On May 11, the Information Minister Attaullah Tarar announced the immediate suspension of government advertisements to a private TV channel over the termination of 170 employees. This followed a walkout by members of the Parliamentary Reporters Association (PRA) from the press gallery during the May 11 sitting of the National Assembly, protesting layoffs and non-payment of dues by a couple of private TV channels.

Addressing the National Assembly later, Tarar said all government advertisements to the channel had been halted until its management explained the dismissals and proposed what could be done to arbitrate the issue.

During the discussion with journalists, the issue of the advertisement ban on Dawn was also raised. Responding to concerns, the minister announced that advertisements for Dawn were being resumed. He said advertisements had already been released to DawnNewsTV and added that a settlement with the newspaper would also be reached soon.

Tarar further said that the management of another TV channel, which had not paid salaries for the past three months, had been summoned to Islamabad for talks aimed at resolving the issue.

The minister urged media owners to sit down with their employees to reach a settlement, adding that overburdening junior employees was “not acceptable.” He said the federal government could arbitrate if both parties desired.

“Our biggest responsibility is dues,” Tarar said, adding that the government had paid all dues in a timely manner, with employees remaining its priority.

The PRA ended its walkout after the minister assured journalists that he would take up the matter with the relevant parties.

Earlier, speaking on the floor of the house, Tarar said the protection of media workers was a top priority and that matters related to journalists’ job security and benefits would be resolved in consultation with coalition partners and the opposition.

On May 06, the Sub-Committee of the Senate Standing Committee on Information & Broadcasting convened in Islamabad, led by Senator Sarmad Ali. The meeting included Senators Syed Waqar Mehdi and Jan Muhammad, and representatives from the National Cyber Crime Investigation Agency (NCCIA), provincial and federal police forces (Punjab, Sindh, Balochistan, Khyber Pakhtunkhwa, Islamabad), and legal experts.

During the session, it was disclosed that 13 FIRs had been filed against journalists, with 11 cancelled after preliminary investigations. The committee also learned about the registration of 689 FIRs concerning cybercrimes involving the general public.

In response to a query about filing FIRs in cybercrime cases, attendees were informed that recent amendments to the Prevention of Electronic Crimes Act (PECA), 2025, now prohibit police stations from registering cybercrime FIRs. Such cases are forwarded to the NCCIA for investigation. However, when online activities lead to physical crimes, dual FIRs may be lodged: one for the cyber aspect with the NCCIA and another for the conventional crime with the relevant provincial police.

Further discussions touched upon the rapid advancements in digital and cyber spaces. This includes a proposal under consideration to establish a provincial body similar to the NCCIA in Punjab to alleviate workload pressures; Sindh Police is also contemplating a similar setup.

The meeting revealed that approximately 140 million individuals in Pakistan are active in cyberspace, with around 20 percent of social media accounts being fake and frequently used for malicious purposes like fraud, harassment, and blackmail. The complexity of identifying individuals behind these fake accounts often necessitates international cooperation with social media platforms.

A representative from the NCCIA briefed that the agency is coordinating closely with Punjab and Khyber Pakhtunkhwa police to bolster cybercrime fighting measures. The representative highlighted the agency’s success in engaging with global platform providers, noting an 83 percent response rate to Pakistan’s requests compared to 74.7 percent for India.

The committee was informed that in the past year, the NCCIA received approximately 154,000 complaints, and has developed its rules, which have been submitted to the Ministry of Interior for approval.

The session concluded with Senator Sarmad Ali emphasizing the necessity to strengthen the NCCIA for more effective performance. The Sub-Committee recommended that all relevant cases should be transferred to the NCCIA on a priority basis and called for detailed reports on transferred and pending cases to be presented in the next meeting.

Jail sources discovered the prisoner missing during a routine headcount following an internal event. The escapee, identified as Syed Tahir Naveed, also known by the alias “Polka,” was recently arrested by Joharabad police. His apprehension led to the discovery of a deceased kidnapped trader.

Naveed’s criminal record includes allegations of involvement in the high-profile murder of Babar, although he was released in that case due to insufficient evidence. He was also accused of the abduction and murder of a trader named Rehan.

Despite upgraded security measures at the facility following previous escapes in 2025, including a comprehensive CCTV network, Naveed managed to flee undetected.

Despite the passage of 18 hours, Naveed has not yet been recaptured. The police are continuing their investigation but have not yet provided updates on potential leads regarding his whereabouts.

Babar, 29, a reporter of Geo News was shot dead on January 13, 2011 in Liaquatabad area of Karachi. Babar was returning home from the Geo News office after performing his professional responsibilities, when two assailants on a motorcycle intercepted his car at 9:21pm and shot him five times through the driver’s window at close range. He received five bullets — two in his forehead, one in the jaw and two in his neck.

Internet users across Pakistan could experience reduced connectivity speeds from May 11 to May 18 due to scheduled maintenance on a submarine cable, announced by the Pakistan Telecommunication Company Limited (PTCL). The state-owned telecommunications provider indicated this might lead to internet service degradation, particularly during the evening hours.

The maintenance, as detailed by PTCL in a post on X, is to address a fault in one of the submarine cables managed by the International Cable Consortium.

PTCL is responsible for managing three undersea optical fibre cable networks that are vital for international internet connectivity to Pakistan. These networks provide the essential infrastructure for the country’s digital communications.

It is not uncommon for internet users in Pakistan to face disruptions due to issues with submarine cables. According to a study by Top10VPN.com, Pakistan has experienced significant financial losses due to internet and social media outages, leading the world in this unfortunate metric in 2023.

On May 05, the Islamabad High Court (IHC) reserved its decision on a petition by the National Assembly Secretariat against a directive from the Pakistan Information Commission. The directive demanded the disclosure of details pertaining to the parliamentary standing committees. The case was presided over by Justice Muhammad Azam Khan.

During the proceedings, Advocate Hafiz Arafat, representing the National Assembly Secretariat, argued that details about the sessions or the standing committees couldn’t be provided. He supported his claim by referencing a ruling made by the Speaker, which asserts that information from any session’s proceedings cannot be disclosed.

This stance was challenged by Advocate Qasim Bhatti, representing petitioner Sadia Mazhar, who highlighted a timing issue in the Speaker’s ruling, which was issued significantly after the filing of their case i.e. six to eight months after their case was filed. He argued that the Speaker lacks the authority under the Act to issue a ruling.

The contention also arose over the method of the information request, which was done via email. The counsel for the National Assembly Secretariat pointed out that information requested via email can’t be responded to unless the identity of the requester is disclosed. The counsel added that the petitioner did not appear before the Pakistan Information Commission.

With both sides’ arguments presented, the court reserved the verdict.

Professor Rehman leaves behind his wife, three sons, and a daughter. His son, Javaid-ur-Rehman, is known for his role as a senior parliamentary reporter at daily The Nation.

The passing of Professor Rehman has drawn condolences from various high-profile figures and institutions. Senate Chairman Yousuf Raza Gilani, National Assembly Speaker Sardar Ayaz Sadiq, and Deputy Senate Chairman Syedal Khan Nasr, among others, have expressed their sorrow and extended condoled with his son.

In a recent crackdown on cybercrime, the National Cyber Crime Investigation Agency (NCCIA) arrested a man from Multan for allegedly sharing content on social media that was deemed anti-army and anti-state. The suspect, identified as Azhar Ali, is accused of using digital platforms to disseminate material against state institutions.

An official said the arrest was made under the Prevention of Electronic Crimes Act, 2016, and relevant sections of the Pakistan Penal Code. Punjab NCCIA Director Muhammad Ali Wasim, who affirmed that the agency would persist in its efforts to curb the misuse of social media against the state.

In a court session held at the Judicial Complex inside Central Jail Karachi, Atif Zaman, the prime suspect in the Mureed Abbas murder case, recorded his statement, denying all allegations in the murders of TV anchorperson Mureed Abbas and Khizar Hayat.

The statement came during a hearing under Section 342 of the Criminal Procedure Code.

The court adjourned the proceedings, seeking final arguments from the defence and prosecution on May 14. Prior to this, the case included statements from witnesses, the investigating officer, and the submission of pivotal evidence including forensic analysis of the murder weapon and CCTV footage capturing the incident.

