The remaining funds will come from loans.

Later, the project manager should investigate if critics that whore made are accurate and see if there is cause for further action, but the first reaction should always be to protect his team.
On the other hand, when the project is experiencing high visibility and recognition, the project manager should stand in the back, the recognition should first be attributed to the team, they do the hardest work and they deserve the recognition, the PM should be the first to give them merit.

Be a true leader and you will earn your team's respect, and when the time comes, they will go the extra mile for the project and for you!

For instance, in the previous project I was involved in Centaur - Fraud Management System for Telecommunications we aimed at building "the next best fraud management system for telecommunications".

Aiming high makes a difference for everyone involved in the project but specially for people who do the hardest work and that are frequently unrecognized, in this case the software developers.
In this project, if someone asked a member of my team: "so, what do you do?" they could answer:

"I'm just finishing a new release of the next best fraud detection engine out there!"

or

"I'm reviewing the user manual of the system that keeps your phone calls safe!"

This is very different from:

"I'm just developing PL/SQL..."

or

"I'm reviewing user manuals, again..."

but it was the same work, people just look at it in very diffent ways!

Motivation is one of the most important aspects of project management and team work. Setting meaningful goals that inspire are a great way to boost morale!
