विद्यार्थी, भिषा नियम उल्लंघन गरेका तथा स्वेच्छाले भिषा रद्द गर्न लगाएका गरी थप ३ हजार १ सय ७ जना विदेशी युवाको पनि विद्यार्थी भिषा रद्द भएको छ । तथ्यांक अनुसार यो वर्ष अगष्टसम्ममा अस्ट्रेलियामा पूरै शुल्क तिर्ने गरी विद्यार्थी भिषामा ४ लाख ६१ हजार ४ सय ७७ जना विदेशी विद्यार्थी भित्रिएर विभिन्न कलेज विश्वविद्यालय, तथा माध्यामिक तहमा भर्ना भएका छन् । यो संख्यो अघिल्लो वर्षको तुलनामा ७.६ प्रतिशत कम हो ।
विदेशी विद्यार्थीहरुले गर्ने खर्चले अस्ट्रेलियाली अर्थतन्त्रमा महत्वपूर्ण योगदान गरिरहेको छ । आर्थिक वर्ष सन् २०१०।११ मा विदेशी विद्यार्थीमार्फत अस्टेलियाली अर्थतन्त्रमा १६ अर्ब ३० करोड अमेरिकी डलर भित्रिएको थियो । अस्ट्रेलियामा अध्ययन गर्न जाने विदेशी विद्यार्थीबाट केवल आर्थिक लाभ मात्र नभएर सामाजिक तथा सांस्कृतिक सम्बन्ध विस्तारमा सघाउ पुग्ने र त्यसले अस्टेलियाली जीवनस्तर तथा अध्ययन संस्कृतिमै सकारात्मक प्रभाव छाड्ने विज्ञहरु बताउँछन् ।

Australia has decided to close down three vocational colleges for non-compliance of training standards, a move that will impact more than 500 Indian students enrolled in these institutes. However, Australian high commissioner to India Peter Varghese on Wednesday assured that Indian students affected by closures will be protected.

He was commenting on the move by Australia's vocational education regulator, the Australian Skills Quality Authority (ASQA), to shut down two non-compliant vocational education and training colleges in Victoria and one in New South Wales (NSW).

Following comprehensive compliance assessments, including multiple site visits by ASQA officers, the ASQA audits concluded that the colleges were non-compliant with the standards that providers are required to meet in the delivery of training to domestic and international students.

"The decision to reject a training organization's registration is not one we take lightly but the interests of students and the integrity of training standards across the VET sector have to be upheld," said ASQA chief commissioner Chris Robinson.

"The institutions have the right to have ASQA's decision reviewed which may delay or change it," he said.

Dozens of army personnel were racing to the crash site, said Nepalese army spokesman Ramindra Chhetri, to bring the blaze under control.

The nationality of the passengers was not immediately clear.

Nepal has a poor road network and large numbers of tourists, pilgrims and professional climbers often rely on the country's 16 domestic airlines and 49 airports to reach remote areas.

The latest fatal crash in Nepal -- the sixth in less than two years -- could potentially lead to new scrutiny of the country's numerous small airlines, which provide vital links to remote parts of the country.

Aircraft and pilots often have to contend with bad weather and difficult landing strips in the Himalayan nation.

In another recent accident in Nepal, a small Agni Air plane taking tourists to a treacherous high-altitude airport near the Annapurna mountain region ploughed into the ground, killing 15 people on board.

संसारका विभिन्न मुलुकबाट हजारौँ डलर खर्च गरेर उच्च शिक्षा अध्ययनका लागि विद्यार्थीहरु अस्टे्रलिया आउँछन् । हजारौँ डलर खर्च गरेर उच्च शिक्षा लिनु, करिअर निर्माण गर्नु र अस्टे्रलियालाई नै कर्मथलो बनाउनु अधिकांश विद्यार्थीको उद्देश्य हुन्छ । यहाँका नाम चलेका विश्वविद्यालयहरुमा पैसा खर्च गरेरै भए पनि अध्ययन गर्न पाउनु आफैँमा एउटा अवसर पनि हो । अन्तर्राष्ट्रिय मान्यता प्राप्त यहाँका विश्वविद्यालयको सर्टिफिकेट प्राप्त गरेपछि स्वदेशमा नै फर्केर आफ्नै मुलुकमा योगदान पुर्‍याउनेहरु प्रशस्तै छन् । अस्टे्रलियाका विश्वविद्यालयहरुमा हजारौँ डलर खर्चेर अध्ययन-अनुसन्धान गर्न आउने आउन चाहनेहरुलाई यो थाहा नहुन पनि सक्छ कि अस्टे्रलियाको सरकारले हजारौँ अन्तर्राष्ट्रिय विद्यार्थीहरुले वर्षेनी छात्रवृत्ति प्रदान गरेर उच्च शिक्षाको अवसर पनि प्रदान गर्दछ । यस्तो छात्रवृत्तिबाट हालसम्म ४ सयभन्दा बढी नेपाली विद्यार्थीहरु लाभान्वित भएको अस्टे्रलियाका अध्यागमन मन्त्री क्रिस बावेनले हालसालै नेपालीको एउटा कार्यक्रममा सार्वजनिक रुपमा जानकारी गराएका थिए ।

वाषिर्क करिब २८ हजार बराबरको अध्ययन शुल्कका अतिरिक्त पुस्तक खरिद, बसाइँ ब्यवस्थापन र दैनिक खर्चका लागि अतिरिक्त खर्च एवं नेपाल जाने आउने खर्चका लागि समेत प्राप्त हुने गरी छात्रवृत्ति प्राप्त गर्नु अर्को ठूलो अवसर हो । यस्तो अवसर अस्टे्रलियामा आउन चाहने सबै विद्यार्थीहरुका लागि भने प्राप्त हुँदैन तर अलि बढी लगाव र लगनशील विद्यार्थीहरुले यो अवसर प्राप्त गर्न सक्छन् ।

अस्टे्रलियन सरकारको असएड छात्रवृत्ति कार्यक्रमअन्तर्गत वर्षेनी सयौँ विद्यार्थीहरु संसारका विभिन्न मुलुकबाट यहाँ उच्च शिक्षा अध्ययन र अनुसन्धान गर्न आउँछन् । यस वर्ष अर्थात् सन् २०१२ मा पनि यस कार्यक्रमअन्तर्गत ८० जना विद्यार्थी नेपालबाट अध्ययन अनुसन्धानका लागि यहाँ आउँदैछन् ।

नेपाली दूतावास क्यानबेराले दिएको तथ्याङ्कअनुसार सन् २०११ मा यस कार्यक्रमअन्तर्गत ४८ जना विद्यार्थी/अनुसन्धाताहरु अस्टे्रलिया आएका थिए । अर्थात्, कार्यक्रमको बजेटअनुसार हरेक वर्ष विद्यार्थीहरुको सङ्ख्या थपघट भइरहन्छ तर पछिल्ला वर्षहरुमा यसरी अवसर प्राप्त गर्नेहरुको संख्या बढ्दो छ ।

