Labrador and Executive Director Cecile Guidote-Alvarez holds twin celebrations after the country was named as the cultural capital of the 10-member ASEAN for the years 2010 and 2011.

The much-anticipated opening “involves various artistic activities that focus on arts education and its relevance in building community spirit and pride,” according to the festival secretariat. “It also showcases the best artistic works and their contribution to the Philippine creative consciousness.”

PIAF provides a venue for artists, veteran or newbie, to celebrate their works and interact with one another. The seven flagship programs with the seven subcommittee on the arts presents their own program of activities that will travel all over the country.

This year, the Committee on Dramatic Arts is in charge of the event as a whole.

As early as 8 a.m. on Jan. 30, 2010, art booths of the several art disciplines open at the Clamshell area inside Intramuros (just a few blocks away from the NCCA office in Gen. Luna St.) These booths are expected to hold art sessions.

The colorful parade marches at 3 p.m. Starting point is at the NCCA building and goes all the way to the Rajah Sulayman park where the program begins.

Capping off the opening rites is a two-hour concert that features performances by committee members from dance, film, music, theater, and literature and the Philippine Philharmonic Orchestra.

Fireworks display signals the official opening of the month-long, nationwide festival.

Should you need more details or have any concerns, please contact Mr. Rene Napeñas, PIAF Media Director and Head of the NCCA-Public Affairs and Information Office (PAIO) at 09285081057/ 09275582656 and 527-5529, or Ms. Vanessa Marquez, PIAF Deputy Festival Manager, at 527-2209 or 09186380412. It will be the womb for the hosting of the Asean Ministerial and Experts Meeting on Culture and Arts Festival.

Now on its 19th year, Arts Month will bring together thousands of artists from all over the country to cultivate love for the arts and preserve culture in line with the UNESCO observance of the International Year of the Rapprochement of Cultures. It promises to be grand on visuals and enriching in the mind as well. As arts goes to key cities nationwide the festival, which has gone international, aims to instill the richness of Philippine tradition to all Filipinos. The international component is undertaken in liaison with the IAO led by Deputy Executive Director and Philippine ITI Secretary General Malou Jacob.

In touring the seven different art forms, the festival aims to raise awareness and to discover artists whose talents are left untapped due to lack of venues.

According to NCCA Executive Director Cecile Guidote-Alvarez, the Philippines, under the leadership of President Gloria Macapagal-Arroyo, holds the honor of being dubbed by the Association of Southeast Asian Nations as the 1st Cultural Capital of Asean for 2010 and 2011. In 2007, the Philippines successfully hosted the heads of states summit in Cebu. Likewise, the Philippine International Theater Center, with the support from the Asean Director General and NCCA, organized the Regional Millennium Development Goals Performance and Media Arts workshop from Ancestral Roots to New Routes of Artistic Expression.

The NCCA chaired by Education Undersecretary Dr. Vilma Labrador has been bringing the “Ani ng Sining” celebrations to different agencies and institutions around the country since 2005 as an avenue for the application of culture as a force for education and a vehicle for social transformation.

The preparations for this month-long activity, which happens in February, are already underway with the committee heads lining up various seminars, workshops, exhibits, and performances.

Aptly themed “Ani ng Sining,” PIAF assembles the best of the best as well as the budding talents with the hope of nurturing arts and culture for future generations. The seasoned artists may learn new ideas from the youth of the digital age and may see arts in a different perspective. The youth, in turn, will learn from the experiences of their esteemed counterparts.

“Archi(Types/Text): Architecture in Philippine Life” of the Committee on Architecture and Allied Arts is set to hold touring exhibits of the Philippine architectural landscape as influenced by different colonial eras, photographs of Zamboanga by an American soldier, and a feature on famous architect and painter, Andres Luna de San Pedro. Architect Gerard Lico, Ph.D. vice head of the committee leads the nationwide exhibition tours and seminars.

The Committee on Dance led by Shirley Halili-Cruz pursues yet another dance concert tour to bring dance in all its diversity to all Filipinos. “Sayaw Pinoy 2010: Creating Venues of Creative Interaction through Dance” links mainstream and traditional dances and provides opportunity for the dance artists to exchange ideas and expertise.

