			<content:encoded><![CDATA[<p><a href="http://blog.saclaw.org/wp-content/uploads/2012/02/WestlawNext1.jpg"><img class="alignleft size-thumbnail wp-image-2398" style="margin: 2px; border: black 2px solid;" title="WestlawNext" src="http://blog.saclaw.org/wp-content/uploads/2012/02/WestlawNext1-148x150.jpg" alt="" width="148" height="150" /></a>When the Law Library re-opens on or about March 1, our patrons will have access to WestlawNEXT. How is WestlawNEXT different from regular Westlaw? For starters, you don’t have to choose a database before you start your research. Just type what you want into a Google-like search bar at the top of the screen, and NEXT figures out from clues in the context where to find it. Using an algorithm that combines the frequency with which particular cases are cited and the depth in which they are discussed, NEXT also tracks which cases users choose to download or read in full text—giving the algorithm some artificial intelligence that it uses to decide which cases to display first. </p>
<p>The result: what WestlawNEXT thinks is the best case shows up at the top of the page. A bar on the right lists the top secondary sources, like treatise references and law review articles. Another bar on the left provides information about all the search results, so you can quickly see where, and how, your issue is addressed in the cases that aren’t immediately visible. With a few clicks and ten minutes read­ing, Westlaw advertizes, you can confirm that the cases in your list are the ones you want, check out the treatises and other secondary sources, and then drill down to the cases in your jurisdiction or those with the facts and circumstances you need.</p>
<p>If you liked vintage Westlaw and prefer to search using fields and Boolean terms and connectors, you are still able to do so. Simply choose a database, then click on &#8220;Advanced Search&#8221; on the top right of the screen. Either way, we hope you enjoy!</p>

<p>Seniors over age 60 can also get help from Volunteer AARP Tax-Aides throughout Sacramento County.  You can find the location nearest you from <a href="http://www.aarp.org/applications/VMISLocator/searchTaxAideLocations.action">the AARP website</a>.</p>
<p>If you don’t need help, you may be able to use the <a href="http://www.beehive.org/cityofsacramento" target="_blank">Special Beehive Portal for the City of Sacramento</a>.  This website lets you complete and e-file federal and state returns for free.</p>

			<content:encoded><![CDATA[<p>The Law Library will be moving in the last part of February to our new location at 609 9 St. The exact date will depend on when the renovations are done, and the crews are working hard to get all the changes made. </p>
<p>A particularly dramatic change took place on January 17, when the facade covering the outside of the building was removed. Before:</p>

Our <a href="http://www.bookscanstation.com/">BookScan Station</a>™ has arrived! This system allows you to scan pages from books or other documents and save them to a USB drive.  You can save in either .pdf or Microsoft Word™ formats.  The MS Word format allows for easy editing of the forms and documents you scan. PDF is a nice alternative if you prefer to avoid the mounds of paper legal research can create.</p>
<p>The BookScan Station is located in the copier room on the first floor of the library. Like photocopying, scanning is 15 cents per page. The system is very user-friendly, but please feel free to ask for help if you’re ready to try out the new machine!</p>

<p>We are happy to announce the winner of the Sacramento County Public Law Library&#8217;s Fourth Annual Food Drive Drawing, LaTrice Holley. </p>
<p> Items donated during the Food Drive, held December 1 through 30, 2011, benefitted the <a href="http://www.rivercityfoodbank.org/">River City Community Services and Food Bank</a>, the only Sacramento-area food bank open every weekday to anyone experiencing hunger from anywhere in Sacramento County.   Pet food donations benefitted <a href="http://www.sacloaves.org/">Loaves and Fishes</a>, which has a kennel available to house and feed guests&#8217; pets while the guests are eating in the dining room or participating in other services.</p>

<p class="mceTemp">For each “wish list” item (always needed items such as peanut butter, macaroni and cheese packages, etc.) donated, patrons were entered in a drawing to win a selection of self-help legal books. </p>

to ensure that a property owner has access to direct sunlight. In
particular, it focuses on laws designed to prohibit vegetation on adjacent
properties from shading solar energy equipment, such as photovoltaics
or solar water heating collectors. The paper compares the laws adopted
by states and focuses on California’s Solar Shade Control Act as a model
for other states. It provides a detailed analysis of the provisions of the
Act and a review of cases brought under it.&lt;/li&gt;

This paper examines the sections of California law known collectively as the Solar Rights Act (hereinafter
“the Act”), and reviews lawsuits brought under the Act.3 Through the Act, which was enacted in 1978, the
legislature sought to balance the needs of individual solar energy system owners with other property owners
by developing solar access rights.4 The Act limits the ability of covenants, conditions, and restrictions,
(hereinafter “CC&amp;Rs;”) typically enforced by homeowner associations (hereinafter “HOAs”), and local
governments to restrict solar installations. These are perhaps the most well known and frequently contested
provisions of the Act.5 However, the Act also creates the legal right to a solar easement and requires local
governments to preserve passive cooling and heating opportunities to the extent feasible in new development
projects.&lt;/li&gt;

Shade Control Act (hereinafter “the Act”), and reviews lawsuits brought under the Act. Through the Act,
which was enacted in 19784 and later amended in 2008,5 the Legislature sought to balance the desired effects
of planting trees and shrubs for shade and visual appeal with the desire for increased use of solar energy
devices, whose performance can be hindered by shade from nearby vegetation. The Act provides for specific
and limited controls of trees and shrubs to protect the use of nearby solar energy systems&lt;/li&gt;
