<p style="font-weight: 400;">On January 27, the National Assembly Standing Committee on Information and Broadcasting called for strengthening the Press Council of Pakistan (PCP) through enhanced human resources, financial support and technological capacity, while urging the body to play a more assertive role in safeguarding freedom of expression and addressing disinformation and misinformation.</p>
<p style="font-weight: 400;">The committee <a href="https://www.brecorder.com/news/40404407/pcp-urged-to-assert-its-role-in-freedom-of-expression" data-saferedirecturl="https://www.google.com/url?q=https://www.brecorder.com/news/40404407/pcp-urged-to-assert-its-role-in-freedom-of-expression&amp;source=gmail&amp;ust=1770203178948000&amp;usg=AOvVaw0ItIBwui96cut2EknlSepT">met</a> in Islamabad under the chairmanship of Member National Assembly Pullain Baloch. Chairman of the PCP, Arshad Khan Jadoon, briefed the members on the council’s functioning, stating that it comprised representatives of the media fraternity, parliamentarians, government officials and civil society. He said the council was fully operational and engaged in monitoring print media, resolving complaints and raising public awareness.</p>
<p style="font-weight: 400;">Jadoon informed the committee that the PCP faced constraints, including the absence of a dedicated office premises, limited funding, insufficient staffing and inadequate technological infrastructure. He requested the committee’s support to help the organisation meet its regulatory responsibilities effectively.</p>
<p style="font-weight: 400;">Responding to questions, Jadoon <a href="https://www.urdupoint.com/en/pakistan/na-panel-urges-empowering-pcp-to-act-as-effe-2126231.html" data-saferedirecturl="https://www.google.com/url?q=https://www.urdupoint.com/en/pakistan/na-panel-urges-empowering-pcp-to-act-as-effe-2126231.html&amp;source=gmail&amp;ust=1770203178948000&amp;usg=AOvVaw2sklGdf1Jp3Dyb16T-NHDb">said</a> notices had been issued to several major newspapers over ethical misconduct. He also confirmed that notices had been sent to the Chief Minister of Khyber Pakhtunkhwa following comments made about certain media personnel. Committee member Mehtab Akbar Rashdi remarked that, given the current political environment, it was difficult to believe that the media was operating without pressure.</p>
<p style="font-weight: 400;">The committee appreciated the PCP’s performance but advised the council to reinforce its efforts concerning freedom of expression and the handling of disinformation. Members further recommended that the Ministry of Information and Broadcasting develop service rules for PCP employees and design a mechanism to address complaints related to non-payment of salaries to print media workers.</p>
<p style="font-weight: 400;">The committee instructed the Ministry to expedite the convening of a meeting of the committee formed under the Advisor to the Prime Minister, tasked with reviewing outstanding liabilities of all organisations under the Ministry of Information and Broadcasting.</p>
<p style="font-weight: 400;">On compliance with previous recommendations, the committee directed the Pakistan Broadcasting Corporation (PBC) to keep it informed about developments on its Public Sector Development Programme (PSDP) project in Karachi. Officials reported that a technical committee established on the committee’s instructions was actively reviewing the matter and was scheduled to hold its third meeting early next month. PBC Director General Saeed Ahmad Shaikh assured members that engineers, with support from other technological bodies, aimed to complete the project using indigenous resources.</p>

<p>On November 4, Pakistan and Iran signed a series of memoranda of understanding (MoUs) to enhance cooperation in broadcasting, film production, media regulation, and cultural exchange, according to a statement issued by Pakistan’s Ministry of Information and Broadcasting (MoIB).</p>
<p>The agreements were <a href="https://www.brecorder.com/news/40390909/broadcasting-media-sector-pakistan-iran-ink-mous" data-saferedirecturl="https://www.google.com/url?q=https://www.brecorder.com/news/40390909/broadcasting-media-sector-pakistan-iran-ink-mous&amp;source=gmail&amp;ust=1762930746506000&amp;usg=AOvVaw3fHxO3OXvb3X8xIw5TJFBl">signed</a> between the Islamic Republic of Iran Broadcasting (IRIB) and five major Pakistani media organisations — <em>Pakistan Television Corporation (PTV), Pakistan Electronic Media Regulatory Authority (PEMRA), Box Office (Pvt) Ltd, Sab TV Network, and VSH TV</em> — during a ceremony held in Islamabad.</p>
<p>According to the MoIB, the MoUs are designed to promote collaborative content creation, strengthen cultural understanding, and streamline media practices between the two neighbouring countries. The ministry said the initiative aims to expand cooperation in the fields of media production and cultural programming.</p>
<p>Speaking at the signing ceremony, Information Minister Attaullah Tarar described the visit of the Iranian media delegation as productive and said the agreements demonstrated both nations’ commitment to strengthening people-to-people ties and advancing shared values.</p>
<p>Iranian Ambassador to Pakistan, Dr Reza Amiri Moghadam, <a href="https://www.dawn.com/news/1953139" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1953139&amp;source=gmail&amp;ust=1762930746506000&amp;usg=AOvVaw0Nf0E257bRqPzCLI8TBiHy">stated</a> that the newly established framework would contribute to closer relations between the citizens of Pakistan and Iran through enhanced cultural understanding and media collaboration. He added that the MoUs would support broader public diplomacy and institutional linkages between the two countries’ media sectors.</p>

<p dir="ltr">On July 16, the Sindh Information Department discussed key reforms aimed at strengthening the Commission for the Protection of Journalists and Other Media Practitioners, including the inclusion of women journalists and empowering the body to take action against unresponsive officials.</p>
<p dir="ltr">These decisions were taken during a meeting <a href="https://tribune.com.pk/story/2556296/commission-for-journalists-to-include-women" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://tribune.com.pk/story/2556296/commission-for-journalists-to-include-women&amp;source=gmail&amp;ust=1753248155479000&amp;usg=AOvVaw2yCXnMHmgFZPHjiTlUD1n5">chaired </a>by Sindh Senior Minister and Provincial Minister for Information, Transport, and Mass Transit, Sharjeel Inam Memon, at his office in Karachi. The meeting was attended by Information Secretary Nadeem-ur-Rehman Memon, Commission Chairman Ijaz Ahmed Memon, Commission Secretary Saeed Memon, and members Dr. Abdul Jabbar Khattak, Dr. Tauseef Ahmed Khan, Mazhar Abbas, and Obaidullah.</p>
<p dir="ltr">A detailed briefing was presented on the commission’s activities. Commission Chairman Ijaz Ahmed Memon <a href="https://dailytimes.com.pk/1337407/female-journos-to-be-included-in-commission-for-protection-of-journalists/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://dailytimes.com.pk/1337407/female-journos-to-be-included-in-commission-for-protection-of-journalists/&amp;source=gmail&amp;ust=1753248155479000&amp;usg=AOvVaw1okGa7Sf8hPARcJngvnV6C">informed </a>the meeting that 18 meetings had been held since 2023 to review various cases related to journalist safety. Reports from the police and Home Department are regularly sought following commission decisions.</p>
<p dir="ltr">Members of the commission raised concerns that some officials ignore letters issued by the body. They stressed the need for amendments to the existing law to enhance its effectiveness and called for the inclusion of women journalists to better address gender-specific challenges.</p>
<p dir="ltr">To address these concerns, it was agreed that the provincial cabinet would be approached for formal approval to expand the commission’s powers, particularly to enable it to take disciplinary action against non-compliant officials.</p>
<p dir="ltr">Minister Memon <a href="https://www.nation.com.pk/17-Jul-2025/govt-to-empower-journalists-protection-commission-ensure-female-representation" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.nation.com.pk/17-Jul-2025/govt-to-empower-journalists-protection-commission-ensure-female-representation&amp;source=gmail&amp;ust=1753248155479000&amp;usg=AOvVaw2zAt-2OZDDPo1RBwCrfsQ1">directed </a>the chairman to prepare a draft of the proposed amendments and assured the members that he would present the amendment bill in the provincial assembly. He reiterated that the protection of journalists remains a priority for the Sindh government.</p>
<p dir="ltr">The minister also highlighted that, under the commission’s law, media owners are responsible for providing life insurance and professional training to journalists. He said the commission has already issued letters urging media houses to fulfill these legal responsibilities.</p>
<p dir="ltr">He added that journalist unions and media organizations must submit data on working journalists to the commission to help formulate more effective protection policies.</p>
<p dir="ltr">Sharjeel Inam Memon further directed the commission to issue letters to media institutions to ensure the implementation of the minimum wage set by the Sindh government.</p>

The understanding was reached during a meeting between Pakistan’s Minister for Information and Broadcasting Attaullah Tarar and Cao Shumin, Deputy Head of the Publicity Department of the Communist Party of China (CPC) Central Committee and Minister and Party Secretary of the National Radio and Television Administration (NRTA).</p>
<p dir="ltr">Both leaders <a href="https://radio.gov.pk/10-07-2025/pakistan-china-agree-to-enhance-ties" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://radio.gov.pk/10-07-2025/pakistan-china-agree-to-enhance-ties&amp;source=gmail&amp;ust=1752569253550000&amp;usg=AOvVaw3gBEKjEyLQkFziQw1HCC7D">agreed </a>on developing a joint narrative to counter fake news and emphasised technical training and institutional collaboration. They described the ongoing media partnership as a reflection of mutual trust and longstanding friendship.</p>
<p dir="ltr">The meeting included discussions on a proposed agreement between China Central Television (CCTV) and Pakistan Television (PTV) to promote information exchange and enhance cooperation between the broadcasters.</p>
<p dir="ltr">Tarar <a href="https://www.dawn.com/news/1923261" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1923261&amp;source=gmail&amp;ust=1752569253550000&amp;usg=AOvVaw0zu_XbSPov6Ye26Z9Kuoby">stated </a>that Pakistan was ready to translate media cooperation into practical steps. He said PTV, Radio Pakistan, and the Associated Press of Pakistan (APP) were communicating developments related to China, including the Belt and Road Initiative, the China-Pakistan Economic Corridor (CPEC), cultural ties, and cooperation between the two countries.</p>
<p dir="ltr">He said PTV was broadcasting Chinese programmes, documentaries, and news reports in Urdu. He added that APP’s “China News Service” had crossed a significant milestone in conveying Pakistan’s narrative to Chinese readers.</p>
<p dir="ltr">The meeting also discussed the role of social media and digital content. Tarar referred to recent Pakistan-India tensions and said that youth from both Pakistan and China had expressed solidarity, which gained attention on social media platforms.</p>