Film enthusiasts will have to block off the dates for CineRehiyon 2 by the Committee on Cinema led by Dr. Miguel Rapatan, together with vice head Teddy Co. For this Arts Month, CineRehiyon goes yearlong to reach out to more filmmakers in different regions in the country. These efforts may help revitalize the film industry, both independent and mainstream. Recent recognitions in international film festivals are proof that Philippine cinema is alive and kicking. The committee will also hold dialogues and workshops with the aim of deepening the understanding of film in the country.

Taboan 2010: The 2nd Philippine Writers Festival of the Committee on Literary Arts headed by Arts Sub-Commissioner and PIAF Festival Director Ricardo de Ungria, is probably the busiest with a long lineup of talks and fora by renowned writers. Topics range from writing critical reviews to eco literature to historical writing. This year, the committee decides to recognize prolific writers from the Visayas region as well as interaction with writers from other countries.

The Committee on Visual Arts led by Egai Fernandez goes to Boracay for the Philippine Visual Arts Festival (PIVAF). Sand sculpture is just one of the highlights of the festival, which also include printmaking, photography, and body painting competition. The festival is looking at opening more doors to new talents and exhibiting the works of seasoned and award-winning Filipino visual artists.

Musician Joey Ayala leads the Committee on Music in staging Organik Musik 2: Palay Bigas Kanin. While Cruz has raced through a range of discourses from colonialism, globalization and Third World realities while charting his journey, Deities, his latest one-man exhibition at the Galleria Duemila in Manila, seems to be the artist's move to step on the brakes a little bit, sit back and savor the view along the road.

Deities features Cruz's constructed collection of hybrid idols: found objects reproduced utilizing plaster of paris, concrete, and industrial paint. Rather than representing idols as mystical objects to be revered, Cruz deconstructs and offers them as homages to fallen gods and effigies of the sacred, steeped in modernity and profaned.

A thematic and formal shift in Cruz's artistic trajectory is evident in the show. Deities, for instance, presents more sculptural and permanent works—a fresh departure from the mostly transient and site-specific installation and performance pieces that comprised his earlier projects in the United States as a recipient of residencies and fellowships from the San Francisco-based Headlands Center for the Arts and the Asian Cultural Council, respectively.

Intentionally antiseptic, the sculpture-installat ions in this show forgo the multiplicity of complex structures, screaming symbols, and jarring colors that usually marked the flavor of Cruz's earlier body of works. Instead, the artist makes full use of minimalist lines, the muted textures of concrete, and stark white paint--a visual sensibility once put to full effect by Cruz in Banquet, a performance- installation on gluttony and bourgeois hegemony back in 2006 and revived in this collection.

The show is the artist's personal reflection on the development of deities between different civilizations. While Cruz's earlier body of works dealt with strong historically and socially-situated thematics on issues current and urgent to the point of volatility, this show seems like the artist's attempt to dwell on the less exigent aspects of contemporary gods. In constructing and representing modern-day idols, Cruz attempts to situate their symbolism in the visual traditions of earlier civilizations and draw out parallelisms and contradictions within their spheres of meaning. For instance, his representations of Mother and Child figures (a theme replete in Catholic iconography) also allude to symbols and shapes associated with earlier pre-Christian cultural traditions.

Yet for all their comparative mutedness, Cruz's works retain much of the frank spirit of iconoclasm that marked his earlier engagements. Liberally mixed in his pantheon of deities are popular icons spawned from this era of hegemonic globalization and watersheds in modes of production: the ubitquitous smiling head of a global food conglomerate' s mascot reproduced many times over, the stray figure of Dolly the cloned sheep, and other contemporary deities of mass consumerism. Despite the visual and stylistic departures from his usual repertoire, but, thematically, the show is a progression or continuation of the discourses that Cruz has consistently engaged and interrogated as a visual artist: the acts of confronting and questioning the gods of our times.

Deities runs from 6 February to 1 March, 2010 at the Galleria Duemila, Pasay City, Manila, Philippines.

As the first country given this distinction in the 10-member association of countries in the region, the Philippines hosts this year’s ministerial and experts meeting on culture and arts (AMCA-SOMCA) and the 4th ASEAN Festival of the Arts to be held in March.

This early, the National Commission for Culture and the Arts (NCCA), in cooperation with other agencies including the Department of Foreign Affairs, the Department of Education, and the Provincial Tourism Office of the province of Pampanga, is now getting ready for the festival.

