WFP supports DSWD in Strengthening Logistics Information System for Disaster Response Preparedness

Philippine Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman and World Food Programme (WFP) Philippines Country Director and Representative Stephen Anderson recently signed a Memorandum of Agreement to strengthen the DSWD’s disaster response capacity. The partnership, funded by the USAID/Office for Foreign Disaster Assistance, aims to use information and communication technologies to improve logistics information flow within DSWD, which will be of particular relevance in the immediate aftermath of natural disasters, providing the Philippine Government with timely and accurate information that will allow for swifter emergency responses. WFP National Ambassador Against Hunger KC Concepcion witnessed the signing.

Last January 25, I was privileged to be invited at the Blogger's launch of Soyami Soya Chips, which I found out that it's Manufactured by 100% Filipino-owned Marketing and Manufacturing Company - AM Global Works Marketing Corp. Unfortunately, I wasn't able to jot down the name of the dishes due to the excitement of having my taste glands get a home run of the sumptuous meal. Before ending the year, I had a great opportunity having reflected back the blessings and trials that greeted my path. Realized it was full of challenges, some I have conquered and some I have put aside that will still surely come my way on the upcoming year ahead. Though the most fulfilling one, are not just the blessings I have received, but the guidance that led me to where I am now.

The upcoming year seems to have much more surprises ahead. It fears me, it's shaking my spirit, but I know that the scars of the previous battle that I fought from the previous years, have instilled and engraved great learning that I could use as one of my weapon for the tribulations that are waiting ahead. I will gladly welcome all of these, as it will once again test my spirit, my will, my hope, and my faith.

WFP Supports the Government Response to Sendong-affected Communities

Tropical Storm Washi (locally known as “Sendong”) which hit Northern Mindanao over the weekend, caused massive flooding, flashfloods and landslides, resulting in the death of over 1,000 people. Some 285,000 people have been displaced, many of whom are taking refuge with relatives or in makeshift structures. The World Food Programme (WFP) is responding to the Philippine Government’s request for international support and is mobilizing to assist 220,000 of the most vulnerble persons, many of whom have limited access to nutritious food and clean drinking water. Augmenting government’s relief efforts, WFP assistance, at the initial phase of the response, focuses on providing fortified ready-to-eat foods as well as logistics support to the Philippine government and humanitarian agencies.

Computer Scientists Leaving Their Legacies

The month of October 2011 has been filled with Condolences as great Computer Scientists starts passing away one by one. It began when the world was so engulfed with the death of Steven Paul "Steve" Jobs (24Feb1955 - 05Oct2011) - Founder of Apple Inc. Then a few weeks later, it was followed by Dennis MacAlistair Ritchie (09Sep1941 - 12Oct2011) - Inventor of the C Programming Language. And just after another more than a week, these deaths was again followed by the passing away of John McCarthy (04Sep1927 – 24Oct2011) - the Inventor of LISP Programming Language, who also coined the term "Artificial Intelligence".

Notice the timeline of their birth and death, Steve Jobs who was the youngest among the three died first, while John McCarthy who was the one born earliest among them died the last.

With their deaths though, my stock knowledge about some of the lessons I've learned from my ICS101 subject in College gets refreshed.

MANILA – A US$750,000 cash grant from the United States Agency for International Development/Office of Foreign Disaster Assistance (USAID/OFDA) is powering the United Nations World Food Programme’s (WFP) Disaster Preparedness and Response project in four of the most disaster-prone provinces of Northern Luzon.

WFP’s 12-month project in Benguet, Cagayan, Laguna and Sorsogon, which is already up and running, is being implemented in collaboration with the Department of Social Welfare and Development (DSWD), the Department of the Interior and Local Government (DILG), the Office of Civil Defense (OCD) and WFP’s local NGO partner the Philippine Business for Social Progress (PBSP).

