										<content:encoded><![CDATA[<p>The Chief Justice of the Azad Jammu and Kashmir Supreme Court <a href="https://www.dawn.com/news/1959035/azad-kashmir-cj-urges-media-to-verify-court-related-news-before-publication">urged</a> journalists to verify court-related information before publication and announced the appointment of a focal person for media coordination, as the court <a href="https://dunyanews.tv/en/Pakistan/921700-supreme-court-of-ajk-awards-dunya-news-for-responsible-judicial-covera">presented</a> a special shield to <em>Dunya News</em> for its &#8220;exemplary journalistic services.&#8221;</p>
<p>At a ceremony on December 3, Chief Justice Raja Saeed Akram said journalists should confirm information about the Supreme Court or High Court from relevant officers before reporting. He said observations made during proceedings should not be treated as final judgments.</p>
<p>Justice Akram said the court had appointed a focal person to provide information to reporters, including those who are unable to attend hearings. He said the step followed a suggestion from a senior journalist.</p>
<p>During the same event, the AJK Supreme Court awarded a special shield to Dunya News for its “comprehensive, responsible and effective coverage” of judicial matters. The chief justice presented the shield, which was received by senior reporter Muhammad Iqbal.</p>

<p dir="ltr">Representatives voiced their concerns about the Punjab Defamation Bill 2024, passed by the Punjab Assembly on May 20. The Bill allows for the establishment of special tribunals to address “fake news” and was <a href="http://pakistanpressfoundation.org/punjab-assembly-passes-controversial-defamation-bill-amid-protests/" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=http://pakistanpressfoundation.org/punjab-assembly-passes-controversial-defamation-bill-amid-protests/&amp;source=gmail&amp;ust=1717318620697000&amp;usg=AOvVaw158vcjUJgbFg07s8YVav8N">passed</a> by the provincial Punjab Assembly without stakeholder consultations. Under the law, fines can be imposed and social media accounts can be blocked of those found to be spreading defamatory content.</p>
<p dir="ltr">The MQM-P leaders stressed the importance of transparency and consultation before enacting any law. Dr. Siddiqui criticized the lack of consultation with relevant organizations in the <a href="https://www.thenews.com.pk/print/1194042-mqm-p-assures-journalist-bodies-of-its-support-against-defamation-bill" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.thenews.com.pk/print/1194042-mqm-p-assures-journalist-bodies-of-its-support-against-defamation-bill&amp;source=gmail&amp;ust=1717318620697000&amp;usg=AOvVaw12zb0UEpuR-72VvHvlBWtk">defamation</a> bill&#8217;s passage, calling it a breeding ground for distrust. He urged the Bill&#8217;s immediate withdrawal to initiate a proper consultation process.</p>
<p dir="ltr">&#8220;The MQM-P will never support any law that protects the elite and harms the weak,&#8221; he affirmed, assuring journalists of the party&#8217;s support for their <a href="https://www.thenews.com.pk/print/1194042-mqm-p-assures-journalist-bodies-of-its-support-against-defamation-bill" target="_blank" rel="noopener" data-saferedirecturl="https://www.google.com/url?q=https://www.thenews.com.pk/print/1194042-mqm-p-assures-journalist-bodies-of-its-support-against-defamation-bill&amp;source=gmail&amp;ust=1717318620697000&amp;usg=AOvVaw12zb0UEpuR-72VvHvlBWtk">legitimate</a> demands and promising to raise the issue in various forums, including the federal cabinet.</p>

										<content:encoded><![CDATA[<p>In chapter seven of The Dark Side of Journalism, which explores the context of impunity familiar to Pakistani journalists from living precariously — and killed casually — in the line of duty since September 11, 2001, there is a quote from a tribal journalist in the former FATA: “Instead of me visiting the field, the field visits me.”</p>
<p>It’s a haunting evocation of a journalist’s vulnerability to violence in a country that, at the peak of the ‘War on Terror’, was labelled the “most dangerous country for journalists in the world.” Concerns about the safety of journalists abide as their killings and disappearances continue.</p>
<p>Our journalist, like many tribal correspondents, has found safety in staying away from the hostile field of the erstwhile Fata (Federally Administered Tribal Areas). And even though the “field” he speaks of is a metaphor for “sources [local to the field]” that he reaches out to, and who in turn come to him with information he can no longer access first hand, the threat the field poses is always real and present.</p>
<p>For journalists reporting on the border regions of Khyber Pakhtunkhwa — and indeed Balochistan and Gilgit-Baltistan — this metaphor of the “field”, despite its clear undertones of death and displacement, is also curiously seductive. And that’s just the nature of the beast: journalism rewards risk and competition, both personally and professionally.</p>
<p>A book by a former journalist takes the long view about the precarious position of journalists in Pakistan’s volatile border areas, and their exploitation at the hands of global corporate media</p>
<p>But the “field” one reports on is also a “minefield” of inimical forces shaping a journalist’s role and place within the culture and political economy of national and global mainstream media, intertwined as it is to the collusion of power, capital and attendant conflict in our times.</p>
<p>The Dark Side of Journalism is concerned with the birth, identity and function of the “fixer” in the tribal region of the former Fata. In its local avatar, the term has its genesis in the ‘War on Terror’, where his labour is needed to help “parachute journalists” report on the border regions of Pakistan and Afghanistan.</p>
<p>The book explores how the challenges and contradictions of his role turn the fixer into an aberration within the media landscape in a zone of conflict. That identity, and that region, establishes him as a consequence of war, and war as a determinant of his role, thereby making and breaking journalists and journalism in a region with no local economy or opportunity but the one that war offers.</p>
<p>Going by the warlike history of the region, journalism and the fixer within it become “short term slavery” in the service of relentless imperialist forces that have long kept the region unstable. Within the intent, and consequence, of these forces, and the social, political and economic dynamics they perpetuate, the local journalist is seen as a fixer, an object both necessary and expendable.</p>
<p>From his marginalised, disadvantaged position, he — there is no she in the tribal border context — serves to strengthen the very forces that create and exploit his labour, indeed his life, by determining its use and exchange value in furtherance of their interests.</p>
<p>The fixer, according to the author Irfan Ashraf, is both “a victim and an agent”, precariously negotiating “faceless forces” in a “field” effected and affected by their designs — the “sovereign nodes” answerable to no one. Hence, the impunity these forces enjoy, despite the devastation they wreak in a region where life remains indefinitely on hold.</p>
<p>From the colonial British administration to the neo-colonial Pakistani state, the US-led ‘Cold War’, ‘Afghan Jihad’ and the ‘War on Terror’, the Talibanisation and militarisation of the region, the ever-present militancy and military operations, and how it all keeps the region in a state of constant turmoil and “backwardness”, “the field” is the political economy in extreme within which the fixer’s life and labour plays out.</p>
<p>Above all, the local context is the contemporary militaristic, neoliberal agenda that doesn’t shy away from the use of violence for its expansion. As framed in the topical, 24/7, commercial, global news cycle, it is often reductionist, decontextualising the historical to “fit into consumption patterns of [the] free market economy.” However this context, argues Ashraf, is not a break from the past, but one of “regional history in continuity.”</p>
<p>Reporting on this “field”, the news fixer is “the eyes and ears” on ground for the national and global media. But his marginalised place and position leaves him no choice but to submit precariously to the hierarchical corporate media system that assesses his labour on its own exploitative terms.</p>
<p>Paid much less than a regular (international) staffer, the fixer is expected not to claim credit for his news-work, no matter his valuable cultural knowledge and local connections, no matter the risks inherent to “the field” that come with his responsibility to protect international journalists, and worse, even manipulate or contrive events on the ground to strengthen the global news agenda and narratives. Given the scarcity of opportunity in a realm warped by war, he accepts the terms as a willing “agent”, even when he knows he is a “victim”.</p>
<p>For some it is employment, but for most other journalists whom Ashraf interviewed for his research, it is also a labour of love. “Emotional labour”, undertaken in the service of the land, its people and the family; to be the voice of the people, who like them, come from the same brutal “field”.</p>
<p>The fixer, a product of the war-economy, is on a shaky ground anywhere to begin with, but the book spotlights the one with the Pakhtun identity, with its genesis and nativity in the contemporary, and historical, instability of the border regions of Pakistan and Afghanistan.</p>
<p>Being the informal lowest rung in the global media ladder, where information accessed cheaply in troubled peripheries is sold by war correspondents for a high price in urban centres at home and abroad, he is in no position to negotiate and upgrade — in terms of use and exchange — his hazardous labour, but submits to the “deskilling” and “unrecognition” inherent in this process.</p>
<p>To lay bare this “bareness”, of a fixer’s life and labour, Ashraf takes the “radical political economy” approach that recognises capital as the root cause of injustice and oppression. It is an appropriate lens, when one considers the dynamics of the fixer’s role, and the region he is based in.</p>
<p>If capital is sustained by the use of violence, if it instils in people a pro-capitalist ideology through creating labour, then the fixer is the “proletariat” created, his labour open to exploitation. If the ever-present threat of unemployment and poverty undermines the ability of workers to bargain for fair wages, and if globalisation creates (international) divisions of labour while fostering inequality, then the role of a fixer illustrates this painfully and abundantly.</p>
<p>If accumulation drives economic change and fosters regular crises including wars, and if local/ household production constitutes an important component of total production but is criminally undervalued, then the fixer and his “field” embody in themselves exactly that.</p>
<p>Ashraf, a faculty member at the journalism school at Peshawar with experience in journalism, also does this from the vantage of his personal experience as a fixer. In 2009, he helped New York Times break the Malala Yousafzai story from the brutally Talibanised Swat. The experience was a “point of departure” for Ashraf who, in his own “marginalised and precarious” position, saw the predicament of others like him.</p>
<p>Even in that very circumscribed role, Ashraf felt that he contributed to narratives feeding the state’s and the West’s “saviour complex”, for audiences at home or abroad, the excuse for their many wars and occupations. And he feels news that is saviour complex-centric would always ignore, undermine and jeopardise local narratives and resistance.</p>
<p>This state of perpetual conflict forged “a jihadi form of war reporting [focusing on militancy, since ‘Afghan Jihad’ to the ‘War on Terror’, and a ‘framing’ that exonerates the Pakistani state’s and the West’s militarised agenda], … a function of the 24/7 news cycles, glorifying militants and extremists as heroes at the cost of the region’s peace and global security.</p>
<p>“Who gets to tell these stories, therefore, becomes a tug of war between parties vying for discursive as well as physical control over events”, as life in the border regions hobbles on, with everyone “potential targets of the unaccountable, unannounced US drone strikes that are only targeting the bordering tribal areas of Pakistan.” Or leads to violence from the military and the militants, be they the Taliban, Al Qaeda or the so-called Islamic State — all sovereign nodes “united in spilling blood on local streets.”</p>
<p>Given this context, Ashraf explains, “Every [Pakhtun] is a potential fixer, in the sense that the threat of violence and militaristic designs keep a local, independent media and voices from taking roots, and elevating the station of local journalists and journalism by highlighting perspectives representative of local truths and realities.”</p>
<p>As in the historical past, says Ashraf, they will continue working “under colonial laws, which bar them from their rights, such as claiming ownership of their experience and knowledge skills in contributing to the global news market.”</p>

										<content:encoded><![CDATA[<p>The Sindh Minister for Information, Transport and Mass Transit Sharjeel Inam Memon said that now a days there was a trend of fake news in the country and false news was spreaded in such a way that it seemed to be true.</p>
<p>He said that in a recently published article, false news was spreaded against the former President of Pakistan Asif Zardari that under NRO all his cases had been transferred from Rawalpindi to Karachi which was baseless as his all cases were being heard in Rawal Pindi and none of the cases had been transferred to Karachi.</p>
<p>He was talking to media persons on the reception given by him to newly-elected office bearers and members of governing body of Press Club Hyderabad at Rawal House, Hyderabad today. He said that they (PPP) did not make any kind of deal and if there was a deal then cases of PPP leadership and its workers would have been closed.</p>
<p>He said that the PDM was formed by the People’s Party and it was a good decision by not resigning at that time, otherwise Imran Niazi would still be the Prime Minister.</p>
<p>He said that Fawad Chaudhry had accused him and Nasir Shah of horse trading, “ I have not spoken to any member of PTI”, he said. He said that PTI had always done the politics of lies, this was also a fake news and added that PTI’s job was to blame people.</p>
<p>He said that the audio leak had come in which Imran Khan was saying that five members were bought. He said that the rehabilitation work of the flood victims had been started and the construction of the houses of the victims would be started very soon.</p>
<p>Sharjeel Inam Memon said that the People’s Party was always ready for the local body elections. He said that for the first time in the country’s history, two million families affected by the flood/ rains would be given money to build their own houses while farmers who cultivated wheat in the flood-affected areas were being given Rs 5,000 per acre.</p>
<p>He said that people’s crops were destroyed and food and drinking items were all gone and the Sindh government immediately provided cooked food to affected people. He said that Sindh was the only province where flour was being sold on official price of Rs 65 per kg while the wheat imported by the Federal government and PASCO was Rs 9000/- .</p>

