Key figures attended, including Provincial Minister for Revenue and Estate Tariq Mahmood Aryan, Special Assistant to the Chief Minister for Food Muhammad Israr, MPAs Tariq Saeed and Adnan Khan, and senior officials from the Police, Home and Law departments. The Advocate General, Special Prosecutor, and Deputy Secretary of the Provincial Assembly Secretariat Tariq Noor, along with other relevant officers, were also present.

The meeting reviewed the progress into the investigation of the incident. Committee members said the police had already been provided with a detailed proforma for submitting the investigation record and had been asked for a step-by-step account including the status of investigations, evidence collected, legal proceedings, details of the accused, and the quality of the investigation before filing challans.

Expressing dissatisfaction with the report, Aftab Alam directed the police to resubmit it in the prescribed format, stressing the need for transparency, accountability, and professional standards. The police department was instructed to provide all relevant documents and evidence before the committee’s next meeting to facilitate a detailed review and recommendations.

The notice did not specify the content for which she had been summoned; however, it was issued after an interview Noreen gave to a YouTube channel, where she made controversial claims about the Pakistan Army and Maarka-e-Haq.

The notice warned Niazi that non-compliance with the summons will be seen as an admission of guilt and could lead to action under Section 174 of the Pakistan Penal Code.

Information Minister Attaullah Tarar and other ministers have condemned Noreen’s statements and have called for her to apologise.

The committee highlighted the ongoing issue of delayed payments from clients, including substantial arrears from various federal government departments. This delay placed significant financial strain on newspapers, undermining their operational viability.

During the deliberations, members advocated for abolishing the centralised policy on government advertising. They proposed reinstating the previous system where client departments could recommend their preferred media outlets for advertising. This change, the committee argued, would increase advertisement volume for newspapers and allow the Press Information Department (PID) more flexibility in advertisement placement across different media platforms.

Further, the committee urged for the empowerment of PID’s regional offices in Karachi, Hyderabad, Quetta, Lahore, and Peshawar. They recommended immediately discontinuing the current practice where media recommendations by these regional offices are modified at the central level to enhance efficiency and responsiveness.

Additionally, the members called for simplifying the procedural requirements for renewing newspaper declarations and transferring declarations following a publisher’s death, describing the current procedures as unnecessarily burdensome.

The meeting also served as an occasion for the committee members to express their condolences for recent losses within their community, including the sister of Munir Jillani, the son of Qazi Imtiaz, and the father of Noorullah Malik. A moment of Fateha was observed in memory of the departed souls.

Attendees included prominent regional newspaper representatives such as Muhammad Humayun Gulzar from Sayadat Bahawalpur, Tanveer Siddiqui from Aaj Peshawar, Mohsin Siyal from Aftab Multan, and several others.

During a press briefing, Hussain outlined various actions by JAAC, which he said were contrary to Kashmiri values and unethical.

According to Hussain, the banned organisation utilised women and children as human shields, a tactic emerging after the group’s leaders reportedly became indifferent and reneged on their commitments. The Home Secretary criticised the JAAC for diverting students from their studies, thereby risking their futures, and for blocking roads, which severely hampered civilian movement and daily life.

Hussain accused the JAAC of promoting anti-state narratives, inciting antagonism against the Pakistan Army, and attempting to weaken the historical bonds between Pakistan and AJK. He stated that these actions suggest the group’s primary aim is to disrupt AJK’s peace, economy, and law and order rather than advocating for people’s rights.

Hussain announced that the general elections in AJK would proceed as scheduled on July 27. He commended the political parties for their ongoing campaigning efforts across the region, including in the Poonch division.

In a condolence message, APNS President Senator Sarmad Ali and Secretary General Muhammad Athar Kazi, on behalf of the office-bearers and members of the Executive Committee, conveyed their profound sympathies to the bereaved family. They expressed hope that the family would find the strength and patience to cope with this significant loss and prayed that Almighty Allah grant eternal peace to the departed soul.

Justice Mohammad Ijaz Khan, presiding over a single-member bench, ordered the Information Department’s secretary, Matiullah Khan, to settle outstanding advertisement dues by July 30.

The court was responding to a contempt plea by the Council of Newspapers Editors (CPNE) in Khyber Pakhtunkhwa, which alleged the government had failed to clear advertisement dues despite assurances given to the court in 2024. The hearing revealed the “pathetic conditions” faced by various newspaper employees who were not even being paid minimum wages as under the Khyber Pakhtunkhwa Payment of Wages Act, 2013 and even those salaries are not being paid to them, in clear violation of the law.

A day prior, the court summoned the information secretary following his department’s failure to issue the required cheque payments to newspapers.

Just days earlier, the Khyber Union of Journalists and the Peshawar Press Club, had also urged the Chief Justice of the Peshawar High Court, SM Attique Shah, to consider the plight of media industry workers before releasing any funds owed to newspapers.

Information Secretary Matiullah Khan informed the court that his department’s advertisement section was fast-tracking the finalisation of cheques for petitioners, though he requested additional time due to the volume and to ensure accuracy with the department’s records. The bench asked him to complete it before the next scheduled hearing date.

On July 15, the Peshawar High Court (PHC) directed the Khyber Pakhtunkhwa Secretary of Information to appear before the court with payment cheques for outstanding advertisement dues owed to various newspapers. The order was issued by Justice Ijaz Khan during the hearing of a contempt petition filed by the Khyber Pakhtunkhwa chapter of the Council of Pakistan Newspaper Editors (CPNE).

