Sparkles can easily adapt to any environment, but it would be easier on her if she could continue to be with her sister, Frosting.  You can tell Sparkles from her sister by the adorable cream &#8220;beauty mark&#8221; on her face.  She is good with adults and kids.  She can live with other cats and even dogs.  She is ten weeks old and up-to-date on her shots!   </p>

			<content:encoded><![CDATA[<p>Well, at first glance the June 2009 market statistics appear to be telling a story that we have dreamed of hearing for the past 2 years!  But, hold the presses, the market may not be what it seems.  True, sellers are selling their homes at closer to list price than last year (Fredericksburg area &#8211; 89.89% in 2008 compared to 90.27% in 2009).  But, prices are also down, median and average.  This year&#8217;s median sold price in June (for the Fredericksburg area) was $205,000 compared to $276,500 in 2008.  We also have less inventory this year than we did in 2008.  In June 2008 (Fredericksburg area) there were 3673 listings  compared to 2465 in June 2009.  This all leads us back to one of my favorite real estate topics, the law of supply and demand.  When supply and demand concepts are coupled with the incentives that first time home buyers are receiving this year, you get what looks to be an improving market.  Many of the buyers who were sitting the fence last year have decided that the time to buy is now.  Prices are low, interest rates are volatile but low, and there is still a good selection of homes on the market.  However, this selection is dwindling and no one can say what will happen to the amount if inventory in the next few months.  I can also say with confidence that more homes are selling, and selling quicker, because more homes are priced appropriately from the beginning of the listing.  Sellers, REALTORS(R) and banks, are evaluating the market overall before deciding list price.   More attractive list prices increase a seller&#8217;s chance for multiple showings and multiple offers, and possibly even escalation clauses (gasp!).  All of this looks to be steering us back in the direction of a healthy market and even a seller&#8217;s market.</p>
<p>But again, looks can be deceiving.  The foreclosure and short sale market are not going away any time soon.  In fact, REALTORS(R) have been waiting for months for the next wave of foreclosures to flood the market.  No one can give a straight answer as to why banks are holding these homes back, but they are.  If the banks do not release these REOs in a sensible manner then we are in for another round of dropping prices.  Brace yourself now.  The last predatory lending loans were issued in 2007.  Let&#8217;s say the average loan was for a 5 year ARM.  We still have at least 3 more years, more like 5, before the real estate industry can start to clear out some of the fog that has been draped over us the last 2 years.  The first-time home buyer incentives have been a driving force behind many markets, but they are due to expire in December.    Eliminating the incentives will be devastating to many markets.  Many industry professionals feel that Congress will continue the incentives, but we shouldn&#8217;t count our chickens before they hatch.  Oh, while we are on the subject of Congress, has anyone read the <a href="http://www.govtrack.us/congress/bill.xpd?bill=h111-2454">American Clean Energy and Security Act of 2009</a>?  Yeah, could Congress possibly pass any other law that would single-handily prevent the sale of most homes in America?  <em>(We&#8217;ll return to this topic in a future post).  </em>And last, but definitely not least, the new HVCC appraisal rules that are wreaking havoc with real estate deals across the country.  <em>(Again, we&#8217;ll revisit this delightful topic in a future post.  I need to calm down before I write it).  </em></p>
<p>So, have we recovered yet?  Ummm&#8230; no.  A resounding no.  We still have a long road ahead of us.  The truth is, no one can say for sure where this market is headed.  If they say they can, they are lying.  There are so many variables that go into creating a stable and/or strong market.  The market will eventually cycle again; it always does.  The length of time it takes for the cycle to occur depends on how many &#8220;experts&#8221; are poking at it.  Right now there are thousands of &#8220;experts&#8221; running around with very sharp sticks.  Lord help us all!</p>

			<content:encoded><![CDATA[<p>Today is the first Friday that I will be featuring a cat and a dog that are up for adoption at the Fredericksburg SPCA.  I am so pleased that they have allowed me to help promote the needs of animals in their shelter.  I will feature one cat and one dog every other Friday.  The Fredericksburg SPCA is a no-kill humane care center located on Courthouse Road.  To learn more about the Fredericksburg SPCA click <a href="http://www.fburgspca.org/">here</a>. </p>
<p>So, who are the inaugural furry friends that are up for adoption? </p>
<p><img class="alignleft size-full wp-image-539" title="cat" src="http://www.sarahiouslyspeaking.com/wordpress/wp-content/uploads/2009/07/cat.jpg" alt="cat" width="295" height="250" />Meet Josephine!  She is a medium build, Senior, short-haired cat.  She is very sweet, but can be a little shy sometimes.  She loves toys, especially ones that make noise.  She is being trained to scratch on cardboard scratchers while at the SPCA.  Josephine likes to sit in laps, but does not like to be picked up and carried around.  She is 8.5-10.5 years old and is very good with adults.  She likes to play and loves being brushed.  She is up-to-date on her shots and is spayed.  If you would like to meet Josephine please visit her at the SPCA building.  She&#8217;d love to meet you!</p>