										<content:encoded><![CDATA[<p>TODAY we are constantly exposed to information overload. Especially with the development of social media, where the control is weak, people are caught in a surge of news that is questionable whether it is true or not.</p>
<p>News can quickly reach the masses and can lead to provocation. However, the Allah Almighty says in the Holy Qur’an; O you who have believed, if there comes to you a disobedient one with information, investigate, lest you harm a people out of ignorance and become, over what you have done, regretful.</p>
<p>One of the most important features that distinguishes a conscious Muslim from an unconscious person is that they do not carry every news they hear to others.</p>
<p>The following Hadith draws our attention to this issue: It is enough for a man to prove himself a liar when he goes on narrating whatever he hears. The problem of fake news and misinformation also negatively affects health-related issues.</p>
<p>Misinformation in the field of health and medicine has begun to pose a danger to the health of the society and individuals.</p>
<p>Therefore, it would not be right for us to praise inaccurate information and conspiracy theories about the source, vaccine and treatment of the disease on platforms such as social media. As Muslims, we only speak in areas where we have sound knowledge.</p>
<p>Our Holy Prophet (PBUH) even warned those who are not experts in the field of medicine with these words: Anyone who practices medicine when he is not known as a practitioner will be held responsible. And Islam takes a harsh stand against the spread of lies, calumny and rumours.</p>
<p>Fully aware of the scale of injury and damage a lie can inflict, the Prophet of Islam said, “The Impact of the tongue is harsher than the impact of the sword”.</p>
<p>According to Islam, every news that reaches you should be verified before it is passed on. To be labelled as a liar, one need not tell lies intentionally. Islam labels one as liar if one passes on unverified news.</p>
<p>The Holy Prophet (PBUH) said: It is enough lying for a man to speak of everything that he hears.</p>
<p>Thus, spreading misinformation is not just a crime in the worldly sense but also a grave sin.</p>
<p>God takes a very serious account of it. Islamic injunctions in this regard ask us to verify news before we take action. If we are not in a position to verify news items, we can put the matter before experts.</p>
<p>These experts can bring to the fore the facts of the matter and remove any misperception or misrepresentation.</p>
<p>Mental agony and physical injury caused by fake news or lies are of a very serious nature. Fake news and rumours can corrupt and damage our societies critically. People should be extremely cautious about every word that they utter.</p>
<p>They will be held accountable for not only the deeds they perform, but also for the words they speak.</p>
<p>Allah has an impeccable system of recording our words. Each word a person utters shall be noted down by a vigilant guardian. Believers, fear God, and say the right word.</p>
<p>In today’s reality, the usage of social media platforms, given the large amount of information we consume daily, we are inclined to practice shallow reading.</p>
<p>As such, fake news exploits this habit. The trap of spreading unverified information is in the way the information is crafted and decorated.</p>
<p>More often than not, tragedies and disasters are mysterious in nature. It creates a mental void as we are not able to grasp the chronology of events or what took place pre, during or post ordeal.</p>
<p>Any footage (images, videos or audio) brought to our attention immediately feeds our curiosity and fills that mental void.</p>
<p>We feel in control as these footages provide clarity and insights to the initial mystery. Now that we “know” what happened, we believe that we have an upper hand over the rest and that triggers us to share and bring others out of the unknown.</p>
<p>This is especially important because we do not want to fall into the trap of consuming extremist ideologies.</p>
<p>Extremists’ websites, magazines and articles are packaged with impactful images and HD videos.</p>
<p>They weave their ideologies in eye-catching articles. If we are not cautious, we might subconsciously buy into their ideas, consume their extremist narratives and segregationist teachings and feed on information that challenges the values that we were brought up with.</p>
<p>Once we believe, it will influence our emotions and shape our worldview.</p>
<p>The fact of the matter is that social media leads us to consequences that we do not see.</p>
<p>We hardly feel any harm because, in the name of sharing, we instantly press the “Share/Send” button.</p>
<p>Little do we know that our act of spreading of online falsehood has caused other people’s livelihood and in some extreme cases even death.</p>
<p>In the name of sharing, we spread untruths, fuel confusion and create unnecessary doubt. Instead of radiating good to others, we may push others to unfortunate circumstances.</p>
<p>It is tricky to navigate through the fog of fake news. Nevertheless, it should not hinder us from being the true proponents of good.</p>
<p>To achieve that, we should simply check before we share just to ensure that we spread facts and not rumours a habit that can protect us from persecution and from spreading persecution.</p>

										<content:encoded><![CDATA[<p>The British media has been a role model for journalists of former colonies like South Asia. Following media ethics, impartial treatment of the story, and maintaining objectivity are the main ingredients for a journalist and people like me learned a lot from British media in the past. Alas the basic concept of cross-checking and avoiding the usage of adjectives in news items is no more important in the new kind of journalism we find today and British journalism is not an exception. In March 2019, BBC paid damages to former Ukraine President Petro Poroshenko for publishing an untrue report against him; generating a serious discussion that media ethics are being flouted excessively even by media outlets that have been role models in the past.</p>
<p>In July 2022, the BBC released a public apology to Prince Charles and his sons William and Harry over the 1995 BBC Princess Diana “Panorama” interview. The BBC took almost 27 years for this apology. According to the BBC, an independent investigation into the programme, conducted by Lord Dyson, found that the BBC “fell short of the high standards of integrity and transparency which are its hallmark.” The damage that was done to victims for 27 years was legally washed away with just an apology from the BBC.</p>
<p>I do not question the credibility of BBC but I can fairly presume that the chances of manipulation of facts and ill motives behind the content we can find everywhere today is a new norm and practitioners as well as media users cannot ignore this reality.</p>
<p>A recent example is the apology of The Daily Mail for publishing an article by David Rose in 2019 against former then Punjab Chief Minister (now Prime Minister) Mian Shehbaz Sharif.  The headline of the article was “Did the family of Pakistani politician who has become the poster boy for British overseas aid STEAL funds meant for earthquake victims? In apology The Daily Mail stated that ‘We are pleased to make this clear and apologise to Mr. Sharif for this error’. I do not know whether the newspaper has called “error” for using “poster boy” and for using capital STEAL in the headline or for the story in general. Such an adjective-loaded headline was enough to raise the brows of readers.</p>
<p>No doubt the story was dropped from the online portal after three and half years but you can find this story at hundreds of different places in online newspapers that carried the story from The Daily Mail when it was published. David Rose’s article was used by opponents of the Sharif family as “base material” for thousands of articles, YouTube discussions, and mainstream media Current Affairs programming for over three and half years. Former Prime Minister Imran Khan and his party constructed an upside-down pyramid of propaganda in which fabricated base material was used for producing thousands of news items by citing base material as a reference. Now The Daily Mail has dropped this article from its website but hard copies of the story would remain a part of “reference material” in thousands of online and physical libraries the world over.</p>
<p>Like many countries, Pakistan has been a victim of the soft power of the Western media but our colonial mindset accepts anything that is published in the Western media as a “Biblical statement”. If anybody ever contests fabricated material published in the Western media, his or her viewpoint is portrayed as a “conspiracy theory” by Western experts. You can find at least one story a week against China, North Korea, and Iran in leading North American and European media outlets. After establishing Iran as the biggest threat to humanity and North Korea as a devil in the Far East, China is being painted as the New Imperialism that would replace Democracy in countries under Chinese influence.</p>
<p>Imagine the apology of The Daily Mail came after three and half years in the post-November 29 scenarios when many of the characters of the alleged “Project Imran” are no more on the scene and have faded away, at least for the time being. It took just 10 days in the post-November 29 scenarios for The Daily Mail to tender the apology.</p>
<p>Many of us believe the terminology of “Fake News” is a child of 21st-century journalism but we know that Fake News was born the very first day newspapers started printing. We used to call it made-up, concocted, cooked, fabricated, and untrue news/facts. Top western newspapers and media outlets had allegedly been involved in using fake news to destabilize weak democracies in the Third World. However, the Western media, particularly the British media, always denies its alleged role in regime changes; nevertheless circumstantial evidence always proves that the soft power of media is being used wherever and whenever the wWstern world wants regime change. The soft power of media sometimes is followed by the hard power of guns and we see this design in Iraq, Syria, Afghanistan, and Libya.</p>
<p>Interestingly the majority of Fake News always comes from governments and state institutions. The prime example can be found in hundreds of government statements published during PTI rule in Pakistan, the Weapons of Mass Destruction (WMDs) of Iraq, the dirty bomb of Afghanistan, and the historical statement Bush Junior gave in October 2001 that “We have dismantled Taliban’s infrastructures”.</p>
<p>Nowadays we have Fake News every day coming out from the Russia-Ukraine conflict. There is a saying that the first victim in war is truth. Today we find different kinds of wars around us; their natures are military wars, economic wars, political wars, social wars, and propaganda wars. The world has itself become a War Zone.</p>

<p>The Western media mostly uses philosophical theories to create and fabricate new heroes and to discredit real national heroes by portraying them as villains and rogues. History testifies that crafting heroes and villains was the most popular job of poets, historians, and philosophers of the Greeks and the Roman Empire, but in our era that is done by media czars. The reputational approach is used to influence the collective memory of society and rhetoric is used to establish the claim. I believe anchorpersons sitting in revolving chairs in current affairs shows to play the same role Homer, Herodotus, Ptolemy, and Arrian of Nicomedia had been playing in the past for artfully crafting heroes and villains.</p>

<p>FORMED of inaccurate and misleading information and published or shared in media outlets and social media, fake news can be a dangerous way of obtaining information.</p>
<p>This kind of news can be against a person, state institution or its employees to defame and harm their reputation, deliberately fabricated to gain more website visitors or to create a false narrative about something.</p>
<p>Often some people do not check the source of the material that they view online before they share it, which can lead to fake news spreading quickly or even “going viral. ”</p>
<p>One common example is that some people consider it their moral and religious obligation to share Islamic information related to Qur’an and Hadith without prior confirmation of its authenticity and source.</p>
<p>Another example was during the outbreak of Coronavirus pandemic, social media users were inundated with fake news.</p>
<p>Articles and WhatsApp messages gave out advice on how to treat Corona and misinformation about vaccines which caused hysteria and put lives at risk.</p>
<p>In such cases, many people are completely unaware of the grave consequences of sharing any wrong/fabricated news, even unverified religious information.</p>
<p>Therefore, one needs to develop a critical mindset when coming across any communication. Approach each piece of information with a certain degree of cynicism.</p>
<p>Verify its authenticity through different sources. If it is a screenshot, check its formatting first. Usually such fake images have spellings and layouts mistakes.</p>
<p>You should also check if the image has any date on it and whether it matches with the timelines since sometimes old news images resurface and people ignore the dates.</p>
<p>If you know the person who shared the fake news, let them know that the information they posted is likely false.</p>
<p>Spreading fake/false news on internet/social media is a punishable crime under Prevention of Electronic Crimes Act (PECA 2016).</p>
<p>It is punishable with imprisonment of up to 3 years or up to 10 lac fine or both. Fake news can be reported by aggrieved person to PTA’s online Complaint Management System (CMS) for its removal from relevant internet/social media platform(s).</p>
<p>PTA takes up the matter with concerned social media platform. However, for quick disposal of such complaints, it is advised to report directly to the concerned social media platform since they all encourage direct reporting of such fake/false content on their platform for early resolution of the matter.</p>
<p>The social media platform might also seek further information directly from complainant (if required).</p>
<p>For further guidance, PTA has placed a link (https://www.pta.gov.pk/assets/media/sm_platforms_09032020.pdf) on its website which includes the complaint registering procedure for all major Social Media platforms.</p>
<p>Access to accurate and credible sources of news and information has never been more important.</p>
<p>PTA will continue to support Pakistani internet users in having a safe and responsible internet experience.</p>

										<content:encoded><![CDATA[<p>Islamabad, NOV 25: The standard of journalism in Pakistan is gradually deteriorating as many journalists have become biased parties, listening to one side, and then building and reporting narratives in a distorted way. This way, they are not only failing to report the truth but also creating instability and confusion in the society.</p>
<p>These views were expressed by Ariful Haque Arif, a veteran journalist and social activist, during a session held at Institute of Policy Studies (IPS), Islamabad. The discussion was also partaken by Chairman IPS Khalid Rahman, Saleem Bismil, former secretary, AJ&amp;K, Dr Ijaz Shafi Gilani, founder Gallup Pakistan, Rauf Klasra, a renowned journalist and columnist, and other prominent media persons.</p>
<p>Presenting his observations on the current situation of journalism in Pakistan, Arif stated that extreme polarization, blame games, false narrative building, and threatening of opponents is having significant repercussions on the country and its society. Due to the causal effect of journalism in politics, and in turn on the society as whole, a journalist should not act as a powerbroker, unless it falls under the umbrella of national interest and political stability.</p>
<p>He emphasized that media persons need to learn lessons from pre-independence journalists like Zafar Ali Khan, Maulana Muhammad Ali Jauhar, Abdul Majeed Salik, Charag Hasan Hasrat, and Ghulam Rasool Mehar, who were leaders as well as authors and historians at the same time, uniting people on one hand, and shaping public opinion for the better on the other.</p>
<p>The speaker also saw building and strengthening of independent institutions indispensable for development, growth and stability of the country. To achieve this, he viewed, politicians and policymakers needed to be strong, sincere and honest, making sure that they do not politicize the institutions for their own gains. On the other hand, journalists must also maintain objectivity to preserve media as an effective pillar of the state, he concluded.</p>

