			<content:encoded><![CDATA[<p>Here&#8217;s your feel-good post of the week. <a href="http://www.theuppercrustcatering.com/">Upper Crust Catering</a> at the corner of Greenwood Avenue and 85th St., has been providing a hot dinner to the residents of <a href="http://www.mrsc.org/Subjects/Housing/TentCity/TentCity.aspx#About">Tent City</a> every single Monday night for the last 2-1/2 years. They started when Tent City was hosted by Phinney Ridge Lutheran Church on Greenwood and 75th.</p>
<p>&#8220;We went up there and asked if we could feed them dinner,&#8221; General Manager Don Platt says. &#8220;I wanted to give it back to less fortunate people. It&#8217;s not my business to pass judgment. People just need a little help and a hot meal.&#8221;</p>
<p>Don, Upper Crust owner Jim Lustig, and a couple of friends have been doing it ever since.</p>
<p>The menu includes something like barbecue chicken, roast pork loin or ribs. They often are able to use food leftover from the previous weekend&#8217;s catering events. (The trays of food are extras that weren&#8217;t needed and are still wrapped, so it&#8217;s not &#8220;leftovers&#8221; by any stretch.) Don says catering clients are always excited to know that Upper Crust will be putting those leftovers to good use a day or two later.</p>

			<content:encoded><![CDATA[<p>The Greenwood <a href="http://www.greenwoodcommunitycouncil.org/">Community Council</a> will discuss the possibility of rezoning the Greenwood Town Center area (Fred Meyer, Greenwood Market, Bartell Drugs, Blockbuster and Top Ten Toys) at its next meeting on Tuesday. The meeting is from 7-9 p.m. at the Greenwood Library. The public is invited, especially those who live within and adjacent to the proposed rezone area.</p>
<blockquote><p>This month&#8217;s agenda includes a presentation of the Greater Greenwood Design &amp; Development Advocacy Group (GGDDAG) rezone proposal in the Greenwood Town Center. We will have a presentation &amp; discussion about the rezone only. An overview of rezone will be presented but the focus will be on single family housing within and immediately adjacent to the proposed rezone. This is identified as the &#8220;first path&#8221; below. Though there is some overlap, we will not be discussing amendments or taking comments on the current development proposal. Following the presentation the Council will call for a vote whether to support the rezone.</p></blockquote>
<p>GGDDAG wants the city to rezone the area from Commercial to Neighborhood Commercial, which is more in keeping with Greenwood-Phinney&#8217;s designation as an Urban Village. While Fred Meyer currently has a proposed <a href="http://www.phinneywood.com/2009/07/14/design-review-board-gets-first-look-at-greenwood-fred-meyer-proposal/">development</a> that would essentially use the elements of Neighborhood Commercial zoning, GGDDAG wants the proper zoning in place just in case.</p>

We&#8217;re providing it as a service to Market shoppers and anyone in the neighborhood who needs easy access to some cash and who doesn&#8217;t mind paying a fee for the convenience. We imagine folks at Red Mill who don&#8217;t carry a checkbook may be happy it&#8217;s there when they realize they don&#8217;t take plastic.</p></blockquote>

<p>Tickets are $25 for PNA members and $30 for the general public. Designated driver tickets are $10. Tickets are available at the Phinney Neighborhood Center or <a href="http://www.phinneycenter.org/events/beer_summer.shtml">online</a>. The event runs from 4-7 p.m. and in that time you&#8217;ll get a chance to sample up to 10 of the nearly 40 brews on tap. The beers range from the more usual mix of water, barley, malt and hops to others with more exotic summertime ingredients including mango and watermelon. derkruk was nice enough to post a comprehensive brew list on our previous <a href="http://www.phinneywood.com/2009/07/13/summer-beer-taste-at-pna-saturday/#comments">post</a>.</p>
<p>I&#8217;m certainly looking forward to tasting a few - the weather will be great and there&#8217;ll food and music too. I&#8217;m not proposing a PhinneyWood meetup, but maybe I&#8217;ll see you there?</p>

