Recently, a debate between our religiously committed brothers has erupted on the Internet regarding the permissibility of participating in democratic elections in the West. An article entitled “To Vote or Not to Vote” and another entitled “Why Vote, and Who to Vote For?” in particular have raised several points, which we feel are necessary to address as well as certain others related to Democracy and participation in the electoral process in general.

In this short address, we will attempt to offer some clarification on the issue with the hope of refuting some claims and correcting some errors of the authors of these articles as well as addressing some of the more common mistakes related to this topic overall. In approaching the topic of Muslims participating in democratic elections, certain introductory points must be made. It is our intention to be very brief in these points as to avoid dwelling upon them and we only mention them for later reference in discussing the core issue of dispute regarding the permissibility of participating in the democratic elections.

Synopsis

Buku ini ditulis oleh George Junus Aditjondro. Judul lengkapnya: Membongkar Gurita Cikeas, di Balik Kasus Bank Century. Dilaunching hari Rabu (23/12) di Yogya. Hari Sabtu (26/12), buku yang diedarkan melalui jaringan Toko Buku Gramedia ini ditarik dari peredaran.

“Apakah penyertaan modal sementara yang berjumlah Rp 6,7 triliun itu ada yang bocor atau tidak sesuai dengan peruntukannya? Bahkan berkembang pula desas-desus,rumor, atau tegasnya fitnah, yang mengatakan bahwa sebagian dana itu dirancang untuk dialirkan ke dana kampanye Partai Demokrat dan Capres SBY; fitnah yang sungguh kejam dan sangat menyakitkan….Sejauh mana para pengelola Bank Century yang melakukan tindakan pidana diproses secara hukum, termasuk bagaimana akhirnya dana penyertaan modal sementara itu dapat kembali ke negara?”

Begitulah sekelumit pertanyaan Presiden Soesilo Bambang Yudhoyono (SBY) dalam pidatonya hari Senin malam, 23 November 2009, menanggapi rekomendasi Tim 8 yang telah dibentuk oleh Presiden sendiri, untuk mengatasi krisis kepercayaan yang meledak di tanah air, setelah dua orang pimpinan Komisi Pemberantasan Korupsi (KPK) – Bibit S Ryanto dan Chandra M Hamzah – ditetapkan sebagai tersangka kasus pencekalan dan penyalahgunaan wewenang, hari Selasa, 15 September, dan ditahan oleh Mabes Polri, hari Kamis, 29 Oktober 2009.

Barangkali, tanpa disadari oleh SBY sendiri, pernyataannya yang begitu defensif dalam menangkal adanya kaitan antara konflik KPK versus Polri dengan skandal Bank Century, bagaikan membuka kotak Pandora yang sebelumnya agak tertutup oleh drama yang dalam bahasa awam menjadi populer dengan julukan drama cicak melawan buaya.
Memang, drama itu, yang begitu menyedot perhatian publik kepada tokoh Anggodo Widjojo, yang dijuluki “calon Kapolri” atau “Kapolri baru”, cukup sukses mengalihkan perhatian publik dari skandal Bank Century, bank gagal yang mendapat suntikan dana sebesar Rp 6,7 trilyun dari Lembaga Penjamin Simpanan (LPS), jauh melebihi Rp 1,3 trilyun yang disetujui DPR‐RI.

Selain merupakan tabir asap alias pengalih isu, penahanan Bibit dan Chandra oleh Mabes Polri dapat ditafsirkan sebagai usaha mencegah KPK membongkar skandal Bank Century itu, bekerjasama dengan Badan Pemeriksa Keuangan (BPK).
Soalnya, investigasi kasus Bank Century itu sudah didorong KPK (Batam Pos, 31 Agust 2009). Sedangkan BPK juga sedang meneliti pengikutsertaan dana publik di bank itu, atas permintaan DPR‐RI pra‐Pemilu 2009.

Dari berbagai pemberitaan di media massa dan internet, nama dua orang nasabah terbesar Bank Century telah muncul ke permukaan, yakni Hartati Mudaya, pemimpin kelompok CCM (Central Cipta Mudaya) dan Boedi Sampoerna, salah seorang penerus keluarga Sampoerna, yang menyimpan trilyunan rupiah di bank itu sejak 1998.
Sebelum Bank Century diambilalih oleh LPS, Boedi Sampoerna, seorang cucu pendiri pabrik rokok PT HM Sampoerna, Liem Seng Thee, masih memiliki simpanan sebesar Rp Rp 1.895 milyar di bulan November 2008, sedangkan simpanan Hartati Murdaya sekitar Rp 321 milyar.

