Pakistan's raging NCD crisis cannot be fought without empowered consumers.

In Pakistan, consumer rights are protected by law but question marks hang over the efficacy of these protections on the ground.

Noncommunicable diseases (NCDs), primarily cardiovascular diseases, cancers, chronic respiratory diseases, and diabetes, are responsible for 63% of all deaths worldwide (36 million out of 57 million global deaths). Eighty percent of NCDs deaths worldwide occur in low- and middle-income countries like Pakistan. Even a cursory glance at Pakistan’s Country NCD Profile reveals that Pakistan faces a major NCD problem since NCDs account for 58% of all deaths in Pakistan, more than half of them due to cardiovascular disease (CVD).

This has heightened implications for health policymakers in post-Covid-19 Pakistan, given the growing evidence that people living with NCDs like diabetes and hypertension are at higher risk of severe symptoms and death from coronavirus. A growing NCD burden as heavy as the one borne by Pakistan has the potential to quickly spiral into a raging health crisis if adequate measures are not taken today.

Many of the common causes of NCDs relate to dietary intake. Socio-economic development in Pakistan, like in many other developing countries, has been accompanied by major changes in dietary patterns. Traditional foods have been increasingly replaced by processed foods. A large part of Pakistan’s NCD burden can be attributed to increased consumption of unhealthy foods — including high levels of sugar, salt, and processed fats — which greatly increase the risk of developing food-related NCDs like CVDs, diabetes, and even some cancers (together, this three account for over half of all NCD deaths in Pakistan). Recent studies by WHO Pakistan have ascertained that commonly available Pakistani food products contain far higher than recommended levels of trans fat, salt, and sodium.

Food-related NCDs are perfectly preventable and thus theoretically more than half the NCD deaths in the country can be avoided by promoting healthy eating and eliminating unhealthy ingredients from people’s diets. Accomplishing this requires a wide range of coordinated moves both in the regulatory/legislative as well as the consumer domain. The actions required in the latter essentially boil down to one thing: consumer empowerment.

Ideally, an empowered consumer is one that can make informed decisions about the products she or he consumes, has awareness, is informed regarding her or his rights, knows what to do and where to go in case they are violated, and has options to choose between a range of quality and healthy products.

Inequality among consumers in terms of education and literacy levels hampers their ability to make healthier food choices. Together with inequalities in purchasing power, consumers in Pakistan are less protected particularly in the backdrop of how the food industry demonstrates a lack of concern about communicating or addressing health risks associated with their products.

In Pakistan, consumer rights are protected by law but question marks hang over the efficacy of these protections on the ground. The current consumer protection framework consists of consumer protection acts by the federal and provincial governments and consumer courts for complaint redressals. Pakistan's first consumer protection act, the Islamabad Consumer Protection Act, was passed in 1995. After that, the provinces followed suit and Khyber Pakhtunkhwa(KP), Balochistan, Punjab, and Sindh enacted laws in 1997, 2003, 2005, and 2014 respectively. Overarchingly, all of the provincial consumer rights act address three major concerns of consumers: pricing, labeling, and damages, and penalties in case of failure to comply with obligations.

One major shortcoming of paramount importance in Pakistan’s consumer protection framework is the implementation mechanism for consumer protection. This implementation framework relates to which state organs are mandated to ensure consumer rights, how they go about it, how penalties are imposed, how complaints are redressed, and how vigilance and surveillance are kept to ensure consumer rights are protected 24/7.

Most provinces have thus far failed to establish functional consumer protection councils at provincial and adequate consumer courts at district levels as envisioned in their acts — most districts in Punjab for instance still lack consumer courts. Lack of policy prioritization and funding shortages have meant that consumer protection institutions remain pitifully understaffed.

For enforcing food-related consumer rights, all provinces have provincial food authorities. The bulk of the focus of the activities of food authorities has been around issues of food safety and hygiene without much attention towards food composition, sources of ingredients, and labeling enforcement. This lack of focus on composition and formulation results in a consumer protection framework that is not geared toward tackling food-related NCDs.

In the crucial area of labelling, the KP, Balochistan, Punjab and Sindh Consumer Acts make it obligatory for all manufacturers to "publish or mark on every packet or container the maximum retail price, the nature, standard or type and other specifications of the goods therein, the weight, size or volume and date of manufacturing and expiry". However, the effectiveness of these labeling requirements is diluted given the low literacy levels in the country and lack of awareness of nutritional requirements, which makes labeling and nutrition information in English of little practical use to most consumers.

One possible solution to this that has been employed as best practice in developing countries around the world is color-coded labeling practices like the Traffic Light System — TLS, a three-color-based coding mechanism that can be used to designate food products as high risk (red), low risk (amber) and risk-free (green). This could empower a wide range of consumers despite low literacy rates, making it easier for them to make healthier food choices.

Even where nutrition regulations are followed, misleading nutrition information continues to be a major problem. Packaged milk for instance has some formaldehyde added to it to increase shelf life. Formaldehyde is not proven to be safe for human consumption and the nutritional facts on the packaging of such milk does not clearly mention the presence of formaldehyde in that product. Manufacturers need to be forbidden by law to conceal actual additives on such labels by generic terms like “preservatives”. Consumers have the right to full knowledge of both actual ingredients, including sources of ingredients, nutritional facts of those ingredients, as well as information about the manufacturing processes that have been applied to a particular packaged food product as all these factors affect the health and well-being of the consumer.

In theory, the provincial consumer protection acts also impose damages/fines/compensations upon manufacturers for violating food safety and quality regulations. However, the penalties are generally far too low — usually in the range of tens of thousands of rupees — to function as an effective deterrent for large companies and proportionately compensate for the damage done to public health. Further, while fines can be imposed by the government for violations, it is rare that actual affectees are redressed for damages in most cases. Moreover, these penalties are uneven across provinces, further eroding their effectiveness.