We are seeking fruit tree owners who have more fruit than they need and who would like to share some of their bounty. Volunteers are needed to help pick and deliver fruit to Phinney-Greenwood food banks, community, senior and childcare centers, to scout trees for ripeness, organize workshops, and outreach to fruit tree owners. We are also looking for a donation of a harvest ladder, and a local garage to store equipment for the season (July-October). <blockquote><p>Greenwood Park is located between Fremont and Evanston Avenues and North 87th and 89th Streets. There are four lots on the Fremont Avenue side of Greenwood Park that may become part of the park in the future. Two of them are owned by Seattle Parks and Recreation and two are privately owned (and not currently for sale). A group of neighbors, called Vision Greenwood Park, have come together to lead a community planning process to create a vision for the future of these lots. This vision will follow these guiding principles:</p></blockquote>

<li>Plan comprehensively for the long-term use of all four lots.</li>
<li>Engage the community in a process to explore a variety of potential uses.</li>
<li>Integrate the new lots with the rest of the park.</li>
<li>Build on the child and young family features of the park and create uses for other groups including, but not limited to, teens and senior citizens.</li>
<li>This is the first of three community meetings that will guide development of a plan for the future of the Fremont Avenue lots that incorporates the needs and vision of the neighborhood.</li>

Last night at Ballard High School was the Design Review Board’s Early Design Guidance meeting. Originally scheduled to be held in the library, it ended up in a classroom and was so well attended that it spilled out into the hallway. The presentation, board Q&#38;A, public Q&#38;A, and lastly board deliberation lasted much longer than the planned 1 hour and 25 minutes.

<strong>Presentation</strong>
First Tom Gibbons of Fred Meyer described the project history. He noted that the project goes back to 1997. The current attempt goes back 7 months where they worked with the City Council's Greenwood Planning Commission as well as community members to arrive at their current plan.

Next GGLO Principal Chris Libby showed the three plans which had been iterated on with input by the community. Options A and B being large big box stores taking up much of the ground level. Lastly he presented Option C, which was the only option to include the residential component and input from the community. This option C was covered exclusively in the community review meeting last Thursday - see PhinneyWood's recent <a href="http://www.phinneywood.com/2009/07/13/fred-meyer-design-review-meeting-tonight/ Fred Meyer Design">post</a>.

<p>Lastly GGLO Project Manager Ted Panton walked through some of the design priorities of the project:</p>

<li>Retail and housing; added density</li>
<li>Village feel</li>
<li>Pedestrian friendly</li>
<li>Private and public open spaces</li>
<li>Sustainability via <a href="http://en.wikipedia.org/wiki/Leadership_in_Energy_and_Environmental_Design_LEED">LEED</a> certification (This would be the second LEED certified building for Fred Meyer - one was recently built in Portland)</li>
<li>Peat bog considerations</li>
<li>Incorporating 1st Ave, which is a designated &#8220;<a href="http://www.seattle.gov/Transportation/rowmanual/manual/6_2.asp">Green Street</a>&#8220;</li>
</ul>
<p>An interesting note is that the NW corner of the property is not owned by Greenwood Shopping Center Inc, but the rest of the 8 acre parcel is.</p>
<p>The group then outlined deviations from design guidelines and city rules and gave justifications for the design decisions including:</p>
<ul>
<li>Rezoning to allow for the residential on top of the parking garage</li>
<li>Increase residential on 3rd Ave above the 20% limit for arterial lanes</li>
</ul>
<p><strong>Design Board Q&amp;A</strong><br />
The <a href="http://www.seattle.gov/dpd/Planning/Design_Review_Program/Who_We_Are/Boards/DPD_001378.asp">northwest design review board</a>, led by Mark Brands, is made up of architects and landscape architects who live in Ballard, Wallingford, Phinney and Greenwood - Bill Singer, Guy Peckhan, Joe Giampietro, and Jean Morgan. Along with Scott Kemp of the Department of Planning, they asked questions to the developers and architects.</p>

