The union government on Sunday appointed senior IPS officer of the Gujarat cadre Rakesh Asthana as the special director of the Central Bureau of Investigation (CBI). The Appointments Committee of Cabinet (ACC) promoted the 1984-cadre officer who is currently posted as additional director.
Asthana, along with seven other IPS officers of the same batch were promoted on Sunday. He will now be the second senior-most CBI official after the agency's director Alok Verma.
His appointment has however not gone down well with senior lawyer Prashant Bhushan who says he will challenge it in court.

About Rakesh Asthana:-

Asthana, a 1984-cadre IPS officer is serving as the additional director of the Central Bureau of Investigation. He was a part of the Special Investigation Team (SIT) that looked into the 2002 Godhra train burning case. He also investigated into the fodder scam between 1994 to 2001 in which former Bihar chief minister was involved. Currently, he is investigating Yadav and his family's alleged involvement in a 2006 Indian Railways hotel scam, reports News18.

Why is Prashant Bhushan unhappy with it?

After the news was announced, the senior Supreme Court lawyer took to Twitter to question Modi government's move of promoting the 'tainted' CBI officer. He told ANI that Rakesh Asthana's name figures in diary of Sterling Biotech, on which CBI itself has registered an FIR.

What is the case against Asthana?

On August 30, an FIR was registered by CBI against three senior Income Tax officials for allegedly accepting bribes from Gujarat-based Sterling Biotech and Sandesara Group of Companies. A 'Diary 2011' which was recovered in the company premises had the details of monthly payout to the accused officials, including income tax officials, policemen and politicians in Gujarat. Bhushan has alleged that Asthana's name figures in the list.

“Rakesh Asthana’s name figures in the diary of Sterling Biotech, on which the CBI itself has registered an FIR. In my view, this is totally illegal and we will certainly challenge it,” Bhushan told ANI.

What is the other objection?

Not just Bhushan, even the Central Vigilance Commission's (CVC) Selection Committee on Saturday rejected the proposal for the promotion of the CBI's Additional Director Rakesh Asthana for the post of Special Director. CVC chief KV Chowdary said that there are 'issues regarding integrity clause' because his name figures in the 'Dairy 2011', reports India Today.

Verma will serve as CBI's 27th director (including two acting chiefs) and his tenure as CBI Director will span two years. He is from Arunachal Pradesh-Goa-Mizoram and Union Territories cadre.

Verma's name was shortlisted from a list of 45 candidates, and the two other top contenders for the role included Rupak Kumar Dutta, a senior official from the Union Home Ministry, and Satish Mathur, the Director General of Maharashtra Police.
Verma's appointment was green-flagged by a three-member panel including the Prime Minister, Chief Justice of India JS Khehar and Congress leader in Lok Sabha Mallikarjun Kharge. Kharge reportedly was not in support of Verma's appointment, saying, "selection must be made according to law, merit and seniority."
Congress, who has the right to record its dissent against Verma's appointment, supported former CBI officer RK Datta for the role, in light of his experience of more than 17 years in the agency.
One of the senior most officers in the country today, Verma was to retire from his work as the Capital's top cop in July this year. He has, in the past, handled 24 posts, including the director general of Tihar prisons, the police chief of Mizoram and the joint and special commissioner of the Delhi Police crime branch between August 2007 and December 2008.
As the director general of Tihar prisons, Verma had to take heat from Home Minister Rajnath Singh after the airing of the controversial BBC Documentary 'India's Daughter', which included an eye-raising interview from December 16 Delhi gangrape accused Mukesh. Though the permission for the interview was granted by the then DG Vimla Mehra, Rajnath rounded Verma and asked for a detailed report on the controversy.
When he took over the Delhi Police PC, Verma aimed to make the city a safer place. His tenure as police chief so far has been without any controversy. However, he is taking CBI at a time when opposition parties are accusing the government of using the probe agency to "settle political scores".
One of the highlights of his tenure as the Capital's top cop was his successful push for the promotion of over 26,000 officers - most of whom had not been promoted in over two decades. While speaking to ANI, Verma asserted that constables and head constables were the spine of Delhi Police and needed a morale boost. He explained that move would help speed up investigations of pending cases.
In his first address to the city's police force, Verma said his doors were always open for the common man. He also appealed to personnel to stay away from "corruption, rudeness and barbarism."
According to a report in Hindustan Times, Verma does not believe in micromanagement, and focused on meeting the Delhi Police top brass himself.
Verma is known to be media-shy and stayed away from interviews during his tenure as Delhi's police commissioner. He even chose to skip the tradition of new police chiefs addressing media on their first day of the job. Verma is also known to keep his social media activity limited.