“WFP highly appreciates USAID/OFDA’s timely and generous funding for a key government priority. This support is critically needed for a country which is so vulnerable to natural disasters,” said WFP Philippines Country Director Stephen Anderson. “The recent floods and the damage to agriculture caused by Typhoons Pedring and Quiel have highlighted once again how essential it is for us to work together to improve disaster preparedness and response.

“Fundamental to the success and sustainability of this project is the strong partnership with DSWD, DILG, OCD and the Local Government Units (LGUs) which have committed to implement small-scale community projects to help mitigate the impact of disasters,” said Anderson.

The participating LGUs have earmarked 13.9 million pesos in counterpart funds for the projects, while DSWD is providing 3.9 million pesos from its Disaster Fund.

A Capacity Needs Assessment on Disaster Preparedness and Response that WFP conducted together with the Earthquakes and Megacities Initiative highlighted the need to mitigate the impact of landslides in Benguet, to improve flood control systems in Cagayan and Laguna and to strengthen the capability of communities in Sorsogon to better respond to volcanic eruptions and flooding. The study findings are consistent with WFP’s experience of carrying out small-scale, community-driven early recovery and rehabilitation activities in partnership with DSWD in the aftermath of Tropical Storm Ondoy and Typhoon Pepeng in late 2009 and 2010.

Cyber Theft and Plagiarism - Illustrated

Cyber Theft or the stealing of personal information or other works involving the use of computer/technology is so rampant nowadays. These includes the copy-paste methods that some writers, be it journalists, bloggers, or even students and professionals does to make their assignments/jobs easy, without any regards to the original author of an article, photo, or other intellectual property which they found from the internet -- or the Cyber world.

On the other hand, Plagiarism - or the "wrongful appropriation," "close imitation," or "purloining and publication" of another author's "language, thoughts, ideas, or expressions," and the representation of them as one's own original work (Wikipedia), has also been spreading like a fart going out-of-control.

It's like common sense to a lot of people nowadays are no longer common, and cyber crimes have been much more notorious than all the other crimes on the dark roads. Should we wait before our own properties or us get victimized before we take control with these crimes? Or if you're one of those who have "innocently" been involved to these kind of activities, what would you do? Let's all start policing and guarding one another, at the same time, give respect if you still have a human-mind and brain that you could call your own!

10/13/2011 - COA Clarifies Statement on Stradcom

Department of Transportation and Communications Secretary Manuel “Mar” Roxas II also clarified a press statement he issued last Tuesday, wherein he was quoted as saying that the DOTC will sue Stradcom for “unauthorized exploitation” of the LTO database.

Roxas said what he meant is that the COA report will be handled by their legal department.

“Sinasabi ng COA na tingnan ito at isaayos ito so pinasa natin sa legal yung COA report. Dun lang tayo nagmumula eh, kung sinabi ng COA na dapat tingnan ito, eh pinapaaral natin sa legal kung ano ba talaga ang sitwasyon dito,“ he said.

Then you made me realize that not all histories are written after, but it was during the course of your endeavors. You were one of those who changed and shaped the world's computing technologies, and I feel so grateful and lucky to be part of these shifting in our every day lives as you create new innovations, as the rapid changes and computing improvements re-evolve how we do our own jobs. It was all thanks to the great mind that you do have.

Thank you Mr. Steve Jobs. You will be missed!

The technology today has been widely rising, getting more sophisticated, much mobile, easily gets upgraded or updated, and more eye-catching. Talk about user-friendliness, if you're new to these technologies or used to old behaviors and interface, you might say that it's much confusing to use and navigate.

Just a few years back, I was already so glad and happy for having a Home Theater and LCD TV which lessens the space occupied in my bedroom but having much bigger and brighter screen. Then I thought, what else could be re-developed for Televisions and media players except for new codecs and screen resolutions/sizes? Then one by one, came new updates for these digital entertainment system from USB-reading capability which was first introduced to media players, and was also embedded on TVs and computer monitors. A few more months and the TV-monitor in-one came rushing to the market, a few more months and the internet TV came out.