<p>The CDC warns that over 1 million Americans are living with the HIV virus today.  250,000 of them are unaware of their condition.  In conjunction with National HIV Testing Day, June 27, 2009, the Fredericksburg Area HIV/ AIDS Support Services will be holding an open house on Friday, June 26, 2009 from 9am-5pm.  The staff will be offering free HIV testing, food, education, and fun.  For more information click <a href="http://www.fahass.org/">here</a>. </p>
<p>Testing is quick and easy.  An oral swab is used to gather saliva and then is analyzed to detect antibodies that are being produced.  Results are back within 3 days and results are shared at a follow-up appointment. </p>
<p>HIV/ AIDS is a virus that sees no color, no age, no sex, no nationality, no religion, and no sexual orientation.  It is preventable, but not curable.  The virus has early symptoms like the flu &#8211; headache, fever, sore muscles and joints, swollen lymph nodes, stomach ache, and sometimes a skin rash.  During the initial stages of the virus you will not test positive.  It takes a few weeks to a few months for your body to start producing the antibodies that are detected by the HIV/ AIDS test.    </p>
<p>My father passed away on September 17, 1996 due to complications from the AIDS virus.  He lived 5 short years after being diagnosed with the disease.  His symptoms showed up as the Shingles virus in February 1991.   He was 52 when he died.  I was 17.  He missed my high school graduation, my college graduation, meeting and approving of my future-husband, my wedding, and my future children will never meet their maternal-grandfather.  There&#8217;s not a day that goes by that I don&#8217;t miss him and wish that he could know how I&#8217;ve turned out.  Medicine has changed in the past 13 years.  So many advances have been made.  Quality and quantity of life is enhanced by early detection.  5 years wasn&#8217;t long enough to say goodbye.  5 years only gave me enough time to know how much I loved him and how much I would miss him.  For your family, for your friends, for yourself&#8230; get tested.</p>
<p>I will be walking in honor of my father this Sunday, June 28, 2009 at the AIDS Walk/ Run 5k at the Cannon Ridge Golf Course.  After finding out about my father, someone once said to me, &#8220;We don&#8217;t get to pick our parents.&#8221;  My response, &#8220;If I could, I still would have picked my dad.&#8221;  I am walking for regret, love, and hope.  I am walking for my father.</p>

I don&#8217;t feel very comfortable using Western Union Money Transfer.  It offers me virtually no way of knowing you actually got the money.  I am sure you can understand my hesitation since I am sending money to a foreign country.  Are you not willing to provide me with bank instructions?  It is the easiest and would allow me to deposit the rent money every month directly into your account.  There is no way for me to withdraw money using the wire instructions, only deposit &#8211; if that is your concern. <br />

<p>You may not see the stress in sending money to a foreign country, but you&#8217;re not the one sending the money. You will be receiving the money.  You have no risk of losing the money, I do.  I don&#8217;t see the big deal in giving me bank account info.  Surely you had bank accounts while in the United States and surely you didn&#8217;t close them if you are just going to be in Nigeria for a year and a half.  Why can&#8217;t you give me the bank information and make this easier on all of us? <br />

<p>That was the last time I heard from Michael Richie.  What has amazed me the most about this entire ordeal is the length these scammers are willing to go to get the money.  I was also flabergasted when the scammer actually mentioned Craig&#8217;s List scams to me.  Consumers need to remember that these scam artists wouldn&#8217;t be running these scams if they didn&#8217;t work.  This particular scammer tried to play on my emotions and religious beliefs to get me to send him money.  They will do whatever they need to do to have a successful outcome.  Do your homework when trying to rent or purchase a property.  Hire a professional to help you through the process.  And remember, if it looks too good to be true, it most like is.</p>

<p>Num Num Num!  It&#8217;s almost turkey leg time again!  <a title="The official Web site of The Fredericksburg Fair" href="http://www.fredfair.com/" target="_blank">The Fredericksburg Fair</a> will be in town again July 24 &#8211; August 2, 2009. 			<content:encoded><![CDATA[<p>My husband and I go on walks around the city at least twice a week.  It is good exercise and it allows us to keep up with what&#8217;s happening downtown.  We always walk down Caroline Street and always walk past Basil&#8217;s Italian Market and Pizzeria.  The aroma that waifs from the restaurant is enchanting and the outdoor/ sidewalk seating is so inviting.  Inevitably my husband will say, &#8220;We need to check that place out.&#8221;  Last week Mr. Stelmok came home and proclaimed, &#8220;We&#8217;re going on a walk and we&#8217;re eating at Basil&#8217;s.&#8221;  I am pleased to announce I have a new addition to my Top 5 favorite places to eat in Fredericksburg!  Congratulations Basil&#8217;s!  You&#8217;ve made the list!</p>
<p>I ordered the chicken parmigiana and my husband ordered the wild mushroom ravioli.  The portions were adequate; but let&#8217;s face it, most restaurants serve you entirely too much food.  The prices were reasonable, especially for the quality of the food.  My husband could not stop raving about his wild mushroom ravioli, which I thought there were too few, but he insisted there were just enough.  My chicken was a little dry, but the sauce was fresh and the noodles were perfectly al dente!  The breading on the chicken was nbot too heavy, not too light and was not fried on until the chicken was praying for forgiveness.  The herbs and spices the chef uses are fresh and appropriately used.  Our entrees came with fresh bread.  Actual fresh bread.  We walked away from our meal full, but not too full, and satisfied.  Both of us commented that we felt like we had just eaten a healthy Italian meal.  Nothing tasted processed or frozen. </p>
<p>I definitely recommend Basil&#8217;s to anyone strolling along Caroline Street and will go so far as to recommend you make a special trip into Fredericksburg City to taste the Basil&#8217;s goodness for yourself!</p>