The prosecution alleged that Atif, aided by his brother Adil Zaman, lured Abbas and Hayat to an office where the fatal shootings occurred. Following the incident, Adil, whose bail plea was rejected by the Supreme Court, absconded and has been declared a proclaimed offender.

On July 9, 2019, Abbas and his friend, Hayat, had been gunned down in Karachi.

The gathering included Commission members such as Mazhar Abbas of the Pakistan Federal Union of Journalists, Dr. Tauseef Ahmed Khan from the Human Rights Commission of Pakistan, and representative Maqsood Yousufi from the Council of Pakistan Newspaper Editors and Qazi Asad Abid from the All Pakistan Newspapers Society, among others.

The meeting conducted a review of the Commission’s performance report for 2025, which the Commission decided to publish in book form. Discussions also included a detailed examination of a report concerning the murder of journalist Tufail Rind in Mirpur Mathelo in October of the previous year. The report by the President of the Mirpur Mathelo Press Club was supplemented by insights from the Commission’s focal person in District Ghotki.

The Deputy Inspector General of Police (DIG) Sukkur’s report found that the primary motive for Rind’s murder was a land dispute and a longstanding personal enmity with his relatives. It was noted that four suspects have been arrested and are currently undergoing trial in a local court. The Commission emphasised the need for a comprehensive review, including a report from Rind’s family to fully understand the motives behind his murder.

Further, the Commission plans to invite the lawyer of late journalist Nasrullah Gadani to the next meeting to provide an update on his case.

Memon shared that directives had been issued to all media houses in the province for mandatory safety training and life insurance for journalists. He highlighted the ongoing efforts to gather data on journalists working in the region to enhance policy-making and added that media owners are responsible to ensure compliance with the provincial government’s minimum wage policy.

The CERT advisory highlighted the need to protect government digital platforms from malicious attacks and spread of fake information which could affect public trust. To counter these threats, the advisory recommended several urgent security protocols including disabling website forms and login capabilities, limiting website modifications, and enhancing database security.

According to the CERT, the primary concerns include the potential exploitation of website features such as contact forms, search bars, and file upload options. These vulnerabilities could allow hackers to access sensitive citizen information or establish persistent threats through the deployment of malicious web shells. Additionally, the advisory warned of sophisticated denial-of-service attacks that could be launched through complex queries affecting government services.

The threats are believed to originate from state-sponsored groups engaged in advanced persistent threats (APT) and ideologically motivated hacktivists. These actors may aim to gain long-term access to systems or deface and disrupt public websites as a means to challenge governmental authority and destabilize public confidence. 

The CERT has stressed the need for immediate action to implement these security measures.

They called for the protection of journalists’ rights and committed to enacting effective legislation to safeguard media freedom.

Federal Minister for Information and Broadcasting Attaullah Tarar acknowledged the media’s role in shaping Pakistan’s global narrative and reaffirmed the government’s commitment to a free, responsible, and vibrant media environment. He noted the media’s adaptation to modern tools and digital platforms in promoting Pakistan’s image.

Punjab Chief Minister Maryam Nawaz Sharif reaffirmed her government’s commitment to a free and responsible media. She honoured journalists for their sacrifices and outlined government efforts to provide housing and ensure the safety and dignity of media workers. Meanwhile, Punjab Information Minister Azma Bokhari announced welfare measures for journalists while warning against the threat of fake news to press freedom.

Balochistan Chief Minister Sarfraz Bugti acknowledged the difficult conditions faced by journalists in the province and paid tribute to those who lost their lives while performing their duties. He announced government support for the Siddiq Baloch Media Academy and various welfare initiatives, including housing and financial assistance for journalists.

Governor Khyber Pakhtunkhwa Faisal Karim Kundi stressed the need for further efforts against fake news and propaganda. He highlighted the essential role of journalists in ensuring access to factual information.

Governor of Sindh, Syed Muhammad Nehal Hashmi, called for promoting a free and independent media, emphasising its role in national development, stability, and unity. He stressed that press freedom is essential for transparency, accountability, and social justice.

Sindh Senior Minister and Provincial Minister for Information, Transport and Mass Transit, Sharjeel Inam Memon, highlighted the importance of a free, responsible, and informed media as the foundation of any democratic society. He emphasised the Pakistan Peoples Party’s (PPP) historical struggle for press freedom, noting the sacrifices made during periods of dictatorship. Memon assured that the Sindh government would continue to protect freedom of expression and journalists’ fundamental rights, introducing several welfare schemes for their benefit.

On the occasion of World Press Freedom Day, President Asif Ali Zardari and Prime Minister Muhammad Shehbaz Sharif reaffirmed their commitment to press freedom and importance of credible journalism.

In his message, President Zardari said: “A free, independent and diverse media is not a threat to a confident nation, rather a proof of one.” He, however, also noted that this brings with it a responsibility and journalists must maintain accuracy and balance.

“Public trust, the most valuable asset of free press, must be earned, protected and never taken for granted,” he said.

He acknowledged the role of the Pakistani media in the conflict with India.

Zardari acknowledged the challenges facing press freedom, including disinformation, misinformation and artificial intelligence. He recognised that globally journalists face harassment, legal intimidation, economic pressure and physical danger.

Zardari emphasised that Article 19 of the Constitution guarantees the right to freedom of the press, subject to reasonable legal restrictions.

The president urged the federal and provincial governments to ensure enabling laws and a safe enviornment for the media.

Zardari also expressed concern over global media particularly social media promoting “might-is-right agendas.”

Prime Minister Shehbaz Sharif emphasised the importance of accurate, impartial, and unbiased information. PM Shehbaz stressed the responsibility of journalists to counter fake news and propaganda and to uphold professional ethics.

Shehbaz highlighted the role of credible journalism. He lauded the national media for its responsible coverage during critical moments, such as the conflict with India in 2025. The prime minister also acknowledged the evolving media landscape, emphasising the need for media institutions to adapt to digital transformation responsibly.

“In this changing environment, the media has an important responsibility to effectively project Pakistan’s national identity and perspective on the global stage. Media institutions must adapt to digital transformation with both speed and a strong sense of responsibility,” he said.

On the occasion of World Press Freedom Day, the Joint Action Committee (JAC), comprising Pakistan’s media representative organisations — Pakistan Broadcasters Association (PBA), All Pakistan Newspapers Society (APNS), Council of Pakistan Newspaper Editors (CPNE), Association of Electronic Media Editors and News Directors (AEMEND), and Pakistan Federal Union of Journalists (PFUJ) — raised significant concern about the global state of free expression and journalists’ safety.

In a joint statement, the committee highlighted the challenging environment journalists face worldwide, noting increasing restrictions and constraints in both developing and developed countries during the past year.

The JAC noted that in Pakistan, the situation is described as unsatisfactory, with numerous incidents of journalists being murdered, harassed, arrested on falsified charges, and subjected to violence. The statement further elaborated on the increasing pressure from government and state institutions, pointing out tactics like enforcing preferred editorial policies, censorship, and control over media outlets, which create pressure on and significant uncertainty for journalists and media organisations.

The JAC’s statement also shed light on the perilous conditions faced by journalists in conflict zones such as Gaza, Afghanistan, Ukraine, Syria, Yemen, and Sudan, where media personnel have faced severe threats, attacks, and casualties. Similar pressures have been observed in countries like Russia, India, and Iran, where journalists face censorship and arrests. Even in regions known for championing democracy and free expression, such as Europe and the United States, media freedom is encountering challenges, with countries like Hungary, Poland, and France facing scrutiny over media restrictions.

Global economic pressures have compounded these challenges, as the media industry experiences financial difficulties leading to job insecurity and salary cuts for journalists. Despite these adversities, the JAC reaffirmed its commitment to defending freedom of expression and the public’s right to information, vowing to continue its efforts to promote truth and transparency in society.

Separately, in Quetta, journalists and civil society members gathered at the call of the Balochistan Union of Journalists (BUJ) to protest against restrictive legislation such as the Prevention of Electronic Crimes Act (Peca). The gathering paid tribute to over 50 journalists who have lost their lives in the line of duty, highlighting the high stakes involved in independent journalism in the region.

Similar demonstrations took place in Khyber Pakhtunkhwa, where journalists called for the protection of media workers and the withdrawal of controversial amendments to PECA. Participants expressed concerns over the economic pressures and threats faced by journalists, while also criticising recent amendments to Peca as an attack on press freedom.

