&lt;p&gt;The &lt;strong&gt;method&lt;/strong&gt; is through &lt;strong&gt;&lt;em&gt;continuous improvement and open collaboration&lt;/em&gt;&lt;/strong&gt;.&lt;/p&gt;

&lt;p&gt;This will be achieved by organisations adopting DILIGENT through a &lt;strong&gt;six-stage change management process&lt;/strong&gt;:&lt;/p&gt;

&lt;blockquote&gt;&lt;strong&gt;Stage 1&lt;/strong&gt; - Create the Vision of being Focused, Effective and Efficient;&lt;BR&gt;&lt;strong&gt;Stage 2&lt;/strong&gt; - Create the Culture of Acceptance to Adopt Common Best Practice from an Open Source;&lt;BR&gt;&lt;strong&gt;Stage 3&lt;/strong&gt; - Review and Amend Business Processes to Adapt to the OpenTTO.org DILIGENT Methodology;&lt;BR&gt;&lt;strong&gt;Stage 4&lt;/strong&gt; - Adjust the Technology Infrastructure to Support the New Business Environment;&lt;BR&gt;&lt;strong&gt;Stage 5&lt;/strong&gt; - Continuously Review and Adapt and Collaborate to Improve the Open Processs at OpenTTO.org;&lt;BR&gt;&lt;strong&gt;Stage 6&lt;/strong&gt; - Extend the Reach of OpenTTo.org and the Business Processes into Wider Relationships.&lt;/blockquote&gt;Of all these steps many organisations find the first the most challenging.  This is because although groups tacitly agree with the notion of &quot;&lt;em&gt;Re-use not re-invent&lt;/em&gt;&quot; in practice they find reasons why they are different and special and why they should not adopt common processes.

&lt;p&gt;Why would overstretched and under-resourced and under-skilled Technology Transfer Offices &lt;strong&gt;not want&lt;/strong&gt; an open collaboratively developed commercialization methodology?  Except for occasional timing issues where adoption is just not possible for a period, the majority of those serious about focusing their resources for maximum productivity and effectiveness &lt;strong&gt;&lt;em&gt;must adopt an open collaborative process&lt;/em&gt;&lt;/strong&gt;.&lt;/p&gt;

&lt;p&gt;Since most commercialization groups are overstretched they lack sophisticated commercialization processes &lt;a&gt;&lt;img src=&quot;http://www.opentto.org/images/process-paper-thumb.jpg&quot; width=&quot;100&quot; border=&quot;0&quot; style=&quot;float: left; margin: 0px 5px 5px 0px;&quot; /&gt;&lt;/a&gt;because they don&#39;t have the time to develop them.  University TTO staff have to cover an &lt;strong&gt;enormously diverse range of demands and needs&lt;/strong&gt;, and the road to commercialization is a long one.  Groups are often on a &lt;strong&gt;learning curve&lt;/strong&gt; as people move in and out, and they take their process and risk management knowledge with them.  As well, universities all across the world are realizing that commercialization is an expensive high-risk option that has a long-term modest return, on average.&lt;/p&gt;

&lt;p&gt;For example in the US the average university earned only &lt;strong&gt;4.2% of R&amp;D expenditure&lt;/strong&gt; from licenses and spin-outs (&lt;a href=&quot;http://www.autm.net&quot; target=&quot;_blank&quot;&gt;AUTM&lt;/a&gt; report on year 2000 for universities, hospitals and research institutions).  &lt;strong&gt;Australian universities earned 3.1%&lt;/strong&gt; in that same period (according to the &lt;a href=&quot;http://www.arc.gov.au/ &quot;target=&quot;_blank&quot;&gt;Australia Research Council&lt;/a&gt;).&lt;/p&gt;

&lt;p&gt;On the other hand, the University of California earned 12% of R&amp;D expenditure through licensing IP and Flinders University in South Australia has generated an IRR of 70% over the past 17 years including an operating profit of $7m in 2003.&lt;/p&gt;

&lt;p&gt;The adoption of the OpenTTO.org DILIGENT process allows commercialization groups &lt;strong&gt;to focus on what is really important&lt;/strong&gt; - &lt;strong&gt;&lt;em&gt;to refocuse on customer satisfaction as the critical consequence and to require &quot;suppliers&quot; to do a better job providing the major inputs&lt;/em&gt;&lt;/strong&gt;.&lt;/p&gt;

&lt;p&gt;It also protects the parent organisation from the &quot;brain drain&quot; when commercialization staff leave, because it captures as much knowledge as possible in an open shared process, and where improvements are captured and not captive to an individual.&lt;/p&gt;

&lt;p&gt;In short, it allows commercialization groups &lt;strong&gt;to improve continuously and add value to the process&lt;/strong&gt; so that quality inputs become quality outputs that meet customer satisfaction i.e. &lt;strong&gt;&lt;em&gt;improved returns for the stakeholders in R&amp;D&lt;/em&gt;&lt;/strong&gt;.&lt;br /&gt;

&lt;p&gt;OpenTTO.org is a non-profit body formed to advance the creation, evolution, promotion, and support of the technology transfer and commercialization community and to cultivate both an open source community and an ecosystem of complementary products, capabilities, and services.&lt;/p&gt;

&lt;p&gt;Australia has recently been diagnosed as struggling to make progress in improving its ability at commercialisation (BRW Innovation Issue 17-23 June 2004) which raises the questions of incentives and resources being misdirected.&lt;/p&gt;

�?� Employ the right people&lt;br /&gt;

These barriers relate to the adequacy of coordination, skills, and analysis within the commercialisation sector. &lt;/p&gt;

&lt;p&gt;As a national, not-for-profit company the AIC works with Australian research institutions and industry to maximise returns from research and development investment. AIC programs and activities are directed to address these three key impediments to greater success in the commercialisation sector. &lt;/p&gt;

&lt;p&gt;A range of products and services delivered under the AIC Know-How suite attempts to solve the skills issue. AIC Know-How includes the AIC Gateway, Commercialisation Bootcamps and Workshops, Commercialisation Case Studies, and a Market Research Service.
