<p class="textBodyBlack">My fellow citizens,</p>
<p class="textBodyBlack">I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors. I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition.</p>
<p class="textBodyBlack">Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. Yet, every so often the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents.</p>
<p class="textBodyBlack">So it has been. So it must be with this generation of Americans.</p>
<p class="textBodyBlack"><span id="more-276"></span></p>
<p class="textBodyBlack">That we are in the midst of crisis is now well understood. Our nation is at war, against a far-reaching network of violence and hatred. Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.</p>
<p class="textBodyBlack">These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land — a nagging fear that America&#8217;s decline is inevitable, and that the next generation must lower its sights.</p>
<p class="textBodyBlack">Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. But know this, America — they will be met.</p>
<p class="textBodyBlack">On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.</p>
<p class="textBodyBlack">On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics.</p>
<p class="textBodyBlack">We remain a young nation, but in the words of Scripture, the time has come to set aside childish things. The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.</p>
<p class="textBodyBlack">In reaffirming the greatness of our nation, we understand that greatness is never a given. It must be earned. Our journey has never been one of short-cuts or settling for less. It has not been the path for the faint-hearted — for those who prefer leisure over work, or seek only the pleasures of riches and fame. Rather, it has been the risk-takers, the doers, the makers of things — some celebrated but more often men and women obscure in their labor, who have carried us up the long, rugged path towards prosperity and freedom.</p>
<p class="textBodyBlack">For us, they packed up their few worldly possessions and traveled across oceans in search of a new life.</p>
<p class="textBodyBlack">For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth.</p>
<p class="textBodyBlack">For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn.</p>
<p class="textBodyBlack">Time and again these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life. They saw America as bigger than the sum of our individual ambitions; greater than all the differences of birth or wealth or faction.</p>
<p class="textBodyBlack">This is the journey we continue today. We remain the most prosperous, powerful nation on Earth. Our workers are no less productive than when this crisis began. Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions — that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.</p>
<p class="textBodyBlack">For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act — not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology&#8217;s wonders to raise health care&#8217;s quality and lower its cost. We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. All this we will do.</p>
<p class="textBodyBlack">Now, there are some who question the scale of our ambitions — who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.</p>
<p class="textBodyBlack">What the cynics fail to understand is that the ground has shifted beneath them— that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works — whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public&#8217;s dollars will be held to account — to spend wisely, reform bad habits, and do our business in the light of day — because only then can we restore the vital trust between a people and their government.</p>
<p class="textBodyBlack">Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control — and that a nation cannot prosper long when it favors only the prosperous. The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on the ability to extend opportunity to every willing heart — not out of charity, but because it is the surest route to our common good.</p>
<p class="textBodyBlack">As for our common defense, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience&#8217;s sake. And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and we are ready to lead once more.</p>
<p class="textBodyBlack">Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.</p>
<p class="textBodyBlack">We are the keepers of this legacy. Guided by these principles once more, we can meet those new threats that demand even greater effort — even greater cooperation and understanding between nations. We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan. With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet. We will not apologize for our way of life, nor will we waver in its defense, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.</p>
<p class="textBodyBlack">For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus — and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.</p>
<p class="textBodyBlack">To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society&#8217;s ills on the West — know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.</p>
<p class="textBodyBlack">To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world&#8217;s resources without regard to effect. For the world has changed, and we must change with it.</p>
<p class="textBodyBlack">As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us, just as the fallen heroes who lie in Arlington whisper through the ages. We honor them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves. And yet, at this moment — a moment that will define a generation — it is precisely this spirit that must inhabit us all.</p>