In the digital age, exchanges between influencers and social media representatives of both countries can inject new energy into bilateral relations.</p>

<p dir="ltr">Both sides agreed to further develop media, cultural, and people-to-people ties under a joint strategy. They also identified future areas of cooperation through institutional mechanisms.</p>

<p dir="ltr">On April 26, the Pakistan Federal Union of Journalists (PFUJ) launched a mobile application, “<em>Journalist Alert</em>.”  Developed in collaboration with the Parliamentary Commission for Human Rights and Media Matters for Democracy, the app was formally <a href="https://www.dawn.com/news/1906793/pfuj-launches-mobile-app-to-ensure-safety-of-journalists" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1906793/pfuj-launches-mobile-app-to-ensure-safety-of-journalists&amp;source=gmail&amp;ust=1746091046534000&amp;usg=AOvVaw2dPCkOsGip44MBi05SHTxQ">introduced </a>during a ceremony held at the National Press Club in Islamabad.</p>
<p dir="ltr">Registered journalists can use the app to alert others in emergency situations such as kidnapping, attacks, torture, stalking, or any uncertain threat. By pressing a panic button, users can share their location and the nature of the threat with fellow journalists and relevant institutions.:</p>
<p dir="ltr">PFUJ Secretary General Arshad Ansari said, “Journalists will be able to get immediate help in emergency situations by registering themselves in the mobile app.” He highlighted that for the first time, all records of attacks and threats against journalists across Pakistan will be accessible with a single click through the app.</p>

When journalists are safe, journalism remains free.”</p>
<p dir="ltr">Asad Baig, founder of Media Matters for Democracy, said the app will maintain a comprehensive record of incidents against journalists and make the reports accessible through its dashboard.</p>

										<content:encoded><![CDATA[<p dir="ltr">On March 21, the Ministry of Information Technology and Telecommunication announced that Starlink, a satellite-based internet provider owned by Elon Musk, has been granted a temporary No Objection Certificate (NOC) to operate in Pakistan. The approval was issued following a directive from Prime Minister Shehbaz Sharif and after clearance from all relevant security and regulatory bodies, including the Pakistan Space Activities Regulatory Board (PSARB).</p>
<p dir="ltr">“Starlink has been issued a temporary NOC with the consensus of all security and regulatory agencies,” <a href="https://www.dawn.com/news/1899407/starlink-granted-temporary-noc-to-operate-in-pakistan-it-ministry" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.dawn.com/news/1899407/starlink-granted-temporary-noc-to-operate-in-pakistan-it-ministry&amp;source=gmail&amp;ust=1742958947912000&amp;usg=AOvVaw1wZ6Zu4JirLdVtOcoHCjDt">said</a> Minister of State for IT and Telecom Shaza Fatima Khawaja. “Starlink’s arrival in Pakistan will mark the formal launch of satellite internet services.”</p>
<p dir="ltr">The minister stated that the prime minister had directed to improve the internet system in the country. “Modern solutions like satellite internet will improve connectivity in the country,” she said.</p>
<p dir="ltr">The Ministry of IT coordinated with the Pakistan Telecommunication Authority (PTA), Cybercrime Agency, security agencies, and PSARB for the registration process.</p>
<p dir="ltr">According to PTA sources, the PSARB <a href="https://tribune.com.pk/story/2535775/pakistan-all-set-for-satellite-internet-as-starlink-gets-the-nod" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://tribune.com.pk/story/2535775/pakistan-all-set-for-satellite-internet-as-starlink-gets-the-nod&amp;source=gmail&amp;ust=1742958947912000&amp;usg=AOvVaw0EOtZpN-pFy_T3S7MePTeh">granted </a>the NOC after Starlink completed all requirements under the National Satellite Policy 2023 and the Pakistan Space Activities Rules 2024. PTA is expected to complete the remaining licensing steps and fee collection in the coming weeks. According to officials, the company may take up to one year to begin services in Pakistan.</p>
<p dir="ltr">Starlink Internet Services is <a href="http://pakistanpressfoundation.org/starlink-gets-registered-in-pakistan-it-minister-discusses-licensing-progress/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=http://pakistanpressfoundation.org/starlink-gets-registered-in-pakistan-it-minister-discusses-licensing-progress/&amp;source=gmail&amp;ust=1742958947912000&amp;usg=AOvVaw1iQ5oYZ1Wbqyz68LD48N2e">registered</a> with the Securities and Exchange Commission of Pakistan (SECP) under the name Starlink Internet Services (Private) Limited. The company has applied to establish two to three ground stations in Pakistan.</p>
<p dir="ltr">Starlink submitted an application for a Long-Distance International (LDI) licence on February 24, 2022, and applied for 14 Local Loop licences on April 29, 2022, as part of its plan to provide internet services through Low Earth Orbit (LEO) satellites.</p>

<p dir="ltr">Representatives voiced their concerns about the Punjab Defamation Bill 2024, passed by the Punjab Assembly on May 20. The Bill allows for the establishment of special tribunals to address “fake news” and was <a href="http://pakistanpressfoundation.org/punjab-assembly-passes-controversial-defamation-bill-amid-protests/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=http://pakistanpressfoundation.org/punjab-assembly-passes-controversial-defamation-bill-amid-protests/&amp;source=gmail&amp;ust=1717318620697000&amp;usg=AOvVaw158vcjUJgbFg07s8YVav8N">passed</a> by the provincial Punjab Assembly without stakeholder consultations. Under the law, fines can be imposed and social media accounts can be blocked of those found to be spreading defamatory content.</p>
<p dir="ltr">The MQM-P leaders stressed the importance of transparency and consultation before enacting any law. Dr. Siddiqui criticized the lack of consultation with relevant organizations in the <a href="https://www.thenews.com.pk/print/1194042-mqm-p-assures-journalist-bodies-of-its-support-against-defamation-bill" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.thenews.com.pk/print/1194042-mqm-p-assures-journalist-bodies-of-its-support-against-defamation-bill&amp;source=gmail&amp;ust=1717318620697000&amp;usg=AOvVaw12zb0UEpuR-72VvHvlBWtk">defamation</a> bill&#8217;s passage, calling it a breeding ground for distrust. He inspected various sections of the DGPR office, met the officers and directed them to perform their duties in a proactive manner so as to effectively bring to light all the steps being taken by the Punjab government. Mohsin Naqvi directed to complete the Digital and Social Media Tower building soon, adding that the Media Tower building should be completed in a minimum span of time. The CM ordered for installing “DGPR Digital Media” wing board at the DGPR office building. Mohsin Naqvi acknowledged that the DGPR, besides effectively countering fake news and disinformation, is vigorously projecting all the public welfare steps being undertaken by the Punjab government as well. “It is heartening to know that the DGPR is going to enter into the digital era according to the trends and requirements of the latest time.” It was informed during the briefing that the latest facilities would be provided to the social media specialists in the Media Tower. The Media Tower will work as a Digital Media Wing of DGPR. The Media Tower will be completed in 3 months at the cost of Rs 150 million. He visited various wards of the upgraded Punjab Dental Hospital, inspected the operative dentistry and periodontics departments. Sixty new and latest units have been purchased for the dental hospital. CM expressed his satisfaction over the upgradation project of the dental hospital and commended Secretary Health and Secretary C&amp;W.</span></p>

										<content:encoded><![CDATA[<p><span style="font-weight: 400;">ISLAMABAD  &#8211;  Caretaker Federal Minister of Information, Broadcasting and Parliamentary Affairs Murtaza Solangi said on Monday that the Ministry of Information and Broadcasting (MOIB) has launched a media helpline to redress complaints of both local and foreign journalists during elections. Addressing the launching ceremony of the media helpline, he said, in the present era of digital media it was imperative to upgrade and improve working. The media-compliant application will be accessible through any browser, Murtaza Solangi remarked.</span></p>
<p><span style="font-weight: 400;">He said the application was launched for the convenience of local and international journalists and media persons covering the general election 2024. He remarked that under Article 224 of the Constitution, the Caretaker Government came into being and helped the Election Commission of Pakistan in every way to ensure a free and transparent election within the timeframe given by the ECP.</span></p>
<p><span style="font-weight: 400;">He said now only two days were left for the elections in which more than 120 million Pakistanis will exercise their right to vote. In the elections, the people of Pakistan will choose their representatives to run the affairs of the country as the preamble of the constitution states that this country will be run by its elected representatives.</span></p>
<p><span style="font-weight: 400;">Earlier Murtaza Solangi inaugurated the media complaint application at Press Information Department. This application will help to lodge complaints online through mobile, laptop and other devices during coverage of election activities. Through this application, journalists will be able to report issues quickly and efficiently. Head of Digital Media, in the Press Information Department briefing the audience said that the application would not only resolve the complaints of journalists but also the staff would be deputed to address the complaints of election observers. He said the app will be functioning as a mediator between different departments and foreign or national journalists. Their complaints would be referred to the concerned departments within no time and keep the track of the application until it is resolved. Press Information Officer Tariq Mehmood said that the application was made primarily to address the complaints of journalists during the general elections of 2024 however this would be made a permanent medium to resolve complaints of journalists in future.</span></p>

Representing the Lebanese side, Abdul Hadi Mahfouz, president of the National Audiovisual Council of Lebanon, and Salman Athar, ambassador of Pakistan to Lebanon, inked the document on behalf of the Pemra. Mahfouz expressed optimism that signing of the MoU would forge strong and sustainable ties between Pakistan and Lebanon.</span></p>
<p><span style="font-weight: 400;">He highlighted cordial relations between the two countries and emphasized significant benefits that would arise from effective collaboration in the field of electronic media of both the countries.</span></p>
<p><span style="font-weight: 400;">Athar congratulated both sides for signing the MoU. He said Pakistan and Lebanon were two brotherly countries and shared common values.</span></p>
<p><span style="font-weight: 400;">He underscored mutual support for various regional and global issues. The ambassador elaborated the main objectives of the MoU, emphasizing the establishment of a mechanism to enhance communication, exchange experiences and share information in the field of electronic media.</span></p>
<p><span style="font-weight: 400;">Pemra Chairman Saleem Baig has expressed gratitude to Mahfouz for his initiative and bringing both the organizations on mutual cooperation.</span></p>