Additionally, the rate of filing of complaints of Consumer Rights Violation in Pakistan is very low despite frequent violations. The first and foremost reason is a lack of awareness of rights on the part of consumers, of which all other reasons are either a direct or indirect consequence. Consumers are largely unaware of their rights and uninformed of the implicit warranties, protections, and health hazards in the foods that they purchase. It is due to this lack of awareness of their rights that consumers in Pakistan have been largely reduced to a helpless lot of exploited individuals. Furthermore, the complaints process in Pakistan is too laborious and time-intensive. Ideally, a rights-aware consumer should be able to file complaints through digital and telephone mechanisms, but no such measures currently exist.

Another prime reason for high consumer rights violation and low consumer complaints in Pakistan is the absence of unionised consumer bodies. For a functional framework of consumer protection, there need to be effective platforms for self-organisation that can orchestrate coordinated actions to protect consumer rights. Unionised consumers enjoy a far better negotiating capacity. However, Pakistan has a total of two non-government consumer organisations — The Network and Consumer Rights Commission of Pakistan (CRCP) — for a population of over 200 million. Furthermore, a plethora of regulatory bodies and ombudsmen create more confusion rather than facilitating the average consumer. For instance, within the services segment, the presence of the National Electric Power Regulatory Authority, the Oil and Gas Regulatory Authority, the Pakistan Telecommunication Authority, the banking ombudsman, health regulatory authorities, food regulatory bodies and insurance ombudsman all have contributed to eroding or minimising the effectiveness of consumer courts.

Lastly, in addition to the total absence of consumer rights from the Constitution, no case laws (the law developed over time by judges in superior courts) on consumer protection have been established in Pakistan. Therefore, not many precedents have been set for the judges of lower courts (who run the consumer courts) to follow.

To summarise, Pakistan’s consumer protection framework leaves much to be desired and this is contributing to growing ill-health from NCDs. The deeply fragmented and unenforced system of consumer protection laws points towards a lack of nationwide federal level concern/commitment for the protection of consumer rights.

To address this, an effective, well-financed implementation framework of consumer protection councils, courts, and consumer organisations needs to be established. The framework needs to be proactive and responsive and it needs to take action far beyond complaints redressals: ranging from raising awareness levels of the population, strengthening the financing and capacity of consumer protection institutions, updating labelling and food composition regulations to international standards, facilitating the unionisation of consumers, to equipping consumers with the right digital and/or other tools to ensure that they have adequate protection.

More importantly, the issue of protecting consumer rights should not be seen exclusively from a market lens but from a public health viewpoint. Fixing some of these issues can help to reduce the NCD burden in Pakistan and prepare the country for any future health emergencies.

Low earnings and agricultural neglect push Pakistan into food insecurity

Food prices have been rising in double-digit figures since August 2019, with incomes falling.

Life was not as hard two years ago as it is today for Tariq Mahmood, a 39-year-old taxi driver in Islamabad. He works seven days a week for 12 hours a day but rarely has more than a few hundred rupees left after feeding his family.

Mahmood said he has not felt this dejected by his dwindling finances in the past 14 years. For cab drivers like him the real culprit is not Covid-19, which shut down businesses, or the advent of ride-sharing services, which siphoned off customers, but spiralling food prices.

“I cannot afford the education of my child after paying for food for the family,” Mahmood told The Third Pole.

He lives in a joint family house in the outskirts of Islamabad, where the public school is currently closed due to Covid-19. He cannot afford any of the private schools that are offering online classes to their students.

“All my savings dried up during the lockdown and now I’m trapped under a mountain of debt,” he said.

The rising cost of food

More than half of Mahmood’s daily income of PKR 1,500-2,000 is spent on food. Millions of Pakistanis are facing the same predicament.

Food price inflation in Pakistan has been in double digits since August 2019. The cost of food has been 10.4-19.5% higher than the previous year in urban areas and 12.6-23.8% in rural areas, figures published by the Pakistan Bureau of Statistics show. In November, urban food prices were up 13.0% on November 2019, and 16.1% in rural areas.

These problems existed before the pandemic hit.

“The number of poor in the country will reach 75 million by the end of this year,” Hafiz Pasha, an economist and former finance minister told The Third Pole.

Pasha said that the living standards of over 20 million people improved from 2013-18 and the number of people living below the poverty line fell to 55 million from 75 million. “Stability in food prices and increase in per capita income were the major factors behind the change,” he said. The gains are now fading as tens of thousands of people lose their jobs.

Data from the International Monetary Fund (IMF) slightly contradicts Pasha’s claim, as it shows a decline in unemployment between 2017 and 2019, although it is now rising.

Pakistan ranks 88th out of the 107 countries assessed in the Global Hunger Index 2020. According to the State of Food Security and Nutrition in the World report for 2020, prevalence of undernourishment in Pakistan is 12.3% and an estimated 26 million people in Pakistan are undernourished or food-insecure.

“Food access in Pakistan is mostly linked to the income of the population. The income losses due to Covid-19 may increase food insecurity,” Minà Dowlatchahi, the FAO representative in Pakistan, told The Third Pole.

Dowlatchahi said recent income and employment losses, combined with inflation, have decreased the purchasing power of households. Inflated food prices will reduce spending, leading to high food insecurity and diet-related diseases.

A political issue

In January, inflation was recorded at a nine-year high at 14.6% and Prime Minister Imran Khan promised to bring down food prices. But high food inflation is becoming a rallying cry as an 11-party alliance of opposition parties builds momentum to dislodge Khan’s government.

“The government is fully aware of the impact of food inflation, particularly on lower-income classes in Pakistan,” Syed Fakhar Imam, minister for food security, told The Third Pole.

“The Ehsaas programme has covered 16 million families and disbursed PKR 12,000 per family, and that mitigated some of the difficulties of the lower-income groups,” he said. The government’s Ehsaas programme aims to reduce inequality and invest in people in line with the promise of making the country a welfare state. It has more than 100 policy actions, including the provision of cash support, health, food and shelter. The Ehsaas Emergency Cash programme was launched amid the national lockdown in March to offer immediate relief in the form of a cash grant to the poorest and hardest-hit families.