अस्टे्रलियन सरकारले आफ्नो वाषिर्क बजेटको झण्डै २ प्रतिशत रकम अन्तर्राष्ट्रिय सहायताका लागि छुट्टयाउँछ । सन् २०१२-१३ मा यो राशि करिब ५.२ बिलियन डलर रहेको छ । असएडले गर्ने अन्तर्राष्ट्रिय सहयोग खासगरी कम विकसित र अल्पविकसित मुलुककका शिक्षा, स्वास्थ्य, वातावरण, बाल अधिकार रक्षा, मानवअधिकार, लैङ्गिक समानता, जलवायु परिवर्तन लगायतका क्षेत्रमा केन्दि्रत हुन्छ । नेपालले असएडअन्तर्गत यो वर्ष ३५ मिलियन डलर सहयोग प्राप्त गर्नेछ । अपि|mका, मध्यपूर्वी एसिया, क्यारेबियन, ल्याटिन अमेरिका तथा इण्डोनेसियाली र प्रशान्त क्षेत्रमा यस्ता कार्यक्रम सञ्चालन हुँदैआएका छन् । जसमा मुख्य रुपमा गरिबी निवारणका लागि जनतालाई सहयोग कार्यक्रमअन्तर्गत यी रकमहरु खर्च गरिन्छन् ।

सन् १९७४ मा अस्टे्रलियन विकास सहयोग संस्था (Australian Developmapt Assistance Agency-ADDA) को रुपमा सुरु भएको यो कार्यक्रम सन् १९९६ देखि AUSAD (असएड) का रुपमा सञ्चालन गरिएको हो । सन् २०१० देखि अस्टे्रलियाको परराष्ट्र मन्त्रालयले यस निकायको रेखदेख, व्यवस्थापन र कार्य सञ्चालन गर्दै आएको छ । असएड कार्यक्रमको महत्वपूर्ण अङ्गको रुपमा रहेको शिक्षाअन्तर्गत दिइने छात्रवृत्तिका बारेमा यस आलेखमा चर्चा गर्ने प्रयास गरिएको छ ।

असएड छात्रवृत्ति दुई किसिमबाट दिइन्छ । डेभलपमेन्ट अवार्ड र लिडरसीप अवार्डका रुपमा । दुवै छात्रवृत्तिअन्तर्गत असएडले सहयोग पुर्‍याउने मुलुकका विद्यार्थीहरुलाई अस्टे्रलियाका विभिन्न विश्वविद्यालयमा अध्ययनको अवसर प्रदान गरिन्छ । जसका लागि हरेक वर्ष निश्चित संख्यामा आवेदन खुला गरिन्छ र यहाँका विश्वविद्यालयहरुमा स्नातकोत्तर विद्यावारिधि गर्नका लागि योग्यता पुगेका व्यक्तिहरुले आवेदन गर्न सक्दछन् । यसरी छात्रवृत्ति प्राप्त गर्ने व्यक्तिले आफ्नो अध्ययन पूरा भएपछि कम्तीमा दुई वर्षका लागि आफ्नै देश (स्वदेश) फर्केर सेवा गर्नुपर्ने सम्झौतापत्रमा भने पहिल्यै हस्ताक्षर गर्नुपर्छ ।

यस्तो छात्रवृत्ति प्राप्त गर्न नेपालको कम्तिमा स्नातक तह उत्तीर्ण गरेको, कम्तीमा २ वर्षको कार्य अनुभव र अङ्ग्रेजी (IELTS) मा ६.५ समग्र ब्याण्ड स्कोर गर्नुपर्ने हुन्छ । हालसम्म यस्तो छात्रवृत्ति प्राप्त गर्ने नेपालीहरु नेपालकै कुनै सरकारी निकाय वा प्रतिष्ठित संस्था/संस्थानमा काम गरेका अधिकांश छन् ।

यी दुवै छात्रवृत्तिहरु पनि लामो र छोटो अवधिका हुन्छन् । कुनै छोटो समयको निश्चित तालिका सकेर फर्किनुपर्ने पनि हुन्छ, जसबाट आफूले काम गरिरहेको क्षेत्रमा थप दक्षता हासिल गर्न सकिन्छ भने लामो समयको अध्ययनले डिग्री सर्टिफिकेटका साथै योग्य र सक्षम व्यक्तित्व निर्माण गर्दछ ।

यस छात्रवृत्तिअन्तर्गत लामो समय अवधिका लागि अस्टे्रलियाका नेशनल युनिभर्सिटी मोनाश, युटिएस, सिडनी लगायतमा अध्ययन अनुसन्धान गरिरहेका अधिकांश नेपाली विद्यार्थीहरु अध्ययन सकेर स्वदेशमै काम गर्ने योजना बनाइरहेका छन् ।

माथि उल्लेखित दुई अवार्डमध्ये लिडरसीप अवार्डलाई अलि प्रतिष्ठित छात्रवृत्ति मानिन्छ । यो छात्रवृत्ति पाउन अलि बढी नै प्रतिस्पर्धा गर्नुपर्ने र सीमित संख्यामा मात्रै विद्यार्थी छनोट गरिने भएकाले अलि बढी गुणस्तरीय शिक्षा प्राप्त हुन्छ । यसै अवार्डअन्तर्गत अस्टे्रलियन नेशनल युनिभर्सिटीमा विद्यावारिधि गरिरहेका विनोद चापागाईंको अनुभवमा अलि बढी नेतृत्व विकाससम्बन्धी कुराहरुमा अध्ययन केन्दि्रत हुनछ । आफ्नो अनुसन्धानको विषयका अतिरिक्त अस्टे्रलियाका विभिन्न विषय धार्मिक, सांस्कृतिक, सामाजिक क्षेत्रका नेतृत्वकर्ताहरुसँग अन्तक्रिया, छलफल, भेटघाट र कार्यक्रमहरु गरी विद्यार्थीहरुलाई पनि स्वदेश फर्केपछि आफ्नो कार्यक्षेत्रमा नेतृत्वदायी भूमिका खेल्न सक्ने बनाउनु यसको उद्देश्य हो ।

त्यसैले यस अवार्डका लागि छनोट गरिदा पनि नीति निर्माण तहमा काम गरेका अलि बढी नेतृत्व क्षमता भएका र भविष्यमा पनि आफ्नो कार्यक्षेत्रमा त्यसरी नै योगदान दिन सक्ने व्यक्तिलाई मात्रै यस्तो छात्रवृत्तिको अवसर प्रदान गरिन्छ । चापागाईंको अनुभवमा पनि यस छात्रवृत्तिका लागि छनोट हुनु निकै गौरवको कुरा हो ।

यसरी छात्रवृत्ति प्राप्त गर्ने विद्यार्थीहरुले अस्टे्रलिया बसाइका क्रममा वर्षमा निश्चित घण्टा काम गर्न, परिवार समेत ल्याउन सक्ने व्यवस्था छ ।

सूचना र जानकारीको अभावमा क्षमतावान् हजारौँ नेपालीहरु घरखेत घरौटी राखेर निजी खर्चमा अध्यन गर्न अस्ट्रेलिया वा अन्य कुनै देश जाने गरेका छन् । लाखौँ रुपैयाँ खर्च गरेर अस्टे्रलिया आई उच्चशिक्षा हासिल गर्न चाहनेहरुले यस छात्रवृत्तिअन्तर्गत आफूलाई पनि योग्य उम्मेदवारका रुपमा प्रस्तुत गरी अवसर प्राप्त गर्नु अझै गौरवको कुरा हुन्छ ।

Hundreds of Indian & South asians students face deportation from UK

LONDON: Hundreds of Indian students face deportation from UK after the British government on Thursday revoked London Metropolitan University's (LMU) licence to teach and admit anybody from outside the European Union. The Indian High Commission on Thursday sent a diplomat to meet LMU officials to assess the situation while MP Keith Vaz sought quick clarification from its authorities.