They have been the quiet force of progress throughout our history. What is demanded then is a return to these truths. What is required of us now is a new era of responsibility — a recognition, on the part of every American, that we have duties to ourselves, our nation, and the world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task.</p>

			<content:encoded><![CDATA[<p></p><p>Virtual teams are so common, that I can honestly say that I was not a member of a team where we all were in the same building since 1995. From 1999 on, I was part of a virtual team, and I managed a virtual team that and no one was in my own country.</p>
<p>The troubles managing people that are remote are many, and here are just a few things that I have learned (the hard way) need extra attention. I am going to include examples where my best intentions failed because of the distance or difference in languages.</p>
<p>Before I begin, I am an American and I live in France. One of the first things that people on remote teams say is that &#8220;you can&#8217;t understand what it is like to work in a language that is not your native language.&#8221; Well, I can. I have done it for years and will continue to do it.</p>
<h3>Basic Management<img class="size-medium wp-image-231 alignright" title="earth" src="http://richardmclaughlin.biz/wp-content/uploads/2008/10/earth.png" alt="" width="253" height="253" /></h3>
<p>With remote and virtual teams we can&#8217;t really manage daily activities as our parents did. In days of old the manager was on the same floor as his employees, and senior management was usually on the upper floors, but at least they were in the same building.</p>
<h3>Build trust</h3>
<p>All managers have to gain the trust of their local and remote teams. It is always much easier to lose trust, than to build, it. Trust needs special work when you are never face to face with employees &#8211; because you can&#8217;t catch the body language and rolling of the eyes during a phone call.</p>
<p>When your people are not in the same room as you they tend to feel that any praise they receive is a light praise, or something obviously due. When they are criticized the criticism is often taken to harshly.</p>
<p>My personal example was a gent that worked for me in Sweden. He did a good job one year and I had recommended that he be promoted in level, receive a pay raise and a bonus. My recommendations were sent to my management before our review meeting. I the review, he asked for the promotion and pay raise &#8211; a lower pay raise than I had already recommended to senior management. What could possibly be better than getting more than you asked for?</p>
<p>Somehow he when he saw the numbers, I remember sending them by instant message because we both worked in an open space and I didn&#8217;t want to say the numbers out loud. At first he was sort of shocked, then he was quite. I had no idea why. I should have reacted to the silence instead of continuing with the review.</p>
<p>The full review was almost done, I just had to ask what he wanted to do the coming year. Our company had a policy that year where every manager asked their employees if they wanted to leave the company (stock value had dropped) and if anyone wanted to leave we were going to offer a package. We had a script that we read. My manager read it to me, I said no. I read it to the gent in Sweden and he became horribly upset. Asked to end the call. Contacted his local HR representative and said that I was trying to get rid of him.</p>
<p>HR had the &#8220;do you want to leave&#8221; script that I read to him word for word, and they had his promotion and pay raise numbers in the computer system, and seeing the numbers made him trust HR. From that point on he had a hard time trusting me, even though 3 years later I promoted him again.</p>
<h3>Communication</h3>
<p>As the example above should show, you have to contact every member of your team regularly. How often is regular? Often enough that they feel</p>

<p>comfortable with you. Communication can be email, telephone, a face to face visit, or a text message on a cell phone. It can also be a hand written message delivered through office mail. I used to ask people</p>
<p>in my company that were going to the country where my team members were to deliver something. Anything. A baseball cap with the company logo and something written in French, accompanied by a signed note.</p>
<p>Invent opportunities to get your together. This works best when it is the entire team, but if you can only do parts, make sure that the people that don&#8217;t attend the first meeting do get to attend the second. I had 3 of a 5 person team traveling one seek and they were all passing through Munich. One of my team member worked in Munich. I sent the 4th person, from the UK, to Munich and had everyone stay for a one day meeting that I could not attend. I was there by phone and video conference, but was not able to be there in person. The team found this to be one of the most productive meetings, I suppose because they could easily mute me and talk &#8220;behind my back&#8221; before coming up with a collective answer. This also did wonders for the team building trust in each other.</p>
<p>At any meeting, encourage team members to share difficulties and successes. I always brought up that I am and American in France, I have language issues like they do. I told of operations that I had. I have physical problems like some did. Try very hard to make sure your team knows that you are not a faultless person, part of the trust that you gain will come from honest and open communication.</p>