The minister said that government policies, particularly subsidies on essential commodities, have mitigated “food insecurity to a large extent”.

Abid Qaiyum Suleri, head of think tank Sustainable Development Policy Institute (SDPI), said the government needs to change its strategy.

“There should be a targeted subsidy instead of thinly spreading resources since food inflation definitely constitutes food insecurity because of its regressive impact,” he said, explaining that people on low incomes have to spend a bigger share of their earnings on food.

The government has announced a subsidy on wheat of around PKR 98 billion to keep flour prices stable, he said, adding “We need to identify households who need subsidy instead of giving subsidy to 220 million people.”

High price of agricultural neglect

Pasha, the former finance minister, said that a major reason for food price inflation is increasing input costs for agriculture over the past two years. The cost of gas and electricity has risen, tied to an IMF aid package negotiated in 2019. Higher fuel prices and the devaluation of the rupee have led to a rise in costs in both fertiliser and seeds.

Prices increase more in rural areas because commodities are diverted to cities due to higher profit margins, and because of the higher cost of imported items like pulses and cooking oil, Pasha said.

Low yields and production losses due to climatic changes have also had a detrimental impact on commodity prices. This was reflected in wheat prices after the country missed its production target: in 2019-20, wheat was grown over 8.90 million hectares with anticipated production of 27 million tonnes but the target was missed by 1.5 million tonnes, according to data shared by the National Agriculture Research Council (Narc) with The Third Pole.

According to the UN Food and Agriculture Organization, climatic shocks, low crop yields because of traditional agricultural practices and limited use of technology are important contributors to agriculture’s declining contribution to the economy — now at 19.3% of GDP. Dowlatchahi said that the recent heavy monsoon rains and flooding contributed to the country’s poor food security.

“Agriculture has not been a priority of the governments,” said Zahid Bhurgri, a farmer and general secretary at the Sindh Chamber of Agriculture.

In 2019, the government took drastic policy decisions to secure a USD 6 billion aid package from the IMF and then resisted farmers’ demands to factor high-input cost into prices, particularly of wheat.

“We suffered PKR 8,000-10,000 per acre loss for the wheat crop during the past year but there is no one to take care of the farmer’s interests,” Bhurgri said.

In November, he said, a farmer was killed when police used force to disperse farmers protesting in Lahore for their rights.

“We can guarantee exports of USD 20 billion if we [the agriculture sector] get the much-needed support,” he said.

In the 2016-17 financial year, Pakistan imported food and agricultural products worth USD6.7 billion.

Low spending on research

Bhurgri said that agriculture suffers from a lack of research and referred to TJ-83, the only late variety of wheat available to farmers in Sindh for the past 37 years.

“How can we match the production of neighbouring counties where new seed varieties have been introduced in accordance with climate change?” he asked.

Shamimul Sabtain Shah, the director-general of Narc, listed spending on research, high pre- and post-harvest losses and low crop diversification among the reasons for low productivity.

Suleri, from the SDPI, stressed the need for changes in cropping patterns in accordance with climatic changes, but Shah said there is a low crop diversification due to the costs and benefits that farmers have to weigh up.

EYE IN THE SKY

Smartphone-based contact-tracing apps are throwing up questions about misuse, individual privacy, and surveillance.

Smartphone-based contact-tracing apps are proving to be extremely useful globally in the fight to bring Covid-19 under control. But they are also throwing up questions about their potential for misuse, individual privacy, and government surveillance, especially in countries such as Pakistan where data protection laws and practices are weak.

When the two rival tech giants, Apple and Google, join forces to allow application interoperability across their very different operating systems, it must genuinely be a matter of life and death. And it is. As the battle against Covid-19 continues, detecting and isolating cases is a crucial strategy to stem the spread of the deadly virus. And governments and public health authorities are utilizing mobile location tracking to varying degrees across the globe for ‘contact-tracing’ — a strategy that has been instrumental in suppressing the virus in countries such as South Korea, where tech solutions helped bring a major Covid-19 outbreak under control.

Mobile app-based contact-tracing can save considerable time in tracking down all the recent contacts of an infected person, without requiring a detailed interview process with trained staff. It can also eliminate human error, because patients may find it hard to recall every person they have been in contact with, for more than 15 minutes, within the distance of a meter.

As a result, mobile applications based on tracking geographical locations have appeared in almost every country to help track the disease. And Pakistan is no exception. The Covid-19 Gov PK application from the Ministry of IT and Telecom (MoITT) with the National Information Technology Board (NITB) was designed to “keep the citizens updated with the legitimate and latest information related to total Coronavirus cases in the country.” Launched in March, it boasts features including self-assessment, ‘radius alert’ (more on this later), pop-up notifications on personnel hygiene, awareness videos, and a ChatBot. The application has been a popular download, and Raymond William, the project coordinator at NITB, observes that when it was first launched, “there were one lakh downloads in the first week.” Within 2 months of launch, there were half a million downloads. And during the peak, the number of downloads stood close to a million.

Post-pandemic, the potential for abuse of human rights and increased state surveillance, particularly in authoritarian governments, is endless. Other national Covid-tracking applications have also run into trouble.

As the pandemic’s severity continues to decline in Pakistan, it would be expected that the download ratio for the application would also reduce. However, according to William, with around 76,000 new downloads completed in the last week, “the application is still under the same consideration and still an important product for download at this time.”

It has been six months since the app was first launched and our battle against Covid-19 began. Today, as countries around the world open back up, emphasis on contact-tracing — especially mobile app-based contact-tracing — is increasing globally.

However, as with most new mass technology, the benefits come with various concerns, which include the potential for abuse of power and loss of privacy for users. With Covid-tracking apps deploying worldwide, critics say the pandemic-struck world is the perfect testing ground for tracking apps that may be used for other forms of surveillance.

While there is little denying the effectiveness of contact-tracing, human rights activists are urging people to be vigilant.

