Official Investigations & Security Services, Inc. is proud to state that its CEO, Michael P Rolfes, saved the life of a man, who had gone into respiratory arrest and crashed his vehicle today into a street lamp on Clifton Ave, near the UC campus. Michael P Rolfes was en route to his residence after conducting an investigation to locate a wanted fugitive.

Michael was alerted to the incident by several passerby's who were screaming that the man in the SUV was slumped over in the seat and was turning blue. Several attempts were made to get into the vehicle but a screwdriver and window center punch failed to smash out the back window. Another passerby provided a hammer which successfully allowed the bystanders to gain entry into the vehicle while Michael P Rolfes set up his medical supplies to provide CPR.

The young man had a pulse but only had agonal respirations. Michael P Rolfes, a National Safety Council licensed instructor and licensed First Responder in Ohio, Kentucky & Indiana, began providing rescue breaths. He maintained a pulse throughout. After 10-12 minutes, the man regained consciousness, was talking with the Cincinnati Fire EMS crew and was transported to University Hospital in Cincinnati.

is sad to announce that we have determined that Thelma Ann Scott, most recently known as Thelma Ann O'Connor, passed away in January 2010 at the age of 73. It was also determined that her mother, Ruth E Scott, passed away in 2008.

I am glad to report however, that I have located 7 aunts and uncles and 2 step-brother's of my client. The step-brother's spoke to each other on the phone for the first time tonight.

Security officer Robert Hughes aided a young, teenaged lady whose vehicle broke down on Colerain Ave in Mt Airy. She was scared because all of her co-worker's had left her place of employment and her car battery was dead.

She was able to contact her father via cell phone and Officer Hughes remained with her until he arrived. He had just completed his vacation property check rounds in the area.

CEO, Michael P Rolfes, along with 3 other Kiwanian's saved the life of a Ukrainian man while in they were in Geneva, Switzerland 2 weeks ago for the Kiwanis International Convention. Michael P Rolfes is a licensed First Responder (Emergency Medical Responder) in the states of Ohio, Indiana and Kentucky and is a member of the Hamilton Co Fair VFD and the Hamilton County 4H Community EMS agency in SW Ohio. In addition, he is a certified First Aid, CPR, and AED instructor with the National Safety Council.

Oleg suffered a gran mal seizure and went into respiratory arrest. Fellow Kiwanian's, Mary Gant and Peggy Kieffer, were the first people to respond to him. We got him rolled into the recovery position after opening his airway and maintaining his C-spine. A 4 Kiwanian was not identified as she left the scene before we could get her name.

Oleg was transported to a local hospital for evaluation of the seizure and the head injury that he sustained in the fall.

CEO, MICHAEL ROLFES, LAST QUALIFIED WITH WES IN JANUARY 2011 ON A FRIGID SATURDAY MORNING. THE TEMPERATURE WHEN WE STARTED WAS -17F. WE COULDN'T FEEL OUR FINGERS, SO WE HAD TO SHOOT A SKILL, WARM UP FOR 20 MINUTES, THEN SHOOT THE NEXT SKILL, REPEATING THOSE STEPS UNTIL WE WERE FINISHED.

WES WILL BE GREATLY MISSED. I HOPE THAT SOMEONE WILL CONTINUE MID-WEST TECHNICAL SCHOOLS IN WES' MEMORY.