<p>Keep everyone up to date and aware of what is expected of them. Don’t let any of them feel they are ‘remote’. An essential element of your communication plan is…</p>
<h3>Regular conference calls</h3>
<p>I hate conference calls. But they are important for the team. If you have a team spread across countries, keep up to date on the working hours and holidays in the different countries. In France, calling a meeting after 7 in the evening is bad. In Holland, calling a meeting after 5 is considered bad.</p>
<p>National holidays differ. Use Microsoft Outlook, they have a feature that lets you choose to list different country and religious holidays. Take extra care when dealing with religious holidays.</p>
<p>Learn when your team has their weekend. There are some countries that don&#8217;t have the Saturday and Sunday weekend. I was part of a team that called a meeting every Friday afternoon. Certain people on that call (who attended every call) were on their weekend. When I was asked to host the call for a month I set it for Sunday afternoon. There were a lot of people that didn&#8217;t want to attend the weekend call, but after that odd month we never had a Friday call again.</p>
<p>Publish a schedule of calls, make them at the same time and day so that your team can build a schedule around them. Conference calls need to be run like any other meetings but with stronger control. Have an agenda and stick to it. Don&#8217;t let the conversation drift, be careful about people that are native language speakers and tend to talk a lot. Repeat in appropriate terms any comment that may be confusing to people who don&#8217;t speak the main language of the call.<img class="alignright size-medium wp-image-234" title="video_conferencing_system1" src="http://richardmclaughlin.biz/wp-content/uploads/2008/10/video_conferencing_system1-300x198.jpg" alt="" width="300" height="198" /></p>
<p>Use video conferencing when you can. There are new products that focus on the speaker; very useful. At the beginning and end of a video call make sure to go around the virtual table and ask everyone to speak. this gives everyone at least 2 chances to speak up.</p>
<h3>Cultural Differences</h3>
<p>Be very aware of cultural differences. Some cultures don&#8217;t say say no, or find it hard to say no. Different culture have different expectations of the managers. Even when you have a common language, some things are understood differently in different parts of the world.</p>
<h3>Conclusion</h3>
<p>Building trust is the most important aspect of managing a virtual or remote team. Cultural differences will possibly bring up the greatest trust issues and you really have to work on these.</p>
<p>Make sure that you have developped a sense of rapport with each member of your team before a group meeting, if possible. I have twice been made manager of groups, and no one except me was aware of the change until we were in a group meeting. If this happens, make sure you are as short and to the point as you can be, and use that first meeting to schedule time with each person on your team before the meeting has ended.</p>

<p>The quick answer is, of course, NO.</p>
<p>If you think about it, the outsourcing or offshoring decision has nothing to do with patriotism. Patriotism is defined by Wikipedia as &#8220;love of and/or devotion to one&#8217;s country.&#8221; ( Or from the Merriam-Webster Online Dictionary patriotism: love for or devotion to one&#8217;s country). Offshoring does not denote the lack of love or devotion to one&#8217;s country.</p>
<p>Since offshoring is a business decision, you have to look at the business question. Every company that makes a product, or sells a service has some dependence on foreign good and services. If nothing else, the gas to drive the foreign made car (and before someone says that they only drive cars from their country, some of the parts are made elsewhere).</p>
<p>While true, current economic situation in the US might trigger negative thoughts on offshoring, the objective of any company is to make money. The shareholders are the people to whom we owe our loyalty.</p>
<p>I think that companies cannot be patriotic or unpatriotic. Companies are and should be focused on the long-term value to their stakeholders. If that means moving jobs out of the county where they can be performed at a lower cost, then (in a global economy) the price paid for a service outside the US is the real value of that job. Would it be unpatriotic to move an office from New York to Missouri (which has the 5th lowest cost of living in the US)?</p>
<p>The lesson here is not about patriotism it is about economics. If a company choses to offshore &#8211; that is their choice and one made for the stockholders. If the economy and their own revenue streams dry up because they have not expanded in the areas where the offshoring is done, then the offshoring companies are responsible for their own financial fate.</p>

			<content:encoded><![CDATA[<p></p><p>You have an IT department, but you are not big enough to have a Chief Information Officer (CIO) or a Chief Technology Officer (CTO) and the company owner isn&#8217;t a technology master. Can you outsource this position part time?</p>
<p>There are a lot of companies that bring in people to cook the books on a weekly or monthly basis, but few consider bringing in someone to make the IT decisions. In fact, all too often the important IT decisions are passed off to the IT department ( or IT person) hoping they will make the right decisions.</p>
<h3>Leave IT Governance To An Expert</h3>