The legal action by CPNE, represented by advocates Shahid Naseem Chamkani and Ahsan Masood, follows the non-fulfilment of a previous court order dated May 22, 2024, mandating the clearance of approximately Rs 180 crore in outstanding payments for government advertisements published across the province. Despite the provincial administration acknowledging these dues during the initial writ petition and requesting additional time to settle the payments, the dues remained unsettled, prompting the current legal proceedings.

On the same day, the Khyber Union of Journalists (KhUJ) and the Peshawar Press Club (PPC) urged that government advertisement dues be released to media organisations only after they clear salary arrears and other financial obligations owed to journalists. In a joint statement, KhUJ President Kashifuddin Syed and PPC President M. Riaz called on the Chief Justice of the PHC  to ensure compliance with this condition.

Senator Sarmad Ali, President of APNS, along with Muhammad Athar Kazi, the Secretary General, conveyed hopes that Adil would champion press freedom and effectively address prevailing challenges within the print media sector. They emphasised the importance of maintaining the existing cordial relations between the PID and the print media, which they believe will continue to prosper under Adil’s leadership.

The APNS officials also took the opportunity to acknowledge the efforts of the outgoing PIO, Mubashir Hassan, appreciating his cooperation and support toward the newspaper industry during his tenure.

Expressing hopes that pending issues of the print media would be resolved on a priority basis, the APNS highlighted the need for the implementation of previously approved increases in government advertising rates, a rise in the volume of government advertisements, and the settlement of longstanding dues.

The resolution calls for the provincial government to recommend to the federal government to bring comprehensive legislation to regulate children’s access to social media. It aims to ensure the protection of children’s physical, mental, psychological, and moral development, which the resolution states is a constitutional and moral responsibility of the state.

According to the proposal, the federal government should bring legislation that prohibits minors under the age of 16 from creating or maintaining social media accounts without consent from parents or legal guardians verified through a dependable age-verification mechanism. Moreover, the resolution urges the Pakistan Telecommunication Authority (PTA) to develop and enforce robust age-verification systems across all social media platforms in Pakistan.

The resolution also emphasises the need for social media companies to adhere to child protection standards by promptly removing harmful content and creating a safer digital environment for minors. It suggests that relevant federal and provincial departments should initiate ongoing awareness campaigns to educate parents, teachers, and children about digital literacy, online safety, and responsible internet use.

Globally, there is a trend towards imposing stricter regulations on children’s use of social media, with countries like Australia instituting age-based restrictions and enhancing child online safety laws.

During the visit, Tahir Andrabi, the spokesperson for the ministry, provided a briefing to the 85 participants, who included members from the media, civil society, and various political parties. The briefing centred on several critical aspects of Pakistan’s foreign policy, focusing particularly on the country’s foreign policy priorities in the current evolving regional and global contexts.

Additionally, Andrabi discussed the ministry’s pivotal role in advancing and protecting Pakistan’s national interests through diplomatic channels.

Presiding over the case, Justice Muhammad Azam Khan addressed the legal petitions initiated by Aamir Sohail Anjum and 42 other NCCIA employees, all holding positions at Grade 16 or higher. The employees, accompanied by their legal counsel, were present during the proceedings, but the NCCIA did not file its response, ignoring prior court instructions.

Expressing his dissatisfaction, Justice Azam Khan issued a stern warning to the agency, stating that it must provide its reply by the next scheduled hearing. He emphasised the urgency of resolving the matter and indicated that failure to respond could lead the court to decide based on existing records.

“You must file your reply by the next hearing. The court also has to decide the matter,” remarked Justice Khan. He further noted that the absence of a response would prompt the court to proceed with a decision on the case.

Additionally, the court extended a previous interim order that prevented the NCCIA from taking any disciplinary action against the petitioners. The proceedings have been adjourned until July 24.

The committee was briefed by PTA Chairman Hafeez ur Rehman, who reported that following the 5G spectrum auction, the total available spectrum had increased from 274MHz to 754MHz. Despite this, 5G services, initiated in 22 cities, are currently operating on existing mobile towers and network infrastructure, with plans for new infrastructure in future phases to enhance service quality.

One significant issue highlighted was electricity shortages affecting telecommunications infrastructure, particularly mobile towers, leading to disrupted services and poor connectivity. The prolonged power outages, lasting up to 10 hours a day in some areas, were noted as a major hurdle in providing consistent telecom services.

The PTA has engaged with Nepra and relevant power companies to address these power issues, and the prime minister set up a high-level committee to find a sustainable solution for uninterrupted power supply to telecom towers.

The committee addressed the taxation on imported mobile phones. The PTA chairman clarified that 92% of smartphones used in Pakistan were locally manufactured or assembled, reducing the burden of import duties which apply predominantly to brands like Apple and Google Pixel. The committee urged the IT Ministry to encourage these global brands to set up local manufacturing or assembly facilities in Pakistan.

Bokhari highlighted the discrepancy in claims made by PTI representatives regarding the issuance of blue passports to lawmakers across all provinces, clarifying that in Punjab, such passports are only granted to Members of the Provincial Assembly for official use during their tenure, without extension to family members. She condemned the lavish expenditures these privileges would entail, underlining past abuses of such perks.

The minister expressed particular concern over the bill’s impact on journalists, noting that it proposes allowing only certain journalists access to the assembly, effectively barring others which she said was a “direct attack on press freedom,” a move she stated would have led to significant backlash if proposed in Punjab.

Bokhari urged the Pakistan Muslim League (N) KP chapter to legally challenge the bill, criticising PTI for its contradiction in claiming to oppose elitism while seeking extensive privileges for its members. She pointed out PTI’s long-standing governance in Khyber Pakhtunkhwa, arguing that it has not brought significant improvements in law enforcement, employment, education, healthcare, or counterterrorism efforts.

