										<content:encoded><![CDATA[<p>Higher education is a huge investment for most students, but the national dialogue about its exorbitant costs may be misleading. Headlines deter students from college by pointing to intimidating sticker prices and student debt figures that don’t reflect the whole picture.&nbsp;</p>
<p>Contrary to popular narratives, many pathways exist to help students obtain an affordable education. Some reports even indicate that real college prices have decreased in recent years.</p>
<p>Drawing from our interviews with 21 leaders in the higher education field, Scholarships360 assembled a report addressing the current state of affordability and pricing in higher education. These varying insights have significant implications for college access professionals, students and parents navigating the admissions process, and higher education professionals who hope to achieve a diverse student body.</p>
<h2 class="wp-block-heading">Key Findings</h2>
<h3 class="wp-block-heading"><strong>Sticker shock has real consequences</strong></h3>
<p>Over our 21 interviews with leaders in higher education, one issue arose again and again: sticker prices are misleadingly high.&nbsp;</p>
<p>Phil Levine, the founder of MyIntuition, said:</p>
<p>“All you ever hear about is the sticker price—$100,000 a year. Most people make less than that and pay less than that. If the only number you hear is the most expensive price you can conceivably pay, it dampens demand. People think it’s more expensive than it really is.”</p>
<p>Liz Cheron, the CEO of Coalition for College and former Dean of Admissions at Northeastern University, said that after looking at sticker prices alone, “It’s easy for students to say, ‘College isn’t for me. I can’t pay that much money.’”</p>
<p>Mark Salisbury, the founder of TuitionFit, made a similar claim about the effects of ‘sticker shock’:</p>
<p>“A lot of people are just sort of gobsmacked by the sticker prices… they assume that most people are paying something like that or close… That notion that all colleges are super expensive is creating an awful lot of problems and a major barrier.”</p>
<h3 class="wp-block-heading"><strong>Discount rates continue to rise</strong></h3>
<p>Although sticker prices have<em> </em>risen dramatically over the past several decades, the actual landscape of college affordability is more nuanced. Most of our interviewees pointed out that students receive increasingly large merit and need-based financial aid packages, and few students pay the full sticker price advertised on a college’s website.&nbsp;</p>
<p>Rock Hall, the VP of Enrollment at Ithaca College, said, “Most colleges heavily discount their tuition. If you see $70,000 for tuition, room, and board, chances are it’s going to be discounted 40 to 62 percent. That brings the $70,000 price tag down a bit more.”</p>
<p>The data supports Hall’s claim. A 2025 study from the <a href="https://www.nacubo.org/Press-Releases/2025/NACUBO-Study-Finds-Private-Colleges-and-Universities-Are-Offering-Record-Financial-Aid-to-Students">National Association of College and University Business Officers</a> found the average institutional discount rate for first-time undergrads was 56.3% in the 2024-2025 school year. That’s up from 48% in 2015-2016.</p>

<p>So, how did we get here, and why do discount rates continue to rise?</p>
<p>Phil Levine offers a possible answer: “The high sticker price signals value and quality, and the discount, the merit award, makes you feel good about yourself. If [colleges] don’t do it… [they’ll] lose students… that’s what competition does.”</p>
<p>Kasey Urquídez, the former Dean of Admissions at The University of Arizona, discussed the public perception that high costs lead to higher quality schools: “There’s also the myth that schools with higher costs offer more opportunities or benefits to students.”</p>
<p>According to Mark Salisbury, “The high price, high discount philosophy started to gain favor in the nineties… Today the application itself is essentially the de facto application for virtually all institutional scholarships… All of the tools intended to provide clarity ended up creating more complexity.”</p>
<h3 class="wp-block-heading"><strong>Shift to discount model is rational for institutions, but not for ‘shoppers’</strong></h3>
<p>The discount model is financially efficient for institutions; they charge higher prices to students with the means to pay, and use that money to subsidize steeper discounts for students with financial need.&nbsp;</p>
<p>However, they also create confusion for students and prevent many college applicants from achieving a clear financial picture of their college plans.</p>