Again I wondered, what else can be done? Is it already the end of embedding new technologically-advanced features for the entertainment appliances?

The answer came last August 27, 2011 during the homey-atmosphere product launching of one of the new but promising digital entertainment system - an Internet Media Player from Mede8er (sounds as "mediator").

Who would think a decade earlier that enjoying a movie with your family can be enjoyed not just in your entertainment room but also simultaneously anywhere in your house? (take note of the word "simultaneous").

Mede8er is relatively an unknown brand, specially here in the Philippines. Astoria Vacation and Leisure Club

When I was given a ticket for the Pacquiao-Margarito fight shown at the Metrobar November last year, a "raffle" coupon of some sort was given to all the guests. Like the rest of the Customers who will be watching the said event, I also filled-up one raffle coupon. The prize at stake were "3 days and 2 nights complimentary hotel accommodation" or a "buffet dinner for two". One thing I noticed though on the raffle coupon was that there was no indication of a Department of Trade and Industry (DTI) permit number or any registration of sort. And since it was not only me who was filling-up the raffle coupon, I never gave enough attention to it and just thought that the raffle will be held inside the bar, either before or after watching the Pacquiao-Margarito fight -- which did not happen.

Then a week after the said event, I already forgot about the raffle until somebody from Club Astoria Plaza called me, informing me that I won a complimentary gift certificate accommodation from Astoria Vacation and Leisure Club Inc. Aside from this, the caller told me that I am also entitled for a buffet dinner for two (2) at Cafe Astoria. What a great excitement! The dinner will be served prior to claiming my prize, and afterwhich, there will be a short presentation about Club Astoria itself and the accommodation package that I won. I became skeptic with the answer so I asked the caller if there's a catch with that presentation, then he assured me that I have no obligation of any sort to "buy-out" any of the things that they're going to present or offer. Although still doubting, my excitement about the "3D2N free accommodation" took me over, so I gave it a nod and booked the appointment date of claiming the gift certificate.

A few days before the scheduled appointment with Club Astoria, I was able to grasp some information from one of my officemate who was also previously offered the same thing. My officemate told me that it was a holiday vacation ownership, or a timeshare from Club Astoria and its affiliates spanning worldwide. Although, she rejected the offer since the membership that was offered to her was beyond her budget during that time. Upon knowing her story, I realized that the "raffle" that was held was not really legit, but might just be a strategy to gather information about people whom they could contact and offer whatever their product or service is. So I guess I'm not the only one who "won" the said 3D/2N free accommodation.

Cutting the story short, right after the complimentary dinner at Club Astoria in Ortigas held last November 25, 2010 at around 8:30 PM, it was time for them to feed us with their promotional speeches and presentation. The Agent/Consultant - Bob, was friendly and accommodating, and also skillful in his field of persuasion. I was "detained" - figuratively speaking - for a few hours while listening and brainstorming with the consultant about the holiday ownership. The member benefits, ammenities, and advantage of owning a holiday timeshare was explained, and we were also showed how the suites looks like. It was a very comfy and cozy two bedroom, condo-type unit of family suite that can accomodate up to six (6) person.

I rejected the membership offer as true to my officemate's testimonial, the cost was way beyond my budget even if the membership dues are to be paid in 48 installment months. The agent presented to me four (4) membership options, differing on the suite-type, the number of rooms available per unit, and the number of person the unit can accommodate. The basic member-benefits for any of those four membership type includes: thirty (30) years membership to Club Astoria; 1 week accommodation per year to any of it's affiliate hotels/vacation clubs local and worldwide; and membership to Resort Condominiums International (RCI) - your ticket to worldwide special holiday/vacation discounts exclusive only to members.

The fourth membership type that was offered was the one that appealed to me the most since it costs around approximately 70% lower than the first three. Balancing the future costs of hotel accommodation, given that I already have my own family and a child (or let's say I'll have two kids already by the time that we can already enjoy the membership benefits at Club Astoria), for the span of thirty (30) membership years, Club Astoria's holiday vacation ownership will be a thrift investment for future get-aways - unless me and my wife (and kids) could agree to settle for simple back-packing trips.