The decision followed a review ordered by KP Chief Minister Sohail Afridi. Afridi on July 8 directed a review of the recently enacted KP Provincial Assembly (Powers, Immunities and Privileges) Act, 2026 following strong criticism from the media and the public. He instructed that the law’s controversial provisions be reassessed in consultation with parliamentary leaders.

KP Information Minister Shafi Jan, in a video message, stated that the chief minister chaired a meeting which  KP Assembly Speaker Babar Saleem Swati joined via video, in which it was decided to withdraw all controversial components of the Act. Jan assured that the clauses would be “restored and corrected” in line with the Khyber Pakhtunkhwa (Powers, Privileges, and Immunities) Act, 1988.

According to Nazim, the legislation allows for punitive measures such as imprisonment and fines for journalists who criticise the Speaker of the Assembly or the assembly procedures.

Nazim pointed out that existing legal frameworks already address issues like false reporting or misrepresentation of facts. He argued that introducing new criminal provisions specifically targeting journalists is unwarranted and detrimental to the principle of freedom of expression.

The spokesperson also raised concerns about the opacity surrounding the law’s approval process, suggesting that keeping the legislation shielded from public and media scrutiny indicates a lack of governmental transparency. He called for the law’s immediate withdrawal and encouraged a broad coalition of journalists, legal experts, civil society groups, and political entities to unite in opposition to the statute.

The Act, approved on April 30 and signed into law by the governor on May 6, significantly increases the powers and immunities of provincial assembly members. Notable provisions include issuing lifetime official passports to members and their spouses, extensive immunity from preventive detention, and entitlements to up to eight non-prohibited-bore weapon licences.

During a cabinet meeting, CM Afridi highlighted the recent heavy criticism the amendments have attracted and suggested that provisions affecting media personnel need particular reconsideration. The Chief Minister referred to the principles of Imran Khan, emphasising freedom of expression and the importance of critical journalism.However, he said that his government and himself also faced criticism from “black channels” that ran misleading propaganda against the government.

He contrasted the situation in KP with other provinces, where he claimed journalists face harsher repercussions for government criticism, adding that the KP government had not taken any illegal action against anyone, intead that legal action was only taken if someone spread fake propaganda.

In response to the controversy, Afridi engaged with KP Assembly Speaker Babar Saleem Swati to organise discussions with parliamentary leaders to address the public and the media’s concerns.

At a joint press conference, government and opposition lawmakers argued that many of the disputed provisions were carried over from the 1988 law. Information Minister Shafi Jan also rejected claims regarding blue passports and additional weapon licences, stating those amendments were introduced by the opposition rather than the cabinet.

PPP lawmaker Ahmad Karim Kundi and ANP’s Arbab Usman defended the act, stating that the provisions were justified given the province’s unique challenges and sacrifices. They insisted that elected officials need adequate facilities to serve effectively.

The provincial government promised further consultations with journalist bodies.

PEMRA’s final decision order, issued after their 191st meeting, said it reviewed the incident in detail, taking into account various submissions from Geo News, the proceedings on record, and the recommendations of the Council of Complaints, Lahore. The Council met three times to deliberate on the issue.

Upon hearing from the Geo News representatives, examining the record and taking the opinion of the Council of Islamic Ideology into consideration, the Council of Complaints had forwarded its recommendations to PEMRA.

The regulatory body found that Geo News’ violation was severe and contravened the obligations of a licensee under the PEMRA legal framework and the standards of responsible broadcasting. PEMRA noted that the channel was given a fair chance to present its defence before arriving at a final decision. Despite Geo News admitting to negligence, expressing remorse, and issuing unconditional apologies across all its media platforms, PEMRA stated that these actions do not erase the violation or its legal consequences.

PEMRA affirmed its decision of suspending Geo News’ licence for 15 days.

PEMRA stated that the channel must pay the Rs10 million fine and complete the suspension period to resume transmission.

Additionally, the authority directed Geo News to conduct disciplinary proceedings against all individuals responsible for “failing to discharge their duties in connection with the broadcast and dismiss them after a due process.”

Furthermore, those dismissed are to be barred from employment in any capacity within services operating under a licence, registration, permission or authorisation issued or regulated by PEMRA. The authority emphasised that any recurrence of such negligence could lead to the revocation of Geo News’ licence.

In its directive, PEMRA also instructed all licensed broadcasters to establish competent and impartial in-house monitoring committees or editorial boards to ensure prior editorial scrutiny of all content. Details of these bodies must be submitted to PEMRA.

The authority warned that future violations would attract enhanced penalties and stricter legal actions in alignment with Pakistani law and compliance with the Supreme Court of Pakistan’s judgment in Suo Motu Case No 28 of 2018.

Senator Quratulain Marri reported being targeted in a prolonged online campaign against her and her family, stating that no effective action was taken despite a formal complaint. NCCIA officials acknowledged technical and operational issues impacting the online complaint system but assured that written complaints could be processed immediately through legal representatives while the portal was being fixed. They also informed that actions to block or restrict objectionable online content were typically resolved within 15 days.

Expressing dissatisfaction with the agency’s response, Senator Zehri criticised the delays, while Senator Rana Mahmood ul Hassan shared similar frustrations regarding false accusations made against him on social media, highlighting a lack of meaningful action from the NCCIA.

