Some patients may not be motivated for treatment, have difficulty adjusting to their disability, resist change and may lack insight into their disability. Skill is required by the physical therapist to motivate and educate the patient in becoming an active participant in their treatment process.

When dealing with patients who have a combination of physical and psychological problems, the physical therapist must be able to handle and defuse volatile behavior which can occur.

DECONTAMINATION:

Shall identify and receive contaminated surgical instruments, trays, surgical sets, suction equipment, IV poles, wheelchairs, various specialty carts, endoscopes, powered drills and saws, pumps, respiratory equipment, and a variety of other patient care items and devices from all areas in the medical center; and prioritize instruments required for surgical procedures in the Operating Room.

Shall select proper methods based on manufacturer’s guidelines, experience, current SOPs, and training for pre-cleaning, cleaning and disinfection of all patient care items.

Shall disassemble and inspect items for damage or missing components; operate equipment and instruments to ensure proper functioning prior to sterilization or redistribution.

Shall inspect, disassemble, clean, and perform user preventive maintenance of sophisticated surgical devices such as bronchoscopes, endoscopes, colonoscopes, ENT scopes, sigmoidoscopes, cystoscopes, laproscopic cameras, drills, saws, reamers, and a wide variety of lumened devices. ASSEMBLY AND PREPARATION:

Shall assemble instruments, complex instrument sets, and other surgical items and kits by selecting the appropriate items, trays, instruments, and arrange them in the correct manner permitting effective sterilization using existing SOPs and instrument count sheets.

The contractor shall assemble complex instrument sets containing a variety of instruments which must be inspected for damage such as pitting, rust, cracks, bends, sharpness, proper locking ability, jaw alignment, and residual blood bio-burden, etc.

Shall have the ability to process complicated procedural sets such as the da Vinci Robot sets, ENT, General Surgery, Urology, Gynecology, Vascular, Orthopedic, Neurologic (Spine), Ophthalmology, Dental, Podiatry, Plastic Surgery and Dermatology instruments and sets and other sets containing very specific and complex instrumentation.

Shall have extensive knowledge of aseptic technique and proper wrapping methods to allow the surgical or procedure user to open the product in an aseptic manner. The contractor shall produce an aesthetically organized, compact, logically arrange package, which is within the proper weight limits and is appropriate for assured sterilization.

Inspect and select the appropriate wrapping materials and sterilization packaging.

Use external and internal chemical indicators.

Label all packages correctly.

Be watchful to ensure single-use items are NOT reused.

Shall inspect instruments for proper functioning, scissors for sharpness, box locks for tightness, towel clamps and hemostats for proper functioning jaws, rough edges on ring handles, jaws, ratchets and shanks (burrs or nicks). The contractor shall inspect for cleanliness and corrosion.

Shall wear hair covers and inside clothes (scrub attire or gown) at all times, wash hands frequently, enforce proper work, people and air flow.

Shall maintain an inventory of all items required for packaging and indicate any items missing or not working appropriately and replace them prior to submitted trays or instrument sets for sterilization.

STERILIZATION:

Shall efficiently schedule operation of sterilizers to permit cooling of sterilized items prior to use by units, clinics and the Operating Room.

Shall select the correct sterilizing method (steam, ethylene oxide, gas plasma, peraceatic acid) according to the materials being processed and manufacturer’s guidelines.

Shall identify items to be processed with a gaseous sterilant and adjust temperature and timing mechanisms in a manner that would allow circulation and permeation by sterilizing medium. Items requiring ethylene oxide sterilization must be packaged for transportation to another facility for sterilization.

Shall label all sterilized items with load control number and expiration date. The contractor shall inspect chemical indicators on each package for indication of exposure to the sterilant and inspect all products for package integrity and residual moisture. External indicator tapes will be initialed prior to submitting for sterilization to identify the preparer if necessary.

Shall review and sign all sterilizer printouts to verify the proper sterilization time, temperature, pressure, humidity, and sterilant exposure.

