Organising Committee of the International Congress of Belarusian Studies announces a call for individual applications for the 8th Congress, which will take place on 27-29 September 2019 in Vilnius, Lithuania.

Application deadline is 25 May 2019

The Congress is the most representative annual academic and expert event of Belarus. It gathers all main intellectual centres which study Belarusian politics, society and culture. Besides, the Congress presents a fine opportunity to develop new viable research and civil projects, exchange opinions and ideas, establish informal contacts with experts and academics from Belarus and other countries.

Mission of the Congress is to develop a community of scholars, analysts and experts, and to promote a deeper understanding of Belarus in academic and civil communities of the country, region and world.

In 2019 the Congress will work in 14 research areas, which include all main social sciences and humanities: history, international relations and political science, linguistics, literature studies, philosophy, law studies, etc.

Following the Call for panels over 90 proposals were received. It is the highest number since 2011.

Around a half of applicants represent Belarus, the rest represents Lithuania, Poland, Ukraine, Russia and other countries.

38 per cent of proposals deal with humanities, 24 per cent with history, 14 per cent with political science, 15 per cent with sociology, 6 per cent with economics, 3 per cent are interdisciplinary.

In the coming weeks we are going to process the applications and, in cooperation with their authors, prepare a preliminary plan of subjects of the Congress.

The call for individual applications will be open on March 20, 2019.

Organising committee of the Congress is pleased to announce a call for sections (panels) for the 8^th International Congress of Belarusian Studies. The Congress will take place on 27-29 September 2019 in Vilnius (Lithuania).

Sections (panels) are supposed to be sites for discussion of particular research problems or presentation of results of scholarly activity within certain disciplines or research fields. Organising committee does not set any restrictions regarding discipline or topic of the panel, and thus suggests that academic and research communities articulate their own priorities and interests.

Sections (panels) can be disciplinary, thematic or focus on particular narrow problems. We also accept applications for sections that suggest discussion of important social and political issues, as well as round tables, workshops, presentations, etc.

Formation of sections and panels through an open call will approximate the Congress to the needs and expectations of academic and expert community.

Organising committee calls upon research institutions and communities as well as academic leaders to participate in the design of thematic priorities of the 8th Congress.

Applications can be made by individuals, groups or institutions.

The International Congress of Belarusian Studies is the most representative annual academic event, which unites all major centres of research on politics, society and culture of Belarus. It presents an excellent opportunity to develop new research and community projects, to exchange views and ideas and to establish informal contacts with representatives of expert and academic community of Belarus and other countries.

The Congress aims at integration of researchers and experts in social sciences and humanities as well as deeper understanding of Belarus in academic and civil environment of the country, region and world.

The Congress will gather more than 500 scientists and experts from Belarus and abroad. We expect outstanding and fruitful discussions, as well as rewarding the best scholar and student works published in 2018.

Traditionally more than 500 researchers and experts from Belarus and abroad will gather at discussions and presentations of the Congress. Awards for the best scientific publications and best student publications of 2018 will be presented at the Congress.

Director of the Institute “Political Sphere” Dr. Andrei Kazakevich says: “I am pleased to invite researchers, partners and guests from around the world to the 8th International Congress of Belarusian Studies in Vilnius. EHU Rector Prof. Sergei Ignatov adds: “EHU community is pleased that our University will be the main academic partner of the 8th Congress of Belarusian Studies. The new EHU premises, located in the former Augustinian monastery in Vilnius, will be happy to welcome scholars researching Belarus and the entire region. We are sure that independent research in the fields of social sciences, humanities and arts contributes towards integration of Belarus into the European intellectual space”.

Academic partners of the Congress are Vytautas Magnus University and few other academic institutions. Series of Congress events are expected to take place at the Town Hall and other sites within Vilnius Old Town.

The first International Congress of Belarusian Studies was held in 2011. From 2011 to 2016, the Congress was held in Kaunas, in 2017 it took place in Warsaw. In 2018, due to technical reasons Congress was not able to take place in Minsk, therefore it was decided to postpone the 8th Congress for 2019.

Congress preparation plan

3. Deadline for collecting individual applications — by May 20, 2019. Collection of applications opens on March 10.
4. The distribution of subsidies for accommodation and transport — by June 5, 2019.
5. Definition of the final list of sections based on the collection of individual applications — June 10, 2019.
6. Sending individual invitations — by June 25, 2019. By July 10, participants must confirm their participation.
7. The preliminary program of the Congress — August 5, 2019.

After a long process of preparatory negotiations and measures, the Organizing Committee has to announce that the International Congress of Belarusian Studies will not take place in 2018.

From November 2017, on the initiative of the Organizing Committee, representatives of the academic community, government bodies and other stakeholders, the preparatory work has been conducted for the Congress to take place in Belarus. Over the past seven months, fruitful and intense negotiations have been carried out with the Belarusian State University, the National Academy of Sciences, representatives of the academic community, civil society organizations and other stakeholders.

However, the discussion of the technical details has revealed a significant number of organizational difficulties. Apparently, holding the Congress at a high organizational level, coordinating the interests of all parties and defining priorities requires considerably more time and organizational measures and can not be implemented this year.

We express our gratitude to all academic and public institutions, government bodies, which formally and informally supported the Organizing Committee in their endeavor to host the Congress in Belarus for the first time. We also understand that many of the technical and organizational obstacles are technical in nature and we do not see any political connotations in them.

In accordance with the previously defined concept, the Organizing Committee has plans to hold the next International Congress of Belarusian Studies in 2019 outside of Belarus and will continue working to have the Congress take place in Belarus in 2020.

Nevertheless, in 2018 the Organizing Committee is going to carry on the tradition of Congress’s Award for the best scholar publications in previous year. The details will be announced shortly.