In Karachi, a seminar jointly organised by the Karachi Union of Journalists (KUJ) and the Human Rights Commission of Pakistan (HRCP) adopted a resolution demanding an end to censorship and harassment of journalists. The event emphasised the worsening state of press freedom in Pakistan, calling for urgent measures to protect media workers.

On April 29, Hameed Haroon, the former president of All Pakistan Newspapers Society (APNS) and CEO of DawnMedia, highlighted the significant challenges currently faced by the media industry in Pakistan. During the programme entitled ‘APNS Talks,’ Haroon, a prominent figure in Pakistani journalism, articulated concerns about the ongoing pressures on independent journalism and the overall decline in media freedom in the country. Haroon said that governments in the country have long adopted an “anti-media attitude.”

The session, moderated by journalist Mazhar Abbas, discussed Haroon’s extensive career. Haroon described how Dawn, a newspaper founded with aspirations tied to key figures like Jinnah and Liaquat Ali Khan, has been “crippled” through advertisement bans and “conspiracies.”

Haroon reflected on the historical context, recalling that even during stringent martial law periods under leaders like Pervez Musharraf, there was some restraints on actions against the press. However, today’s scenario is one of the “law of the jungle,” where actions were taken without hestitation.

He emphasised that not only the media but also other institutions like the judiciary are under attack, which include arbitrary transfers of judges.

The discussion also covered the financial struggles faced by Dawn, which Haroon said was “surviving on a shoestring” due to the dual pressures of government and private advertisements being blocked. He stressed the need for media organisations to work together and to adapt and innovate to attract younger audiences and ensure economic viability.

Haroon dismissed the notion of entering politics, reaffirming the incompatibility of holding media and political roles simultaneously. He also shared his personal interests, particularly his passion for music and the arts, which remain central to his life even after retiring from an active role in journalism.

Haroon advocated for permanent employment for journalists as a foundation for maintaining professional journalism standards.

Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar met with Ambreen Jan, Chairperson of the Pakistan Electronic Media Regulatory Authority (PEMRA), at the Ministry of Foreign Affairs on May 1.

During the interaction, Jan praised the Deputy Prime Minister and the Ministry of Foreign Affairs team for their effective mediation and facilitation in resolving regional conflicts. She emphasised the significance of these efforts in maintaining peace and security both in the region and beyond.

Responding to the accolades, Deputy Prime Minister Dar expressed his gratitude and underscored the pivotal role of responsible and professional media in promoting constructive public understanding and informed discourse. Representatives from the Sindh Information Commission (SIC) and the Punjab Information Commission (PIC) convened at the PIC’s office to discuss enhanced cooperation for the effective implementation of Right to Information (RTI) laws in their respective provinces. The meeting on April 28 underscored the pivotal role of the Transparency and Right to Information Acts in guaranteeing citizens’ access to information and bolstering institutional transparency and accountability.

The meeting included Muhammad Saleem Khan and Noor Mohammad Dayo from the Sindh Information Commission, while the Punjab delegation included PIC Chairman Muhammad Malik Bhulla and member Bushra Saqib. The officials discussed increasing public awareness, enhancing the capacity of public bodies, and refining mechanisms for the timely and proactive release of information.

Significant emphasis was placed on the necessity of transparent governance to restore public trust and enhance the quality of service delivery. Both sides exchanged experiences related to access to information and transparency, expressing a united commitment to promote proactive disclosure practices, support training programmes for government officials, and assist citizens in exercising their right to information.

The meeting concluded with a mutual agreement to continue cooperation on various fronts, including awareness campaigns, technical support, necessary amendments to existing laws, and policy advocacy.

All recruitment processes and administrative decisions related to Artificial Intelligence (AI) across ministries, divisions, and institutions will now require prior approval from the Pakistan Digital Authority (PDA). This decision is part of a broader effort to centralise and standardise AI-related hiring practices within the government.

The policy stipulates that any AI recruitment attempt must first receive technical clearance from the PDA before proceeding with job advertisements, establishing rules and regulations, or initiating appointment procedures. This step is designed to ensure that all AI positions across governmental departments maintain a consistent standard and adhere to specific regulatory frameworks.

In line with this, under the prime minister’s guidance, the Federal Board of Revenue (FBR) has issued a circular mandating compliance with this new approval mechanism. The circular has been disseminated to all relevant departments, including all FBR field offices and headquarters, emphasising strict adherence to the procedures.

For effective coordination and compliance, the FBR has appointed its Secretary (Management), HR, IR-1 as the focal person. This role is crucial in overseeing the implementation of the new policy within the organisation.

Officials have expressed that this new measure aims to provide oversight and consistency in recruitment processes for AI roles.

The PDA has been appointed as the central body for all matters concerning AI workforce engagement. All federal institutions are required to submit relevant cases to the body.

The FBR has already started implementing these guidelines, directing all chief commissioners and directors general to ensure full compliance with the new policy. FBR secretary, management and human resources have been appointed as the focal person.

Kazim Khan, Executive Editor of Daily Dunya, retained his position as President, while Ayaz Khan, Group Editor of Daily Express, was elected Senior Vice President. Other key positions were filled: Ghulam Nabi Chandio as Secretary General and Tanveer Shaukat as Deputy Secretary General. Arif Baloch was elected Finance Secretary, with Munza Saham taking on the role of Information Secretary.

The CPNE ensured regional representation through the election of Vice Presidents for different areas: Qazi Asad Abid for Sindh, Shakeel Turabi for Rawalpindi/Islamabad, Ahmed Hassan for Punjab, Tahir Farooq for Khyber Pakhtunkhwa, and Anwar Sajidi for Balochistan. Additionally, Babar Nizami and Yahya Saduzai were elected as Joint Secretaries for Punjab and Rawalpindi/Islamabad, respectively.

The newly formed Standing Committee includes members such as Hamid Hussain Abidi, Sardar Muhammad Siraj, and Sher Muhammad Khawar, Abdul Rehman Mangreo, Zia Tanoli, Mudassar Iqbal and Shahzad Amin, among others.

During the annual general meeting, discussions centred on the future of print media, the influence of digital platforms, and economic challenges. Kazim Khan announced that World Press Freedom Day would be observed as a year of “resistance and protection of press freedom” in 2026. Efforts to counter fake news, the influence of dummy newspapers, and narratives shaped by political parties were also highlighted.

Concerns were raised about the reduction in government advertising, which has financially impacted newspapers and magazines. Participants called for government support in the form of subsidies and fair advertisement distribution. The meeting also underscored the necessity of integrating print and digital media to uphold journalistic standards.

A special condolence session was held for the late Amir Mahmood, former CPNE Secretary General, acknowledging his contributions to press freedom. The meeting concluded with Kazim Khan and Ghulam Nabi Chandio expressing gratitude to participants and the CPNE secretariat staff.

Congratulations were extended to the newly elected office-bearers by President Asif Ali Zardari, Prime Minister Shehbaz Sharif, and Punjab Chief Minister Maryam Nawaz Sharif. The chief minister expressed hope that the CPNE leadership would promote free and responsible journalism while safeguarding national interests.

Today, the reality of journalism in Pakistan is dealing with overly active forms of legal challenges — from criminal complaints to summons, the continuation of violent physical attacks coupled with threats of violence, digital threats and harassment online, further amplified in an age of Artificial Intelligence (AI). 

Meanwhile, media outlets have faced the impact of censorship and silencing tactics including through regulatory mechanisms and in other instances through suspension of advertisements. 

Between January 2025 and April 2026, Pakistan Press Foundation (PPF) has documented at least 233 instances of violence, threats, legal action against journalists, two remarks targeting the media, seven instances of censorship, at least 10 instances of connectivity issues and one cyber attack impacting three broadcast channels.

These include:

• 67 instances of assault and manhandling
• 2 journalists injured while on assignment
• 3 abductions
• 7 instances of attacks or damage to property
• 11 detentions
• 11 arrests 
• 67 journalists or media professionals against whom criminal complaints were registered of which 34 had sections of PECA  [*In some cases multiple journalists were named and in other instances one journalist had multiple cases registered against them.]
• 31 instances of legal action 
• 3 threats of legal action
• 31 instances of threats and harassment including online harassment and digital threats, placement on exit control lists, attacks on family, obstruction in reporting etc.
• 2 remarks 
• 7 instances of censorship
• 1 cyber attack impacting three channels
• 10 instances of connectivity issues

On World Press Freedom Day, PPF calls on those in positions of power and authority to move away from mere lip service to actual action reflecting their support for defending the constitutionally-guaranteed rights to free expression and press freedom.

