Cambodia hotel market booming

The hotel sector in Cambodia had a positive year in 2012 and rates and room numbers are set to increase this year and next.

A new report from property agents CBRE says tourism accounted for 9.7 per cent of Cambodia’s GDP in 2012, a rise of 5.5 per cent from 2011. Investment in the tourism sector has increased by 16.7 per cent year on year, and total foreign arrivals increased by a massive 24.8 per cent year on year, with business arrivals seeing the greatest increase, at 47 per cent.

The Phnom Penh luxury hotel market “significantly benefitted from the presence of the ASEAN summits,” in April and November, which CBRE said brought over 1,000 delegates and international press into the city.

Room rates “have generally increased in the market, especially for suites and the more exclusive properties. This again can be attributed to ASEAN activities and the corresponding business activity,” the company said.

The outlook for the hotel industry in Siem Reap is positive “with strong growth recorded in 2012 and already during 2012 – 2013 ‘peak’ (2012 – 2013) season, with some hotels recording their highest occupancy rates since 2007.”

With tourism in Siem Reap hitting record highs already in 2013, “international hotels and operators are experiencing as much as a 20 per cent growth in occupancy rates based on the same period of the 2011 – 2012 peak season,” CBRE said.

The company said the “vast majority of tourists staying in Siem Reap are either part of a package holiday or have booked through travel and tour operators, with this characteristic being markedly true for the Asian Market,” and as such, international hotel operators with increased exposure and presence with travel and tour operators have been able to directly convert the increased number of tourists into higher occupancy rates.

However local or foreign-owned four and five star hotels, with no international operator, “have suffered from a lack of international exposure and have struggled to directly translate increased tourist numbers into higher occupancy rates.”

Because Siem Reap is the ‘Gateway to Angkor’ it means tourists visiting for two or three days spend much of their time outside their hotels, weakening food and beverage sales. Also the lack of many large corporations in Siem Reap means the market for corporate hospitality and events is very small in comparison to Phnom Penh. Siem Reap has an average hotel length of stay of 3.52 days, shorter than Phnom Penh, at 4.38 days.

The supply of hotel rooms in Phnom Penh is set to increase in the next few years with the completion of the Sokha Hotel on Chroy Changvar, and Naga 2 - Sokha is set to launch 500 rooms onto the market and Naga 2 is set to launch over 1,000, increasing the current luxury hotel supply by 70 per cent.

With supply increasing and the market becoming more competitive “it is expected that a number of established luxury hotels will undertake major refurbishment works in the near future,” CBRE said.

Local and foreign business owners seem to be jumping on the bandwagon in light of the success of the western-style cafes which seem to dot every street corner of Boeung Keng Kang 1 district.

However local real estate experts say not all of the air conditioned, latte-serving hangouts can survive in the area, despite the growth of the market.

Asia Real Estate Cambodia Vice President Kuek Narin said the area, which is known as Phnom Penh’s main expatriate area, has experienced rapid growth over the past seven years.

Buyers and business people saw the opportunity in setting up western-style cafes in an area where similar businesses have flourished, he said.

“They are not just selling coffee, but also an environment and prestige, with their air-conditioning, comfortable seats and hi-speed internet.”

However, the overload of practically identical cafes on streets 51 and 57, and nearly every side-street, meant not all of these establishments could continue to function as they do now if they wanted to survive, Narin said.

“Now there is a lot of competition in the area… some of them will have to merge, or move out, or they will not survive.”

While growth in the area showed no signs of slowing down, and all the right components were there in terms of location, infrastructure, and security, businesses need to take competition into consideration, he said.

“It is a good thing, but investors will see the opportunity, and they have to be careful… The coffee drinkers will make the decision.”

Cambodia Properties Limited assistant business development manager Nguon Chhay Leang said café owners had over-estimated BKK1’s capacity, and the consequences would soon arise.

“I think there is an over supply of coffee shops,” he said.

In order to profit, a lot of the businesses would need to move to different locations, such as the Russian Market area, or developing neighbourhoods on the outskirts of Phnom Penh.

“In BKK1 there is an oversupply, but it should spread to other areas. I think it will spread; it can’t just grow in one place. If it just grows in one place we will start to face traffic problems, and congestion.”

Well-known Cambodian ice-cream parlour and café The Blue Pumpkin opened a new branch in BKK1 two weeks ago.

A Blue Pumpkin spokeswoman said they opened a branch on street 57 because it was the “new, high-class area”.

The Blue Pumpkin had been planning to move into the area for the past six months, and was happy with how things were going so far.

The spokeswoman said approximately half of the customers were local people, and half were tourists, or expatriates.

She said The Blue Pumpkin was not worried about the array of cafes opening up in the neighbourhood.

“It’s a Cambodian brand that is growing.”

Though it was hard to speculate, she said she believed the bigger, recognised brands will survive, but it was unlikely all of BKK1’s cafes would continue to flourish.

Kampot land prices stable

Property experts said the land prices in Kampot province have been “stable” in early 2013 despite trading more actively than last year.

Nuon Rithy, managing director at the Bonna Realty Group, said the trading of land in Kampot province is quiet and nothing changes much because there are no nice beaches for attracting tourists.

