			<content:encoded><![CDATA[<p>The <strong>Blizzard of 2010 Best Employee Award</strong> goes to Bunny Clark, civil clerk at Portsmouth District Court.</p>
<p>When Bunny discovered drifting snow prevented her from exiting her home Monday morning, she shimmied out a window to get to her job at the city courthouse.  And, we might add, looking fabulous as usual wearing heels and a silk scarf tied around her turtleneck sweater.</p>
<p>There were other dedicated employees at the courthouse in the midst of the blizzard, including security officers, a judge who interrupted a vacation to do arraignments and clerks who kept the wheels greased, unlike the wimpy courts that closed in neighboring states.</p>

			<content:encoded><![CDATA[<p><strong>The Portsmouth Police Commission met Wednesday night when  Chief Lou Ferland and Commission Chairman Jerry Howe announced they  intend to meet the City Council&#8217;s mandate of a level budget.</strong></p>
<div><strong><span> Also during Wednesday&#8217;s Police Commission meeting, Capt. Frank  Warchol reported that the police department is 41 percent through the  fiscal year and has spent 38 percent of its budget. That, said Warchol,  means police are currently operating under budget.</p>
<p>In September, the </span>police department returned  $190,000 in unspent monies to the city&#8217;s general fund from the last  fiscal year. The $190,000 was from fiscal  year 2010 when police details for an August 2009 visit by  President Barack Obama cost between $10,000 and $15,000 and a nine-hour bomb scare involving a Greyhound bus on May 6 cost the department an unanticipated $13,000.</p>
<p>The surplus was attributed by the department to &#8220;creative&#8221; budgeting,  which included hosting police training sessions for departments around  the state, allowing local officers to receive the same training at no  cost. Police Commission chairman Jerry Howe previously commended the department for  its &#8220;frugality&#8221; and &#8220;management skills.&#8221;</strong></div>

			<content:encoded><![CDATA[<p><strong>The Portsmouth Police Department issued the following press release Saturday afternoon:</strong></p>
<p><strong><span style="font-family: Garamond;font-size: small">On  December 2<sup>nd</sup>, 2010 at about 6:15 PM Portsmouth  Patrol Officers and Detectives arrested two subjects on numerous charges  resulting in a theft from a motor vehicle. A third suspect, a female,  was questioned and released. Additional charges for her involvement  are forthcoming.</span></strong></p>
<p><strong><span style="font-family: Garamond;font-size: small">Detectives  and Officers were on routine patrol on Hanover Street when they witnessed  two subjects acting suspiciously around a vehicle parked near the intersection  of Hanover and Fleet Street. The two suspects were then observed reaching  into the vehicle, removing several items and then run from the area.  Officers quickly apprehended the two subjects along with a female who  accompanied them on Hanover Street. Recovered at the scene were items  stolen from the vehicle along with other items stolen during previous  thefts. All three were then transported to Portsmouth Police Headquarters. </span></strong></p>