THE POTENTIAL FOR ABUSE OF POWER

In May, the Human Rights Watch (HRW) raised this concern in a Joint Civil Society Statement which specified that “the long history of emergency measures shows that when surveillance is introduced, it usually goes too far, fails to meet its objectives, and once approved, often outlasts its justification.” Accordingly, they set out that such systems of tracking individual movement must be “lawful, necessary, and proportionate”, as well as “limited in duration.”

Around the world, some applications where the potential for misuse of information is exceptional have already been flagged by MIT Technology Review’s Covid Tracing Tracker Database, including China’s Chinese Health Code System app and Qatar’s Ehteraz app.

These apps are mandatory downloads. They make no promises on limitations on data use, so the data could hypothetically be shared with law enforcement agencies or marketing firms, and there is no time limit on storage. There is also no guarantee that the data collected will be limited only to health data.

It is useful to mention here that although, according to a Business Insider article, “Chinese authorities said the data collected will only be used for the coronavirus outbreak, after which it will be destroyed”, the MIT Technology Review database found differently. They state that the Chinese Health Code System “sucks up data, including citizens’ identity, location, and even online payment history, so that local police can watch for those who break quarantine rules.”

With a fluid situation, no one can predict the result of such applications, but the worst-case scenario can look like an episode of the dystopian British television series Black Mirror, which looks particularly at the unanticipated consequences of new technologies. There have already been reports of people having tested negative but being assigned the wrong color (red, yellow, or green), and confined to their homes — with no transparency from the Chinese government on the reason or duration of their detainment. HRW, Amnesty International, and Privacy International are all alarmed.

Post-pandemic, the potential for abuse of human rights and increased state surveillance, particularly in authoritarian governments, is endless. Other national Covid-tracking applications have also run into trouble. Iran’s original AC19 Covid app, for example, was banned by Google Play for collecting more data than its rules allowed.

AT HOME IN PAKISTAN

Much has been written about Pakistan’s history of surveillance. In 2017, Privacy International, a London-based advocacy group, claimed that surveillance in Pakistan exceeded the legal capacity. Last year, Freedom House, a Washington DC-based activist group, declared Pakistan ‘not free’ in terms of internet use for the ninth consecutive year. And so, against the current backdrop of alleged enforced disappearances and silencing of dissenting voices, activists are critical of any personal information being tracked or recorded.

Nighat Dad, the executive director at the Digital Rights Foundation (DRF), says that there is a “dire need” for us to be talking about human rights and privacy at this time. “Covid-19 is an emergency, and it is an emergency that a lot of states in the world will extend continuously to gain more control over their citizens, especially as we turn to technology at this time,” she tells Eos. Dad acknowledges that the technology is not “inherently ill-intentioned”, but cautions that such technologies can “also become a way for the government to surveil people and their activities, especially if certain people speak out against the government and its policies.”

NITB responded to privacy-related concerns with a press release categorically stating that they collect “very limited personal information” of the user. “The app does not show the exact coordinates of the infected people, instead, it shows the radius parameter that is fixed by default at 10 meters for self-declared patients and 300 meters at a quarantine location,” the press release added.

The statement further stated that “self-declared patients have given their consent to reveal their coordinates for the safety of other citizens. Moreover, they have accepted our app privacy policy/terms and conditions.”

Of course, concerns of privacy in Pakistan go beyond the app. Privacy International has pointed out that the “lack of data protection laws and the absence of a privacy commission are contributing factors to Pakistan’s failure to investigate or remedy security flaws in the country’s recently launched Covid-19 tracking technology.” Without such laws, the simple act of allowing app access to the smartphone’s photo gallery, location, or contact list when downloading leaves the user no protection of their privacy in case of misuse.

The Personal Data Protection Bill 2020 is still in draft form on the MoITT website. Initially presented for consultation in July 2018, it received harsh criticism from civil rights activists due to loopholes. The new draft still needs to be approved.

William, however, assures users that “when we are conducting a project at NITB, it is our mandate to protect the data. The 2020 bill may be in draft form, but at NITB, data protection is already being implemented.”

Even so, since its launch, Pakistan’s Covid-19 app has attracted a lot of scrutinies, much of it having to do with the app being vulnerable to potential hacks, and endangering users’ personal data such as passwords.

THE CASE OF COVID-19 GOV PK

“We have studied the app, and so have some international experts,” says Dad. “The app is not particularly secure, especially when it comes to the data of patients and personal information regarding their health.

“This raises serious questions, as people are expected to be using this app and reporting symptoms through it. The government needs to build a better app to give people a secure way of gaining assistance during this pandemic,” she tells Eos.

Earlier in June, French cybersecurity analyst Elliot Alderson also took to Twitter, asserting that “nothing is ok with this app.” Based on Alderson’s assessments, an article published on TheDigitalHacker.com, an independent tech news website, also deemed the app not safe to use. The app did not encrypt the password field, the article said. In simpler words, this means that “anyone using the same WiFi, or a router through which the data is transferred, can see the exact password without putting [in] much effort.”

William assures users that “when we are conducting a project at NITB, it is our mandate to protect the data. The 2020 bill may be in draft form, but at NITB, data protection is already being implemented.”

It also pointed out that the app uses Hypertext Transfer Protocol (HTTP), not Hypertext Transfer Protocol Secure (HTTPS), to manage the server. HTTPS is considered much more secure. The article recommended not using the application, “unless it is updated with the latest security measures and encrypts users’ data before sending it to the server.”

Updates have come since. “To mitigate that, we asked our partners for the webviews to be on HTTPS, which was done the very next day,” says William. He also acknowledges that there was the use of hard-coding techniques, a weakness identified by Alderson. (According to BeyondTrust, a company that specializes in solutions for data breaches, hardcoded passwords are “particularly dangerous because they are easy targets” and can allow hackers and malware to hijack users’ devices). “So we identified it, we called our developers and asked them to remove the hardcode,” he tells Eos.

