Governor Nixon Strengthens DWI Enforcement

On June 2, 2010 Gov. Jay Nixon signed into law tougher penalties for people who drive while intoxicated (DWI).

The new law will require more time in jail for repeat offenders and those who drive with higher blood alcohol levels (BAC). In addition, DWI violations will no longer be handled by municipal courts, moving into criminal courts where penalties can be tougher. The law will also put into place a tracking system for repeat offenders, and offer substance abuse treatment instead of jail time. Read More.

Phoenix Programs’ Tobacco Cessation Program Receives National Recognition

Phoenix Programs is one of 25 programs in the United States selected by the Substance Abuse and Mental Health Services Administration (SAMHSA) as a Phase II Tobacco Cessation Pioneer, under the Tobacco-Free Campaign.

The goal of the Campaign, an ongoing partnership with the Smoking Cessation Leadership Center (SCLC), is to expand the reach of nicotine addiction and prevention services; directly impacting people with mental health or substance abuse disorders.

The additional funding will allow Phoenix Programs to enhance the existing tobacco cessation program and implement an assessment and referral system for all Phoenix Programs clients. Phoenix Programs’ tobacco cessation program is an evidence-based intervention designed to enhance long-term success in recovery for those who struggle with addiction.

This initiative will save thousands of lives and enhance the health of everyone in the recovery community. For more information about tobacco cessation services click here.

MU Students Give Gift of Public Art

Jane Suarez, a counselor at Phoenix Programs, enlisted the help of daughter Ashley Drissell to harness the skills of MU art students in creating a piece of public art that captures the spirit of the recovery community. Drissell teaches a first year ceramics class at the University of Missouri and this year the students decided that they wanted to design and donate a large piece of public art to the community; providing them with practical experience designing and presenting a piece. Drissell’s connection to Phoenix Programs made them an obvious choice.

“My love of art, music, and dance…keeps me grounded, replenished and able to maintain balance in my own life, “said Ms. Suarez. “Empowering others in their healing and recovery is one of my life’s greatest joys.”

The project combines public art with awareness and empowerment. The piece is composed of large ceramic tiles with quotes and pictures from clients, giving a voice to an invisible, and often forgotten, community struggling to be free of addiction.

“I want to live a peaceful life,” says one client. “Never give up,” says another. “My greatest dream is that I remain clean and sober for the rest of my life.”

Heather Harlan of Phoenix Programs, Inc. met on May 11 with Sergeant Diane Bernhard of the Columbia Police Department to offer congratulations to the new graduates of the Mid-Missouri Crisis Intervention Team (CIT). Bernhard and other CIT officers spoke at NAMI (National Alliance on Mental Illness) Columbia about the CIT program; a NAMI signature program that trains law enforcement officers to de-escalate situations that involve citizens with mental illness or substance abuse disorders. Phoenix Programs’ MTC-SHP Leads the Pack

On April 29^th & 30^th Phoenix Programs participated in SAMHSA’s Services in Supportive Housing Annual Grantee Conference. James Kimbro, David Helling, Eskil Hudson, and Steve Jones attended as participants of the Modified Therapeutic Community/Supportive Housing Program that is funded by the SAMHSA grant. Phoenix Programs is one of the first nine recipients of this grant, and as such was able to offer guidance to the now 77 total recipients of the grant that were in attendance at the conference.

Presentations attended included: Trauma Informed Care, Motivational Interviewing, Health Care Reform and it effect on permanent supportive housing, and Grants Management. Great focus was placed on “The Power of Community” and the use of Peer Support Specialists to better help our consumers and facilitate the community of recovery structure.

Phoenix Programs is one of the few grant recipients that has already put the use of the Peer Support Specialist into action, further demonstrating that we are trailblazers in the field of substance abuse and mental illness treatment services.

MTC-PDT: An Innovative Approach to Outpatient Drug Treatment

Phoenix Programs, Inc. provides a continuum of substance abuse treatment services to rural populations in Missouri. Previous studies have indicated that the Modified Therapeutic Community (MTC) approach can improve the effectiveness of outpatient treatment. In 2009, Phoenix Programs integrated the MTC philosophy and approach, which uses the peer community as an agent of healing, with a partial-day outpatient substance abuse treatment program. Two treatment groups were compared retrospectively; a 2008 standard partial-day treatment (S-PDT) cohort (n=30) that enrolled in the outpatient program prior to its integration with the MTC approach, and a 2009 treatment cohort (n=30) that received integrated MTC outpatient services (MTC-PDT) . The study examined the number of days participants attended, the number of persons who attended outpatient groups, and the number who completed the program. Compared to the 2008 S‑PDT cohort, the average number of days that participants attended the MTC-PTD (2009 cohort) more than doubled, from 5.73 days in 2008 to 12.03 days in 2009. The average number of persons attending outpatient groups increased from 6.6 participants in 2008 (S-PDT) to 11.18 in 2009 (MTC-PDT), and the number of completers nearly tripled, from 6 (20%) in 2008 to 17 (56.67%) in 2009. The results indicate that integrating the MTC approach with partial-day outpatient treatment improved attendance, retention, and completion, increasing the potential for long-term individual success. These results are important for providers of outpatient substance abuse treatment in rural areas where the clients are difficult to engage and retain in treatment.

Obama Administration Releases National Drug Control Strategy

Today, President Obama released the Obama Administration’s inaugural National Drug Control Strategy, which serves as a blueprint for the new, balanced, and collaborative approach to reducing drug use and its consequences.

Prepared by the Office of National Drug Control Policy, the Strategy establishes goals for reducing drug use and its consequences through a balanced policy of prevention, treatment, enforcement, and international cooperation. The Strategy was developed after a nine-month listening tour, meeting with police and medical professionals, drug treatment providers and people in recovery, elected officials, corrections professionals, academics, parents groups, faith leaders, and others.

Because nearly all Americans are impacted by the effects of drug use, the National Drug Control Strategy is designed to be particularly relevant at the local level. Whether you are a parent trying to find information on drug prevention, a community member interested in treatment resources and innovative approaches to drug issues, a police officer or local elected official searching for new approaches to drug-related crimes, or someone who wants to know more details about the Administration’s drug policy, the National Drug Control Strategy and the Office of National Drug Control Policy website, WhiteHouseDrugPolicy.gov, will serve as useful resources. Kick Butts Day with YC2 and Project APEX of Phoenix Programs was a part of Reality Days at Rockbridge and Hickman High Schools the week prior to spring break to encourage youth to avoid substance use.

Bringing Vets Home

Phoenix Programs’ VA-funded Vets At Home program helps 18 homeless veterans find permanent housing each year. In partnership with the local VA hospital, Phoenix Programs provides veterans with psychological, medical, and substance abuse treatment. The program also helps veterans increase their job skills and/or income – emphasizing responsibility and accountability — so they can live as independently as possible and transition out of homelessness.

“One of our biggest success stories is a client that was active in the program for one year,” said Rhiannon Pearson of Phoenix Programs. “He successfully completed the Drug Court program, reunited with his family, obtained a driver’s license and a car, and became a certified life guard. He is now an active volunteer with the elderly community, and recently enrolled in college. The Vets at Home program provided him with housing and gave him hope, confidence, and the tools to pursue his interests and gain independence.”

Homeless veterans remain one of the most vulnerable populations in Boone County.
