On April 11, the family of slain journalist Zakir Hussain, also known as Shan Dahar, alongside representatives from a media rights organisation, demanded a new investigation into his murder. At a press conference held at the Karachi Press Club, they called for the immediate arrest of the suspects who have evaded capture for over a decade.

During the press conference, Zakir’s sister, Fauzia Dahar, accompanied by Safe Journalism activists Adil Jawad and Waqar Soomro, accused the Larkana police of misconduct. They alleged that the police facilitated suspects Irfan Brohi and Amir Zehri by orchestrating a “dramatic arrest” despite knowing about their pre-arrest bail.

On April 2, Larkana police announced the arrest of Irfan Zehri Brohi, a suspect in the Dahar’s murder case. According to media reports, Irfan, who had been declared an absconder and proclaimed offender in the case, was arrested in a raid near Darra crossing by Badah Station House Officer (SHO) Abdul Ghafoor Chutto.

On April 10, the Governor of Sindh Syed Nehal Hashmi and Chief Minister Syed Murad Ali Shah underscored the paramount importance of the Constitution of Pakistan on Constitution Day, describing it as a symbol of the nation’s survival, security, and unity. In their messages, both leaders stressed that adhering to and protecting the Constitution is a national duty for every Pakistani, with no room for compromise.

Governor Hashmi elaborated on the significance of the 1973 Constitution, which he said guarantees fundamental rights, including freedom of expression and religious freedom. He highlighted the Constitution’s role as a cornerstone in establishing a democratic governance framework within the country. “The protection of the Constitution is a national duty of every Pakistani, and there can be no compromise on it,” he asserted.

Further, Governor Hashmi emphasized the importance of the rule of law and compliance with constitutional limits as essential for sustainable development and stability. He also pointed out the critical role of equipping the youth with information technology skills and modern education, which he termed key pillars for building a prosperous future.

In his message, Chief Minister Shah recalled the contributions of Shaheed Zulfikar Ali Bhutto, who he credited with providing the nation with a unanimous, democratic, and Islamic Constitution. He reaffirmed the Pakistan Peoples Party’s commitment to the supremacy of the Constitution.

Both leaders also voiced the necessity of national unity for upholding the constitutional mandate and achieving economic stability. Governor Hashmi assured that the federal government would persist in its full support for the development and progress of Karachi and all districts across Sindh.

On April 11, the Jinnah Convention Centre (JCC) in Islamabad transformed into a hub for journalists, as it facilitated extensive media coverage of the peace talks between the United States and Iran. Over 50 journalists from various countries gathered at the venue, highlighting the global importance of the negotiations.

Deputy Prime Minister and Foreign Minister Ishaq Dar stated that Pakistan had ensured visa-on-arrival facilities for journalists from the US and Iran. The coverage was further supported by a fully equipped media centre at the JCC, featuring high-speed internet, modern computing stations, and advanced printing facilities.

Some journalists reported internet connectivity issues, following which Federal Minister for Information and Broadcasting Attaullah Tarar announced facilities for seamless coverage through comprehensive facilities at JCC.

Tarar emphasized the strategic placement of the JCC near Islamabad’s high-security Red Zone, which allowed convenient access to key venues related to the talks.

An initial draft of the Punjab Online Safety Act 2026, aimed at tackling increasing issues of harassment and blackmail on social media, has been prepared. This legislation will soon be presented in the Punjab Assembly for approval, announced Punjab Chief Minister Maryam Nawaz on April 10. In conjunction with this, a dedicated Punjab Cyber Crime Unit will be established.

During a meeting, Chief Minister Nawaz highlighted the government’s initiatives, which include setting up special mobile units to assist minors in reporting online harassment and blackmail incidents without needing to visit police stations. Additionally, a virtual police station and the ‘PKM’ mobile application will enable victims, particularly women and children, to lodge complaints while maintaining their anonymity.

Chief Minister Nawaz also shared that a Cyber Patrol Wing and a Cyber Police Academy will be created under the Punjab Police. An advanced intelligence system for social media monitoring and surveillance is also planned. She directed the concerned authorities to adopt a proactive approach in curbing cybercrime and ensuring robust data protection measures.

The decision to establish a separate provincial cybercrime unit comes in response to dissatisfaction with the National Cybercrime Investigation Agency (NCCIA).

Provincial Minister for Information and Culture, Punjab, Azma Bokhari, announced strict measures to ensure accountability and transparency within the media sector. Speaking at a seminar, titled “Media Laws, Regulations and Ethics,” held at the Lahore Press Club, she stated that newspapers failing to pay salaries to their employees would not be allowed to continue operations.

Bokhari revealed that the government plans to audit media houses to determine outstanding dues.  She also added that the details of ABC-certified newspapers and the advertisements given to them will be made public.

Addressing the challenges posed by digital platforms, Bokhari also highlighted the establishment of a dedicated cyber wing under the direction of the Chief Minister of Punjab. This unit aims to curb the spread of fake news and tackle abusive behaviour online.

She stressed the need for self-accountability within the media. Bokhari remarked that now anyone who holds a camera says they are a journalist, but there is no clear definition of journalism.

On April 08, the Chief Justice of the Islamabad High Court (IHC), Sardar Muhammad Sarfraz Dogar, said that the media “must avoid twisting facts or creating sensational narratives” in court reporting. During an oath-taking ceremony for the newly elected office-bearers of the Islamabad High Court Journalists Association, the chief justice highlighted the media’s critical role in shaping public perception of the judiciary.

Justice Dogar pointed out that the media acts as a vital link between the judiciary, the public, and opinion makers.

The chief justice expressed concern over instances where the essence of judicial decisions was either misunderstood or presented in a manner that generated unnecessary hype. He criticised some commentators who form opinions based on secondary interpretations rather than the judgments themselves, which can lead to misinformation.

Furthermore, Justice Dogar urged the media to cover not only high-profile cases but also the challenges faced by ordinary litigants. He emphasised the importance of balanced reporting, stating that while court decisions may inherently favour one party over another, journalists must maintain neutrality and avoid appearing biased.

During the event, Justice Raja Inaam Ameen Minhas also addressed the gathering, congratulating the newly elected President of the IHC Journalists Association, Asad Malik, Secretary Asif Naveed, and other office bearers. Justice Minhas echoed Chief Justice Dogar’s sentiments, urging court reporters to uphold their responsibility in reporting judicial proceedings to bolster public confidence in the judiciary.

On April 10, Pakistan introduced a visa-on-arrival policy specifically to facilitate journalists and delegates from participating nations, arriving to cover the Islamabad Talks 2026. The talks brought together key foreign delegations, including representatives from Iran and the United States, amid ongoing efforts to ease regional tensions.

Announcing the decision on X, formerly Twitter,  Deputy Prime Minister and Foreign Minister Ishaq Dar welcomed delegates and journalists from the participating countries.

He also urged airlines to cooperate by allowing journalists and other accredited delegates to board flights to Pakistan without prior visas noting that visa will be issued on arrival by immigration authorities.

Foreign Office spokesperson Tahir Andrabi clarified that the visa on arrival facility only applies to delegates and journalists of participating nations — Iran and the United States. He noted that this facility for the duration of the talks did not cover third-country nationals.