Although, I admit that part of the decision that made me grab their final offer was also due to the high-pressure environment that has built-up already during the more than four (4) hours of time that I gave to entertain their presentation and persuasions. Really, they wouldn't give me time to think about it even for one more day, claiming that they no longer give chance to anyone once the presentation is over and after we stepped out of Club Astoria's building, duh! I have other ramblings about their way of selling, marketing, presenting, or whatever they could call it. But for now, I'll hold it back as I've seen that the business is legit - only their ethics in doing the business isn't acceptable.

About the complimentary gift certificate, we enjoyed it during our family's Panglao Island Bohol Adventure last April 16 - 18, 2011 at the Bohol Beach Club (Club Astoria's affiliate hotel).

Fast 5 - Movie Review

Last May 4, 2011 - I was able to watch a movie screening of the "Fast and the Furious 5: Rio Heist" during the TeleServ's Night-Out with the Bloggers event. Cinema 4 movie house of Gateway was packed with, well, obviously Bloggers. Familiar faces and even some of my runner-blogger mates were also present to check the speed of the cars tearing the Cinema screen.

The movie was full not just with action, but also some humor and wit that made us stretch our facial muscles as we laugh. The environment was so comfortable, I almost feel like we are but one family inside the Cinema. We are indeed - Bloggers alike!

So, just a quick review without going much into deeper details as I might be spoiling the story to those who have not yet seen the movie.

Negative:
During the car chase between the Cops, Reyes, and the "Team Rio", while Dom and O'Conner are pulling the bank vault from behind their car, I couldn't imagine how they managed to speed off and maneuver the car in such a high-speed and heavily loaded chase. My brain just keeps on telling me under the Physics law (my brain got refreshed about Physics from this movie), the vault should've already pulled them off the road and there's no way that they could escape that far with that load. Well that's a movie after all!

Positive:
Aside from the action, very nice cars, effects, and the sexy presence of the Characters of Gal Gadot and Elsa Pataky, the teamwork and their love and valuing for family still touched me and made me thought however bad-ass a human can get, we still cannot judge the entirety of their character.

Five cities in Metro Manila will demonstrate how the country can save lives, time, and money, as they join the first-ever “Philippine Spring Cleaning Day (PSCD).”

In its goal to push for cleaning and sanitation as one of the most effective ways to lower the country's disease burden, representatives from the Department of Health (DoH), UP-National Institutes of Health (UP-NIH), Pediatric Infectious Disease Society of the Philippines (PIDSP), Reckitt Benckiser, Lysol, and several local government units are calling for better sanitation through the institution of the first Philippine Spring Cleaning Day.

On May 11, there will be a simultaneous cleanup across five cities, namely Makati, Mandaluyong, Pasig, Manila, and Pasay.

“We hope to educate as well as to encourage the habit of cleaning and disinfecting of Filipino homes through this annual event,” says Marichu Gozun, Senior Brand Manager of Lysol.

According to a joint study commissioned by the World Health Organization (WHO) and United Nations Children’s Fund (UNICEF), at least 20 million Filipinos are exposed to poor sanitation. This means that one-fourth of the Philippine population has poor hygiene practices, do not have the benefit of an accessible and safe toilet, or do not dispose of human waste properly. The fact that less than half of Filipinos wash their hands after using the bathroom is a very telling statistic that speaks of the country's unfortunate attitudes towards cleaning and sanitation.

Being one with the PSCD's advocacy to educate Filipinos about the significance of cleaning and disinfecting, DoH Environmental Health Chief Dr. Rodolfo Albornoz says that families should be mindful of the harmful effects of poor sanitation not only on their health but also on other aspects of their lives.