More than 2,600 students from non-EU countries will be hit by the border agency's step, and a large number of these are Indians. "We will support efforts to ensure those meeting current visa requirements can identify alternative places to study," the British home office told TOI. Such students would have 60 days to find an alternative institution to absorb them or return home.

On Wednesday, the UK border agency said LMU, which has around 30,000 students , had "failed to address serious and systemic failings" identified six months ago. A statement on the LMU website said the implications of the revocation are "hugely significant and far-reaching" . It added, "Our absolute priority is to our students, both current and prospective, and the university will meet all its obligations to them."

A survey by the border agency revealed that over 26% of students there do not have valid visas to remain in Britain. Indians falling in this category are, therefore, likely to be asked to go back to India. In 40% of cases, adequate tests to determine competence in English wasn't carried out, something that all UK universities are obliged to do.

"For the sake of this university and others, especially at this time of year, I hope the minister will urgently clarify the situation," wrote Vaz, chairman of the home affairs select committee, to UK immigration minister Damian Green on Thursday.

Trouble is a number of less distinguished universities are struggling with their finances even after a threefold increase in tuition fee for domestic students.

Some of them are, consequently , attempting to balance their books with an indiscriminate intake and retention of foreign students, whether they are entitled to be so treated or not.

The UK's National Union of Students contacted Prime Minister David Cameron to "express anger at the way decisions have been made in recent weeks and to reiterate the potentially catastrophic effects on higher education as a £12.5bn per year export industry for the UK" .

"The decision will create panic for students not just at London Met but also all around the country," said union president Liam Burns, adding that the decision could have been limited to future students rather than existing ones.

अष्ट्रेलियामा स्थायी वसोवास गर्ने अर्थात पीआर लिने नेपालीहरुको संख्या २६ हजार पुगेको छ । अष्ट्रेलियाका आप्रवास तथा नागरितासम्बन्धी मन्त्री क्रिस्ड बाओएनले पछिल्लो ६ बर्षमा स्थायी बसोबास गर्ने नेपालीहरुको संख्या ह्वात्तै बढेको जानकारी दिनुभएको अष्ट्रेलियाबाट संचालित कम्युनिटी न्यूज पोर्टल एयुनेपाल डटकमले जनाएको छ ।

मन्त्री बाओएनका अनुसार सन् २००६ मा जम्मा ५ हजार नेपालीहरुले अष्ट्रेलियामा पीआर पाएको सन २०११को अन्त्यसम्ममा यो संख्या २६ हजार पुगेको हो । गैरआवासीय नेपाली संघको ७ औं क्षेत्रीय सम्मेलनलाई सिड्नीमा केहीवेरअघि सम्बोधन गर्दै उहाँले अष्ट्रेलियामा नेपाली समुदायले छोटो समयमा निकै धेरै प्रगति गरेको बताउनुभयो । उहाँले थप नेपालीहरु स्थायी बसोबासीका रुपमा स्वागत गर्न अष्ट्रेलिया तयार रहेको बताउनुभयो ।

बहुसंस्कृति समाजले बिश्वका धेरै देश टुक्रिएको दृष्टान्त भएपनि अष्ट्रेलियाले बहुसांस्कृतिक समाजमार्फत एकता हुन्छ भन्ने सन्देश बिश्वलाई दिएको छ उहाँको धारणा थियो ।सम्मेलनलाई सम्बोधन गर्दै अष्ट्रेलियाको लेवर पार्टीका सांसद डा. जिइफ लिले आप्रवास नीतिको पुनरावलोकन भइरहेको त्यसमा नेपाली समुदायबाट रचनात्मक सुझावहरु आइरहेका बताउनुभयो । पुनरावलोकनसम्बन्धी बोर्डमा नेपाली समुदायबाट समेत प्रतिनिधि राखिएको उहाँले जानकारी दिनुभयो ।

३२ बर्ष क्यानाडा बसोवास गरेको व्यक्तिलाई देश निकाला गरिँदै

क्यानाडामा ३२ बर्ष देखि स्थायी बसोवास पत्र (Permanent Residency – PR) प्राप्त गरी बसोवास गरिरहेको एक पोर्चुगीज नागरिकलाई क्यानाडा सरकारले स्थायी बसोवास पत्र समयमा नै नविकरण नगरेको निहुँमा देश निकाला गर्दैछ।

यहाँस्थीत रेडियो-क्यानाडा र एएफपीले जनाएअनुसार जोसे पिएरे नाम गरेका ती ५८ बर्षीय पोचुगीज (Portugal) नागरीकले आफू क्यानाडामा स्थायी बसोवास (PR) प्राप्त गरी बसोवास गरिरहेको र यहाँको नागरिकता (Citizenship) नलिएकोले जनाएका छन्।
हालै उनले क्यानाडाको नागरिकता आवेदन गर्दा उनले केही बर्ष अगाडी क्यानाडा सरकारले उनको बारेमा सोधपुछ गर्न पत्र पठाएकोमा उक्त पत्र हराएपश्चात उनले त्यसको जवाफ दिन नपाएपश्चात उनलाई क्यानाडा सरकारले देशव्यापीरुपमा वारेन्ट काटेको जनाइएको छ।
ती व्यक्तिको क्यानाडाको मोन्ट्रिएलमा घर, श्रीमती, छोराछोरी र नाति नातिना समेत भइसकेको अवस्थामा देश निकाला गरिन लागिएको हो।
उनले ३२ बर्षको क्यानाडाको बसाईमा यहाँको कुनै पनि कानून नतोडेको र सबै नीति नियमहरु पलना गरेर बसोवास गरिरहेका जनाएका छन्।
यस प्रकारको घट्नाले क्यानाडामा रहेका नेपालीहरुले यदि यहाँ स्थायीरुपले बसोवास गर्ने हो भने कुनैपनि सरकारी पत्रको ख्याल गर्नुपर्ने र सकेसम्म समयावधि पुगेपश्चात क्यानेडिएन नागरिकता लिनु जरुरी देखिएको छ।
क्यानाडाको कानून अनुसार कुनैपनि स्थायी बसोवासपत्र प्राप्त व्यक्ति लगातार ४ बर्षको अवधिमा क्यानाडामा ३ बर्ष बसोवास गरेको छ भने यहाँको नागरिकता पाउनको लागि योग्य मानिन्छ। ती पोर्चुगिजले नागरिकता पाउने योग्यता धेरै पटक पुगेता पनि उनले नागरिकता नलिएको अनुमान लगाउन सकिन्छ।