“If there are many tourists visiting Kampot province, there will be much development like building and hotel construction, and then the property prices may rise”, he said. “The province is an eco-tourist area and has the special economic zone to help spur industry, but the special economic zone is not yet under way.”

According to Noun Rithy, the land price in Kampot is between $150 and $250 for the best areas, and the price for residential areas is from $40 to $60.

The prices might drop to $10 to $20 a square metre, if it is the land outside the town.

Kim Heang, a general director of Khmer Real Estate Company, agreed, saying that the rising or falling prices depends on the quality of the land bought by customers.

The prices in Kampot have not risen, as there are no reasons for increasing the land price, because there are no interesting places, and not many people living there. He added that the province has also two special economic zones, but they have not yet been opened, and are not attracting investors.

Khoy Khun Huo, Kampot’s governor, said the land price in the province has likely not changed, but the land trading rose this year from a year earlier. He said that it has not yet decreased, as people sell the land with few buyers, and the market is stagnant.

There has not been any company entering Kampot to develop the area so far, but there is house construction in the downtown area.

He said, “The land price near the beach or in town center is about $300 a square metre and $1 or below $1 for land plantation.”

However, Dith Channa, general manager of VMC Real Estate Cambodia, has the opposite opinion, saying this year Kampot land prices rose by around 10 to 15 per cent, with the province having potential tourism and depending on the neighbouring province of Kep.

Kampot has more resorts like Bokor Mountain and Teuk Chour waterfall that are a potential tourist attractions. Land prices in these areas are about $500 to $600 a square metre, about $20 to $30 in the suburbs and $1 for land plantations.

He claimed, “Currently, for those people who can afford it, they have been starting to invest in Kampot as they see increasingly the constructions of guesthouses and hotels.”

Foreign investment in Cambodia’s property rises

Property experts say foreign companies are coming to invest in Cambodia’s property sector, as they see the growth and potential of the Kingdom.

Sung Bonna, director of Bonna Realty Group, said that the number of foreign companies in the sector has grown, and most are from South Korea, Japan, China, Singapore and Malaysia.

Chinese companies started their investments earliest, while other foreign companies have been studying and doing research about Cambodia before investing here.

“The property investment companies growth rose a little bit during 2011-212 as it grew better during 2012 and early in 2013”, Bonna said, “After Cambodia hosted the Asean Summit, with world leaders joining the meeting, we see the inflow of foreign investors into Cambodia, but some of them, at the moment, have been doing research and considering about the possible investment in Cambodia”.

Despite the signs of more investment, Bonna warned that there are too many public holidays to make investors happy in Cambodian, a point which he is worried and focused on.

“Forty-five days into the year to so far, there have only been 25 work days, which is an important issue that Cambodia government should take care of.”

Kong Putheara, director of the statistics and information department in the Ministry of Commerce, said there are 347 international companies entering to invest in Cambodia’s property, in which 107 are from South Korea, 54 from China, 21 from Malaysia, France and the USA, 17 from the UK, 15 from Australia and Vietnam, 12 from Thailand, eight from Japan and 56 from other countries.

However, he didn’t comfirm the growth level of foreign companies investing in Cambodia.

Keuk Narin, vice president of Asia Real Estate Cambodia, said that since 2012, there have been many international companies investing in Cambodia’s property sector, in which investors are Malaysian, Singaporean and Chinese, and from the second quarter of 2012, there has been a greater inflow of Japanese companies in Cambodia.

Cheng Kheng, director of the CPL real estate company and president of Cambodian Valuers and Estate Agents Association, said now he was working with a concerned partner, so he do not want to say anything.

He said “the number of foreign companies investing and doing business in this sector has really increased but I don’t have specific figures. I have been working with the concerned parties to clearly get the figure in hand.”

Vann Molyvann: my legacy will disappear

Vann Molyvann, Cambodia’s most revered living architect, sweeps a creased hand over rows and rows of glossy books lining his teak bookshelf. Historical books on the Angkorian Kingdom, on Swiss chalets, the Italian Renaissance, on France’s Le Corbusier, modern Japanese architecture of the 1960s, Cambodian artisans and ancient Greece – testament to the man’s vast and varied influences.

He stands poised and protective. In the face of the widespread destruction of much of Cambodia’s historically important architecture, Molyvann’s stance is the pose of a man who faces the fear of his work disappearing, to be replaced by shiny, towering structures of steel and glass.

Molyvann’s work during the ’50s and ’60s heyday of the late King Father Norodom Sihanouk created some of the nation’s most iconic architecture: the National Sports Complex (now the Olympic Stadium), the Ministry of Finance, the White Building, the Institute for Foreign Languages, the Independence Monument and the fan-shaped Chaktomuk Conference Hall hugging the banks of the Tonle Bassac river to name but a few.

Along with the Olympic Stadium, Molyvann says the design of his house is his magnum opus.

Flanking the monolithic Tonle Bassac restaurant on Mao Tse Toung Boulevard, the house, veiled by vines of purple Bougainvillea, is an example of New Khmer architecture at its best.

The roof is feat of engineering which required painstaking calculation by his engineer brother-in-law, Walter Amberg.

While its influence seems to lean towards the oriental, concave domes characteristic of Japanese pagodas, Molyvann says he was inspired rather by the traditional jungle huts of Brazil and rural Cambodian thatched roof huts, “for ventilation purposes”.