<p>Headlines like <a href="https://www.nytimes.com/2024/04/05/your-money/paying-for-college/100k-college-cost-vanderbilt.html">Some Colleges Will Soon Charge $100,000 a Year. How Did This Happen?</a> can have real consequences for enrollment. Without initiatives to explain the nuance of college pricing to students, this messaging can reduce applications from worthy students. First-generation students whose families don’t have experience navigating the college process may be especially dissuaded by the high prices and fail to apply at all.</p>
<h3 class="wp-block-heading"><strong>Grad school debt inflates statistics</strong></h3>
<p>Intimidating figures surrounding average student loan debt have caused borrowers to become more loan averse. However, Allison Turcio, Siena University’s Dean of Enrollment and Marketing, pointed out that these figures can be misleading:</p>
<p>“Some of these things we hear in the media around student debt are really scary… but it’s often graduate programs and professional programs like medical school and law school that contribute to those big numbers… That’s not the common story for undergraduate education… it makes you feel like it’s really common that people are graduating with all kinds of debt… but that’s not what’s happening for most undergraduates.”</p>
<p>The data supports Turcio’s claim; according to the <a href="https://studentaid.gov/data-center/student/portfolio">Office of Federal Student Aid</a>, the average federal student loan debt for Grad PLUS Loans in 2025 was $65,111, while the average undergraduate Stafford Loan was only $26,089. Grouping these figures together leads to a misleadingly high number for students considering an undergraduate education.</p>

<p>Peter Stokes, the Senior Director at Huron Consulting Group, warned against the dangers of conflating statistics in higher education: “When we have a conversation about access, quality or affordability, we really need to look at those issues by different market segments… it’s very dangerous to generalize.”</p>
<p>Large debt figures may make for compelling news stories, but they create more confusion in the admissions and financial aid processes and lead students to make less informed decisions about college or fail to apply at all.</p>
<h3 class="wp-block-heading"><strong>Stigma around loans</strong></h3>
<p>Inflated grad school loan numbers and articles about borrowers unable to pay back their student loans have made prospective students more hesitant to borrow for their degree. However, many of the higher education experts we interviewed argued that loans, when used in moderation, are a healthy part of higher education investment.</p>
<p>Allison Turcio argued that “A loan is like a four-letter word when it’s really just a tool you can use to pay for school. Taking the stance of ‘I’m not going to take out any loans at all’… you might pass up a really valuable degree. It’s not the right answer for everybody.”</p>
<p>Rock Hall argued that even students with high debt can feel their education was worth it: “The average person you talk to may have $20,000 to $100,000 or even $200,000 of student loan debt. Most of them say it was worth it and they’d do it again.”</p>
<p>Rob Farrington, founder of The College Investor, encouraged families to contextualize loans with the salaries they can expect to earn once graduated:&nbsp;</p>
<p>“You need to understand what loan repayment looks like and how that fits into the salary in the career field you&#8217;re going into. And I also say, don’t look at mid-career earnings… look at the starting salary… you&#8217;re going to be paying back that student loan from 22 to 32.”</p>
<p>As a whole, experts in the field encouraged a nuanced analysis of student loan decisions and discouraged students from avoiding them or taking them out unilaterally.</p>
<h3 class="wp-block-heading"><strong>Affordability for some students is increasing</strong></h3>
<p>Many interviewees pointed out that, contrary to media narratives, college has actually become more affordable for students in specific demographic brackets. Jeremy Tate, founder of the Classic Learning Test, said:&nbsp;</p>
<p>“We’ve been seeing headlines about college costing $100,000 a year… but people don’t realize how financial aid and discounting make it more affordable… research shows the cost is actually going down for most families.”</p>
<p>Phil Levine agreed: “The sticker price… has roughly stabilized… but prices after factoring in financial aid… have been falling for the last decade. That is not what you read in the newspaper.”</p>
<p>Bill DeBaun offered a similar take, with an important catch: “College costs have dipped slightly in the past few years… but that does not mean a four-year degree is absolutely affordable. We have not reached absolute affordability.”</p>