The All Pakistan Newspapers Society (APNS) appreciated the Khyber Pakhtunkhwa (KP) government for releasing funds to clear outstanding advertisement dues of Rs 40 crores owed to newspapers. APNS in particular appreciated KP Advisor Finance, Muzamil Aslam.

During earlier discussions held in Karachi with Aslam, APNS leadership, including President Sarmad Ali and Vice President Shahab Zuberi, had informed him of the outstanding dues of APNS member publications.

Aslam had assured them that the issue would be resolved on a priority basis and has approved the payment of Rs 80 crores of which Rs.40 crores would be released immediately and the remaining half would be released in June.

Previously, a delegation of the Council of Pakistan Newspaper Editors (CPNE) had also engaged with Aslam who assured them that the longstanding issue of unpaid newspaper advertisement dues would be resolved. He stated that the provincial government would clear the outstanding amount of Rs1.40 billion in two installments.

CPNE had previously filed a writ petition in the Peshawar High Court seeking to recover advertisement dues that had been pending for several years.  The case has been ongoing for the past two years. Due to the delays in payment, the High Court had issued a contempt notice against the Secretary of Finance.

Authorities acted against over 1.5 million illegal URLs and blocked 6.5 million domains featuring obscene content, the National Assembly was informed on April 2.

The actions were detailed in a report submitted by the Pakistan Telecommunication Authority (PTA) and the National Cyber Crime Investigation Agency (NCCIA),  highlighting the surge in online violations including the circulation of blasphemous and explicit material across various platforms, notably TikTok.

The report unveiled significant figures, showing 545 cases of cyber harassment and 322 cases of hate speech last year. Additionally, incidents involving the distribution of fake information accounted for 187 cases, while 58 cases concerned child sexual abuse content.

Victim statistics revealed that 360 women and 110 men faced cyber harassment. Conversely, hate speech affected 273 men and 42 women. The spread of false information impacted 180 men and 21 women.

In their ongoing effort to combat such offences, the NCCIA has blocked over 600 URLs featuring blasphemous and obscene content, while the PTA has employed its Web Monitoring System (WMS) to enhance its capability to comprehensively block HTTPS websites.

Moreover, in response to 435 registered complaints, 98 inquiries, 42 cases and the arrest of 73 individuals were recorded. To date, courts have convicted three individuals.

Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja, told the National Assembly, stating that the government is actively tackling the proliferation of blasphemous and pornographic material through the Prevention of Electronic Crimes Act (PECA) 2016. This legislation supports a multi-agency approach to effectively monitor, block, and prosecute offenders.

Despite the progress, the NCCIA acknowledges the continuous challenges posed by the vast amount of content uploaded online each minute and is committed to enhancing its resources.

On April 02, a convention on media laws, regulation, and ethics held at the Karachi Press Club unanimously rejected the amendments to the Pakistan Electronic Crimes Act (PECA) 2025, labelling them as oppressive and designed to stifle journalistic freedom.

The gathering, organised by the Pakistan Federal Union of Journalists (PFUJ) and Karachi Union of Journalists (KUJ), also passed a resolution demanding the immediate and unconditional withdrawal of all cases against journalists under Peca.

The convention, attended by Senator Raza Rabbani, a wide array of journalists, human rights activists, lawyers, and legal experts, highlighted the challenges faced by the media in Pakistan, describing the current period as one of unprecedented difficulty. The speakers noted that between 30 and 34 laws could potentially be used against the media, with PECA being the most detrimental, likened to the historical Permit Law of 1822 known for its restrictive nature.

The attendees voiced their concerns over the economic pressures on media workers, exacerbated by government policies, and called for the clearance of all pending dues and salaries. They argued that financial hardship was another method used to undermine media freedom.

Sindh Labour Minister Saeed Ghani emphasized the need for the government to not only address the challenges faced by the media sector but to ensure that financial and institutional support extended to media owners effectively trickles down to media workers. He highlighted that true press freedom and a flourishing democracy require the unfettered functioning of all societal pillars, including the judiciary and media.

The resolutions adopted at the convention urged the government to cease using advertising policies to pressure media organisations and called for a transparent review of PECA within the relevant committees of the National Assembly and the Senate. They also demanded the reopening of debate on recent stringent defamation legislation in Punjab, perceived as another attempt to curtail journalistic activities.

The convention stood in solidarity with the media fraternity, asserting the non-negotiable nature of free expression for a functional democracy and declaring that journalism is not a crime. The participants stressed that the state could not suppress the truth by silencing those who speak it and that the current climate of intimidation was unsustainable and harmful to the country’s democratic fabric.

According to the Karachi Traffic Police, the road closures were due to security reasons. The protest, initially scheduled to occur directly outside the KPC, was relocated to Fawara Chowk due to the obstructions.  As per media reports, 23 PTI leaders and workers were detained in the clashes with police.

Senior journalists and KPC leaders voiced their frustration over the disruptions.

KPC President Fazil Jamili emphasized the club’s role as a bastion of free speech, criticizing the government’s approach to handling the protest. “No more siege of Karachi Press Club. KPC is a sanctuary of free speech, not a tactical blockade,” Jamili stated on social media platform X. He also highlighted the importance of unimpeded access to the KPC for journalists, referring to it as their “second home” and a “symbol of democracy.”

Echoing Jamili’s sentiments, former KPC president Saeed Sarbazi expressed his dismay on X, describing the scene as filled with “containers, barriers, and silence”— a direct attack on democratic rights and press freedom.

The blockades, which caused significant disruption throughout the day, were eventually lifted later in the evening. The traffic police issued an alert at 9:20 pm announcing that the roads near the KPC were reopened, allowing normal traffic flow to resume.

The KPC leadership has warned that if such restrictions continue, further actions may be taken.

On April 04, Federal Interior Minister Mohsin Naqvi highlighted the urgent need for a “robust institutional response” to tackle digital threats.

During a visit to the site of the National Cyber Crime Investigation Agency’s (NCCIA) new headquarters, Naqvi stressed the importance of a proactive approach in combating rapidly evolving cybercrime.

Accompanied by the Minister of State for Interior, Talal Chaudhry, Naqvi toured the designated building in Islamabad that will house the NCCIA. He instructed officials to prepare a comprehensive plan for the facility, which will include cutting-edge IT infrastructure and advanced digital resources to support the agency’s expanding operations. Additionally, he directed the construction of an extra floor to accommodate future growth.

On April 02, during a meeting with a delegation from the Bahawalpur Press Club, Provincial Minister for Information and Culture Azma Zahid Bokhari reinforced the Punjab government’s dedication to the welfare of journalists throughout the province. The minister stressed that the government ensures equal treatment for media representatives from all cities.

The delegation, led by President Chaudhry Muhammad Saleem, briefed Punjab Minister Bokhari on the various challenges of the journalistic community.

Bokhari expressed that her office is persistently accessible to journalists. “The doors of my office are always open for all journalists. It is our resolve that journalists in South Punjab should receive the same facilities and support as their counterparts in Central Punjab, and the government is actively working toward this goal,” she remarked.

She also lauded the Bahawalpur Press Club for its adherence to democratic practices, notably its tradition of holding annual elections, which she described as commendable.

The press club’s delegation, which included President Chaudhry Muhammad Saleem, General Secretary Jalaluddin Bhatti, Senior Vice President Murtaza Nazir, and journalists Nadeem Abbas and Imran Rizvi, discussed specific issues faced by their community. Punjab Secretary Information, Tahir Raza Hamdani, also participated in the meeting.

