GENERAL PURPOSE

Under direction, plans, organizes, supervises and evaluates the work of professional engineers, consultants and administrative staff; oversees, designs and supervises complex engineering projects for a variety of capital improvement, major maintenance programs, general services or other engineering/public improvement-related projects; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Senior Engineer is the advanced professional level in the Engineering class series. Incumbents in this class supervise professional engineers, consultants, technical and non-technical staff and are expected to perform and administer the most complex professional engineering work on capital projects requiring a substantial level of professional training and experience. Assignments are general and of a continuing nature, requiring the exercise of a high degree of independent judgment, initiative and problem-solving.

Senior Engineer is distinguished from Associate Engineer in that incumbents in the former class review and supervise the work of the latter class and may function as a project manager and/or engineering representative for the Engineering Design section in the absence of section management.

The Port of San Diego has part-time employment opportunities for college level interns to perform job assignments that are closely related to their area of study. Any full-time college or graduate level student may apply for consideration for vacancies.

Total scheduled work hours shall not exceed 1,250 hours per year. A maximum of twenty (20) hours per week during the school year and up to forty (40) hours per week during school breaks are authorized, if work is available. These positions do not include benefits.

PROCESS:

INTERN (Undergraduate):
College level students currently enrolled in at least twelve (12) semester units at an accredited college or university, majoring in a field of study closely related to current vacancies, may qualify for Intern I appointments. Students in their final semester/quarter who need less than full-time enrollment to graduate with a 4-year degree need only be enrolled part-time in courses required for degree completion, with verification from the registrar.

INTERN (Graduate):
Students in a graduate program leading to an advanced or doctoral degree enrolled in at least nine (9) graduate semester units in an accredited college or university, majoring in a field of study closely related to current vacancies, may qualify for Intern II appointment. Graduate students in their final semester/quarter who need less than nine (9) semester units to graduate need only be enrolled part-time in courses required for degree completion, with verification from the registrar

Harbor Police Officer (Lateral)

Harbor Police Officers perform a wide variety of professional law enforcement duties in the prevention of crime and the enforcement of federal, state and local laws, codes, ordinances and regulations within the District’s jurisdiction, including the San Diego Harbor, San Diego Regional Airport Authority and the San Diego tidelands area; performs marine fire suppression duties aboard boats and land facilities within the San Diego Harbor, marinas and adjacent facilities; performs a variety of special duty assignments, as required; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS: This is the full, journey-level class in the Harbor Police series. Based upon an individual’s assignment, duties are carried out on foot, from vehicles or aboard Harbor Police boats. Incumbents of this class are peace officers as defined in California Penal Code Section 830.1.

Under general supervision, performs a wide variety of complex duties in the research, design, implementation and maintenance of District web sites and applications; oversees web-based and e-commerce initiatives and ensures the functionality, integrity and security of web sites, applications and data resources; develops standards and policies for the District's Intranet and web site architecture; works with customers to understand and assist them in addressing business, operational and public service needs and issues through use of web-based technologies; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Senior Web Developer is an advanced journey-level professional class in the communications job family. Incumbents perform complex professional duties involving technical design of web site architecture and standards and their interoperation with District network and data administration to ensure effective integration on a Port-wide basis. In addition to performing front end web site design, incumbents are also responsible for coordinating with Information Technology to perform the more complex back end development, programming and administration to meet information sharing, operational and public service requirements for both internal and external customers. An incumbent is responsible for creating web site structural designs, features, content and presentation consistent with District infrastructure standards and strategies.

Senior Web Developer is distinguished from Web Developer in that incumbents in the former class perform the more complex development responsibilities involving back end design, web site architecture and functionality, search engine optimization and web-based marketing and communications. Senior Web Developer is further distinguished from Senior Applications Developer by the incumbent's specialization in technical design requirements of Internet technology.

Business Systems Analyst

Business Systems Analyst is distinguished from Applications Developer in that incumbents in the former class have a broader focus on business processes District-wide rather than new application development.

Network Systems Analyst

Under direction, performs highly responsible systems and network administration functions for a Port computer/enterprise server and network operating system platform; installs and configures storage area networks (SAN), Cisco Unified Communication Systems including: Voice over Internet Protocol (VoIP) systems/services, Meeting Place, Wireless LAN Services, Network Access Control Services, LAN Management Services, clusters/servers, workstations and other network switching, routing and security devices; troubleshoots and resolves complex hardware, software and network and optical connectivity problems; provides project leadership and consults with managers and staff regarding enhanced delivery of information technology services; and performs related duties as assigned.

Network Systems Analyst is an advanced journey-level professional class in the information systems job family. An incumbent is responsible for independently performing highly responsible systems and network administration functions to provide effective and efficient systems, communication and computing support to meet the Port's mission and goals. An incumbent is expected to have strong operating system, security, storage, optical, VoIP, wireless and network knowledge in order to carry out assigned administration tasks and functions with the need for only limited oversight and supervision.

Network Systems Analyst is distinguished from Technology Services Supervisor in that an incumbent in the latter class typically has overall systems administration and responsibility for the Port’s network infrastructure and is responsible for supervising, overseeing and monitoring section operations and activities.