LPG gas is the most used cooking fuel in India and many other countries. Not only does it make your mother's kitchen work convenient, it is also a live bomb sitting just next to her almost all the time.

Did you know that there is an expiry date (physical life) for LPG cylinders? Expired Cylinders are not safe for use and can cause lethal accidents.

Here is how you can check the expiry date of LPG cylinders:
On one of three side stems of the cylinder, the expiry date is coded alpha numerically which starts with A, B, C or D followed by a two digit number. e.g. D06.

The alphabets stand for quarters -

A for March (First Qtr),
B for June (Second Qtr),
C for Sept (Third Qtr),
D for December (Fourth Qtr).

The digits stand for the year till it is valid. Hence D-06 would mean December quarter of 2006.

So next time your delivery boy comes with a re-fill cylinder, make sure you check the expiry date. Many local LPG re-fillers even conceal the date, usually by pasting some sticker over it. So please be extra careful while checking

If you get a cylinder post expiry date, please return it back immediately, they are highly prone to leaking or bursting causing serious injuries and can even take life.

2. Whistle Indicators

The story of Hrithik Roshan and Kangana Ranaut's relationship is getting more interesting by the day. A close friend of Kangana recently revealed “almost everything” to Mumbai Mirror. Here are the juiciest bits.

How it started

"It started out as a friendship between two people who were both going through a rough patch, during the shooting of Kites in 2009. His marriage was in trouble and his relationship with his Kites co-star, Mexican model-actress Barbara Mori, wasn't working out. Kangana was going through troubles of her own and they found solace in each other's company and became good friends," the source said.

Then he wanted her to do Krrish 3

"Even though Kangana's career was not exactly shining at the time, she said no to Hrithik. She felt rather uncomfortable with the attention he was showing," the friend said. But Hrithik wouldn't take no for an answer. After being pursued for six months, Kangana said yes. "That's when they got into a relationship after he confided in her that he and his wife Sussanne slept in separate bedrooms. However, Kangana could never talk about the relationship openly, as Hrithik had told her categorically that he would never divorce Sussanne," the friend continued.

She took off to Milan to take some time off

Kangana took off to Milan once shooting for Krrish 3 ended, alone. In December 2013, she got a call from Hrithik. He told her that he was divorcing Sussanne. "She was on top of the world as he also told her he wanted to marry her after the divorce," Kangana's friend said. But of course she was worried that she was just a rebound.

Then, he proposed to her in Paris

This was the proposal: "You may think this is coming out of a rebound. But I have no doubts about our future happiness because you are the only person who has never judged me. And I have felt a strong connection with you from day one." Kangana said yes. This was in January 2014.

Then, he bolted

"In the first week of February, soon after he resumed shooting for Bang Bang, Hrithik stopped communicating with her. Kangana took off for a vacation in New York where she heard rumours about his growing closeness to his co-star Katrina Kaif. On February 14, she confronted him about the rumours when Hrithik called her and asked him to be honest with her. He only wanted to know if anyone was aware of the engagement. When Kangana told him that she had informed her family about it, he said that she had misunderstood his intentions," the friend said.

She understood that this was going nowhere and tried to move on.

When Kangana won everything with Queen, he wanted her back

"But Hrithik wasn't done yet. Soon after Kangana won the National Award for Queen in March 2014, he called, begging her to forgive him and take him back," the friend said. By then, "a young superstar" had started wooing her after meeting her at an awards function. "But Hrithik felt insecure. He confronted her and asked if she wanted to tell him something. She told him not to be insecure about their relationship, but that didn't appease him," the friend said.