WORK SCHEDULE: Monday-Friday 7:30am to 4:30pm, excluding federal holidays, (shall not provide on-call services).

QUALIFICATIONS:

At least 24 months of experience within the last 36 months.

Shall be current with and have completed all continuing education requirements specified by their professional licensure or certification.

Current board certification by the American Board of Psychiatry and Neurology preferred; will consider board eligible candidates.

Completion of residency or fellowship in psychiatry acceptable to the Surgeon General, HQ USAF, is mandatory.

Must possess controlled substances registration certificate from the Drug Enforcement Agency (DEA) IAW the laws of North Carolina.

Shall have and maintain an active, valid unrestricted, current medical license (with no limitations, stipulations or pending adverse actions) in the state of North Carolina. License must correspond to DEA registration number. All licenses must be unencumbered and remain in effect during employment.

Shall be in good standing, and under no clinical restrictions, with the state licensure board in North Carolina or in which a license is held or has been held within the last 10 years.

SPECIFIC TASKS.

Manages and directs psychiatric services.

Formulates plans for psychiatric services.

Advises on problems related to mental health and prevention of mental disorders.

Serves as medical and psychiatric consultant to clinical psychologists, clinical social workers and command.

Assigns psychiatric technicians to functions contributing to the diagnosis and treatment of patients.

Advises on kind and quantity of psychiatric supplies and equipment.

Coordinates psychiatric services with other medical activities. Instructs mental health staff in psychiatric principles and procedures.

Serves as consultant on psychiatry.

Duties:

The provider shall assess and resolve complex social, economic and psychosocial problems that may impact on service members’ and their families’ medical treatment as outpatients by providing direct casework services, to include screening, assessment, treatment, referral, consultation and education and in conjunction with DoD PDH-CPGs.

The provider shall conduct psychosocial evaluations and provide therapeutic interventions including medication management.

The provider shall evaluate the impact of diagnosis or lack of diagnosis with unexplained chronic symptoms on individual and family systems as well as assess patient’s functioning within work, family and routines of daily living and identify areas needing continued support, resources, and treatment in order to assist patients.

The provider shall provide services to high-risk populations including service members pending medical discharge due to physical and or behavioral health injuries/illnesses, service members who were wounded as a result of their military duties, and the families of service members KIA.

This support shall include provision of behavioral health clinical care management services, screening, evaluation and referrals for Health Assessment , Health Reassessment or other screening forms, assistance with administrative requirements.

The provider shall develop, implement, and maintain a partnership with patients, other contract service providers and community resources as applicable.

The provider shall coordinate services for those patients who move out of the region to ensure continuity of care. They shall facilitate transfer of the case to local behavioral health care case management resources, as appropriate.

The provider shall advocate for patients as needed, and assist with negotiating systems in obtaining appropriate referrals. Some of these referrals may include communicating with physicians, nurses, behavioral health professionals, prevention specialists, family members, etc. Other referrals may be acquiring resources and services dealing with financial benefits and housing issues including assisting with completing proper paperwork.

The provider shall coordinate and assist installation community agencies and the referral process, to provide re-integration training and services.

The provider shall educate patients, their families, commanders and health care staff on community resources including information and referral for financial, housing, educational, employment and childcare resources as required by patient’s needs assessment.

Qualifications:

Must have successfully completed a residency program in Psychiatry which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association.

Possess board certification in Psychiatry by the American Board of Psychiatry or the American Osteopathic Association.

Correlates all parts of the physical examination and the employee/dependent medical history records
Evaluates elements for internal consistency and for agreement with the examining physicians’ diagnoses and recommendations.
Secures needed information (additional medical records, laboratory test results, etc.) and/or recommends additional tests/consultations required to render a medical clearance decision for hiring or overseas assignment.
Oversees the entire procedural processing to determine suitability for hire and assignment to overseas.
Duties routinely require decision making to ensure the medical history.
Requires extensive communications, many of which are sensitive, with individual government employees, dependents, other government agencies, and medical consultants.