<p>The data supports their theories: According to <a href="https://research.collegeboard.org/media/pdf/Trends-in-College-Pricing-and-Student-Aid-2025-final_1.pdf">The College Board’s 2025 Trends in College Pricing and Student Aid report</a>, the average net price of private nonprofit four-year institutions was lower in the 2025-2026 school year than it was in 2006-2007. This report also found that net prices at public four-year institutions peaked in 2012-13 and have declined significantly since.</p>

<h3 class="wp-block-heading"><strong>Real value of the Pell Grant is decreasing</strong></h3>
<p>In the past, need-based government subsidies have covered a substantial portion of tuition for students. But while the grant awards have increased in the past decade, they have not kept pace with tuition.</p>
<p>Bill DeBaun, the Senior Director at The National College Attainment Network, said “At its inception, the Pell Grant covered around 70–80% of tuition and room and board at a four-year public institution. Today its purchasing power has declined, which puts more pressure on students and families.”</p>
<p>This leaves students with more pressure to fund their education via scholarships and institutional aid, which are less predictable than the Pell Grant. It creates more uncertainty in the financial aid process and makes students less confident that they can afford an education. Students with average grades and test scores may feel like scholarships are inaccessible to them. Without high-value need-based grants, they may be dissuaded from applying to college at all.</p>
<h3 class="wp-block-heading"><strong>Affordable pathways exist</strong></h3>
<p>Many of our interviewees mentioned that students can pursue alternative pathways and take advantage of tips and tricks to obtain an affordable education.</p>
<p>Rob Farrington said:</p>
<p>“There are a thousand ways to get higher education today… you can go to community college… work for an employer that will provide it for you… or knock out credits early through AP and dual enrollment to graduate in three years.”</p>
<p>While affordable options exist, many first-generation students may not be aware they exist. Helping eliminate the stigma around college prices may cause students to look into college with an open mind and discover affordable pathways.</p>
<h3 class="wp-block-heading"><strong>Communication is key</strong></h3>
<p>Many of the experts we interviewed mentioned the importance of communication between a student and their family. The admissions and financial aid process is complicated and overwhelming; by having important conversations early and checking in repeatedly, families are able to approach the process on the same page, leaving parents and students more informed.</p>
<p>Brennan Barnard, the Director of College Counseling for Khan Lab School, advised families to communicate. “Communicate with your family. And don’t over-communicate… Set aside a time each week, maybe Sunday night, where you’ll talk college, and then just limit it to that.”</p>
<p>Rob Farrington offered similar advice: “You have to know what you can afford, have transparent conversations between a parent and a student and be able to navigate what the financial fit of a potential college education looks like.”</p>
<p>Liz Cheron reminisced on the hard situations she faced as Dean of Admissions at Northeastern University:&nbsp;</p>
<p>“Those were some of the hardest conversations that I had as a Dean of Admissions—conversations with parents in March and April of senior year whose child had been offered admission and they maybe hadn&#8217;t done as much research around affordability at that institution to understand what their aid might look like… Having that conversation in March or April of senior year when the deposit deadline is weeks away is so, so difficult.</p>
<p>“Talking to your kids about money is not easy… but having that conversation early on, by fall of senior year, if not earlier, really allows you to have an open dialogue so that everyone has shared expectations.”</p>
<p>Whitney Soule, the Dean of Admissions at the University of Pennsylvania, offered some advice about the role of a parent in the admissions process:&nbsp;</p>
<p>“[Parents have] an unbelievable opportunity to be a protective space for the applicant… They already understand and know how the student responds to stress, how they manage their time, how they would approach a challenge and deadlines… And working with what you know about that student to help them do this for themselves is going to help them feel confident.”</p>
<p>On a family level, our experts agreed that communication is one of the most effective strategies going into the admissions process. Given the complex state of college pricing, transparency within the family can be a great tool to land an applicant at a school where they can thrive.</p>
<h2 class="wp-block-heading">Recommendations</h2>
<p>Based on the issues raised by our guests, Scholarships360 has collected the following recommendations to improve access, clarity, and affordability in college pricing.</p>