"The final blow to their on-again, off-again relationship came in May 2014 at Karan Johar's party. They hadn't spoken for a couple of weeks. When they met at KJo's party, Kangana put her hand on Hrithik's arm. He reacted angrily and asked her how could she have set up a date with another actor for the following Wednesday," the friend said. "Kangana didn't know what had hit her. Had the two been gossiping behind her back? How else could Hrithik have known about the meeting, she kept asking as she took the elevator."

"Kangana then realised that the young actor had shared his email address with her. She realised that Hrithik could have hacked into her email account may have been impersonating him. Two days later, her fears came true when she met the young superstar again and he asked her out for coffee. He was clueless about the . Papa Roshan was really shaken by the conversation and told her that he would speak to Hrepisode with Hrithik which meant that he was obviously not gossiping behind her back. She then pointed out to Rangoli (Kangana's sister and manager) that some of her mails had disappeared. She always knew that Hrithik was very tech-savvy. Shaken up by this, she called up Rakesh Roshan and told him that if her suspicions were true, Hrithik could land into a lot of trouble for cyber crimeithik about it. But then they got back together

"But Hrithik finally managed to get his way. He and Kangana were back together. This time she gave him the password to her new account so he could check on her mails officially, but that didn't make things any better between them. Even though industry friends believed them to be in an intense relationship, referring to her as "bhabhi" in private, Hrithik preferred to project a Casanova image after his divorce came through. Kangana was also upset that while Hrithik wished everybody on Twitter before the big release, he never bucked her up for Tanu Weds Manu Returns and Katti Batti. Obviously, Hrithik had gone back to his secretive ways. Hrithik had also started keeping an eye on her. He had a man posted outside her apartment to report on Kangana's movements, knew who she interacted with, which flight she was taking, where she was going, etc."

"She knew that she was in a downward spiral. She was emotionally attached to Hrithik, having been in a two-year relationship. A spelling mistake in an online bank transfer instruction helped prevent a nearly $1 billion heist last month involving the Bangladesh central bank and the New York Federal Reserve, banking officials said.

Unknown hackers still managed to get away with about $80 million, one of the largest known bank thefts in history.

The hackers breached Bangladesh Bank's systems and stole its credentials for payment transfers, two senior officials at the bank said. They then bombarded the Federal Reserve Bank of New York with nearly three dozen requests to move money from the Bangladesh Bank's account there to entities in the Philippines and Sri Lanka, the officials said.

Four requests to transfer a total of about $81 million to the Philippines went through, but a fifth, for $20 million, to a Sri Lankan non-profit organization was held up because the hackers misspelled the name of the NGO, Shalika Foundation.

Hackers misspelled "foundation" in the NGO's name as "fandation", prompting a routing bank, Deutsche Bank, to seek clarification from the Bangladesh central bank, which stopped the transaction, one of the officials said.

There is no NGO under the name of Shalika Foundation in the list of registered Sri Lankan non-profits. Reuters could not immediately find contact information for the organization.

Deutsche Bank declined to comment.

At the same time, the unusually large number of payment instructions and the transfer requests to private entities - as opposed to other banks - raised suspicions at the Fed, which also alerted the Bangladeshis, the officials said.

The details of how the hacking came to light and was stopped before it did more damage have not been previously reported. Bangladesh Bank has billions of dollars in a current account with the Fed, which it uses for international settlements.

The transactions that were stopped totaled $850-$870 million, one of the officials said.

Last year, Russian computer security company Kaspersky Lab said a multinational gang of cyber criminals had stolen as much as $1 billion from as many as 100 financial institutions around the world in about two years.

Iraqi dictator Saddam Hussein's son Qusay took $1 billion from Iraq's central bank on the orders of his father on the day before coalition forces began bombing the country in 2003, American and Iraqi officials have said. In 2007, guards at the Dar Es Salaam bank in Baghdad made off with $282 million.

MONEY RECOVERED

Bangladesh Bank has said it has recovered some of the money that was stolen, and is working with anti-money laundering authorities in the Philippines to try to recover the rest.

A bank spokesman could not be reached for comment late on Thursday.

The recovered funds refer to the Sri Lanka transfer, which was stopped, one of the officials said.

Initially, the Sri Lankan transaction reached Pan Asia Banking Corp PABC.CM, which went back to Deutsche Bank for more verification because of the unusually large size of the payment, a Pan Asia official said. "The transaction was too large for a country like us," the official said. "Then (Deutsche) came back and said it was a suspect transaction." A Pan Asia spokesman could not immediately be reached for comment.