										<content:encoded><![CDATA[<p>KARACHI: How to report trauma, not just in adults but the trauma that children go through in an incident was the main topic of discussion during a Zoom meeting organised by the Uks Research Centre on Saturday.</p>
<p>Taking the motorway gang-rape reporting as a case study, Uks director said that the issue of ‘trauma’ was missing from the reporting done by the media about it. “There were children who watched their mother being raped,” she reminded, adding that reporting should be done in a way that empowers the victims rather than reopening their wounds by making them look like poor helpless beings, whose lives were just ruined.</p>
<p>Psychologist Asha Bedar said that children process trauma differently. “But here they are referred to as ‘poor children’ without going on to show the mental mechanism that helps in accepting what happened and taking it on from there,” she said, adding that there was a need for a trauma-informed concept in journalism.</p>
<p>“There is a glaring lack of understanding of what trauma is. Our media is child-blind and trauma blind,” she said, while giving the examples of how the Army Public School carnage and the recent situation in Palestine, both of which involved children, were reported.</p>
<p>Senior journalist Naseem Zehra said that although she had picked up on the trauma associated with the motorway rape case, generally, children’s trauma did not come in common debate. “While reporting on such incidents, we should be looking to pin down those responsible, what were the conditions that led to the incident, what was the environment, what are the government’s weaknesses, how to prevent anything like it happening again and how were the culprits punished,” she explained.</p>
<p>Human rights activist Tahira Abdullah said that the media should also be given some margin as there was also a thing such as the state’s responsibility that comes in here. “We cry about exposing the victim and not respecting her privacy and dignity. But there is an FIR, which is a public document. It even gives you the victim’s address. That is how journalists were able to reach the motorway rape victim’s home,” she pointed out.</p>
<p>Psychologist Zehra Kamal said that in the motorway case, the children were not just witnesses to their mother’s gang rape, they were also victims of violence. “So what they needed in emotional support could be looked at. Is family support enough for them or if that is not helping, do they need professional intervention?” she asked.</p>
<p>“It was good that their pictures and names were not flashed by the media in the motorway case, but here this, too, has to do with class. Here we think that some victims deserve respect while others don’t,” she pointed out, while also turning attention to the kind of language used when reporting incidents in the media. “A rape must be called a ‘rape’, and not something like sexual harassment or attack or anything else. There is no translation of rape in Urdu so the English word should be used,” she said.</p>
<p>Journalist Lubna Jerar said that people did not want to talk about rape while the media was trying to grapple with how to report the situation. “Trauma then doesn’t even cross their mind. Media needs to be trained and made to understand how to also report on trauma,” she said.</p>
<p>Journalist and media ethics expert Afia Salam said that journalists should try to get into the head of the criminal. “They also need to look at what are the drivers of their kind of mindset,” she said.</p>

<p>The global pandemic has hit the media industry hard, especially from a business standpoint. Yet the fallout is not uniform. In Gilgit-Baltistan, for example, journalism is still in its infancy. Residents rely on national television channels as a primary news source. Print media lags behind given logistical issues related to distance and cost. Digital media is dead in the water and social media is hampered by internet connectivity issues.</p>



<p>The media represents one of the fourth pillars of society. Unfortunately, Pakistan is now widely recognised as a red zone for journalists, who fall victim to gross human rights violations just for doing their job. It is, nevertheless, imperative that the media not be blind to the country’s prevailing cultural context, including the plight of minorities and the broader socio-political environment.</p>



<p>Journalists have a responsibility to report, in a fair and objective manner, matters of public interest. In Gilgit-Baltistan, the problem is that colonial intellectualism, abetted by the state apparatus, has trampled on independence of thought as well as the free exchange of information. That said, GB enjoys geo-strategic importance. It is also a hub for future economic activity which will benefit the whole of Pakistan. Yet official discourse, including that promoted by the media, focuses on the area’s natural beauty, linking this to developments and tourism; cultural uniqueness; education and women empowerment. Therefore, whether local or national, Urdu or English, media coverage of GB remains one-dimensional. The end result is a set of predictable narratives.</p>



<p>Following the Naltar Valley shooting, social media users immediately began viewing the incident through the prism of sectarian conflict. Even worse, electronic media followed suit. All ahead of a police investigation</p>



<p>In reality, the situation on the ground in GB is far more complex and deserves impartial and comprehensive reporting. On the one hand, the region is home to a fragile ecosystem and, as such, is prone to natural disasters. On the other, the local population, still reeling from the effects of prolonged economic and political marginalisation, is vulnerable to conflict across multiple fault-lines. Journalists, for their part, have been unable to provide much transparency regarding development projects, including those falling under the CPEC (China Pakistan Economic Corridor) banner. This is unfortunate since these initiatives are meant to benefit those who live in the area.</p>



<p>Elsewhere, the lack of reporting on the challenges faced by GB residents has resulted in these being de-hyphenated CPEC. This is a misstep. Take, for example, last month’s shooting in Naltar Valley. Almost immediately, social media users began viewing the incident through the prism of sectarian conflict. Even worse, electronic media followed suit. All this happened before the police were able to launch an official investigation. This seemingly exclusive focus on ethnic strife gives way to lazy reporting and lack of accountability.</p>



<p>The people of Gilgit-Baltistan have, unsurprisingly, little trust in the country’s fourth estate. Before 2010, people had accepted that national news outlets would never give the area due attention. Then, at the turn of the last decade, several factors came into play to put GB under the spotlight. Among them, the Abbottabad fiasco, the rise of local grassroots activism, the advent of social media, increased tourism and, of course, CPEC. However, interest soon waned and we saw return to a reductive reporting lens. When one considers how the current age of “fake news” is already undermining news credibility everywhere, this appears somewhat of a media own goal. In addition, this does a great disservice to the people of GB.</p>



<p>It has therefore become a matter of urgency for journalists and media platforms alike to review practices of free and fair reporting. If, that is, they are to regain public trust. As a first step, journalists based in Gilgit-Baltistan must include factual data sources in their stories, something that is necessary across the board in Pakistan.</p>



<p>There is still a long way to go for ethical journalism to take root in GB. The situation remains tricky given local infrastructure considerations, including lack of investment and, perhaps more importantly, the absence of media freedoms. Nevertheless, there is vast room for improvement. The priority is for professional journalists to regain credibility, so that local populations take interest in media development. This is essential for existing platforms since young people from the region, as well as throughout Pakistan, are employing both digital and offline entrepreneurial methods to build new spaces that will render the former obsolete. It is up to mainstream media to decide if it wants to remain in the game.</p>

										<content:encoded><![CDATA[<p>KARACHI &#8211; A female TV anchor has apologised on-air in her own show personally and on behalf of the channel management for levelling false, derogatory and defamatory allegations against Schon Group.</p>
<p>Alveena Agha, a Karachi based journalist, working in a private TV channel,  apologised live to set the record straight after replying officially on September 10, 2020, to a notice Issued by COC PEMRA in a complaint filed by Schon Group over the incorrect, false and derogatory statements.</p>
<p>Schon Group was targeted in an unfair misinformation campaign since 2018 by various trolls and a few people in media, the company said in a press statement.</p>
<p>Copies of the complaint and PEMRA decision as well as the channel’s apology show that the Schon Group had filed a criminal complaint with the Federal Investigation Agency (FIA) cybercrime wing and the investigation is ongoing to the culprits of this offence.</p>
<p>The news channel confirmed that it has “already issued Ms Alveena Agha, host of the program, Show Cause Notice regarding the matter and suspended her, that we have also aired the apology in the same program by the Host on 10th September 2020”.</p>
<p>The channel further mentioned: “We further assure that no further incident of this nature happen again on future and we apologise for any inconvenience caused to Schon Group. That in view of the above, we hope that the complainant will overlook the matter and the complaint will be withdrawn as a human error.”</p>
<p>Schon Group President, Danial H Schon said: “We are regretful that completely false information was shared by a responsible TV channel. These allegations are part of a malicious campaign orchestrated by a few vested interested to target the business group and the family for their personal gains. As a business group, our credibility is everything and we accept the apology of channel and hope such action is not repeated in the future.”</p>
<p>Linked to the same case, Waseem Ahmed Abbasi, a London based shops manager at the North London Hospice, was also found to be involved in running fake accounts to target the group in a year-long campaign of bullying and harassment. It’s understood that legal action is being taken in several jurisdictions against the people involved in the campaign.</p>
<p>“Schon Group has been contributing to the success of Pakistan’s economy for the last 49 years, since 1971, and have created thousands of jobs, contributed to Pakistan’s GDP, paid taxes and gotten foreign direct investment for the country.  The business community is the backbone of the country and targeting businesspeople by media should stop and is not beneficial for the nation,” said Mr Schon.</p>

<p>The Pakistan Electronic Media Regulatory Authority has issued a show cause notice to ARY, Dunya TV, 24 News, Public TV and GTV for airing fake news.</p>



<p>According to the authority, the new channels ran news regarding the termination and suspension of Pakistani pilots and engineers working for Kuwait Airways.</p>



<p>The channels have been directed to show cause within 14 days and submit an apology for airing the false news without any editorial check.</p>



<p>The fake news was run immediately after the Pakistan International Airlines grounded 141 pilots whose licences are suspected to be fake with immediate effect.</p>

<p>Sipping from the product—Nestle Fruita Vitals—the two smiling news readers inform the viewers about the opportunity to get free internet and Jazz super data. All they had to do was to buy a 200ml juice pack and scratch it to get free internet.</p>



<p>The newscasters also urge the viewers to buy as many packs as possible to increase their chances of winning daily. They also inform them the product was readily available across Pakistan.</p>



<p>Such advertising did not amuse author Shazia Hasan. &#8220;Is this for real? Or someone&#8217;s idea of a stupid joke? Well, ok I never saw news anchors as genuine journalists but selling juice during a news bulletin?!! <p>The newscasters advertising a product during a news bulletin creates a confusing situation for viewers. If this trend catches on, the line between actual news and advertising will get blurred.</p>

<p>ISLAMABAD—Pakistan Television Corporation (PTV) on Tuesday ordered constituting an inquiry committee to probe the matter of an incorrect map shown during the program Nukta-e-Imtiaz last week.</p>



<p>An office order from the PTV&#8217;s controller administration and personnel said an incorrect map of Pakistan was televised, which was an act of negligence by relevant officials and caused irreparable loss to the corporation.</p>



<p>&#8220;The competent authority has, therefore, ordered to constitute an inquiry committee comprising Chief Technology Officer and Director Sports to probe into the matter.&#8221;</p>



<p>The office order names the following staff against whom the inquiry will be conducted: chief news and current affairs Quatrina Hossain, director programming Kanwal Masud, controller in-charge current affairs Abdul Rasheed, producer programs Mukesh Kumar, producer current affairs Taimur Younas, programming assistant Muhammad Sadeer, and Nida Sajjad of news and current affairs.</p>



<p>The committee would fix responsibility and apportion blame if any, suggest measures for non-occurrence of any such incident in the future, and ensure whether or not the above officials are guilty of the charge leveled against them.</p>



<p>PTV had shown Pakistan&#8217;s map without the territories of Azad Jammu Kashmir (AJK) and Gilgit-Baltistan in the program.</p>

<p>Here is what is etched in my memory in the aftermath of the crash: A grieving father being pushed for comment on television. As if the unfathomable loss alone was not enough, victim’s families at the behest of reporters who are badgering them for an ‘interview’. The mourners, who can barely contain themselves, struggle to utter a few words before they break into a disarray of emotions. Their eyelashes are drenched and a heartfelt score is playing in the background.</p>



<p>On May 22, a PIA jetliner with 99 passengers aboard crashed in a populated neighbourhood in Karachi. The locality, only few miles away from the runway, sent residents into arrest. A thick cloud of smoke billowed from the area as the aircraft caught fire. Video clips quickly started making rounds on social media and traditional Pakistani media was overwhelmed with breaking news updates spiking traffic on news channels and websites nationwide. But there was one thing that remained largely unaccounted for, the casualties in the crash and the fact that there were survivors.</p>



<p>However, it was too late. By this time, news outlets had embarked on a vicious rat race, trading information in exchange for eyeballs. Most of them had released the flight manifest – an otherwise confidential document – thereby giving an impression that all passengers aboard had been presumed dead. The media had turned into what can be described as a bazaar; milking ratings and overlooking in the process that this disaster left many homes in shambles and many families without factual information about their loved ones.</p>



<p>As a journalist, impatient for information, and a Karachiite sitting miles from home, I rummaged through the live feeds of most news outlets. I saw newscasters assuming all on board to have been dead, a full passenger list, photos of the ‘presumably’ deceased and an enthusiastic undertone in the delivery of the news, all of which lacked sensitivity at best. The media melodrama overshadowed a tragedy yet again.</p>



<p>At this point, the local media had turned into a monster with very little regard for what would ensue when families of the victims would see photos of their loved ones’ flash across screens. And as a result, loss of credibility for the media when some of those declared deceased have returned as though resurrected from the dead.</p>



<p>Add to the plethora of existing news channels, the emergence of social media, which was even more brutal. Renowned senior journalists and critics, some of whom I look up to, took a jibe at the airline and questioned the pilot’s technical skills without conclusive evidence. Another clip to go viral was one which was presented as footage from the plane in the last few seconds before the crash. No authenticity of this clip was by far established. More disinformation circulated when leading news channels used a picture of a PIA airliner which turned out to be bogus as it was reportedly a screengrab from a video that surfaced last year.</p>



<p>On open source information, such as an audio file comprising a conversation between the pilot and the control tower, could probably be held off for publishing until later. What further appeared as blatant disregard was a reporter proudly stating that he was reporting from a live scene of carnage or at one point from an airhostess’s home where he pressed the family for comment. By this time, social media was replete with speculations on who could possibly be survivors. The flight manifests had been taken off air as hospital authorities confirmed that they were still identifying bodies. But it was too late to make amends. The coverage had reached the ins and outs of the internet, vehemently coming off as an industry where workers had little training to tackle disaster situations.</p>



<p>In response to the media frenzy, journalists across social media platforms mobilised resistance, calling out news agencies over their irresponsible coverage of the incident. During the course of my rather brief journalistic career, I can recall several instances where the media treated a tragedy as an opportunity for gains. But the question is, how long before we collectively realise that garnering attention by shoddy means isn’t just fleeting but also disreputable?</p>

<p>ISLAMABAD: Many people on social
media spent second day of Eid discussing that where Prime Minister Imran Khan
has celebrated Eid. A news item run at a TV channel’s website tried to resolve
the riddle. “Prime Minister [Imran Khan] was photographed while walking in
Nathiagali Monday morning. He is spending the Eid holidays with his family
there,” read a tweet at the website. Hyperlink of the story was also attached.</p>