Molyvann, as a man of design, is methodical and precise by nature. When asked about his inspiration for the home, built in 1968 (more than 10 years since his return to Cambodia from university in France), he pores over its floor-plans and recites slabs of literature from his manifesto, Modern Khmer Cities.

“It is very important for me to stay in my country, in the house of my history. [The late King Father] Sihanouk and I are the same here – we’ve both come back for the finale, to be cremated.

“This home is meaningful for me and my family. I was the most experimental I ever was, you see. Because I did not dare to impose crazy ideas on any of my government projects or for clients. It was a chance for me to play, but I was a little afraid,” he chuckles.

“I wanted to see if this roof would be possible, if you could live inside a very modern, complex structure in Cambodia while keeping traditional features – such as the ventilation in the roof, and the lighting. The roof is concrete – two layers where one man can actually walk through.”

Molyvann and his family lived in the cubic concrete and red brick home for four years before fleeing the Khmer Rouge, returning in 1992. The empty house watched the evacuation of the city in April 1975 and remained vacant until 1979, when it became a government office.

“It was important for my large family to have a large space to spend time together,” he says. On the second floor, bedrooms are labyrinthine, tucked around corners and slotting together like a puzzle.

With the Molyvanns too old to trek up and down the grand staircase, the two upper levels are now empty, save for a few wicker chairs.

“It was occupied when we came back, and the furniture from that era was all gone. None of the windows were left, they were all smashed. When you went to the top of the house all you could see was debris… Our memories had been shattered,” the former UN worker says.

Molyvann’s daughter Delphine, one of six children, was only four when she fled the Kingdom with her mother and siblings. Lon Nol had banned all movement in and out of the country at the time, and while her father’s passport had been confiscated, he was allowed to travel to a conference in Israel (after being secretly warned by the Israeli ambassador about deteriorating security and the threat he was under as a government worker).

Although the Khmer Republic president was “holding [his family] hostage”, to ensure the architect came back, Trudy ordered Ministry of Foreign Affairs staff to extend her children’s passports, enabling them to flee, and herself escaped on a UN passport.

Molyvann was born in Kampot in 1926 to poor parents. He studied in Phnom Penh before being bestowed with a government grant to study in Paris in 1946. He had a go at law but found his true calling studying architecture at celebrated arts school L’ecole des Beaux Arts. He fervently absorbed the teachings of Swiss/French architect and urban planner Le Corbusier, as did young students Lu Ban Hap, Chhim Sun Fong, Seng Sutheng and Mam Sophana. When the intensely patriotic Sihanouk, after independence from the French in 1953, called on them to spearhead the design of new, remarkable civic structures, the group became what is now known as the New Khmer Movement.

Molyvann, the most qualified of the group, returned to the Kingdom in 1957 and was appointed chief architect of the Kingdom and director for urban planning and habitat. In 13 years, he was responsible for the creation of about 100 buildings.

When asked what it felt like to be accountable for the planning and design of a city at the age of 30, he shakes his head. Another smile spreads across his face.

“Of course it was an exciting, humbling experience for a young man – can you imagine?”

Molyvann’s eyes sparkle when he recounts his experiences with Sihanouk, whose funeral he will attend next week.

“Sihanouk and I were colleagues. I had great respect for him. I can tell you a story about the way that he gave orders, which was inspiring. One day, in the ’60s, he called me, a French-trained Khmer engineer, a physician and a few others. We had a meeting at the Royal Palace, and he said he had just come back from Indonesia … He said: ‘they have just built independence but they have plenty of universities, why do we not? This is the future!’ He said, you, Molyvann, you will create the Royal University of Phnom Penh. And I received a small Italian car, and went on a hunt for students and teachers, scholars, to create the council for the university.”

“I was having my petit dejeuner with my wife one morning in 1967 when he announced on the radio that I would become the Minister for Education.”

“Of course there were [political] criticisms of him. Yes, he was probably not concerned with much outside Cambodia. If we look at it in modern terms, he wouldn’t have been a politician but a nationalist. Above all he was a patriot.”

Modern Khmer Cities (translated into Khmer and English) was born from Molyvann’s broad doctoral thesis on the development and planning of Asian cities he completed in France at the age of 82.

He says he wrote the thesis as a kind of cathartic plea to the current government, to prompt better foresight into the planning of Phnom Penh and the construction and destruction of historical buildings.

Molyvann’s ideas are to expand the city in a southerly direction towards Takmao.

“Phnom Penh has no planning! A southern extension will link greater Phnom Penh to other parts of Southeast Asia and industry. This is something we planned that was never realised because of the war. But the government refuses to listen.”

Molyvann shoots a frustrated glance. He says Sihanouk’s government had based the planning of Phnom Penh around the idea of a “garden city”.

“There would have been a mixture of density and enough space for ventilation, to breathe, for green space. That’s what Phnom Penh would have had. Now there is no space, because the government is trying to sell any land they have. Why should they bother to make a public space out of 2000 square metres when they can have money in their pocket?”

He built the linear, public housing blocks under the Bassac area project (which included the National Theatre Preah Suramarit), which contained the Grey and White buildings (although Lu Ban Hap is officially credited for the latter) – the first and only attempt by a Cambodian government at a housing ownership scheme for civil servants.