<p><span style="font-weight: 400;">In an exclusive interview with Gwadar Pro, Caretaker Federal Minister for Information and Broadcasting Murtaza Solangi said that the CPEC Media Forum Balochistan Initiative will equip the local journalists of Balochistan with the right information about CPEC projects.</span></p>
<p><span style="font-weight: 400;">He said, “CPEC starts from Gilgit-Baltistan to Gwadar, and it cannot be completed without the development of Balochistan, especially Gwadar.</span></p>
<p><span style="font-weight: 400;">We should encourage more journalists to join the media industry especially focusing on the region’s developmental projects and will give them the right information to encounter the negative propaganda against the corridor.”</span></p>
<p><span style="font-weight: 400;">On asking about the availability of media education at the University of Gwadar one of the University students Samaa who was present at the forum told the correspondent that journalism has not been introduced at Gwadar University as yet, and introducing media education at the university level will help youth play their role in this field.</span></p>
<p><span style="font-weight: 400;">Adding to the role of the media industry in Balochistan Chairman Pakistan-China Institute (PCI) Senator Mushahid Hussain Sayed elaborated that the local media channel journalists from print as well as electronic media should be supported by both Chinese and Pakistani governments to convey the right information to the locals.</span></p>
<p><span style="font-weight: 400;">“Supporting journalists in underdeveloped areas of Balochistan through this initiative will not only empower them but will also play a crucial role in promoting transparency, accountability, and civic engagement,” he said.</span></p>
<p><span style="font-weight: 400;">The focus of the 8th CPEC Media Forum jointly organized by Pakistan-China Institute (PCI) and China Economic Net (CEN) was “Next decade of CPEC: Opportunities &amp; learning from past decade”.</span></p>

<p><span style="font-weight: 400;">He further shared KU&#8217;s commitment to introducing new programs, citing recent additions like BS in Poultry Science, Public Health, Human Nutrition and Dietetics, Medical Laboratory Technology, and Sports Business Management launched in 2023.</span></p>
<p><span style="font-weight: 400;">In a groundbreaking move, Dr Iraqi announced that students with a Bachelor&#8217;s degree will be eligible for admission to the BS Digital Media Marketing program, alongside intermediate graduates.</span></p>
<p><span style="font-weight: 400;">Dr Asmat Ara, Chairperson of the Department of Mass Communication, expressed optimism that the program will equip students with the skills to become entrepreneurs and create their own content.</span></p>
<p><span style="font-weight: 400;">She noted that while seven private universities currently offer similar programs, KU is the first public university in Pakistan to do so.</span></p>
<p><span style="font-weight: 400;">Dr Asif Iqbal, President of the Digital Marketing Association Pakistan, praised the program design and expressed his willingness to contribute in any capacity.</span></p>
<p><span style="font-weight: 400;">He emphasized the need to adapt to the rapidly changing world and encouraged students to embrace constructive criticism for professional growth.</span></p>
<p><span style="font-weight: 400;">Manzar Ilahi, Head of Digital Output at Geo Pakistan, highlighted the vast opportunities in digital media, particularly within Pakistan.</span></p>

										<content:encoded><![CDATA[<p><span style="font-weight: 400;">Islamabad: President Dr Arif Alvi on Tuesday terming financially-empowered women an important contributor to socio-economic development said their emancipation necessitated a harassment-free environment at workplaces.</span></p>
<p><span style="font-weight: 400;">“The State and the society need to provide every woman a safe and secure space in public and domestic domains where they could thrive amid equal opportunities,” he said in his address here at an event organized by the Federal Ombudsman Secretariat for Protection Against Harassment (FOSPAH). President Alvi said it was the responsibility of both the State and society to bring a change in attitudes that promoted gender-based harassment.</span></p>
<p><span style="font-weight: 400;">He said the empowerment of women had several facets including the right to ample representation in financial, political, and leadership spheres. The president said denial of property and inheritance rights to women was against the injunctions of Islam and the country’s law and needed to be reported at legal forums such as FOSPAH. He said Islam enunciated equal rights to women some 1,400 years ago and supported their participation in all fields of life.</span></p>
<p><span style="font-weight: 400;">The president quoted the founder of Pakistan, Quaid-e-Azam Muhammad Ali Jinnah as saying “No nation can rise to the height of glory unless your women are side by side with you.” He termed ‘honour killings’ of women a criminal act that required a change of behaviours against several social taboos. Dr Alvi emphasised the role of media in promoting awareness about gender harassment through talk shows, television dramas and cultural programmes.</span></p>
<p><span style="font-weight: 400;">He proposed that the Pakistan Telecommunication Authority could be taken on board for relaying short messaging services to cellular phone consumers on awareness about gender harassment. State Bank of Pakistan’s (SBP) Deputy Governor Saleem Ullah said women could prove themselves as a productive workforce in achieving the goals of a stable economy. He mentioned that SBP in three years provided training to women on digital finance at their doorsteps and was endeavouring to open accounts for 9.3 million women in collaboration with Benazir Income Support Programme.</span></p>
<p><span style="font-weight: 400;">Chairperson FOSPAH said the organization was redressing the grievances about harassment at workplace and the women’s property rights within 90 days and without any fee. She said since its establishment, FOSPAH dealt with 8,000 cases of women’s harassment and property matters and provided speedy justice to aggrieved persons. A documentary was screened on the occasion depicting the problems faced by women at workplaces and the FOSPAH’s activities as a platform for their redressal.</span></p>

<p><span style="font-weight: 400;">Addressing the Senate Committee on Information and Broadcasting, the minister underlined the need to carry out reforms in the state broadcasters to bring them at par with modern standards. Senator Fawzia Arshad presided over the meeting which was attended by members of the committee including Senator Maula Bakhsh Chandio, Senator Irfan-ul-Haque Siddiqui and Senator Naseema Ehsan as well as Federal Secretary for Information and Broadcasting Shaheera Shahid, MD Pakistan Television (PTV), Director General Radio Pakistan, and Managing Director Associated Press of Pakistan (APP). During the session at Committee Room No. 1 of the Parliament House, the panel discussed the implementation of the recommendations, worked out in its meeting on October 9, 2023. The committee also took up the recommendations related to the appointment of 53 daily-wage employees during the meeting. The information minister said the caretaker government could not make permanent appointments or decide about the closure of any institution. He said services of different people were hired sometime back to mitigate the shortage of staff and run essential programmes, but hiring of daily wagers through advertisement, seemed to be a time-consuming process. Murtaza Solangi said the committee’s recommendations in this regard would be implemented in letter and spirit. The committee’s guidance on advertising for daily-wage recruitment or any kind of hiring would also be followed, accordingly.</span></p>

<p>The ministry was cognizant of the issues faced by the media industry, he said during a meeting with a delegation of the Council of Pakistan Newspaper Editors (CPNE) led by its founding President Khushnood Ali Khan.</p>
<p>The delegation included CPNE Convener Mumtaz Hussain Bhatti (Editor Roznama Din), Syed Tabasum Shah (Editor Roznama Sada-i-Such), Aqeel Tareen (Editor Roznama Ghazanvi), Zahid Farooq Malik (Roznama Metro Watch), Hassan Waqar (Editor Roznama Jahan) and others.</p>
<p>The delegation felicitated Sohail Ali Khan on assuming the charge of the Secretary Information and Broadcasting.</p>
<p>During the meeting, CPNE Convener Mumtaz Hussain Bhatti informed the secretary about the challenges faced by the media industry due to inflation.</p>
<p>He urged the government to increase the volume and rates of advertisements.</p>
<p>The delegation pointed out that the centralized media policy introduced by the Imran led government had severely impacted the media industry. The new policy resulted into a reduction in the publicity budgets of the government departments.</p>
<p>The delegation also apprised the information secretary that OGDCL and some other institutions directly released the advertisements instead of using the channel of the Press Information Department.</p>
<p>Furthermore, the representatives of CPNE urged the secretary to ensure distribution of the advertisements judiciously.</p>
<p>The secretary information assured the delegation that the ministry would continue to act as bridge between government and the media industry under the leadership of the Federal Minister of Information and Broadcasting Marriyum Aurangzeb.</p>
<p>“Every possible effort will be made to increase the volume and rates of advertisements to steer the media industry out of crisis,” he resolved.</p>
<p>A committee has also been formed to solve the problems faced by the print media. The body was headed by Principal Information Officer Mubashir Hassan and comprised of Mumtaz Hussain Bhatti and Syed Tabasim Abbas Shah and others.</p>

										<content:encoded><![CDATA[<p>Pakistan has underscored the need for building capacities and technological resourcefulness of the media in the developing countries to combat fake news, saying factual information was the “greatest need” of the people.<br />
“The rapid pace of advances in new technologies, particularly in digital technologies, are having a major impact on the world, affecting all our work on human progress, sustainable development and international peace and security,” Ambassador Aamir Khan, deputy permanent representative of Pakistan, said during a discussion at the UN.<br />
Khan made his remarks at an informal briefing by the UN Under-Secretary-General for Global Communications, Melissa Flemming, to member states of the Committee on Information (COI) on the activities of the Department of Global Communications, particularly in the context of establishing and international code of conduct and the issues of integrity on digital platforms.<br />
In this regard, he expressed his concern over the challenges of disinformation, including Islamophobia, Xenophobia, discrimination and hate speech, saying these issues needed to be further discussed.<br />
The Pakistani envoy called for ensuring global access for all nations, organizations and individuals to the emerging technologies, especially for the developing countries.<br />
In this context, Aamir Khan expressed appreciation for the recent launch of a United Nations website in Urdu, known as “UN Khabarnama” (UN Newsletter) that reaches millions of people worldwide.<br />
Against the backdrop of worsening weather-induced disasters around the world, including last August’s devastating floods in Pakistan, he lauded the coverage of climate-related events, especially the solidarity visit of UN Secretary-General Antonio Guterres to Pakistan following that tragedy.</p>