The committee summoned NCCIA Director General, Syed Khurram Ali, to its July 17 meeting to provide a detailed briefing regarding the status of the online complaint portal, complaint processing delays, enforcement timelines, response protocols, and the measures being implemented to enhance agency performance.

The committee also reviewed the progress in the murder case of Lahore resident Ahmed Javed. Additionally, a briefing was received from the Punjab Home Secretary on blasphemy cases, revealing that a special committee had been established to review such cases and that an inter-agency coordination mechanism was in place to strengthen prosecution and streamline legal proceedings.

The Rawalpindi-Islamabad Union of Journalists (RIUJ) expressed sorrow over his passing. In a joint condolence message, RIUJ President Asif Bashir Chaudhry, General Secretary Raja Bashir Usmani, Finance Secretary Izhar Khan Niazi, along with other members, conveyed their deep sympathies to Fauzia and her family and prayed for the departed soul and the bereaved family.

Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari and Minister for Information and Broadcasting Attaullah Tarar also expressed their condolences. Tarar paid tribute to Shahid Usmani’s contributions to journalism and social causes and extended sympathies to his family.

The policy introduces an automated system for issuing all “Tender Notices, Auction Notices, Pre-Qualification Notices, and Advertisements of Expression of Interest (EOI),” which is feared to severely impact the financial stability of newspapers and potentially distance the provincial government from the media sector.

The All Pakistan Newspapers Society (APNS) and the Council of Pakistan Newspaper Editors (CPNE) both criticised the move, highlighting that restricting the publication of certain advertisements in print could lead to a decline in newspaper revenues and restrict bidders from receiving crucial information.

APNS argues this could adversely affect the transparency of the government procurement process and increase the risk of corruption. APNS added that restricting publication of the advertisements in newspapers will cause a “severe financial crisis” for the newspaper industry in Balochistan and impact the cordial relations between the government and the press.

Previously, the Punjab government introduced a similar policy but retracted it following protests and appeals from the APNS.

The CPNE also raised concerns about the draft policy’s lack of a comprehensive regulatory framework and clear operational guidelines, believing this could lead to issues with transparency and impartiality in its execution. The body criticised the policy for discriminatory eligibility criteria between print and digital media, noting that such discrepancies could allow unregulated digital entities easier access to public advertising, potentially undermining journalistic credibility.

Additionally, the CPNE opposes the policy’s approach of initially allocating government advertisements to only two newspapers. This method could centralise advertising opportunities, disadvantaging numerous national, regional, and local publications, thereby threatening the viability of community-based journalism in the region.

Highlighting infrastructural challenges in Balochistan, such as inadequate internet connectivity and limited digital access, the CPNE argues that a policy heavily skewed towards digital platforms is impractical under current conditions. It contrasts this with other provinces like Sindh, Punjab, and Khyber Pakhtunkhwa, which have adopted more balanced approaches toward print and digital media.

The rumours began after a fabricated AI-generated video, appearing to show former fast bowler Shoaib Akhtar announcing Akram’s death, went viral. The AI technology video misused deepfake technology to create a highly realistic yet entirely false announcement.

The incident raised significant concerns about the misuse of AI technology in creating and spreading misinformation. This highlights the challenges posed by deepfake technology in the digital age.

This development comes after Telenor Pakistan was formally incorporated into Pak Telecom Mobile Limited (PTML), the legal entity behind Ufone, following the final approval by the Islamabad High Court earlier this month. PTCL, which oversees PTML, had previously reached out to the PTA to secure approval for this new brand identity. In response, the PTA has indicated that a notification from the Securities and Exchange Commission of Pakistan (SECP) concerning the directors of the combined entity is required. The regulator reiterated this requirement in response to a separate query from PTML about the registration of the new brand.

An official from the Ministry of Information Technology and Telecommunications disclosed that since Telenor Pakistan has been merged into PTML, adjustments to PTML’s board of directors might be necessary. The SECP must issue a notification confirming whether there has been a change or if the board composition remains unchanged.

Documents indicate that the PTA informed PTML that launching or advertising any new brand is contingent upon receiving the aforementioned SECP notification.

Following the decision by the Competition Commission of Pakistan on the merger, PTCL has been split such that PTCL and its other subsidiaries have been dissociated from the mobile telecommunications sector.

The government retains approximately 62% ownership of PTCL, while Etisalat holds a 26% stake and management control. The remaining 12% of shares are owned by private investors through the Pakistan Stock Exchange. Notably, Etisalat recently rebranded itself as “e&”.

However, a senior official at the Ministry of IT cautioned that adopting the “e&” brand name for the merged Ufone-Telenor entity could lead to legal challenges, as the business would remain a subsidiary of PTML. They elaborated that PTML is a subsidiary of PTCL, a state-owned enterprise, and not directly under Etisalat’s umbrella. This could potentially result in copyright infringement issues involving an international brand unless the merged entity agrees to pay a royalty fee to Etisalat. The official also noted that PTCL has been remitting profits to the UAE-based company despite PTCL group’s sustained financial losses.

Advocate Saim Hashmi, representing the broadcaster’s licensee company, presented the management’s admission of fault and apology to the council. Accompanied by Advocate Arbaz Khan, Hashmi provided documentation demonstrating that the channel had conducted a swift inquiry. As a result, the employee responsible for producing the documentary and the member of the Editorial Committee who previewed it were both dismissed.

To prevent such mistakes from taking place in the future, Geo News decided to incorporate a respected aalim (scholar) into its Editorial Committee. This measure aims to ensure that all sensitive religious content is thoroughly reviewed before broadcast, reducing the risk of similar mistakes.