<p>A tweet from PM’s focal person on
social media took the debate to another direction leaving many convinced as if
the above-mentioned story was fake news. “These are very old pictures from
[Nathiagali]. I am shocked to see how media groups [don’t] even do basic fact
checking before posting any news,” tweeted Dr. Arsalan Khalid, the focal
person. A reading of this tweet suggests that not only the picture was old; the
report claiming PM’s presence in Nathiagali was also false. At least, this is
how it was interpreted by the readers including the editor of the website under
attack of trolls.</p>



<p>Another twitter handle sounded
sympathetic to government added, “Will appreciate if this can be cleared with
an apology from [TV website] for spreading misinformation as the references to
the original photo from May 2017 have been shared,” tweeted Imran Ghazali. Submitting
to this criticism, the website ran clarification and deleted the story. This
gesture though provided much-needed fodder to the government’s cyber force on
twitter, the news refused to die down.</p>



<p>Videos emerged one after another
further suggested the PM’s presence at the said resort. The News spoke with
residents of the area who said they had been confined to their houses due to
VVIP movement. They said tourism business has been shut down due to
corona-driven lockdown and no tourist is allowed in the area. The News then
spoke to the information minister for reconfirmation and he did that. Even he
double-checked before having this confirmed. It was further learnt that a
pro-government channel had reported late Saturday that PM would spend Eid
holidays with his family in Nathiagali. The News also spoke to Dr. Arsalan. He
said he had only pointed out that photo was old he didn’t say PM wasn’t in
Nathia Gali. Instead, he said he didn’t know where the PM was. When asked that
his tweet was misinterpreted due to misleading content, he repeated his stance
that he had neither denied nor confirmed that PM was in Nathiagali.</p>



<p>Apparently a simple episode, it has
two lessons for journalists. One, they should double check the picture they
intend to use. One way of doing this is to directly approach the person in
picture or speak to somebody who is in a position to comment. It is however not
a foolproof fact checking as the person concerned might try to conceal facts.
An alternative option is to use search engine for reverse image. Doing so will
let it be known when the picture had first appeared on internet. A Russian
search engine, Yandex, is the most recommended followed by Bing of Microsoft
and then Google’s reverse image search.</p>



<p>Second, denial should be carefully
read and interpreted. It often happens that selective facts are shared to
mislead the reader. In the case under question, mere clarifying the fact that
an old picture was used as if it was the new doesn’t necessarily mean that
story was out-rightly false. The PM spokesperson instead of being defensive
could have also added that PM in almost 21 months has hardly taken a personal
break and this is the first days off he has tried to enjoy with his family in a
long long time. A senior source in PM House revealed that even during this time
he was constantly on phone doing follow-ups in preparation for post-Eid
schedule.</p>

<p>IN July 2010, I was working for a private news channel in the country when Airblue flight 202 crashed in Margalla Hills in Islamabad, killing all 152 souls on board. In the opening hour of the coverage, I noticed a graphic that started running on the channel’s screen, of a plane taking off from the bottom left, and crashing into a billowing ball of fire on the bottom right. This occurred in a loop, roughly every 10 seconds. When flagged, the director news (to his credit) immediately took it off air and chastised the newsroom shift-in-charge.</p>



<p>This small example illustrates Pakistani broadcast media’s inability to rationalise ethics in journalism, mowing down every conceivable standard in their relentless pursuit of being the ‘first’, ‘biggest’, or ‘best’.</p>



<p>Ten years later, the situation is not very different. PIA flight 8303 crashed in Karachi, and the broadcast coverage by local television channels was deplorable, horrifying, and utterly disgraceful.</p>



<p>Journalists could be seen screaming into microphones that they had recorded footage of all injured and dead, so that ‘we can bring it to you first’. Casualties were displayed across television screens for a period of time, with nary a thought for the families of the injured or deceased. The passenger manifest was publicly shared without following internationally and widely established conventions with regard to privacy, consent or the obvious priority to first inform the family.</p>



<p>Broadcast media’s coverage of the PIA crash was deplorable.</p>



<p>Another channel played the last few moments of the mayday recording on loop. News anchors, hosts, and media personalities began theorising as to what may have caused the crashed as early as 3:30pm, less than an hour after the plane went down. All of this was exacerbated by screaming reporters claiming that they had first arrived on the scene, ‘even before rescue personnel got there’.</p>



<p>The list goes on and on. In every sense, broadcast media showed the utmost level of unethical, despicable, and frankly disgusting behaviour.</p>



<p>Electronic broadcast media in Pakistan spares no effort to highlight instances where its freedoms are infringed upon (justified in its own right), but never seems to look inward and determine if it is at fault for, well, anything. While freedom of the media needs to be protected and treated as sacrosanct, why is it that this sanctity does not extend to their own coverage? Why is it that it is considered unethical to ban a news channel, paper or journalist, but such reporting is considered ‘efficient journalism’?</p>



<p>There exists an umbrella organisation to monitor and enforce a code of ethics for electronic broadcast media, called the Pakistan Electronic Media Regulatory Authority. Many call Pemra a toothless organisation for failing to rein in channels that continue to display unethical behaviour. Pemra itself would have you believe that it is constantly on the prowl, serving notices, imposing fines and keeping everyone in line.</p>



<p>The truth lies somewhere in the middle. For too long, Pemra’s appointment has been a political one, with the body accused of taking action against those it is ‘cleared’ to take action against. Private conversations with staff at Pemra indicate that the vast majority of the fines and reprimands they impose are challenged in court, where they are stuck in an infinite loop of hearings, delays and countersuits.</p>



<p>As is the case with most things in Pakistan, the issue is not that there exists no code of ethics; it is that it is not implemented effectively. Efforts have been made many times to create a streamlined version of the said code, and implement it universally across all electronic media, but the effort does not seem to take root. Pemra too has guidelines on the matter, though they are not as wisely circulated or easy to find as they ought to be, and the language used is often nebulous, prone to very specific interpretations, and confusing. For example, if ‘immoral content’ must not be aired, what precisely is immoral, and who decides the definition?</p>



<p>The first step on the road to ensuring ethical journalism in Pakistan is to establish and agree upon a universal best practices code of ethics, combining the many versions that float about today. They need to be clear, unambiguous in their language (a major problem with the code now), and follow established guidelines for ethical reporting. Finally, in order to implement them universally, any breach needs to be formally criminalised through proper legislation, and judiciously pursued by both the watchdog and the courts.</p>



<p>Until this happens, we will continue to see bloodied bodies from horrific scenes of carnage without a single thought being spared for the departed or the bereaved.</p>

<p>ISLAMABAD: The PML-N
Secretary Information Marriyum Aurangzeb has alleged that Prime Minister Imran
Khan is behind every case and reference of the NAB against opposition,
especially the PML-N leaders.</p>



<p>Responding to news
about a fresh reference being prepared against the Sharif family by NAB, she
said the purpose of floating such anonymous sources news is only to harass and
insult through a media smear campaign. She said no matter how many fictitious
references Imran Khan might get penned against the Sharif family, his enormous
corruption cannot stay hidden behind such diversions.</p>



<p>The PML-N
spokesperson said the NAB-Niazi alliance has failed to build its false
narrative by creating false references against Nawaz Sharif, Shahbaz Sharif and
their family members. She said there has been a non-stop vicious campaign
against the Sharif family and despite all power and records, the Imran Khan-led
corrupt PTI has not been able to prove corruption against them.</p>



<p>She said the fiasco
that started from Panama was reduced to the sewer case, personal property and
now ancestral property. She alleged that the NAB-Niazi unholy alliance didn&#8217;t
even feel shame while dragging a 90 year old mother into their political
victimisation.</p>



<p>“This Accountability
Bureau is blind to the court&#8217;s verdict on Banigala, to the political
ATMs-manufactured Zaman Park House, the millions worth flat in Grand Hyatt, the
23 illegal secret accounts, the billions funnelled to Imran Khan from
questionable persons and organisations.</p>



<p>The PML-N spokesperson
said the persecution of the Sharif family by NAB is blatantly clear. “And when
they could not find anything to satiate their vengeance, they have stooped down
to victimisation of female family members and residences,” she said. But she
said all this cannot scare and silence the PML-N.</p>

<p>پاکستان میں میڈیا COVID-19سے رونما نئے اور سخت امتحان میں اپنی ذمہ داری نبھارہاہے۔ملک میں اس وبا کے پھوٹنے سےلے کر اب تک دو صحافی جاں بحق ہوئے اور کم از کم 38کا ٹیسٹ مثبت آیا۔</p>



<p><strong>پاکستان پریس فاوٗنڈیشن (پی پی ایف) کی “میڈیا کی حفاظت اور آزادی صحافت پر رپورٹ</strong>2019-2020<strong>“آزادی صحافت کے عالمی دن 3مئی کو جاری&nbsp; رپورٹ میں </strong>COVID-19سے پاکستانی میڈیا کے لیے پیدا شدہ تشویشناک صورتحال&nbsp; کے جائزہ میں بتایا گیا ہے کہزیادہ تر میڈیا اداروں اور حکومت نے میڈیا کارکنان کے بچاوٗ کے لیے خاطر خواہ اقدامات نہیں کئے اور نہ ہی ذاتی تحفظ کے آلات پرسنل پروٹیکٹیو ایکوپمنٹ(پی پی ای) کا بر وقت بندوبست کیا گیا</p>



<p>رپورٹ میں پاکستان کی میڈیا تنظیموں پاکستان براڈکاسٹرز ایسوسیشن(پی بی اے)،آل پاکستان نیوز پیپرسوسائٹی(اے پی این ایس)اور کونسل آف پاکستان نیوز پیپرز ایڈیٹرز(سی پی این ای)سے درخواست کی&nbsp; گئی کہ وہ میڈیا کارکنان&nbsp; کی دوران کوریج کورونا وائرس اپنے بچاوٗ&nbsp; کی تدابیر اختیار کریں اور اپنے تنظیموں کے ممبران کوان تدابیر پر عمل پیرا ہونے کی خود نگرانی کریں۔پی پی ایف&nbsp; نےحکومت پر بھی زور دیا کہ وہ میڈیا کارکنان کی حفاظت کو یقینی بنائے۔</p>



<p>میڈیا کارکنان میں مثبت کیسوں کی بڑھتی ہوئی تعداد تشویشناک ہے جس سےظاہر ہوتا ہے کہ میڈیا کارکنان کے بچاوٗاور وائرس سے ان کی حفاظت کے لیے ضروری احتیاطی تدابیر اختیار نہیں کی گئیں۔اگرچہ اب تک کم از کم 38میڈیا کارکنان کے اس وبا سے متاثر ہونے کی تصدیق ہوئی ہے لیکن اصل تعداد بہت زیادہ ہوسکتی ہے کیونکہ ابھی بہت کم تعداد میں ٹیسٹ ہوئے ہیں۔</p>



<p>میڈیا کارکنان کوحفاظت کی فراہمی کے ساتھ کرونا وائرس نے میڈیا کے لیے نئے امتحانات کھڑے کیے،جیسے اس وبا کی رپورٹنگ کیسے کرنی ہے کہ صحیح اور درست خبریں فراہم ہو سکیں چونکہ سوشل میڈیا پر جعلی خبریں&nbsp; اور من گھڑت افواہیں پھیلائی جارہی ہیں،وائرس پر درست اعدادوشماردینا اور حکومتی دعوئوں سے میڈیا کی درست رپورٹنگ کو چھپانے کا انسداد کرنا اور اس کے ساتھ وائرس کی وجہ سےجس نے تقریباَ پوری دنیا کو کسی نہ کسی صورت میں لاک ڈاوٗن کرنے پر مجبور کر دیا ہے،اس کے معاشی اور مالی نقصانات&nbsp; کی تفصیل فراہم کرنا۔</p>



<p>پی پی ایٖف کی&nbsp; رپورٹ میں حکومتی حلقوں کو تجویز دی گئی ہے کہ وہ ان حالات میں درست معلومات کی فراھمی کی ضرورت کو سمجھے،اظہاررائے کی آزادی کے حق کو مانے اور پیشہ ورانہ ذمہ داریوں کی انجام دہی کے دوران گرفتارکئے گئے صحافیوں کو رہا کرے۔</p>



<p>پاکستان میں،&nbsp; جہاں آزادی صحافت کی تاریخ ناتواں رہی ہے، پی پی ایف کی رپورٹ میں سال2019-20کے دوران اظہار رائے کی آزادی پر بڑھتی بندشوں، آزادی صحافت اور صحافیوں کی حفاظت&nbsp; سے منسلکعوامل پر مفصل روشنی ڈالی گئی ہے۔</p>



<p>جنوری 2019سے اپریل 2020کے دوران پاکستان میں صحافی بڑھتی ہوئی پابندیوں میں اپنی ذمہ داریا ں نبھاتے رہے اور پابندیاں عائد کرنےوالوں کا کوئی احتساب ہوتا نظر نہیں آیا۔میڈیا کی ساکھ متاثر کرنے کے لیے صحافیوں کو نشانہ بنانے سے لے کر میڈیا اداروں پر دباوٗ ڈالنے کے لیے معاشی بندھنوں&nbsp; تک مختلف ہتھکنڈے آزمائے گئے۔</p>



<p>یہ سال میڈیا کے لیے سخت امتحانات لایا جب میڈیا COVID-19کی وبا کی کوریج کررہاہے۔دنیا کے دوسرے ممالک کی طرح پاکستانی میڈیا کو بھی ملک میں اس وبا کے پھیلاوٗ کی کوریج کے لیے نئے طریقے استعمال کرنے پڑے۔</p>



