Greetings Redmen Family,

The Bucyrus Preschool students and staff would like to thank you for another wonderful school year. Although the 2011-2012 school year is not yet complete, we are in the planning stages for the upcoming year. Throughout the month of February, applications and other communications regarding enrollment for the 2012-2013 school year will be sent home with our current students. Throughout the month of March, applications for enrollment will be available for distribution or pick-up by any additional interested parents and families.

Bucyrus City Preschool has three-year-old and four-year-old units. Each unit runs on split sessions, resulting in both a.m. and p.m. classes. Our a.m. session begins at 8:15 and runs until 11:15 am, with an optional lunch running from 11:15-11:40 am. Our p.m. session’s optional lunch begins at 11:45 and runs until 12:15 pm with classes scheduled directly after, from 12:15-3:10 pm. Parents may request a specific session (a.m. / p.m.) during the enrollment process; however, requests will be honored on a first-come, first-serve basis.

Tuition is determined on a sliding scale based on parental house-hold income and the number of family members residing within the residence. Preschool tuition is $110 per month and is collected at the beginning of each month. If you would like to learn more about our preschool, please visit our district website.

This month’s Curriculum and Instruction post was submitted by Sandra Shields, Gifted Coordinator, and explains the recent adoption of an indicator for gifted performance accountability on the Local Report Card.

On December 13, 2011, the Ohio State Board of Education unanimously voted to adopt an indicator for gifted performance accountability on the Local Report Card. The indicator will include measures that will be used in district rankings and measures that are important to observe.

The components to be included in the gifted indicator for district ranking are:

Percentage of students who have been identified as gifted

Percentage of students receiving gifted services

The academic performance of identified gifted students in mathematics and reading on statewide tests (OAA and OGT)

Additional measures, to be reported but not used for district ranking, will include thoughtful and useful elements to assist districts in the support of their gifted students. The complete gifted performance indicator will not be fully implemented until the 2014-2015 school year. However, as early as the 2012-2013 school year, districts will be able to download the basic data information of the numbers and performance of identified gifted students on the state math and reading assessments.

Much of the activity in the Treasurer’s office revolves around, not only, the record keeping of all current financial activity, but taking into consideration past historical performance to aid in financial forecasting for the district. Depending on how far in the future the forecast is accounting for, historical trend data may help.

Keeping in mind forecasting is not 100% accurate, use of quantitative data helps in taking the next forecasting steps based on solid assumptions. The easiest forecasted data is based on stable historical data. Unfortunately, the data over recent years is anything but stable.

The illustration included here for your review tracks the most recent historical performance of Net Operating proceeds. This is the State-based revenue minus the State required deductions to the district revenue stream. As you can see, the trend from 2007 through 2012 is volatile. This information provides a clear illustration of the difficulty in projecting the amount of funding the district will have in subsequent years to operate the district. The current trend identified is a steady pattern of loss after the State Fiscal Stabilization Funding was lost.

As additional financial trend information is developed, the community will be informed through the District website and community meetings. Our next anticipated Community meeting will be held Monday, February 27, 2012 at 7 pm in the Little Theater of the Bucyrus Secondary Building. This meeting will address all current financial trends and small group discussions will be held to discuss financial issues facing Bucyrus City School District.

This month’s elementary school update was submitted by Debra Hoover, District Literacy Coach, and provides some insight into the assessments Bucyrus Elementary students are currently undergoing.

The second half of the school year has begun. This is a time when teachers, students, and parents look to assessments to see how students at Bucyrus Elementary School are doing in terms of academic growth. This blog is intended to help you to understand the tests, but more importantly, how to interpret the results of those tests.

The first is Dynamic Indicators of Basic Early Literacy Skills (DIBELS) assessment. It is used to assess the reading readiness skills of every student in grades K-2. It provides a look at how well your child is hearing the individual sounds in language and understanding how our English language works. Reading success depends on the ability to take words apart and put them back together. DIBELS also gives us an idea of whether your child needs extra help in developing particular skills in order to be fully ready to read. The students are monitored throughout the year to chart progress.

The second assessment is used to determine exactly where a student is in their actual reading development. Called the Developmental Reading Assessment, second edition (DRA2), it is administered two to three times per year in grades K-8 (depending on the grade level). This assessment requires your child to read a story or a portion of a story aloud to their teacher. The teacher completes a Running Record to check for reading comfort, speed, and to see how well your child is able to figure out unfamiliar words. The student then answers questions about the story, either verbally or in writing, depending on the reading level. This determines each student’s independent reading level (where they can read without help) and results are shared with parents/students in order to track growth and to determine whether the student is reading below, at, or above grade level.

The third assessment given is the Curriculum Based Measurement Math Assessment (CBM). It is a three part test covering Numbers/Operations, Geometry, & Measurement, given three times each year on a computer. Each part has 16 questions and the results are used to keep you informed of your child’s general progress in math. Scores are reported in percentages with the total math score in National Percentile (NP). The NP can best be explained as the percentage of students in the nation who scored lower than your child did on that particular assessment. So, a NP of 75% means that 75% of the students taking the test nationally scored lower than your child.

If you have further questions or concerns about any of these assessments, please feel free to contact Deb Hoover at 419-562-4045 ext. 3250.

This month I will be providing follow-up information on the work of the Dress Code Subcommittee, as well as discussing the next steps in the evaluation of the BSS dress code policy.

In November, BSS hosted a community forum to discuss campus wear and a large audience of parents, community members, staff and students turned out to be a part of the discussion. The forum was very successful in getting feedback from parents and community members. A majority of the parents and community members expressed opposition to Campus Wear. The over-arching message from the evening was that the Secondary building needs to focus on the enforcement of the dress code regardless of the specific dress code policy. This theme will serve as a guiding principal in all future decisions regarding the dress code. For additional information, check out the district website to see the results from the Community forum questions and additional video coverage of the event.

On January 9, the Dress Code subcommittee reconvened to discuss the community forum. In order to gain feedback from a wider cross-section of parents, the dress code subcommittee developed a five question survey that will be sent home with students. Information gathered from the survey will be used to determine the need for an additional community forum and specific changes that need to be made to the dress code. Survey results will be posted online along with details about any upcoming community forums.

Continuing the dialogue about this topic and other issues that impact students and families is an important facet to the work of the secondary building administration. I encourage parents and students to complete the survey, get involved in community forums and district committees such as the Student Life committee, and contact an administrator with questions and concerns.