<p>Joe&#8217;s questions captured much of the design questioning between the board and GGLO / Bruce / Fred Meyer. The first question was if they had considered re-development of the existing store, to which Developer Bruce Lorig answered that the existing building was too old. Next Joe asked if they had considered multiple points of entries. Lastly he mentioned that there was a lot of community interest around connecting intersections and making interesting public spaces. He asked &#8220;how does this project respond to this requirement&#8221;? Ted responded that the &#8220;knuckle&#8221; (where &#8216;morrow lane and 1st street meet) on the Green street was an open space</p>
<p><strong>Public Design Questions/Comments</strong><br />
There were many comments and questions from the audience, the board gave everyone who wanted to the opportunity to speak. Issues were raised about the fundamentals of the project - &#8220;Why does the footprint have to be so big?&#8221; &#8220;Is this compatible with our community?&#8221; The scale of the store raised some questions about longterm viability &#8220;Where will this put us in 10, 20 or 30 years?&#8221; Will it still make sense to have a big box store in the town center?</p>
<p>A key issue raised was the peat bog and Safeway / Tully&#8217;s past developments having causing damage to nearby residential structures. Initially the board and the developers presented this as a technical issue to be dealt with by specialists, but it was brought up several times with community member&#8217;s afraid for the environment of the bog, as well as &#8220;3 football fields&#8221; of store further disrupting the already fragile and uneven neighborhood streets and lots.</p>
<p>A common refrain from the audience was around the removal of Greenwood Market. Several people commented that this development does not promote walking but promotes them driving to another grocery store where they can get locally produced goods. Many of these comments overlapped, but included:</p>
<ul>
<li>The community values Greenwood Market</li>
<li>Greenwood Market doesn&#8217;t compete directly with Safeway</li>
<li>Fred Meyer will have to compete with Safeway which is two blocks away</li>
<li>Fred Meyer, nor other Kroger stores carry specialtiy items and local foods</li>
<li>Commentors who consider themselves long time, loyal Fred Meyer customers for household items will probably stop shopping there because they will already be leaving the neighborhood to shop for groceries.</li>
</ul>
<p>Others were excited about the density, and the opportunity this brings to develop the Greenwood core.</p>
<p>As we drilled into the design, issues were raised about access, for both vehicles and pedestrians both to and through the site. The current design has several shifts in elevation, making it difficult to imagine traversing the site in a wheelchair or with a stroller. Pedestrian access into the site is also nebulous especially from the west side of the lot from 85th where the bus stop is and along 3rd. Vehicular access raises similar issues. The primary access points to the parking garage are on 87th which is a narrow, residential street. Another access point for cars is from 85th which seems like it might cause congestion on an already crowded street. Where to direct the delivery trucks is another big question.</p>
<p><strong>Design Board Deliberation</strong><br />
After the public comments, the board met to give the applicants direction on where to go next. For this part, anyone who wanted to could stay with the caviat that they had to be quiet. This is a group of professional architects, who live in the general area. Some of whom were more familiar with the current state of the area than others. All had listened to the community and offered their own insights as well.</p>
<p>They quickly came to a unanimous decision that the project team needs to come back with 3 real, viable options. While GGLO presented 3 options, it was clear that A and B were throwaways and the only viable option was C. The parameters of the design review require 3 and we were really only presented with 1. The board continued to layout what they wanted to see in the options:</p>
<ul>
<li>Explore options for the massing of height and scale. Currently the largest portion of the design - the 3 story parking lot with 3 stories of housing on top - exists on the 87th st side, where the existing development is single family residential. Considerations should include looking at the light patterns and matching the scale to the existing houses across the street.</li>
<li>Explore a two-layer store - Fred Meyer has put forth that this is not viable as 2 level stores do not bring in as much revenue, but the board agreed that they would like them to explore the option anyways to possibly address some of the other design challenges.</li>
<li>Look at providing more entrances into the store, especially on the 85th St side. The current design shows one primary entrance.</li>
<li>Review the vehicle entrances into the space. The board agreed that there is no one great place to direct the traffic so the best option is to filter the traffic through multiple entrances - they should explore that a little more.</li>
<li>Look at how the space aligns with the existing neighborhood - how can the vehicle throughways match up with the existing grid to bring more continuity to the surrounding areas - like 2nd Ave to Sandel Park and Morrow lane to Greenwood Ave.</li>
</ul>
<p><strong>What&#8217;s next?</strong><br />
We can assume another Early Design Guidance meeting will be scheduled to review a full &#8220;3 option design&#8221;.</p>