<p>صحافیوں کو اپنے کام کی وجہ سے مختلف مقامات پر غیض وغضب کاسامنا کرنا پڑا اور جسمانی تشدد کا نشانہ بنایا گیا،دو مختلف واقعات میں دو صحافی پیشہ ورانہ ذمہ داریاں نبھاتے ہوئے جاں بحق ہوئے۔رواں سال ایک اور واقعے میں ایک صحافی کو اغوا کرکے ڈرایا دھمکایاگیا۔ایک دوسرے موقعے پر ایک صحافی کے گھر پر چھاپہ ماراگیا اور مایہ ناز لکھاری محمد حنیف کی اردو کتاب چھاپنے والے ایک پبلشنگ ہاوٗس پر چھاپہ ماراگیا۔</p>



<p>جسمانی تشدد اور دھمکیوں کے ساتھ صحافیوں کو ذاتی طور پر اور آن لائن بھی خوفزدہ کیا گیا ۔یہ دھمکیاں اہم مناصب پر براجمان افراد کی جانب سے دی گئیں جس کی وجہ سے صحافیوں اور میڈیا اداروں پر دباوٗ بڑھا ۔ نتیجتا میڈیا گروپ خود ساختہ سینسر شپ پر چلے جاتے ہیں۔یہ دھمکیاں اور ہراسانی اب آن لائن سوشل میڈیا پلیٹ فارم تک پہنچ چکی ہیں جہاں پر میڈیا کے کردار کو نشانہ بنا یا جارہاہے۔ٹویٹر پر میڈیا کے خلاف اکثر اوقات ٹرینڈ چل رہے ہوتے ہیں۔</p>



<p>پی پی ایف کی رپورٹ کے مطابقکم سے کم پانچ صحافیوں کو گرفتار کیا گیا ۔میڈیا کے ہائی پروفائل کیس میں جنگ اور جیو میڈیا گروپ کے چیف ایڈیٹر میر شکیل الرحمان کو 12مارچ2020,کو گرفتار کیا گیا۔میر شکیل الرحمان کو قومی احتساب بیورو(نیب) کی جانب سے 34سال پہلے رہائشی پراپرٹی&nbsp; کی خریداری میں مبینہبے ضابطگیوں کے الزام میں گرفتار کیا گیا،لیکن اس سے آزادی صحافت کے بارے میں سوال اٹھتے ہیں اور یہ ملک کے سب سے بڑے میڈیا گروپ کو دباوٗ میں لانے کا ایک ذریعہ نظر آتاہے۔مقامی اور بین الاقوامی درخواستوں کے باوجود شکیل الرحمان سلاخوں کے پیچھے ہیں۔</p>



<p>پی پی ایف کی رپورٹ مطابق صحافییوں کے لئے جو ان پرخطر حالات میں اپنے فرئض ذمہ داری کے ساتھ نبھارہے ہیں ۔برسر اقتدار پاکستان تحریک انصاف(پی ٹی آئی)کی حکومت کی سخت پالیسیوں اور مخالفانہ بیان بازی کی وجہ سے مزید مشکلات پیداکردی گئیں،اورانھوں نے 2019میں میڈیا کوریج کو غداری سے تشبیہہ دے دی۔باوجود اس کے کہ وزیر اعظم عمران خان پاکستان میں آزادی صحافت پر قدغنوں کو مذاق کہہ کر مسترد کرتے ہیں،حکومت کی پالیسیاں اور تجاویز جن میں میڈیا عدالتیں اور سوشل میڈیا کے قوانین شامل ہیں،اس موقف کو تقویت پہنچاتے ہیں&nbsp; کہ میڈیا کی خودمختاری کو کنٹرول کیا جارہاہے۔</p>



<p>اس دوران پاکستان الیکٹرانک میڈیا ریگولیٹری اتھارٹی(پیمرا)کی جانب سے کئی بار میڈیا کے لیے ایسی“تجاویز” بھی پیش کیگئیں جس کا مقصد یہ طےکرناہے کہ میڈیا کیا رپورٹ کرسکتا ہے اور کیسی رپورٹنگ ناقابل قبول ہوگی۔اس دوران کئی ایسے مواقع&nbsp; بھی آئے کہ ایسےٹی وی چینل یا ٹاک شو کی نشریات روک دی گئیں جس میں اپوزیشن پارٹیوں کے سیاستدان مثلاسابق صدر آصف علی زرداری اور پاکستان مسلم لیگ نواز(پی ایم ایل-ن)کی نائب صدر مریم نواز کےانٹرویو کئے جارہے تھے۔&nbsp;</p>



<p>پی پی ایف کی رپورٹ&nbsp; کے مطابق جنوری 2019اور اپریل 2020کے دوران سوشل میڈیا کو کنٹرول کرنے کے لیے کئی ایسی تجاویز دی گئیں۔جس کے بعد سوشل میڈیا کمپنیوں نے پاکستا ن کو چھوڑنے کی دھمکیاں دیں اور آن لائن اظہار رائے کی آزادی کی ایک سنگین مثال بنی۔</p>



<p>ایسے ماحول میں جہاں پاکستان کےصحافی حکومتی اور دیگر سرکاری عہدیداروں&nbsp; کے دبائوکا شکار ہیں اور اکثر اوقات اپنے کام کی وجہ سے زبانی اورجسمانی طور پر ہراساں کئے جاتے ہیں،اس طرح کےواقعات پاکستان میں آزادی صحافت اور صحافیوں کی حفاظت کا ایک تاریک پہلو پیش کرتے ہیں.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Maulana Tariq Jameel apologised for his remarks against the media on Friday, a day after his comments during the Ehsaas Telethon on Pakistani channels created quite a buzz on social media.</p>
<p>Speaking to a private news channel about his remarks from the other day, Jameel said that he had made a mistake. Jameel&#8217;s comments created controversy after he appeared on the Ehsaas Telethon at the end to make dua in light of the coronavirus situation and said that Pakistani channels, like foreign media, told lies.</p>
<p>&#8220;This is not just restricted to Pakistani media. Foreign media are also liars,&#8221; he had said. Jameel had also said that once, the owner of a private news channel met him and sought advice. &#8220;I told him to eliminate lies from the channel to which he responded by saying that if that were to happen, his channel would be finished but not the lies,&#8221; he added.</p>
<p>Geo News anchor Hamid Mir had also urged Maulana Tariq Jameel to declare the name of the channel owner who had had the interaction with the religious scholar.</p>
<p>&#8221; I would like to request Maulana Tariq Jameel that whenever he says something like this ever again, he should take names,&#8221; Mir had said. &#8220;It is also not right to spread misinformation about everyone.</p>

<p>&#8220;I have seen ratings of TV anchors go up and also, go down,&#8221; he said. &#8220;Respect and dishonour both are in Allah&#8217;s hands. If someone thinks he can bring dishonour to another person, he is wrong.&#8221; He said that if human beings could bring honour or dishonour upon someone, only the rich would be respected. &#8220;You cannot hide or suppress the truth for long,&#8221; he said.</p>
<p>The prime minister said that Pakistani media was used to hide politicians&#8217; corruption. &#8220;[TV] anchors were given money to do planted programmes,&#8221; he said, adding that current affairs shows had become &#8216;meaningless&#8217; for people. &#8220;Current affairs programmes produce no results,&#8221; he said.</p>
<p>PM Imran said that Hollywood and Bollywood are promoting vulgarity in society. &#8220;Vulgarity destroys the family system,&#8221; he said. His remarks came a day after Maulana Tariq Jamil criticised Pakistani and international media for peddling lies.</p>
<p>Speaking about the PTI&#8217;s social media team, PM Imran said that his party is the first one that realised the importance of digital media. &#8220;I started the PTI&#8217;s social media team with Dr Arif Alvi,&#8221; he added.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: Prime Minister Imran Khan said on Friday some sections of the media were not doing journalism on the basis of facts.</p>
<p>Speaking to a group of owners of private YouTube channels and social media activists at the Prime Minister Office, he highlighted how some media houses and anchorpersons had flourished with the passage of time and how others were wiped out, a source privy to the meeting told Dawn.</p>
<p>When some participants of the meeting told the prime minister that they had blocked many “fake” news items of formal media, the prime minister said that those who did not do journalism on the basis of facts vanished from the market while those who did factual reporting survived.</p>
<p>He said there were many credible journalists and anchorpersons in the media who always did responsible journalism.</p>

<p>Later, at a press conference Special Assistant to the Prime Minister on Information Dr Firdous Ashiq Awan said the government had devised a new media policy under which a due role would be given to social and digital media.</p>
<p>She said Prime Minister Khan encouraged youth to open their YouTube channels so that they could earn by themselves.</p>
<p>The SAPM said a special quota of advertisement was being allocated for the digital media and YouTube channels would be registered with the Press Information Department (PID).</p>
<p>She said owners and reporters of digital media would be given accreditation cards by the PID.</p>

										<content:encoded><![CDATA[<p>Incidents of misbehaving and manhandling of Karachiites, including journalists who are allowed to commute to perform their professional responsibilities, are continuing at police pickets established in various parts of the city to enforce the ongoing lockdown.</p>
<p>II Chundrigar Road is an artery frequently used by journalists, as the offices of several media organisations are located along it. Besides common citizens, journalists who are on their way to office or are going back to their homes from office are at times not allowed to proceed towards their destinations despite the clear directives of the Sindh government and the inspector general of police of the province not to stop those exempted from the restrictions. “For the last few days, police personnel at the police picket established on II Chundrigar Road near the Shaheen Complex have been stopping journalists from going to their workplace or to their homes,” says a senior journalist. “Despite showing our office cards, they [cops] tell us that these are the orders of the SHO not to allow anyone, even those who are exempted from the ban or restrictions, to go through the picket. The policemen often tell us and other journalists to use other routes, instead.”</p>
<p>Various journalist organisations have strongly condemned the imposition of a ban on motorcycle pillion-riding and road blockades for media persons. They have appealed to the chief minister, the provincial police chief and Karachi’s additional IGP to take notice of the situation, but in vain.</p>

<p>KUJ President Ashraf Khan and its General Secretary, Ah­mad Malik along with other elected office bearers of the or­ganization in a joint statement here Sunday said the workers already exposed to extremely difficult condition, due to non payment of their salaries and regular cuts in their allowances, for months have now been subjected to a new problem with dire impact on their pockets.</p>
<p>This, they said was besides the fact that it would also affect their performance and hinder due realization of their professional obligations. <p>Amidst the chaos, Ramiz Raja also took to his official Twitter handle to confirm that Alex Hales is yet to undergo any tests and has self-quarantined himself. Moreover, the cricketer himself has come out on Twitter and has urged the media to stop spreading fake news.</p>

<p>Replying to a tweet from a journalist who had tweeted stating that Alex Hales has been tested positive, the England cricketer looked livid and termed it as a dangerous behavior. “Stop spreading fake news, dangerous behavior,” Hales tweeted.</p>
<p>Alex Hales featured for the Karachi Kings in the PSL 2020 and had left the tournament midway, along with a few other overseas player, amid Coronavirus fears. However, ahead of the semi-finals, which were set to be played behind the closed doors, the PCB decided to call off suddenly.</p>
<p>All the broadcasters and commentators associated with the tournament are likely to be tested now even as it has been cleared by certain media outlets that Alex Hales is yet to undergo any test. “It is an unfortunate scenario. A good and right decision has been made in the end. The news is coming, you people will know more.</p>
<p>“Alex Hales has developed some symptoms and the tests are underway. We, the broadcasters and the commentators are also undergoing tests in the next two hours,” Ramiz Raja said earlier on Tuesday.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: The Pakistan Electronic Media Regulatory Authority (Pemra) issued an advice to all satellite TV channels on Friday over airing of content about World Women’s Day, urging them to realise their “obligation to uphold moral values”.</p>
<p>The advice said all satellite channels must ensure that programmes related to Women’s Day, being observed on Sunday (March 8), conformed to Pemra laws and the Electronic Media (Programmes &amp; Advertisements) Code of Conduct 2015.</p>
<p>The regulator referred to a recent decision by the Lahore High Court that allowed the observance of Women’s Day in accordance with principles laid down in Article 19 of the Constitution.</p>
<p>The article says: “Every citizen shall have the right to freedom of speech and expression, and there shall be freedom of the Press, subject to any reasonable restrictions imposed by law in their interest or the glory of Islam or the integrity, security or defence of Pakistan or any part thereof, friendly relations with foreign states, public order, decency or morality, or in relation to contempt of court, or incitement to an offence.”</p>
<p>The advice recalled that news channels had recently aired controversial content regarding the Aurat March, asking them to refrain from doing so.</p>
<p>“All satellite TV channels/licensees should be mindful of the fact that telecast of such controversial content is against commonly accepted standards of decency as well as religious, social and cultural norms and sentiments of public. Furt­hermore, airing of such vulgar/ inappropriate content is not suitable for viewing on TV channels.”</p>
<p>The National Assembly’s Standing Committee on information and broadcasting gave a unanimous ruling on Thursday that TV channels should desist from airing “indecent and controversial content” contained in slogans and banners related to Women’s Day.</p>
<p>The regulatory authority came under criticism from various quarters earlier this week after a venomous exchange of words between social activist Marvi Sirmed and playwright Khalilur Rehman Qamar during a talk show. The authority issued a show-cause notice to the news channel concerned for airing the altercation live.</p>
<p>Enraged viewers lodged complaints through the Citizens Portal and Pemra’s call centre over projection of banners carrying “indecent slogans” by television channels.</p>
<p>The advice issued on Friday warned TV channels that airing of such content was a violation of Section 20 (1) of Pemra (Amendment) Act, 2007, and the Code of Conduct, 2015.</p>
<p>“All satellite TV channels are advised to refrain from airing such comments and analysis on the subject matter which are against the provisions of laws. Anchorpersons should be careful in selection of words and gestures and avoid putting such questions or comments which are bold or explicit,” the Pemra advice said.</p>
<p>The electronic media regulator advised all channels to install, and utilise, a time-delay mechanism to ensure that inappropriate words were not aired during live programming.</p>