In recognition of the delegation’s visit, Minister Bokhari was presented with a traditional shawl, symbolizing appreciation from the journalistic community.

On April 02, the Supreme Court (SC) stopped the Anti-Terrorism Court (ATC) from the framing of charges against veteran journalist Matiullah Jan and directed the Islamabad High Court (IHC) to swiftly make a decision on the terrorism charges levied against him. This decision came during a court hearing by a three-judge bench headed by Justice Muhammad Ali Mazhar including Justice Musarrat Hilali and Justice Naeem Akhtar Afghan.

The court’s intervention follows a plea by Matiullah Jan challenging the IHC’s refusal on February 23, 2026, to grant temporary relief from his ongoing criminal trial. The prosecution did not oppose the Supreme Court’s decision to expedite the Islamabad High Court’s review.

Represented by Barrister Qadeer Janjua, Jan disputed the trial court’s jurisdiction and the application of terrorism charges. He was arrested on November 28, 2024, on charges of snatching a police constable’s weapon and possessing narcotics — specifically 10 grams of “ice” (crystal methamphetamine)—as per the FIR lodged at Police Station Margalla, Islamabad.

Under the chairmanship of Senator Sarmad Ali, the council approved the Executive Committee’s report for the year 2025-2026 and the Society’s annual accounts for 2025.

Concerns were raised, through a resolution, regarding the severe financial challenges facing the print media industry, attributed to the current geopolitical and economic climate. The AGM highlighted that many newspapers are on the brink of collapse and emphasized the need for governmental support.

A resolution passed during the AGM called on the federal government to implement previously approved measures by Prime Minister Shehbaz Sharif to increase government advertisement rates. Additionally, the APNS urged both federal and provincial governments to settle long-standing dues, increase advertisement allocations, and ensure a specific share for print media in the advertising budget to aid the struggling industry.

The assembly also addressed the 17-month ban on government advertisements to Dawn Media, labeling it as unjust and unfair. The ban has placed Dawn Media in a precarious financial position, with the APNS expressing unanimous solidarity with the group.

The election of the new Executive Committee for 2026-27 was conducted by an Election Commission led by Mumtaz Ahmed Phulpoto, with Ali Bin Younus and Nasir Dad Baloch as members. Publications such as Daily Aghaz, Daily Business Recorder, and Daily Dawn were among those elected unopposed to the committee.

Prominent figures, including the Speaker of the National Assembly, Sardar Ayaz Sadiq, and the Chairman of the Senate, Syed Yousaf Raza Gilani, extended their congratulations to the newly elected officials.

They expressed hope that the new leadership would effectively address the challenges faced by the newspaper industry and reiterated their commitment to supporting press freedom and the media’s role in a democratic society.

On April 3, Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar conducted an interactive session in Islamabad with anchorpersons and senior journalists at the Ministry of Foreign Affairs.

The briefing aimed to discuss the latest regional and global developments while outlining Pakistan’s foreign policy priorities, challenges, and achievements.

This engagement is part of regular communication between the Foreign Office and the media.

Representatives from various sectors including the GB Information Department, educational institutions, PEFTalk, ISPR, Radio Pakistan, PTV, and other relevant bodies, attended the meeting. During the discussions, Minister Abbas highlighted the limitations of relying solely on security efforts to combat terrorism, advocating for a robust national narrative that promotes unity and public consciousness.

To advance this agenda, the committee resolved to implement practical steps within educational institutions aimed at bolstering patriotism and national unity. Additionally, a special sub-committee will be formed to oversee social and electronic media, aiming to curb anti-state propaganda.

Recognizing the role of diverse sectors in crafting a cohesive counterterrorism strategy, the committee decided to include representatives from the Health Department, Police, and the Law and Prosecution Department in their next meeting.

Another key resolution from the meeting was enhancing sports and cultural activities through public-private partnerships, identified as vital tools for promoting peace, solidarity, and social cohesion. To facilitate better communication and coordination among the stakeholders, establishing a WhatsApp group was agreed upon.

The participants left the meeting with a renewed commitment to intensify their collaborative efforts to foster a positive national narrative and strengthen community ties across the region.

The Pakistan Digital Media Journalists Association voiced strong opposition to the government’s recent decision to slash railway fare discounts for journalists. The reduction was from an 80% discount to 50%, coupled with a limitation to 10 trips per year, has sparked discontent among journalists nationwide.

The association, which includes members such as Founding Chairman Khalid Nawaz Sadhraich and President Shaukat Rehman Malik, has publicly demanded that the government reinstate the original concessions. They argue that journalism, a crucial pillar of the state, requires its practitioners to travel frequently for work, and the reduced discounts impose a significant financial strain.

In response to the changes, implemented under the directive of Federal Minister for Railways Hanif Abbasi, Pakistan Railways has capped all fare discounts at 50% and restricted their applicability. The new policy also discontinues fare concessions on premier services like the Green Line and Pak Business Express, as well as on outsourced trains. Furthermore, the additional 50% concession previously available to journalists’ spouses has been completely withdrawn.

The overhaul of the concession policy by Pakistan Railways aims to cut costs, promote equity among passengers, and prevent the misuse of the subsidy system. However, the journalists’ association contends that the move is unjust, particularly when other state pillars continue to benefit from travel subsidies. They have also called for the concession to be extended to private train services and for the reinstatement of subsidised travel for journalists’ families.

During the announcement, Sadiq commended Hakeem for his distinguished professional capabilities and his longstanding contributions to journalism. He expressed confidence that Hakeem would continue to adhere to the standards of responsible and objective reporting in his new role.

The Speaker also remarked on the crucial role the media plays in reinforcing democratic values, enhancing transparency, and ensuring accountability within society. He emphasized that seasoned journalists are pivotal in shaping public opinion.

Sadiq conveyed his best wishes for success to Hakeem in his new position, expressing hope that he will maintain his positive influence on the media landscape of the country.

On April 2, journalists undertook a walkout from the National Assembly’s press gallery to protest recent layoffs at various media houses and the ongoing issue of unpaid salaries. The walkout halted coverage of parliamentary proceedings as media personnel congregated in the media lobby to voice their grievances.

During the protest, the government responded by sending a delegation consisting of Members of the National Assembly (MNAs) Shazia Marri, Barrister Aqeel Malik, and Monazza Hassan to negotiate with the journalists. The MNAs assured the media representatives that their concerns would be addressed soon.

M.B. Soomro, President of the Parliamentary Reporters Association (PRA), presented a charter of demands to the government’s representatives, urging the establishment of a parliamentary implementation committee to ensure their requests are fulfilled. Soomro emphasized the necessity for media house owners to be held accountable for paying all outstanding dues and ceasing forced layoffs.

On March 10, Federal Minister for Information and Broadcasting Attaullah Tarar had met with a delegation from the Pakistan Federal Union of Journalists (PFUJ) in Islamabad. During the meeting, Tarar confirmed that payments pending to journalists and media workers would be settled before the upcoming Eid-ul-Fitr, a period significant for its festive spending needs. He conveyed that media owners had agreed to clear all dues ahead of the celebrations.