With the theme “The Best of the ASEAN,” this year’s festival aims to showcase what the member-countries consider to be their best. It could be a performance, book, exhibit, film, and the like. NCCA Executive Director with a creative team of artists from the International Theater Institute and NCCA synergized with an interdisciplinary group of arts coordinators in Pampanga are focused in preparing a rich panorama of the diverse wealth of talents and resources.

In other news, the year 2010 has been declared by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) as the International Year of Rapprochement of Cultures. The declaration of the present year as such makes “rapprochement of cultures the hallmark of all policy-making at local, national, regional and international levels, involving the greatest number of relevant stakeholders.”

Thus far, over 300 proposals have been submitted from various member states. In an open-ended list of activities for the year in connection with the rapprochement, the Philippines has pledged to promote the culture of peace through interfaith dialogue, education and the arts and to undertake a cultural festival on traditions and crafts with the participation of women and youth and intercultural dialogue activities with indigenous communities including the varied events for the celebration of the Dia Del Galleon and the performances centered on collaborative productions on the constellation of literary giants Tagore, Casaire, and Neruda.

Poster Painting Contest on Climate Change Launched

Calling all high school and college students of Quezon City!

The Serbisyong Bayan project of Mayor Sonny Belmonte and the Environmental Protection and Waste Management Department (EPWMD) proudly announces the launching of the “Q.C. Poster Painting Contest on Climate Change”.

“Climate change” is no longer just a buzz phrase or an abstract concept that is far removed from our lives. Our tragic and traumatic experience with the recent floods brought about by typhoon “Ondoy” has literally brought home the message that climate change is for real. And its effects are expected to get worse in the days ahead, if we don’t act now!” Mayor Sonny Belmonte said.

He further added “that joining this contest is your one little way of doing something to help reverse the effects of climate change before it’s too late! So, pick up your brush and let’s paint the future green!”

The “Q.C. Poster Painting Contest on Climate Change” aims to provide an opportunity for high school and college students enrolled in public and private schools in Quezon City to express their views and concerns on climate change and disaster risk management issues and how these could be collectively addressed.

The theme of the contest is “Every Day is Earth Day in Quezon City ”.

The entry must depict citizen action to address climate change and/or environmental protection and its impact on the quality of life in Quezon City .

There will be a total of eight (8) winning entries: four (4) each from high school and college levels. Scheduled for mid-January to the end of the month, DUETS is four different vignettes with four sets of characters. Set in glorious comedy, the play explores the hilarious nuances of love in seemingly impossible, but extremely funny situations. Joy Virata and Miguel Faustmann take on all four sets of characters, providing rollicking entertainment as they go through costume and character changes onstage. DUETS is directed by Ana Abad Santos. Playdates are January 15, 16, 22, 23, 29 and 30 at 8 p.m. with 3:30 p.m. matinees on January 16, 17, 23, 24, 30 and 31.

Still high on love and laughter, February is ROMEO AND BERNADETTE, Mark Saltzman’s musical comedy. Directed by Joy Virata, the story promises to be uproariously funny. A take-off from good old Shakespeare, you’d think Romeo died? Well, he didn’t. He just took a sleeping potion and wakes up on Broadway in 1960. And he doesn’t fall in love with dear Juliet; instead he runs after someone he thinks is Juliet, but is not. Because she’s Bernadette and she just happens to be the daughter of a local mobster. That being said, this musical is sure to be a bag of real fun for everyone. Catch it on February 5, 6, 12, 13, 19, 20, 26 and 27 at 8 p.m. with 3:30 p.m. matinees on February 6, 7, 13, 14, 20, 21, 27 and 28.

As stark contrast to the lightness and gaiety of the first two offerings, the month of July brings on EQUUS, Peter Shaffer’s powerful, riveting drama that invades the dark corners of the human psyche. The play focuses its light on the naked reality of what contemporary society can do to the beauty that once was the human soul. This now considered classic of our time will be performed on July 9, 10, 16, 17, 23 and 24 at 8 p.m. with 3:30 p.m. matinees on July 10, 11, 17, 18, 24 and 25.

Repertory has always had a special place for young audiences through Children’s Theatre. In 2010, Repertory brings the adaptation of the well-loved fairytale SLEEPING BEAUTY. With book, music and lyrics by Jim Eiler, this show is sure to set the hearts of everyone, both old and young alike, singing to the melodies that include “I’m So Mad,” “It’s Lovely To Be A Troll” and “Spinning Song.” SLEEPING BEAUTY is set for August 14 to December 10.

