 &lt;p&gt;NTPC Chairman Arup Roychowdhury, who met state&#39;s power minister Manish Gupta today, indicated that the company hoped to get the board&#39;s nod for the project by February-March.&lt;/p&gt;  &lt;p&gt;Gupta, who described the meeting as a courtesy call, said that NTPC assured to begin construction of the plant soon.&lt;/p&gt;  &lt;p&gt;Coal linkage was one of the issues before the power major. The captive coal block meant for the project was deallocated by the coal ministry. The state power department would place a proposal to offer coal linkage from its captive blocks before the Cabinet for its consideration in February, Gupta said.&lt;/p&gt;  &lt;p&gt;NTPC proposed to construct two thermal units of 660 Mw on 557 acres which it has in its possession. In reply to a notice sent to Essars’s local subsidiary — Essar Power MP Limited — the company said that a new ash dyke to store the ash was under construction and that illegal discharge of ash outside the factory had taken place due to unexpectedly heavy rainfall.&lt;/p&gt;  &lt;p&gt;Not satisfied with their response, the MPPCB ordered it to stop all operations on January 13. The company has also been asked to build a permanent ash dyke, install a continuous ambient air monitoring station, a sewage treatment plant and a tree plantation. Only on completion of these works can the company apply for permission to restart operations.&lt;/p&gt;  &lt;p&gt;Essar has two 600MW power plants in Mahan. While Mahan-I started Commercial Operations in April, 2013, Mahan-II is under construction. Both plants intend to draw coal from the Mahan coal block, which has proven reserves of 150 tonnes of coal, where mining has not yet started as clearances have not yet been granted.&lt;/p&gt;  &lt;p&gt;The forest in Mahan is home to 14,000 people, including Agria, Kol, Khairwar, Gond and Panika tribes. Objections were raised by the Union Ministries of Environment and Forests and the Ministry of Tribal Affairs over endangering biodiversity and violation of forest rights &lt;/p&gt;  &lt;p&gt;Despite this, the Rs. 6,500 crore joint venture of Essar and Hindalco to mine in Mahan was granted clearance due to “huge exposure to nationalised banks.” &lt;/p&gt;  &lt;p&gt;Greenpeace’s Media Officer in Singrauli, Avinash Chanchal told that the factory continues to violate rules. “Their ash dyke is just across the road from a settlement. It poisons the water table and pollutes the air causing lung problems.”&lt;/p&gt;  &lt;p&gt;Greenpeace and the Mahan Sangharsh Samiti hoisted a banner over Essar’s offices in Mumbai last week which read “We Kill Forests.”&lt;/p&gt;  &lt;p&gt;Essar House Limited filed a defamation suit against the activists on Monday. In association with the Bhabha Atomic Research Centre (BARC), the BAP developed a brand new technology for simultaneous extraction of polluting sulphur oxide and nitrous oxide from boiler flue gas. This technology was unveiled by the President of India on 15 November, 2013, he added.&lt;/p&gt;  &lt;p&gt;The official noted that five Quality Circles of BHEL Ranipet had won gold medals in quality conventions held in Madurai, Chennai and Kolkata between September 2013 and December 2013.&lt;/p&gt;  &lt;p&gt;Further, he said, 365 employees of the plant had registered as eye donors in an eye donation camp held by the BAP. The BAP had also bagged an order for supply of a 4000- cubic metre Water Treatment Plant from OPAL, Dahej. Technical specifications provided by bidders for these projects are under scrutiny.&lt;/p&gt; &lt;p&gt;In both these projects, three Chinese firms and the Bharat Heavy Electricals Limited (BHEL) have participated in the bids. In respect of the 660-MW ETPS (Ennore Thermal Power Station) expansion project, the authorities are negotiating with the lowest bidder, Lanco Infratech, which has submitted the price bid. The projects – Udangudi and ETPS expansion project – received the environmental clearance in October last and June 2009.&lt;/p&gt; &lt;p&gt;Among the specific conditions laid down by the Union Ministry in respect of the Ennore SEZ project are the formulation of a vision document, specifying perspective plan, within six months; harnessing solar power through roof-top installations; no transportation of imported coal by road and carrying out a long-term study on radio activity and the presence of heavy metals contents in coal through a reputed institute. It will be sufficient to meet 75 per cent of our&amp;#160; (power) needs.”