Issuing statements expressing commitment to press freedom are not enough. The patterns of violence, intimidation and reprisals faced by the media are reflective of an underlying disregard for the need to protect journalists and their right to freedom of expression. 

Stakeholders and decision makers, including, the government, law enforcement and political parties, at the local, regional and national level in Pakistan must urgently reassess their approach towards the media and recognize the role of a journalist as a provider of information and must respect the role of the media as the fourth pillar of the state. 

It is worth reminding the relevant stakeholders that Pakistan has ratified the International Covenant on Civil and Political Rights, under which, in Article 19, the right to freedom of expression is protected. 

Since January 2025, a staggering 67 media professionals had criminal complaints registered against them, half of which included sections of Pakistan Electronic Crimes Act (PECA). In some cases multiple journalists were named in a single FIR and in other instances one journalist had multiple cases registered against them. This tally accounts for each case against each journalist or media professional.

Within the overall alarming picture for media safety and free expression in Pakistan, in 2025-26, journalists and media professionals have borne the brunt of legislation criminalizing free speech with criminal complaints being registered against media professionals under sections of an empowered cyber crime law — PECA — that was amended and bulldozed through the parliament without stakeholder consultations at the start of 2025. Additionally, call-up notices and summons by the National Cyber Crime Investigation Agency (NCCIA) have become a repeat occurrence. 

Cases registered against journalists in some instances have named multiple journalists and media professionals while others have focussed on an individual journalist. 

In another instance, a harsh 17-year conviction was handed to human rights lawyers Imaan Zainab Mazari-Hazir and her spouse, Hadi Ali Chattha, under PECA. Mazari and Chatha have represented journalists and media professionals in various cases, and, in an environment where journalists are often the target of cases and other punitive measures, including under PECA, the conviction of the two will further weaken the protections and recourse available for journalists.

The registration of criminal complaints (First Information Reports) against journalists and media professionals is reflective of an alarming trend used to target the media in recent years.

In some instances, the registration of an FIR is the only step taken. 

In other cases, these criminal complaints form the basis for the future arrest of the media professional. Between 2025-26, PPF has documented 11 arrests of journalists and media professionals.

An alarming observation that PPF has observed in some arrests is the sheer violation of the media safety laws, passed to protect journalists. The right to privacy guaranteed in this law has been completely ignored with journalists being asked to hand over their electronic devices.  

On April 24, Islamabad-based journalist Fakhar-ur-Rehman was arrested on the basis of a criminal complaint regarding posts shared on social media. The case under which Rehman was arrested named eight other journalists, media professionals and commentators. 

On April 25, the NCCIA had sought physical remand of Rehman as they stated that he had admitted to owning the social media post but had not provided the password to his mobile phone, and further examination of the phone was required. The district magistrate’s court had rejected the request for physical remand and sent Rehman to Adiala Jail on judicial remand. He was later granted bail.

While restrictions and reprisals increasingly focus on legal actions such as cases and notices, the violence against media professionals in Pakistan has also continued. PPF has documented at least 67 incidents between 2025-26 in which journalists faced assault or were manhandled while doing their work. Seven instances of attacks or damage to property and 11 detentions were also documented.

At the start of 2026, in January, an Aaj News team, including senior crime reporter Saulat Jafferi, female reporter Hamna Nisar, cameraman Adnan Shaikh, engineer Jibran Hashmi, and driver Rizwan Ahmed, was injured when their news gathering vehicle (DSNG) was attacked in Karachi during clashes between Pakistan Tehreek-e-Insaf (PTI) supporters and police ahead of a planned rally. 

In another incident, on the occasion of Aurat March, multiple journalists were detained by Islamabad Police on March 8. Journalists reporting from the scene were taken into custody and shifted to the G-7 Police Station. Additionally, other journalists who went to the police station to inquire about and clarify the situation of their detained colleagues were also held for nearly eight hours.

In 2025, PPF investigated at least eight instances of murder. However, upon investigation, the motive for six of the murders was found not to be in connection with the media professional’s work. Two murders — Abdul Latif Baloch and Imtiaz Mir — remain inconclusive, requiring further clarity on the motives behind them. No murders of journalists in 2026, so far, were found to be in connection to their work. 

Year after year, these statistics paint a grim picture of the challenges posed to the physical safety of journalists and media professionals. These incidents however do not just affect the physical safety of individual journalists, they also undermine the safety of the media fraternity as a whole with the fear of similar attacks against others and leave a lasting impact on the psycho-social wellbeing of these individuals.

Until journalists and media professionals are not protected from violent attacks, threats of violence or reprisal due to their work, there can be no press freedom. 

PPF reiterates its long standing demands for the active implementation of the media safety laws and their mandated commissions at the federal and Sindh level so that laws passed for the very protection of journalists and media professionals can provide the media with this protection. 

The much-delayed establishment of the federal Commission for the Protection of Journalists and Media Professionals (CPJMP) in November 2025 was a welcome step in the right direction; however, its creation alone is not sufficient to address the entrenched risks faced by journalists. The Commission must now be made fully functional, with clear rules, adequate resources, and the institutional independence required to operate effectively. 

In Sindh, the Commission for the Protection of Journalists and Other Media Practitioners must function effectively. Additionally, we call on the remaining provinces of the country to introduce similar media safety laws so that the unique safety challenges of journalists in their provinces can be addressed. 

Codes of conduct must be developed and, where available, enforced by political parties, especially during rallies and protests, with safe zones designated for journalists. Law enforcement including the police must also develop and where in place, follow codes of conduct  for engaging with the media. In protests, rallies and other such incidents, journalists are often targeted by both sides despite their clear identification as members of the press. This is unacceptable.

In addition to acts of violence, the threats of violence and acts of harassment — both offline and online — appear to be a common tactic used to intimidate journalists and media professionals. In 2025-26, PPF has documented 31 instances of threats and harassment including online harassment and digital threats, placement on exit control lists, attacks on family members of journalists as well as three threats of legal action and obstruction in ability to report. Two remarks also targeted the media.

Threats and harassment in digital spaces are of an increasing concern in the age of AI with its ability to morph, generate and alter content in an almost seamless manner making detection of fake content a challenge. This is of particular concern when it comes to women journalists and media professionals. 

In 2025-26, PPF has documented instances where women journalists were targeted online including where AI generated content of them was shared on social media platforms. While online harassment and threats do not just impact women journalists, they take on a personal nature focussed on character assassination when targeting women. The gendered nature of digital attacks is made evident by instances such as when the attire of a woman journalist is questioned and debated across X instead of focussing on her reporting on an important international story. 

To address the challenges faced by women in the media, different stakeholder groups must understand the nature of attacks faced by women journalists, develop policies to counter attacks and ensure that women themselves have buy-in in the process.

The Sindh Protection of Journalists and Other Media Practitioners Act, 2021, states that threats of violence or harassment against journalists and other media practitioners will be considered as actual acts of violence or harassment. 

The impact of threats, intimidation and harassment must not be understated. A threat to a journalist warning them of repercussions for their work must be enough to take action at a stage where physical harm, the loss of life, damage to property and other consequences can still be prevented. 

There is a lack of attention paid to taking preventive, protective and prosecutorial measures for journalists’ safety. It should not take the death of a journalist to be outraged. And in the instance of a journalists’ killing, persistent and near complete impunity is enjoyed by the perpetrators of such violence. 

This year, on April 2, Larkana police announced the arrest of Irfan Zehri Brohi, a suspect in the murder case of journalist Zakir Ali – also known as Shan Dahar – Bureau Chief of Abb Takk Television channel in Larkana district of Sindh. Dahar was killed twelve years ago in 2014. However, Dahar’s sister, Fauzia Dahar, had expressed skepticism both about the arrest and its motives. PPF has urged authorities to ensure that this arrest does not serve as just a formality but leads to further concrete actions against those behind the murder. 

Alongside attacks on journalists and media professionals, the past year has also seen media outlets coming under pressure through the restriction of government advertisements. The most glaring example of this is the case of Dawn, Pakistan’s preeminent English language newspaper. The withholding of government advertisements to the Dawn Media Group is an alarming tool the government has decided to use to strangle the media group financially. Daily Sahafat also reportedly faced advertisement stoppage in this period. At a time of prevailing economic challenges to the media, such a tactic is a dangerous targeted tool to cut off the media outlet economically. 