Wesley Eugene Ward, of Huber Heights, passed away Thursday, April 14, 2011 at Kettering Medical Center. Wesley was born in Middleport, OH to Wesley F. Ward and Huldah Ruth Ward. Wesley is survived by his loving wife of 60 years, Wilma Price Ward, his son Richard (Marianne) of Durham, NC, daughter Cathy (Gary) Moorman of Mason, OH and son Gary (fiancée Amy) of Troy, OH; grandchildren Chad Ward, Corey (Jenny) Ward, Chris Bush, Nichole Bush, Jason (Michelle) Moorman, James (Amber) Moorman and great grandchildren Brinley, Trevor, Grant, Cole, Savanah and Caleb; brothers Charles David (Carol) of Eustis, FL, Keith (Connie) of LaGrange, KY and Dale (Susan) of Orlando, FL; sisters Charlene (Bill) Darst of Cheshire, OH, Rosanna (Chuck) Simmons of Gallipolis, OH, and Karen (Tom) Spiess of Marysville, CA and many relatives and friends. He was preceded in death by his parents, his loving son Wesley Edward and sister Geraldine Ward (Lowell) Swisher. Wesley was a faithful member of The Huber Heights Church of God. He served in many capacities during his 47 years of membership for United Commercial Travelers (UCT), including Senior Counselor of Gem City Council #3 and Grand Counselor for the State of Ohio. He was treasurer for the AMOB. Wesley worked as a Deputy Sheriff for the Montgomery County Sheriff’s Department and as a Patrolman for the Wayne Township Police Department. Retired from National Cash Register, Dayton, OH, Wesley was the CEO and School Commander for Mid-West Technical Schools, Inc. established in July 1990. The family will be receiving friends on Sunday, April 17, 2011 from 4:00 – 7:00 pm at Blessing Funeral Home, 11900 N. Dixie Drive, Tipp City with a UCT Necrology Ceremony at 6:45 pm. Funeral Services, conducted by Pastor Roger Hamilton and Associate Pastor Howard Briggs of the Huber Heights Church of God, will be held Monday, April 18, 2011 at 12:00 pm at Blessing Funeral Home. Kathleen was in the Los Angeles, CA area in 1975. She had a daughter and son that she left in the custody of her parents, who lived in Cincinnati, at the time. She subsequently got pregnant while in California and returned to Cincinnati. She gave birth to a girl in June or July 1976.

Her father was a blind, professional pianist in the 1970's.

Preventing Car Title Fraud

DON'T BE A VICTIM OF CAR TITLE FRAUD

OHIO CAR TITLE EXAMPLE

In Ohio, a car title must be completed by the seller and MUST BE SIGNED IN FRONT OF A NOTARY PUBLIC. If you sign the title before you are in front of a notary, the title is VOID and you will have to go to the BMV to get a duplicate title. In addition, you will have to get a replacement title if you cross out, X out, or attempt to erase or write over the top of other writing. The title is immediately invalid if any of the above occurs.

The seller must complete and state the true sale price. Only a true gift may be shown as "GIFT" or "$0". If the BMV chooses to audit your title and discover that the car was not a true gift, you may face the criminal charge of FALSIFICATION, a 1st degree misdemeanor punishable by 180 days in jail and a $1000 fine.

You must complete the current mileage, seller's name and address, city, state, and zipcode; buyer's name and their home address including city, state and zipcode.

As the buyer you must obtain a new Ohio title within 30 days or you will face a fine when you finally do title the vehicle.

As the seller, if you leave the buyer's name blank, you are subject criminal prosecution. The buyer who takes a blank title and re-sells the vehicle without first obtaining a title in their own name is guilty of title-hopping a 2nd degree misdemeanor, punishable by 90 days in jail and a $750 fine.

As a seller of a vehicle, I highly recommend that you make a photographic copy of the completed and notarized title in the event that the buyer is involved in an auto accident before they title the vehicle in their own name. If the buyer does have an accident, law enforcement will be paying you a visit especially if the buyer failed to show proof of insurance. It will be your burden to prove that you are no longer the legal owner of the vehicle.

Finally, in the State of Ohio, you must remove your license plates from the vehicle. They stay with the seller, not the vehicle.

Convicted Voyeur Charged in New Peeping Incident

Delhi Township police released photos of a bathroom this afternoon, in hopes of finding another person they suspect may have been victimized by a convicted voyeur. 45-year-old Kenneth Blackerby was arraigned this morning for criminal trespassing and voyeurism.

Blackerby is accused taking a picture of a woman in her underwear at her home on Anderson Ferry on July 19th. Last month, he pleaded guilty to a similar incident which was reported July 23rd. Blackerby is the same man who took pictures up women's skirts at Saks Fifth Avenue in downtown Cincinnati in 2005.

Today a judge set Blackerby's bond at 1$10,000 for the newest charges, but Delhi Township police think there are still more victims. They released four still photos taken from Blackerby's phone. They appear to be photos of a master bathroom. The bathroom appears to be on the first floor.

Police want the public to pay close attention to the bathtub, the wood finish on the doors, and cabinets, as well as the high ceilings. If you recognize the bathroom, call the Delhi Township Police Department, at 513-922-0060.
