Expo (RE-INVEST 2015). &lt;/p&gt; &lt;p&gt;The report was brought out by NITI Aayog with support of CII, Shakti Sustainable Energy Foundation and RAP (Regulatory Assistance Project), a global non-profit group, talks about the current scenario of renewable energy in India and what needs to be done for its accelerated deployment to address energy security concerns.&lt;/p&gt; &lt;p&gt;&lt;br&gt;Shri Piyush Goyal, Union Minister of State (IC) for Coal, Power and New &amp;amp; Renewable Energy, lauded NITI Aayog for the report and said that it has instilled a lot of hope for following more ambitious targets. “We need to create an enabling environment with respect to clearance, land acquisition and other regulatory support.”&lt;/p&gt; &lt;p&gt;The Minister suggested that the land owners, who provide their land for setting up renewable energy projects, could be given a stake in the projects as an incentive. He urged NITI Aayog to help in creating some innovative model for the RE sector. He addressed the panelists while sitting in the audience.&lt;/p&gt; &lt;p&gt;Commenting on the launch of the report, Smt Sindhushree Khullar, CEO, NITI Aayog- Govt of India stated that this is the first initiative of the Aayog. “Energy and renewable energy is a core area in India. We need to see actual movement on whatever the report suggests about,” said Smt Khullar.&lt;/p&gt; &lt;p&gt;Mr Deepak Gupta, Senior Programme Manager- Power, Shakti Sustainable Energy Foundation, said that the report suggests possible roadmap to achieve ambitious targets in the renewable sector after assessing several best practices around the world.&lt;/p&gt; &lt;p&gt;The panelists were of the opinion that India needs to keep renewable energy as a matter of national importance. They suggested that the need of the hour is to move away from the current practice and make RE as an integral part of the power sector. For this a comprehensive national policy framework would be required for smoother renewable projects development in the country.&lt;/p&gt; &lt;p&gt;Mr Mackay Miller, Technology Innovation Analyst, NREL, congratulated the Indian government for its ambitious RE targets and intent to attain that goal. He suggested that there is need to think about policy and financing mechanism so that investments take place.&lt;/p&gt; &lt;p&gt;Smt Varsha Joshi, Joint Secretary, Ministry of New and Renewable Energy, lauded the report terming it as a good effort by the compilers. “It’s time that India has to look at RE as a resource across the states. There are a lot of things to be learned and a lot to be done,” she said.&lt;/p&gt; &lt;p&gt;Shri Sumant Sinha talked about thinking ‘out of the box’ to operationalise the issues highlighted in the report. “Why can’t we make renewable energy as the backbone of India’s electricity generation? We have to re-think our entire reliability on coal. Discoms are reluctant on buying renewable power against highly subsidised conventional power,” Shri Sinha noted.&lt;/p&gt; &lt;p&gt;Getting fund is seen as one of the major challenges. However, Shri Rajat Misra, VP, SBI Capital Markets Ltd is of the opinion that funding is not a constraint if there is good policy in place.&lt;/p&gt; &lt;p&gt;Shri SK Soonee, CEO, POSOCO, raised the issue of grid as one of the major hurdles in increasing renewable potential. The experts stressed that renewable energy could be the backbone of Indian power scenario provided existing issues are addressed. &lt;p&gt;The buzz of activity has catapulted the state to the top slot of renewable energy in the country where Narendra Modi&#39;s Gujarat was hailed as the most successful state in the sector. MP&#39;s Chief Minister Shivraj Singh Chauhan has accelerated the state&#39;s drive for renewable energy, helping it expand rapidly and kickstart many projects, including 4,600 mw of being executed, state government officials said.&lt;/p&gt; &lt;p&gt;The state invited proposals in November 2012, seeking investments to the tune of Rs 10,000 crore, with the full backing of Chauhan. &quot;The chief minister gave us a blank cheque and complete support to go ahead with our plan to develop renewable energy in the state.