The minister highlighted prior consultations with the Pakistan Broadcasters Association (PBA), which resulted in the approval of outstanding dues for television channels. Tarar expressed optimism about a swift resolution to these financial issues, underscoring the government’s commitment to addressing the concerns of media personnel effectively.

The PFUJ delegation acknowledged the government’s efforts, emphasizing the importance of timely payments to ensure that media workers could partake in the Eid festivities with their families. Tarar reiterated the government’s dedication to fulfilling its commitments toward resolving the financial challenges faced by media workers.

Speaker of the National Assembly Sardar Ayaz Sadiq expressed deep sorrow over the demise of senior journalist Shahbaz Khan, popularly known as Shahbaz Bhatti, who passed away after a prolonged illness on April 1.

In his condolence message, the Speaker paid tribute to the late journalist’s contributions to the field of journalism, stating that his services would be remembered for a long time. He extended condolences to the bereaved family and prayed for the departed soul as well as for strength and patience for the family.

Shahbaz Bhatti had been serving as senior news editor at The Nation, Islamabad, and remained associated with the publication for over three decades. He passed away at a local hospital following a long illness.

Throughout his career, he was known for his professionalism, editorial integrity, and dedication to journalistic standards. He was also regarded as a mentor to young journalists and held in high esteem within media circles.

He is survived by his wife, a son, and two daughters. His funeral prayers were scheduled to be held on April 2 at a local graveyard.

The editor, management, and staff of The Nation and its sister publication Nawa-i-Waqt expressed grief over his passing and extended their condolences to the family, praying for his eternal peace.

The Federal Board of Revenue (FBR) has proposed to amend the Income Tax Rules, 2002, aimed at integrating social media content creators into the nation’s tax framework. This initiative targets individuals who generate substantial revenue from platforms such as YouTube, TikTok, and Instagram through advertisements, sponsorships, and other monetisation strategies.

According to documents, the FBR seeks to tax income accrued from content that engages Pakistani users. The proposed modifications specify that non-resident individuals deriving income from Pakistani users on social media platforms will be subject to taxation if their content reaches at least 50,000 users annually. This threshold is further broken down to 12,250 users within any quarter.

Taxable earnings will be determined by evaluating the income against allowable expenses, with considerations for the volume of content and average views. Influencers will be required to declare this income separately in their annual tax returns, ensuring transparency and compliance.

The FBR’s notification outlines a special taxation procedure whereby those falling under this new rule must calculate their advance income tax using the methods specified in rules 19M and 19N of the Income Tax Ordinance, 2001. The calculated tax for each quarter will then be payable or recoverable under the provisions of section 147 of the same ordinance.

Furthermore, the proposed rules allow social media influencers to claim up to 30% of their income as deductible expenses.

The FBR has opened the floor for objections and suggestions regarding these amendments, providing a seven-day window.

On April 2, Larkana police announced the arrest of Irfan Zehri Brohi, a suspect in the murder case of journalist Zakir Ali – also known as Shan Dahar – Bureau Chief of Abb Takk Television channel in Larkana district of Sindh. Dahar was killed twelve years ago in 2014. 

According to media reports, Irfan, had been declared an absconder and proclaimed offender in the case, was arrested in a raid near Darra crossing by Badah Station House Officer (SHO) Abdul Ghafoor Chutto.

Pakistan Press Foundation (PPF) cautiously welcomes the news of Irfan’s arrest. We urge authorities to ensure that this arrest does not serve as just a formality but leads to further concrete actions against those behind the murder. PPF’s cautious reaction is based on the skepticism expressed by Dahar’s sister, Fauzia Dahar, both about the arrest and its motives.

Speaking to the PPF, Fauzia shared that they had found out about Irfan’s arrest from social media and from journalists and they wanted confirmation that he was in police custody. Fauzia shared they had received a letter for a court hearing set for April 6 for Irfan’s bail. She said that even if Irfan receives bail the case should continue. Dahar’s sister also shared pressure that the family had faced to reach some compromise or agreement but had refused to do so.

In a conversation with PPF, SHO Badah Police Station, Abdul Ghafoor, said they had received intelligence information that Irfan had arrived in Badah. Acting on this tip-off, a police team comprising six personnel conducted a raid in the area and arrested him. 

The SHO further said that Irfan, who is a farmer by profession, was arrested on April 2 during the afternoon and was subsequently shifted to the police station.

Regarding the initial investigation, the SHO stated that the suspect denied confessing to the crime and claimed that he was being falsely implicated in the case. According to the SHO, the suspect’s lawyer obtained interim bail, after which he was released from the police station. He added that the suspect’s bail will now be confirmed by the sessions court.

Dahar’s murder took place 14 years ago, on January 1st. Dahar was shot by armed men and taken to a local hospital where he remained unattended until he succumbed to his injuries. 

By the time the medical superintendent got to the scene and Dahar was transferred to Chandka Hospital in Larkana, the journalist had lost a considerable amount of blood. That, coupled with a gross lack of medical attention, cost Dahar his life. Before he breathed his last, some nine to ten hours later, he alleged that the influential Zehri family was behind the attack.

Shortly before his death, Dahar had broadcast a story on drug sales. Also, at the time he was killed, he was working on a report about the unauthorized sale of pharmaceutical medicines in the area, medications allocated by a local NGO for the poor were being resold illegally.

During the nine hours that he spent at CMCH, Dahar managed to inform his friends and family by telephone that Amir Zehri and Irfan Zehri had shot him in the back. 

On January 1, Dahar’s brother-in-law Riaz Khushk registered a First Information Report (FIR) [criminal complaint] of the murder. Police investigators, however, ignored the FIR and concluded that Dahar was killed accidentally by aerial firing on New Year’s Eve. Fauzia Dahar, and other family members rejected the police investigation report and continued to maintain that Dahar was murdered for his reporting.

On March 29, the Free and Fair Election Network (FAFEN) issued a call for urgent legal and institutional reforms to the Sindh Transparency and Right to Information Act (STRIA) of 2016, highlighting structural and implementation deficiencies that hinder its effectiveness.

The policy brief, entitled ‘Closing the Information Gap: The Case for Reforming the Sindh Transparency and Right to Information Act, 2016’, is part of FAFEN’s campaign against misinformation, titled ‘Countering Disinformation through Reliable Government Information’. This initiative emphasises the critical role of robust Right to Information (RTI) frameworks in combating misinformation, which is increasingly prevalent and contributes to political polarisation in Pakistan.

Despite constitutional guarantees under Article 19A, the implementation of STRIA has been weak. An assessment conducted by FAFEN in 2025 reviewed 61 public bodies in Sindh, revealing that on average, these bodies met only 54% of the law’s proactive disclosure requirements. The report highlighted several operational shortcomings, such as vague legal definitions, inadequate digitalisation of RTI processes, and the lack of mandatory compliance reports from public bodies.

Compounding these issues, the majority of public bodies have not appointed Public Information Officers or made their contact information available online, severely restricting public access to information. Moreover, only a small fraction of these bodies has maintained records of RTI applications and the subsequent actions taken, which are essential for self-enforcement of the Act.

The policy brief suggests a series of reforms to address these deficiencies. Key recommendations include the clarification of legal definitions to broaden the law’s scope, mandating annual compliance reports from public bodies, and introducing protections for whistleblowers to reinforce internal accountability. Additionally, FAFEN advocates for the adoption of digital systems to manage RTI requests and complaints, which would improve efficiency and transparency.