<p><span style="font-weight: 400;">Pakistan Press Foundation (PPF) invites applications for the PPF Media Safety Fellowships.  The fellowship programme aims to promote freedom of expression by supporting media professionals to produce stories about media safety and impunity.</span></p>
<p><span style="font-weight: 400;">The fellowships will include the following:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">An honorarium of up to sixty thousand rupees.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Participation in two capacity-building workshops.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">Editorial and technical support.</span></li>
</ul>
<p><span style="font-weight: 400;">Selected participants will work under the supervision of a senior journalist who will act as project editor during the fellowship term.  During the fellowship programme, each fellow will be expected to produce six stories for publication or broadcast in national media organisations.</span></p>
<p><span style="font-weight: 400;">Preference will be given to fellows who will commit to investigating impunity for specific cases of journalists killed or injured.</span></p>
<p><span style="font-weight: 400;">Journalists with experience of at least three years and a commitment to promoting the safety of journalists are encouraged to apply. </span></p>
<p><span style="font-weight: 400;">The criteria for journalists from Balochistan, former FATA districts, Gilgit-Baltistan and Azad Kashmir, and female journalists may be relaxed for otherwise qualified applicants.</span></p>

										<content:encoded><![CDATA[<p>KARACHI: The Association of Electronic Media Editors and News Directors (AEMEND), in a meeting held in Lahore on Thursday, raised concerns over the hurdles and challenges faced by journalists and mediapersons across the country.</p>
<p>The meeting, chaired by AEMEND President Azhar Abbas, was also attended by stakeholders from Karachi, Peshawar, Lahore, and Islamabad.</p>
<p>In the meeting, AEMEND demanded the federal government roll back the Prevention of Electronic Crimes Act (Peca) and asked to take stakeholders into confidence before making any amendments to media laws, according to a statement.</p>
<p>While condemning notices issued by Pemra to news channels, the association also decided to initiate legal proceedings against the regulator. It was also decided that an AEMEND delegation will meet the Pemra chairman to discuss the issue. The association also lauded the implementation of the Journalist Protection Bill in Sindh.</p>
<p>Keeping in view the skyrocketing inflation in the country, the association also demanded increments in the wages of journalists and people from the media fraternity.</p>

										<content:encoded><![CDATA[<p>The Access to the Media (Deaf) Persons Act, 2022, a long-awaited step will ensure provision of information, knowledge, and entertainment to the special persons.</p>
<p>Talking to APP here on Monday, Development Director at Family Educational Services Foundation (FESF) Sarah Shaikh said the government had taken a step in the right direction to add Pakistan Sign Language for catering information needs to the local deaf population.</p>
<p>She said that with the explosion of broadcast information on hundreds of channels, in multiple languages including English, Urdu, Sindhi, Punjabi, and Foreign Languages, it was important to give access of information to special persons. “Special persons were deprived of basic information and knowledge since ‘Boltey Haath’ program was halted”, she added.</p>
<p>Sarah said that the deaf community in particular had lagged behind in terms of information reach and they had been struggling to get the translation of important news relevant to them. She said that knowledge of basic life processes, services, and opportunities, along with entertainment had been limited to them.</p>
<p>She said that with the inclusion of Sign Language in broadcast and digital media, the deaf community would be able to access information and knowledge along with getting the ability to interact with the community at large with confidence and knowledge. It will also open the way for academic and career opportunities and prepare them to be better citizens of the state, she maintained.</p>
<p>She said with the announcement of the law, the best signers in the country would be available to participate in supporting broadcast networks. She said there was a dearth of signers in the country and considering which media hubs would have to float advertisements to ensure a stringent selection. Sarah highlighted that criteria were in place to weed out any unprofessional or unskilled sign language interpreters. “Both Deaf and K/CODA’s (Kin/Child of Deaf Adults) are ideal for these positions as interpreters” she added.</p>
<p>She said there was a limited number of sign language interpreters in the country and the majority were engaged in academic and skills training careers.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: The Federal Cabinet has approved amendments to Pakistan Electronic Media Regulatory Authority (PEMRA) Ordinance 2002, listing new definition of ‘disinformation’, ARY News reported on Saturday.</p>
<p>According to details, the Federal Cabinet approved the amendments to PEMRA Ordinance 2002 through circulation. The cabinet approved extending PEMRA’s jurisdiction to Gilgit-Baltistan and Azad Kashmir.</p>
<p>The amendments also made licences for TV channels conditional to not broadcasting ‘disinformation’.</p>
<p>As per the new amendments, the Council of Complaints will now look into issues of salaries and dues of media employees.</p>
<p>Earlier in December 2022, President Dr Arif Alvi accorded his assent to the Access to the Media (Deaf) Persons Act, 2022.</p>
<p>The Act provides that after six months of the commencement of the Act, the government shall not allow to broadcast any news bulletin on the national broadcaster, state or private run electronic media, private television channels, cable TV or any other broadcast media without Pakistan sign language interpreters.</p>
<p>The Act also provided that after one year of the commencement of the Act, the government shall not allow to broadcast any program, entertainment, advertisement, talk show, drama, film or any other pictorial segment on the national broadcaster, media, private television channels, cable TV or any other broadcast media without Pakistan sign language interpreters.</p>
<p>The Act provides that the government and private owned media houses, within six months shall appoint Pakistan sign language interpreters for carrying out the purposes of this Act.</p>

He expressed these views while visiting to District Press Club South Waziristan where he was warmly welcomed by President of Press Club Hayatullah, Fayyaz Barki, Shabab Mehsud, Irshad Mehsud, President of Mehsud Press Club Ishtiaq Mehsud, Senior Journalist Shakir Mehsud and a large number of journalists.</p>
<p>The district police chief said the journalists of Wa-ziristan were continuing to perform their duties with dedication and zeal even in difficult conditions in the region. He said the law and journalists could clean any society from evils. He mentioned that the sacrifices of journalists along with the police for peace and security in Waziristan could not be for-gotten.</p>
<p>He said the media could play an important role in maintaining peace through positive reporting. Later, the DPO congratulated the members of the press club on the registration of the press club and assured all possible support while expressing good wishes. The members of the press club thanked the DPO for visiting the press club and assured to continue all possible cooperation with the police for rule of law.</p>

										<content:encoded><![CDATA[<p>KARACHI &#8211; Sindh Information Minister Sharjeel Inam Memon on Wednesday handed over cheques for the endowment fund to the Council of Pakistan Newspapers Editors (CPNE), and Pakistan Federal Union of Journalists (PFUJ), besides giving away a cheque for the grant to Matli Press Club.</p>
<p>According to a statement issued here, Secretary General CPNE Aamir Mehmood, Finance Secretary Ghulam Nabi Chandio, Chairman Sindh Committee Hamid Hussain Abidi, and Vice Chairman KPK Committee Tahir Farooq received the cheque of Rs 10 million for the endowment fund from the provincial minister.</p>
<p>Meanwhile, senior journalist Lala Asad Pathan received a check of Rs 5 million on behalf of the Pakistan Federal Union of Journalists. Sharjeel Memon also handed over a grant cheque of Rs 300,000 to President Matli Press Club Majid Notakani. Secretary Sindh Information Department Imran Atta Soomro and Director Admin Muhammad Yusuf Kaburu were also present on the occasion.</p>
<p>The minister said the Sindh government was taking vigorous steps to strengthen journalistic institutions and organisations, and providing facilities at press clubs under the directives of PPP Chairman Bilawal Bhutto Zardari for solving issues of the media and journalists fraternity. PPP believed that strengthening media and journalists would contribute to stabilizing democracy in the country so it had always taken practical steps for the promotion of media and the welfare of journalists, Sharjeel added.</p>

<p>While inaugurating the virtual studio of PTV along with Minister for Power Division Khurram Dastgir, she said that Pakistan Television had the required assets but there is a need to use these assets in a better way.</p>
<p>Finally, with the help of PTV staff and management, IT solutions were being used in PTV, which was a requirement of the modern age, she added.</p>
<p>“The establishment of virtual studio is another milestone for Pakistan Television which has the distinction of being the largest virtual studio in Pakistan,” she said.</p>
<p>She said that now PTV News will work in a modern way, providing accurate news to the viewers.</p>
<p>Pakistan Television’s state-of-the-art virtual set will present national, regional and international news, as well as,</p>
<p>Weather and sports news and current affairs programmes to the public in an innovative manner, she said.</p>
<p>With the establishment of virtual studio, viewers of PTV News would be able to learn about national, regional news, politics, culture, education, current affairs, and world affairs in a modern way.</p>
<p>The minister said that best audios, high-definition videos, beautiful graphics, and PTV News will be part of the screen.</p>
<p>Secretary Information and Broadcasting Shahira Shahid, MD PTV Sohail Ali Khan, and Chairman Pakistan Electronic Media Regulatory Authority Saleem Baig were also present on the occasion of the inauguration.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: President Dr Arif Alvi has accorded his assent to the Access to the Media (Deaf) Persons Act, 2022.</p>
<p>It provides that after six months of the commencement of the Act, the government shall not allow to broadcast any news bulletin on the national broadcaster, state or private-run electronic media, private television channels, cable TV or any other broadcast media without Pakistan sign language interpreters.</p>
<p>It also provides that after one year of the commencement of the Act, the government shall not allow to broadcast any programme, entertainment, advertisement, talk show, drama, film or any other pictorial segment on the national broadcaster, media, private television channels, cable TV or any other broadcast media without Pakistan sign language interpreters.</p>
<p>It provides that the government and private owned media houses, within six months shall appoint Pakistan sign language interpreters for carrying out the purposes of the Act. The Act shall come into force at once and extend to the whole of Pakistan. President Dr Arif Alvi also approved the Code of Criminal Procedure (Amendment) Bill 2022.</p>

