The agreement also allows access to various subsystems within the PNP Election Monitoring System including geo-tagging for vote-buying, a separate subsystem for vote-buying, and another for Task Force Kontra Fake News, following the Comelec’s specifications.

“We will make a difference in ensuring that the upcoming Barangay and Sangguniang Kabataan Elections of 2023 serve as a shining example of democracy in action," Acorda said.

He also urged the public to trust the electoral process, assuring them that all measures are being taken to guarantee a smooth, secure, and credible BSKE 2023.

"Suffrage is more than just voting; it represents the heart of democracy. It gives individuals the power to shape their nation and participate in its governance. The BSKE is an integral part of our electoral system, providing a platform for citizens to exercise this valued right," Acorda said.

Meanwhile, National Capital Region Police Office (NCRPO) director Brig. Gen. Jose Melencio Nartatez Jr. said more than 8,000 cops will be deployed to the 735 voting centers in the region.

Nartatez also assured that regular law enforcement operations will not be halted while a sufficient number of cops will also be deployed to secure vital installations, streets, and other places of convergence. (PNA)

Comelec issues 716 show cause orders for illegal campaigning

MANILA – The Commission on Elections (Comelec) reported Monday night the issuance of show cause orders against 716 Barangay and Sangguniang Kabataan Elections (BSKE) candidates for illegal campaigning.

Comelec chairperson George Erwin Garcia said this involves 375 newly issued show cause orders from Task Force Anti-Epal, with around 76 answers received from poll bets.

Illegal campaigning includes violation of the standard size of posters, tarpaulins, and other campaign paraphernalia set at two by three feet, and the posting of materials in illegal spaces not included in common poster areas like trees, electric wires, and electric posts, among others.

The Comelec Task Force, meanwhile, filed a total of 181 disqualification petitions against candidates for premature campaigning.

Overall, the poll body has issued 7,103 show cause orders nationwide for the alleged early campaigning following complaints from the public.

Of the figure, 4,038 answers from candidates were received while 868 complaints were dropped due to lack of factual basis.

Despite these, Garcia earlier said that most of the candidates for this year's election period are adherent to election rules against premature and illegal campaigning.

Offensive campaign jingle

Meanwhile, a village chief aspirant in Barangay Bucot, Aliaga town in Nueva Ecija has taken down his campaign jingle on social media after the poll body warned against offensive and gender-insensitive materials.

In a letter dated Oct. 23, Jose "Pepe" Pacheco expressed his apologies for using the "Pepe Mo, Pepe Ko (Your Pepe, my Pepe)" campaign jingle for his electoral campaign.

'Pepe' is a colloquial word referring to a woman's sex organ.

"Reference to your phone call warning the undersigned regarding the election campaign song promoting my candidacy in our Barangay, it is with full regret that the song was written and produced not in accordance to the suggested standard of the Honorable Commission on Election," he said.

The said jingle was reused and modified for this year's campaign period, following its first posting last 2018 village polls, with the theme and tune of the Japanese anime "Voltes V."

"I'm awfully sorry for this behavior, rest assured that these materials would never be used anymore in any of my campaign activities until the end of the prescribed campaign period," Pacheco added.

On Sunday, Garcia called out the jingle for its offensive lyrics.

"Karapatan niyo po iyan kasama iyan sa freedom of expression pero sana irespeto po natin iyong gender sensitivity. Hindi po kinakailangan na maging katatawanan ang isang tao, o katangian, o kasarian, o relihiyon (That is your right and that is include in freedom of expression but let us respect gender sensitivity. A person's trait, gender or religion should not be a laughing matter)," he said.

Garcia also called on candidates to refrain from playing loud jingles that disrupt people who are sleeping or resting.

Under election rules, all gender-insensitive, discriminatory, offensive, or obscene campaign materials shall be considered violations. (PNA)

DND hails France, SoKor, Japan for support to PH in WPS collision

MANILA – The Department of National Defense (DND) on Tuesday thanked the governments of France, South Korea, and Japan for expressing their support to the country following China's latest provocations when its vessels hit Filipino ships engaged in a routine rotation and resupply (RORE) mission in the West Philippine Sea (WPS).