‘RADIUS ALERT’

Despite the questions related to security and privacy, thousands around Pakistan downloaded the app, willing to cooperate with any contact-tracing measures. One of the features that fascinated many was the ‘radius alert.’ According to the app’s privacy policy, “It operates on the basis of GPS system to provide service of “Radius Alert” for confirmed cases/quarantine locations ranging from 30 to 300 meters from your current position.”

But many were frustrated to see that the feature simply did not work. Several irate users reported on the Google Play Store that they found the function to be “useless”. One user, who gave the app a one-star rating, summed up its startling inaccuracy, revealing that, “I am a Covid-19 positive patient since June 7, with the correct, current address written on my CNIC, but my area shows zero cases.” Users have also called attention to imprecisions with areas such as Islamabad’s I-10, that were sealed due to their high infection rates, but were still marked as safe zones on the app.

William responds by saying that the team was making certain upgrades to the app. “There is a cycle which we usually follow, which comes after 6 to 8 weeks, depending on the number of users.”

He further adds that while his team was expecting a huge download rate, they did not foresee the user base growing so much, so quickly. “We then had to enhance the infrastructure, increase resources and bandwidth, so that every user could use the application with all the available features,” he tells Eos. During these upgrades, the app would stop functioning for some time.

Responding to criticism about the ‘radius alert’ feature, William adds that, “if somebody is declared positive, a radius with a diameter of 10 meters (the minimum social distance is 6 feet) is identified. If you are sitting in your room and a neighboring house, 20 meters away, tests positive, you will be visible in a safe zone.”

Time lags could also have been an issue according to him, as third-party apps like Google Maps can take time when users cluster. “So users may expect that as soon as they click the radius alert, [they would] get it immediately. This is not technically, logically or hardware-wise possible,” he says.

THE WAY FORWARD

For all the pros and cons involved, mobile tracking applications were still deployed worldwide during this time. They have proven useful enough that the EU Member States “agreed on a protocol to ensure cross-border interoperability of voluntary contact-tracing apps, so that citizens can be warned of potential infection with coronavirus when they travel in the EU” in May. However, for such tech-driven responses to efficiently deliver benefits, several factors will need to be accounted for.

In Pakistan’s case, user trust will have to be fostered and maintained. Users will need to be sure that their data is secure, used in a limited manner, and deleted after a certain period of time. According to Dad, the “only way to be certain of this is to pressure the government into releasing detailed SOPs [Standard Operating Procedures] regarding the app and how they intend on using it.” Dad suggests that these SOPs must talk about the length of use, disposal of data, how data will be saved and secured, and who will have access to it. “There needs to be transparency and accountability with this data,” Dad says. A way forward that she mentions is from the technologies used in “countries like South Korea and Singapore, of which the latter has launched an open-source app that can be audited and studied every so often.”

Internally, such apps need to maintain user perceptions of usefulness. For example, one of the key benefits cited for the use of such apps is their ability to track Covid-19 positive individuals and rapidly inform users of high infection areas. The ‘radius alert’ feature thus needs to provide reliable and fast data on cases reported in areas, especially hotspots. And users need to be made aware of technical issues such as time-lags, which might be experienced. The accuracy required is also highly dependent on how frequently, and reliably, the data is updated. As put by Parvez Iftikhar, International ICT consultant and former country-head of Siemens Telecom in Pakistan, “if you don’t input the exact data regularly, then what happens? You put garbage in and you get garbage out.”

Additionally, robust data protection laws are urgently needed, so that issues of information misuse can be addressed with users protected from that angle. Dad suggests implementing data protection laws, like the General Data Protection Regulation (GDPR) in the EU, to protect people and their data. However, this could take a while, given that the Personal Data Protection Bill 2020 is still in draft form.

When speaking about contact-tracing, Dr. Faisal Sultan the prime minister’s focal person on Covid-19, told publication The Diplomat that, “A key set of principles is that whatever information is used, must be minimal, is known only to those with a valid need to know to enable a public health response, that the least amount of identifiable information is utilized, and all info gathered is kept secure.”

But these assurances can only go so far. There is also no mention of a post-Covid sunset plan for data collection. Dad sums up the precarious situation stressing that at “DRF we have consistently said that, while it is good that tech is being used to fight Covid, the Government of Pakistan needs to establish the boundaries within which such technologies will be used. Covid-tracking apps, if left unchecked, can grow into monster dystopian technologies that will be used to surveil the general public. That is a situation that we want to avoid actively.”

A beginner's guide to selling a car in Pakistan

Have you ever sat through a political debate? Not knowing a word of what was being said? Especially if those politics aren't even about the country you live in?

Have you ever just let that knowledge or information pass by, because it just wasn’t relevant? Hoping you would never live to see a day where this information truly impacted your life?

I was like that with cars. Well, I'm like that with politics too but with cars, it wasn’t so much a question of lack of interest, then it was of fear (in hindsight). I didn’t get them. I never put in the effort to get them.

Big car, small car, black car, white car, this was all the information I needed to get around. The maximum I even spoke of a car was, “Hey, my car broke down” or “Hey, nice car”!

And so, I kept my now ex-car for five years, hoping to sell it someday. I had been meaning to sell it for three years now, thinking about the prospect every week and bringing it up in discussions with the first male I saw around me. Get some random advice, decide it's too complicated and parks that thought.

Hence, here's how it remained parked for three years.

Until ultimately, along with so much more awareness that 2020 brought, came the realisation, that I had to overcome this demon! I needed to be able to sell my own car and then buy one too. What did other people understand that I couldn’t?

A series of consults with my male friends/family members, who were all very kind and helpful made me realise something: there were only a few objective considerations. The rest was all subjective and opinion-based, wrapped neatly with what sounds like rationality.

Here’s what it came down to for me; I needed to try. If the worst that could happen was that I wouldn’t make the best deal (why not though?), I was still willing to give it a shot for the sense of empowerment I hoped to gain from it.

I'm sharing some of my key learnings with you (not all of these might be helpful for you or this might not be the path you want to take but regardless, reading this will hopefully lead you (mostly girls but boys!) to make a more informed decision).

