For decades, the United States has seen rising prison populations at both the state and federal level. As we face the unsustainable costs of mass incarceration, mandatory minimums, and persistent disparities in arrests and conviction rates under discriminatory policies such as Stop & Frisk, community members and leaders across the nation have sought new answers to persistent issues within our criminal justice system.

9 Yards Awarded a Second Innovative Partnership Grant

In 2013, the Governor’s Workforce Board awarded OpenDoors an Innovative Partnership grant to fund the 9 Yards pilot program. In combination with a Dexter Fund grant, this support allowed program implementation to begin in July of 2013. One year later, 9 Yards is succeeding as it enters its crucial second phase. After working for 11 months in prison in the program, clients are being released into the transitional supportive housing program.

When the Violent Crime Control and Law Enforcement Act of 1994 eliminated the eligibility of persons incarcerated in federal or state prisons to receive Federal Pell Grant awards, it dismantled one of the most effective and cost-beneficial correctional policies in the United States.