"We wish to acknowledge the statements issued by the Governments of France, South Korea, and Japan supporting the Philippines in the latest incident wherein Chinese vessels, operating illegally, aggressively, and provocatively, hit Philippine ships in the WPS," the DND said in a statement.

Earlier, Defense Secretary Gilberto Teodoro Jr. said the Philippine government views the latest aggression by China as a blatant violation of international law.

The Filipino supply boat Unaiza May 2 and the Philippine Coast Guard's BRP Cabra (MRRV-4409), were on a RORE mission to the detachment aboard the BRP Sierra Madre (LS-57) in Ayungin Shoal when Chinese ships maneuvering aggressively, hit and damaged the two Filipino vessels on Oct. 22.

Another resupply boat, the Unaiza May 1, managed to deliver its cargo to the BRP Sierra Madre.

Teodoro added that China has no legal right or authority to conduct law enforcement operations in Philippine territorial waters and exclusive economic zones.

"This is a serious escalation of the illegal activities conducted by the Chinese government in the WPS in complete disregard of any norm or convention of international law," Teodoro said. (PNA)

Ilocos, Western Visayas regional wage boards raise minimum pay

MANILA – Close to 300,000 minimum wage earners in private establishments will benefit from the daily pay increase granted in Ilocos and Western Visayas Regions, the National Wages and Productivity Commission (NWPC) announced in a news release over the weekend.

The Regional Tripartite Wages and Productivity Board -1 (RTWPB - Ilocos) provided a PHP30 to PHP35 increase in the daily minimum wage, raising the minimum wage rate to PHP435 for non-agricultural establishments with 10 or more workers and PHP402 for non-agricultural establishments with less than 10 workers, and agricultural workers.

RTWPB - 6 (Western Visayas) granted a PHP30 increase across all sectors, thus increasing daily pay to PHP480 for non-agriculture establishments with more than 10 workers, PHP450 for non-agriculture establishments with 10 workers or less, and PHP440 for workers in agriculture.

Both RTWPB likewise approved a monthly increase of PHP500 for domestic workers, bringing the monthly wage rate to PHP5,500 in Region 1 and PHP5,000 in Region 6.

All pay hikes will take effect. Nov. 6.

Meanwhile, some 677,000 full-time wage and salary workers earning above the minimum wage may indirectly benefit from upward adjustments at the enterprise level arising from wage distortion corrections.

Retail/service establishments regularly employing not more than 10 workers and enterprises affected by natural calamities and/or human-induced disasters may apply for exemption from the wage increase.

Barangay micro business enterprises are not covered by the minimum wage law pursuant to Republic Act No. 9178.

The increases resulted from the motu proprio act of the Board or petitions filed by labor groups due to escalating prices of basic goods and commodities.

PCSO sues 4 firms for illegal online lottery ops

MANILA – The Philippine Charity Sweepstakes Office (PCSO) filed charges against four firms allegedly engaged in unauthorized online lottery operations in the country.

PCSO general manager Mel Robles on Monday led the filing of the charges for usurpation of authority and violations of Republic Act 1169 (An Act Providing for Charity Sweepstakes Horse Races and Lotteries) and Presidential Decree 1602 (illegal gambling) against Eplayment Corporation, Paymero Technologies Limited, GlobalComRCI International, and Blockchain Smart-Tech Co.I.T.Consultancy before the Mandaluyong City Prosecutor's Office.

"Hindi tayo nagbibiro kakasuhan at ipakukulong natin ang lahat ng may kaugnayan sa iligal na operasyong ito para mahinto na ang kalokohan nila (We are not kidding, we will prosecute and jail everyone related to this illegal operation to stop their illegal activities)," Robles said told reporters after the filing.

He said the criminal complaints were prompted by an investigation by the National Bureau of Investigation, which revealed that these groups were responsible for the ownership, operation, and administration of illegal online lottery games 'Pakilotto' and 'Surelotto'.

The investigation discovered that Eplayment, which operated under the now-defunct website 'Pakilotto', was soliciting and accepting bets from the public at an inflated price of PHP30 per ticket, a 50 percent markup compared to the standard PHP20 lotto ticket.

