		<description><![CDATA[Administration and Finance Assistant for TIRI

I.	Key responsibilities
a.	General
1)	Assist the Programme Manager in the day-to-day management of Tiri’s programme and activities in Indonesia.
2)	Assist in all administrative and financial management matters related to Tiri’s presence in Indonesia. 
3)	 Maintain an effective filing system for programmatic and financial information and update documents in the Tiri Indonesia Programme (budgets, work plans, contracts, salary surveys, staff attendance and leave, etc.) and assist in developing reports required by Tiri headquarters and funders.

b.	Office and Personnel Management
1)	Manage incoming mail, handle telephone calls and follow up on enquiries, including: updating a list of key contacts; drafting routine, non-programmatic correspondence, letters, faxes, memos and e-mails.
2)	Maintain office filing system (electronic and hard copies).
3)	Co-ordinate arrangements for internal staff meetings, including: notification; room booking; agenda preparation; minute-taking; follow up with relevant staff members on deadlines, commitments made and actions taken.
4)	Provide logistical and administrative support for non-programmatic internal and external meetings, conferences, workshops, retreats, training and other events, including: room booking; travel and accommodation arrangements; preparation and distribution of documentation.
5)	Manage office stationery supplies, including: maintenance of stock list; maintenance of list of main suppliers; purchase of supplies; distribution to staff. 
6)	Manage office furniture and equipment needs, including: updating an office asset inventory; maintenance of office furniture and equipment.
7)	Liaise with Kemitraan/Paramadina University on all office-related matters (e.g. office space and facilities; maintenance and repairs; facilities; telecommunications etc.).
8)	Manage the internal procurement process relating to office furniture, equipment and supplies.
9)	Manage office petty cash.
10)	Prepare attendance records for the Tiri Indonesia Programme staff.
11)	Support local recruitment processes for Tiri staff, including: preparation and placement of vacancy announcements; scheduling and taking minutes of interviews; and preparation of correspondence with applicants.
12)	Provide support and facilitate orientation sessions for newly recruited staff, consultants, and interns.
13)	Provide ad-hoc support in other HR related issues, such as the management of benefits and staff welfare activities

c.	Financial Management
1)	Assist the Programme Manager in the accurate preparation and timely delivery of financial information related to Tiri’s overall activities in Indonesia.
2)	Assist the Programme Manager in the budget controls and financial management over multiple donors/programmes, including preparation of annual budgets, budget amendments, cash-flow forecasts, etc. 
3)	Assist the Programme Manager in the preparation of all reports for internal and external purposes in compliance with donor regulations. 
4)	Assist the Programme Manager in the preparation of proposals and budgets for funding applications.
5)	Assist the Programme Manager in the preparing accounts for audits, monitoring and reporting purposes.
6)	Prepare payment requests and other actions in the Grant Management System (GMS).
7)	Assist the Programme Manager in procurement and financial management tasks

II.	Key performance indicators
a.	Quality of the administration of the Tiri Indonesia Programme: timeliness and accuracy of reports, and quality of documentation of budgets, cash-flows and work-plans.
b.	Timeliness, quality and efficiency in fulfilling responsibilities and executing related tasks.
c.	Level of responsiveness, pro-activeness to communications and requests on administrative and financial matters.
d.	Efficiency in processing payment requests and the handling of petty cash transactions and replenishments.
e.	Efficiency and timeliness in procurement process as related to office management.
f.	Availability and accuracy of office inventory.
g.	Timely preparation and dispatch of correspondence, reports, etc.
h.	Quality of draft correspondence
i.	Availability and accuracy of staff attendance records.
j.	Overall efficiency and effectiveness of the administrative and financial management of the Tiri Indonesia Programme.

Organizational Context 

Under the guidance and supervision of the Executive Director, the Monitoring and Evaluation Manager is responsible for monitoring and evaluating of project implementation including projects funded from Trust Fund or other sources.