<p>In business today this is a horrible decision. Consider finding an IT professional, who can manage your IT department, not on a day to day basis, but to make the decision on where your company should be going. Someone that can work with you to outline your business goals and budget, and then tell you the technologies that are best suited for your company.</p>
<p>Often people hire a consultant to come in one time to do an audit, and then that person vanishes forever. Or until the company suddenly finds themselves about 5 years out of date. What you are looking for someone with knowledge of your business, a wide understanding of technology, an understanding where both your business and the technologies that are best suited for your business, and someone who knows where IT is going.</p>
<p>If you have such a company and are in France, you can hire me. If you are willing to work with someone remotely, I may still be your man. But, this post is not about getting me a job.</p>
<p>The person you need must have a willingness to collaborate with your business units, and be able to explain in terms that you will understand where the technology is going and how both the technology and your business can grow together.</p>
<h3>IT Governance is a complex field and should not be taken lightly.</h3>
<p>Technology touches all parts of a company, so it is important that the different business unit leaders are involved in this process, and they have to understand that the person, even though part time, has the decision making responsibility. Too many people think they know enough about technology to make decisions themselves, but a sales person is usually not the best person to make these type decisions. Bringing in a part time person is to improve their performance, to another person to do battle with over fiefdoms of a company.</p>
<h3>If you don&#8217;t have a person to run your IT department, outsource IT decision making.</h3>

			<content:encoded><![CDATA[<p></p><p>Outsourcing used to be something that only larger companies did. A call center or software development center for Dell or IBM was considered the norm Today mid-sized companies are taking advantage of outsourcing. By being selective on what they outsource and to what partner they select these smaller companies are expanding into the outsource world.</p>
<p>Successfully outsourcing is not as simple as negotiating a contract and letting the service run. The success of an outsourcing project is highly dependent on the relationship developed between the the company outsourcing and their partner.</p>
<p>A recent report I read stated that over 65% of outsourcing relationships fail partially or totally. the primary reason these deals fail is due to a lack of understanding between the outsourcing company and they partner, as well as poor management.</p>
<p>the cultural differences that cause these relationships to fail are not simply because &#8220;they&#8221; are different than &#8220;us&#8221;. Each company has its own culture and these company cultural ideas and beliefs have to be taught to the partners just like they are taught to new employees. And just like with new employees these values have to be continually reinforced.</p>
<p>If you have a company that believes working 9 to 5 is enough you will have one type expectation of your partners. If your company believes that working on a problem until it is resolved regardless of the  hours, then you have to make sure that your partner will accept to work in the same manner.</p>
<h3>When Culture Collide</h3>
<p>To make sure that work culture don&#8217;t collide (or collide with a smaller impact) there are several steps that you can take.</p>
<p>First, do a formal <em>Request For Proposal</em> (RFP) for any service that you are outsourcing. In addition to defining the services that you want supplied, include a detailed section on the reporting details that you require. Some cultures want to avoid confrontation and place a high vlue on &#8220;saving face:. Make sure that the reporting you receive will include reference to the results from clients that were not satisfied with the service that they received.</p>
<p>Second, in the RFP, include a section that describes your company culture and your values. An outsource partner must adapt to your values because the client who speaks to your partner will only associate good or bad results with your company &#8211; not the partner. To a client, a partner does not exist, the client is dealing with your company.</p>
<p>Third, when you have a shortlist of potential partners, go to their site. You need to get a real feeling for the company and how they operate. If you are considering 3 potential partners in India a service, send at least on person to India for at least 2 weeks so one employee can spend at least 3 days on each site to get a real feel for how the partner does business.</p>
<p>Interview employees from the partner sites.</p>
<p>Finally, consider bringing the potential managers of the service that you are outsourcing to one of your team building exercises. There is probably no better way for these manager to see your company culture than to share a team building exercise with you.</p>
<h3>Mind The Gap</h3>
<p>Cultural gaps exist.</p>
<p>To lessen the impact of the culture gaps, make sure your contract clearly states that changes in service managers require hiring company approval. Having completed the vetting process will serve no purpose if the people you hire change the key personnel. Important changes could be equivalent to never having done the prior steps.</p>
<p>If you are outsourcing a service to your own country, assign an experienced employee from your company as a site <em>Account Manager</em> (AM). this AM would be in site during normal working hours and report only to the hiring company.</p>