Surelotto, a similar mobile app, sold tickets online for PHP25, or 25 percent higher from the regular price.

Prizes of smaller denominations are allegedly directly deposited into the winner's registered bank account, while jackpot prizes require winners to visit the Surelotto office in person.

Meanwhile, GlobalComRCI and Blockchain Smart-Tech entered into an agreement with Eplayment and technology provider Paymero, using the latter's software for processing payments and managing financial account information.

Although GlobalComRCI and Blockchain Smart-Tech were considered facilitators, they reportedly established a revenue-sharing arrangement.

Robles said the companies also reportedly misused the PCSO's name, logo, and various lottery games, soliciting and accepting bets from the public through their unauthorized mobile applications and websites.

He said the PCSO is losing billions of pesos in revenues due to the illegal operations of the suspects.

Robles said the unauthorized operations by these entities not only jeopardize the agency's revenues but also erode public trust in the legitimacy and fairness of its authorized games.

"The PCSO is fully committed to ensuring that those involved face the appropriate legal consequences for their actions," he said. (PNA)

DBM: P1.008-T allotted for LGUs in 2024

MANILA – Local government units (LGUs) nationwide are expected to receive about PHP1.008 trillion in 2024, the Department of Budget and Management (DBM) said on Tuesday.

“Local government units (LGUs) will be provided with PHP1.008 trillion, equivalent to 17.5 percent of the proposed FY (Fiscal Year) 2024 national budget. This allocation pertains mainly to statutory shares of LGUs from national taxes, such as the National Tax Allotment (NTA) and the BARMM (Bangsamoro Autonomous Region in Muslim Mindanao) Annual Block Grant, among others,” Budget Secretary Amenah Pangandaman said in a statement.

“This allocation to LGUs excludes the funds for programs under various national government agencies, which are intended for implementation across regions nationwide.”

Pangandaman said the total NTA for LGUs in 2024 amounts to PHP871.3 billion, higher by 6.23 percent or PHP51.1 billion from their NTA shares of PHP820.2 billion in 2023.

She said the increase in the LGUs’ NTA shares for 2024 was a result of higher revenue collections attributed to the gradual reopening of the economy.

Citing the Local Government Code of 1991, she said about PHP200.416 billion in the proposed total NTA shares would be given to 83 provinces, PHP201.2 billion to 148 cities, PHP285.4 billion to 1,486 municipalities, and PHP174.2 billion to 41,953 villages in the country.

“Local governments shall have a just share, as determined by law, in the national taxes that shall be automatically released according to Section 6, Article X of the General Provisions of the 1987 Philippine Constitution,” Pangandaman said.

“Each LGU is also mandated to appropriate no less than 20 percent of its NTA share for development projects, which is commonly known as the Development Fund.”

She said the allotment of 2024 NTA remains consistent with the Local Government Code of 1991 and the Supreme Court's Mandanas-Garcia ruling, which mandates that LGUs are entitled to just shares from all national taxes collected by the government.

Pangandaman said the DBM aims to stimulate significant inclusive growth through the increase in LGUs’ NTA, adding that it is aligned with the commitment of President Ferdinand R. Marcos Jr. to ensuring the effective use of resources at local levels to foster sustained economic development across the country.

In 2022, the DBM proposed the allocation of about PHP962.2 billion for LGUs in 2023 to boost their capabilities and enable them to fast-track the delivery of their basic services. (PNA)

Pres. Marcos declares nat'l days of mourning for FVR

MANILA – President Ferdinand "Bongbong" Marcos Jr. has declared July 31 to Aug. 9, 2022 as national days of mourning for former president Fidel V. Ramos.

The Office of the President on Monday released a proclamation to honor Ramos for 10 days.

"I, Ferdinand R. Marcos Jr., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare 31 July 2022 to 09 August 2022 as a Period of National Mourning over the passing of former President Fidel V. Ramos," he said in the proclamation.

The proclamation also said, "the national flag shall be flown at half-mast from sunrise to sunset, on all government buildings and installations throughout the Philippines and abroad, for a period of 10 days.”