		<description><![CDATA[Organizational Context 
Kemitraan is currently working with four organizations; SEKNAS Fitra, ASPPUK, TIRI, and LSPP; in implementing the USAID-support, Strengthening Integrity and Accountability Program II. This Project aims to develop the capacity of non-state actors (civil society organizations, the media and universities) to strengthen integrity and accountability of government run social welfare programs which, under this particular proposal, will be focused on the areas of health, education, and women’s small /medium enterprises.

In ensuring that this aim is effectively implemented, Kemitraan along with its four consortium partners will strengthen the civil society’s capacity in conducting oversight of government social programs, enhance the investigative journalism and reporting capacity of journalists and journalism/communication students, and enhance the higher education institutions’ capacity in mainstreaming integrity and accountability principles.

Kemitraan’s strategy in implementing this project is based upon the principal that it is important to initiate programs that will promote the greatest benefit and stimulate the greatest interest for ordinary citizens because it is ordinary citizens who stand to gain or lose the most as a result of government’s efforts to enhance quality of life.  Unfortunately, ordinary citizens often feel that they do not have the authority to hold public officials accountable for policies and how they are implemented.  This (mis) perceived lack of authority means that policy development is often unmonitored and dominated by backroom political dealings, collusion and corruption.  

Based on this understanding, the SIAP II Consortium have develop a set of programmatic components that aim to create a citizenry that is more actively engaged in ensuring greater accountability in Government.  Because it is not possible to provide assistance to each and every individual citizen, it is necessary to provide support to institutions that have a broad reach to a wide range of citizens; such as CSOs, media, and educational institutions that can serve key roles in supporting and enhancing the capacity of ordinary citizens in demanding greater accountability from the government.

		<description><![CDATA[Project Assistant for Integrity System and Anti Corruption in Public Service

Organizational Context 
With support from Embassy of the Kingdom of the Netherlands, in 2010 the Partnership will start a program, entitled Leveraging Education and Accountability Program in Indonesia (Lead Indonesia Program).  The Lead Indonesia Program is developed to meet the following objectives:  
1.	Establishing substantive democracy through political reform and education.
2.	Promoting and facilitating the institutionalization of integrity system and fulfillment of right to basic services
3.	Consolidating and deepening the design and implementation of policies on decentralized governance.

Under this Lead Indonesia Program, the Public Service Governance Cluster (PSG) will be responsible in the implementation and management of the objective 2.  Five components in objective 2 are (1) Scaling-up and cascading eradication of corruption systems and strategies (SUCCESS); (2) Procurement Reform and Integrity System Enhancement (PRISE); (3) Strategic Urban Reform Facility (SURF); (4) Building Integrity of State Auxiliary Agencies (BISAA); (5) Institutional Reform and Integrity System Establishment Institutional Reform and Integrity System Establishment (IRISE).

The key components under Objective 2 of the Lead Indonesia Program are also in line with 1st intent of area 2 Improvement on the System and Structure of the Civil Service Systems that are identified under the PSG strategic plan.  

To ensure the successful management of the Lead Indonesia Program, and to that the need for reporting and administrative services are well prepared with effective &#38; efficient manner, the Partnership intends to recruit 2 (two) Project Assistants (PAs) for the Integrated System and Anti Corruption Program.

Under the guidance and supervision of the Project Officer of Integrity System and Anti Corruption in Public Services-Public Service Governance (PSG), the Project Assistant will be responsible to provide administrative support to the program/projects team and she or he will be responsible  to ensure effective implementation of program/project activities as per the agreed plan and budget by referring the recent Standard Operational Procedures on reporting and financial services of the Partnership for Governance Reform in Indonesia (the Partnership). In executing the daily task the Program Assistant will also cooperate with staff of Planning, Monitoring and Evaluation department of the Partnership to organize Project Tracking System (PTS) for Integrity Projects. 

The Project Assistant must promote a client, quality and results- oriented approach in the Partnership.