क्यानाडा माइग्रेशनमा आमूल परिवर्तन हुने, भाषा र उमेरमा बढी नम्बर

गत जुन महिनाको अन्त्यदेखि एक्कासी स्थगन हुन पुगको क्यानाडाको Federal Skilled Worker (FSW) Program सन २०१३ मा पुनः खुल्ने सम्भावना भएता पनि पहिलेको तुलनामा छनौट प्रक्रियामा केही परिवर्तन हुने देखिएको छ ।
हिजो क्यानाडाका इम्मिग्रेशन विभागले निकालेको सूचनाअनुसार आगामी जनवरी १ तारिख देखि प्रारम्भ गरिने उक्त FSW Program मा बिशेषगरी अंग्रेजी तथा फ्रेन्च भाषामा बढी नम्बर दिइने (२८ नम्बर), श्रीमती वा श्रीमानको अंग्रेजी भाषाको लागि पनि नम्वर दिइने (५ मार्क) र आवेदन गर्नु अगाडी नै आफ्नो शैक्षिक योग्यताको प्रमाणपत्रलाई पहिले नै क्यानाडामा equivalency गराउनु पर्ने प्रावधान रहनेछ ।
१०० पूर्णांकमा विभिन्न विधामा दिइने नम्बर परिवर्तन गरिएता पनि पासमार्क भने ६७ नै रहने जनाइएको छ ।
त्यसैगरी यस अगाडी २१ देखि ४९ बर्ष उमेर पुगेका लाई उमेर विधामा १० नम्बर दिइनेमा त्यसलाई परिवर्तन गरी १८ बर्ष देखि ३५ बर्ष उमेर पुगेकालाई १२ नम्बर दिइने जनाइएको छ । जसअनुसार जति बर्ष उमेर बढ्छ त्यति नै नम्बर कम हुँदै जानेछ, जस्तै ३६ बर्षलाई ११ नम्बर, २७ लाई १०, ३८ लाई ९, आदी ।

कामको अनुभवका आधारमा यस अगाडी ४ बर्षको अनुभव प्राप्त गरेकालाई २१ नम्बर दिइने रहेकोमा हाल त्यसलाई घटाएर बढीमा १५ नम्बरमात्र पाउनेछ भने ४ वा ५ बर्षको कामको अनुभव भएकाले १३ नम्बर र ६ बर्ष भन्दा बढीको कामको अनुभव भएकाले मात्र १५ नम्बर पाउनेछन् ।
शैक्षिक योग्यताको हकमा पनि नम्बर दिइने प्रक्रियामा आमूल परिवर्तन भएको छ । जसअनुसार २५ नम्बर पाउनका लागि पी.एचडी. गरेको हुनुपर्छ भने कुनै पनि एउटा बिषयमा माष्टर गरेकाले २३ नम्बर पाउनेछन् ।
तदअनुसार निम्न बिषयहरुमा निम्न प्रकारले अधिकतम नम्बर दिइने जनाइएको छः

१) भाषिक ज्ञान – २८ (अंग्रेजीमा २४, फ्रेन्च ४)

२) उमेर – १२ (१८ देखि ३५ बर्ष मुनिका)

३) कामको अनुभव – १५

४) शैक्षिक योग्यता – २५ (पी.एचडी लाई २५, माष्टर्डलाई २३, २ वटा व्याचलर लाई २२ र एउटा व्याचलर २१)

५) क्यानाडाको Arranged employment – १०

६) Adaptability – १० (पहिले क्यानाडामा काम गरेको, नातेदार क्यानाडामा रहेको, श्रीमात।श्रीमतीको अंग्रेजी भाषाको ज्ञान, आदी)

आगामी २०१३ जनवरी महिना देखि खुल्ने FSW program मा माथि दिइएबमोजिमले छनौट गरिनेसमेत समाचारसूत्रले जनाएको छ ।