<h3 class="wp-block-heading"><strong>Prioritize transparency in admissions</strong></h3>
<p>Additional scholarship dollars must be paired with transparency initiatives to ensure they reach the students who need them most. Financial aid officers should designate more resources towards simple tools which provide rough, personalized estimates of need-based financial aid. They should ensure that their website publicizes these tools more prominently than their sticker price.</p>
<p>Jim Bock, the VP and Dean of Admissions at Swarthmore College, expressed a desire to accomplish this at Swarthmore: “We can’t educate families enough about sticker price versus actual price… If you see the sticker price and think you can’t afford it, it’s important to know that’s not always the price you will pay.”</p>
<h3 class="wp-block-heading"><strong>Center affordable options for college</strong></h3>
<p>Community colleges are significantly less expensive than 4-year colleges. In many states, they are completely free for low-income students. However, the stigma surrounding the cost of college has affected the public perception of community college costs. <a href="https://cdn.prod.website-files.com/6777c52f82e5471a3732ea25/68e4297d3d060a1cb6bab7e7_Strada_CostConfusion_Report_Oct.62025.pdf">A 2025 study from Strada found that 60% of survey responders overestimated the cost of community college.</a></p>
<p>High school counselors should put the cost of community college front-and-center, especially to students from low-income families. Promoting community college alongside 4-year degrees can help increase the total number of students who pursue higher education.</p>
<h3 class="wp-block-heading"><strong>Publicize Average Net Price</strong></h3>
<p>A school’s average net price is often significantly lower than the sticker price. Rather than centering sticker price on their website, brochures, and other admissions materials, schools should feature their average net price and steer students towards tools like Net Price Calculators, MyIntuition, and other nuanced portraits of school cost. Tools like the College Scorecard’s breakdown of average tuition by income bracket provide good inspiration.</p>
<h3 class="wp-block-heading"><strong>Decouple grad school loans from undergrad student debt figures&nbsp;</strong></h3>
<p>Alarming headlines surrounding student debt often use statistics that conflate undergrad and grad school loans. Grad school typically has less financial aid than undergrad, and students who complete these programs tend to unlock higher earning potential. Therefore, these statistics make undergraduate education seem like a lower value proposition.</p>
<p>Federal statistics and news outlets should report on student loans in segmented detail. This allows readers to obtain a more accurate picture of what their loans might look like as an undergraduate.</p>
<h3 class="wp-block-heading"><strong>Provide nuanced guidance around loans</strong></h3>
<p>As families work out their financial goals and barriers in the admissions process, they should take a nuanced, ROI-centered approach to make an informed decision.</p>
<p>High loans might make sense for a degree that will lead to high-income employment. On the flipside, a family’s tolerance for loans should be lower for degrees that are less reliable pathways towards a high-income job.</p>
<h2 class="wp-block-heading">Conclusions</h2>
<p>After discussions with 21 leaders in higher education, we concluded that the state of college pricing is not as intimidating as the popular narrative portrays it to be. However, that narrative has consequences. Public perception and a lack of education about affordable options makes higher education less accessible for needy students.</p>
<p>In order to reverse these effects, action is needed on the parts of college counselors, financial aid offices, admissions professionals, and families. By making students aware of their options and raising awareness that most students with financial need do not pay the sticker price, we can make college more accessible for all students.</p>

<h2><b>What is the Palmetto Fellows Scholarship?</b></h2>
<p>The <a href="https://www.che.sc.gov/students-families-and-military/scholarships-and-grants-sc-residents" target="_blank" rel="noopener">Palmetto Fellows Scholarship</a> is one of the many grants and scholarships funded by the South Carolina Education Lottery. Palmetto Fellows is a <a href="https://scholarships360.org/financial-aid/merit-based-scholarships-meaning/">merit-based</a> program that aims to recognize and award South Carolina’s most academically talented students.</p>