FAFEN also calls for a transparent and consultative process in appointing Information Commissioners and proposes enhanced financial autonomy for the Sindh Information Commission through a dedicated fund.

The brief stresses that without these reforms, the vacuum created by the absence of official information could continue to be filled by speculation, rumours, and deliberate misinformation, undermining public trust in governmental institutions.

On March 25, a Sessions Court in Karachi granted interim pre-arrest bail to journalist Nadir Khan, who was accused of disseminating false information through his news website. The case was lodged under various sections of the Prevention of Electronic Crimes Act, 2016 and the Pakistan Penal Code by the National Cyber Crime Investigation Agency (NCCIA).

Khan was booked by the NCCIA Cyber Crime Reporting Centre Karachi for unauthorized access and dissemination of data, among other charges. The complaint was filed by Deputy Director Syed Ali Mardan of the FIA Anti-Corruption Circle.

The defence argued that Khan made significant efforts to verify the news before publication by contacting FIA officials, who did not respond. They contended that the FIR was filed hastily and maliciously to pressure Khan into retracting his published articles.

The Karachi Press Club (KPC) and the Pakistan Federal Union of Journalists-Dastoor (PFUJ-D) both condemned the registration of the case.

On March 24, the Lahore High Court (LHC) issued a notice to the federal government, seeking a response to a petition challenging the appointment of Ambreen Jan as the chairperson of the Pakistan Electronic Media Regulatory Authority (PEMRA). The petition, filed by lawyer Munir Ahmad, raises concerns about the transparency of the recruitment process.

Advocate Azhar Siddique, representing Ahmad, argued that the appointment process was specifically tailored and significantly less stringent than the criteria used in previous selections for the same role in 2014 and 2018. Siddique highlighted what he described as “mala-fide” intentions on the part of the government, pointing out that the recruitment was unnecessarily delayed until after the tenure of the previous PEMRA chief, Mohammad Saleem Baig, had expired on September 30, 2025. The process only began on October 10, leaving a critical gap in the authority’s leadership.

The counsel further alleged that this delay was orchestrated to coincide with the retirement of Ambreen Jan from her role as a federal secretary, who herself was the “competent authority” responsible for conducting and supervising the appointment process. This, according to the petition, constituted a “colourable exercise of power” and called for a judicial review of the entire process.

Justice Khalid Ishaq issued a notice to the federal government, requiring them to submit a formal reply by the next hearing.

On February 11, President Asif Ali Zardari approved the appointment of Ambreen Jan as the new chairperson for PEMRA. This decision follows a recommendation from Prime Minister Shehbaz Sharif, who had earlier forwarded her nomination to the President after a parliamentary committee’s endorsement.

Jan, a former Information Secretary, steps into the role previously held by Mohammad Saleem Baig, who retired last year. This appointment marks her as the first female to lead the electronic media regulatory body.

The Pakistan Cricket Board (PCB) served a show-cause notice to fast bowler Naseem Shah following a controversial social media post that appeared on his account, criticising Punjab Chief Minister Maryam Nawaz. The disciplinary action adheres to the board’s media policy and regulations, as well as the terms of the central contract.

According to a press release issued by the PCB, Naseem Shah has been asked to respond to the notice within a specified timeframe. The details of the deadline were not disclosed. The board will review his response and decide on any further action in accordance with its disciplinary framework. The PCB emphasised its commitment to upholding professional standards, contractual obligations, and the integrity of the sport.

While the press release didn’t specify, the show-cause notice comes after an incident during the opening ceremony of the 11th season of the HBL Pakistan Super League at Gaddafi Stadium. Punjab CM Maryam Nawaz attended the event as the chief guest, where PCB Chairman Mohsin Naqvi introduced her to franchise owners and players. Following the ceremony, a post on Naseem’s X account (formerly Twitter), which included a video of Maryam from the event, questioned, “Why is she treated like a queen at Lords?” The post was subsequently deleted.

Shortly after the controversy erupted, another post on Naseem’s account declared that it had been hacked but was now successfully recovered.

On March 26, the Federal Constitutional Court (FCC) issued a stay order against the Anti-Terrorism Court-III (ATC) in Peshawar from proceedings of the May 2023 attack on Radio Pakistan’s premises in Peshawar. This decision follows claims of political influence and executive interference, which allegedly compromised the trial’s impartiality. The FCC’s intervention halted the ongoing legal process and issued notices to 84 respondents, including Khyber Pakhtunkhwa (KP) Chief Minister Sohail Afridi.

Headed by Justice Ali Baqar Najafi, the two-judge bench stayed the proceedings on a petition by the Pakistan Broadcasting Corporation (PBC), which argued for transferring the case out of Khyber Pakhtunkhwa. The PBC cited concerns over the trial’s fairness due to political pressures within the province. The PBC’s legal action seeks to relocate the proceedings to a competent anti-terrorism court in either the Federal Capital Territory of Islamabad or another province.

The legal dispute traces back to 10 May 2023, when over 70 individuals reportedly broke into and ransacked the Radio Pakistan Peshawar building. The assailants allegedly vandalised property, set vehicles ablaze, and assaulted staff members, causing significant damage to the historical site and its contents.

In the aftermath, the ATC-III framed charges against various individuals on 3 June 2025. However, the accused, including several high-ranking provincial officials, pleaded not guilty.

The petition highlighted several contentious actions by the provincial authorities, such as the cabinet’s decision to withdraw from prosecuting cases linked to the May 2023 unrest, including the attack on Radio Pakistan.

Moreover, the petition noted the appointment and subsequent withdrawal of a special prosecutor who had previously defended some of the accused, and the KP Provincial Assembly speaker’s formation of a special committee to conduct a parallel investigation. Notably, this committee included accused individuals.

The PBC also accused the Prosecutor General’s office of withholding a supplementary report prepared by the investigating officer. This report identified additional suspects based on information from the Punjab Forensic Science Agency and the National Database and Registration Authority (Nadra).

On March 27, Governor Faisal Karim Kundi of Khyber Pakhtunkhwa received comprehensive briefings on the operations of the Press Information Department (PID) and the National Book Foundation (NBF) at the Governor House in Peshawar. The briefings focused on updating communication strategies and enhancing the reading culture.

During the session with PID officials, including Director General Tahira Syeda and Deputy Director Romana Asad Khan, Governor Kundi received a briefing on the department’s roles concerning challenges in digital media, strategic communication, and media relations. The discussion also covered public narrative, outreach, stakeholder engagement, social media management, crisis communication, and internal coordination. The effectiveness of narrative building through promoting government initiatives and research-based articles was highlighted.

Governor Kundi stressed the importance of aligning PID’s operations with modern communication needs and directed that PID offices in Peshawar and Dera Ismail Khan be upgraded with modern facilities. He also proposed the establishment of a media cell to enhance communication capabilities.

In another meeting, Dr Khan Farhan, Secretary of the National Book Foundation, and Director Headquarters Murad Ali Mohmand briefed the Governor on the Foundation’s efforts. The Governor was informed about the NBF’s initiatives, including publishing projects, book fairs, mobile bookshops, and special discount schemes for students and teachers. The briefing also touched on the provision of free books to visually impaired individuals and religious seminaries, as well as the establishment of 24 NBF outlets at various locations, including the National Assembly.