दरबार हत्याकाण्डपछी अर्को कोतपर्बको तयारीको खुलासा

भरत दाहाल –‘१२ बुँदे समझदारी’ गरेर दिल्लीको अतिथि गृहबाट काठमाडौंतिर छिर्दा पुष्पकमल र बाबुरामले गिरिजाप्रसाद कोइरालालाई ‘राष्ट्र पिता’ र कांग्रेस–एमालेलाई ‘लोकतन्त्र’का पक्का साथी भन्दै यसरी संसदवादीहरुको जयगान गाएका थिए, जसरी उनीहरुले ग्रामीणवस्तीका युवाहरुको रगतलाई दोहन गर्न १० वर्षसम्म उनीहरुलाई ‘जनताका सर्वोत्तम छोराछोरी’को फेटा बाँधिदिएका थिए। तिनै ‘जनताका सर्वोत्तम छोरा–छोरीहरु’ लाई एउटै चिहान बनाएर आफू त्यही राज्यको मालिक बन्न आइपुगेको परिदृश्यलाई उस्तै प्रकारको सारतत्वसहित पुनरावृत्ति गर्दै अहिले पुष्पकमलले उद्घोष गरेका छन्– कांग्रेसको नेतृत्व स्वीकार गरिन्न र ‘एकल जातीय राज्य’का पक्षधरहरुको मोर्चा बनाएर सडकबाटै हिसाब किताब चुक्ता गरिन्छ।
पुष्पकमल र बाबुरामहरु कुनै भ्रम वा आवेशले मात्र बोलिरहेका छैनन्। उनीहरुलाई अगाडि राखेर साम्राज्यवादी–विस्तारवादी शक्तिहरुले चरणवद्ध रुपमा जुन–जुन कामहरु फत्ते गर्ने योजना बनाएका छन्, यो त्यसैको नयाँ अभिव्यक्ति हो भन्ने तथ्यलाई बुझ्न एक पटक इतिहासका घटनाहरुको पुनःस्मरण गर्न आवश्यक छ।
विदेशी योजनामा नेपालको धनजनको विनाश गर्नका लागि १० वर्षसम्म उनीहरुले ‘क्रान्ति’ शब्दको चयन गरेका थिए। यिनीहरुले दिल्लीमा लिखित बिन्तीपत्र हालेर भारतीय विस्तारवादका विरुद्ध ‘सुरुङ युद्ध’ को निर्णय गरेका थिए भन्ने कुरा एसडी मुनीबाट सार्वजनिक भइसकेको छ। देशको विध्वंशको कामलाई पूरा गरिसकेपछि आफूसँग भएको ‘सेना’लाई विसर्जन गर्ने विदेशी योजनाअन्तर्गत यिनीहरुले घाँटी फुट्ने गरी ‘सम्मानजनक सेना समायोजन’को रडाको मच्चाएका थिए। पार्टी पंक्तिलाई संसदीय आहालमा डुबाएर शक्ति सञ्चय गर्नका लागि उनीहरुले चयन गरेको नारा थियो– जनविद्रोह। २०५७ सालको सम्मेलनमा जनसेना निर्माण, मुक्त इलाका र रणनीतिक सन्तुलनको निर्णय गरी पार्टीलाई क्रान्तिकारी भावनामा बरालेर त्यही सम्मेलनबाट गोलमेच सम्मेलन, अन्तरिम सरकार र आत्मसमर्पणको नीति पारित गर्ने कुटिल व्यक्तिहरु पनि यिनै हुन्। दरबार हत्याकाण्डमा आफ्नो संलग्नतालाई लुकाउन ‘वीरेन्द्रसँग कार्यगत एकता’ भएको हौवा खडा पनि यिनीहरुले नै गरेका थिए। ‘लोकतन्त्र’को ढोल बजाउँदै संसदवादीहरुको बुई चढेर संसदीय राजनीतिमा छिरिसकेपछि उनीहरुले आफ्नो सजातीय ऐजेरु वर्ग ‘मधेसवादी’हरुसँग सत्ता लुटको रणनीतिक गठबन्धन बनाए। संविधानसभा विघटन गरेर अराजकता मच्चाउने विस्तारवादी निर्देशनलाई कार्यान्वयन गर्नका लागि नै उनीहरुले आफूलाई संविधानसभाको ‘जन्मदाता’का रुपमा परिभाषित गरेका थिए।
नेपाली समाजलाई जातीय द्वन्द्वको थलो बनाउने साम्राज्यवादी–विस्तारवादी रणनीतिलाई अगाडि बढाउने कुनियत पूरा गर्नका लागि मार्क्सवादको वर्गीय छाता ओढ्नु, राष्ट्रिय अर्थतन्त्रको ‘पार्टी नीति’ देखाएर कुर्सीमा पुगेपछि विश्व बैंकका शर्तहरु कार्यान्वयन गर्नु, लुटेको धनप्रति आँखा नपरोस् भनेर पार्टीमा नेतृत्वको सर्वहाराकरणको प्रस्ताव लैजानु जस्ता दर्जनौं यस्ता उदाहरणहरु छन्, जो पुष्पकमल–बाबुरामका परिचय बनिसकेका छन्।
यी दुई व्यक्तिहरु साम्राज्यवादको विश्वव्यापी रणनीतिको नेपाल कडीका रुपमा सञ्चालित छन्। यिनीहरु जे बोल्छन् र गर्छन् त्यसभित्र आफ्नो कुरा केही हुँदैन। जात, धर्म, देश, वर्ग, समाज कतै पनि जरो नभएका ऐजेरुहरु जसका शरीरमा टाँसिन्छन्, त्यसको विनास गरि छाड्छन्। अहिले ‘एकल जातीय’ राज्यको बहानामा संसदवादीहरुका विरुद्धको उनीहरुको हुँकार उनीहरुको आफ्नो रोष नभएर साम्राज्यवाद–विस्तारवादको चेतावनी हो भनी बुझ्नु पर्दछ। पुष्पकमल र बाबुरामको योजना कार्यान्वयन गर्नका लागि अब वर्गको रगत उपलब्ध हुने सम्भावना छैन। त्यसैले साम्राज्यवादको छड्के नजर जातीय रगततिर सोझिएको छ। दाहाल र भट्टराईहरु यसैका लागि उपयोग गरिएका छन्।
साम्राज्यवाद–विस्तारवाद र त्यसको नवऔपनिवेशिक राजनीतिक एकाइका रुपमा रहेको यहाँको राज्यसत्ता नै जातीय उत्पीडनका आधार, स्रोत र कारकहरु हुन्। यस मानेमा यो राज्यको मालिक बनेर बसेका पुष्पकमल र बाबुराम नै पहिलो नम्बरका जातीय उत्पीडन गर्ने अत्याचारीहरु हुन्। उनीहरुले ‘एकल जातीय राज्य’ का नाममा मोर्चा बनाउने भनि गरेको घोषणा जातीय उत्पीडन अन्त्य गर्ने विषयसँग कतै पनि जोडिएको छैन। यदि यसो हुन्थ्यो भने उनीहरुले भारतीय विस्तारवादको निर्देशनमा कसैलाई सुईंकोसम्म नदिई संविधानसभाको म्याद छँदै अर्को चुनावको नाटक मञ्चन गर्दैनथे। ‘एकल जातीय राज्य’को पक्षमा मोर्चाबन्दी र कांग्रेसको नेतृत्व स्वीकार नगर्ने हुँकार दुवै कुरा संविधानसभाको विघटनपछि गृहयुद्ध भड्काउने विदेशी योजनासँग सम्बन्धित छन्।
नेपालमा गृहयुद्ध भड्काएर असफल राज्य बनाउने योजनाको पहिलो कडीका रुपमा दरबार हत्याकाण्ड भएको थियो। त्यो घटनाले देशको शक्तिकेन्द्रको रुपमा रहेको सेनालाई नेतृत्वविहीन बनायो र यसलाई विदेशीहरुको प्रभावभित्र पुर्‍याएर देशभित्र भइरहेका हस्तक्षेपहरु र अब हुनसक्ने सैन्य उपस्थितिको प्रतिरोधको सम्भावनालाई बन्द गरिदियो।
साम्राज्यवाद–विस्तारवादको दोस्रो कडी जातीय–क्षेत्रीय द्वन्द्व हो। यो योजनाका लागि त्यसले पुष्पकमल र बाबुरामका हातमा दुईवटा हतियारहरु थमाएको छ। एउटा हतियार प्रयोग गरेर उनीहरुले जातीय समुदायलाई, जनयुद्धकालका गरिबहरुलाईझैं मुर्गा बनाउन खोजिरहेका छन् भने अर्को हतियार कांग्रेसका विरुद्धमा सोझ्याउन सुरु गरेका छन्। ‘एकल जातीय राज्य’ को मोर्चाबन्दीभित्र लुकेको अर्थ हो– राज्यबाट ठगिएका जातिहरु हो, साम्राज्यवादका लागि रगत देऊ। कांग्रेसको नेतृत्व स्वीकार नगर्ने र संसदवादीहरुसँग सडकबाटै हिसाब–किताब चुक्ता गर्ने झुसिलो डकारको सोझो अर्थ हो– संसदीय राजनीतिमा बचेखुचेका मूल्य, मान्यता र विधिहरुलाई पनि ध्वस्त पारेर नेपाली समाजलाई एमाओवादी जस्तै पशु समाजमा परिणत गर। यो साम्राज्यवादी छद्म युद्धको दोस्रो ठूलो तयारीका रुपमा अगाडि आएको छ।
सबैलाई थाहा भएकै कुरा हो, कि नेपालको संसदीय राजनीतिक–प्रणालीको एक मात्र प्रतिनिधि संस्था कांग्रेस हो। बाँकी दलहरु संसदीय रस चुस्न घुसेका विजातीय तत्वहरु हुन्। सत्तावादी ‘कम्युनिस्ट’हरु त पेशेवर ठगकै रुपमा संसदभित्र छिरेका हुन्। कांग्रेसलाई ध्वस्त नगर्दासम्म स्थिर मान्यताका रुपमा विकास भएको संसदीय संस्कृतिलाई ध्वस्त गर्न सकिँदैन र संसदीय संस्कृतिलाई ध्वस्त नगर्दासम्म मूल्यको संघर्षबाट छुटकारा पाउन सकिँदैन भन्ने कुरा बुझेर नै साम्राज्यवाद–विस्तारवादले पुष्पकमल–बाबुरामको पल्टनलाई कांग्रेसमाथि चढाई गर्न आदेश दिएको हो। यति गर्न सकियो भने नेपाली संसदीय राजनीति मूल्य र मान्यताविहीन दिग्भ्रमित भीडमा परिणत हुन्छ। अनि मात्र जाति, क्षेत्र, धर्म, भाषा, आदिको हतियारले नेपालको अस्तित्वलाई खण्डित गर्ने आधार तयार हुन्छ। कांगे्रेस–एमालेका विरुद्ध एमाओवादी, मधेसवादी र डलरवादी जातिवादीहरुको मोर्चाबन्दीको सन्दर्भ अर्को कुन कारणले पनि अगाडि आएको छ भने पछिल्लो मोर्चाको तुलनामा संख्यात्मक रुपले कांग्रेस–एमालेभित्र देशभक्तहरुको संख्या निकै ठूलो छ। साम्राज्यवाद–विस्तारवादलाई यो कुरा बिझाउँदै आएको छ।
पुष्पकमल–बाबुरामको जीवन इतिहासले सबैलाई दिएको शिक्षा के हो भने उनीहरु सुरुमा जे बोल्छन्, भित्री उद्देश्य त्यसको ठिक विपरीत रहेको हुन्छ। कसैको घाँटी रेट्नु छ भने पहिले तरबार साँधेर त्यो व्यक्तिलाई उनीहरुले ‘बाउ’ भनेर नजिक ल्याउँछन्। ‘क्रान्ति’का नाममा गरिब वर्गलाई उनीहरुले यसै गरेर ‘लोकतन्त्र’को अभिभावकका रुपमा पूजा अर्चना गर्दै मुग्ध बनाए जसरी अब कांग्रेसलाई पनि उनीहरुलाई त्यही व्यवहार गर्दैछन्। यो सबै सुनको बालो बोकेर ईश्वरको ध्यान गर्न बसेको सिंहको त्यो कथाको कार्यान्वयन हो, जसले बटुवाहरुलाई बालोमा लोभ्याए शिकार गर्दथ्यो।