&lt;/p&gt; &lt;p&gt;The idea was to set a plan in place and first see the results on the ground rather publicise just a policy on paper,&quot; said S R Mohanty, secretary, new and renewable energy department, Madhya Pradesh. Finding a good site and getting clearance for it is a major hassle in the wind sector. So when the land is made available by the government, it simplifies the whole process. In 2010, Gujarat signed around 88 solar power purchase agreements with 75 developers for 25 years with tariff as high as Rs 12.54 per unit without competitive bidding. But Gujarat backtracked on the tariff last year as tariffs of new projects fell to half of Gujarat&#39;s rates, compelling the state to appeal to apex electricity regulator for revision in tariff.&lt;/p&gt; &lt;p&gt;Gujarat has an installed capacity of 852 mw in solar and 3,114 mw in wind as on March 2013. MP however has given developers much more freedom to sell power. They can sell outside the state; take the national solar mission or renewable energy certificate route, or sign a PPA. A large chunk of the stake has been sold earlier this month as Greenko&#39;s scrip reached over 170 pence per unit.&lt;/p&gt; &lt;p&gt;In January 2010, TPG Growth led a $116-million round of funding in Greenko Group plc. The PE firm will pick up a little over 10 per cent stake for around $35 million. TPG&#39;s remaining stake is worth $26 million, according to Greenko&#39;s current trading price.&lt;/p&gt; &lt;p&gt;Shares of Greenko were trading at 178.75 pence, up 2.14 per cent on Monday morning in London.&lt;/p&gt; &lt;p&gt;Greenko Group plc reported a 74.6 per cent increase in operational capacity from 244 MW in March 2013 to 426 MW by end of September 2013.&lt;/p&gt; &lt;p&gt;The company, backed by a slew a private equity funds, reported an 18 per cent increase in revenues to €27.9 million for the six-month period. On a constant currency basis, revenues grew by 32.4 per cent.&lt;/p&gt; &lt;p&gt;Adjusted EBITDA increased 49 per cent to €24.6 million, despite being affected by adverse currency movements and lower generation from biomass assets, said the company. Adjusted profit after tax increased 151 per cent to €10.5 million from €4.2 million during the same period in 2012.&lt;/p&gt; &lt;p&gt;Greenko Group plc raised $150 million or £100 million from GIC&lt;/p&gt; &lt;p&gt;Singapore, one of the world’s largest sovereign wealth funds, last year. Greenko, one of India’s largest independent power producers in the renewable energy space, raised money through its Mauritius arm.&lt;/p&gt; &lt;p&gt;Other investors in Greenko include Aloe Private Equity, Standard Chartered Private Equity, GE Energy Financial Services and Capital Group.&lt;/p&gt; &lt;p&gt;Greenko has a portfolio of wind, run-of-river hydropower, natural gas and biomass assets. As against the annual target of 4,325 MW, only 1,922 MW has been achieved during the first nine months of the current fiscal, according to the Ministry of New and Renewable Energy.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;However, amid concern over slow progress, the installed capacity for wind power has crossed 20,000 MW this fiscal, while the overall grind-interactive renewable power capacity is set to cross 30,000 MW shortly. With the addition of 1,922 MW in nine months (marginally higher when compared with 1,763 MW in the year-ago period), India’s total grid-interactive renewable energy capacity addition stood at 29,989 MW as on December 31, 2013.&lt;/p&gt;  &lt;p&gt;During April-December 2013, wind and solar segments contributed 1096 MW and 495 MW respectively, while the rest was contributed by small hydro, bagasse co-generation, biomass and waste-to-energy categories. Besides, 67 mw of off-grid/ captive power generation capacity from different renewable energy sources were also added during the period.&lt;/p&gt;  &lt;p&gt;Presently, wind makes up 67 per cent of India’s total installed capacity of green power. Of the total cumulative capacity of 29,989 MW, wind sector contributed 20,149 MW, followed by small hydro power at 3,763 MW, bagasse cogeneration power at 2,513 MW, solar at 2,180 MW, biomass at 1,285 MW, and waste-to-energy at 99 MW. A single grain of rice could hold about 10 of these tiny windmills. Hundreds of the windmills could be embedded in a sleeve for a cellphone. &lt;/p&gt; &lt;p&gt;Wind, created by waving the cellphone in air or holding it up to an open window on a windy day, would generate the electricity that could be collected by the cellphone’s battery. &lt;/p&gt; &lt;p&gt;Rao’s designs blend origami concepts into conventional