		<description><![CDATA[Organizational Context 
Currently the Partnership was just awarded with a program, funded by the Royal Netherlands Embassy, entitled Leveraging Education and Accountability Program in Indonesia (Lead Indonesia Program).  The Lead Indonesia Program is developed to meet the following objectives:  
1.	Establishing substantive democracy through political reform and education.
2.	Promoting and facilitating the institutionalization of integrity system and fulfillment of right to basic services
3.	Consolidating and deepening the design and implementation of policies on decentralized governance.

Under this Lead Indonesia Program, the Public Service Governance Cluster (PSG) will be responsible in the implementation and management of the objective 2.  Five components in objective 2 are (1) Scaling-up and cascading eradication of corruption systems and strategies (SUCCESS); (2) Procurement Reform and Integrity System Enhancement (PRISE); (3) Strategic Urban Reform Facility (SURF); (4) Building Integrity of State Auxiliary Agencies (BISAA); (5) Institutional Reform and Integrity System Establishment Institutional Reform and Integrity System Establishment (IRISE).

The key components under Objective 2 of the Lead Indonesia Program are also in line with 1st intent of area 2 Improvement on the System and Structure of the Civil Service Systems that are identified under the PSG strategic plan.  

To ensure the successful management of the Lead Indonesia Program, and to maintain the programmatic portfolio of the PSG Cluster, the Partnership intends to recruit 2 (two) Project Officers (POs) for the Integrated System and Anti Corruption Program.

Under the guidance and supervision of the Program Manager-Public Service Governance (PSG), the Project Officers will be responsible to monitor the program/projects team, to ensure effective implementation of program/project activities staff as per the agreed plan and budget. The Project Officers will work in close collaboration with the other programs in the PSG cluster and the Operations team.  

Functions / Key Results Expected 
Project Management: 
•	Carry out tasks relating specifically to program coordination, including supporting effective working relationships between the Partnership, PMU and implementing partners. This will also include supporting the PMU in organizing and scheduling meetings, as required.
•	Carry out Project Management Unit’s functions in relation to the selected implementing partners to support the realization of project activities, including providing support to the management of financial resources allocated, maintaining accounting systems that contains records and controls sufficient to ensure the accuracy and reliability of project financial information and reporting.
•	Prepare, plan, provide substantive input, and implement Public Service Governance Programs; particularly related to the Objective 2 of Lead Indonesia Program (5 components).  
•	Support program management, including support and facilitation to management unit for assigned activities as well as providing guidance on unit management.

Program Monitoring and Quality Assurance: 
•	Provide support on accounting systems that contains records and controls sufficient to ensure the accuracy and reliability of project financial information and reporting, which will ultimately be reported to donors.
•	Ensure the systematic filing system including in line with audit requirement, including the completion of the program in accordance with standard procedures.
•	Responsible for reporting of program progress (including financial status).
•	Conduct monitoring of program activities, including through field visits, to assess overall program implementation with respect to project objectives, outputs, indicators and, when necessary, suggest corrective measures to be undertaken and reported to the Program Manager.  

Program Networking and Partnership: 
•	Liaising effectively with and win the confidence of a wide range of actors, particularly with the National Development Planning and Implementing Agency (Bappenas), State Ministry of Administrative Reform (Kempan), KPK, provincial and municipal government, the civil society organizations,  universities, media, citizen’s groups, and the Governmental Ministries related to  Anti Corruption and Integrity issues. 
•	Participate in locating the Partnership at the heart of a network of individuals and organizations supporting Public Service Governance Area, both governmental and non-governmental (including corporate sector).

Cluster Portfolio Maintenance: 
•	Engage with various stakeholders to support Public Service Governance Program, particular stakeholders engage in the empowering the civil society in the policy making process.
•	Generally in all his/her activities support the Work Plan of the Partnership’s PSG Cluster and promote the objectives of the Partnership in this field.
•	Provide support in reviewing Public Service Governance program proposal and implementing partners’ project proposals, particular in the area of civil societies’ empowerment and engagement in the policy making process.
•	Provide support in the development of new PSG programs and maintaining current PSG Program portfolio, particularly in the area of civil service reform.