श्रीमतीको भन्दा थोरै कमाइ जिन्दगीकै लागि हानिकारक

पुरुष मित्रहरु तपाइँको कमाइ कति छ ? तपाइँले आफ्नी जिवनसाथीले भन्दा कतै कम पैसा त कमाइरहनुभएको छैन ? यदि हो भने तपाइँले विचार पूराउनुपर्ने भएको छ । श्रीमतीले भन्दा कम पैसा कमाउने पुरुषको जिवन सुखी बन्न नसक्ने र कम आर्जन सुखी जिवनको मार्गमा बाधक बन्ने मलेसियामा गरिएको एक अध्ययनले देखाएको छ ।

मलेसियाको जनकल्याण मन्त्रालयले सार्वजनिक गरेको तथ्यांक अनुसार बढि कमाउने श्रीमतीबाट पीडित हुने लोग्नेहरुको संख्या बढिरहेको छ । बढी पैसा कमाउने श्रीमती वा प्रेमिकाहरुले कम कमाउने लोग्ने वा प्रेमीहरुलाई हेँप्ने तथा विभिन्न दुव्र्यवहार तथा हिंसा गर्ने बताइएको छ । यसरी स्वास्नी तथा प्रेमिकाबाट दुव्र्यवहार भोगेको भन्दै मन्त्रालयमा अघिल्लो वर्ष २५ जना पुरुषले उजुरी गरेका छन् । सन् २०१० मा यस्ता पत्नी तथा प्रेमिकापीडित ३२ जना तथा २००९ मा १४ जनाले उजुरी गरेका थिए ।

बढि कमाएको घमण्ड गर्ने महिलाहरुले आफ्ना पार्टनरलाई विभिन्न प्रकारका थिचोमिचो तथा हिंसा गर्ने गरेका छन् । कतिपय पुरुषमा पत्नी तथा प्रेमिकाको कुटपिटबाट गम्भीर चोट लाग्ने गरेको पाइएको छ भने संवेगात्मक अर्थात् मनोवैज्ञानिक दुव्र्यवहारका साथै कतिपय अवस्थामा आफ्नो लोग्नेलाई कोठामा थुन्ने गरेको समेत पाइएको छ ।

मलेसियाको महिला विकाश मन्त्रालयमा गएको वर्ष ४ जना पुरुषले आफु श्रीमतीबाट पीडित भएको भन्दै उजुरी गरेका थिए । यसरी पुरुष पीडित हुनुको मुख्य कारण श्रीमतीको कमाइ बढि हुनु नै थियो । बढि कमाउने भएपछि श्रीमती बढि भाले बन्ने तथा दबाउने प्रवृत्ति देखाउने गरेको बताइन्छ । कतिपय महिलाले घर कुर्ने लोग्नेले बढि खर्च गरेको, घर सफा नगरेको भन्नेजस्ता आरोप लगाएर समेत गाली गर्ने तथा दुव्र्यवहार गर्ने गरेका बताइएको छ ।

महिलाले यदि आफ्नो श्रीमानले भन्दा बढि कमाउन थालिन् वा स्वभाविक रुपमा उनमा घमण्ड बढ्ने र आफ्नो श्रीमानलाई नामर्द, औचित्यहीन तथा प्रयोगवीहिन वस्तुको रुपमा हेर्न थाल्ने भएकाले उनले लोग्नेमाथि हिंसा तथा थिचोमिचो सुरु गर्ने मनोविज्ञहरुको भनाइ छ । यसले अन्ततः दाम्पत्य जीवनमा खटपट आउने मात्र नभई पुरुषमा मनोवैज्ञानिक तथा शारीरिक असर समेत देखिन थाल्छन् र कतिपय अवस्थामा पुरुष हिंश्रक रुपमा देखापर्नसक्छ ।

दुई मन मिल्ने स्त्री-पुरुषबीच यौन क्रीडाको क्रममा प्राप्त हुने सीमाविहीन सुखको अनुभूतिले मिलनलाई सफल बनाउनुका साथै थुप्रै प्रकारका शारीरिक एवं मानसिक रोगबाट पनि मुक्त राख्ने गरेको विज्ञहरू बताउँछन् । यौन सन्तुष्टिको अभावमा थुप्रै खाले रोग र मानसिक विकृति उत्पन्न हुने स्पेनका विशेषज्ञ मगडालेना सालामांसाले बीबीसीलाई बताइन् । 'यो महत्त्वपूर्ण पक्ष हो किनकि शारीरिक एवं मानसिक तृप्ति यसको लक्ष्य हो,' उनले भनिन् । उनको अनुसार धेरैखाले सामाजिक एवं पेसागत समस्या यौन असन्तुष्टिसँग जोडिएको हुन्छ । चिन्ता र तनाव पनि यौन मा शिखर आनन्दको प्राप्ति नहुँदा देखिने मानसिक विकृति भएको उनी बताउँछिन् । मानसिक रूपले सामना गर्नुपर्ने समस्याको सम्बन्ध प्रत्यक्ष वा अप्रत्यक्ष रूपले यही यौन सुखसँग जोडिएको मनोवैज्ञानिक अना लुना बताउँछिन् । केही महिनाअघि अमेरिकाको न्युजर्सीको रटगर्स विश्वविद्यालयका वैज्ञानिकले यौन क्रीडाको अन्तिम क्षणमा मस्तिष्कको ८० भिन्न भाग सक्रिय भएको पत्ता लगाए । 'एकअर्कामा पूर्णतः समर्पित भएर इमान्दारीपूर्वक राखिने सम्बन्धले रगतमा अक्सिजनको मात्रा बढाउँछ, रक्त प्रवाहमा सुधार आएर हरेक अंगमा पुग्ने गर्छ,' अनाले भनिन् । यो आधारमा शारीरिक र मानसिक स्वास्थ्यको यौन क्रियाका क्रममा महसुस हुने चरम सन्तुष्टिसँग प्रत्यक्ष सम्बन्ध रहेको प्रस्ट हुन्छ । स्वस्थ व्यक्तिको जीवनको महत्त्वपूर्ण भागको रूपमा यौन तृप्तिलाई लिन सकिने अना बताउँछिन् । यसको अभावमा व्यक्तिमा रिस, उदासी र सन्काहा स्वभावको विकास हुन्छ । विभिन्न कारणले यौन सन्तुष्टि नपाएका र यसबाट टाढिने व्यक्ति सहज रूपले हाँस्न पनि सक्दैन । यौन खुसी नपाएका महिला-पुरुषले मुस्काउने प्रयास गर्दा अनुहारमा कठोरता र कृत्रिमता छर्लङ्गै देखिन्छ । यौन मनोवैज्ञानिकहरूका अनुसार यस्ता व्यक्ति सम्बन्धलाई राम्रो बनाउन भित्री सुख र आत्मसन्तुष्टिमा जोड दिनुभन्दा समाजमा पहिरन, मेकअप र शरीरको प्रदर्शन गरेर अरूभन्दा फरक देखिन खोज्छन् । 'स्वस्थ यौन जीवनको महत्त्व, रस र स्वाद नुबझेका यस्ता महिला-पुरुषहरू अंगुर खान नपाएपछि अमिलो भन्ने प्रवृत्तिका हुन्छन्,' मनोवैज्ञानिकहरू भन्छन्, 'सम्पत्ति, साधनस्रोत, पहुँच र सुन्दर शरीर हुँदा पनि इमान्दारीपूर्वक यौन ेच्छालाई स्विकारेर यसबाट आनन्द लिन नसक्ने व्यक्तिहरू कुण्ठा र नकारात्मक सोचबाट ग्रस्त हुन्छ ।' उनीहरूको अरू व्यक्तिको खुसी र प्रगतिलाई समेत ईष्र्या गर्ने खालको हुने गरेको विज्ञहरू बताउँछन् । यौन सूत्र वा ज्ञानलाई नबुझेका दम्पती र जोडीहरूको जीवन आडम्बर र नक्कलीपनाबाट सुरु भएर यसमै अन्त्य हुने गरेको देखिएको उनीहरू बताउँछन् । उनीहरूले बेलैमा सचेत भएर वास्तविकतालाई स्विकारेर यौन जीवनको भरपुर आनन्द लिने सुझाव दिन्छन् ।