			<content:encoded><![CDATA[<p>Don&#8217;t forget that tonight is the Design Review Board&#8217;s Early Design Guidance meeting for the proposed Fred Meyer development on 85th Street. The meeting is at 6:30 at Ballard High School in the Library.</p>
<p>Last Thursday&#8217;s community <a href="http://www.phinneywood.com/2009/07/10/100-people-attend-fred-meyer-presentation/">meeting</a> at the Phinney Center brought out about 100 people who grilled the developers about their plans. While many people liked certain aspects of the plan, there were a lot of concerns about traffic, potentially empty retail storefronts, public spaces, the huge number of parking spaces (more than 800), walkability, and the store&#8217;s giant footprint.</p>
<p>Here&#8217;s the complete site plan:</p>

<p>Tonight&#8217;s meeting of the five-person volunteer Design Review Board is the best way to get neighborhood concerns into the public record. Greater Greenwood Design and Development Advocacy Group (GG.DDAG) has been working with the developer to address neighborhood concerns. Click <a href="http://www.greenwoodcommunitycouncil.org/mediaassets/GG.DDAGSpecificCommentsREFredMeyer.pdf">here</a> for a pdf of their major points of concern, and suggestions.</p>
<p>GG.DDAG is also working on getting the entire site rezoned to Neighborhood Commercial from the current C1-40 commercial zoning that is car-oriented and, in many people&#8217;s opinions, out of date and contrary to Greenwood-Phinney&#8217;s designation as an Urban Village. 			<content:encoded><![CDATA[<p>Carmelita vegetarian restaurant at 7314 Greenwood Ave. was closed last week for remodeling and hoped to reopen last Friday night, but the remodeling took longer than expected. I talked to Mary, the host, this afternoon, and she said they now plan to open at 5 p.m. Tuesday night.</p>
<p>The remodeling included installing a new bar along the east wall of the main dining area. &#8220;It&#8217;s really rich colors, and it will seat about 12,&#8221; she said. Their secluded outdoor patio remains open for the summer.</p>
<p>And addressing rumors that the restaurant was for sale, Mary said emphatically not! &#8220;Why would we sell now after doing all this work? We&#8217;re just getting bigger and better,&#8221; she said.</p>

<p>The Seattle Police Department’s North Precinct held its 4th annual picnic in Northgate today (Saturday), drawing curious neighbors in beautiful weather.</p>

<p>“The turnout’s been great. We usually count by the hot dogs,” says Captain Mike Washburn. “We just like to say thanks to the community.” The north precinct is the city’s largest, covering everything north of the Ship Canal to the city limits.</p>

<p>The bomb squad maneuvered robots for the kids, always a popular attraction.</p>

<p>People could ask officers questions as well as talk to a few of the community groups at the picnic. “I’ve learned throughout my career that we don’t accomplish anything long-term unless we have community involvement,” Washburn said, urging residents to not hesitate to call police if they notice their neighborhood is changing for the worse. “That’s when they should start talking to us,” he said. “They shouldn’t wait until it’s a problem.”</p>

			<content:encoded><![CDATA[<p>Mayor Greg Nickels stopped by this month’s Greenwood-Phinney Chamber of Commerce meeting this afternoon for a short speech followed by a Q-and-A.</p>

<p>“I’ve started an awful lot of speeches lately with, ‘We’re in tough times’ and I hate to do that, but…” Nickels said right off the bat.</p>
<p>The mayor gave a broad overview of how the city is handling the global financial crisis. He said the city is not having to make severe cuts like some other governmental entities, but it did have to dip into its $30 million Rainy Day Fund to the tune of $5 million. “But, we still have $25 million to buffer whatever may happen this year,” he said. “Tough times, but we’re moving forward and we’re going to be okay.”</p>
<p>Nickels said the entire city will be seeing a lot of street construction this year as it catches up on maintenance, thanks to the Bridging the Gap measure approved by voters.</p>
<p>He was most excited about transportation issues. “In seven days, 23 hours and 23 minutes, we’re going to be opening up the light rail,” he said with a laugh. After spending the last 21 years working on transit issues at various levels of government, he’s happy the day is almost here. “It’s been a very, very long time. Fifteen years from now we’ll have a mass transit system that will be capable of moving one million people a day.”</p>
<p>He was aware of the proposed Fred Meyer <a href="http://www.phinneywood.com/2009/07/10/100-people-attend-fred-meyer-presentation/">redevelopment</a> that is garnering so much neighborhood attention, and said he was excited for a mixed use development that would bring more people to live and work in downtown Greenwood. “We want to make sure we get something very special in that development,” he said.</p>
<p>Chamber President Steve Giliberto asked about the possibility of the city somehow encouraging businesses that are office-based rather than retail to locate in neighborhoods outside of downtown. He expressed concern that a number of retail spots in newer mixed-used developments are still vacant, and could be filled by offices. “We’d be interested in seeing that,” Nickels said. “If you can live and work in one place, our transportation issues will be much better.”</p>
<p>Nickels also stressed the importance of creating “green” jobs. “We are fundamentally changing our economy from one of conspicuous consumption to one of conspicuous conservation,” he said.</p>
<p>He expressed the hope that Seattle could become “branded” as the Green Building Capital of the U.S., explaining that Seattle will be one of the first markets for Nissan’s new electric cars in 2010, and the city will make it easier to get permits for 220 outlets for electric vehicles.</p>