The session commenced nearly two hours late, as opposition members protested the proposed bill before shifting focus to discussions on supplementary budget demands. Opposition Leader Moin Riaz Qureshi criticised the draft Bill, labelling it unconstitutional and alleging it aimed to suppress political dissent and restrict freedom of expression. He drew parallels with the National Accountability Bureau (NAB) law from a previous Pakistan Muslim League-Nawaz (PML-N) government, suggesting the ruling party now faced repercussions from similar legislation it once enacted.

In response, Speaker Malik Muhammad Ahmad Khan clarified his absence during the Bill’s referral to committee and the subsequent presentation of the report in the House. He noted the bill had not been placed on the formal agenda for the Assembly, and that Parliamentary Affairs Minister Mujtaba Shuja-ur-Rehman would address the concerns at the appropriate juncture. Additionally, the Speaker highlighted a written request from opposition MPA Rana Aftab Ahmad, seeking suspension of the Bill’s legislative process to allow for constitutional and legal review. Rana Aftab’s letter argued the proposed law threatened constitutional rights, expanded executive power, and required thorough parliamentary scrutiny.

The Human Rights Commission of Pakistan has expressed concern over the Bill.

They paid tribute to Mateen’s significant contributions to journalism, describing him as a dedicated, hardworking, and ethical professional whose services greatly benefited the media industry. They said his passing was an irreplaceable loss to the journalistic fraternity and remembered him as a mentor who earned widespread respect through his professional integrity and compassionate nature.

They extended their condolences to the bereaved family and prayed for the departed soul’s eternal peace and for strength for his loved ones during this difficult time.

The chief minister agreed in principle to a proposal to establish a dedicated Endowment Fund for journalists affiliated with the Peshawar Press Club. Additionally, he confirmed that the groundbreaking ceremony for a new, state-of-the-art Peshawar Press Club building would occur at the earliest opportunity.

Highlighting the importance of a free and independent press, Chief Minister Afridi reiterated the provincial government’s commitment to media freedom and ensuring a safe environment for journalists. He outlined multiple fiscal commitments in the Provincial Budget for the fiscal year 2026-27, aimed at supporting the media community. These commitments include Rs1 billion allocated for interest-free loans for journalists’ professional development, Rs500 million for establishing media colonies, Rs150 million for the new press club building, Rs300 million for rehabilitating district press clubs, and Rs100 million to foster innovation and modernisation in the information sector.

Furthermore, the Khyber Pakhtunkhwa Journalists’ Welfare Endowment Fund has been increased from Rs200 million to Rs500 million. The Chief Minister also directed that clearing outstanding government advertising dues to media organisations should be conditional upon paying journalists’ salaries, outstanding dues, and ensuring minimum wage compliance.

During the meeting, the Chief Minister instructed officials to provide journalists with a briefing on the proposed New Peshawar Valley City Media Enclave project and ensure compliance with applicable rules and regulations. He also directed the organisation of study tours for journalists to enhance their professional capacity.

The Peshawar Press Club delegation appreciated the government’s ongoing initiatives, including the inclusion of media sector development projects in the forthcoming Annual Development Programme (ADP), the announcement of the club building’s reconstruction, and the provision of a grant for the press club.

The meeting was attended by notable figures including Provincial Minister for Information and Public Relations Shafi Jan, Secretary Information and Public Relations Matiullah Khan, and other members of the press club’s governing body.

Chief Minister Afridi emphasised the government’s dual commitment to supporting media institutions and improving the working conditions and welfare of media professionals. A consultative mechanism will be developed in collaboration with the elected leadership of the Peshawar Press Club and media organizations to formulate a practical roadmap for improving journalists’ welfare.

The inauguration ceremony was attended by several senior district officials including Deputy Commissioner Kashmore Agha Sher Zaman Pathan, Superintendent of Police Kashmore Mohammad Murad, and Vice Chairman District Council Altaf Ahmed Khoso, alongside members of the District Council, government officials, journalists, and representatives of civil society.

During the event, Chairman District Council Kashmore Gul Mohammad Khan Jakharani highlighted that the solar system installation underscores the district administration’s commitment to strengthening public institutions and ensuring consistent facilities for journalists. He emphasised the crucial role of reliable electricity in enabling the smooth operation of the press club, which is essential for media professionals to efficiently perform their duties.

The Deputy Commissioner expressed his approval of the initiative, noting its importance for sustainable, long-term power solutions. He stated that the solar system would not only help reduce electricity costs but also ensure that press club operations could continue without disruption, allowing journalists to serve the public effectively.

Kandhkot Press Club President Dileep Kumar Thakur acknowledged the relief brought by the project, pointing out that the solar system would facilitate continuous work despite frequent power breakdowns, which previously hindered deadlines and communication. General Secretary Ali Hassan Malik echoed these sentiments, describing the installation as a substantial relief for the press club members.

Both the President and General Secretary extended their gratitude to the Chairman District Council and the district administration for their support in realising the solar system installation. They expressed optimism that the project would significantly improve the press club’s operational capacity, particularly during extended power outages, and foster a more conducive working environment for journalists.

The event concluded with optimism from the attending journalists, who noted that the solar system would enhance the press club’s operations by ensuring uninterrupted journalistic activities and mitigating the effects of power outages on their work.

The digital team at Geo News has actively countered these threats and successfully foiled several attacks. The organisation reported the issue to the Pakistan Telecommunication Authority (PTA), seeking measures to prevent the uploading of any unauthorised content and to address the situation promptly.

In response to these cyber threats, Geo News has also initiated legal proceedings.