wafer-scale semiconductor device layouts so complex 3-D moveable mechanical structures can be self-assembled from two-dimensional metal pieces utilising planar multilayer electroplating techniques that have been optimized by WinMEMS Technologies Co., the Taiwanese fabrication foundry that took an initial interest in Rao’s work. &lt;/p&gt; &lt;p&gt;“The micro-windmills work well because the metal alloy is flexible and Smitha’s design follows minimalism for functionality.” Chiao said. These inventions are essential to build micro-robots that can be used as surgical tools, sensing machines to explore disaster zones or manufacturing tools to assemble micro-machines.&lt;br&gt;&amp;nbsp;&lt;br&gt;The micro windmills were tested successfully in September 2013 in Chiao’s lab. The windmills operate under strong artificial winds without any fracture in the material because of the durable nickel alloy and smart aerodynamic design. &lt;/p&gt; &lt;p&gt;“The problem most designers have is that materials are too brittle,” Rao said. “With the nickel alloy, we don’t have that same issue. Capacity additions in the year may not exceed 1,700 MW — the same as last year. Nor is there much hope for 2014-15, as the wind season begins in early summer and with the elections round the corner, not much action is expected to take place.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;As is typical in India, everybody speaks of the ‘long term future’ of the wind industry in the country, what with the recently-launched National Mission on Wind.&lt;/p&gt; &lt;p&gt;Spanish wind turbine major Gamesa seems to have done well in this dull environment, going by the figures provided by the company.&lt;/p&gt; &lt;p&gt;Till December 2013, Gamesa had sold wind turbines worth 145 MW, but since 455 MW are under ‘advance stages of implementation’ — activity typically picks up in the last quarter of the year — the company expects to close the year with 600 MW of sales compared with 115 MW in 2012-13.&lt;/p&gt; &lt;p&gt;Gamesa India’s Chairman and Managing Director Ramesh Kymal told Business Line that the company expects sales of 800 MW in 2014-15, given that it has under its control sufficient land to install 4,000 MW more.&lt;/p&gt; &lt;p&gt;“We do not own all the land, but we have agreements in place that give us rights to put up projects,” Kymal said, adding that the lands are in Maharashtra, Rajasthan, Madhya Pradesh and Tamil Nadu.&lt;/p&gt; &lt;p&gt;The company has also stepped up indigenisation to 85 per cent of its 2 MW turbine launched two years ago. All components, except control panels and brake systems, are bought locally.&lt;/p&gt; &lt;p&gt;This localisation, Kymal said, does not give Gamesa an immediate cost advantage, but would serve the company well in the long run.&lt;/p&gt; &lt;p&gt;Gamesa’s production has just moved from a manufacturing unit north of Chennai to a recently-built factory south of the city in the village of Mamandur. There is scope to develop a vendor park near the new location. The company had defaulted on a $200-million FCCB bond payment in late 2012. The wind energy turbine maker later had its debt of Rs 9,000 crore restructured.&lt;/p&gt;  &lt;p&gt;Suzlon refused to comment on the development. The contours of the likely settlement are unclear. The total payment to FCCB debtors, including future payments, could be up to $500 million and a settlement for the entire amount might be done at one go.&lt;/p&gt;  &lt;p&gt;“This proposed agreement with FCCB holders indicates that the deep financial recast package is working. The turnaround is happening but much business expansion depends on the economic conditions in target markets — Europe and North America,” said a senior State Bank of India executive. State Bank of India is the lead banker to Suzlon.&lt;/p&gt;  &lt;p&gt;Suzlon has been facing many headwinds like slowdown in the power equipment market, both globally and in India where domestic construction activity has come to a stand-still in the last two years. Added to this, Suzlon had acquired German equipment company REpower. The &#39;National Wind Energy Mission (NWEM), which would be launched around the middle of the year, would give incentives to invest, east land clearances and regulate tariffs. But unlike the flagship &#39;National Solar Mission&#39; it would not involve projects for bidding. It would act as a &amp;quot;facilitator&amp;quot;, officials said.