Under the proclamation, Marcos recognizes that “the death of Fidel V. Ramos, the twelfth President of the Philippines is a great loss to our country and the Filipino people.”

The proclamation noted that aside from being President from 1992 to 1998, Ramos served as the Secretary of National Defense from 1988 to 1991, Chief of Staff of the Armed Forces of the Philippines from 1986 to 1988, and Chief of the Philippine Constabulary from 1972 to 1986.

"It is fitting to devote a period of national mourning to pay tribute to an esteemed leader who has dedicated his life to public service and has left a lasting mark on our country," the proclamation reads.

The Ramos family confirmed the death of the former president on Sunday.

“The Ramos family is profoundly saddened to announce the passing of former President Fidel Valdez Ramos. We thank you all for respecting our privacy, as the family takes some time to grieve together,” they said in a statement.

They will be announcing wake and funeral arrangements “in the near future.”

Ramos was the second cousin of Marcos’ father, the late former President Ferdinand E. Marcos Sr.

Marcos Sr.'s paternal grandfather, Fabian Marcos, and Ramos' maternal grandmother, Crispina Marcos-Valdez, were siblings.

Ramos graduated from the United States Military Academy at West Point, graduating in 1950, and earned a master’s degree in Civil Engineering from the University of Illinois in 1951.

He is also remembered as the founder of the PNP Special Action Force (SAF) and the Philippine Army’s Special Forces Regiment.

Ramos briefly served as a special envoy to China during the first year of the Duterte administration in 2016.

Popularly known as “FVR”, he was born in Lingayen, Pangasinan on March 18, 1928. (PNA)

PBBM visits Abra leads distribution of relief goods

MANILA – President Ferdinand “Bongbong” Marcos Jr. on Thursday led the distribution of relief goods to victims of the magnitude 7 earthquake that jolted Abra on Wednesday.

During his visit to Abra province, Marcos handed over relief packs after meeting with local executives who apprised him on the extent of the damage of the quake.

He was also briefed on the immediate needs of victims in Abra and nearby areas.

“’Yung mga nasa evacuation center, tiniyak natin, tinitiyak natin ni Secretary [Erwin] Tulfo na lahat ng pangangailangan ninyo habang kayo ay nandito pa sa evacuation center ay meron kayong maibigay –– mga pagkain, mga kung ano man ang mga kailangan pa ninyo (Those who are in evacuation centers, I and Secretary Tulfo made sure that all your needs while you are here are provided -- food or whatever),” the President said in his remarks at the Bangued Plaza in Abra, where modular tents were set up for the victims.

“’Yun ang aming tinitiyak, ‘yun ang aming pinagaabalahan na makasiguro tayo na… Eh natamaan na nga kayo ng lindol, hindi na kayo dagdagan pa ang inyong kahirapan (That is what we assure, that is what we are working on, to ensure we provide what you need. .),” he added.

After distributing relief goods, the chief executive expressed gratitude to his supporters in the province.

“Maraming salamat sa tulong ninyo. Maraming salamat sa suporta ninyo. Ngayon ako naman ang tutulong sa inyo at magsusuporta sa inyo (Thank you very much for your help and support. Now it’s my turn to help and support you),” Marcos said.

During his visit, Marcos also visited the Abra Provincial Hospital to personally check the condition of patients hurt by the strong tremor.

The President also presided over the briefing on the effects of the earthquake at Camp Juan Villamor, Police Provincial Office.

“Nagpa-report kami sa mga iba’t ibang departamento, para makita, para mabuksan ang ating mga kalsada, mabalik na ang kuryente, (We tasked various departments to report, so we can be apprised, so we can open closed routes and restore power)” the President said.

Marcos also conducted an aerial inspection of the damaged areas in the province.

A magnitude 7.0 earthquake struck northwestern Luzon and adjacent areas Wednesday, with its epicenter located at Tayum, Abra.

A total of 798 aftershocks have been recorded with magnitudes that range from 1.5 to 5.4, according to the National Disaster Risk Reduction and Management Council. (PND)