			<content:encoded><![CDATA[<p>What started as police spotting a stolen car ended up as a search of the Greenwood neighborhood last night after the suspects ditched the car near Phinney Avenue North and North 85th Street.</p>
<p>Three people jumped out of the car and police quickly arrested a woman and found one man a short time later, according to KING 5 TV. Because there was a gun found in the car, police feared the third suspect was armed as well, hence the heavy police presence - including a circling helicopter - which Patrick and Lise tipped us about in e-mail.</p>

As we previously <a href="http://www.phinneywood.com/2009/06/05/fred-meyer-presents-building-plans-to-packed-chamber-meeting/">reported</a> when FM first presented its proposal to a Chamber meeting last month, the $77 million project – covering more than eight acres from 85th to 87th and 1st to 3rd – will include a huge, one-story Fred Meyer; an 800-stall, three-story parking garage with three stories of residential on top (along 87th St.); 40-50 parking spots on the roof next to the garden center, (this space is also “programmable,” meaning it could be closed to parking and opened up to a community event like a farmers market); two stories of residential units along 85th and 3rd; about 20,000 square feet of retail space for tenants other than FM; open space near the main entrance along 1st Ave. NW. and a tiny pocket park adjacent to the bus stop on 85th.

Tom Gibbons, director of real estate development for Fred Meyer, said he has been working on this project since 1997, the longest he has ever worked on a single project. He said when Fred Meyer builds a new store, it usually takes far less time and money than this project has, which has brought out numerous voices from the neighborhood as Greenwood grapples with its urban village designation and problematic zoning. “Kroger says they could build six Kroger stores for the cost of this one Fred Meyer site,” Gibbons said of FM's parent company.]]></description>

<p>Members of the <a href="http://www.greenwoodcommunitycouncil.org/">Greenwood Community Council</a> (GCC) and the Greater Greenwood Design and Development Advocacy Group (GG.DDAG) are trying to have more of a symbiotic relationship with the FM design team. They&#8217;re not only meeting with FM on a regular basis to try to get Fred Meyer to design the project more to the neighborhood’s needs and wants, but they’re also working on getting the city council to rezone the entire site. The problem is that the site is currently zoned C1-40 - that’s a commercial designation that encourages big box stores that are 40 feet high. The GCC wants it rezoned as Neighborhood Commercial with a 65 foot height limit. NC zoning requires density, walkability – and a whole lot more character.</p>
<p>For example, when Fred Meyer presented its first plan, it was simply a great big box. The building “turned its back on the neighborhood” with 25-foot-high walls with no windows and just one entrance, GG.DDAG Chair Evan Bourquard said. “We’ve come a long way from where we were six months ago,” he said, but added that his group still has quite a few concerns.</p>
<p>As did a number of people in the audience. “We have a place for big box retail. It’s called Aurora,” one man said.</p>
<p>GGLO Architect Ted Panton said he understands the neighborhood’s concerns and is not just professionally attached to the project. “Like all of you, I have skin in the game here. It’s my neighborhood, too.”</p>
<p>Several people, including Greenwood business owners, expressed concern about the other retail space, wondering whether it was the size and configuration that a storefront business needs, and worried that it would simply add to the empty retail spots at several new developments in the neighborhood. Gibbons responded that Fred Meyer has a number of national retail clients who follow them into all their developments because they do well there. That then prompted concerns about national retailers pushing out local retailers.</p>
<p>Some people said they wanted the development to be less than 65 feet high, but developer Bruce Lorig said that would reduce the amount of residential units, making the project unfeasible. (Only the back portion of the development with the parking garage and residential units would be close to 65 feet high. The southwest corner would be closer to 30 feet high.)</p>
<p>GG.DDAG is actually advocating for even more density, which Bourquard said would support all Greenwood businesses by bringing more shoppers and clients right to their door.</p>
<p>Another man suggested integrating the housing more with the urban plaza in the center of the space. He wanted “more eyes on these spaces” at all times. “How do you activate this, how do you keep this alive at all hours of the day?”</p>