										<content:encoded><![CDATA[<p>PESHAWAR: Paying rich tribute to senior journalist late Rahimullah Yusufzai, Chief Minister Mahmood Khan called him his teacher and named Tehsil Headquarters Hospital Katlang in Mardan district after him in recognition of his services.</p>
<p>“Rahimullah Yusufzai was a widely respected name in journalism due to his hard work and impartiality. He was my teacher as after assuming the office, I used to seek his advice on certain issues. He always guided me sincerely,” the chief minister recalled.</p>
<p>He said this while speaking as chief guest at an award distribution ceremony at the Chief Minister’s Secretariat here on Tuesday.</p>
<p>The award was launched in 2016 and named after the late journalist Amir Ahmad Siddiqi. The award along with cash prize is given to journalists in different categories on the basis of their work, chosen by a jury of journalists.</p>
<p>Late Rahimullah Yusufzai was the founding chairman of the jury. After his death last year another journalist Ismail Khan has been chosen as chairman of the jury.</p>
<p>The jury praised Rahimullah Yusufzai for his outstanding services in journalism and gave a lifetime achievement award to him posthumously. His son Arshad Yusufzai, who is also a journalist, received the award along with Rs50,000 cash, from the chief minister.</p>
<p>Mahmood Khan said he had seen many journalists but he didn’t think people like Rahimullah Yusufzai would be born again in journalism.</p>
<p>“Sometimes he would write against us and criticized us on many occasions. But he was always positive and impartial in his work,” Mahmood Khan said.</p>
<p>He said his impartiality and honesty in journalism gave him a unique identity in the profession.</p>
<p>“He was a big name in the profession and I wish people could follow him in journalism. Since I had approved the upgradation and reconstruction of Tehsil Headquarters Hospital Katlang, therefore I name it after late Rahimullah Yusufzai in recognition of his services for the people of this province and his native Katlang town,” the chief minister announced.</p>
<p>With each award, the family of late Amir Ahmad Siddiqi gave Rs50,000 cash to each winner. Previously the cash award was Rs25,000 but this year the family increased it to Rs50,000.</p>
<p>Chief minister Mahmood Khan also announced Rs50,000 for each winner of the award.</p>
<p>Those who received the awards included late Rahimullah Yusufzai, Mohammad Iftikhar Khan, Salman Shah Yousafzai, Afzal Khan, Fatima Nazish, a prominent cartoonist Mohammad Zahoor, Wasim Sajjad, and two late photographers, Sikandar Shah and Shabbir Khan</p>
<p>Speaking on the occasion, the chairman of the jury Ismail Khan said he had worked for years with Rahimullah Yusufzai and found him a great teacher and an outstanding journalist.</p>
<p>“He was a hard worker and had a dedication to his profession. I had always seen him either reading or writing,” he recalled.</p>
<p>He said Rahimullah Yusufzai was a very hard worker and would complain about the falling standards of journalism.</p>
<p>“He gave respect to the people and earned it as well,” Ismail said.</p>
<p>President Peshawar Press Club M Riaz also remembered Rahimullah Yusufzai’s contributions to society and his community.</p>
<p>“Rahimullah Yusufzai was an era. The vacuum his death created can never be filled,” he observed. He said he was lucky to have worked with him on different occasions and found him extremely hardworking and honest with his profession.</p>
<p>He also appreciated Chief Minister Mahmood Khan for his respect for the journalists.</p>
<p>“Mahmood Khan’s love and respect for the journalists is an open secret. His services for journalism and the journalists in Khyber Pakhtunkhwa will always be remembered,” M Riaz said.</p>
<p>Journalist Zalan Momand and Dr Faizullah Jan, Chairman Department of Journalism and Mass Communication, University of Peshawar, both members of the jury, appreciated the services of Rahimullah Yusufzai and his commitment to journalism.</p>

										<content:encoded><![CDATA[<p>President Dr Arif Alvi has awarded the major penalty of dismissal from service to a Director General of Pakistan Electronic Media Regulatory Authority (PEMRA) and also enhanced the fine from Rs2 million to Rs2.5 million.</p>
<p>He held that it had been established beyond any reasonable doubt that the female employee was harassed by the accused with verbal, vulgar, sexual, and demeaning comments and demands by the appellant (DG).</p>
<p>The president held the decision of the Federal Ombudsperson for Protection against Harassment of Women at Workplace (FOSPAH).</p>
<p>The president observed that he took a strong exception and used the full force of the law when such matters were brought to light and were proven beyond doubt to ensure a safe working environment for the female gender.</p>
<p>This, he said, was aimed at unleashing their great economic potential which remained unexploited due to their fear of harassment at the workplace. The president further ordered that the amount of compensation should be recovered from arrears of pay (if any), pension emoluments or any other source (property) of the appellant as per Section 4(i) (d) of the Protection Against the Harassment of Women at Workplace Act 2010 and be given to the complainant as compensation in lieu of the hardships faced by her at the hands of the appellant. “This landmark decision was announced after the President gave personal prolonged hearings to the accused, the complainant and their counsels on 22.07.2022 and 25.07.2022, besides factoring in the evidence and recording the statements of the witnesses on record and minutely perusing the entire proceedings of the case,” President Secretariat Press Wing said in a press release.</p>
<p>In his decision, the president noted that the accused continued harassing the complainant unabated even during the proceedings of the case by FOSPAH, in his suspension period, by filing applications against the complainant to IG Police, Islamabad and to DG (FIA), Cyber Crime Wing, Islamabad, thus, inflicting grave mental torture to the complainant and putting her repute at stake.</p>

										<content:encoded><![CDATA[<p>The vice chancellor of the Health Services Academy (HSA), Islamabad, Dr Shahzad Ali Khan, has said that there is need for promoting “sensible reporting” in the area of health due to miscommunication on social media following the Covid-19 pandemic, and announced the conducting of training workshops and courses on health diplomacy and journalism for journalists in Pakistan on a regular basis</p>
<p>“Being a premier institution of public health in Pakistan, it is the responsibility of the Health Services Academy (HSA) of Pakistan to promote responsible journalism in the area of health and we are ready to conduct training workshops and short courses for health journalists,” he said while talking to The News on Wednesday.</p>
<p>Quoting WHO’s Director General Dr Tedros Adhanom Ghebreyesus as having said that “we&#8217;re not just fighting a pandemic; we&#8217;re fighting an infodemic”, Dr Khan said a lot misinformation and fake news was being spread through social media, but mainstream media persons were unable to answer the queries of people to their satisfaction due to lack of capacity and awareness of health issues.</p>
<p>“At the HSA, we are planning training workshops, initially for health journalists to train them on various issues of public health, communicable and non-communicable diseases as well as pressing health issues facing the world, this region, and most importantly facing Pakistan”, he said, adding that the first such workshop would be held in Islamabad by the end of July or start of August this year, which would be attended by prominent journalists from across Pakistan.</p>

<p>ISLAMABAD: Federal Minister for Information and Broadcasting Chaudhry Fawad Husain on Monday said that Pakistan and Saudi Arabia enjoyed deep fraternal relations based on common faith, culture, traditions and values, and he would like the media dimension added to these ties.</p>



<p>The minister observed this during a meeting with Saudi Ambassador to Pakistan Nawaf bin Saeed Al-Maliki, who called on him here and conveyed the invitation on behalf of the Saudi Minister for Media Dr Majed bin Abdullah Al-Kassabi, who has invited Fawad to visit Saudi Arabia. In his letter, the Saudi minister stated on the occasion of holy month of Ramazan, he desired to invite Fawad to visit Saudi Arabia and perform Umrah and visit the Mosque of the Holy Prophet (PBUH) in Medina. Further, he said the visit would also give both sides the opportunity to discuss ways and means for strengthening media cooperation.</p>



<p>Fawad accepted the invitation and said he would visit Saudi Arabia soon. During the discussion with the ambassador, emphasis was laid on the revival and implementation of MoUs signed between the two countries to strengthen cultural cooperation.</p>



<p>Fawad said that collaboration in the field of culture was imperative to understand each other’s values and for bringing the brotherly people of the two nations closer.</p>



<p>The minister stressed upon the need for enhanced cooperation in the fields of media and information.</p>

<p>ISLAMABAD :Federal Minister for Science and Technology, Chaudhry Fawad Hussain Wednesday said that technological advancement has revolutionized the global media so the Pakistani journalists needs to adapt new technologies.</p>



<p>Addressing a seminar on &#8220;Freedom of Press and Resolution of Media Crisis&#8221;, he said the modern technology has disrupted the existing system and formal television channels will be replaced by digital media very soon.</p>



<p>&#8220;Technological advancement is replacing the traditional television channels into YouTube channels on a fast pace and the journalists have to adapt the latest technologies&#8221;, he said.</p>



<p>The federal minister conveyed that the present government will introduce the first-ever digital media policy this year.</p>



<p>Under this policy, a big chunk of advertisement budget will go to the digital media. The advertisements of social media will be bigger than the formal media during the next five years, he said.</p>



<p>Referring to the former President of the United States, Obama&#8217;s statement of 2013, the federal minister said that Obama has well said that it will be a great challenge for the governments as well as politicians to manage the information war.</p>



<p>This problem is not being faced only by Pakistan but the whole world, he said.</p>



<p>Chaudhry Fawad said it is the basic responsibility of the government to bring improvement in the lives of the citizens.</p>



<p>The government wanted to create such an atmosphere where difference of opinion may exist without any violence.</p>

<p>ISLAMABAD—Editor of
Dawn newspaper, Zaffar Abbas has promised to look into complaints of current
and former employees about the unhealthy work environment at Dawn.com, saying
any mistake or wrong by the institution would be addressed.</p>



<p>He was talking with
BBC Urdu after some employees of Dawn.com aired their views online regarding
&#8220;toxic environment&#8221; at Dawn offices.</p>



<p>In their tweets,
they alleged that they have to work long hours without any holidays, and those
working diligently are given more work.</p>



<p>One of the employees
maintained that the work atmosphere drove her to think about committing
suicide. That tweet was later removed.</p>



<p>Abbas said every
office faces problems and issues. &#8220;Every office has its own rules and
process to deal with these issues. We are conducting an internal inquiry into
this issue.&#8221;</p>



<p>He added that Dawn
is talking with those who have made complaints about the gross treatment at the
workplace. &#8220;If the institution is in the wrong, every effort will be made
to correct it,&#8221; he told BBC Urdu. However, he added that he was directly
involved in the matters at Dawn.com.</p>



<p>A tweet by Rizwan on
June 16 said: &#8220;Toxic environment at DAWN offices that many ex-employees
now testify to. And they say it all comes from the top. Now it makes sense why
the current employees are so afraid to talk impartially on any matter. I wish
someone could take notice or speak up for current employees.&#8221; This tweet
was accompanied by a combo of tweets in which the employees are talking about
the toxic environment at Dawn office.</p>



<p>Zehra Naqvi came up
with several tweets in which she claimed that the head of the blog desk tried
to harass her and another colleague.</p>



<p>She said: &#8220;I
was hired to work at&nbsp;@dawn_com&#8217;s Blogs desk as a senior sub-editor. I was
quite excited about the work and treated well at first, but upon refusing to
silently partake in the favouritism or abide by the toxic social norms of the
office, behaviour toward me changed.&#8221;</p>



<p>And then she added.
&#8220;The head of blogs desk @dawn_com told my coworker that she and I should
not associate with the people working at Urdu blogs because it was bad for our
reputation. That, instead, we should be more like the elite girls.&#8221;</p>