The Governor acknowledged the critical role of books and reading in the intellectual development of society. He directed further measures to foster reading habits among the youth and to ensure the availability of books in remote areas. Governor Kundi assured full cooperation for promoting educational and literary activities in Khyber Pakhtunkhwa.

Journalists have condemned Pakistan Railways recent decision to reduce fare concessions from 80 to 50 per cent.

The revised policy, introduced on the directive of Federal Minister for Railways Hanif Abbasi, cuts the concession rate from 80 per cent to a maximum of 50 per cent and limits its use to only 10 single journeys per year. Journalists from Rawalpindi and Islamabad have called for restoration of the earlier 80 per cent discount.

Senior journalist Kamran Anwar attempted to book a ticket to Lahore and was informed of the new concession rate.

Under the new rules, the concession will apply across all train services and classes, but it will no longer be available on trains such as Green Line, Pak Business Express, and Shah Hussain Express or outsourced trains.

The advisory comes in response to reports of suspicious foreign software discovered in the Islamabad Safe City project, which has led to heightened scrutiny of national infrastructure systems. National CERT mandated that software testing must be completed within one week and hardware inspections within two weeks. The directive emphasizes the need for stringent monitoring of vendors, logistics systems, and supply chains to identify potential vulnerabilities.

According to the advisory, minor lapses in hardware or software procurement or delivery could lead to significant system failures. The alert stresses that global supply chains are increasingly targeted for cyber sabotage and espionage. Institutions were urged to isolate compromised hardware, keep evidence and blacklist vendors in the instance of suspicious activity. It cautioned to remain vigilant against unverified software updates that could introduce hidden backdoors into critical systems.

The advisory also pointed out the dangers of depending on single suppliers, which could lead to systemic vulnerabilities. A breach in one entity might disrupt entire sectors, such as the national power grid or banking network. To counter such risks, organisations have been directed to adopt zero-trust security models, implement tamper-proof mechanisms for transporting sensitive equipment, and promptly report any unusual network traffic or software behaviour.

In addition to these protective measures, the federal government activated a national threat intelligence-sharing system connecting National CERT with the Pakistan Telecommunication Authority (PTA) and the Pakistan Army’s cyber division. This system, based on the Malware Information Sharing Platform (MISP), facilitates real-time detection and coordinated responses to cyber threats, thereby enhancing national cyber defence capabilities.

The advisory concluded by underscoring the urgent need for strengthened cybersecurity frameworks as Pakistan’s digital infrastructure continues to grow and integrate across multiple sectors. The recent cyberattacks targeting Pakistani media and the Pak-Sat satellite, which disrupted television transmissions, further spotlight the critical need for robust cybersecurity measures.

On March 25, Khyber Pakhtunkhwa Governor Faisal Karim Kundi received a briefing at the Governor House on the restoration and operational status of Radio Pakistan Peshawar.

Tufail Ahmad, Station Director of Radio Pakistan Peshawar, with Senior Producer Sardar Azam Khan, provided insights into the station’s rich history and current operations.

Established on March 6, 1935, Radio Pakistan Peshawar was broadcasting from the Civil Secretariat and from April 28, 1985, the station was broadcast from the Pakistan Broadcasting Corporation Peshawar and covers a broad range of content in multiple languages, reflecting the region’s diverse cultural tapestry. The station’s reach extends to remote areas and across the border into Afghanistan.

The Governor was updated on the station’s recent restoration following considerable damage during an incident on May 9, 2023. The restoration was completed in January 2026, the Governor was informed. Governor Kundi praised the restoration work and emphasized the necessity of modernizing the station to meet digital age requirements and appeal to younger audiences. He advocated for enhanced broadcast quality and greater emphasis on regional languages and cultural promotion.

This development followed the successful conclusion of the 5G spectrum auction the prior week.

The licence agreements were signed by Pakistan Telecommunication Authority (PTA) Director General Licensing Aamir Shahzad, in the presence of Prime Minister Shehbaz Sharif, IT and Telecom Minister Shaza Fatima Khawaja, and PTA Chairman Hafeezur Rehman.

Jazz has initiated 5G services across 180 sites in key cities including Islamabad, Rawalpindi, Lahore, Karachi, Peshawar, Quetta, Multan, and Faisalabad. The company highlighted that the new spectrum would enhance speed, reduce latency, and bolster reliability while continuing to expand its 4G network. Jazz, having invested over $11 billion in Pakistan over three decades, secured spectrum across all key bands in the recent auction.

Ufone has acquired the largest share of the 3,500 MHz band and is acquiring Telenor Pakistan to form ‘MergeCo,’ which is set to become the country’s largest spectrum holder. Meanwhile, Zong has launched its 5G services in more than 16 cities and plans to upgrade over 1,000 sites nationwide by 2026.

Addressing the ceremony, Prime Minister Shehbaz Sharif lauded the transparent conduct of the spectrum auction and its benefits for various sectors including agriculture, technology, and industry. He expressed hope for nationwide 5G expansion and emphasized the importance of rapid adoption for the benefit of the youth.

The IT Minister noted that the addition of 480 MHz of spectrum, up from 274 MHz, would significantly improve internet speeds. She reassured that while 5G is being rolled out, improvements to 4G services are also anticipated.

PTA Chairman Hafeezur Rehman stated that Pakistan now leads the region in spectrum capacity.

Additionally, the 50 per cent concession previously extended to spouses has been withdrawn with immediate effect.

The changes come as part of a broader overhaul of Pakistan Railways’ concession policy. Authorities imposed a blanket ceiling of 50 per cent on all fare discounts, ensuring that no category of passengers receives concessions beyond half the ticket price.

Officials say the revised framework is designed to promote fairness, eliminate disparities, and prevent misuse of discounted travel facilities.

On March 19, the Federal Minister for Information and Broadcasting Attaullah Tarar expressed profound grief over the demise of senior journalist Rana Abrar Khalid, extending heartfelt condolences to his family.

Minister Tarar communicated his deep sadness upon hearing of Khalid’s death. He remembered the journalist as a dedicated professional whose contributions significantly enriched the journalism sector.

The minister also disclosed that he had been in regular contact with Khalid throughout his illness.

Paying tribute to Khalid, Tarar stated that his passing represented a substantial loss to the journalistic community.

On March 16, the Federal Minister for Information and Broadcasting, Attaullah Tarar, confirmed the government’s commitment to the welfare and development of the journalists. Tarar met with a delegation from the National Press Club led by senior journalist Haji Nawaz Raza, including others such as the newly elected President Abdul Razzaq Sial and Secretary Dr. Furqan Rao.

During the discussions, several critical issues were addressed including the housing quota for journalists, health insurance coverage, and the allocation of a grant under the Public Sector Development Programme (PSDP) for the National Press Club. Tarar extended congratulations to the successful candidates of the recent elections and expressed his best wishes for the executive body.

The minister stressed the importance of the National Press Club, acknowledging its role as a “powerful voice for media professionals” and its contributions to upholding professional standards and resolving member grievances. He assured that every possible measure would be taken to confront the challenges facing the media industry. Instructions were issued to expedite the PSDP grant for the construction of the National Press Club building.

Also in attendance were Prime Minister’s Media Coordinator Badar Shahbaz Warraich, Federal Secretary Information Ashfaq Ahmad Khalil, and Principal Information Officer Mobashir Hasan.