Where to start?

1) First of all, start with having an idea of what the market price of your car is. Luckily there are plenty of websites now that can give you an idea (by looking for similar cars and their prices).

2) Things that play into evaluating the price/value of a car (besides the kind of car it is) include:

Model (the year the car was manufactured); the older the car, the less it might cost.
Mileage (how much has your car been driven; usually anything above 100,000 is considered a lot).
The condition of the car’s body/structure (if the structure of the car has had a major accident, that can lead to a serious devaluing of the car’s value.) Note: the rub here is, unfortunately, not everyone will openly disclose if their car has ever been in an accident (applicable when you are buying a car). It is also possible that the car was accident before import (true for imported refurnished cars) and the owner is not aware of it (though it is usually mentioned in the import document). A good way of getting that evaluated is taking a good car mechanic with you or there are professional services such as PakWheels that can do a car inspection for you, at a minimal cost.
Colour; some colours sell better than others (for example, white is the easiest to sell in Pakistan).
City in which the car is registered; some city registrations increase the value of the car such as Islamabad.
How many owners a car has had; if a car has been driven by one person or two, it's considered to be in a better condition versus four or five!

3) Once you know the price of your car, always quote Rs50-100k above (for haggling margin which everyone will do and expects).

4) Now it’s important to decide what medium do you want to sell it on. I'm going to share the three most popular ones and also tell you which one I chose and why:

Dealers and the open market; there are car dealers and open markets in most big cities, where your car can sell almost immediately. This option is great for people who want to sell their car immediately, at a potential financial loss too but the gain here is time.
Online portals; as mentioned earlier, there are so many online portals now where you can sell your car. All you need to do is get nice photos taken of your car, know its basic specs (you will find most of them in the registration book) and ideally not give your own personal number out especially for women; either buy an extra sim or ask a male friend to help (remember; nothing wrong with needing or asking for help). Trust me, these calls can get annoying and I wouldn’t want so many strangers to have my personal contact. This could just be my personal preference and you can discard that if it doesn’t bother you.
CarFirst; a new service that allows you to book an appointment, walk-in and sell your car at the spot in a nice, clean environment. They have service centres spread all across Pakistan and I found them to be very good. The process and payment were both clean, clear and convenient. I didn’t have to deal with more than one person and I understood the process and felt very comfortable doing it. Within a day, my car was sold! (Note; there is some haggling margin there. If they offer a price that doesn’t suit you, tell them what does!)

Sounds pretty straight forward now but trust me, I learnt these things with great difficulty over a period of two months. Eventually, when I sold the car, of course, there were those who said an online portal could have gotten me a better price but then, here’s the most important lesson: there is ALWAYS a better deal out there.

Whether you are selling a car. Buying one. Or doing anything else in life. Our job is to not sit around and figure out what the best possible deal is but to figure out what works best for us, given all the considerations, in this present moment.

If I weighed in the convenience, the time it saved me, also the confidence it gave me, I was okay with losing an Rs20-30k on my deal (Which is also someone else’s opinion and not a fact!). I learnt those that do this regularly also do it knowing that the idea is to make an informed decision, to take calculated risks. To take a good deal when it comes.

There will always be people suggesting a BETTER mechanism. Listen to them. But remember, selling cars and buying them is also an art and not just a science and what works for them, might not work for you. In the end, do what you feel is right k,keeping some of the consideration mentioned above, in mind.

The rest, all those debates on which car is the best and which isn’t is all drawing-room conversation. Indulge in it over samosa and chai; investing your emotions more in the samosa than in the debate.

Add & Manage Menus on Your Blog

Depending on the theme activated on your site, new pages may be added automatically to your primary navigation, or you may need to configure menu settings before a navigation menu appears.
Some themes have an option to "Automatically add new top-level pages to this menu." If you have more than four or five menu items, consider moving new pages into a sub-menu.
Some themes provide more than one menu area. For example, there might be a standard navigation area (under the header), a secondary navigation area at the top of the header, or a social menu. Build a new menu to associate with each available menu location.
You can create a menu to use with a Custom Menus widget and show the menu in a widget area. See Manage Blog Plugins & Widgets.

Menus can be built and edited in two places on your WordPress Dashboard. You can use the Customize panel (Appearance > Customize > Menus), which provides a live preview, or use the Menus panel (Apperance > Menus). The methods are interchangeable. These instructions are for the Dashboard Menu screen. Once you have the concept in hand, you may find the Customizer method more convenient.

Important: For a menu to appear on your blog, you must complete Part Four: Choose a Location for the Menu (below).

Part One: Create a Menu

To create a new menu:

On the Dashboard toolbar (at left), click Appearance, then Menus. The Menus administration screen will open.
Click create a new menu (at top) and enter a name for your menu. (The name will appear only on the Dashboard and not on your site.) Name each menu carefully to indicate it's purpose. Naming menus becomes especially important when your theme has multiple menu locations.
(Optional, and theme dependent) To have all new top-level pages automatically added to the menu, check Automatically add new top-level pages. Note: Any existing pages will still have to be added manually (see Part Two: Add Menu Items, below), and, after adding new pages, you may want to return to the Menu screen to organize them your navigation scheme (see Part Three: Arrange Menu Items, below).
Click Save Menu. A message appears instructing you to select menu items from the column at left.

Part Two: Add Menu Items

Once you have saved a Menu, you can add menu items from the Item type panel (at left), to the Menu panel (at right). Within any menu, you can combine pages, posts, post categories, or external links. Plugins may add additional item types.

Add Pages to a Menu

In the left panel click Pages. Use the tabs (at top) to sort pages by Most Recent, View All, or Search. You may need to scroll through the box contents to see all pages.
Note: When using the Menu administration screen, Pages must already be added to appear on the list. If you use the Customize (live preview) screen, you can add new, empty pages on the fly, then edit their content later.
Select the Pages to add to your menu (or use the Select All link at bottom).
At the bottom of the Pages box, click Add to Menu. A bar containing the Page title will appear in the Menu panel (at right).
In the Menu panel, for each menu item, click the Arrow (at right) to open settings. Important options include:
- Edit the Navigation Label (important for pages with long titles).
- Re-order menu items using the Move links (up one, To the top, etc.), or drag and drop menu items into place (for more, see Part Three: Arrange Menu Items, below).
- Remove the item from the menu.
On the Menu Structure panel, click Save Menu.