<p>Some people
complaining about the toxic atmosphere asked Abbas to intervene. But he made
clear that he would not speak publicly on matters of office. &#8220;If the
complainant comes to me, I will listen and would make every effort to solve the
issue.&#8221;</p>



<p>BBC Urdu said Dawn
had hired a third party for hiring employees, a fact bemoaned on social media.
Many people criticized the credentials of the third party.</p>



<p>A tweet by Faraz
claimed: &#8220;Dawn hires people through third party contractor, a bogus front
company Xpert Services, to avoid employer&#8217;s obligations to employees!&#8221;</p>



<p>Sajjad Haider
commented &#8220;Xpert Services is LITERALLY (and this is no joke) a company
housed in a shipping container placed outside Dawn&#8217;s Haroon House office.&#8221;
&nbsp;</p>



<p>Rishad Mehmood,
General Secretary of Pakistan Herald Workers Union, maintained that journalists
should form strong unions to address their difficulties. &#8220;You need the
consent of ten people to form a union.&#8221;</p>



<p>Commenting on the
issue of the third party hiring the employees for Dawn, Mehmood said the main
aim is to save tax and engage people on a contractual basis. Employees on a
contractual basis are not provided other facilities and allowances reserved for
permanent employees.</p>

<p>ISLAMABAD: Growth of
Pakistan&#8217;s media industry has multiplied rapidly over the past decade, with a
cumulative investment worth approximately $4-5 billion, and the sector
providing employment to over 300,000 people.</p>



<p>New licenses issued
by the Pakistan Electronic Media Regulatory Authority (PEMRA) would inject
investment of approximately $2-3 billion, according to the Economic Survey
2019-2020 released earlier on Thursday.</p>



<p>The PEMRA&#8217;s
responsibilities include facilitating and regulating the establishment and
operation of all types of broadcast media and distribution services in Pakistan
set up for the purpose of international, provincial, district, and local area
community-based or special target audiences.</p>



<p>It also facilitates
the devolution of responsibility and power to the grassroots level by improving
the access of the people to mass media at the local and community level. It
further ensures accountability, transparency, and good governance by
optimisation of the free flow of information.</p>



<p>The PEMRA has issued
254 and 4,062 licenses, respectively, for FM Radio and Cable TV so far; the
numbers, as of March 2019, were 240 and 4,007.</p>



<p>Besides collecting
advance tax from licensees at the time of issuance of licenses and their
renewal, the body has deposited a total of Rs1.05 billion in the Federal
Consolidated Fund (FCF).</p>



<p>The government of
Pakistan had allocated Rs200 billion for a project called &#8220;Modernization
of Camera and Production equipment of Pakistan Television Corporation
(PTV).&#8221;</p>



<p>It has also released
Rs160 billion from July-December, against which the PTV is importing electronic
and IT equipment to upgrade its channels, including PTV Home, PTV News, and PTV
Sports from standard to high-definition technology. The equipment is expected
to be imported by the last quarter of FY2020.</p>



<p>The PTV is trying
its best to improve signal quality to terrestrial network in the less developed
areas of Pakistan, for which the Digital Terrestrial Multimedia Broadcast
(DTMB) project — supported by a Chinese grant — is in the pipeline.</p>



<p>The number of
registered TV set-holders, as of January 31, 2020, are 20,528,134.</p>



<p>The Pakistan
Broadcasting Corporation (PBC) is one of the most important and effective
electronic media for the projection of government policies and aspirations of
the people of Pakistan, both at home and abroad. It has also been countering
adverse foreign propaganda and negative perceptions.</p>



<p>A budget of Rs4.42
billion was allocated to the PBC to meet employee-related and operational
expenses for FY2020 and Rs2.3 billion of that amount was released as of till
March 31 for expenditures in the first two quarters of FY2019-20.</p>

<p>KHAR: The first
Khyber Pakhtunkhwa FM 91.1 radio station set up in Bajaur district on Tuesday
started its test transmission programmes.</p>



<p>Established by the
Information and Public Relations Department in a short span of time despite the
prevailing coronavirus pandemic at Khar, the district headquarters of Bajaur,
the radio would now disseminate information on important social, economic and
health issues, including the prevailing Covid-19 epidemic.</p>



<p>Radio station
in-charge Producer Fitrat Buneri said that Advisor to Chief Minister on
Information and Public Relations Ajmal Wazir would formally inaugurate the
radio station. He said the people of adjoining districts, including Lower Dir,
Upper Dir, Buner, Malakand, Mohmand and Kunar province of Afghanistan would
listen to and enjoy the programmes broadcast by the radio station.</p>



<p>It may be mentioned
that this is the first FM 91.1 radio station established in Bajaur district
after the merger of erstwhile Federally Administered Tribal Areas (Fata) into
Khyber Pakhtunkhwa.</p>

<p><strong>پاکستان پریس فاوٗنڈیشن (پی پی ایف) کی “میڈیا کی حفاظت اور آزادی صحافت پر رپورٹ</strong>2019-2020<strong>“آزادی صحافت کے عالمی دن 3مئی کو جاری&nbsp; رپورٹ میں </strong>COVID-19سے پاکستانی میڈیا کے لیے پیدا شدہ تشویشناک صورتحال&nbsp; کے جائزہ میں بتایا گیا ہے کہزیادہ تر میڈیا اداروں اور حکومت نے میڈیا کارکنان کے بچاوٗ کے لیے خاطر خواہ اقدامات نہیں کئے اور نہ ہی ذاتی تحفظ کے آلات پرسنل پروٹیکٹیو ایکوپمنٹ(پی پی ای) کا بر وقت بندوبست کیا گیا</p>



<p>رپورٹ میں پاکستان کی میڈیا تنظیموں پاکستان براڈکاسٹرز ایسوسیشن(پی بی اے)،آل پاکستان نیوز پیپرسوسائٹی(اے پی این ایس)اور کونسل آف پاکستان نیوز پیپرز ایڈیٹرز(سی پی این ای)سے درخواست کی&nbsp; گئی کہ وہ میڈیا کارکنان&nbsp; کی دوران کوریج کورونا وائرس اپنے بچاوٗ&nbsp; کی تدابیر اختیار کریں اور اپنے تنظیموں کے ممبران کوان تدابیر پر عمل پیرا ہونے کی خود نگرانی کریں۔پی پی ایف&nbsp; نےحکومت پر بھی زور دیا کہ وہ میڈیا کارکنان کی حفاظت کو یقینی بنائے۔</p>



<p>میڈیا کارکنان میں مثبت کیسوں کی بڑھتی ہوئی تعداد تشویشناک ہے جس سےظاہر ہوتا ہے کہ میڈیا کارکنان کے بچاوٗاور وائرس سے ان کی حفاظت کے لیے ضروری احتیاطی تدابیر اختیار نہیں کی گئیں۔اگرچہ اب تک کم از کم 38میڈیا کارکنان کے اس وبا سے متاثر ہونے کی تصدیق ہوئی ہے لیکن اصل تعداد بہت زیادہ ہوسکتی ہے کیونکہ ابھی بہت کم تعداد میں ٹیسٹ ہوئے ہیں۔</p>



<p>میڈیا کارکنان کوحفاظت کی فراہمی کے ساتھ کرونا وائرس نے میڈیا کے لیے نئے امتحانات کھڑے کیے،جیسے اس وبا کی رپورٹنگ کیسے کرنی ہے کہ صحیح اور درست خبریں فراہم ہو سکیں چونکہ سوشل میڈیا پر جعلی خبریں&nbsp; اور من گھڑت افواہیں پھیلائی جارہی ہیں،وائرس پر درست اعدادوشماردینا اور حکومتی دعوئوں سے میڈیا کی درست رپورٹنگ کو چھپانے کا انسداد کرنا اور اس کے ساتھ وائرس کی وجہ سےجس نے تقریباَ پوری دنیا کو کسی نہ کسی صورت میں لاک ڈاوٗن کرنے پر مجبور کر دیا ہے،اس کے معاشی اور مالی نقصانات&nbsp; کی تفصیل فراہم کرنا۔</p>



<p>پی پی ایٖف کی&nbsp; رپورٹ میں حکومتی حلقوں کو تجویز دی گئی ہے کہ وہ ان حالات میں درست معلومات کی فراھمی کی ضرورت کو سمجھے،اظہاررائے کی آزادی کے حق کو مانے اور پیشہ ورانہ ذمہ داریوں کی انجام دہی کے دوران گرفتارکئے گئے صحافیوں کو رہا کرے۔</p>



<p>پاکستان میں،&nbsp; جہاں آزادی صحافت کی تاریخ ناتواں رہی ہے، پی پی ایف کی رپورٹ میں سال2019-20کے دوران اظہار رائے کی آزادی پر بڑھتی بندشوں، آزادی صحافت اور صحافیوں کی حفاظت&nbsp; سے منسلکعوامل پر مفصل روشنی ڈالی گئی ہے۔</p>



<p>جنوری 2019سے اپریل 2020کے دوران پاکستان میں صحافی بڑھتی ہوئی پابندیوں میں اپنی ذمہ داریا ں نبھاتے رہے اور پابندیاں عائد کرنےوالوں کا کوئی احتساب ہوتا نظر نہیں آیا۔میڈیا کی ساکھ متاثر کرنے کے لیے صحافیوں کو نشانہ بنانے سے لے کر میڈیا اداروں پر دباوٗ ڈالنے کے لیے معاشی بندھنوں&nbsp; تک مختلف ہتھکنڈے آزمائے گئے۔</p>



<p>یہ سال میڈیا کے لیے سخت امتحانات لایا جب میڈیا COVID-19کی وبا کی کوریج کررہاہے۔دنیا کے دوسرے ممالک کی طرح پاکستانی میڈیا کو بھی ملک میں اس وبا کے پھیلاوٗ کی کوریج کے لیے نئے طریقے استعمال کرنے پڑے۔</p>



<p>صحافیوں کو اپنے کام کی وجہ سے مختلف مقامات پر غیض وغضب کاسامنا کرنا پڑا اور جسمانی تشدد کا نشانہ بنایا گیا،دو مختلف واقعات میں دو صحافی پیشہ ورانہ ذمہ داریاں نبھاتے ہوئے جاں بحق ہوئے۔رواں سال ایک اور واقعے میں ایک صحافی کو اغوا کرکے ڈرایا دھمکایاگیا۔ایک دوسرے موقعے پر ایک صحافی کے گھر پر چھاپہ ماراگیا اور مایہ ناز لکھاری محمد حنیف کی اردو کتاب چھاپنے والے ایک پبلشنگ ہاوٗس پر چھاپہ ماراگیا۔</p>