As a perfect ending to the Company’s Season, Repertory presents LITTLE WOMEN, a Louis May Alcott’s classic. With music by Jason Howard, lyrics by Mindi Dickstein and book by Allan Knee, the musical is an exceptional offering for the merry season of giving and loving. The story, with its warm, feel-good theme focuses on the March family, Marmee and her four girls, and is a timeless reminder of what family is truly all about. Directed by Menchu Lauchengco-Yulo, LITTLE WOMEN is set for November 19 to December 12.

All Repertory performances are at ONSTAGE, 2nd floor, Greenbelt 1, Paseo de Roxas corner Legazpi St., Makati City. For tickets and inquiries, call (632) 887-0710 or log on to repertory.ph. Tickets are also available at Ticketworld at (632) 891-9999 or visit www.ticketworld.com.ph.

Registration begins at 8:00am.

The Street Children’s day is celebrated pursuant to Malacañang Proclamation No.1207 by President Gloria Macapagal Arroyo, otherwise known as Holy Innocent’s Day, declaring December 28 as a special day dedicated to street children and other abandoned, orphaned, abused and marginalized youth.

According to UNICEF, there are 250,000 street children in the Philippines who literally live, sleep, and work in key cities nationwide. These children are exposed to various risks endangering their health, well-being, and even their lives.

NCCT Executive Director Frank G. Rivera said, “It is about time that films and television shows will not only be for entertainment but most importantly, will contribute positive behavior, culture and values among Filipino children.”

Around 300 street children under the care of the Department of Social Welfare and Development headed by Secretary Esperanza Cabral and City Hall of Manila will enjoy series of children’s films twinned with dance, painting, choral singing and learn to play the national sport, Arnis, thru the Kalahi Caregiving Program of NCCA chaired by Dr. Vilma Labrador with Cecile Guidote Alvarez as NCCA Executive Director. As a finale, children will walk to Fort Santiago to appreciate our heritage and commemorate Dr. Jose P. Rizal through the cooperation of the Intramuros Administration headed by Bambi Harper where the prizes for the best films will be awarded.

Films to be shown are created and produced for children featuring young and talented filmmakers like Noriel Jarito, Donnie Sacueza, Jedd Chris P. Dumaguina, Carlos Corpus IV, Vic Tiro, Rica Arevalo, and Milo Tolentino.

Simultaneously, an NCCA Kalahi Cultural Caregiving for healing in a resettlement area of victims in Datu Piang, Maguindanao coordinated by Basilidas Pilapil and in Bohol for the marginalized youth; a competition in music and dance coordinated by Lutgardo Labad focused on child and parenthood is undertaken with the cooperation of the UNFPA and the health sector of the provincial government.

Conducted nationwide, the KALAHI Cultural Caregiving Program is a poverty alleviation program aimed at achieving the eight UN Millennium Development Goals (UN MDGs). This program utilizes the Earthsavers DREAMS Methodology which involves Human Resource Development, Eco-Social Rehabilitation and Values Education through Arts and Media and Sports and Science. Its holistic approach underscores the therapeutic and participatory values derived from meaningful and relevant arts training that culminates into a showcase of talents in the field of visual arts, music, dance, theater arts, rondalla, creative crafts, media and animation and broadcast modules.

The event will be featured in the Sining Gising program held on Sundays on NBN from 4:00-6:00pm. The whole world has long been in a dire mess and so we have our advocacies, movements, forums to fuss about it. We humans, as we think ourselves to existence, are naturally critical about all things else.

In this era, wars are constantly waged by service providers, product suppliers and such. Their artilleries boast of glossy packaging, massive billboards, bright television commercials and fully-furnished stores. Everything is pleasing and machine-made at a dizzying pace to please greedy consumers. Failing to be blinded by all the sparkles, Francis Commeyne remembers where all these started. His Takataks are artworks that reject the highly materialistic world today and revive the old ways of simple trades on the streets. With this, he also taps on old traditions that are tarnished by new technology. The artworks remind very well of the Dada period of ready-made objects. Francis assembles them inside the takataks, much like box art, and creates unified meaning with multiple elements. The works rest on the thin line between art and life as he incorporates personal objects and ideas.

