<p>The Foreign Secretary was apparently given a furious dressing down by Sergei Lavrov over the telephone.</p>
<p>Mr Miliband&#8217;s criticism of Russia&#8217;s recent incursion into Georgia is believed to have sparked the colourful tirade.<br />
One unconfirmed report suggested that Mr Lavrov said: &#8216;Who are you to f*** lecture me?&#8217;</p>
<p>A Whitehall insider told the Daily Telegraph: &#8216;It was effing this and effing that. It was not what you would call diplomatic language. It was rather shocking.&#8217;</p>
<p>The incident came as an equally belligerent Vladimir Putin told media that Russia had to invade Georgia: &#8216;What did you expect us to do? Respond with a catapult? We punched the aggressor in the face.&#8217;<br />
Mr Miliband had allegedly been putting forward Britain and Europe&#8217;s objections to Russia&#8217;s incursion into the breakaway region of South Ossetia last month.</p>
<p>It is also understood that Mr Lavrov grilled Mr Miliband on Britain and America&#8217;s invasion of Iraq as part of his response to the Foreign Secretary&#8217;s criticism.</p>

			<content:encoded><![CDATA[<p>Outraged U.S. lawmakers are questioning top Toyota executives about the recall of more than eight million vehicles over concerns the cars could accelerate suddenly, putting drivers and passengers in danger. Some even accuse the Japanese auto giant of ignoring the pleas of its customers to investigate problems with runaway cars.</p>
<p>Lawmakers wasted no time, immediately criticizing Toyota for its slow response to fears its vehicles could accelerate rapidly and without warning.</p>
<p>Democratic Congressman Bart Stupak told the House Energy and Commerce Committee his findings are troubling. &#8220;Toyota all but ignored pleas from consumers to examine sudden, unintended acceleration events. They boast in a briefing of saving Toyota $100 million by negotiating a limited recall,&#8221; he said.</p>
<p>Lawmakers also accuse Toyota of being aware of the problems years earlier.</p>
<p>One Toyota owner, Rhonda Smith, says she and her husband tried to warn Toyota in October 2006, after her Toyota-made Lexus sedan sped up to 160 kilometers  an hour despite her efforts to stop it. &#8220;I figured the car was going to go at maximum speed and I was going to have to put the car into the upcoming guard rail to keep from killing anyone else. And I prayed to God to help me,&#8221; she said.</p>
<p>Then she called her husband. &#8221; I knew he could not help me but I wanted to hear his voice one more time,&#8221; she said.</p>
<p>Then, just as suddenly as it sped up, she says the car slowed down. Smith and her husband say when they later complained to Toyota, they were called liars.</p>
<p>James Lentz, the head of Toyota&#8217;s U.S.-based sales division says he is sorry for Toyota&#8217;s initial response but the car company did its best to fix the problem, focusing on floor mats and a sticky acceleration pedal.</p>
<p>But David Gilbert, an associate professor of automotive technology at Southern Illinois University, says it took him less than four hours to determine the problem is with the electronic system and the computer that helps control the car. &#8220;If the circuit is defective, as far as the computer is concerned, it must be good,&#8221; he said.</p>
<p>Some lawmakers have challenged the witness testimony but there will likely be more tough questions for Toyota Wednesday, when the company&#8217;s president, Akio Toyoda, is due to testify before another house committee.</p>
<p>In written testimony released in advance, Toyoda tells lawmakers his name is on every car, and that they have his &#8220;personal commitment&#8221; that Toyota will work vigorously to restore the trust of its customers.</p>

			<content:encoded><![CDATA[<p>Iran says it is willing to swap its low-enriched uranium for more highly  processed nuclear fuel, but the exchange must happen on Iranian  territory.</p>
<p>The Iranian government made the offer in a document  released Tuesday. It is the first formal response to a proposal by the  International Atomic Energy Agency for Iran to ship its uranium abroad  to be processed into fuel for an Iranian nuclear research reactor.</p>
<p>Earlier  this month, Iran said it has begun enriching uranium to a higher level,  a process that world powers fear could give Iran the capability to  build a nuclear weapon.</p>
<p>The Iranian government says its nuclear  program is for peaceful purposes.</p>
<p>The United States and other  world powers have been calling for a fourth round of U.N. sanctions  against Iran because of its uranium enrichment activity.</p>
<p>Iranian  President Mahmoud Ahmadinejad warned Tuesday that Iran would &#8220;cut off  the hands&#8221; of anyone who attacks the country.  The statement comes as  Israel and the United States have recently revealed they have not ruled  out military action against Iran over the country&#8217;s nuclear program.</p>
<p>Meanwhile,  China on Tuesday repeated its call for a diplomatic solution to the  dispute.</p>
<p>Israel, which considers Iran its greatest enemy, says it  is sending a delegation to China next week for discussions that are  expected to focus on the nuclear dispute.</p>
<p>The delegation will be  headed by Strategic Affairs Minister Moshe Ya&#8217;alon and will include  Israel&#8217;s central bank chief Stanley Fischer.</p>
<p>China, a permanent  member of the United Nations Security Council, has been one of the  staunchest opponents to imposing additional sanctions against Iran.</p>
<p>Tehran&#8217;s  other traditional ally on the Security Council, Russia, has recently  shown willingness to take a stronger stance against the Islamic  Republic.</p>