In other instances, regulatory bodies such as the Pakistan Electronic Media Regulatory Authority (PEMRA), have issued directives or sent show-cause notices to television channels that reinforce existing red lines of coverage or uncover new ones. In February, PEMRA issued a show-cause notice to Geo News for what it claimed was the presentation of “biased opinion” about the proceedings of the trial involving human rights lawyer Imaan Mazari. 

Ironically, the purpose of a current affairs talk show like “Naya Pakistan with Shahzad Iqbal,” for which the show-cause notice was issued, is to discuss current affairs, including interviews with government representatives. 

When speaking of violence against the media, it is imperative to acknowledge the deadly period being faced by journalists internationally. According to the Committee to Protect Journalists, 262 journalists and media workers have been killed in Gaza, Yemen, Lebanon, Israel and Iran since October 7, 2023. With countries like Israel targeting  and killing journalists without any repercussions or accountability, the global democratic norms of freedom of expression and press freedom are being completely disregarded. 

UNESCO has noted that freedom of expression around the world has declined by 10 per cent since 2012 and stated that World Press Freedom Day 2026 offers a “critical moment” to reaffirm freedom of expression as a “normative and empirical lever for shaping the future of information societies.” This commitment must lead to action that holds perpetrators of violence against the media to account, as, if journalists are not safe to do their work, there can be no right to freedom of expression.

On April 27, a judicial magistrate approved the post-arrest bail for Islamabad-based journalist Fakharur Rehman, who the National Cyber Crime Investigation Agency (NCCIA) arrested days earlier in a case under Prevention of Electronic Crimes Act (Peca). His arrest was linked to accusations of disseminating “false and misleading information against state institutions” via the social media platform X.

Rehman’s bail was set following a hearing, where his legal representative, Barrister Ahad Khokhar, argued that the journalist, being a senior citizen requiring regular medication, had not shared any personal opinion but had just shared a statement attributed to a religious figure.

Khokhar highlighted that the NCCIA had already recovered Rehman’s mobile phone and noted that the FIR did not specify his client’s exact role in the alleged crimes, calling the case “baseless”.

The prosecution, however, contended that journalism should be exercised with “great responsibility,” opposing the bail plea.

After deliberation, the court approved the post-arrest bail against Rs50,000 in surety bonds.

On April 23, the Sindh government requested the Federal Ministry of Interior to issue a red warrant for Rolf J. Widerøe, a Norwegian journalist, for his alleged involvement in a criminal fraud case. The case, registered in Shaheed Benazirabad, involves an accusation that Widerøe defrauded a Pakistani citizen of Rs 10 million by falsely promising to facilitate Norwegian immigration.

An official letter from the Home Department, dated April 23,  highlights multiple prior communications with federal authorities regarding Widerøe, who is the Chief Editor of the Norwegian extreme-right tabloid Verdens Gang (VG). The journalist has been a proclaimed offender in Pakistan since 2015, following the registration of FIR No. 225/2015 at the A-Section Police Station in Nawabshah. The charges include sections 420, 406, 506/2 of the Pakistan Penal Code, alongside provisions of the Telegraph Act.

The controversy revolves around a complaint lodged by Maqsood Ali, a resident of Nawabshah, who claimed that Widerøe deceitfully obtained Rs 10 million by falsely promising to secure him a Norwegian passport during his visit to Pakistan. According to court documents, Widerøe allegedly threatened Ali with serious consequences before fleeing the country.

Despite local law enforcement efforts, including securing non-bailable arrest warrants from the Civil Judge & Judicial Magistrate-III Nawabshah in early 2016, Widerøe has not returned to Pakistan to face charges. He reportedly remains in Norway, evading Pakistani authorities and leaving Ali financially ruined.

The Punjab Home Department issued a province-wide advisory to administrative departments and law enforcement agencies, alerting them to an increase in WhatsApp hacking incidents and impersonation scams targeting government officials. The directive, disseminated to senior bureaucrats, police leadership and field formations in the province, comes in response to a series of security breaches involving the WhatsApp accounts of serving officers.

The advisory noted that cybercriminals have gained unauthorized access to these accounts, using them to send fraudulent messages to contacts —often colleagues or subordinates — requesting financial aid under false pretenses. These attacks exploit trust within professional networks through sophisticated social engineering tactics.

In addition to account hacking, there has been a rise in the creation of fake social media profiles. Criminals use publicly available information, such as names, designations, and profile photos, to craft convincing identities and solicit money.

The Home Department has urged government employees to exercise caution, advising against conducting financial transactions based solely on digital messages, especially those marked as urgent or confidential. It also recommends enabling security features like two-step verification and instructing staff to never share one-time passwords (OTPs) or sensitive credentials.

The advisory urged all departments and agencies to implement stringent security protocols. This includes developing advanced cybersecurity knowledge programs to protect against future breaches that could compromise official communication systems.

On April 21, the Karachi Press Club in collaboration with Karwan-e-Iqbal organised a seminar to commemorate the death anniversary of Allama Muhammad Iqbal, Pakistan’s national poet renowned as the “Poet of the East.” The seminar, titled “Iqbal and the Contemporary Era,” focused on the relevance of Iqbal’s philosophies in today’s world and the necessity to foster a deeper connection between the youth and his teachings.

The event drew a large turnout including scholars, educationists, students, and intellectuals. Dr Moinuddin Aqeel, a prominent scholar, addressed the attendees as the chief guest. He emphasized the critical need for educational institutions to effectively integrate Iqbal’s concepts into their curricula to inspire and mobilize the younger generation towards positive societal change. He highlighted the importance of Iqbal’s ideas on selfhood, purpose, and action.

From Khuzdar, Qazi Muhammad Shoaib spoke about the significance of Iqbal’s work in empowering Muslims to overcome intellectual subjugation and rediscover their identity. He stressed on the importance of promoting Iqbal’s Persian poetry to gain a comprehensive understanding of his work.

Dr Zafar Iqbal from Karwan-e-Iqbal stressed that Iqbal’s thoughts were timeless and remained profoundly relevant across different eras. He called for continued intellectual efforts to ensure that the youth remain engaged with Iqbal’s ideas.

The seminar also saw the formation of a steering committee as part of Karwan-e-Iqbal’s new formation and to involve more young people. Plans were announced for a large-scale Iqbal Conference set for November, intended to further promote Iqbal’s message through collaboration with various individuals and institutions.

The event concluded with recitations of Iqbal’s poetry by Dr Aurangzeb, Ashar Khan, and Abdul Rahim Mutaqi.

Locals reported to Dawn that both mobile connectivity and internet services have been unreliable across several areas. Over the last two months, mobile signals have been either extremely weak or completely absent in large parts of the district, complicating communications.

Furthermore, the internet service has also been suffering from prolonged slowdowns. Internet users expressed difficulty sending messages, accessing online platforms, and conducting digital transactions due to the low speeds and unstable connectivity.

The impact of these communication issues extends beyond mere inconvenience, affecting the economic and educational activities in the community. The residents have urged relevant authorities to take immediate notice of their plight and ensure the provision of reliable mobile and internet services in the district.

Attempts to reach officials for comment were made, but no response was received, Dawn reported. The locals continue to wait for a resolution while their daily routines and opportunities remain severely hampered by these technological challenges.

On April 21, Governor of Balochistan Sheikh Jaffar Khan Mandokhail emphasized the government’s commitment to press freedom. At an awards ceremony in Quetta, hosted by the Balochistan International Think Tank, numerous journalists were recognized for practising responsible journalism. The event highlighted the vital role of responsible journalism in sustaining democracy and truth.

During the ceremony, Governor Mandokhail acknowledged the challenges faced by journalists in Balochistan and commended their dedication to factual reporting, which has notably enhanced the province’s image globally. He reiterated that the freedom and courage demonstrated by the media are essential for accountability and governance.

The ceremony was attended by influential media figures and journalists, including former president of the Pakistan Federal Union of Journalists, Shahzada Zulfiqar, and Chairman of the Balochistan International Think Tank, Owais Jadoon. Prominent attendees from the Quetta Press Club included President Irfan Saeed and Secretary Ayub Tareen, among others.