<p>If you are outsourcing to distant shores, have the AM present full time if possible. If you can&#8217;t, or choose to not, do this have your AM on site for at least one full week each quarter.</p>
<p>Only with a person from the hiring company present on site can yo have a real understanding of your partner and how they do YOUR business.</p>
<h3>Meet Client Expectations</h3>
<p>In all cases your partner must supply ongoing training related to the products and services they are supplying and supporting. If the partner is in a country where they don&#8217;t speak the same language as your client, language courses are also a requirement. If the language level is sufficient, language courses may still benefit to work on accents.</p>
<p>Every service provider must have a clear understanding of your client expectations.</p>
<p>Realistic expectations must be defined  in the original RFP and measured against the Service Level Agreements (SLA). An SLA can include any form of measurement that you decide is required. This can include the maximum time a client can be on hold, the maximum time to complete a call or service, the maximum level of clients that define themselves as dissatisfied with the level of service that they received. This last is often recorded by asking the client to complete a survey after the service has been delivered.</p>
<p>This is just a beginning on how to overcome some of the cultural differences in the outsourcing process. More information will be posted soon.</p>

			<content:encoded><![CDATA[<p></p><p>Sometimes outsourcing makes sense. But the decision to outsource should be carefully made. Outsourcing does not just mean sending jobs to different countries, outsourcing is also when you hire a vendor to supply a service for your company that you basically don&#8217;t want to do.</p>
<p><strong>Domestic Outsourcing</strong><br />
Domestic outsourcing is when both the employer and employee are located in the same country. Cleaning services, facility management, restaurant services in the office cafeteria are examples of jobs that are examples of domestic outsourcing. One of the main reasons for domestic outsourcing is to reduce costs and management of an important service. It is very common to outsource any service that is not a core to the hiring company.</p>
<p>My former employer outsourced everything that was not core business. The company makes software and has thousands of people that do technical support for the software developed. They outsourced the desk side support &#8211; not core business.</p>
<p>The same company had a European IT lead that thought telecom should be outsourced, and idea I fought. All things telecom for him were, well, the phone on his desk. I was fortunate to present for the company EMEA VP, and finished my presentation with the question &#8220;is telecom core business?&#8221; I ran telecom, so this could have just been taken as an opened ended question, but the VP answered &#8220;Yes, it is.&#8221; End of conversation.</p>
<p><strong>Outsourcing Decisions</strong></p>
<p>Deciding to outsource, especially the first time or for a big project is not easy. Some questions to consider before making your decision are:</p>
<ol>
<li>is this core business</li>
<li>will this become core business in 5 years (think big)</li>
<li>is this only a question of cost cutting</li>
<li>is this only a question of reducing headcount</li>
<li>is someone trying to get rid of a problem by sending it away</li>
</ol>
<p>If the answer to any of these questions is yes, then deciding to outsource is probably not the best idea.</p>
<p>On the other hand, for those same questions yo have to consider these questions, which could change an outsourcing decision:</p>
<ol>
<li>is there a shortage of talent in the area</li>
<li>is the talent available simply too expensive</li>
<li>would it be impossible to hire and train a team in the time frame available</li>
</ol>
<p>Here is something people find hard to believe, there is no project too big  to be outsourced. The Treasury Department is going to hire its own mercenaries {oops, “private portfolio managers”} other financial services consultants to manage the $700,000,000,000 bailout.</p>
<p>There is also no project to small to be outsourced, I spent $100 to get some PHP coding done that was out of my skill set. The day it would have taken to learn the code was more valuable than $100 and when the programmer was done I just read his code and figured out what I needed to know.</p>

			<content:encoded><![CDATA[<p></p><p>The big news has been how the US Government has decided to bail out troubled banks with 700 Billion US tax dollars. 700,000,000,000 is such a big number that I just had to write it out.</p>
<p>Now the Treasury Department has announced plans to outsource the management of this $700 billion using special contracting authorities. Hmm, probably the same guys that ran Enron, right?</p>
<p>These &#8220;special contracting authorities&#8221; may end up being like the private security teams that worked in Iraq. Not subject to American law, because they were in Iraq. Not subject to the laws in Iraq (or they just hid so well that they never got caught). Not subject to the UCMJ (military law) because they are no longer int he military.</p>
<p>So the Treasury Department is going to hire its own mercenaries (oops, &#8220;private portfolio managers&#8221;) other financial services consultants without following standard procedures. I&#8217;m not sure why but this really sounds like a dirty business that is going to make some people very rich on the taxpayer dollar.</p>