PTA officials advised users to ensure that their WhatsApp accounts connect to active and registered SIM cards. Immediate verification of the WhatsApp number’s connection with an active SIM is recommended. Users currently operating with inactive SIMs are advised to transition to an active SIM. Should users require assistance, they are encouraged to visit the nearest franchise or customer service centre.

The PTA emphasises the importance of complete biometric verification and SIM verification as necessary precautions to safeguard WhatsApp accounts, contacts, and digital identities. Officials highlight that a mobile number serves as more than just a communication tool; it represents a person’s digital identity, underscoring the need to maintain the security of both WhatsApp accounts and digital identities.

Governor Kundi expressed his best wishes for the success of the newly elected office-bearers in their roles. He emphasised the importance of using their professional skills to report effectively and impartially on the provincial assembly’s proceedings and public issues.

The Governor conveyed his hope that the new leadership would strengthen professional journalism standards, ensuring responsible and effective coverage of assembly activities and matters of public interest.

Director Muhammad Ali Wasim said the special cell would focus on cases of online harassment, cyberstalking, blackmail, digital exploitation, identity theft, and the misuse or circulation of private images and videos, among other technology-enabled offences. He added that the unit would operate under the direct supervision of a deputy director to ensure effective case management and prompt action. He said six out of the 50 people in the department were assigned to the cell.

He also declared a zero-tolerance policy towards cyber offenders, warning that those found guilty of such crimes would face strict legal consequences under existing laws. In addition, the cell will provide immediate legal assistance and victim support to ensure complainants have timely access to justice.

The establishment of the unit aligns with the NCCIA’s broader strategy to strengthen its response to cyber-enabled crimes and enhance support mechanisms for victims across Punjab, Wasim highlighted. According to data available on the agency’s web portal, of the 171,600 reported cases, 21.6% were lodged by women, while Lahore accounted for the highest share of digital crime incidents at 18% of the total.

Director Wasim urged victims to report incidents to the NCCIA, assuring them that all complaints would be handled promptly and in accordance with the law. He said the creation of the special cell marks a significant step in the agency’s ongoing efforts to protect women, children, and other vulnerable groups from cyber threats and exploitation.

The decision was taken at a meeting of the Pemra Council of Complaints (Lahore) on June 30, where the gravity of the issue, given its religious implications, was discussed. The Council of Complaints has asked the CII on what additional action, if required, would be appropriate under Islamic teachings.

The Council was given a week’s time, by July 8, to provide its  expert opinion on the matter.

During the session, the Executive Director of Geo News, accompanied by legal representatives, presented the steps the channel undertook post-incident. They also appealed for the restoration of the broadcasting licence that PEMRA had suspended.

The statement also included prayers for the deceased, hoping that “Almighty Allah rest the departed soul in eternal peace” and grant his family the strength and patience to cope with this significant loss.

During the session, the CII highlighted the importance of the reverence Muslims hold for all Prophets (peace be upon them), the Final Prophet Hazrat Muhammad (SAW), the Rightly Guided Caliphs (may Allah be pleased with them all), the Ahl al-Bayt (may Allah be pleased with them all), the Mothers of the Believers (may Allah be pleased with them all), and the Companions (may Allah be pleased with them all) . It stressed that such reverence is integral to the Islamic faith and that depicting these sacred personalities through images, pictorial depictions, or any visual material is impermissible under Sharia.

The council underscored the challenges posed by modern digital media and artificial intelligence, where content can spread rapidly and widely, making post-publication corrections insufficient. The CII welcomed the notice issued by the Pakistan Electronic Media Regulatory Authority (PEMRA) but called for further improvements and for legal action to be taken against those responsible for the incident.

To uphold the sanctity and respect of revered religious figures, the CII urged media organisations to implement pre-publication screening and strengthen editorial oversight. They urged Pemra, other regulatory bodies and the media to maintain a balance between the legal limits of free expression and religious sensitivities.

The Pakistan Electronic Media Regulatory Authority (PEMRA  suspended the broadcasting licence of Geo News for 15 days following a special transmission for Muharram in which a program included religious visualization and was content that was “liable to hurt the religious sentiments of viewers, undermine religious harmony, offend commonly accepted standards and due care, and create a risk of disturbance to public peace, tranquility, and law and order.”

PEMRA’s decision was detailed in a suspension order, dated June 27,  sent to the CEO of Independent Media Corporation, which operates Geo News. The regulatory body highlighted that the content aired during the Muharram special transmission on Geo News raised “serious regulatory concern.”

The order stated that Geo News transmission will remain suspended on satellite and all distribution networks/platforms for the suspension period. PEMRA also directed Geo News to conduct an internal inquiry into the editorial, monitoring and compliance lapse and to submit its findings to the Council of Complaints, along with corrective and preventive measures.

Geo News issued a clarification statement and an apology acknowledging the editorial error and stated that the footage did not reflect its editorial stance or policy of respecting the widely accepted beliefs and religious sensitivities of the Muslim Ummah.

“The purpose of this clarification is not to justify the incident, but to acknowledge it honestly, explain the actions taken, and reaffirm our commitment to ensuring that such an incident never happens again,” the network stated. They provided a breakdown of the steps taken in response.

On June 27, Senior Minister Sharjeel Inam Memon, who oversees transport and information in Sindh, announced that the province is pioneering the use of artificial intelligence (AI) for media monitoring and in establishing a Journalists Protection Wing and a Sindh Information Commission.

During his address, Memon claimed that press freedom was “most vibrant” in Sindh, although he noted that the government often faces criticism from the media and had become its “biggest target.” He expressed concerns over the dissemination of fabricated stories and emphasised the need for verification.