HUNDREDS of Indian students are paying criminals for fake work references to get Australian residency in a racket worth millions of dollars.
The scam involving restaurant and small business owners has been described by officials as an "an organised and lucrative criminal enterprise" which undermines the skilled migration program. It has been exposed in more than a dozen rulings by the Migration Review Tribunal, which has cancelled the temporary and permanent residency of students who paid up to $3500 for fake documents.

The students bought references saying they had 900 hours of unpaid work experience in jobs such as cooks, bakers, mechanics and hairdressers. The references gave them half the required points towards residency.

The tribunal, which has heard 15 cases of students fighting the fraud allegations in the past year, noted that many Indian migration agents touted baking and cookery courses as "a fast track to permanent residence".

Most of those cases fought in the Migration Review Tribunal were held in Melbourne, but they are merely a snapshot of a wider fraud that has taken place nationwide, according to the Immigration Department.

Five trainees who used fake documents showing they had worked as cooks or pastry chefs ended up working in Australia as taxi drivers, security guards or on check-outs.

One Indian student paid the scam's kingpin $3500 to be a cook and another paid a chef $2500 for a fake reference and a photo of him in the kitchen.

The key man in the scam, Carmine Amarante, worked at training college Della International in Melbourne. He has been jailed for three years for the $2 million rort but he was not the only one abusing immigration's lax security.

Amarante created 541 fake documents attached to 471 visa applications lodged with the department. He charged between $1500 and $2500 for each fraudulent document and paid the business owners $300 to $500 for each signature.

The Immigration Department has been cancelling visas since uncovering the five-year scam but declined to comment.Last month an Indian citizen who used fake documents, Ram Kishan Dhiman, lost his battle to stay in Australia in the Federal Magistrates Court.

Dhiman claimed to have done work experience at a restaurant, a claim the tribunal found was untrue.

In May, Rajinder Singh appeared before the Migration Review Tribunal and admitted he bought a bogus reference

David Young, a tribunal member who heard several cases, said "a scheme designed to bring skilled individuals, including cooks, into Australia" was manipulated to allow into the country "a taxi driver, who never worked as a cook".

He described the scheme as "a calculated fraud.

The pass mark for the new SkillSelect visa subclasses 189, 190 and 489 will be 60 points. Intending migrants will first need to submit an expression of interest (EOI) and be invited to make an application for these visas. A Department of Immigration and Citizenship spokesman said the change to the pass mark was in the context of the series of reforms to the skilled migration program undertaken by the Australian Government since 2008.“These reforms have ensured the skilled migration program is a responsive and demand driven program,” the spokesman said. “The cornerstone of this migration reform package will be the introduction of SkillSelect from July 1.”SkillSelect is a new electronic service for managing the skilled migration program. Intending migrants without an employer sponsor wanting to live and work in Australia will need to complete an online EOI, then based on claims of their skills and attributes, will be allocated a score against the points test. SkillSelect will rank intending migrant’s scores against other EOIs. The highest ranking migrants across a broad range of occupations may be invited to apply for a skilled visa.“Delivery of a balanced migration program requires careful management,” the spokesman said. “SkillSelect will provide greater control over who can apply for a skilled visa and when they can apply.”The previous pass mark was appropriate in the context of the skilled migration reforms, with a greater emphasis on employer-sponsored skilled migration and managing a growing pipeline of unsponsored skilled migration applications. The pass mark for existing general skilled migration subclasses 175, 176, 475, 487, 885 and 886 will remain at 65 points. राष्ट्रिय तथा अन्तर्राष्ट्रिय मानव तस्करहरूको प्रलोभनमा परी अमेरिका जान भनी हिँडेका हजारभन्दा बढी नेपाली ल्याटिन अमेरिकाका विभिन्न देशमा अलपत्र परेका छन्। तस्करहरूले मोटो रकम लिई अमेरिका छिराइदिने भन्दै ल्याटिन अमेरिकी देश ब्राजिल, चिली, बोलिभिया, इक्वेडरलगायत देशमामा पुर्‍याएर छाडिदिएको अलपत्र परेकाहरूले बताएका छन्।