Keduanya sama‐sama penyumbang logistik SBY dalam Pemilu lalu. Beberapa depositan kelas kakap lainnya adalah PTPN Jambi, Jamsostek, dan PT Sinar Mas. Boedi Sampoerna sendiri, masih sempat menyelamatkan sebagian depositonya senilai US$ 18 juta, berkat bantuan surat‐surat rekomendasi Kepala Badan Reserse dan Kriminal (Bareskrim) Mabes Polri waktu itu, Komjen (Pol) Susno Duadji, tanggal 7 dan 17 April 2009 (Rusly 2009: Haque, 2009; Inilah.com, 25 Febr 2009; Antara News, 10 Ag. 2009; Vivanews.com, 14 Sept. 2009; Forum Keadilan, 29 Nov. 2009: 14).

BANTUAN GRUP SAMPOERNA UNTUK HARIAN JURNAS

Apa relevansi informasi ini dengan keluarga Cikeas?
Boedi Sampoerna ditengarai menjadi “salah seorang penyokong SBY, termasuk dengan menerbitkan sebuah koran” (Rusly 2009: 48).
Ada juga yang mengatakan” Sampoerna sejak beberapa tahun lalu mendanai penerbitan salah satu koran nasional (Jurnas/Jurnal Nasional) yang menjadi corong politik Partai SBY” (Haque 2009).

Dugaan itu tidak 100% salah, tapi kurang akurat. Untuk itu, kita harus mengenal figur‐figur keluarga Sampoerna yang memutar roda ekonomi keluarga itu, setelah penjualan 97% saham PT HM Sampoerna kepada maskapai transnasional AS, Altria Group, pemilik pabrik rokok AS, Philip Morris, di tahun 2005, seharga sekitar US$ 2 milyar atau Rp 18,5 trilyun.

Liem Seng Tee, yang mendirikan pabrik rokok itu di tahun 1963 bersama istrinya, Tjiang Nio, mewariskan perusahaan itu kepada anaknya, Aga Sampoerna (Liem Swie Ling), yang lahir di Surabaya tahun 1915.
Aga Sampoerna kemudian menyerahkan perusahaan itu kepada dua orang anaknya, Boedi Sampoerna, yang lahir di Surabaya, tahun 1937, serta adiknya, Putera Sampoerna, yang lahir di Amsterdam, 13 Oktober 1947 (PDBI 1997: A‐789 – A‐796; Warta Ekonomi, 18‐31 Mei 2009: 43, 49).

Sesudah menjual pabrik rokoknya kepada Philip Morris, Putera menyerahkan pengelolaan perusahaan pada anak bungsunya, Michael Joseph Sampoerna, yang telah mengembangkan holding company keluarga yang baru, Sampoerna Strategic, ke berbagai bidang dan negara. Misalnya, membeli 20% saham perusahaan asuransi Israel, Harel Investment Ltd dan saham dalam kasino di London, dan berencana membuka sejuta hektar kelapa sawit di Sulawesi, berkongsi dengan kelompok Bosowa milik Aksa Mahmud, ipar Jusuf Kalla (Investor, 21 Ag.‐3 Sept. 2002: 19; Prospektif, 1 April 2005: 48; Globe Asia, Ag. 2008: 52‐53, Ag. 2009: 100‐101).

Namun ada seorang kerabat Boedi dan Putera Sampoerna, yang tidak pernah memakai nama keluarga mereka. Namanya Sunaryo, seorang kolektor lukisan yang kaya raya, yang mengurusi pabrik kertas Esa Kertas milik keluarga Sampoerna di Singapura yang hampir bangkrut, dan sedang bermasalah dengan Bank Danamon.
Menurut sumber‐sumber penulis, sejak pertama terbit tahun 2006, Sunaryo mengalirkan dana Grup Sampoerna ke PT Media Nusa Perdana, penerbit harian Jurnal Nasional di Jakarta.

Perusahaan itu kini telah berkembang menjadi kelompok media cetak yang cukup besar, dengan harian Jurnal Bogor, majalah bulanan Arti, dan majalah dwimingguan Explo. Boleh jadi, dwimingguan ini merupakan sumber penghasilan utama perusahaan penerbitan ini, karena penuh iklan dari maskapai maskapai migas dan alat‐alat berat penunjang eksplorasi migas dan mineral.
Secara tidak langsung, dwi‐mingguan Explo dapat dijadikan indikator, sikap Partai Demokrat – dan barangkali juga, Ketua Dewan Pembinanya – terhadap kebijakan‐kebijakan negara di bidang ESDM.
Misalnya dalam pendirian pembangkit listrik tenaga nuklir (PLTN), yang tampaknya sangat dianjurkan oleh Redaksi Explo (lihat tulisan Noor Cholis,“PLTN Muria dan Hantu Chernobyl”, dalam Explo, 16‐31 Oktober 2008, hal. 106, serta berita tentang PLTN Iran yang siap beroperasi, September lalu dalam Explo, 1‐15 April 2009, hal. 79).