Further elaborating on the media initiatives in Sindh, Memon corrected misconceptions regarding the budget of Sindh’s first feature film, “Mera Lyari.” He clarified that the film was produced with a budget of approximately Rs55 million, contrary to the Rs20 million reported by some media outlets. The film gained international attention and was later picked up by a private TV network, he said.

During the meeting, Ikram ul Ahad, Manager of Communication at the Population Council, presented evidence showing a significant gap between demographic trends and public financing priorities. He noted that despite Pakistan’s annual growth rate of about 2.5%, investment in population welfare is minimal compared to other regional nations. Ahad called for using data more effectively to ensure accountability to national commitments, including the Council of Common Interests’ target of reducing fertility to replacement levels. He stressed that family planning is among the most cost-effective public investments, offering clear benefits for health, economic stability, and human development.

Ammar Ali Qureshi, Senior Economic Adviser, provided a macroeconomic perspective, describing population stabilisation not just as a demographic concern but as a macroeconomic necessity. He explained that the country’s declining economic trajectory is influenced by rapid population growth and structural economic challenges. Qureshi emphasised that educating girls and promoting women’s economic participation are crucial for reducing fertility rates and unlocking long-term growth.

The Pakistan Post issued a directive to take action against employees after it took notice of employees’ social media activities which it said were violating office discipline.

The circular, dated June 22, said employees were sharing unauthorised information and commenting on internal matters without prior approval, violating the Civil Servants Conduct Rules, 2026.

All postmaster generals were directed to vigilantly monitor the social media activities of staff under their control. Immediate departmental proceedings are to be initiated against those found engaging in unauthorised posts, objectionable content, or political activity.

Further disciplinary issues highlighted in the circular include unauthorised visits to the directorate general without a no-objection certificate, absenteeism without proper authorisation, and lapses in maintaining punctuality. Postmaster generals have been mandated to rigorously enforce rules concerning attendance and office discipline, warning that negligence in enforcement will also attract consequences.

In a separate development, Pakistan Post’s Director General, Maqsood Ahmed, addressed rumours about the possible privatisation of the department and employee retrenchment. He unequivocally dismissed these reports as fabricated and baseless. Ahmed outlined that Pakistan Post has initiated a comprehensive reform programme focusing on enhancing financial stability and expanding digital services for customers.

On June 20, in a notable development aimed at bolstering Pakistan’s cyber security capabilities, the National Cyber Crime Investigation Agency (NCCIA) and the University of Management and Technology (UMT) entered into a Memorandum of Understanding (MoU). The agreement, signed by NCCIA Director Muhammad Ali Waseem and UMT Dean Dr. Atif Alvi, focuses on enhancing research and academic collaboration in cyber security.

The partnership will see both institutions jointly working on research and development projects within the cyber security sphere and seeking both national and international research grants. This collaboration is part of a broader effort to promote innovation and technological advancements in the field.

A significant aspect of the MoU is the organisation of workshops, seminars, and knowledge-sharing sessions by the NCCIA for UMT faculty and students. These initiatives aim to raise awareness and develop expertise in emerging cyber security domains. The National Cyber Crime Investigation Agency (NCCIA) launched an inquiry into the alleged distribution of false information targeting easypaisa Bank Limited. This action follows a formal complaint by Naresh Kumar Aruwani, Head of Country Litigation at easypaisa, who reported that misleading content on social media and digital platforms over the past fortnight aimed to destabilise confidence in the bank.

Aruwani emphasised the severity of the accusations, noting that such misinformation could damage not only easypaisa but also the wider banking ecosystem in Pakistan. He reassured the public of easypaisa’s financial health and operational status. He expressed confidence that authorities would take appropriate legal action.

The inquiry is being spearheaded by a senior officer at the NCCIA under Prevention of Electronic Crimes Act, 2016 (PECA). The focus is to identify and take action against the individuals responsible for creating and spreading the content, which reportedly includes exaggerated claims about the bank’s financial position and operational continuity, spurring undue customer panic.

Easypaisa has categorically denied these accusations, describing them as “false, baseless and fake news.” Despite some recent temporary technical issues affecting digital services, which were quickly rectified, the bank confirmed these did not compromise customer deposits or overall financial stability.

In response to the ongoing situation, Easypaisa has advised its customers to rely solely on official communications and verified regulatory announcements. The bank continues to reinforce its commitment to safeguard customer interests and pursue all legal avenues to counteract the spread of misinformation.

Pakistan Press Foundation (PPF) expressed concern over the notice issued to journalist and columnist Taufeeq Butt summoning him to appear before the National Cyber Crime Investigations Agency Lahore over a complaint regarding a column he wrote where he used the term “Bureau-Corrupts.”

Journalists must be able to report, analyse and comment on matters of public interest without fear of legal intimidation or undue pressure. PPF emphasises the need for the implementation of international standards of necessity and proportionality in monitoring free expression in Pakistan while ensuring that the constitutionally guaranteed rights to freedom of expression under Article 19 are protected.

On June 16, the NCCIA Lahore summoned Butt in connection with an inquiry initiated on a complaint filed by a complainant named Babar Aman Babar over his column, titled “Zahid Akhtar Zaman, Irshad Bhatti aur Meraj Khalid,” published on the website and associated digital and electronic platforms of Daily Nai Baat (Lahore) on June 11.

The notice stated that the use of the term in the column referencing bureaucrats including officers of the Pakistan Administrative Service (PAS) was “falsely portraying and imputing dishonesty and corruption to an entire class of civil servants.”