“I was very proud of this – each apartment was cross ventilated with cool, open space. But it’s the ideology behind it. It was very close to my heart – allowing those who rented the houses to then be owners after 15 years. The Cambodians are too poor for this to happen now.”

“The ones there now [in the White Building, now slums] will never leave unless they are well paid, which is great. It is theirs. I am passionate for their rights, for housing and land rights.”

As investment continues to flood into Phnom Penh, swathes of colonial buildings and the work of Molyvann and the New Khmer ensemble have been ripped down, communes evicted from their lands and soaring skyscrapers built in their place.

The Grey building is now the Phnom Penh Centre, barely recognisable as Molyvann’s work, rendered and renovated beyond recognition. The National Theatre and Council of Ministers have been razed, and the Olympic Stadium was sold to a Taiwanese company in 2000, who have left it in poor condition.

Molyvann thrusts open his book once more, this time reeling through the country’s property decrees and articles established after 1999. He chuckles to himself.

“These laws make me feel desperate for the Khmer people.”

When asked how he felt about his work being under such threat, he remains silent for a moment.

“I feel extremely sad … It’s a systeme totalitaire! There is no hope left for my buildings. I believe most of them will go. I cannot elaborate any more: I am sick of it. What will it do?”

The Molyvanns are seeking tenants for the first and second floors of their house. They will continue to live on the ground floor and say the rooms would be ideal as an exhibition or residential space.

Building on strong foundations

Experts in Cambodia’s architecture and construction sector said that the foundation drilling for high-rise buildings in Phnom Penh is not necessarily strong enough to withstand earthquakes, but the lack of attention paid to the construction quality is a greater concern.

Tous Sapheung, the dean of the Architecture and Construction College of Panasastra University of Cambodia, said that currently Cambodia does not have the building standards to match Japan or Russia, and construction quality is still limited. He added that if Cambodia followed these two countries, it would be good, but Cambodia follows the models of US and Germany, which have never experienced earthquakes, and Khmer architects often complete their studies in those countries.

He said, “Even though Cambodia is wave-like with mountainous layers for protection, I believe that in the future there may be earthquake in Cambodia, so we must enhance the construction quality from now on.” He added that the government should not ignore the issue, but should conduct a thorough review before issuing any construction permits.

He said that four years ago, an earthquake in the south of Vietnam had an effect on Cambodia, where some areas were shaken, “so we cannot say that there will be no earthquake.” He added that what should be considered is what happened in Iran 10 years ago, when an earthquake killed half a million people and also destroyed many ancient cities. Recently, an earthquake damaged much of Japan and Russia. He said, “If these things happen, can high residential or office space buildings hold?”

Sapheung said that buildings in other countries are cracked or tilted when the earthquake is 8 on the Richter Scale, but in Cambodia, an earthquake of 5 on the Richter Scale would be enough to level all buildings.

He said, “Nearly 90 per cent of buildings did not build their foundations deep into the hard layer. Such houses will collapse first.” He added that the hard layer in Phnom Penh is at 25 to 47 meters, because the land is soft.

Lao Tepseiha, the deputy director general of construction and the deputy secretary general of the Cambodian Architecture Association, said that the ministry has reviewed all construction projects very thoroughly. If investors do not follow the Ministry’s policy, they violate the laws.

He said that the drilling for high rises will not cause earthquake or collapses. He added, “The drilling does not leave a hole, but are filled with concreting cement only. High rises must build the foundation like this.”

He added that an investor cannot determine their investment on their own, but must be done in conjunction with architects, engineers, electrical and water engineers. He said if the investment is not carefully studied, that investment will not be successful.

Lim Soktay, the dean of Architecture and Construction College of Norton University, said “Cambodia’s land is better than Thailand’s land. The soil in Bangkok is soft and poor. But in Phnom Penh, the soil is strong. Actually, in the Tuol Kork area, we can build the foundation deep, at five to 15 metres, but at the riverside, deep down to 30 metres. In Thailand the depth is twice that to prevent collapse.”

He added that high-rise buildings must be built with good foundations to prevent the buildings being damaged in the case of natural disasters such as storms, earthquake and collapse. He added that there are many kinds of foundations. “The buildings are strong based on the foundation and construction layout plan.” However he said building quality in Cambodia is “limited.”

Sung Bonna is a man with plans. Not content with being one of the most powerful players in Cambodia’s property market, he wants to take his company regional, covering all aspects of the property business.

Talking to Post Property in his bustling offices in BKK1, the genial Bonna is softly-spoken, but his steely-eyed ambition quickly becomes apperent.

Starting from a small office space in 1999 with only a desk and an old motorbike, Bonna is now the president of the National Valuers’ Association of Cambodia and vice president of Real Estate Developers Association of Cambodia.

“At the moment we have business as property investors, developers, management and real estate and property agents and property valuation, so anything related to the property business, we cover. We develop residential, we develop offices, we develop commercial. We do it all,” he says proudly.

Over the years, Bonna has seen ups and downs in Cambodia’s property market, which he blames on inconsistent investment from overseas, which is now changing. “In 2006 and 2007, the investors were mostly Korean and Chinese. The Koreans were the main players. At the moment now things are going in a different direction. The Koreans are very slightly here. Most are Chinese, Vietnamese and Malaysian. Singaporeans and also the Japanese are coming as well at the moment this is a good sign that the Japanese are coming to Cambodia. But foreign investors now make up about 30 per cent of the total transactions, and 70 per cent are Cambodians.”