तस्करहरूले मेक्सिकोबाट अमेरिका प्रवेश गराउने भनी प्रतिव्यक्ति १५ देखि २२ लाख रुपैयाँ लिई ल्याटिन अमेरिकी राष्ट्र पुर्‍याई अलपत्र पारेको उनीहरूले टेलिफोनमा बताए। अमेरिका प्रवेश गराइदिन्छु भन्ने तस्करहरूले छाडी फरार भएपछि आफूहरूको विचल्ली भएको उनीहरूले बताए।
'हामी ९० जना अहिले ब्राजिलको साओ पाओलोमा अलपत्र परेका छौं, खान र बस्ने कुनै ठेगान छैन,' तस्करहरूको फन्दामा परी ब्राजिलमा अलपत्र परेका पोखराका २२ वर्षीय रविन गुरुङले टेलिफोनमा नागरिकसँग भने, 'कोही पुलमुनि सुतेका छौं, कोही टेन्टमा।'
दुई महिनाअघि गुरुङसहित ८ जना काठमाडौंबाट कतारको दोहा हुँदै ब्राजिलको सम्पाल पुगेका थिए। त्यसपछि उनीहरूलाई अमेरिका जाने सपनामा त्यहाँ पुगेका अन्य नेपालीसँग भेट गराइएको थियो। अमेरिकातर्फ लैजाने क्रममा बोलिभियामा अप्ठ्यारो परेपछि तस्करहरूले उनीहरूलाई पुनः ब्राजिल फर्काई साओ पाओलोमा छाडेका थिए।
स-सानो समूह बनाई तस्करहरूले ब्राजिलबाट बोलिभिया प्रवेश गराउने गरेको उनले जानकारी दिए। गुरुङका अनुसार बोलिभियाबाट ९० जना फर्केर साओ पाओलो आए पनि ठूलो संख्यामा नेपाली बोलिभियामै अलपत्र परेका छन्। ब्राजिल फर्की अलपत्र परेकामा ७ जना महिला रहेको गुरुङले जानकारी दिए। ती महिलामध्ये चार जना पोखराकी शर्मिला गुरुङ, पार्वती गुरुङ, सरिता गुरुङ र संगिता छन्त्याल छन्।
तस्करहरूले अमेरिका प्रवेश गराइदिएवापत २० लाख रुपैयाँ लिने डिल गुरुङसँग गरेका थिए। आरके दाइ र विपीन भन्ने व्यक्तिले नेपालबाट आफूहरूलाई पठाएको उनले बताए। 'नेपाल फर्कनसक्ने स्थिति छैन, यहाँ चिनेको कोही छैनन्, साथमा ल्याएको पैसा पनि सकियो,' गुरुङले भने।
ब्राजिलको साओ पाओलोमा मात्र ९० नेपाली भए पनि अलपत्र पर्नेको सबैभन्दा ठूलो संख्या बोलिभियामा रहेको चार वर्षदेखि ब्राजिलमा व्यापार-व्यवसाय गर्दै आएका पर्वतका केशवप्रसाद बास्तोलाले टेलिफोनबाट जानकारी दिए। उनी अहिले ल्याटिन अमेरिकी राष्ट्रमा अलपत्र परेका नेपालीको उद्धारमा लागेका छन्।
बास्तोलाका अनुसार तस्करहरूले अमेरिका लैजाने भन्दै ल्याटिन अमेरिकी देश चिलीमा ५०, इक्वेडरमा १५ र बोलिभियामा झन्डै ९ सय हाराहारीमा नेपाली अलपत्र पारेका छन्। ब्राजिलसहित चारै देशमा अलपत्र परेकासँग आफ्नो सम्पर्क भएको उनले बताए।
'ब्राजिलबाट नेपाल फर्कन एक जनाको जहाज टिकट झन्डै २ लाख रुपैयाँ लाग्छ, उनीहरूसँग केही छैन,' बास्तोलाले भने, 'कहाँ राख्ने, के खुवाउने, कसरी नेपाल पठाउने, केही सोच्न सकिएको छैन।'
अलपत्र परेका नेपालीलाई स्थानीय प्रहरीले पक्राउ गरेपछि उनीहरूसँग कुराकानी गर्न दोभाषे खोज्ने क्रममा आफ्नो भेट अलपत्र परेकासँग भएको अंग्रेजी, स्पेनिस र पोर्चुगिस भाषा जानेका बास्तोलाले बताए। ब्राजिललगायत ल्याटिन अमेरिकी राष्ट्रमा स्पेनिस र पोर्चुगिस भाषा बोलिने भएकाले त्यहाँको प्रहरीले उनको सहयोग लिँदै आएको छ।
अलपत्र परेका तनहुँका ४५ वर्षे एक जनालाई पाँच दिनपछि मंगलबार खाना खुवाएको उनले बताए। अलपत्र परेकामध्ये केहीको स्वास्थ्य स्थिति अत्यन्त गम्भीर रहेको जानकारी पनि उनले दिए। दिलीप गुरुङ नाम गरेका नेपाली दलाल सुरुका केही दिन अलपत्र परेकासँग रहे पनि अहिले उनी पनि फरार रहेको बास्तोलाले बताए।
प्रहरीको अनुरोधमा उनी बोलिभिया गई त्यहाँ अलपत्र परेका नेपालीलाई समेत भेटेर गत साता ब्राजिल फर्केका हुन्। अलपत्र परेकालाई स्थानीय प्रहरीले 'सोसियल वर्कस्' को जिम्मा लगाएको उनले बताए। उनीहरूलाई बिहान ८ बजे चिया दिएर घरबाट बाहिर निकालेपछि दिउँसो चार बजेपछि मात्र प्रवेश गर्न दिने गरिएको छ।
'घामपानी केही भन्न पाएका छैनन्, बिहान चिया, बेलुकी एक छाक खाना र सुत्न दिइएको छ,' बास्तोलाले अलपत्र परेकाको अवस्था बताए, 'यहाँको नियमअनुसार उनीहरूलाई बिहान ८ बजे घरबाट बाहिर पठाउने र दिउँसो चार बजेपछि मात्र प्रवेश दिने गरिन्छ। उनीहरू दिनभर सडकमा बस्न बाध्य छन्। तीन महिनादेखि उनीहरू प्रहरी निगरानीमा छन्,' उनले बताए।
तस्करहरूले अमेरिका छिराउन नेपालीलाई काठमाडांैबाट कतारको दोहा, दोहाबाट ब्राजिल, ब्राजिलबाट बोलिभिया, बोलिभियाबाट पेरु, पेरुबाट इक्वेडर, इक्वेडरबाट कोलम्बिया, कोलम्बियाबाट पानामा, पानामाबाट कोस्टारिका, कोस्टारिकाबाट निकारागुवा, निकारागुवाबाट होन्डुरस, होन्डुरसबाट ग्वाटेमाला, ग्वाटेमालाबाट मेक्सिको हुँदै चोरबाटो अमेरिका छिराउने गरेको स्थानीय प्रहरीलाई उद्धृत गर्दै बास्तोलाले बताए।
उनका अनुसार तस्करहरूले नेपालीलाई काठमाडौंबाट दोहा, दोहाबाट ब्राजिल र ब्राजिलबाट बोलिभिया हवाईजहाजबाट लग्ने गरेको र बोलिभियाबाट मेक्सिकोसम्म सडक मार्ग प्रयोग गरी लैजाने गरेका छन्। मेक्सिकोबाट चोरबाटो प्रयोग गरी जल तथा स्थल मार्गबाट अमेरिका छिराउने गरेका छन्। यसरी काठमाडौंबाट अमेरिका छिराउँदा तीन महिनासम्म लाग्छ।
'अलपत्र परेकाको राहदानी खाली (बिनाभिसा) छ, कसरी यहाँसम्म आइपुगे, आश्चर्यलाग्दो छ,' बास्तोलाले भने, 'त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलबाटै सेटिङ मिलाई तस्करहरूले ल्याएको देखिन्छ।'
अमेरिकी डिपार्टमेन्ट अफ होमल्याण्ड सेक्युरिटीको तथ्यांकअनुसार तस्करहरूले लामो समयदेखि नेपालीलाई अवैधानिक बाटो प्रयोग गरी गैरकानुनी रूपमा मेक्सिकोबाट अमेरिका छिराउने गरेका छन्। यसरी तस्करहरूलाई मोटो रकम बुझाई गैरकानुनी मार्ग प्रयोग गरी मेक्सिकोबाट प्रवेश गर्न खोज्ने ६५ जना नेपालीलाई अमेरिकी प्रहरीले सन् २००७ मा पक्राउ गरेको थियो। सन् २०११ मा आइपुग्दा यो संख्या बढेर १ सय ४ पुगेको छ। मेक्सिकोको नेसनल इमिग्रेसन् इन्स्टिच्यूटको अध्ययनले प्रत्येक वर्ष कम्तीमा १ लाख ५० हजार विदेशी नागरिक अवैधानिक रूपमा मेक्सिकोको सीमा पार गरी अमेरिका प्रवेश गर्ने देखाएको छ।
बास्तोला आफैं चार वर्षअघि यसरी नै अमेरिका जाने क्रममा ब्राजिल पुगेका थिए। ब्राजिल पुगेपछि मेक्सिकोबाट अमेरिका छिर्दा मर्ने/बाँच्ने ठेगान नहुने थाहा पाएपछि त्यहीं व्यापार व्यवसाय थालेका थिए।