Governor Mandokhail was honoured with the “Nelson Mandela International Civil Award” for his prolonged service in the political and social sectors of Balochistan. Additionally, awards were distributed to distinguished journalists such as Abdul Khaliq Rind, Muhammad Afzal Mughal, Khalil Ahmed, and several others for their significant contributions to journalism.

Governor Mandokhail underscored the importance of the media in reflecting public sentiment and giving voice to the marginalized. He said that no journalist is currently detained in the province. He also expressed his appreciation for the Balochistan International Think Tank’s role in recognizing the efforts of journalists.

The Governor called upon all stakeholders to collaborate towards upholding truth, accountability, and institutional stability.

Several notable figures, including Dr Sadiq Siyal, in-charge of the Thalassemia Centre, Rao Muhammad Rafiq and Comrade Abdul Majeed Mughal, visited Muhammad Anwar Sheikh, President of the Nawabshah Press Club, to offer condolences following the passing of his wife.

During the visit, they prayed for the deceased, seeking forgiveness and higher ranks in the hereafter for her soul. They also prayed for strength and patience for the bereaved family during this difficult time.

Pakistan Railways recently implemented stringent new rules prohibiting unauthorized media coverage within its premises. The department mandates prior written permission for all media activities concerning its operations, infrastructure, and restricted areas.

The announcement highlighted that journalists, bloggers, vloggers, and social media influencers, along with any railway employees aiding them, must obtain approval from the Railways Headquarters in Lahore before engaging in filming, photographing, or publishing any content related to the department. Non-compliance will result in legal and disciplinary actions under Pakistan’s relevant laws.

Meanwhile, Federal Minister for Railways Muhammad Hanif Abbasi inaugurated the upgraded Safari Train at Rawalpindi Railway Station. The minister outlined that the revamped train is part of Pakistan Railways’ broader initiative to modernize and enhance the railway system across the nation. The Safari Train, designed with air-conditioned coaches and improved seating, aims to boost domestic tourism by providing a family-friendly travel experience with short stopovers and recreational activities at various scenic stations, including Attock Khurd.

Minister Abbasi noted the rise in passenger occupancy as a sign of growing public trust in rail services. He elaborated that the Safari Train project is just one aspect of extensive reforms that include upgrading infrastructure, improving operational efficiency, and introducing modern facilities throughout the railway network.

On April 24, Islamabad-based journalist Fakhar-ur-Rehman was arrested on the basis of a criminal complaint regarding posts shared on social media. Pakistan Press Foundation (PPF) is concerned by the information presented in court that Rehman’s mobile phone had been taken into custody. This is in violation of the Protection of Journalists and Media Professionals Act, 2021, which guarantees the privacy of journalists’ work and sources.

A First Information Report (FIR) dated April 20 by NCCIA Sub-Inspector Shehroz Rana on behalf of the state, accused nine individuals of knowingly disseminating/propagating, on their social media accounts, “fake, false, misleading, and misinterpreted information leading to hatred against the government functionaries.”

The case was registered under Sections 20 and 26-A of the Pakistan Electronic Crimes Act (PECA).

Amongst the named persons was Rehman and other media professionals such as Moeed Pirzada and Sabir Shakir. The criminal complaint also shared links to the X posts in question, which are no longer accessible.

In a post on X, Pakistan Federal Union of Journalists (PFUJ) President Afzal Butt said that Rehman had told him that he had received a notice from the NCCIA on April 16, but by the time he received it, the time for the appearance had passed, therefore he was unable to appear before the agency. The second time he was summoned, Rehman shared that due to alternate routes in Islamabad, he was unable to appear. According to Butt, Rehman said that he had deleted the posts on X and apologized for them, yet his house was raided, and he was arrested.

On April 25, the NCCIA had sought physical remand of Rehman as they stated that Rehman had admitted to owning the social media post but had not provided the password to his mobile phone, and further examination of the phone was required. The district magistrate’s court had rejected the request for physical remand and sent Rehman to Adiala Jail on judicial remand.

Under the Protection of Journalists and Media Professionals Act, 2021, each journalist is guaranteed a right to privacy.

In clear words, the law states:

“The Government shall ensure that no person, officer, agency or institution unlawfully or arbitrarily interferes with the right to privacy of any journalist, reporter or media professional and his/her home, correspondence (including electronic correspondence) and family.

The Government shall ensure that no journalist, reporter or media professional is forced, induced, compelled, coerced or threatened for the disclosure of his/her sources of information by any person, officer, agency, authority or institution, save without due process of the law.

The Government shall make efforts to safeguard the confidentiality of sources of journalists or media professionals.”

The Press Association of the Supreme Court issued a statement condemning Rehman’s arrest, also a member of the association, and called for his immediate release.

The President of the Punjab Union of Journalists, Mian Shahid Nadeem, speaking to PPF, strongly condemned the arrest and detention of Rehman, calling it a blatant attack on free speech.

PFUJ (Barna Group) President Rana Azeem told PPF that journalists would not tolerate any action against press freedom in Pakistan. He stated that at times it becomes necessary to raise one’s voice on social media, speak the truth, and expose injustice. If such restrictions continue, the journalist community will not remain silent.

On April 21, ahead of Earth Day 2026, the Aga Khan University (AKU) organised a media roundtable to highlight the critical challenges posed by climate change to coastal ecosystems, particularly focusing on the mangrove forests in Karachi. This event brought together journalists, environmental experts, and stakeholders to engage in a dialogue about the environmental and socio-economic threats to these vital natural barriers.

The session included the screening of “A Forest in Peril,” a documentary by architect and environmentalist Tariq Alexander Qaiser. The film is part of the acclaimed series “Voices from the Roof of the World” (VRW), supported by AKU, which delves into the impacts of climate change on fragile ecosystems and the communities that depend on them. “A Forest in Peril” specifically explores the critical role of mangrove forests on Bundal Island in mitigating coastal erosion, rising sea levels, and extreme weather events.

During the event, Tariq Alexander Qaiser emphasised the dual nature of the threat to mangroves, stating, “The loss of mangroves is not just an environmental issue; it is a human one.” He highlighted how these ecosystems are essential not only for environmental balance but also for the protection and sustenance of local communities. The film illustrates the ongoing efforts to preserve these ecosystems and the personal stories of those living on the frontlines of climate change.

Following the documentary, a discussion was held with Qaiser, giving media representatives the opportunity to further explore the broader implications of environmental changes on coastal regions. Andrew Tkach, Executive Director of VRW and an eight-time Emmy Award winner, praised Qaiser’s dedication to showcasing and preserving Karachi’s largely unknown mangrove forests.

The event is part of a series of initiatives by AKU to foster discussions around environmental sustainability and resilience, especially significant as the global community faces increasingly severe climate-related challenges. By leveraging the power of visual storytelling, the roundtable aimed to bridge the gap between scientific understanding, policy-making, and public awareness, underscoring the importance of informed discourse in tackling environmental issues.

VRW is a joint initiative involving multiple agencies of the Aga Khan Development Network, including Aga Khan University, Aga Khan Agency for Habitat, Aga Khan Foundation, and the University of Central Asia. The series has been made possible through contributions from various donors, including Ross Beaty, the Jenabai Hussainali Shariff Family, the Sitka Foundation, Gulshan Kassamali Jiwa Family, and the Prince Sadruddin Aga Khan Fund for the Environment.

The President of the All Pakistan Newspapers Society (APNS) Sarmad Ali along with Secretary General Muhammad Athar Kazi expressed deep sorrow over the death of the wife of Gulzar Ali, Managing Director at Adarts Karachi (Pvt.) Ltd. The deceased was also the daughter of the late Ch. Abdul Ghafoor, the founder Chairman of Adarts Karachi, an organization that provides advertising services.

The APNS, on behalf of the office bearers and members of the Executive Committee, extended heartfelt condolences to the bereaved family and offered prayers for the departed soul. They asked for strength and patience for the family to cope with this significant loss.

On April 24, prominent journalist Gharidah Farooqi lodged a formal complaint with the National Cyber Crime Investigation Agency (NCCIA) after being targeted in an online harassment campaign. This campaign, which started on April 11, involved distributing morphed images and abusive messages concerning her appearance and attire across various digital platforms.

The NCCIA responded promptly to Farooqi’s complaint, leading to the arrest of one individual, Muhammad Saqib, in Chiniot. He is allegedly linked to creating and disseminating the offensive content. The authorities have secured digital evidence related to the case and anticipate making further arrests as the investigation progresses.