Recently, on a live TV show, Khalil Ur Rehman lost his cool for no apparent reason and started misbehaving with Pakistani journalist, Marvi Sirmed.</p>
<p>The writer was on a talk show to discuss the aftermath of the decision of the Lahore High Court to throw away the petition trying to block Aurat March 2020. He was sharing why he thinks slogans like “mera jism meri marzi” trigger his fragile masculinity.</p>
<p>While speaking up he addressed Marvi Sirmed, a fellow panelist and journalist, saying that when women like her raise those slogans his heart breaks. At this point, from what it appears, Marvi tried to taunt him by saying the words “mera jism meri marzi” and lo and behold, that unleashed the disgusting vitriol from the misogynistic writer.</p>
<p>He called Marvi disgraceful things such as “tere jism mein hai kya?”, “uloo ki pathi” and the good old “bitch“.</p>
<p>All this while, the talk show host kept trying to shut Marvi up and not the abuse that was coming out of Khalil’s mouth. Wonder where PEMRA really is when incidents of actual violence against women are needed to be controlled.</p>
<p><strong>Naturally, Khalil Ur Rehman Qamar giving a gaali has gotten a lot of Pakistanis naturally very angry</strong></p>
<p>For many, feminism may or may not be a thing to support on a personal level but abuse is a line that one never crosses. For a man who claims to be the biggest feminist in the world and fancies himself an intellectual, to go and abuse a woman in such disgusting manner on live TV is appalling, to the say the least.</p>
<p><strong>Finally celebrities found the courage to condemn Khalil Ur Rehman Qamar after his gaali when their silence had been deafening about his behavior in the recent past</strong></p>
<p><strong>A petition to boycott the writer has also begun circulating</strong></p>
<p>Perhaps, banning him could be the only compensation left to all the disgusting behavior he has helped normalize, especially against women.</p>
<p>People also called out TV channels who invite Khalil Ur Rehman Qamar so he can spew gaali and perpetuate his dangerous views for the sake of their ratings</p>
<p>The anchor of the show who did not stop Khalil Ur Rehman from his gaali, is also being questioned for allowing such abuse to go unmuted on live TV</p>
<p>Many are calling actors and channels who are continuing to collaborate with Khalil Ur Rehman despite his dangerous behavior toward women</p>
<p>Sadly, despite the obviously dangerous, uncivilized remarks made by the actor incels and internet trolls are continuing to laud Khalil Ur Rehman Qamar after his gaali showing exactly why he is a dangerous man to be put as an example for society</p>
<p>His behavior has only emboldened more women to proudly chant why they need activities like Aurat March and why they believe in important statements like mera jism meri marzi</p>
<p>Seeing the dangerously misogynistic views being perpetuated by Khail Ur Rehman and the support from industry insiders as well as internet trolls really reveals the depravity of our society, today. The fact that no one could give him a shut up call during the show, or even before when he proudly shared his dangerous views about women, is an evidence of the deep rooted misogyny prevailing in this society. People are finally waking up to his dangerous behavior and calling him out for abusing a woman on TV and it’s high time action is taken against such behavior.</p>

										<content:encoded><![CDATA[<p>PEOPLE want to live in a society where they enjoy freedom of thought and action and can exercise their right to speak out. Unfortunately, there is now an attempt to roll back these fundamental rights. We are witnessing an alarming rise of bigotry in society that is undermining democratic values. The strengthening of religious extremism not only weakens democratic institutions but also divides the country. One such example is the recent suspension of the release of an international award-winning Pakistani film under the pressure of a radical cleric.</p>
<p>The government’s retraction of the permission to screen <strong>Zindagi Tamasha</strong> gave certain religious elements a greater sense of empowerment. The move was yet another blow to the already shrinking freedom of expression. The assertion of authority by religious extremist groups is also manifested in the attempt by a radical cleric to seize control of Islamabad’s Lal Masjid. It brings back memories of the 2007 incident that led to the bloody military operation. The policy of appeasement shows that the government has not learnt any lesson from the past. It is yet another reminder that the state is being held hostage by bigots.</p>
<p>Meanwhile, the demand by some religious groups to ban the <strong>Aurat March</strong> that has become a symbol of struggle for women rights in this country is also an attempt to undermine fundamental rights. Accusing women activists of spreading ‘obscenity’ and ‘vulgarity’, the self-appointed guardians of so-called morality have threatened to stop women’s rights rallies on International Women’s Day to be observed on March 8.</p>
<p>Growing religious extremism presents the biggest threat to freedom of expression.</p>
<p>Leading the pack is Maulana Fazlur Rehman, head of the JUI-F, who has called upon his followers to use whatever means at their disposal against the participants. Ironically, the crafty maulana had recently led a march on Islamabad for the ‘restoration of democracy’. Sadly, many liberals had jumped onto his bandwagon declaring him a ‘champion of democracy’.</p>
<p>Going back to the film produced by Sarmad Khoosat, one of Pakistan’s most acclaimed filmmakers, Zindagi Tamasha premiered internationally last year and had been cleared by the federal and provincial censor boards for release in the country. The film was awarded the top fiction prize at the Busan International Film Festival. But days before it was to hit Pakistani cinema screens, the government gave in to the threat issued by the head of the Tehreek-i-Labbaik Pakistan (TLP), Khadim Hussain Rizvi, the notorious cleric who had recently faced terrorism charges. Its expected release was stopped and the film was sent to the Council of Islamic Ideology for review. It is the first time in the country’s history that a film already passed by the official censors now has to be cleared by a body that has no such authority.</p>
<p>A spokesman for the TLP described the film as being ‘blasphemous’ and threatened to launch a countrywide protest to stop it from being screened. Interestingly, the censor boards that reviewed it twice didn’t find any objectionable content in the film.</p>
<p>Blasphemy allegations are handy tools for bigots who want to silence rational voices. The film has simply depicted hypocrisy in the name of religion. It carries a strong message against the growing intolerance that is now so deeply entrenched in our society. The protest against an internationally acclaimed film is also a manifestation of a regressive mindset that the film itself has effectively portrayed.</p>
<p>These religious bigots are afraid of being exposed. It is alarming that violent extremist elements have gained strength largely because of the weakness of the state. It seems that we have learnt no lessons from the past. Growing religious extremism presents the biggest threat to freedom of expression and the democratic process. Most dangerous, however, is the impunity that some of the violent extremist groups enjoy.</p>
<p>The state’s policy of appeasement has further emboldened radical clerics like Rizvi who was released from detention. He had been arrested for provoking violent protests against the Supreme Court’s decision to free Aasia Bibi who suffered years in jail because of a concocted case of blasphemy against her.</p>
<p>It is intriguing how terrorism cases against him have been dropped. He has now returned to his vitriolic sermons. But the law does not swing into action against him — maybe because of the patronage of some strong elements within the establishment.</p>
<p>Sarmad Khoosat, his family and team have reportedly been subjected to threats and bullying by TLP goons. In an open letter to the prime minister, the renowned filmmaker who has been associated with the Pakistani film industry for over two decades described the torment he was going through.</p>
<p>Khoosat rightly pointed out that “like any other film, made in any other part of the world, Zindagi Tamasha is a reflection of its setting”. But there has been a deafening silence from the government over the ordeal of the brilliant artist who has won laurels for the country through his work.</p>
<p>The tacit ban on the screening of Zindagi Tamasha is hardly an isolated instance. It is a manifestation of a larger problem of shrinking space for rational and progressive voices. There is strong resistance from right-wing groups to any move that is intended to shake up the existing order. While there is unannounced censorship on progressive literature, the religious extremists have been given a free hand.</p>
<p>It’s such a pity that a film that has earned international acclaim cannot be watched at home. Banning films is a manifestation of a culture that is afraid to face the truth. We have a long history of suppressing dissenting views perceived as posing a threat to the prevailing order. The space for reason and freedom of expression is further shrinking thanks to growing authoritarianism and rising bigotry in society.</p>
<p>Democracy cannot exist without freedom of expression and equal rights for all segments of society. There is a need for a joint effort to deal with this rising menace that threatens the national fabric.</p>

<p>Addressing a function in connection with role of religious scholars in reformation of the society, she said that fake and baseless news caused destruction of various societies. The government, she said, kept the interest of the State far superior than its own interests. “National interest was linked with national narrative which needed to be promoted and protected by all stakeholders including media,” she added. She said that there was a need to discourage fake news in larger national interest.</p>
<p>The SAPM said current age was the era of mass media and information technology and now wars were fought and won through media offensives instead of conventional armies. She said that the present government under the leadership of Prime Minister Imran Khan fully believed in the freedom of expression and empowering the media as an important pillar of the state and engaging it as a partner in journey towards prosperity.</p>
<p>She said that social media was a tool which could be used for promotion of national narrative but at the same time it could also be used for disrupting socio-economic values of the society.</p>
<p>She said that the news channels get advertisements on the basis of their ratings and for this purpose, some indulged in sensationalisation of issues. Stating that media industry witnessed great growth in the country, she said profit was right of every business owner but that has to be done by following rules and regulations.</p>
<p>She said out of total volume of advertisements, the public sector share was only 15 percent but when an employee of the media house was sacked the government was held responsible for this act of the management of any media house by stopping its advertisements which was totally a wrong notion.</p>
<p>Meanwhile, Dr Firdous Ashiq Awan Monday said Prime Minister Imran Khan is determined to check inflation and provide relief to the masses. In a series of tweets, she said fruits of practical steps towards that end have started reaching the masses. She said that according to the Consumer Price Index, the prices of food items have significantly come down.</p>

I asked the journalist/anchor to come into my office, sit and talk about the matter. I asked him multiple times that what the matter is and why he is behaving like that. But instead of responding and telling about the issue, he kept on shouting and misbehaving. However, I managed to bring him in my office room. He, along with all his companions came in my office. The person in police uniform, on instructions of said journalist/anchor, locked the door of my office from insides and asked the persons in police uniform to stay alert with weapons at the door inside.”</p>
<p>Then the incident report explains the cause behind this fuss. The anchor had been fined after his allegations aired on TV relating the corruption of a provincial minister turned out baseless. Instead of availing legal remedy, the anchor attacked at Pemra office holding its officials hostage. In the next excerpt, Ikram Barkat explains what the anchor did there.</p>
<p>“It is also pertinent to mention that the said journalist/anchor used/took names of high officials of Pemra including the chairman and tried to give an impression that as if they all are his subordinates and would act as per his wishes as he has been doing a lot for them in the past. There are many things in conversation which I even cannot report in order to protect dignity and honor of the organisation and higher posts; however, I can inform everything in person. Moreover, the journalist/anchor used/took names of higher officials of all the important security agencies, armed forces, higher judiciary etc. and tried to give an impression that he is very influential and he also got the support of all the named institutions. This was all done just to pressurise the Pemra officials and to get the order of COC (Council of Complaints) withdrawn. He also told us that he has powers given by the Honorable Supreme Court of Pakistan to seal any premises and office and he had the seals available in his vehicle to doso. For confirmation, he just asked his companions to endorse his point of view which was duly endorsed by them. For reference, he quoted an incident where he sealed a hospital for three days. He also asked about cell number of chairperson of council of complaints. He further said that it is in his hand to revalidate the appointment period of council members and he will see whether their tenure is to be revalidated or not. He also kept on asking us that what is our opinion in this matter i.e. whether to revalidate their tenure or not?”</p>
<p>The incident report of Ikram Barkat, Regional General Manager of Pemra Lahore continues: “I along with my officers faced all this for almost three hours. Lately, the said journalist/anchor went apologetic (which was also in a threatening way) and asked for forgiveness if anything was felt by the present officials of Pemra. He sent his boy to bring refreshment (Pizzas) for Pemra officials as a goodwill gesture which his boy brought which was half-heartedly served to available Pemra staff. After that he left office at around 6pm saying us to withdraw the order or to issue corrigendum.”</p>
<p>After leaving the place, the anchor called again to Ikram Barkat, according to the incident report. “During conversation he again talked few mixed and ambiguous things and categorically asked me ‘Maza aya aaj.’ Some of the conversation of the event (both audio &amp; video), recorded through mobile phones are also enclosed for ready reference in a USB.”</p>
<p>The above-reported excerpts are not my brainwork but the quotes from incident report submitted by Ikram Barkat to Pemra chairman. Instead of taking action on it, he is dismissive when the same has been reported by this correspondent. The News stands by its story.</p>

<p>Pemra is a public office organisation which deals with general public and stakeholders on daily basis, said a press release. Influx of general public in Pemra offices is enormous and an incident on February 13 as reported by the section of media is outcome of mere misunderstanding.</p>
<p>The news item is exaggeration and devoid of facts and conversation between the Pemra high official and the anchor person was totally concocted. Pemra and its councils of complaints work independently for implementation of Pemra laws and code of conduct of 2015. Any content carried by the private television channels repugnant to Pemra laws is evaluated after providing ample opportunities to the licence-holders for their defence.</p>
<p>Councils of Complaints are recommendatory bodies, having representation from civil society, legal fraternity and academia. All complaints pertaining to violations of the code of conduct as well as Pemra laws are entertained at this forum and appropriate penalties are recommended which are subsequently approved by the chairman of the authority under the delegated powers.</p>
<p>No aggrieved person or party should take any decision of the authority as personal victimisation at all as the objective was to sensitise the licencee so that such violations are no repeated in future and the trend of allegations against individuals and spreading fake news is discouraged.</p>