Bonna says that local investors are starting to look around the country and not just at Phnom Penh. “The local market is divided into two: one is the Cambodians from overseas, the second is Cambodian Cambodians - the majority being real locals. They are starting to look at the provinces, and the other major cities, like Siem Reap, Sihanoukville, Battambang, and some of the Special Economic Zones near the borders with Siem Reap and Battambang.”

However Bonna says that Phnom Penh is still the best place for serious property investment: “After the crisis of 2008 and 2009 property prices dropped, almost 50 or 60 per cent in some locations across the whole country. In Phnom Penh is just fell by 30 or 40 per cent.”

He says that Phnom Penh has weathered the storm well, and is continuing to prosper. “Phnom Penh reached the bottom early, in 2010, and flattened out and started to be stable until 2011, but in the provinces it still continued to slide down and down until 2011. Those values are still flat, and some provinces are still down a little bit because the demand and supply isn’t there. But in general Phnom Penh is the best, especially in the city centre and areas where the government is,” he says.

“Starting from 2011,” he continues, “the number of transactions increased almost 20-30 per cent, and it makes the prices stable and pick up a little bit: comparing 2011 and now, we’ve just finished the first half of 2012, and year-on-year the number of transactions has almost doubled. But the prices have also increased, about 10 per cent on average. Especially in BKK1 and Daun Penh and along the main commercial boulevards.”

However, Bonna thinks some of the more visible stalled projects that dot the Phnom Penh skyline need to dealt with. “If there is a huge project in the middle of the city which is stuck, it makes other investors feel concerned. Sometimes they don’t think it’s a company’s internal problems, they think maybe its the country that has problems, so they think maybe the economy is not too good. Sometimes, if possible, the ministry needs to keep an eye of supply and demand, and take care of investors.”

He rejects the idea that Phnom Penh could be facing another property bubble. “I don’t think with residential there will be a bubble, the buyers at this stage are not like the buyers before. The buyers at this stage are more concerned with real demand and real investment, not like the investors in 2006 and 2007,” he says.

With commercial and office space, he is slightly less sanguine. “There is some concern that there could be some oversupply in the future but in terms of the reality, it will be a challenge to stimulate demand … the market will find a solution. In the next three years, it’s not a concern. This is good for the country, it’s good for customers and good for demand, because of the competition.”

Bonna’s plans include listing his company on the Cambodia

Securities Exchange, the country’s nascent stock market. “Now I’m preparing the company, moving it, because it was at first a family company for the first five years, then the next five years it was a local entity, and now we’re aiming to become international so we’re changing a lot of our corporate governance policy, systems and structure, we are changing, and also our accounting and tax and everything, and we hope we’ll be ready by the end of next year or early in 2014.”

I ask him why he thinks listing would be useful for him, and what the company would do with the funds raised. “We are planning to invest in Cambodia. My personal nationalism means I would prefer to develop my country, and I would prefer to invest in this country. We want to expand the brand to cover the whole country, that’s what I’m planning, to be in every province, everywhere there will be a retail office.”

His plans of rolling out the brand nationally are already well underway: “We’ve already started, in Siahanoukville, and in Siem Reap, which is opening this week, and we’ll be in Battambang by the end of this year. We want to expand to make it easy for customers and for investors, so they can just walk in, and it looks like a retail bank.”

But Bonna’s plans extend overseas as well: “We want to jump in to ASEAN as a network, so we’re planning to open branches in ASEAN countries, Next year we’re planning to have one branch somewhere, my thinking is Myanmar, and Laos, and in Vietnam, trying to bring in investors into Cambodia. We want to list to get funds to expand overseas and encourage more investors to Cambodia.”

Bonna feels that this is a good time to invest in the Kingdom. “Cambodia still has a lot of advantages, interesting things, there are only some negative things in terms of its reputation, but its culture and environment has more or less changed a lot, it has developed a lot in terms of the law, regulations. We know that it hasn’t reached the levels that everyone needs yet, but at least it’s changing and there are still positive signs.”

He still feels that more changes are needed before the country becomes truly competitive, however.

“We hope that the government changes more things, especially as we’re preparing to join the ASEAN Free Trade Area, so to be competitive we have to change ourselves more: the most important is the law: regulation and enforcement and culture, so this is important, so I think we still need to change, compared to most other ASEAN countries, we have more potential, and we can attract investors from around the world to Cambodia.”

Bonna says that the country’s recent history has made it harder for it to compete internationally. “Cambodia is very young, in terms of the government, in terms of the private sector, education, experience, business, human resources, things like that, it’s very young. So it’s very hard. We’re not complaining about the government but we are complaining, I suppose, about the history of our country, so everything is difficult and it’s not easy to compete with other ASEAN countries.”

Finally, I bring up the subject of the Bonna Tower, a long-mooted project to build a grand office building in Phnom Penh. “At the moment we don’t have the budget or the funds,” he tells me, “but this is our dream. As businessmen, if you don’t have a dream you cannot move, we have to build a dream to make ourselves move faster and forward to what we are dreaming, but we hope it will be coming.”