Add Links to a Menu

You can a add a link to a page on another Web site to a menu.

Click Custom Links (at left). The tab will expand to show an entry box.
For URL, enter the Web site address for the Web page you will link to (we recommend you copy and paste the address from your browser's location bar).
For Link Text, enter a title for the menu item (this will be the clickable text that appears in the menu).
At the bottom of the Links box, click Add to Menu. A bar containing the Link title will appear in the Menu panel (at right).
Click the Arrow (at right) on the bar to open the settings for the menu item. You can edit the Navigation Label or remove the item from the menu.
Repeat the process to add additional links. Once you have finished adding links, on the Menu panel (at right), click Save Menu.

Add Post Categories to a Menu

Adding a Category to a menu will generate a blog page displaying the articles tagged with that category. If you select a parent category, posts in any sub-categories will also be included on the blog page.

Click Categories (at left). The tab will expand to list the Post Categories you have set up on your blog. You can sort the list by Most Used or View All, or Search for a category name.
Check the Categories to add to your menu.
At the bottom of the Categories box, click Add to Menu. A bar for each Category added will appear in the Menu panel (at right).
Click the Arrow on each bar to open settings. You can edit the Navigation Label, or remove the menu item from the menu.
On the Menu panel (at right), click Save Menu.

Additional Item Types

If you have enabled certain plugins such as Carousel Slider, The Event Calendar, or WP Document Revisions, you may see additional item types in the left panel (e.g., Slides, Event Categories, or Revisions).

Part Three: Arrange Menu Items

Items in menus are displayed in alphabetical order. Once menu items have been added to a menu, you can change their order and make items into sub-items:

To change the order of menu items, drag and drop items into a new order. (In horizontal menus such as top navigation bars, top-to-bottom translates into left-to-right.)
To make an item into a sub-item, drag one menu item under a another item, then drop it a little to the right. The bar for the item will appear indented.

- In horizontal navigation bars, main items appear from left to right. If you click or mouse-over a main item (depending on the theme), a drop-down menu appears, with sub-items below, and sub-sub-items indented to the right.
- In sidebars or widgets, depending on the theme, sub-items usually display as an indented list.
When you have finished arranging your menu items, click Save Menu.

Part Four: Choose a Location for the Menu

Unless you plan to display your custom menu using a Custom Menu widget, you need to select a Menu location in order for the menu to appear on your blog. (If using a Custom Menu widget, skip this part and see Manage Blog Plugins & Widgets.)
Important: Because menu locations vary from theme to theme, you need to reset your menu location(s) every time you change themes.

At the top of the Menus screen, click the Manage Locations tab. The screen will change to list available menu locations (at left), and a drop down of saved Menus (at right). Note: Some themes support only one menu location (e.g., Primary Navigation).
For each Menu Location select a saved menu from its drop-down. To leave a menu location unused, set its drop-down to —Select a Menu—.
At the bottom of the Manage Locations screen, click Save Changes.

Optional: Create an Unlinked Item at the Top of a Drop-Down

Rather than link to a page at the top of a sub-menu, you can create an unclickable menu item that names a topic for the sub-menu items.

For URL, delete "http://" and enter a pound symbol: #.
For Link Text, enter a topic name for the sub-menu items that will appear below the item.
At the bottom of the Links box, click Add to Menu.
In the Menu panel, drag the new item into position above its sub-menu items, and ensure the sub-menu items are indented.
Click Save Menu.

Hello Excellers and welcome back to another #formulafriday #exceltip in my 2019 Excel tip series. Today I want to share with you a question I was asked by a subscriber. They need to generate unique ID numbers or references, from their data set. Or to explain more take the first 3 letters of the location of the account (in this case the Country) name, and then incrementally generate numbers for the accounts.

You can see a sample of a similar data set and the expected outcome that is required in the screenshot below.

So, just how can we achieve this result. It’s rather easy. We are going to use three formulas or methods to do do this. W. start with the CONCATENATE Function, the LEFT Function, and the COUNTIF Function. By combining these three awesome methods the unique ID is a breeze. Let’s get started.

Let’s Begin The Formula!

PART 1. We start off using the CONCATENATE.

This will join several strings together into one text string. This sounds like what we need. The syntax of CONCATENATE is simple and has only one required argument.

The subsequent arguments are optional, hence the [ square] brackets.

=CONCATENATE(text1, [text2], …)

So, the first part of the formula will join the first three letters of the City contained in cells in column B. How do we get those letters?.

PART 2. We can use the LEFT Function.

Here is a quick recap of LEFT and it’s syntax.

The LEFT Function in Excel extracts a given number of characters from the left side of a supplied text string.

The syntax for this formula is

=LEFT(text, [num_chars])
Where

text is the string you want to extract from (that is the cell reference that holds your text string)

num_chars is the number of letters you want to extract from the full string. Note the [ ] brackets. This means that this is an optional argument, which if left out default the argument to 1.

So, in our formula, we want to take the first three (3) letters of the City Names in Column B with the header ‘City’. That is straightforward. we already have the first part of our formula, and the LEFT function becomes the first argument as below

=CONCATENATE(LEFT(B3,3),

PART 3. Add a ‘dash’ (-) to the Unique ID.

We can easily do this by inserting another argument in the CONCATENATE function.

=CONCATENATE(LEFT(B3,3),”-“

PART 4. Generate A Unique Count Of City

We now need to generate a unique last number for the end of the ID. So the fourth argument we use in the CONCATENATE formula is COUNTIF. We will use this to count how many times incrementally the City names in Column B appear. Cool huh?. COUNTIF uses a very simple syntax as there are only two arguments.