The campaign's concentration on household cleaning is highly significant because proponents of the PSCD believe that even the home, which is supposed to be every family's place of refuge, can be unsafe. They note that bacteria dwell on everyday things in the home that are taken for granted. “What people do not know is that they are more likely to get sick from germs and viruses in their own homes than in any other place,” says PIDSP President Dr. Lester Deniega.

UP-NIH Executive Director Dr. Lulu Bravo agrees. “We invite everyone to take part in this initiative and join the fight against diseases,” ends Dr. Bravo.

Indeed, intensified cleaning and disinfection will go a long way towards helping the country save time and money, reduce economic costs, and increase productivity as well as people’s overall health and productivity.

Birth Certificate Correction Gone Wrong

Many people who were born during the time when there was only pen and typewriter to jot our records have had problems with their identities from their government documents, such as the birth certificate. This ranges from mis-spelled entries to incorrectly written entries (such as gender - a born baby boy was identified on the document as a female, or vice versa), and etc.

You see, our ancestors mostly came from other nationalities as a result of Colonial occupations in our Country way back few hundred years ago. So most of the Filipinos still carry their Spanish origins of family names. But due to our naturally hard-tongue pronunciations (or is it just me?), how we pronounce some "foreign" words may not be spelled correctly, even if we spell the word letter-by-letter. I could even remember some of my cousins way back in our province spelled "apple" letter-by-letter as something like: "eh na may bontot, pe, pe, el, eh na pa-ekot"; for a "cat", it was voice-spelled as "se na paekot, eh na may bontot, te"; for the "dog", it was spelled as "de, oh, dzi na walang toldok"! It all makes sense though, in any way! Now could you follow this kind of spelling quiz bee?

With this dilemma, our own clan may have been one of the great victims of this lingual catastrophe. Most of us have differing spelling of family names, and until now, we don't even know who's family name's spelling is correct, and who's spelling will be followed. For me, the spelling that I have been used to is the most beautifully spelled family name, for another relative, their own spelling is the most alluring, for my Cousin, his spelling is the most attractive, and to another Uncle, the sound of how his family name is pronounced and spelled is the most "bagay" of all.

During my stay in Masbate way back 1991 - 1994, I remember seeing a land title from one of our great-great grandfather bearing a family name of "Bedansaga". Another document from the same generation of relatives bore a family name of "Vedarozaga". Then different family name spellings sprouted on to the next generations such as the "Vedarosaga" and "Vidarozaga". So originally, there were only four (4) variations of our family name.

Then just a few weeks ago, it seems that it has become more clear as to where and how these mis-haps came about.

Last year (Oct, 2010), I was finally able to apply for a passport (thanks to a good friend who accompanied me). But as expected, due to contradicting spelling of my family name in my birth certificate against to all my other documents, the passport issuance was put on hold, and I was advised to have those corrected from the Municipal Civil Registry Office (MCRO) of Masbate. Yes, that's the province where my humanity was registered.

So in short, with all the documents prepared and submitted for the petition of correction of entry from my Birth Certificate, I was confident that soon, within 3 months in time, me and my birth certificate will be fused into one after almost 30 years of "denying each other". So when I received the documents from MCRO last week (May 2, 2011), I knew I could already proceed to DFA to finally have my long-overdue passport. But when I get to read all the documents... I'll let you guess how I felt during that time with these findings:

Action Taken by CRG (Verification page) – Verified family name entry became: "V_darozaga"
Civil Registration Certificate – Corrected family name on the annotation: "Verarozaga"
Decision on Petition – Corrected family name as indicated on the remarks: "Vedarozaraga"

Although our whole family's been used to hearing and reading different variations of our family name, this one became so big deal to me since it is a record of our legal document. Much worst is that these mistakes have become "legal" in the sense that the mistakes all originated from the Government office who keeps our records. The documents were even verified and signed by the Municipal Registrar. How was the verification done? That I don't know!

Now to all my relatives out there, if ever one of us get to meet someone bearing these new spelling of family name, don't be surprised anymore!

Oh, come to think of it, guess I can marry three other Women in a legal way without annulling my previous marriage! LOL!