Tous Sapheung, the dean of the Architecture and Construction College of Panasastra University of Cambodia, said that currently Cambodia does not have the building standards to match Japan or Russia, and construction quality is still limited. He added that if Cambodia followed these two countries, it would be good, but Cambodia follows the models of US and Germany, which have never experienced earthquakes, and Khmer architects often complete their studies in those countries.

He said, “Even though Cambodia is wave-like with mountainous layers for protection, I believe that in the future there may be earthquake in Cambodia, so we must enhance the construction quality from now on.” He added that the government should not ignore the issue, but should conduct a thorough review before issuing any construction permits.

He said that four years ago, an earthquake in the south of Vietnam had an effect on Cambodia, where some areas were shaken, “so we cannot say that there will be no earthquake.” He added that what should be considered is what happened in Iran 10 years ago, when an earthquake killed half a million people and also destroyed many ancient cities. Recently, an earthquake damaged much of Japan and Russia. He said, “If these things happen, can high residential or office space buildings hold?”

Sapheung said that buildings in other countries are cracked or tilted when the earthquake is 8 on the Richter Scale, but in Cambodia, an earthquake of 5 on the Richter Scale would be enough to level all buildings.

He said, “Nearly 90 per cent of buildings did not build their foundations deep into the hard layer. Such houses will collapse first.” He added that the hard layer in Phnom Penh is at 25 to 47 meters, because the land is soft.

Lao Tepseiha, the deputy director general of construction and the deputy secretary general of the Cambodian Architecture Association, said that the ministry has reviewed all construction projects very thoroughly. If investors do not follow the Ministry’s policy, they violate the laws.

He said that the drilling for high rises will not cause earthquake or collapses. He added, “The drilling does not leave a hole, but are filled with concreting cement only. High rises must build the foundation like this.”

He added that an investor cannot determine their investment on their own, but must be done in conjunction with architects, engineers, electrical and water engineers. He said if the investment is not carefully studied, that investment will not be successful.

Lim Soktay, the dean of Architecture and Construction College of Norton University, said “Cambodia’s land is better than Thailand’s land. The soil in Bangkok is soft and poor. But in Phnom Penh, the soil is strong. Actually, in the Tuol Kork area, we can build the foundation deep, at five to 15 metres, but at the riverside, deep down to 30 metres. In Thailand the depth is twice that to prevent collapse.”

He added that high-rise buildings must be built with good foundations to prevent the buildings being damaged in the case of natural disasters such as storms, earthquake and collapse. He added that there are many kinds of foundations. “The buildings are strong based on the foundation and construction layout plan.” However he said building quality in Cambodia is “limited.”

Experts urge authorities to take action on extending city’s road’s

Real estate experts are expressing concern and have requested that Phnom Penh authorities widen the city’s roads to avoid traffic jams, as the two million-strong population is causing increasing congestion in the capital.

Deth Channa, managing director of VMC Real Estate Co Ltd, told Post Property that municipal authorities should come up with a master plan for better roads within the city to avoid traffic problems in the future as the population increases.

The city’s smaller roads are looking more likely to cause problems in the future, he says. He added that the authorities should build bigger roads, and four-lane highways.

“I am very much concerned at this point, because urban roads are not constructed to consistent standards. Road are too small.”

Sung Bonna, chairman of the Bonna Realty Group agreed with Channa. “We think these roads will be a problem in the future if we look Phnom Penh’s size and increasing amount people, and if the government doesn’t focus on extending the roads,” he said.

He said that the problems are not too bad now but are likely to become so in the future. “The authorities should have a master plan before undertaking developments.”

He continued “the municipal authorities should, I think, limit the size of road upwards before allowing any residential developments. It is not a sensible solution to have a problem and then to compensate for it afterwards. This is a cost to the public purse.”

Bonna went on: The authorities should accurately work out the likely traffic flow and set the size of the roads at the beginning.”

Long Dimanche, a spokesman for city hall, said the city had master plans, worked out in coordination with an expert from France, but the government had not yet approved them, because the documents are with the council of ministers.

Construction at Camko City, an unfinished, US$2 billion satellite city in northwestern Phnom Penh, has resumed after at least one sentence connecting the mega-project’s chief executive with a Korean banking scandal was dropped.

World City Co Ltd, the company behind Camko City, has resumed the construction of retail space and parks, according to Kheng Ser, assistant to the company’s Chief executive, Lee Sang-ho.

He said residential space was nearly sold out, but could not confirm a completion date for the first phase of the project.

“We do not know when it will be completed. That depends on our investment partners,” Kheng Ser said.

He declined to name the partners, citing a non-disclosure agreement.

In a recent statement issued by World City, the company said all charges involving Lee Sang-ho had been dropped.

“In the end, the Korean appellate court has finally ruled not guilty to Mr. Lee Sang-ho on the rumours by the media,” the statement read.

Local media have reported that Lee Sang-ho and Korean business leader Lee Tae-hwan, also connected with loans from the now-bankrupt Busan Savings Bank, are still serving suspended sentences on embezzlement charges.

Kheng Ser denied that Lee Sang-ho had been convicted of embezzlement charges and said all charges had been dropped.

The New Siem Reap International Airport (NSRIA), originally financed by the Korean bank, has missed two projected ground-breaking dates since April.