&lt;/p&gt;  &lt;p&gt;14 STPs Identified for Project&lt;/p&gt;  &lt;p&gt;Krishnappa said BWSSB has identified 14 sewage treatment plants (STP) where methane gas can be generated from the sewage.&lt;/p&gt;  &lt;p&gt;As the STPs are in good condition, BWSSB can start generating methane by constructing a digester near them.&lt;/p&gt;  &lt;p&gt; “The biggest challenge is to ensure that the methane generated in the digester is pure in nature. If not, the generator that burns methane will be destroyed very soon,” Krishnappa said.&lt;/p&gt;  &lt;p&gt;BWSSB has already initiated the process to produce electricity from sewage at one of the STPs in Hebbal valley by entering into an agreement with England-based Mott MacDonald Ltd.&lt;/p&gt;  &lt;p&gt;Mott MacDonald Ltd team leader, Ian P Taylor said, “We have already imported the machinery required to generate 1 MW of power and initiated the process to construct a digester near one of the STPs. The usage of HSD in such quantities will not be as eco-friendly as natural gas. &lt;/p&gt; &lt;p&gt;The Committee therefore desired that the PP shall obtain the views/comments of Ministry of Power and Ministry of Petroleum &amp;amp; Natural Gas on the use of HSD for the project before taking a decision,&quot; the Expert Appraisal Committee (EAC) under the MoEf said in its meeting last month. &lt;/p&gt; &lt;p&gt;It was also noted that Government is subsidising HSD for certain specific-end users only such as for transportation, the EAC further said. The gas-based power project has natural gas allocation of 1.96 MMSCMD by MoPNG from KG Basin for operating the plant on full capacity. &lt;/p&gt; &lt;p&gt;As the gas supplies for the project have come down due to reduction in gas production in the KG D6 fields, it is requested to amend the environment clearance for using HSD (green diesel) with sulphur content not exceeding 0.05 percent as an alternate fuel instead of emergency fuel. The plant operated on full generation for the years 2009, 2010 and 2011 using gas supplied from KG D6 gas fields. However, since October 2011, the total gas supply from KG D6 has been reducing from the original level of 60 MMSCMD to less than 15 MMSCMD and supply to power sector was stopped since March 2013. &lt;/p&gt; &lt;p&gt;As per the existing policy of the Government, power generation using indigenously sourced HSD is allowed. &lt;/p&gt; &lt;p&gt;The Ministry of Power and MoPNG has already accorded NOC for HSD as fuel for GVK&#39;s Jegurupadu Phase II Power Project (220 MW) in East Godavari district last year. Capacity additions in the year may not exceed 1,700 MW — the same as last year. Nor is there much hope for 2014-15, as the wind season begins in early summer and with the elections round the corner, not much action is expected to take place.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;As is typical in India, everybody speaks of the ‘long term future’ of the wind industry in the country, what with the recently-launched National Mission on Wind.&lt;/p&gt; &lt;p&gt;Spanish wind turbine major Gamesa seems to have done well in this dull environment, going by the figures provided by the company.&lt;/p&gt; &lt;p&gt;Till December 2013, Gamesa had sold wind turbines worth 145 MW, but since 455 MW are under ‘advance stages of implementation’ — activity typically picks up in the last quarter of the year — the company expects to close the year with 600 MW of sales compared with 115 MW in 2012-13.&lt;/p&gt; &lt;p&gt;Gamesa India’s Chairman and Managing Director Ramesh Kymal told Business Line that the company expects sales of 800 MW in 2014-15, given that it has under its control sufficient land to install 4,000 MW more.&lt;/p&gt; &lt;p&gt;“We do not own all the land, but we have agreements in place that give us rights to put up projects,” Kymal said, adding that the lands are in Maharashtra, Rajasthan, Madhya Pradesh and Tamil Nadu.&lt;/p&gt; &lt;p&gt;The company has also stepped up indigenisation to 85 per cent of its 2 MW turbine launched two years ago. All components, except control panels and brake systems, are bought locally.&lt;/p&gt; &lt;p&gt;This localisation, Kymal said, does not give Gamesa an immediate cost advantage, but would serve the company well in the long run.&lt;/p&gt; &lt;p&gt;Gamesa’s production has just moved from a manufacturing unit north of Chennai to a recently-built factory south of the city in the village of Mamandur. There is scope to develop a vendor park near the new location.
