by Michael R. Jones, Senior Project Associate, Pretrial Justice Institute, Washington, D.C.

What makes some local criminal justice coordinating committees
(CJCCs) so effective? Mike Jones discusses three key components that
underpin teams that work especially well in developing effective
solutions that make a big difference. He also highlights the formation
of the Criminal Justice Coordinating Council Network, a BJA-supported
community formed to share knowledge and ideas. CJCCs can be a very
effective forum for finding long-term solutions and for managing justice
system issues, such as jail crowding, court inefficiencies, and
resource reductions, to name only a few. Mike’s expertise comes from
several years leading the CJCC in Jefferson County (Golden), Colorado,
plus his experiences working with many other jurisdictions as an NIC
Technical Assistance provider and with the Pretrial Justice Institute
team.

Douglas County receives Bureau of Justice Assistance Second Chance Act Grant

Douglas County, NE is one of eleven recipients selected nationally to receive a FY12 Second Chance Act Adult Offender Reentry Implementation grant award from the Bureau of Justice Assistance. This award supports the development and implementation of comprehensive and collaborative strategies that address the challenges posed by reentry to increase public safety and reduce recidivism.

The Second Chance Act of 2007 provides a comprehensive
response to the increasing number of incarcerated adults and juveniles
who are released from prison, jail, and juvenile residential facilities
and returning to communities. The Second Chance Act will help ensure
that the transition individuals make from prison, jail, or juvenile
residential facilities to the community is successful and promotes
public safety. The Second Chance Act Programs are designed to help communities develop
and implement comprehensive and collaborative strategies that address
the challenges posed by offender reentry and recidivism reduction.
Reentry is not a specific program, but rather an evidence-based process
that starts when an offender is initially incarcerated and ends when the
offender has been successfully reintegrated in his or her community as a
law-abiding citizen.

Douglas County proposes to implement effective reentry strategies by building on existing
resources, including a motivated and broadly representative collaborative base
of partners in the Reentry Initiatives Council and ongoing strategic planning
activities that have accompanied a FY 11 Second Chance Act Adult Offender Reentry Planning
grant award.