<p>جسمانی تشدد اور دھمکیوں کے ساتھ صحافیوں کو ذاتی طور پر اور آن لائن بھی خوفزدہ کیا گیا ۔یہ دھمکیاں اہم مناصب پر براجمان افراد کی جانب سے دی گئیں جس کی وجہ سے صحافیوں اور میڈیا اداروں پر دباوٗ بڑھا ۔ نتیجتا میڈیا گروپ خود ساختہ سینسر شپ پر چلے جاتے ہیں۔یہ دھمکیاں اور ہراسانی اب آن لائن سوشل میڈیا پلیٹ فارم تک پہنچ چکی ہیں جہاں پر میڈیا کے کردار کو نشانہ بنا یا جارہاہے۔ٹویٹر پر میڈیا کے خلاف اکثر اوقات ٹرینڈ چل رہے ہوتے ہیں۔</p>



<p>پی پی ایف کی رپورٹ کے مطابقکم سے کم پانچ صحافیوں کو گرفتار کیا گیا ۔میڈیا کے ہائی پروفائل کیس میں جنگ اور جیو میڈیا گروپ کے چیف ایڈیٹر میر شکیل الرحمان کو 12مارچ2020,کو گرفتار کیا گیا۔میر شکیل الرحمان کو قومی احتساب بیورو(نیب) کی جانب سے 34سال پہلے رہائشی پراپرٹی&nbsp; کی خریداری میں مبینہبے ضابطگیوں کے الزام میں گرفتار کیا گیا،لیکن اس سے آزادی صحافت کے بارے میں سوال اٹھتے ہیں اور یہ ملک کے سب سے بڑے میڈیا گروپ کو دباوٗ میں لانے کا ایک ذریعہ نظر آتاہے۔مقامی اور بین الاقوامی درخواستوں کے باوجود شکیل الرحمان سلاخوں کے پیچھے ہیں۔</p>



<p>پی پی ایف کی رپورٹ مطابق صحافییوں کے لئے جو ان پرخطر حالات میں اپنے فرئض ذمہ داری کے ساتھ نبھارہے ہیں ۔برسر اقتدار پاکستان تحریک انصاف(پی ٹی آئی)کی حکومت کی سخت پالیسیوں اور مخالفانہ بیان بازی کی وجہ سے مزید مشکلات پیداکردی گئیں،اورانھوں نے 2019میں میڈیا کوریج کو غداری سے تشبیہہ دے دی۔باوجود اس کے کہ وزیر اعظم عمران خان پاکستان میں آزادی صحافت پر قدغنوں کو مذاق کہہ کر مسترد کرتے ہیں،حکومت کی پالیسیاں اور تجاویز جن میں میڈیا عدالتیں اور سوشل میڈیا کے قوانین شامل ہیں،اس موقف کو تقویت پہنچاتے ہیں&nbsp; کہ میڈیا کی خودمختاری کو کنٹرول کیا جارہاہے۔</p>



<p>اس دوران پاکستان الیکٹرانک میڈیا ریگولیٹری اتھارٹی(پیمرا)کی جانب سے کئی بار میڈیا کے لیے ایسی“تجاویز” بھی پیش کیگئیں جس کا مقصد یہ طےکرناہے کہ میڈیا کیا رپورٹ کرسکتا ہے اور کیسی رپورٹنگ ناقابل قبول ہوگی۔اس دوران کئی ایسے مواقع&nbsp; بھی آئے کہ ایسےٹی وی چینل یا ٹاک شو کی نشریات روک دی گئیں جس میں اپوزیشن پارٹیوں کے سیاستدان مثلاسابق صدر آصف علی زرداری اور پاکستان مسلم لیگ نواز(پی ایم ایل-ن)کی نائب صدر مریم نواز کےانٹرویو کئے جارہے تھے۔&nbsp;</p>



<p>پی پی ایف کی رپورٹ&nbsp; کے مطابق جنوری 2019اور اپریل 2020کے دوران سوشل میڈیا کو کنٹرول کرنے کے لیے کئی ایسی تجاویز دی گئیں۔جس کے بعد سوشل میڈیا کمپنیوں نے پاکستا ن کو چھوڑنے کی دھمکیاں دیں اور آن لائن اظہار رائے کی آزادی کی ایک سنگین مثال بنی۔</p>



<p>ایسے ماحول میں جہاں پاکستان کےصحافی حکومتی اور دیگر سرکاری عہدیداروں&nbsp; کے دبائوکا شکار ہیں اور اکثر اوقات اپنے کام کی وجہ سے زبانی اورجسمانی طور پر ہراساں کئے جاتے ہیں،اس طرح کےواقعات پاکستان میں آزادی صحافت اور صحافیوں کی حفاظت کا ایک تاریک پہلو پیش کرتے ہیں.</p>

<p>This year, the media in Pakistan, is operating under a new and challenging environment created by the spread of <a href="http://pakistanpressfoundation.org/wp-content/uploads/2020/05/Media-Safety-and-Press-Freedom-in-Pakistan-2019-2020.pdf">COVID-19</a>. Since the spread of the pandemic in the country, two journalists have died and at least 38 media workers have tested positive.<br>&nbsp;<br>Pakistan Press Foundation’s (PPF) “<a href="http://pakistanpressfoundation.org/wp-content/uploads/2020/05/Media-Safety-and-Press-Freedom-in-Pakistan-2019-2020.pdf">Report on Media Safety and Press Freedom in 2019-2020</a>” released to commemorate the World Press Freedom Day on May 3, has detailed the alarming situation surrounding COVID-19 created for the Pakistani media.<br>&nbsp;<br>According to the report most media organisations as well as the government have not ensured the effective implementation of safety protocols nor the timely provision of personal protective equipment (PPE) to media workers.<br>&nbsp;<br>A key recommendation of the report is calling on Pakistan’s media associations including the Pakistan Broadcasters Association (PBA), The All Pakistan Newspaper Society (APNS) and Council of Pakistan Newspaper Society (CPNE) to develop detailed workable guidelines for all media workers on how to cover the coronavirus safely and to monitor their implementation by their member organisations.PPF has also urged the government to provide support to the media in ensuring the safety of media workers.<br>&nbsp;<br>The number of positive cases amongst media workers is an alarming trend that reflects a lapse in the implementation of the necessary measures to ensure the safety of media workers and prevent their exposure to the virus. While at least 38 cases have been confirmed in media workers, the actual figures could be much higher as only a small fraction have been tested for the virus.&nbsp;<br>&nbsp;<br>In addition to the protection of media workers, the coronavirus has also created new challenges for the media on how to cover the pandemic, ensuring accurate information as fake news is circulated on social media platforms, making sense of data on the virus and government rhetoric that undermines media coverage as well as the financial setback created by the virus, which has send much of the world in some form of lockdown.<br>&nbsp;<br>The report also recommends that all levels of government recognise the need for free flow of information during this time, respect the right to freedom of expression and to release all journalists who have been arrested for their work.<br>&nbsp;<br>The report also discusses factors surrounding <a href="http://pakistanpressfoundation.org/wp-content/uploads/2020/05/Media-Safety-and-Press-Freedom-in-Pakistan-2019-2020.pdf">press freedom and the safety of journalists in Pakistan</a> during 2019-20 that has seen an increased muzzling of the freedom of expression in a country that has an already weak track record on press freedom.<br>&nbsp;<br>Between January 2019 and April 2020, journalists in Pakistan worked under increasing restrictions with little accountability of those who limit freedom of expression, continue to target journalists and aim to discredit the work of the media through a range of tools from attacking journalists to placing financial constraints on media outlets as a pressure tactic.<br>&nbsp;<br>Journalists have come under fire for their work in various arenas and have faced physical assault, including in two instances deaths of journalists due to their work. In at least one instance this year, a journalist was briefly abducted and harassed. In another instance, the house of a journalist was raided and a publishing house printing one of renowned writer Muhammad Hanif’s books in Urdu was raided.<br>&nbsp;<br>In addition to physical acts of violence and intimidation, journalists have faced threats, both in person and online. These threats have been issued by individuals in positions of power which leads to an increased pressure on the journalists and their media organisations and can lead to self-censorship. The threats and harassment journalists experience has extended online on social media platforms, where the media has been subjected to smear campaigns. Trends against the media are often trending on Twitter.<br>&nbsp;<br>There have also been at least five arrests of journalists. The most high-profile case of a media personnel arrested is the arrest of the Jang and Geo Media Group Editor in Chief Mir Shakil ur Rehman on March 12, 2020.&nbsp; Rehman was arrested by the National Accountability Bureau (NAB) irregularities in the purchase of his residential property 34 years earlier, however, it raised concerns about press freedom and appeared to be an attempt to pressurise the largest media group in the country. Despite numerous local and international calls for his release, Rehman remains behind bars.<br>&nbsp;<br>This already high-risk environment which journalists operate under has been further made difficult by the policies and rhetoric of the ruling Pakistan Tehreek-e-Insaf (PTI) government, which in 2019 likened critical media coverage to <a href="https://www.dawn.com/news/1494621">treason</a>. While Prime Minister Imran Khan dismissed curbs on press freedom in Pakistan as a “joke”, the policies and proposals of the government including media courts and social media regulations, indicate a control over the autonomy of the media.<br>&nbsp;<br>Meanwhile, Pakistan Electronic Media Regulatory Authority (PEMRA) has on numerous instances provided “advice” to the media which creates controls on what the media can cover and what could be unacceptable. During this time period, on numerous occasions, television channels or shows have been removed from air during interviews with opposition politicians including, former president Asif Ali Zardari and Pakistan Muslim League-Nawaz (PML-N) Vice President Maryam Nawaz.<br>&nbsp;<br>Between January 2019 and April 2020, there have been proposals to regulate social media content. This led to various social media companies threatening to leave Pakistan and creating a grim picture for the opportunity for free expression online.<br>&nbsp;<br>An environment where journalists are the target of government and other officials’ scorn and are often threatened for their work — both verbally and physically — creates a bleak picture for press freedom and the safety of journalists in Pakistan.<br>&nbsp;<br>The <a href="http://pakistanpressfoundation.org/wp-content/uploads/2020/05/Media-Safety-and-Press-Freedom-in-Pakistan-2019-2020.pdf">complete report</a> is available at</p>