As the hostage-taking was in progress, Regional General Manager of Pemra Lahore came out of his room to request the annoying anchor to come and sit with him to discuss his grievance if there is any. The anchor followed RGM to his room, ordered his police guards to lock it from inside and stay alert with the weapons. Finally, RGM was also made hostage along with his two guests. It was from there, the anchor rang to a top Pemra official in Islamabad. As the call was connected, the anchor turned on speaker of his phone. “Do you want to continue your job or not,” the anchor asked the top official. “Yes, I want to continue,” was the reply. Second question, “If I ask you to delegate me all of your powers, whether you will do that or not.” The answer, “I will do that.” Third question, “If I put your phone on hold for an hour, if you will wait for me or disconnect the call.” The answer, “I will wait.” This followed requests from the top official who wanted the anchor to forgive Pemra and that the action taken against him was just by mistake. The top official further promised that he will visit Lahore to personally apologise from the anchor. The conversation ended after this reassurance and Lahore Pemra RGM was silent spectator during this course of crisis. For a background, Pemra’s Council of Complaints had fined the anchor Rs500,000 while taking action on the complaint of two provincial ministers. The anchor had alleged them of corrupt practices in his TV programme but failed to prove. Pemra chairman had approved the decision of fine and it was delivered to the anchor on the day he attacked at Pemra office in retaliation instead of seeking any legal remedy against the decision. <p style="padding-left: 60px; text-align: right;">اس فیلوشپ پروگرام میں دو ورک شاپس منعقد کی جائیں گی اور اس کے ساتھ ادارتی اور تکنیکی تعاون بھی دیا جائے گا تاکہ میڈیا کارکنان کی حفاظت پر ،اخلاقی ، قانونی ور پیشہ ورانہ صحافت کے بہتر ین معیار  کے مطابق رپور ٹس تیار کی جائیں۔منتخب افراد میں سے ہر فرد کو فیلوشپ پروگرام کے دوران چھ رپورٹس تیار کرنا ہوں  گی۔ان افراد کو زیادہ ترجیح دی جائے گی جو صحافیوں کو قتل یا زخمی کیے جانے کے مخصوص واقعات پر تفتیشی رپورٹنگ کریں۔</p>

<p>Pakistan Press Foundation (PPF) has issued a call for applications for Fellowship program on<br />
Media Safety and Impunity in Pakistan.</p>
<p>The fellowship program aims to promote freedom of expression by providing support to media professionals to produce stories related to issues on Media Safety and Impunity.</p>
<p>The fellowship programs will include two capacity building workshops as well as editorial and technical support to produce reports on safety of media practitioners that meet professional, ethical and legal best practices in journalism. Each selected fellow will have to produce up to six stories during this fellowship program. Preference will be given to fellows who will commit to investigating impunity for specific cases of journalists killed or injured.</p>
<p>Selected fellows will be paired with senior journalist who will act as fellowship editor during the period of fellowship program.</p>
<p>Journalists having minimum experience of three years working for print, television, radio and online media can apply for the fellowship program.</p>
<p>The criteria for journalists from Baluchistan, Districts that were formally in FATA, Gilgit-Baltistan and Azad Kashmir may be relaxed for otherwise qualified applicants. Female journalists are encouraged to apply.</p>
<p>The duration of the fellowship is three months and the amount for the fellowship is sixty thousand rupees.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: An additional district and sessions judge of Islamabad on Friday issued non-bailable warrants of arrest for TV anchorperson Mubashir Luqman in a criminal complaint filed against him by Anwar Aziz, father of ex-minister Daniyal Aziz, for allegedly using slanderous language.</p>
<p>The court also issued arrest warrants for Luqman’s guarantor Rehan Ishfaq as Luqman who was on pre-arrest bail in this matter remained absent in three consecutive court hearings.</p>
<p>Additional district and sessions judge Sikandar Khan was hearing a criminal complaint filed by Aziz against Luqman for allegedly using slanderous and contemptuous language.</p>
<p>In a broadcast, Luqman passed certain remarks against the personal life of Aziz in 2016.</p>
<p>In response, Aziz filed a criminal complaint against anchorperson seeking action against him under the Pakistan Penal Code.</p>
<p>Luqman was attending the court proceedings, however, since he remained absent for three consecutive dates, the judge issued arrest warrants for him as well as against his guarantor. The court issued the non-bailable arrest warrants for them through station house office (SHO) police station Kohsar.</p>
<p>The court put off further proceeding till Jan 22 and directed the Kohsar SHO to produce Luqman on the date. The court warned the SHO for legal proceeding if the warrants were not executed.</p>

										<content:encoded><![CDATA[<p>Senior journalist Lubna Jerar Naqvi said the race in releasing news as soon as it breaks has resulted in misinformation.</p>
<p>Addressing a discussion on fake news and the legal repercussions for media organisations that generate fake news, organised by the Coalition for Women in Journalism (CFWIJ) at the Karachi Union of Journalists&#8217; office, Naqvi said: &#8220;The use of the term (fake news) is wrong. This means that the content is fake — the right term to use is misinformation or disinformation.&#8221;</p>
<p>According to a press release issued on Friday, CFWIJ global coordinator Luavut Zahid and researcher Rabia Mushtaq had organised the discussion with Naqvi and Supreme Court Advocate Shoaib Ashraf.</p>
<p>Naqvi said that in Pakistan the issue stems from the need of local newsrooms to break the story first.</p>

<p>&#8220;Journalists are constantly trying to find stories that can captivate attention. The race towards breaking news first has resulted in many releasing information before it has been confirmed. This is just bad journalism.</p>
<p>&#8220;Don’t chase breaking news, chase good journalism,&#8221; she said, adding that people were gradually understanding that verification is &#8220;extremely important&#8221; and &#8220;finding news is not good enough&#8221;.</p>
<p>&#8220;It is the duty of the journalists to filter content to ensure that no misinformation is being released,&#8221; she said and added that such checks just take minutes.</p>
<p>&#8220;If journalists fail to properly verify news they can lead themselves, and their organisations, into disaster,&#8221; Naqvi explained.</p>
<p>Meanwhile, Ashraf explained the four applicable laws in relation to fake news and misinformation or disinformation.</p>
<p>&#8220;Pemra [Pakistan Electronic Media Regulatory Authority], Peca [ Pakistan Electronic Crimes Act], Pakistan Penal Code 499 and the defamation law deal with cases of liable, slander, defamation, and misinformation/ disinformation. Under these laws, criminal proceedings can be applicable.&#8221;</p>
<p>Ashraf highlighted that misinformation spreads because it attracts attention.</p>
<p>“It’s sometimes information that people want to believe.&#8221;</p>
<p>He explained that being ignorant of the law does not absolve any journalist of responsibility for the content they have created.</p>
<p>CFWIJ Global Coordinator Luavut Zahid added that clickbait travels faster and lives longer.</p>
<p>&#8220;In the past, we have seen examples of hoaxes or misinformation spreading like wildfire but their clarifications didn’t see the same kind of popularity. This is why it’s important to go through the process of verifying news before it is released,&#8221; she said.</p>
<p>The discussion was followed by a question-answer session with journalists in attendance.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: A local court on Friday ordered registration of FIR against the production team of a television drama serial for alleged fraud and theft of valuables.</p>
<p>Additional district and sessions judge Abdul Ghafoor Kakar gave the order on the application filed by producer Nosheen Agha.</p>
<p>The case will be registered against actress Hina Altaf, actor Agha Ali, director production Sohail Iftikhar Khan, and production manager Gul Zaib Nawaz under sections of Pakistan Penal Code related to fraud for violating the contractual obligations and abandoning the television serial halfway.</p>
<p>According to the complaint filed by Nosheen Agha, she had paid Rs1.45 million to the actress, actor and production team for producing a television serial for Pakistan Television.</p>
<p>Agha’s written complaint states that under the contract she signed with the television actors and production team they were supposed to work for the television drama from Nov 3 to 23 as she had booked rooms for them in guest houses of sector F-6 and F-7.</p>
<p>However, on Nov16, Hina and Ali left the set without any prior notice and also took away Rs12 million which the complainant had paid as their remuneration for their work.</p>
<p>On Nov17, Sohail Iftikhar and Gul Zaib Nawaz also ran away along with drama script, contract agreement, video shoots and other valuable items.</p>
<p>Husnain Haider advocate, counsel for producer Nosheen Agha said that the Kohsar police SHO had refused to register the FIR against the production team.</p>
<p>Judge Kakar heard the arguments and observed that “perusal of allegations leveled by the petitioner in the application reveals that a cognizable offence is made out of those allegations. Under section 154 of CrPC the SHO is under statutory duty to register the case if a cognizable offence is made out of the contents of the information/application filed.”</p>
<p>Subsequently, the court accepted the petition and directed the SHO “to register FIR as per allegations of the petitioner and thereafter investigate the matter in accordance with the law.”</p>
<p>Actor Ali Agha reportedly had already denied the allegations and claimed that the producer had shared half truth.</p>
<p>“No one has left the shooting spell. There were at least more than 40 people on the set including the actors, DOPS, technical staff and other crew members who were not paid on time. Everyone gave her a favor and we all kept working till the situation got worsened,” he said.</p>
<p>The actress had also shared similar views saying: “Nothing of this sort has happened – and I have screenshots of my conversation with her which I can reveal to media when is needed.”</p>

<p>The minister alleged that after pushing the country deeper into crisis, Shahbaz was partying in London these days.</p>

										<content:encoded><![CDATA[<p>Media and human rights groups including IFEX members condemn Pakistan&#8217;s decision to prevent the entry of Steven Butler, who was scheduled to speak at a human rights conference</p>
<p>On 17 October the Committee to Protect Journalists (CPJ) Asia Program Coordinator Steven Butler was refused entry into Pakistan, despite having a valid visa. Butler was told by airport authorities in Lahore that his document was voided because his name was “on a stop list of the Interior Ministry.”</p>
<p>Butler was expected at the Asma Jahangir Conference, the largest annual gathering of human rights advocates in Pakistan. The conference is named in honour of the prominent activist who campaigned for women’s equality, due process, and the strengthening of democratic institutions. This year’s theme is the promotion of “a more tolerant and democratic South Asia.”</p>
<p>CPJ’s executive director Joel Simon described the decision by Pakistani authorities as “a slap in the face to those concerned about press freedom in the country.” He asked authorities to provide a full explanation of their decision to bar Butler and correct this error.</p>
<p>Owais Aslam Ali, secretary general of the Pakistan Press Foundation (PPF), pointed out the irony that Pakistani officials have in fact been quoting CPJ reports in recent months about the impact of the communications blackout and other media restrictions in India-occupied Kashmir. He echoed the warning of other media groups that the action by immigration authorities will damage the image of Pakistan as a country committed to respecting freedom of the press.</p>
<p>Brad Adams of Human Rights Watch (HRW) called Butler’s deportation “alarming” and urged the Pakistani government to “reverse the decision and take urgent steps towards providing an enabling environment for free expression.”</p>
<p>Butler himself points to the bigger issue: “It would be speculative for me to say why I was stopped. In any case, local journalists bear the brunt of the crackdown. It’s certainly getting worse for them.”</p>

										<content:encoded><![CDATA[<p>PESHAWAR: The satellite TV channels and FM radios continue to promote quackery despite directives by Pakistan Electronic Media Regulatory Authority (Pemra) not to air health-related advertisements without permission of the government.</p>
<p>Even some mainstream satellite Pashto channels air such programmes in which the unqualified doctors offer treatment for all ailments.</p>
<p>The homoeopaths have become radio jockeys for music and entertainment programme during which they take phone calls of people and advise them cure for diabetes, infertility, obesity, prostrate and other chronic sicknesses besides acting as salesmen to seek market for beauty products.</p>
<p>HCC asks Pemra to take action against such channels</p>
<p>The directives issued to all TV and radio channels on July 30 by Pemra have fallen on deaf ears as promotion of unqualified medical practitioners are in full swing. These channels and radios conduct interviews with unqualified doctors, mostly homoeopaths, who also take live calls from the listeners and advise them treatment. They also tell the addresses of their clinics.</p>
<p>The Pemra’s letter says that some satellite TV channels and FM radio stations are broadcasting advertisements pertaining to various healthcare services, some of which fall under quackery as they are not even registered with Khyber Pakhtunkhwa Health Care Commissions.</p>
<p>All Pemra licence holders are obliged to ensure that all advertisements are in conformity with the laws for the time being enforced under clause 14(1) of Electronic Media (Programmes and Advertisements) Code of Conduct, 2015.</p>
<p>A licence holder is also responsible, under clause 14(5) of the code, to ensure that no health-related advertisements are aired without permission of the federal or provincial governments.</p>
<p>The instructions by Pemra came in response to a complaint lodged by KP HCC on July 8 wherein it asked to check such illegal and unethical promotional tactics by the channels and radios to safeguard the people from health hazards.</p>
<p>The HCC was established under Khyber Pakhtunkhwa Health Care Commission Act 2015 to regulate health services in both private and public sectors. “It has also been mandated to make provisions for safe and high quality healthcare services to the people of the province,” said the HCC’s letter.</p>
<p>It is mandatory to provide a mechanism for banning quackery in all its forms and manifestations and to establish the writ of the government of Khyber Pakhtunkhwa.</p>
<p>“As per section 12 (2) of the law a private healthcare establishment shall not provide healthcare services without being registered,” it said.</p>
<p>According to it, as per section 2 (i) of the Act, healthcare establishment, means a hospital, diagnostic centre, blood bank, nursing home, maternity home, medical, dental, homeopathy, Tibb, acupuncture and physiotherapy clinic or any other premises or conveyance that is wholly or partly used for providing healthcare services in public and private sectors and is declared by the commission as a healthcare establishment.</p>
<p>The HCC has asked Pemra to issue directives to the respective channels to check their registration with the former before broadcasting them.</p>
<p>HCC chief executive officer Azaar Sardar told Dawn that it was the responsibility of Pemra to stop such illegal advertisements and ensure that they did not cause harm to people’s health.</p>
<p>“We will again remind the authority to take action because it is our duty to check unlawful practices,” he said.</p>