Farooqi stated that the harassment she faced is not just a personal attack but reflects a broader pattern of intimidating women. She warned that deleting the offensive posts will not prevent legal action, as all evidence has been meticulously documented.

Farooqi commended the NCCIA’s swift response, highlighting the importance of such actions in bolstering public trust in institutions and enhancing the safety of women in Pakistan. She expressed gratitude towards the NCCIA, particularly Director General Syed Khurram Ali, for personally overseeing the case and maintaining a zero-tolerance policy toward crimes against women.

The Karachi Board of Intermediate Education Karachi (BIEK) has found numerous fake social media accounts misrepresenting it.  These pages, discovered on platforms like Facebook, Instagram, and WhatsApp, are known to be spreading misleading educational content to students. The board contacted the National Cyber Crime Investigation Agency (NCCIA) to seek urgent action against these fraudulent accounts.

In their communication, the board highlighted 24 fake Facebook pages, eight Instagram accounts, and one WhatsApp account, all currently active and disseminating false information.

The proliferation of these fake accounts has raised significant concerns about the potential impact on students, who might be misled by the incorrect educational material being circulated. The board’s letter to the NCCIA stressed the importance of promptly blocking these accounts and initiating a crackdown on social media pages deceiving students.

An Additional Director at the NCCIA, Tariq Nawaz, confirmed that measures are being taken in response to the board’s request. The agency is moving not only to shut down these fake pages but is also reviewing whether any of these accounts have been involved in leaking examination papers.

On April 16, the Special Assistant to the Chief Minister on Information and Public Relations Shafi Jan, emphasised the crucial role of a free and independent press in sustaining democracy during a provincial convention on media laws, regulations, and ethics. The event, held at the Peshawar Press Club, was a collaborative effort by the Khyber Union of Journalists, the Peshawar Press Club, and the Pakistan Federal Union of Journalists (PFUJ).

Shafi Jan articulated the media’s position as a fundamental pillar of democratic society, warning that suppressing the truth only leads to misinformation and undermines democratic values. He underscored the nobility and challenges of the journalism profession, and highlighted the sacrifices made by journalists in their line of duty.

Citing Article 19 of the Pakistan Constitution, which guarantees freedom of expression, Jan said that certain legislative measures have been used to restrict media freedoms. He criticized the federal government for allegedly marginalizing journalists who spoke the truth. He noted that such actions were more prevalent in Punjab and the federation, where discussing public welfare issues or the use of taxpayers’ money often resulted in undue pressure and the silencing of media voices.

In contrast, Jan pointed out that the Khyber Pakhtunkhwa province offers an enabling environment for free expression with the provincial government supporting democratic norms and refraining from political victimization. He mentioned that the opposition in the Khyber Pakhtunkhwa Assembly is given ample opportunity to voice concerns, showcasing the government’s dedication to political tolerance and inclusivity.

Furthermore, Jan reassured the media fraternity of the provincial government’s support, stating that the Pakistan Tehreek-e-Insaf (PTI) party stands in solidarity with journalists and continues to advocate for their rights.

On April 12, Geo News received a show-cause notice from the Pakistan Electronic Media Regulatory Authority (PEMRA) for broadcasts related to the death of Indian singer Asha Bhosle. The notice, issued following Bhosle’s death, cited violations of various judgments and sections of PEMRA’s laws and codes of conduct that restrict airing Indian content in Pakistan.

Pemra’s notice stated that Geo News included Indian songs and film visuals while covering Bhosle’s death.

Geo News Managing Director Azhar Abbas expressed concern over the constraints placed on celebrating the accomplishments of iconic artists like Bhosle.

“ […] It has always been customary to revisit and celebrate the work of iconic artists when reporting on them. In fact, for an artist of Asha Bhosle’s stature, we should have shared even more of her timeless and memorable songs than we did. Yet, Pakistan’s electronic media regulator, PEMRA, has chosen to restrict this. […],” he said in a post on X.

The show-cause notice has summoned the Geo News CEO to respond by April 27. The channel is required to explain in writing why it should not face legal actions, which could include fines, suspension, or even revocation of its broadcasting licence.

Amjad Aziz Malik is the first Pakistani journalist to receive this honour in the 102-year history of AIPS, marking a significant milestone for the nation in the realm of sports journalism. The recognition celebrates his personal contributions and underscores Pakistan’s growing stature in international sports media.

Alongside Malik, five other veteran sports journalists from Japan, Spain, Malta, Brazil, and Turkey also received Lifetime Honorary Membership for their extensive services to AIPS and sports journalism.

Throughout his career, Malik has demonstrated an unwavering commitment to sports journalism, significantly contributing to raising the professional standards and visibility of Pakistan in this field. His induction into the AIPS Executive Committee as a Lifetime Honorary Member highlights his exceptional dedication and the respect he commands on the global stage.

The achievement received widespread acclaim within Pakistan. Muhammad Asghar Azeem, Secretary of the Pakistan Sports Writers Federation, expressed immense pride in Malik’s recognition. He noted that this honour reflects the high level of dedication and talent within Pakistan’s sports journalism community.

On April 13, the Balochistan government decided on the introduction of a modern digital monitoring system designed to ensure the attendance, performance, and effective supervision of field officers across the province. This new initiative, which incorporates a live-location-based attendance mechanism, aims to ensure officers’ presence at their designated posts and facilitate real-time monitoring of ongoing development projects.

This decision was reached during a high-level meeting, chaired by Chief Minister Mir Sarfraz Bugti, which focused on the progress of current development schemes within the region. During the meeting, secretaries from various departments provided comprehensive updates on the status of these projects, discussing the pace of work, the quality of outputs, challenges encountered, and actionable strategies to address these issues.

Chief Minister Bugti emphasised the necessity for field officers to remain actively present in their respective areas rather than staying in the provincial capital, Quetta. He highlighted that such field presence was crucial for the timely implementation of projects. The Chief Minister also set a firm deadline, mandating the completion of all ongoing development projects by June.

Further to his directives, Chief Minister Bugti instructed administrative heads to enforce strict measures against any officer found absent from their field duties for more than ten days. He asserted that the new digital system would not only elevate governmental efficiency but also assure full transparency and accountability in operations.

Reiterating the government’s commitment to transparency, Chief Minister Bugti expressed his expectations for high-quality and timely project completions, stating that these were the administration’s top priorities. He also acknowledged the efforts of Chief Secretary Shakeel Qadir Khan for his dedication to reform and the regular convening of the secretaries’ committee meetings.

On April 16, the Balochistan cabinet approved its inaugural Advertisement Policy 2026. The approval came during a cabinet meeting led by Chief Minister Mir Sarfraz Bugti.

Chief Minister’s Adviser on Political and Media Affairs, Shahid Rind, said the new policy aims to eradicate the circulation of dummy publications and foster a merit-based system for distributing official advertisements. This initiative is expected to support credible media organizations.

On April 16, the Federal Minister for Kashmir Affairs and Gilgit-Baltistan, Engineer Ameer Muqam, announced that the government is set to implement practical measures to alleviate the financial and administrative difficulties facing newspapers in Azad Jammu and Kashmir (AJK). This declaration came during a discussion with representatives from the All Kashmir Newspapers Society (AKNS).

The AKNS delegation, led by Secretary General Zulfikar Hussain Butt and including senior journalists Naseer Anwar, Sardar Javed Iqbal, Sarfraz Mir, and Hamraz Chaudhry, met with Muqam to voice their concerns about the challenges impeding the newspaper industry in the region. The journalists outlined several pressing issues, including scarce resources, reduced advertising quotas, and unpaid dues, which they believe jeopardise the sustainability of AJK’s newspapers.

Muqam acknowledged the crucial role newspapers in AJK play in bringing international attention to the Kashmir issue. He assured the delegation that the government is committed to addressing their concerns.

Further discussions in the meeting focused on strategies to foster stronger collaboration between the government and the newspaper sector. Muqam reiterated Pakistan’s ongoing support for the people of Kashmir and its efforts to promote the Kashmir issue through diplomatic efforts.

Both parties agreed to maintain a constructive dialogue and work together to enhance the relationship between governmental bodies and media organisations in the region.