The delegation took the opportunity to invite Minister Tarar to the upcoming oath-taking ceremony for the new officials of the National Press Club, scheduled to occur after Eid-ul-Fitr. The minister accepted the invitation and reiterated the Ministry of Information’s proactive role in supporting the press.

Since its inception in 2018, the Media Coalition has grown from 31 to over 60 journalists from various media forms, including print, TV, radio, digital, and local languages, across Pakistan. The coalition has produced more than 2,000 stories focused on population, family planning, health, and the broader impacts of rapid population growth on development.

Dr Ali Mir, Senior Director at the Population Council, in the opening session of the meeting,  stressed the significant role of journalism in national development discourse. He pointed out that factual reporting is essential for good governance and outcomes.

Adnan Akram Bajwa, Director of ISA, further supported this by highlighting the role of media in shaping public perception and institutional response through accurate and clear reporting.

During the meeting, Ikram ul Ahad, Manager of Communication at the Population Council, highlighted the severe reproductive health challenges in Pakistan, including high maternal mortality rates among impoverished rural women and the prevalence of unsafe abortions due to the lack of accessible contraception.

Zafar Sultan from PTV and Daniyal Umar from Samaa TV presented a review conducted by coalition members on the implementation of the CCI-endorsed National Action Plan across various provinces. Their findings revealed common issues such as disparities in health services, shortages of female health workers, and frequent disruptions in contraceptive supplies.

The participants emphasized the necessity for deeper media coverage of population-related challenges, particularly focusing on rural health inequities, high-risk pregnancies, and restricted access to reproductive health services. Such reporting is crucial for raising public awareness and ensuring that demographic concerns remain at the forefront of policy discussions.

On March 19, the Federal Government officially appointed Ayaz Shaukat, a lawyer and the incumbent Islamabad Advocate General, as the chairman of the newly established Social Media Protection and Regulatory Authority (SMPRA). This appointment was announced by the Ministry of Interior in a notification.

The SMPRA, formed under the amended Prevention of Electronic Crimes (Amendment) Act, 2025, will comprise eight members, including five who have been notified — Sohail Iqbal, Adnan Khan, Muhammad Salman Zafar, Fahad Malik, and Muhammad Saad Ali. The remaining members will be a journalist and a software engineer. The chairman and members will be appointed for five years.

The authority will function as a corporate entity.

Ayaz Shaukat is set to resign from his role as advocate general after Eidul Fitr, transitioning to lead SMPRA’s operations. The authority will also establish its principal office in Islamabad, with provision for regional offices.

Under PECA, SMPRA can issue directives to block or remove unlawful or offensive content on social media platforms. It is also tasked with managing licenses, overseeing registration of platforms and partial or full blocking of platforms that fail to comply.

Action on complaints will be taken within 24 hours.

Governor Kundi acknowledged PEMRA’s pivotal role and praised its performance. Highlighting the regulatory authority’s increased responsibilities in the current situation, he stressed the importance of PEMRA’s active involvement in fostering responsible journalism.

Governor Kundi noted the necessity of the media providing accurate and timely information is essential for positively guiding society and emphasized the importance of upholding high ethical standards in journalism.

Further discussions revolved around restoring the PEMRA office in Dera Ismail Khan, originally established in 2008. Both parties agreed that reactivating this office would significantly benefit media regulation and support local journalists.

Jan informed the Governor about PEMRA’s ongoing initiatives. Governor Kundi expressed optimism about PEMRA’s future performance under her leadership.

On March 10, Law Minister Azam Nazeer Tarar called for restraint from media and online commentators when covering Pakistan’s foreign policy, particularly in light of increased tensions in the Middle East. During a press conference in Islamabad, which also featured Information Minister Ataullah Tarar and Minister of State for Interior Talal Chaudhry, the minister highlighted the sensitivities surrounding ongoing regional conflicts, including US-Iran-Israel engagement and border issues with Afghanistan.

Azam emphasized Pakistan’s significant diplomatic efforts to mitigate these regional conflicts and shared that they had received diplomatic queries about whether media commentary was the official state stance. He pointed out that such commentaries could negatively affect Pakistan’s diplomatic position.

The Law Minister highlighted the limits carried in Article 19 of the Constitution. He specifically advised against speculative discussions regarding Pakistan’s stance with key players in the Middle East, such as Iran and Saudi Arabia.

Information Minister Ataullah Tarar also echoed the need for caution. “Negative vlogs about the relations between two countries—created merely for views—can be damaging. Spreading sensationalism can harm the state’s policy,” he said, adding that there was a need for “responsible journalism.”

On March 09, the Islamabad High Court (IHC) issued notices to the government, seeking a formal response within two weeks regarding the establishment of the 9th Wage Board Award for newspaper employees. Chief Justice Sarfaraz Dogar presided over the hearing on the petitions filed by the Pakistan Federal Union of Journalists (PFUJ), the Rawalpindi-Islamabad Union of Journalists (RIUJ), and the Islamabad High Court Journalists Association (IHCJA).

The court issued notices to and directed the Secretaries of the Information and Broadcasting and the Cabinet Division to submit their responses. The petitioner’s lawyer, Shahid Khokhar, argued the necessity for the federal government to promptly constitute the new wage board. He highlighted the legal obligation under Section 9 of the Newspaper Employees (Conditions of Service) Act, 1973.

These petitions were initiated by PFUJ President Afzal Butt, RIUJ President Asif Bashir Chaudhry, and IHCJA President Asadullah Malik, who are actively seeking judicial intervention to ensure the timely formation of the 9th Wage Board to address the economic difficulties faced by journalists.

The election results showed that Abdul Razzaq Sial was elected president with 1,067 votes, narrowly defeating Nayyer Ali, while Dr Furqan Rao secured the secretary position with 1,024 votes. The Journalist Panel, however, maintained control over the finance secretary position, one vice president and three joint secretary positions.

Senior government officials and opposition leaders extended congratulations to the newly-elected President Abdul Razzaq Sial, Secretary Dr Furqan Rao, and other office bearers of the NPC for the 2026-27 term.

Speaker of the National Assembly, Sardar Ayaz Sadiq, praised the NPC as a vital institution for safeguarding freedom of expression and independent journalism. He expressed confidence that the new leadership will uphold these values. Similarly, Minister for Information and Broadcasting, Attullah Tarar, congratulated the winners and reiterated the government’s support for journalists’ welfare.

Opposition leaders, including Mahmood Khan Achakzai, head of Tehreek Tahaffuz-i-Aain Pakistan and Leader of the Opposition in the National Assembly, and Allama Nasir Abbas, Leader of the Opposition in the Senate, acknowledged the trust placed in the winners by the journalists’ community.

Punjab Information and Culture Minister Azma Bokhari also offered her best wishes to the new leadership, emphasizing the NPC’s influential role in national journalism and expressing hope that the newly elected body will effectively address journalists’ issues.

On March 15, newly appointed Sindh Governor Nehal Hashmi called on the media and citizens to refrain from sharing “negative narratives” when discussing Karachi, Sindh or Pakistan.

 “Do not speak negatively about my country, my province, or my provincial capital Karachi. This is my request,” he said. He emphasized the need to distinguish genuine reporting from propaganda.