Tek Reth Samrach, chairman of the $1 billion project’s steering committee, acknowledged the tardiness of NSRIA Co Ltd.

“They have submitted documents but have not started yet. We must give them more time on such a big project,” he said.

NSRIA CEO Lee Tae-hwan was acquitted of malpractice charges last week, according to local media.

No ground was broken in May on the New Siem Reap International Airport (NSRIA), a US$1 billion Korean investment, and officials say no definite date has been set for work on the project as the developer looks for new partners.

NSRIA Co Ltd, an equal joint venture by Camco Airport Co Ltd and Lees A&A, would not begin construction on the mega-project, for which a ground-breaking ceremony had been scheduled in May, Tek Reth Samrach, chairman of the airport steering committee, said yesterday.

The two companies, which last year were embroiled in a fraud scandal in Korea, were struggling with the project that would be the largest airport in Cambodia if completed, according to Tek Reth Samrach.

NSRIA has declined to formally notify the Cambodian government of its plans for the project, which was hoped to have a capacity of as many as 15 million passengers a year.

“We sent them a letter in early April but they replied unofficially, saying the company is facing some internal problems,” he said. “They are seeking a new partner now.”

The government has largely been left in the dark regarding details on the nature of the company’s ailments.

Tek Reth Samrach said he didn’t know which of the two companies would be seeking a new partner, or if one of the companies would be pulling out of the project.

Construction was expected as early as April, the Post reported in March.

At the time, the airport steering committee expressed confidence in the Korean company’s ability to see a timely start to the project despite a key Korean player being jailed in his home country.

Attempts to reach Camco Airport Co Ltd and Lees A&A yesterday were unsuccessful.

The companies yesterday appeared not to have websites.

NSRIA has yet to announce any new plans for groundbreaking this year, stoking some worry on possible long-term delays, the likes of which other Korean projects such as Camko City and Gold Tower have seen in the past three years.

“For huge investments such as this one, if they get suspended for two or three months, that doesn’t matter. But delays should not last more than a year,” Tek Reth Samrach said.

“On the government side, we already offered them the land for the development. We hope they can seek a new partner and start soon.”

The airport design has been submitted to Cambodian officials, the Post reported in March.

The government granted NSRIA a 500 hectare land concession in 2010. The site is 60 kilometres from the city of Siem Reap.

In March, NSRIA chief executive Lee Tae-hwan was sentenced to seven years in prison for involvement with fraudulent loans at Busan Savings Bank.

The scandal, which shook Korean financers and investors in mid-2011, put the brakes on Camko City, a $2 billion satellite city project in Phnom Penh.

Much speculation also surrounds the future of Gold Tower, a Korean investment in the centre of the capital, which has been a more than 30-storey stack of concrete and rebar since 2010.

Investors Yon Woo have routinely declined to comment on their plans for the project and government officials in the Ministry of Land management, Urban Planning and Constructionhave said they are unaware of the company’s plans.

A bigger airport would be needed to cater to the seven million annual tourists the Cambodian government hopes to receive by 2020, Ang Kim Eang, president of the Cambodian Association of Travel Agents, said yesterday.

Phnom Penh International Airport has a maximum capacity of three million passengers per year, he said.

“If we look at the target of the Ministry of Tourism, of course we need an airport with a big capacity so that we can attract more tourists to come to the country. We could welcome long-haul flights from the United States, Europe, Australia and so on,” Ang Kim Eang said.

Bangkok’s Suvarnabhumi Airport can receive 40 million tourists a year and Vietnam is now expanding its capacity to 15 million passengers, he added.

The supply of shopping centre space in Phnom Penh is set to triple in the next five years, according to a CBRE Cambodia report, and one insider said the jump in higher-end retail venues would come even sooner.

A Parkson Corporation Sdn Bhd shopping centre, one of two large-scale international retail developments in the country, would push that increase in retail supply.

If planned developments come to fruition, there could be as much as 312,000 square metres of retail venues in shopping centres by 2017, up from last month’s count of about 105,000 square metres, the CBRE report said.

Malaysia’s Parkson has started construction on a shopping centre in Phnom Penh, Sung Bonna, president of National Valuers Association of Cambodia, said yesterday, although he declined to give details on the project.

Japanese retail developer Aeon Co Ltd was also in the process of developing what would be one of the country’s largest retail shopping centres on the capital’s Sothearos Boulevard.

A lack of world-class brand management in Cambodian malls is driving the demand for internationally developed shopping projects, Knight Frank country manager Sunny Soo said yesterday.

“At malls here, you have two floors of people selling shoes – sometimes the same shoes. It’s not profitable for the retailer or the mall owners,” he said.

“Until today, the city doesn’t have first class shopping malls ... All the shopping malls here are suffering from bad leasing management.”

Shortfalls in funding have led to developers selling off retail space, which limits the control they have over brand placement, he said.

International developers such as Aeon and Parkson could alleviate layout problems that hinder sales and dissuade name brands from entering the country.

Increased spending power among urban Cambodians has continued to lure brands such as Mango and Axara into the Kingdom, Sovereign Retail Group told the Post in February.

Brand awareness – largely non-existent five years ago – has seen many working-class Cambodians opt for name-brand shirts and shoes rather than the imitations found in some traditional marketplaces, Sovereign’s Ly Souden said at the time.

