The current implementation has some software to support operations but still involves quite a bit of paper copying and scanning. The system under development has a goal to eliminate all paper and dramatically improve back end operator throughput. The back end is Ruby on Rails 2.x (Linux) with PostgreSQL database. Knowledge of Oracle and/or SQL Server 2005/2008 is a big plus considering the backend database is going to change to one of these very soon. The new front end is Flex 3 (Flash 10).