Governor Hashmi, representing the Pakistan Muslim League-Nawaz (PML-N), appealed to the public to avoid turning his role into that of an “entertainer” and to respect his position as a “political worker.” He stressed that while personal critiques were acceptable, negative comments about Pakistan, Sindh, or Karachi would not be tolerated.

The Executive Committee of the All-Pakistan Newspapers Society (APNS) held a meeting in Karachi on March 16, where it adopted the annual report for 2025-26 and the financial accounts for 2025. The committee also praised the secretariat’s efforts in recovering both current and longstanding dues.

The meeting, presided over by APNS President, Senator Sarmad Ali, and attended by Vice President Shahab Zuberi and Secretary General Muhammad Athar Kazi, focused on the operational achievements of the past year and discussed issues concerning the state of print media and freedom of the press in Pakistan.

The APNS has announced that the Annual General Council Meeting is scheduled to take place on March 31 in Karachi.

The CPNE praised KP Chief Minister Sohail Khan Afridi and his cabinet for resolving the issue. The approval of the funds was seen as a significant support measure to newspapers in the province.

Previously, the CPNE had taken legal action by filing a writ petition in the Peshawar High Court, demanding that the provincial government clear all back payments. The court responded by issuing directives to ensure the clearance of these dues.

In their official statement, the CPNE also highlighted the broader significance of this decision. They view it as a recognition of the integral role that newspapers play in society and urged other provincial governments to adopt similar measures. The council emphasized the need for ongoing cooperation between the media and public sector institutions. CPNE reiterated its commitment to working alongside government stakeholders to tackle issues.

On March 10, the federal government successfully concluded a 5G spectrum auction, raising $507 million by selling 480 MHz of spectrum.

The auction, which involved three major telecom operators Jazz, Zong, and Ufone, was marked by competitive bidding, particularly for the 2600 MHz band crucial for 5G services. Jazz emerged as the largest buyer, securing 190 MHz across various bands, followed by Ufone with 180 MHz, and Zong with 110 MHz.

The auction results were announced by Pakistan Telecommunication Authority (PTA) Chairman Hafeez Ur Rehman with Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja, who highlighted the auction as a “major milestone” in Pakistan’s telecommunications history. The bidding process was broadcast live, ensuring transparency and building public trust as directed by Prime Minister Shehbaz Sharif, she said.

Finance Minister Muhammad Aurangzeb, who also attended the auction, underscored the economic importance of the 5G rollout, suggesting it would facilitate a better ecosystem for digital advancements like AI and blockchain, and support the country during economic pressures, such as the current oil crisis.

Shaza Fatima Khawaja recalled the foundational steps taken during former Prime Minister Nawaz Sharif’s tenure with 3G and 4G. She emphasized the expected improvements in internet service quality and the strategic plans to expand digital infrastructure, including satellite-based internet and international cable systems.

On March 10, the Senate Standing Committee on Information and Broadcasting held a detailed session, where it passed the Motion Picture (Amendment) Bill, 2024, and formed a subcommittee to examine the issue of First Information Report (FIR) registrations under the Prevention of Electronic Crimes Act (PECA). The session marked the committee’s first meeting since September 2025, following a hiatus after the resignation of Senator Ali Zafar and all PTI Senators from the standing committees.

The committee members unanimously appointed Senator Sarmad Ali as the chair for the meeting. Federal Minister for Information and Broadcasting Attaullah Tarar attended the discussions, along with Senators Jan Muhammad Buledi, Syed Waqar Mehdi, and Mohammad Abdul Qadir. Senator Pervaiz Rashid participated via Zoom.

During the session, Senator Syed Waqar Mehdi requested clarification over the ongoing issue of FIRs being filed under PECA against journalists and the general public by police. It was noted that this practice was particularly prevalent in Punjab and Sindh. The committee said that while PECA cases fall under  the National Cyber Crime Investigation Agency (NCCIA), police were registering cases against journalists and the public.

The first meeting of the newly formed subcommittee is scheduled to take place after Eidul Fitr, involving key officials from the information, law and interior ministry, Senator Mehdi said.

In response to these concerns, the committee resolved to summon the Inspectors General of Police, Advocate Generals, and Prosecutor Generals from all provinces to discuss the matter further. A subcommittee, led by Senator Sarmad Ali and including Senators Waqar Mehdi, Jan Muhammad Buledi, and Pervaiz Rashid, was established to examine the issue.

Additionally, the committee addressed legislative matters, approving the Motion Picture (Amendment) Bill, 2024, which had been introduced by Murtaza Solangi, the then Minister for Information and Broadcasting. The Secretary of the Ministry of Information and Broadcasting confirmed that all five recommendations previously made by the panel had been integrated into the bill.

The committee also considered the Pakistan Broadcasting Corporation (Amendment) Bill, 2025, proposed by Senator Mohammad Abdul Qadir, which seeks to include a Member of Parliament on the corporation’s Board of Directors. However, this was deferred for further consultation with relevant divisions.

On March 10, Federal Minister for Information and Broadcasting Attaullah Tarar confirmed that pending payments to journalists and media workers will be settled before the upcoming Eid-ul-Fitr, with media owners committing to clear all dues before the festive period. This assurance came during a meeting with a Pakistan Federal Union of Journalists (PFUJ) delegation in Islamabad, where they discussed prevailing issues regarding media personnel’s salaries and outstanding dues.

The minister reported that consultations with the Pakistan Broadcasters Association (PBA) had already taken place, leading to the approval of the outstanding dues of television channels. He expressed optimism that resolving these financial matters would conclude swiftly.

The delegation appreciated the government’s effort, highlighting that receiving payments before Eid is important so media workers can celebrate the festival with their families. Tarar provided assurances of an amicable resolution of all concerns.

The information minister reiterated the government’s dedication to fulfilling its commitments.

On March 10, the Punjab government announced the allocation of 3,200 plots specifically designated for journalists. Confirmed by Azma Bokhari, the Punjab Minister for Information and Culture,  this initiative is part of the Journalist Housing Society Phase-II project aimed at aiding journalists in owning their homes.

During a meeting of the Punjab Journalists Housing Foundation, chaired by Minister Bokhari, details regarding the application scrutiny process were discussed. The meeting saw the participation of key figures including Secretary Information Syed Tahir Raza Hamdani, Director General Public Relations Farid Ahmad, and President of the Lahore Press Club Arshad Ansari, alongside senior journalists and representatives from the Ravi Urban Development Authority (RUDA).

It was decided that a Scrutiny Committee, consisting of Farid Ahmad, Arshad Ansari, Mujeeb-ur-Rehman Shami, and Salman Ghani, would review the applications. The committee is tasked with submitting their findings to the Chief Minister of Punjab within 15 days, who will then proceed with the plot allotments.

The payment terms for the plots were also clarified during the meeting. Journalists who qualify will pay monthly instalments of Rs. 15,000 over a seven-year period, with the balance to be settled in a lump sum alongside the final instalment.

Bokhari said that the allotment will be limited to one plot per family. This measure is intended to maximise the distribution of plots among deserving journalists. Furthermore, in a bid to support women’s empowerment within the journalistic community, it was suggested that in instances where both spouses are journalists, the plot should be registered in the wife’s name.

Concerns were raised about the management of these allotments in the event of the couple separating or divorcing. It was proposed that a clear mechanism for joint allotment or transfer should be established to address such situations, ensuring fair treatment based on individual case reviews.