Per capita gross domestic product was slightly higher than US$900 in 2011, according to the Ministry of Economy and Finance, a 70 per cent jump since 2006. Citing Economic Institute of Cambodia data, CBRE said that figure could rise to $1,000 next year. “This is one of the main reasons for more retail here: disposable income,” Soo said.

CBRE’s projected tripling of retail space could happen by 2015 if Aeon and Parkson projects, as well as other shopping centres such as Cambodia Plaza, are completed on time, Sung Bonna said.

Although CBRE reported a 78 per cent occupancy rate at current shopping centres, large-scale, international retail venues would bring with them a surge in name brands.

“People are starting to pick up name brands … but high quality brands don’t want to be in small buildings. They are waiting for the grade-A space,” Sung Bonna said.

The Aeon and Parkson projects would attract high-end brands, and name brands already in the country would most likely move to the new venues, he said.

China Exim Bank to put $235m in steel, media

The Export-Import Bank of China (Exim Bank) planned to invest US$235 million in two Cambodian mega projects, one of which was the modernisation of a TV station that one analyst said might not be necessary given the country’s level of development.

During a meeting with Prime Minister Hun Sen on Friday, Exim Bank Vice President Zhu Xinqiang said the bank would look to invest in a steel refinery and a digital TV project, according to Hun Sen’s adviser Eang Sophallet.

“The first project, a digital TV station investment, the company will come to invest with a local, private-owned TV station to modernise the TV system [in Cambodia] digitally, with a phone and internet system,” Eang Sophallet said. “The second project is a steel refinery plant that will import raw material from abroad. [It would] supply Cambodia as well as the region.”

Hun Sen answered Zhu Xinqiang’s call for support on the projects, saying they were much needed in the country, according to Eang Sophallet.

A timeframe for the investments was not disclosed.

As Cambodia takes on more investment from China, analysts have noted the risks of reliance, especially in the media sector, on investment from surrounding countries.

“Any association coming from these authoritarian regimes is suspicious,” Lao Mong Hay, an independent political analyst, said of investment from China and Vietnam. “They could have an influence on our people.”

Lao Mong Hay stressed the importance of local investment in the media sector, and questioned Cambodia’s need for digital TV programming given the country’s current state of development.

In early February, the Cambodian government signed a loan package of $302 million with Exim Bank for road and irrigation projects, in addition to a $198.2 million loan received in August 2010.

A senior government official has said construction on the US$1 billion airport project in Siem Reap was still on track despite the recent arrest of a key person in charge of the project.

Plans and designs for the New Siem Reap International Airport had been submitted to the government and construction was scheduled to begin as early as next month, Council of Ministers secretary of state and NSRIA Steering Committee chairman Tek Reth Samrach claimed.

NSRIA CEO Lee Tae-hwan was recently sentenced to seven years in prison for involvement with fraudulent loans at the Busan Savings Bank, local media reported.

The NSRIA project was a joint venture between two South Korean companies, Camco Airport Co Ltd and Lees A&A Co Ltd.

The assets of Busan Savings Bank, which backed the airport and the real estate mega-projectCamko City, were forwarded to the government-owned Korea Deposit Insurance Corporationlast year, according to Ernst Lee, at Korea’s Financial Services Commission.

The bank’s toxic assets would be sold off, Lee told the Post last December, and a legal battle between shareholders is reportedly being battled out in Phnom Penh courts.

Despite the reports of fraud and the dismantling of the bank, Tek Reth Samrach insisted plans for the airport would continue.

“Of course, I heard that they had some financial difficulties to deal with, but that’s an internal problem. This is not an issue for the NSRIA project, as we have the liberty of finding another partner if the current arrangement falls through,” Tek Reth Samrach said.

“However, at this point in time, they have not informed us of any issues, and we’re carrying on with the project as it is.”

It may be possible to travel to space in an elevator as early as 2050, a major construction company has announced.

Obayashi Corp., headquartered in Tokyo, on Monday unveiled a project to build a gigantic elevator that would transport passengers to a station 36,000 kilometers above the Earth.

For the envisaged project, the company would utilize carbon nanotubes, which are 20 times stronger than steel, to produce cables for the space elevator.

The idea of space elevators has been described in several science-fiction novels. Obayashi, however, believes it is possible to construct one in the real world thanks to carbon nanotubes, which were invented in the 1990s, the company said.

Some other organizations have also been studying the development of space elevators, such as the U.S. National Aeronautics and Space Administration.

In Obayashi's project, a cable would be stretched up to 96,000 kilometers, or about one-fourth of the distance between the Earth and the moon. One end of the cable would be anchored at a spaceport on the ground, while the other would be fitted with a counterweight.

The terminal station would house laboratories and living space. The car could carry up to 30 people to the station at 200 kilometers per hour, which would mean a 7-1/2 day trip to reach the station. Magnetic linear motors are one possible means of propulsion for the car, according to Obayashi.

Solar power generation facilities would also be set up around the terminal station to transmit power to the ground, the company added.

Whether carbon nanotubes can be mass-produced economically enough and whether various organizations from around the world can work together are two key issues facing the development of the space elevator, according to the company.

"At this moment, we cannot estimate the cost for the project," an Obayashi official said. "However, we'll try to make steady progress so that it won't end just up as simply a dream."