On April 12, former editor of the women’s publication Akhbar-e-Khawateen, Shamim Akhtar passed away Her funeral prayers were held at Masjid-e-Ali in DHA Phase VI, Karachi. Her death elicited profound condolences from the Karachi Press Club (KPC), the Karachi Union of Journalists (KUJ), and colleagues across the media industry.

In their statements, the KPC and KUJ extolled Shamim Akhtar’s illustrious career, describing her as a guiding light for new generations, particularly for women in journalism. They acknowledged her steadfast dedication to ethical journalism and her significant contributions to media focused on women’s issues. The organizations also extended their heartfelt sympathies to her family, praying for peace for the deceased and patience for the bereaved family.

Shamim Akhtar’s career was marked by her commitment to the journalistic profession and her role as a senior member of the KUJ. She was celebrated for her editorial prowess and was a pivotal figure in advocating for high standards in reporting and journalism ethics.

Her colleagues and various media bodies expressed deep sorrow over her passing, noting it as a substantial loss to the community of journalists. Tributes poured in highlighting her professionalism, integrity, and the indelible mark she left on journalism.

In its quarterly Community Guidelines Enforcement Report, TikTok revealed that between October and December 2025, the platform removed a total of 22,990,460 videos in Pakistan due to violations of its community standards. This action is part of TikTok’s broader efforts to maintain a safe and positive environment for its global user base.

The report highlights that TikTok proactively detected and removed 99.9 per cent of these videos, with 98.4 per cent being taken down within 24 hours of upload.

Globally, during the same period, TikTok removed 175,302,085 videos, which constitutes approximately 0.5 per cent of all content uploaded on the platform. Of these, the majority were removed using automated detection technologies. Additionally, 8,360,780 videos initially removed were later reinstated following further review.

The enforcement report also sheds light on the nature of the removed content. It states that 21.2 per cent of the globally removed videos contained sensitive or mature themes that did not align with TikTok’s content policies. Moreover, 9.1 per cent breached the platform’s standards on safety and civility, 1.2 per cent violated privacy and security guidelines, 1.6 per cent were flagged for misinformation, and 1.8 per cent involved edited media and AI-generated content.

The report further indicates TikTok’s efforts in account management, revealing the removal of 143,834,113 fake accounts and the suspension of 23,875,879 accounts suspected to be under the age of 13, as part of its commitment to protect younger audiences.

Sindh Senior Minister and Provincial Minister for Information, Transport and Mass Transit, Sharjeel Inam Memon, expressed condolences following the death of senior journalist Shahbaz Khan’s mother.

In a statement, Memon conveyed his deep sorrow to Shahbaz Khan and his family during this difficult time. He extended his support and solidarity, affirming his presence alongside the bereaved family as they navigate their period of mourning.

Memon prayed for the eternal peace of the departed soul and for strength and patience for the family to cope with their loss.

On April 13, the Pakistan Electronic Media Regulatory Authority (PEMRA) issued a show-cause notice to 24 News after a clip went viral showing host Fiza Ali being lifted over the shoulder of her husband, Ejaz Khan, during a live morning show, which prompted widespread criticism over broadcast standards.

Ali later described it as a playful and spontaneous moment.

PEMRA stated in its notice that the content was aired without proper editorial checks and breached its code of conduct. The authority directed the channel to submit a written explanation and appear before it, warning that further action may follow if the response is deemed unsatisfactory.

Meanwhile, the Jamiat Ulema-e-Islam-Fazl (JUI-F) strongly condemned what it described as “objectionable and immoral content” broadcast in morning shows and television dramas, saying such material erodes societal values and cultural norms.

In a statement, JUI-F spokesperson Aslam Ghauri said that while the media enjoys freedom of expression, it must also uphold social, moral and national responsibilities. He alleged that the growing trend of such content reflected a disregard for cultural sensitivities and family values.

On April 16, the Ambassador of the Federal Republic of Germany in Pakistan Ina Lepel met with Fahd Haroon, Minister of State/Special Assistant to the Prime Minister on Digital Media, in Islamabad. The discussions focused on the evolving landscape of digital media and the potential opportunities and challenges.

During the meeting, both parties explored various issues, including how to counter fake news, promoting online safety, and the challenges presented by misusing digital platforms for illegal activities.

On April 11, the family of slain journalist Zakir Hussain, also known as Shan Dahar, alongside representatives from a media rights organisation, demanded a new investigation into his murder. At a press conference held at the Karachi Press Club, they called for the immediate arrest of the suspects who have evaded capture for over a decade.

During the press conference, Zakir’s sister, Fauzia Dahar, accompanied by Safe Journalism activists Adil Jawad and Waqar Soomro, accused the Larkana police of misconduct. They alleged that the police facilitated suspects Irfan Brohi and Amir Zehri by orchestrating a “dramatic arrest” despite knowing about their pre-arrest bail.

On April 2, Larkana police announced the arrest of Irfan Zehri Brohi, a suspect in the Dahar’s murder case. According to media reports, Irfan, who had been declared an absconder and proclaimed offender in the case, was arrested in a raid near Darra crossing by Badah Station House Officer (SHO) Abdul Ghafoor Chutto.

On April 10, the Governor of Sindh Syed Nehal Hashmi and Chief Minister Syed Murad Ali Shah underscored the paramount importance of the Constitution of Pakistan on Constitution Day, describing it as a symbol of the nation’s survival, security, and unity. In their messages, both leaders stressed that adhering to and protecting the Constitution is a national duty for every Pakistani, with no room for compromise.

Governor Hashmi elaborated on the significance of the 1973 Constitution, which he said guarantees fundamental rights, including freedom of expression and religious freedom. He highlighted the Constitution’s role as a cornerstone in establishing a democratic governance framework within the country. “The protection of the Constitution is a national duty of every Pakistani, and there can be no compromise on it,” he asserted.

Further, Governor Hashmi emphasized the importance of the rule of law and compliance with constitutional limits as essential for sustainable development and stability. He also pointed out the critical role of equipping the youth with information technology skills and modern education, which he termed key pillars for building a prosperous future.

In his message, Chief Minister Shah recalled the contributions of Shaheed Zulfikar Ali Bhutto, who he credited with providing the nation with a unanimous, democratic, and Islamic Constitution. He reaffirmed the Pakistan Peoples Party’s commitment to the supremacy of the Constitution.

Both leaders also voiced the necessity of national unity for upholding the constitutional mandate and achieving economic stability. Governor Hashmi assured that the federal government would persist in its full support for the development and progress of Karachi and all districts across Sindh.

On April 11, the Jinnah Convention Centre (JCC) in Islamabad transformed into a hub for journalists, as it facilitated extensive media coverage of the peace talks between the United States and Iran. Over 50 journalists from various countries gathered at the venue, highlighting the global importance of the negotiations.

Deputy Prime Minister and Foreign Minister Ishaq Dar stated that Pakistan had ensured visa-on-arrival facilities for journalists from the US and Iran. The coverage was further supported by a fully equipped media centre at the JCC, featuring high-speed internet, modern computing stations, and advanced printing facilities.

Some journalists reported internet connectivity issues, following which Federal Minister for Information and Broadcasting Attaullah Tarar announced facilities for seamless coverage through comprehensive facilities at JCC.

Tarar emphasized the strategic placement of the JCC near Islamabad’s high-security Red Zone, which allowed convenient access to key venues related to the talks.

An initial draft of the Punjab Online Safety Act 2026, aimed at tackling increasing issues of harassment and blackmail on social media, has been prepared. This legislation will soon be presented in the Punjab Assembly for approval, announced Punjab Chief Minister Maryam Nawaz on April 10. In conjunction with this, a dedicated Punjab Cyber Crime Unit will be established.

During a meeting, Chief Minister Nawaz highlighted the government’s initiatives, which include setting up special mobile units to assist minors in reporting online harassment and blackmail incidents without needing to visit police stations. Additionally, a virtual police station and the ‘PKM’ mobile application will enable victims, particularly women and children, to lodge complaints while maintaining their anonymity.

Chief Minister Nawaz also shared that a Cyber Patrol Wing and a Cyber Police Academy will be created under the Punjab Police. An advanced intelligence system for social media monitoring and surveillance is also planned. She directed the concerned authorities to adopt a proactive approach in curbing cybercrime and ensuring robust data protection measures.

The decision to establish a separate provincial cybercrime unit comes in response to dissatisfaction with the National Cybercrime Investigation Agency (NCCIA).