&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;First National Wind Energy Mission to begin by mid-2014    &lt;br /&gt;&lt;/p&gt;  &lt;p&gt;&amp;quot;We wish to coordinate separate lines of action in the wind sector and involve all the stakeholders. Wind energy led to the establishment of renewable based power in the country but lately it has been marred by several issues,&amp;quot; said Alok Srivastava, joint secretary (wind) in the ministry for new and renewable sources of energy.&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;Under the proposed action plan, MNRE would strengthen grid infrastructure for wind power, identify high wind power potential zones, ease land clearances for the projects, regulate wind power tariff and incentivise investment in the wind sector. &lt;/p&gt;  &lt;p&gt;&amp;quot;The proposed NWEM would be placed in the cabinet soon and we wish to kick start it in the next 6 months,&amp;quot; said Srivastava. He also said that all stakeholders in the wind sector, ministry of power, Powergrid corporation, central and state electricity regulators, planning commission, private and public sector project developers would be a part of the mission, with MNRE acting as a key facilitator and moderator amongst all of them. &amp;quot;A national program would uproot the scattered impediments faced by the wind sector and spur it towards the second phase of growth,&amp;quot; said Srivastava. &lt;/p&gt;  &lt;p&gt;Grid connected wind based power in India has been in existence from almost 20 years now while solar made its debut just 4 years back with the national solar mission. India is the fifth largest wind power producer in the world with an installed capacity of 19 GW. &lt;/p&gt;  &lt;p&gt;Caught in the policy net, capacity addition in the wind sector fell to decade low during last &amp;amp; current fiscal. The industry, especially the private sector has also complained about the lack of proper grid infrastructure for evacuation of wind power.   &lt;br /&gt;There have been delays in payments by the states to the power developers due to the same. Through this mission, government aims to have a generating capacity of 100 GW of wind power by 2022. The potential of wind based power in the country is estimated to be 300 GW. &lt;/p&gt;  &lt;p&gt;MNRE also plans to extend the &#39;generation based incentive (GBI)&#39; for the project developers for five years. This would amount to a total expenditure of Rs. 18,000 crore. Budgetary allocation for GBI in the current fiscal is Rs. 800 crore. &lt;/p&gt;  &lt;p&gt;GBI was notified in the union budget 2013. Under this financial scheme, government would pay wind power developers Rs 0.50 for every unit of power generated from the wind facility. &lt;/p&gt;  &lt;p&gt;Till April 2012, wind sector enjoyed two fiscal benefits. Accelerated depreciation (AD) has been in force for the wind industry since 2003 till 2012 when its was withdrawn. In fact, we are now getting only Rs 2.75 per unit through third party sales as there is no power purchase agreement obligation,” Rahul Gupta, Director of Rays Power, told Business Line.&lt;/p&gt;  &lt;p&gt;“Even though this is a policy announcement whose facility is available till 2017, it is not being currently honoured. This is making projects which have come up based on REC mechanism financially unviable. Therefore, we have approached APTEL seeking justice. The Central Electricity Regulatory Commission is also looking into the matter,” he said.&lt;/p&gt;  &lt;p&gt;The company has set up three solar parks in Rajasthan near Bikaner with a total installed capacity of 60 mw and expects to take the capacity to up to 100 mw by March 31, 2014.&lt;/p&gt;  &lt;p&gt;“Our clients include Rajasthan Patrika and food &amp;amp; beverage (namkeen) makers Haldiram and Bikaji among others for whom we have set up units,” he said.&lt;/p&gt;  &lt;p&gt;A perfect business model of projects based on REC mechanism, which the Government had promised has been put to test as most State regulators are yet to implement the mechanism. The company has mentioned that a similar petition filed by the Indian wind power association.&lt;/p&gt;  &lt;p&gt;Gupta said that there is immense potential in harnessing the potential of the solar power provided all the regulatory commissions meet and enforce renewable purchase obligation.