<p>KARACHI: The All Pakistan Newspapers Society (APNS) and the
Council of Pakistan Newspaper Editors (CPNE) have welcomed the appointment of Senator
Shibli Faraz as information minister and retired Lt Gen Asim Saleem Bajwa as
Special Assistant to the Prime Minister on Information.</p>



<p>In a statement released on Tuesday, APNS president Hameed
Haroon and secretary general Sarmad Ali congratulated Senator Faraz and Gen
Asim Bajwa and expressed hopes that the new media team of the federal
government would address problems being faced by the newspaper industry and try
to improve relations with the mainstream media.</p>



<p>The APNS office-bearers pointed out that the newspaper
industry was in the midst of a financial crunch due to a big decline in
advertising by both the government and the private sector and non-payment of
dues by the federal and provincial governments.</p>



<p>The Covid-19 pandemic has badly affected the financial
health of media organisations, Hameed Haroon and Sarmad Ali said. “The APNS has
time and again requested the government to approve a relief package for the
print media. This could include an increase in the quantum of advertisements,
raising advertisement rates and clearance of outstanding dues.”</p>



<p>The APNS assured Shibli Faraz and Asim Bajwa of its full
support in realisation of their aims and objectives.</p>



<p>In a separate statement, CPNE President Arif Nizami and
Secretary General Dr Jabbar Khattak said the media industry was going through a
struggle for survival owing to restrictions on press freedom and an alarming
decline in earnings.</p>



<p>The CPNE expressed hopes that the new team at the
information ministry would play a decisive role in solving the industry’s
problems by taking all stakeholders into confidence.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Minister for Education ShafqatMahmood on Tuesday chaired a meeting that decided to launch a TV channel as an alternative educational content delivery mechanism in the wake of the coronavirus pandemic to mitigate academic losses.</p>
<p>According to a statement issued by the Ministry of Education, the meeting was informed that the proposed dedicated TV channel will be launched by the ministry in collaboration with PTV and it will start broadcasting during the first half of April.</p>
<p>The participants of the meeting agreed that content will be developed in partnership with various education providers free of cost. The meeting also decided that the Federal Directorate of Education (FDE), an umbrella organisation of 423 educational institutions in Islamabad, will set up emergency learning centres where subject specialists will review and schedule the content. It was also decided that the minister will review the progress on a daily basis.</p>
<p><strong>Education ministers’ conference</strong></p>
<p>The meeting was informed that an inter-provincial education ministers’ conference will be held on Thursday (March 26) to take a decision on further closure or reopening of educational institutions. The ministers will also be briefed about the proposed TV channel.</p>
<p>Sources said there was a likelihood that the ongoing closure of educational institutions will be extended to May 31.</p>
<p>“We are working on various proposals to extend the vacations and most likely we have to extend them till May 31. But a final decision will be made during the education ministers’ conference,” said a senior officer of the education ministry.</p>
<p>He said if the ministers agreed to keep the institutions closed till May 31, there could be a cut in the summer vacations depending on the weather conditions. “We have to depend on online content and the TV channel,” the officer said.</p>
<p>When contacted, Joint Secretary Education Syed UmairJaved, who is also the acting director general of the FDE, told Dawn that the meeting focused content development and the TV channel.</p>
<p>Asked about the closure of the educational institutions, he said: “A decision will be taken by the education ministers during the conference.”</p>
<p>Meanwhile, FDE spokesperson SaqibShahab said following the directive of the education ministry the FDE was working on content development.</p>
<p>“Curriculum experts have been holding meetings at F-10 College,” he said and added that every possible step would be taken to mitigate educational loss of students. “We are concerned about the educational loss but at the moment health safety of the students is our priority that’s why schools and colleges are closed,” he said.</p>

										<content:encoded><![CDATA[<p>PESHAWAR: The women journalists of Khyber Pakhtunkhwa, including the merged districts, have decided to form Women Journalist Network to raise voice for their rights from a single platform.</p>
<p>In this regard, the maiden meeting of women journalists of KP was held in Peshawar on Saturday in which women journalists hailing from merged tribal districts were also invited. Senior journalists Nasreen Jabeen, Naheed Jahangir, Samina Naz, Khalida Niaz, Asma Baseer, Saba Rani, Qandi Safi, Salma Jahangir, blogger Bushra Mehsud, citizen journalist Jemima Afridi and others attended the meeting.</p>
<p>Naheed Jahangir and Khalida Niaz, who floated the idea of Women Journalist Network, thanked TNN for providing platform for the Network. They said there was not a single platform for women journalists of KP from where they can raise their voice for their rights and work for resolution of their problems. They said the Network plans to gather all the women journalists under a single umbrella and also arrange trainings for them and work for their rights and resolve their problems. They said the Network will also work on improving the coverage of women&#8217;s related problems and improving the representation of women in the media. They invited all the women journalists in KP to join the Network so that their issues can be raised in an effective manner.</p>
<p>Participants of the meeting said the establishment of the Network was inevitable because women journalists are facing a lot of problems and no one is serious in resolving their issues. Nasreen Jabeen said all the member women journalists will have to work selflessly to make the Network successful.</p>
<p>Asma Baseer said she is working in the media for the last several years, but she hasn&#8217;t got recognition as a working journalist yet. She said she is happy to join the Network and make her presence felt.</p>
<p>Saba Rani said very few women have joined the field of journalism in KP and they are not getting the encouragement in the field and their jobs are not safe. She hoped that the Network will raise voice for working women journalists.</p>
<p>Samina Naz said women journalists also face harassment at workplace. She said when she raised voice against harassment, instead of helping her, people blamed her for being problematic. She said the Network will work for protecting women journalists against harassment.</p>

<p>The Client Performance Award in private sector was won by Bahria Town, the Client Performance Award in public sector went to National Bank of Pakistan, the Creative Awards in Copy was bagged by Prestige Communications, in Design category for Synergy Advertising, Campaign category went to Prestige Communications and the Best Public Service Campaign award was won by Manhattan International.</p>

										<content:encoded><![CDATA[<p>QUETTA: Chief Minister Balochistan Mir Jam Kamal Khan on Wednesday said provincial government would include more funds in next provincial public sector development program (PSDP) for the welfare of journalists and construction of Journalist Colony in Balochistan.</p>
<p>He expressed these views while addressing at oath taking ceremony of new elected member of Balochistan Union Journalist (BUJ) and presenting document of the BUJ&#8217;s Colony which was organized at Quetta Press Club.</p>
<p>He said those mediamen who had closed their offices would be compelled to come back due to improvement of government policy.</p>
<p>He said provincial government would ensure the implementation of wage board and compliance with the minimum wage rules under official rule.</p>
<p>&#8220;Modern Media academy is needed for professional guidance and training of journalism professionals and no sector is perfect but institutions can be improved from positive investing, saying establishing institutions were essential for making youth professional journalists in order to provide better professional guidance to those in field as per requirement of present era.</p>
<p>He appreciated efforts of Balochistan Journalists who served in difficult circumstances and several journalists had been martyred while performing their duties and martyrs families would not be forgotten.</p>
<p>&#8220;Balochistan government will bear education expenditure of their children and their widows can be provided jobs in official departments&#8221;, he said adding that present regime would cooperate with journalists in construction of Journalists Colony.</p>
<p>He said present government had committed on the first day to work for welfare of Journalists and we believed on freedom of media.</p>
<p>Chief Minister also assured that more funds would be included in next provincial public sector development program (PSDP) for construction of Journalist Housing Scheme and welfare of journalists, saying that facilities would be provided to martyred journalists &#8216;children.</p>
<p>Pakistan Federal Union of Journalist (PFUJ)&#8217;s President Shehzada Zulfiqar Ahmedzai, BUJ&#8217;s President Ayub Tareen and Quetta Press Club&#8217;s President Raza-ur-Rehman also spoke at the ceremony.</p>
<p>Later, Chief Minister handed over Journalist Colony&#8217;s document letter to Presidents of BUJ and Quetta Press Club.</p>

<p style="padding-left: 60px; text-align: right;">اس فیلو شپ پروگرام کا مقصد آزادی اظہار رائے کو فروغ دینا اور میڈیا کارکنان کو مدد فراہم کرناہے تاکہ وہ میڈیا کی آزادی اور صحافیوں کے تحفظ سے متعلق مسائل پر رپورٹس تیار کرسکیں ۔</p>
<p style="padding-left: 60px; text-align: right;">اس فیلوشپ پروگرام میں دو ورک شاپس منعقد کی جائیں گی اور اس کے ساتھ ادارتی اور تکنیکی تعاون بھی دیا جائے گا تاکہ میڈیا کارکنان کی حفاظت پر ،اخلاقی ، قانونی ور پیشہ ورانہ صحافت کے بہتر ین معیار  کے مطابق رپور ٹس تیار کی جائیں۔منتخب افراد میں سے ہر فرد کو فیلوشپ پروگرام کے دوران چھ رپورٹس تیار کرنا ہوں  گی۔ان افراد کو زیادہ ترجیح دی جائے گی جو صحافیوں کو قتل یا زخمی کیے جانے کے مخصوص واقعات پر تفتیشی رپورٹنگ کریں۔</p>
<p style="padding-left: 60px; text-align: right;">منتخب افراد کو سینیئر صحافیوں کی معاونت میں رکھا جائے گا جو اس فیلو شپ پروگرام کی مدت تک ان افراد کے ایڈیٹر کے فرائض انجام دیں گے۔</p>
<p style="padding-left: 60px; text-align: right;">صحافی جو پرنٹ،ٹیلی ویژن،ریڈیو یا آن لائن میڈیا میں کم سے کم تین سال کا تجربہ رکھتے ہیں وہ اس پروگرام کے لیے درخواست دے سکتےہیں۔خواتین صحافیوں کی درخواست جمع کروانے کی حوصلہ افزائی کی جائے گی۔</p>
<p style="padding-left: 60px; text-align: right;">بلوچستان،ضم شدہ اضلاع (سابقہ فاٹا) ،گلگت بلتستان اور آزاد کشمیر سے تعلق رکھنے والے صحافیوں کے لیےاہلیت کی بنا پر شرائط میں نرمی رکھی جاسکتی ہے۔</p>