<p>One complicating factor is the peat bog that much of downtown Greenwood is built on. A number of people at the meeting expressed serious concern that their houses would be damaged if the water table is affected by building in the peat bog, as happened when the Safeway on Greenwood and 87th was built several years ago. FM has hired consultants to help them work through that process with the city.</p>
<p>Former Greenwood Community Council President Kate Martin said she&#8217;s very concerned about sinking the parking garage 15 feet into the bog. “Let’s respect the bog,” she said.</p>
<p>“This area is spongy,” Giliberto added with a laugh. “We’re putting a lot of concrete onto this spongy area.”</p>
<p>Lorig explained that the bog extends partially under the northeast side of the project, but that the majority of the project site is actually sand.</p>

<p>One nearby homeowner said he was assured his house would be fine when the Safeway was built. “I’m saying &#8216;bull.&#8217; I had to spend quite a bit of money fixing my house,” he said. He wanted to know who was financially accountable if something happened to his house because the groundwater level in the bog was affected.</p>
<p>Giliberto ended the meeting by saying that he hoped 50 years from now, future generations of Greenwood residents would say, “They did the right thing.”</p>

			<content:encoded><![CDATA[<p>The Sound Animal Rights Alliance (SARA), will be protesting outside the Woodland Park Zoo on Friday evening. SARA wants WPZ to halt its elephant breeding program and send its three elephants to an elephant sanctuary in Tennessee.</p>
<blockquote><p>SARA is calling for the Zoo to end its elephant breeding program. Two years ago, six-year old Asian elephant, Hansa, died at the Zoo from an elephant herpes virus. Experts believed she caught the virus from one of the Zoo’s other elephants. Zoo records have now confirmed that its African elephant, Watoto, is infected with the same virus that killed Hansa, EEHV3. There is no cure for herpes so Watoto can infect other vulnerable elephants. Captive Asian elephants under 10 years old are the most likely to get sick and die from these viruses. “Woodland Park Zoo is a herpes-exposed facility,” says Nancy Farnam, SARA’s Director. “Bringing another Asian elephant calf into this infected environment is begging for another tragic death to occur”, she added.</p></blockquote>
<p>The protest is from 5-6:30 p.m. outside the North Entrance at N. 59th St. and Evanston Ave. N., and SARA invites anyone to join them.</p>

<p>The first hour will be an open house where people can see design renderings up close and speak one-on-one with members of the project team: Fred Meyer; its design firm, GGLO; and housing developer Lorig &amp; Associates.</p>
<p>The $77 million <a href="http://www.phinneywood.com/2009/06/05/fred-meyer-presents-building-plans-to-packed-chamber-meeting/">project</a> will demolish the current Fred Meyer and Greenwood Market, and build a 170,000-square-foot super store, which would include groceries. About 20,00 square feet will be available to other tenants, and the project includes 200-300 apartments.</p>

<p>At the end of their migration, the penguins will be auctioned off to benefit Woodland Park Zoo’s field conservation program, including the Humboldt Penguin Conservation Center at Punta San Juan. Auctions will be at Woodland Park Zoo’s Jungle Party (invitation only) on Friday, at The Greenwood Collective (open to public) on Aug. 14, and at Piper Village’s Grand Opening (open to the public) sometime in September.</p>
<p>About two dozen businesses in Greenwood/Phinney will stay open from 6-9 p.m. to host various artists and musicians.