The dizzying, global reach of the heist underscores the growing threat of cyber crime and how hackers can find weak links in even the most secure computer networks.

More than a month after the attack, Bangladeshi officials are scrambling to trace the money, shore up security and identify weaknesses in their systems. They said there is little hope of ever catching the hackers, and it could take months before the money is recovered, if at all.

FireEye Inc's (FEYE.O) Mandiant forensics division is helping investigate the heist, people familiar with the matter told Reuters on Thursday.

The sources said Silicon Valley-based FireEye, which has investigated some of the biggest cyber thefts on record, was brought in by World Informatix, a smaller firm that is advising Bangladesh Bank on the investigation.

Security experts said the perpetrators had deep knowledge of the Bangladeshi institution's internal workings, likely gained by spying on bank workers.

The Bangladesh government, meanwhile, is blaming the Fed for not stopping the transactions earlier. Finance Minister Abul Maal Abdul Muhith told reporters on Tuesday that the country may resort to suing the Fed to recover the money.

"The Fed must take responsibility," he said.

The New York Fed has said its systems were not breached, and it has been working with the Bangladesh central bank since the incident occurred.

The hacking of Bangladesh Bank happened sometime between Feb. 4-5, over the Bangladeshi weekend, which falls on a Friday, the officials said. The bank's offices were shut.

Initially, the central bank was not sure if its system had been breached, but cyber security experts brought in to investigate found hacker "footprints" that suggested the system had been compromised, the officials said.

These experts could also tell that the attack originated from outside Bangladesh, they said, adding the bank is looking into how they got into the system and an internal investigation is ongoing.

The bank suspects money sent to the Philippines was further diverted to casinos there, the officials said.

The Philippine Amusement and Gaming Corp, which oversees the gaming industry, said it has launched an investigation. The country's anti-money laundering authority is also working on the case.

He added, “I have never seen anything like this before. I think the penguin believes Joao is part of his family and probably a penguin as well. When he sees him he wags his tail like a dog and honks with delight.” Indeed, Pereira de Souza said, “No one else is allowed to touch him. He pecks them if they do. He lays on my lap, lets me give him showers, allows me to feed him sardines and to pick him up.”

“I love the penguin like it’s my own child and I believe the penguin loves me. I’m flattered Dindim is happy to exchange his home with thousands of other penguins every year to find his way here to spend one-to-one time with me,” he reflects. “It’s a very special relationship.”

His career spanning 20 years as a wildlife biologist has never been uneventful. Sanjay Gubbi, who was part of many rescue operations, has had encounters with umpteen number of wild animals. But two days ago, he had a close shave with death when a leopard, which strayed into the premises of Vibgyor School at Marathahalli in east Bengaluru, pounced on him. It was Gubbi's presence of mind - he did not panic or fight back - that helped him escape from the jaws of death, say experts.

Gubbi took to social media on Tuesday to tell the world the terrifying tale. In a Facebook note, posted by his wife, Gubbi said: "There's a chipped bone in the elbow and muscle tear in triceps. I underwent the first surgery last night and moved out of the intensive care unit. However, I have to spend a few days in the hospital as another surgery is planned later this week. I am grateful for the support given by friends, family, well-wishers and the media." He said "I allowed it to bite without trying to pull my arm from its jaw. Had I resisted, the injuries could have been more severe."

One of his close associates told TOI that it was the first time Gubbi was attacked by a leopard.

"I didn't expect the leopard to jump from the wall of that height. It all happened in a few seconds and the leopard was in front of me before I could react. It escaped from the net so quickly and ran towards the forest department staff. As there was no escape route, I decided to climb the gate. But my effort went in vain as the animal pulled me down. Then it went on biting my right shoulder. I tried my best to keep myself calm till the leopard was given a tranquilliser shot. I kept my cool and tried to scare away the animal with the binocular and the torch which I had in my hand. Luckily, I succeeded," Gubbi has said.