										<content:encoded><![CDATA[<p>KARACHI: The Pakistan Electronic Media Regulatory Authority (Pemra) Chairman, Muhammad Saleem Baig, on Tuesday met delegations of the Pakistan Advertisers Society and the Cable Operators in Karachi, assuring them of full support to resolve the media industry&#8217;s issues.</p>
<p>The participants lauded the measures taken by the Pemra for improvement of the media industry and assured their cooperation for elimination of unethical Indian content and advertisements, the Pemra press statement said.</p>
<p>During the meeting, the Pemra chairman assured that the persisting issues of the media industry will be resolved. He appreciated the efforts of cable operators, TV channels, and the PAS in abiding by the apex court decision regarding the Indian content. Baig stressed the need for the increasing the broadcast of public service welfare messages to create awareness among the masses about different social issues so that a more vibrant and a responsible society could be established. During the meeting, the delegation of cable operators apprised the chairman about their problems and assured the authority that in compliance with the Supreme Court orders they will not air the Indian content.</p>
<p>Pemra chairman Saleem Baig said all-out efforts would be made to resolve the issues between cable operators and the K-Electric Company, adding that all genuine demands of the operators would be fulfilled.</p>
<p>Pemra Director-General Operations Muhammad Farooq, Director General Admin Haji Adam, Regional Manager Ashfaq Jumani, General Manager Operations, Media and Public Relations Muhammad Tahir and Secretary Authority Fakhruddin Mughal accompanied the chairman during the meetings.</p>

										<content:encoded><![CDATA[<p>ISLAMABAD: The National Assembly’s Standing Committee on Information and Broadcasting on Monday discussed various issues, including bans and censorship on the electronic media by the Pakistan Media Regulatory Authority (Pemra) and the proposed ‘media tribunals’.</p>
<p>The committee expressed concern that Pemra was unable to maintain effective control on private channels, due to the absence of a solid policy.</p>
<p>Pemra chairman Saleem Baig told the committee that action was not taken unilaterally, but on the basis of reports filed by the Council of Comp­laints. He explained that of the fines amounting to Rs15 million imposed on various satellite channels for violations over the past six months, only Rs1m had been received as the channels had obtained stay orders from courts and filed appeals.</p>
<p>The committee directed Pemra to come up with proposals to remove lacunas in the existing legislation to streamline the system of private media channels.</p>
<p><em>Ministry told to introduce legislation for job security of media persons</em></p>
<p>Additionally, it directed that the relevant ministry must support Pemra in the timely compensation of aggrieved media persons as it was reported that a large number of media persons had lost their jobs. The information ministry was told to introduce effective legislation to provide job security to media persons.</p>
<p>Since the committee chairperson Mian Javed Latif, who belongs to the opposition PML-N, was on leave, Javeria Zafar Aheer of the ruling PTI presided over the meeting.</p>
<p>There was only a brief discussion on agenda item number five — stark violations of freedom of expression, as enshrined in the Constitution, by Pemra — and agenda item number six — banning and censorship of political leaders’ narratives and activities.</p>
<p>The committee members belonging to opposition parties severely criticised the proposed ‘media tribunals’.</p>
<p>Maryam Aurangzeb of the PML-N said the committee members were not in favour of media tribunals and added that it was the responsibility of the committee to ensure the protection of the rights of journalists. She said Maryam Nawaz was a citizen of Pakistan but her public gatherings were not given airtime, allegedly under Pemra’s directives.</p>
<p>She sought a briefing on PTV reforms announced by former information minister Fawad Chaudhry. Offi­cials agreed to give an in-camera briefing on the matter at the next meeting.</p>
<p>Dr Nafisa Shah of the PPP expressed annoyance over non-issuance of production orders for committee members Asif Ali Zardari and Khawaja Saad Rafique, saying the NA speaker should not interfere in the affairs of house committees.</p>
<p>The meeting was delayed by around 35 minutes and soon after it got under way, Engr Usman Khan Tarakai pointed out that the draft bills had not been received in time. “We need time to prepare for the meetings and this is only possible after a thorough reading of the documents,” he said.</p>
<p>Before the committee could discuss the items on the agenda, Dr Shah protested that the committee meetings had been delayed only to avoid the issuance of production orders for Mr Zardari and Mr Rafique.</p>
<p>The committee deferred the first agenda item — the Pakistan Broad­casting Corporation (Amendment) Bill), 2019 — till the next meeting, after a brief discussion.</p>

<p>Besides the Declaration outlined ways and means to further strengthen these bonds among the participants and those who would participate in future events. The organizers expressed their willingness to hold these forums across the Islamic world. Almost all speakers at the 5th Forum noted the necessity for further close coordination between Russian and foreign Muslim journalists to counter the spread of false information.</p>
<p>In this regard, they called on the mass media to firmly adhere to the principles of journalistic ethics, carry out their professional duty honestly and impartially, which is in line with the provisions of the Global Charter of Ethics for Journalists, adopted in Tunisia in June 2019.</p>
<p>The 5th International Forum of Journalists and Bloggers was held on the 26-27 September, 2019 in St Petersburg. It was organized by the Group of Strategic Vision “Russia – Islamic World”.</p>
<p>The arrangements for organizing such a high-level interaction were excellent and all the participants expressed their gratitude to the organizers as well as the Russian Federation. The Forum was attended by more than 50 foreign and Russian journalists representing the world famous mass media, international experts in the field of information and high-ranking Russian and foreign officials.</p>
<p>Deputy Chairman of the Group of Strategic Vision “Russia – Islamic World”, Doctor of Political Science F.M. Mukhametshin made a speech at the opening of the plenary session “The Impact of the Media on Public Opinion and International Agenda”. The participants of the Forum warmly welcomed President of the Tatarstan Republic, Chairman of the Group of Strategic R.N. Minnikhanov and Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation I.M.-S. Umakhanov.</p>
<p>The Declaration said three thematic sessions were organized within the Forum: “Information-Psychological Wars and their Impact of Public Opinion”, ““Fake News”: Response and Counteraction Strategies” and “Freedom of Journalism in the Context of Human Rights and Information Security”, where both foreign and Russian participants took part, followed by a broad discussion of the most pressing media issues.</p>
<p>It said the Forum participants listened with great interest to the reports of Director of the UN Information Centre in Moscow V.V. Kuznetsov, the First Deputy Director General of TASS M.V. Kalmykov, Deputy Director of the Department of Information and Press of the Ministry for Foreign Affairs of the Russian Federation A.A. Kozhin, Special Coordinator of the Ministry for Foreign Affairs of the Russian Federation on the Political Use of Information and Communication Technologies E.V. Chernukhin.</p>
<p>The Forum participants noted that politicized actions in the West often lead to increase in tension and escalation of conflicts in different parts of our planet, resulting in deepening of split in the world on ethnic, confessional and other grounds. Some Western powers often use the mass media to impose their selfish agendas and manipulate public opinion, it added</p>
<p>The Forum participants fully supported the ideas set forth in the article by Minister for Foreign Affairs of Russia S.V. Lavrov “World at a Crossroads and a System of International Relations for the Future”, published ahead of the 74th session of the United Nations General Assembly (the text of the article was distributed to the participants on the eve of the Forum), the Declaration said. The Forum participants highlighted the fact that Russia together with states of the Islamic world can make a significant contribution to the improvement of both political and spiritual situation in the world because their positions on topical international and regional issues are close or even the same, said the Declaration.</p>
<p>It added the Forum participants stated the importance of ensuring security in the field of information technologies and developing the legal and regulatory framework in this area. Besides, there was noted the increasing need for verification of the information disseminated, taking into account significant growth in the number of so-called “fake news” in the world, which in some cases directly threatens the national security of sovereign states and the stability of the world as a whole.</p>
<p>The Forum participants advocated the need to develop a complex programme for prevention and identification of extremist and radical ideas in information space (mass media, blogging, social networks), as well as the rules of Internet use. There was made a decision to continue the practice of organizing annual media forums, as well as holding separate regional and country events on this issue, the Declaration concluded.</p>

The Council of Complaints, Khyber Pakhtunkhwa in its 76th meeting held on Thursday under the chair of Dr Yar Muhammad Maghmoom Khattak at PEMRA Regional office, Peshawar recommended issuing warning to various TV news channels for violating PEMRA Code of Conduct 2015 on the complaints received through Pakistan Citizen Portal. The council also recommended cancellation of three cable TV licences due to non-operational. Other council members including Hifzul Haq Kakakhel, Hashim Raza Advocate, Liaqat Ali Khan, Dr Salma Shaheen, Bushra Farrukh and Rahat Ali (Regional General Manager and Secretary to the Council) were also present in the meeting.<em> </em></p>

<p>On the second day of the 5th International Forum of Muslim Journalists and Bloggers, speakers noted that social media, particularly Facebook, Whatsapp and Twitter, was being used to speared disinformation which has a devastating impact on the target communities.</p>
<p>They particularly blamed Western media and states for using fake news as a tool to achieve their nefarious designs. Such tactics have led to turmoil, rioting and even wars claiming so many human lives.</p>
<p>The speakers also condemned Western media for spreading Islamophobia among their own communities and fanning hatred towards Muslims which has led to a surge in supremacist movements in the Western countries.</p>
<p>It was a wonderful experience to interact with senior journalist, bloggers and social media practitioners drawn from across the Muslim world.</p>
<p>Ambassador Extraordinary And Plenipotentiary of the Russian Foreign Ministry, Veniamin Popov said Russia is as much a part of Christian world as that of Islamic world, adding that there are over 20 million Muslim citizens in Russia.</p>
<p>Deputy Chairman of the Group of Strategic Vision “Russian-Islamic World”, Farit Mukhamershin, announced at the conclusion of Friday’s proceeding that the Group was willing to hold similar Forums across the Muslim world with an objective to find out ways and means to effectively monitor the use of malicious propaganda by the West through the social and mainstream media. “We have to speed up our efforts to eliminates the destructive effects of fake news,” said Farit, who is also Deputy Chairman of the Committee on International Affairs of the Federation Council of the Russian Federation.</p>
<p>Earlier speaking at the Forum, Jordanian delegate said the menace of fake news was at work unchecked, and social media was littered with it. “It is not only at play in the West but also in the Middle East and Arab lands, and of late in Syria &#8211; that could be termed as the worst example”, he added.</p>
<p>All information meant to be provided to the public must be checked for reliability and credibility, he said. Every government and administration is duty bound to ensure that information reaching the people is checked before its release, he added.</p>
<p>Citing an example from his own country, Indonesian delegate Kartika Sari said fake news led to division of the Indonesian nation at the time of elections. Such was the havoc that social media’s misuse could cause, he said, adding that the fake news must also be checked at newspapers, radio and television networks. “It is about time we in the Muslim world put our heads together and explore possibilities of stopping the use of fake news,” he concluded.</p>
<p>Lebanese delegate, Gassan Rifi was of the view that fake news through social media was being spread to divide people.</p>
<p>“A lot of fake news are being spread about the role of Russian military in foreign countries as well as Moscow’s foreign policy. All such reports lack even Russian point of view”, he said.</p>
<p>The Lebanese delegate went on to say that the United States was trying to strengthen its grip over the Middle East and it was Russian responsibility to check it before the balance of power tilts in favour of Americans.</p>
<p>Rifi said the US was trying to establish that it alone can ensure peace and prosperity across the world. “Russia must come forward to challenge this approach of American Administration.”</p>
<p>He was of the view that people in the Muslim world must learn Russian language and Russians must learn languages spoken in the Muslim world. An organisation must be setup to assign this responsibility, he proposed. Malaysian delegate, Abdul Jalil Hamid referred to a statement of the Russian Foreign Minister having said that the world was at a crossroads and added that he totally agreed with the minister’s observation.</p>
<p>He observed that there were biases and hatred against Islam, and Muslims were being projected as terrorists and extremists. “The question is where do we go from here?” It is need of the time that Russia and Islamic world act together and enhance their cooperation, especially in the field of journalism.</p>
<p>Mr Hamid lauded the idea initiated by Prime Minister Imran Khan to set up a television channel by Pakistan, Malaysia and Turkey. He was of the opinion that such initiatives alone would help send the message of peace and tranquillity from the Muslim world to the world at large.</p>
<p>Iranian delegate, Mohamed Marandi said the “unipolar world project” had failed but Western media was still very powerful because of its wealth.</p>
<p>He said tools like Facebook and Twitter were being used to further West’s agenda, adding that “we have to develop a system to control and check spread of fake news”.</p>
<p>Marandi said West had unleashed negative propaganda against Iran but Tehran was progressing in the field of military and recent downing of America’s most sophisticated drone was a proof. Also, Iran had been monitoring American naval fleet movement in the Persian Gulf from a very close distance which shocked the Americans, he added.</p>
<p>Kuwaiti delegate, Samira Frimche said misuse of social media had become a real threat to the world and called for taking action before it was too late. She was of the view that youth were falling a victim to the social media lies at a rapid speed.</p>
<p>Citing an example she said what was termed as the Arab Spring turned out to be chaos and it lead to destruction. She said fake news was still being practiced in Kuwait but it was encouraging to have laws in place to check and govern the social media. Samira urged all Muslim countries to bring legislations to effectively check spread of fake news in their territories. She added that Russian Federation must rise to the occasion and play its role in this critical field.</p>
<p>Mohamed El-Naureen Mohamed El-Nur of Sudan said modern technologies should be applied to check use and spread of fake news. He called for shutting down at the websites spreading negative propaganda and fake news.</p>