Pemimpin Umum harian Jurnas berturut‐turut dipegang oleh Asto Subroto (2006‐2007), Sonny (hanya beberapa bulan), dan N Syamsuddin Ch. Haesy (2007 sampai sekarang). Kedua pemimpin umum pertama bergelar Doktor dari IPB, dan termasuk pendiri Brighton Institute bersama SBY.
Selama tiga tahun pertama, ada dua orang fungsionaris PT Media Nusa Perdana yang diangkat oleh kelompok Sampoerna, yakni Ting Ananta Setiawan, sebagai Pemimpin Perusahaan, dan Rainerius Taufik sebagai Senior Finance Manager atau Manajer Utama Bisnis.

Dalam Surat Izin Usaha Perdagangan (SIUP) Besar PT Media Nusa Perdana, yang dikeluarkan oleh Dinas Perindustrian dan Perdagangan Provinsi DKI Jakartam 5 Maret 2007, namanya tercantum sebagai Direktur merangkap pemilik dan penanggungjawab.
Sementara itu, kesan bahwa perusahaan media ini terkait erat dengan Partai Demokrat tidak dapat dihindarkan, dengan duduknya Ramadhan Pohan, Ketua Bidang Pusat Informasi BAPPILU Partai Demokrat sebagai Pemimpin Redaksi harian Jurnal Nasional dan majalah Arti, serta Wakil Ketua Dewan Redaksi di majalah Explo.
Sebelum menjabat sebagai Pemimpin Redaksi Jurnas, Ramadhan Pohon merangkap sebagai Direktur Opini Publik & Studi Partai Politik Blora Center, think tank Partai Demokrat yang mengantar SBY ke kursi presidennya yang pertama.

Barangkali ini sebabnya, kalangan pengamat politik di Jakarta mencurigai bahwa dana kelompok Sampoerna juga mengalir ke Blora Center.
Soalnya, sebelum Jurnas terbit, Blora Center menerbitkan tabloid dwi‐mingguan Kabinet, yang menyoroti kinerja anggota‐anggota Kabinet Indonesia Bersatu. Sementara itu, Ramadhan Pohan baru saja terpilih menjadi anggota DPR‐RI dari Fraksi Demokrat, mewakili Dapil VII Jawa Timur (Jurnalnet.com, 25 Febr. 2005; Fajar, 21 Juni 2005; ramadhanpohan.com, 14 Okt. 2009).

Kembali ke kelompok Jurnas dan hubungannya dengan Grup Sampoerna, di tahun 2008, Ting Ananta Setiawan mengundurkan diri darijabatan Pemimpin Perusahaan, yang kini dirangkap oleh Pemimpin Umum, N. Syamsuddin Haesy.
Namun nama Ananta Setiawan tetap tercantum sebagai Pemimpin Perusahaan, sebagai konsekuensi dari SIUP PT Media Nusa Perdana.
Mundurnya Ananta Setiawan secara de facto terjadi seiring dengan mengecilnya saham Sampoerna dalam perusahaan media itu, dan meningkatnya peranan Gatot Murdiantoro Suwondo sebagai pengawas keuangan perusahaan itu. Isteri Dirut BNI ini, dikabarkan masih kerabat Ny. Ani Yudhoyono (McBeth 2007).

Berapa besar dana yang telah disuntikkan Grup Sampoerna ke kelompok Jurnas? Menurut SIUP PT Media Nusa Perdana yang diterbitkan Dinas Perindustrian dan Perdagangan Provinsi DKI Jakarta, 5 Maret 2007, nilai modal dan kekayaan bersih perusahaan itu sebesar Rp 3 milyar.
Namun jumlah itu, hanya cukup untuk sebulan menerbitkan harian Jurnal Nasional, yang biaya cetak, gaji, dan biaya‐biaya lainnya kurang lebih Rp 2 milyar sebulan. Berarti biaya penerbitan tahun pertama (2006), sekitar Rp 24 milyar. Tahun kedua (2007), turun menjadi sekitar Rp 20 milyar, setelah koran dan majalah‐majalah terbitan PT Media Nusa Perdana mulai menarik langganan dan iklan.
Tahun ketiga (2008), sekitar Rp 18 milyar, dan tahun keempat (2009) sekitar Rp 15 milyar. Berarti kelompok media cetak ini telah menyedot modal sekitar Rp 90 milyar, mengingat Jurnal Bogor menyewa kantor sendiri di Bogor, dan punya rencana untuk berdiri sendiri, dengan perusahaan penerbitan sendiri.