=COUNTIF(range, criteria)

The two arguments are:-

range – defines one or several cells to count. You put the range in a formula like you usually do in Excel.

criteria – defines the condition that tells the function which cells to count. This argument can be a number, text string, cell reference or expression.

So, in this example, we want Excel to count as it travels down the column of data how many times each city appears in the data. For example the first time the City London appears we want Excel to place 1 in our cell. The second time it appears we it to count and put 2 in the cell and so on and so forth. How do we do this?. Easy. We make the criteria that Excel uses dynamic.

To complete the formula for our first cell, we use the formula

=CONCATENATE(LEFT(B3,3),”-“,COUNTIF($B$3:B3,B3))

Where the range of the COUNTIF formula is $B$3:B3,B3. By anchoring the first cell of the range, the range which Excel analyses is expanded as we drag the formula down the column of cells. So, the first time Excel looks for LONDON the range of cells it is referencing is just the one, hence it generates 1. By the time it finds the second entry of LONDON the range it is looking in has been expanded to $B$3:B7,B7, and so on and so forth.

So, now we have the unique ID for each customer record by combining CONCATENATE, LEFT and COUNTIF Functions. A nice solution don’t you think?.

For a startup, producing a video advertisement is one of the boldest ways to announce your presence to a wide audience. In no more than a couple of minutes, a cleverly executed spot can explain what your business does and galvanize viewers in a way static ads can't.

YouTube clips can be produced and broadcast for lower cost than slick TV commercials, and don't need to conform to the same time restrictions. Connect with viewers in just the right way--by making them laugh, tugging at their heartstrings, or inciting them to action--and the video can generate instant brand awareness and many new customers.

The flip side, of course, is the potential embarrassment and damage to your brand you can cause with an ill-conceived ad. Striking the wrong chord can be devastating when the audience can easily voice its disapproval in YouTube's comments section and share the offending clip on social media.

For tips on how to avoid the pitfalls, I turned to Adam Lisagor, arguably the preeminent director of video ads for startups in Silicon Valley. His company, Sandwich Video, has produced about 140 videos for clients including Square, Flipboard, and Airbnb. His recent ad for Coin, a company that makes universal payment cards, has garnered nearly 8 million views on YouTube. Here's his advice on how to create a video that will represent the best side of your business, and potentially even become a viral sensation.

1. Length is flexible, but keep it brief.

Compared to commercials in other media, online video advertisements afford some freedom to tell the story of your business or product in greater depth. "Humans receive and retain information at a certain pace and in a certain linear order," Lisagor says. "So the longer Web format allows us the space to receive new information without having it shoved in our eyes and ears." He recommends keeping videos in the 90- to 120-second range; if the product is relatively straightforward, a minute or less can suffice. Be careful not to abuse the relative lack of time constraints, however, he warns. "If you have [viewers'] attention, don't squander it. It's the most valuable thing."

2. If you're not funny, don't make a jokey video.

Many videos go viral due to a smart, well-timed joke, so it's tempting to come up with a funny concept for your ad or at least try to inject some humor into it. That can be a smart strategy--or a disastrous one. "If funny comes natural to you as a storyteller, then tell a funny story," Lisagor advises. "If it doesn't, then forcing it is a huge mistake."

3. Use clear language.

As natural as your business's lingo is to you, viewers may be confused and turned off by it. "Marketing people often make the mistake of using industry jargon and buzzwords as shorthand for describing value," Lisagor says. One example he cites: "global solutions," a term businesses in all manner of industries say they provide to customers, without providing any specifics in plain English. Unpack acronyms in the video as well, he says, or they will all "jumble together into gobbledygook."

4. Make viewers envision using your product.

"If you can allow the viewer to project him or herself into a mental state of experiencing the product and having a positive reaction, it can go a long way toward convincing them that they should take the next step toward having it," Lisagor says. Not only does that take a careful match of images and language, it also requires you to admit the scope of your product's benefits. "If you try to make the response to a product seem more grand or have a larger impact than people intuit what it would, it'll have an adverse effect on your brand," Lisagor warns. "People don't like to be lied to."

5. Understand the limitations of what a video can do.

Just as a good movie requires a strong cast and a solid script, the effectiveness of a video ad ultimately rests on the quality of the product. "The biggest mistake to make when embarking on a video is to assume that a video can answer questions that the product can't on its own," Lisagor says. So try to produce as smart a video as you can, but don't expect it to succeed solely on high production values. If it doesn't blow up and get millions of shares, the problem may not just be the ad itself, but the business it's representing.

Bright or saturated colors: draw viewers’ gaze naturally. So they also help your video posts get more attention.
Dark shades might not show up very well in the video list’s sidebar that shown in other videos.

5. Take Advantage of White Spaces

Take advantage of this negative space if you want to use a designed or graphic picture. Your thumbnail will look clean and more organized thanks to the resulted high-quality appearance possessed by any professional photo out there.

Don’t add too much text though. Just some texts are enough to heighten your video’s view rate. Never put more than one concise title. If needs arise, you can add a crisp subtitle beneath it in smaller text to get your point across, and that’s it.

7. Readable Text

By default, thumbnails are inherently not large when you’re editing them on YouTube. The finished work will appear smaller still when they’re looked via a mobile device. So if the details contained are too clustered, it’ll be hard to see.

The best way if you must have texts in your image is to make sure they are huge enough that viewers can make out the characters even when the picture is shrunken down.

8. YouTube Thumbnail Resolution

The resolution suggested by YouTube is of 1280px x 720px at the minimum. If this dimension is too low, the picture will appear pixilated.

It might be a bit hard to maintain a high-resolution picture so that it can be responsive to different platforms, sizes, and devices through YouTube alone. So, the advice is to try testing your YouTube thumbnail design in several sizes to make sure that it’ll come out well.

9. YouTube Thumbnail Template

For each of your vlog, YouTube chooses a thumbnail which is always a still image from said video. However, you can select which frame you want to apply.