As per the notice, the complainant stated that the expression was “derogatory, demeaning, and defamatory,” causing harm to the reputation, dignity, and public standing of the PAS and its officers.

It stated that the publication also exposed members of the service to public ridicule, contempt, hatred, and unjust criticism while undermining public confidence in the constitutional service through what the complainant described as “sweeping and baseless allegations of corruption and misconduct.”

The NCCIA notice directed Butt to appear before the investigation agency on June 19 to record his statement and present his defense.

In a post shared on his social media, Butt rejected the allegations, stating that he had not named any individual or institution and that his criticism was directed only at certain officials accused of wrongdoing, not the entire bureaucracy.

According to Dawn, Advocate Usama Khawar argued that the action was inconsistent with an Islamabad High Court ruling which struck down the section of the Pakistan Electronic Crimes Act (PECA) that had extended the scope of defamation to public functionaries and state institutions.

The All Pakistan Newspapers Society (APNS) called for the immediate withdrawal of the notice, criticising it as an inappropriate use of PECA against print media. APNS leaders argue that this action undermines press freedom.

APNS President Senator Sarmad Ali and Secretary General Muhammad Athar Kazi stated that the notice was triggered by a complaint from the Pakistan Administrative Service Association regarding a phrase used in a newspaper column. They described the issuance of the notice as a direct challenge to public discourse and an encroachment on journalistic independence.

In a significant move impacting digital entrepreneurs, the federal government announced a proposal to impose a 5% withholding tax on revenues earned by social media influencers from platforms including YouTube, Facebook, Instagram, and TikTok. This measure forms part of the Finance Bill, 2026, and aims to streamline tax collection from the burgeoning digital economy.

According to the Bill, both banking and non-banking financial institutions will be obligated to deduct this tax when crediting or receiving any amount in an account that represents revenue from social media platforms. This applies to both resident individuals who are active taxpayers and non-resident individuals deriving income through these channels. A five per cent tax deduction will be applicable on income received by residents who are active tax payers and non-residents will be subject to a five per cent withholding tax. As per the Bill, a social media influencer is anyone or any entity that earns an income through a social media platform.

Finance Minister Muhammad Aurangzeb, while presenting a national budget of Rs18,771 billion, highlighted the fragile economic situation that the government tried to balance against the backdrop of an ongoing energy crisis and Middle East tensions.

During the review of the Finance Bill 2026-27, the Senate Standing Committee on Finance and Revenue, chaired by Senator Saleem Mandviwalla, approved the proposal. Discussions revealed that individuals earning up to Rs. 600,000 annually from social media would be exempt from this tax, while earnings between Rs. 600,000 and Rs. 1.2 million would attract the proposed five per cent rate.

Federal Board of Revenue (FBR) Chairman Rashid Mahmood Langrial informed the committee of the growing incomes being generated through social media, emphasizing the government’s intention to harness a share of these earnings through the new tax structure.

Despite some opposition from committee members like Senator Abdul Qadir, who expressed concerns over the potential deterrent effect on foreign exchange inflows and the broader digital economy, the committee moved forward with the approval of the tax imposition.

The National Cyber Crime Investigation Agency (NCCIA) initiated a special cyber patrolling cell to closely monitor social media platforms during Muharram. This initiative aims to prevent the dissemination of hateful, sectarian, and objectionable content, and to uphold peace and religious harmony.

NCCIA Director Ali Wasim announced that the monitoring will span from the 1st to the 10th of Muharram. The special monitoring team, led by Deputy Director Dr Muhammad Rehan Sabir, includes officers from the NCCIA’s regional offices in Lahore, Gujranwala, Faisalabad, and Multan. These officers are tasked with overseeing the social media landscape for any content that could potentially incite sectarian discord or undermine national unity.

Additionally, the agency has reached out to religious scholars across various schools of thought, urging them to foster tolerance in their sermons and public speeches. The scholars are encouraged to educate their followers about maintaining communal harmony and refraining from actions that could disturb public order.

The NCCIA has adopted a zero-tolerance policy towards any online activities that threaten to disrupt peace during this sensitive period. Legal action is promised against individuals caught using social media to spread incitement, hate campaigns, or religious hatred. Cases will be registered promptly against those involved in such transgressions.

Officials have been instructed to remain vigilant at their designated stations throughout Muharram, with strict penalties awaiting any member found neglecting their duties or violating operational guidelines.

On June 15,  the Institute of Strategic Studies Islamabad (ISSI) will launch Pakistan’s ‘State of Freedom Report – Pakistan 2026.’ This event, organised in collaboration with Mishal Pakistan and the World Economic Forum’s New Economy and Societies Platforms, introduces the country’s first extensive evaluation of various freedoms.

Mishal Pakistan developed the report, examining public perception surveys, institutional analysis, and national indicators to provide an examination of political, civil, economic, digital, legal, and social freedoms. It aims to provide an evidence-based perspective on how freedoms are experienced by Pakistanis in their day-to-day lives, highlighting critical areas such as constitutional rights, access to justice, and media and information.

The primary goal of this report is to establish a local, evidence-based foundation for ongoing discussions on governance, citizen empowerment, institutional effectiveness, and democratic resilience. It also seeks to track progress in rights and inclusion over time.

The launch event is set to be a confluence of influential figures, including senior government officials, parliamentarians, diplomats, academics, media leaders, civil society representatives, and policy experts.

In their statement, APNS officials expressed concern that such measures could foster a climate of intimidation and self-censorship among journalists, which would harm democratic accountability. They also mentioned that using PECA in this context sets a dangerous precedent.