Selain biaya cetak yang tinggi untuk seluruh Grup Jurnas, pos gaji wartawan kelompok media ini tergolong cukup tinggi. Gaji pertama wartawan Jurnas tahun 2006 mencapai Rp 2,5 juta sebulan, tiga kali lipat gaji wartawan baru Jawa Pos Group.
Kecurigaan masyarakat bahwa keluarga Sampoerna tidak hanya menanam modal di kelompok media Jurnal Nasional, tapi juga di simpul-simpul kampanye Partai Demokrat yang lain, yang juga disalurkan lewat Bank Century, bukan tidak berdasar. Soalnya, Laporan Keuangan PT Bank Century Tbk Untuk Tahun Yang Berakhir Pada Tanggal‐Tanggal 30 Juni 2009 dan 2008 menunjukkan bahwa ada penarikan simpanan fihak ketiga sebesar Rp 5,7 trilyun.

Selain itu, Ringkasan Eksekutif Laporan Hasil Investigasi BPK atas Kasus PT Bank Century Tbk tertanggal 20 November 2009 menunjukkan bahwa Bank Century telah mengalami kerugian karena mengganti deposito milik Boedi Sampoerna yang dipinjamkan atau digelapkan oleh Robert Tantular dan Dewi Tantular sebesar US$ 18 juta – atau sekitar Rp 150 milyar ‐‐ dengan dana yang berasal dari Penempatan Modal Sementara LPS.

A two-hour documentary entitled Battle For The Holy Land by Paddy Ashdown (Channel 4, UK).

“In the early months of 1967 tension rose between Israel and its neighbours. On 5 June, Israel launched a pre-emptive strike against Egypt’s air force, and Syria and Jordan were immediately drawn into the conflict. Within six days the Israeli army had conquered the Gaza Strip, the Sinai Peninsula, the Golan Heights and the West Bank, including East Jerusalem. Israel ended up controlling more than three times the amount of land it had started with.”

“The Israeli joy at reuniting Jerusalem was matched by an equal and opposite Palestinian despair at living under occupation. That occupation has now continued for 40 years, generating more bitterness, more conflict and more violence.”

“We need to realize that building peace is a process, not an event and there are a few simple steps that could start that process – put Jerusalem first; the acceptance of a shared history, and a shared city; a status quo agreement that covers all the holy places; a charter of rights for all Jerusalem’s citizens; and an end to the wall and the terror that created it. If those simple steps are followed, then peace in Jerusalem might just have a chance.”

Video: Children of Conflict Part 2 (Afghanistan)

Afghanistan, a place of wild beauty and extreme cruelty, it seems never to have known peace.

After the civil war of the 1980s, two-thirds of the population were either dead or refugees. And after the US invasion at 2001, a new hopelessness descended on the country.

Although Afghan children don’t know why any of these wars happened, they know they have been born into a devastated land.

Misery, poverty, cold and never-ending internal conflict - this is their lot. The film looks at the many ways children are compelled to work in order to help their families to survive, and at the terrible conditions they are forced to endure.

Few play activities for children exist, and with no sewage or drainage system in Kabul (population 3.5m), many of their play areas double as open-air toilets.

Signs of war damage abound, and the hospitals bear witness to the daily admission of children maimed by the unexploded ordnance which has littered the fields and valleys of Afghanistan for decades.

The orphanage outside Kabul provides food and shelter for the parentless kids, and though there’s no future to look forward to, at least it’s warm.

One of the World’s biggest news stories, in one of the smallest and most claustrophobic strips of land on earth. Gaza is a virtual prison with no way in and hardly any way out.

In an exclusive story, Al Jazeera talk to the grandchildren of Fatima Al Najar – the oldest female Palestinian suicide bomber. Bewildered and grieving for their grandmother, the children say all they want to do is to follow suit and become ‘martyrs’ themselves.

“I want to do the same. And I will recruit the other children of this town for martyrdom,” says 14 year old Fatima. When she grows up she wants to study chemistry and engineering at university. “That’s if I don’t become a martyr first”.
Her views are contrasted with another girl, 13 year old Rana – who dreams of being a journalist “so I can tell people how we suffer here. I am a child, I know what death means, I know what war means, I know what blood means. Me and all the children here know what it means.”

Or Tehal, just ten years old – and who wants to be the first female Palestinian president.

Her three wishes? To clean up the mess left behind by Israeli bulldozers, to give children their rights “because they have no rights here” and finally, “to build a new Gaza”.