Raymond Carlos, on the other hand, dismisses tradition. His realistic paintings force the audiences to zero in on social issues that hamper themselves. His works are highly provocative and graphic, and lean much on real human problems. With his paintings, he decapitates what notion of taboo the society has. What we see here is pure human, no rights or wrongs. It is a self-indulgent approach to life. Upon seeing Raymond’s work, our very initial response is to recoil due to the boldness of his work. What the paintings aim for is to free the audience of that initial response, that moment of self-censorship, and see the world without expectations or limits.

With a pocket full of satire, shaggy-dog stories, puns, parody, mockery, sarcasm and a list of airy jokes, Mark Sanchez creates a series of collages on paper. Humor is seen as shallow and futile. However, taking a second look, we see that jokes are often an attack on social flaws we have as humans. Mark provides you that second look. He gives you a chance to become the analytical you you wanted to be. His paintings allow you to see the alternate paths you can take beyond the mere chortle, to an exploration of arbitrary connotations. Here we can see that language is broken apart.

However, the simplicity of Manu Farol’s works let you expand into the complexities of meaning and also their arbitrary experience. In most cases, we are apt to defining artworks in comprehensible language. Manu emphasizes on the recognition of the experience rather than defining a complete understanding. We can contrast this with language’s limitation in defining perceptual experience (understanding is achieved through language). Art can exist out of language.

Catalina Africa plays with ideas like time and space. Out of these banal systems (ethics and rules that have been established way back in time, for example) we are dancing in, Catalina finds away to break away from the austerity of it all. Catalina uses photographs and video installation to capture her mischievous practices. At times, she photographs flowers to juggle the transient quality and the durability of a photo. Her video explores the structure of language. The video loop delineates the divide between irrationality and order.

Cian Dayrit’s figures are grotesque and bold, awkward in linear quality. They debunk all sense of morality that was painstakingly established by philosophers, prophets, rabbis, and scholars. The usage of ancient icons, symbols, signs and myths from Greece, Egypt and even from our local Bukidnon and manipulation of these sacred images, defiling them in their juxtaposition, had given the works their edge. He creates his own world of orgies and massacres.

Media is one of the greatest inventions of the preceding century. Thus rose celebrities, pop icons, and rock stars, all venerated by masses. These people have their lives dictated by the media; we all see them through television, magazines, and tabloids. We trustingly nod to every gossip and rumors there are -- too bad for those who are depreciated by the media. Eunice Lacaste’s defacement of her own paintings attempts to reprimand this kind of gullible acceptance of distorted information. In Eunice’s painting, the linear defacement are well-researched and in accordance to the underlying image as opposed to the misinformed and negative remarks of the tabloids. The artist channels this antagonism into a positive decoration of otherwise adverse portraits.

Blame the Savages is a group exhibition of seven artists questioning everything; our tradition, our lives, our system, ourselves. The artists here refuse to be ignorant and acceptant of the invasion of the media, the government, the big shot imports, the gods, the truth. All these sum up into a mixture of varied contemporary mediums, grounds, approaches, thinking talking back to age old earth.

The exhibit "Blame the Savages" runs from 15 December – 10 January 2010 at the NCCA Gallery located at G/F NCCA Building 633 Gen. Luna St. Intramuros Manila. Yet it would seem that every problem that we have traces its roots to education, particularly citing its imbalances, inequities and inadequacies.

TutoK, in line with its implementation of art and advocacy projects, proposes to bring the topic of education into this engagement, thus gathering a visual congress to represent and assert a diverse range of contemporary explorations to promote further inquiry and discussion.

SOeNA is the State of Education and the Nation, and it is TutoK's yearend assembly of art and artists to be held at Manila Contemporary at Pasong Tamo Extension, Makati City . SOeNA is part of of TutoK's current focus on education, beginning with TutoK Eduk early this year. At the core of this exhibit is a series of works investigating the manifestation and operation of education as systems, objects and people. The theme is resonated through 2 x 2 feet wall works assembled throughout the gallery, completing the participation of more than 150 artists via paintings, sculptures, installations and live art.

"TutoK SOeNA" is the 4th annual group exhibit organized by TutoK since 2006. It is jointly curated by Don M. Salubayba, Noel Soler Cuizon, J.Pacena II and Jef Carnay, and will open with live art and other performances at 6:30pm on Saturday, December 5, 2009. The exhibit will run until January 6, 2010.

Manila Contemporary is located at Whitespace, 2314 Chino Roces Ave. Pasong Tamo Extension, Brgy.