Another associate said Gubbi was administered 34 stitches and it might take six to eight weeks for complete recovery. "He gets fever frequently due to the wounds," she added

Recently in Mumbai, a macaque monkey was captured, tied, and caged after locals filed a complaint. According to reports, the monkey had been stealing food, ripping pillows, and creating a general nuisance for nearly six months.

Even though the residents' woes finally came to an end, the images that surfaced after - showing the way the monkey was nabbed - is not making us feel too good about it.

The chimp was tied by his hands and feet, along with a tight noose around its neck.

But after it was caught by a professional catcher, the residents reportedly celebrated at finally getting the primate caged. Eventually the shackles binding him were removed and the monkey was fed grapes.

Even though the forest officials said that the monkey will be released into the outskirts of Thane - after verifying that it's in a healthy condition - the longing in his eyes is hard to miss.

JNU students call terrorist Afzal Guru a martyr amid anti-nationalist slogans

Students of the Jawaharlal Nehru University (JNU) clashed over an event organised Tuesday on the Parliament attack convict Afzal Guru’s death anniversary. Police were later deployed on campus to restore order.

The incident occurred at the tail end of a cultural evening organised by 10 students, formerly of the Democratic Students’ Union (DSU), at the Sabarmati Dhaba, against the execution of Afzal Guru and separatist leader Maqbool Bhat, and for Kashmir’s right to “self-determination”.

While the organisers originally got permission to hold the event, it was withdrawn after the Akhil Bharatiya Vidyarthi Parishad (ABVP) complained to the administration. “We had earlier granted permission for a cultural evening, because we were not informed about the topic. When we were told it was in favour of Afzal Guru, we had to withdraw. The government of India hanged him after declaring him a terrorist. How could we allow them to organise an anti-Indian programme,” said the registrar Bupinder Zutshi.

The (ABVP) had called for a protest outside the 24×7 dhaba opposite the venue, against the “anti-national” activity. “This programme was anti-constitutional. Anyone who tries to portray a terrorist as a martyr will have to face us. We won’t allow such anti-national programmes on campuses,” said JNU Students’ Union Joint Secretary Saurabh Sharma. The (ABVP) had called for a protest outside the 24×7 dhaba opposite the venue, against the “anti-national” activity. “This programme was anti-constitutional. Anyone who tries to portray a terrorist as a martyr will have to face us. We won’t allow such anti-national programmes on campuses,” said JNU Students’ Union Joint Secretary Saurabh Sharma.

ABVP’s protest call saw other groups including the All India Students’ Association (AISA), All India Students’ Federation (AISF) and Students’ Federation of India (SFI) coming to the spot in support of the DSU.

When the groups began their march to Ganga Dhaba, ABVP members blocked their way even as security personnel tried to maintain order. Police had to be called in eventually from the nearby Vasant Kunj police station. The ABVP has called for a university strike on Wednesday and asked for the rustication of the 10 students. Police said they have not received any complaints so far regarding the incident

He earned a living working as a agent sending films to the Censor Board for clearance. When he found massive corruption in the film certification body, he helped the CBI expose it. But he's had to pay a heavy price for it.

Whistle-blowers across the country have complained of being harassed and targeted for exposing corruption in the country. Pravin Mohare's case is perhaps a classic example, with the former film agent's career going downhill after he exposed corruption and he's now being forced to sell vegetables in a Mumbai suburb.

Mohare was a film agent and learnt of bribery in the censor board when he went to get a trailer cleared by the Central Board of Film Certification. He went to the CBI with the allegations of bribery. He put up his own Rs 50,000 to help trap former Censor Board CEO Rakesh Kumar in 2014, reports Mumbai Mirror.

But since then things have only been going downhill for him.

Mohare told the newspaper that producers started taking projects away from him and other agents started avoiding him. He also had his producer facilitator login id taken away after he filed a case of assault against current chairman Pahalaj Nihalani.

And now, Mohare who once made Rs 80,000 a month sits at a stall the suburb of Borivali where he sells vegetables to make earn Rs 600 a day in an attempt to make ends meet.

What's worse is that he's still to get the Rs 50,000 he had to spend to get the CBFC chairperson caught in the sting. He says that while the CBI had promised it would be refunded in about two months, he's still to get the money back.

"The film industry now treats me like an outcast and I haven't gotten any work in several months. To make it worse, the CBI is yet to refund me."