<p>High school seniors who attend an eligible college or university in South Carolina may receive up to $6,700 in their freshman year and up to $7,500 for their sophomore, junior and senior years. The award must be applied directly towards the cost of attendance, and is distributed in two parts: the first half in the fall semester and the second half in the spring semester.</p>
<p>In 2007, the program established Palmetto Fellows Scholarship Enhancement, which awards an additional $2,500 a year to students pursuing certain majors. Eligible academic focuses include STEM, Education, and Accounting. This advancement is only available after the student’s freshman year.</p>
<h2><b>Who’s eligible for a Palmetto Fellows Scholarship?</b></h2>
<p>For all South Carolina State grants and scholarships, students must adhere to the following requirements:</p>
<ul>
<li aria-level="1">Be a US citizen/permanent resident</li>
<li aria-level="1">Be a South Carolina resident</li>
<li aria-level="1">Have no felony convictions</li>
<li aria-level="1">Have no second or subsequent alcohol/drug misdemeanors</li>
<li aria-level="1">Not be in <a href="https://scholarships360.org/student-loans/student-loan-default-how-to-get-out-of-it/">default</a> for any state or federal loans</li>
<li aria-level="1">Enroll in a degree-seeking program at an eligible SC institution</li>
</ul>
<p>For <a href="https://www.che.sc.gov/students-families-and-military/scholarships-and-grants-sc-residents" target="_blank" rel="noopener">Palmetto Fellows</a> in particular, students must meet a few additional academic requirements in order to qualify. Students must:</p>
<ul>
<li aria-level="1">Have a 3.5 GPA (unweighted)</li>
<li aria-level="1">Have a 1200 SAT or 25 ACT score</li>
<li aria-level="1">Be in the top 6% class rank in either grades 10,11 or 12</li>
</ul>
<p>If your school does not have a class ranking system, then you must have at least a 4.0 GPA (unweighted) and a minimum 1400 SAT or 31 ACT score.</p>

<p>In order to continue to receive the Palmetto Fellows scholarship once they’re in college, students must maintain a <a href="https://scholarships360.org/college-admissions/what-is-a-good-gpa/">GPA</a> of at least 3.0 and earn an average of 30 <a href="https://scholarships360.org/college-admissions/credit-hours/">credit hours</a> by the end of their first academic year.</p>
<h3><b>Palmetto Fellows Scholarship Enhancements + Eligibility</b></h3>
<p><a href="https://che.sc.gov/life-and-palmetto-fellows-math-and-science-scholarship-enhancements" target="_blank" rel="noopener">Palmetto Fellows Scholarship Enhancements</a> provides an additional $2,500 a year to certain majors and programs. This brings the total award amount, including Palmetto Fellows, to $10,000 a year! Students become eligible for enhancements after their first academic year of college. In order to qualify for these scholarship enhancements, there are a few extra eligibility requirements.</p>
<p>For the STEM Enhancement, students must:</p>
<ul>
<li aria-level="1">Earn 14 credit hours of approved STEM coursework before the start of their second academic year (based on initial college enrollment).</li>
<li aria-level="1">Students can use <a href="https://scholarships360.org/college-admissions/ap-classes/">AP</a>, <a href="https://scholarships360.org/college-admissions/ib/">IB</a>, <a href="https://scholarships360.org/college-admissions/clep/">CLEP</a>, Exempt, and <a href="https://scholarships360.org/college-admissions/what-is-dual-enrollment/">Dual Enrollment</a> credit hours to meet the 14 credit-hour requirement (if applicable).</li>
</ul>
<p>For the education enhancement, students must sign a contractual agreement, committing to either:</p>
<ul>
<li aria-level="1">Work in a South Carolina public school for each year they receive the enhancement, or</li>
<li aria-level="1">Repay the funds received if they do not fulfill the service requirement.</li>
</ul>
<p>Along with the contract, students must obtain teacher certification to qualify for scholarship forgiveness.</p>
<p>For the accounting enhancement, students must:</p>
<ul>
<li aria-level="1">Earn 14-credit hours in math/science during their first academic year to receive the enhancement.</li>
</ul>
<h2><b>How can I apply to Palmetto Fellows?</b></h2>
<p>Students cannot apply directly to Palmetto Fellows themselves. Instead, they’ll need their school counselor to apply for them. If you’ve stumbled upon Palmetto Fellows and think this scholarship might be something you’re eligible for, then your next step should be to meet with your school’s counselor. They can walk you through what materials they may need from you in order to apply and confirm that you’re eligible.</p>
<p>This scholarship can only be earned and applied to during a student’s senior year of high school, but there are some circumstances in which students can submit an additional scholarship request.</p>
<p>If you’re an in-state student who currently receives Palmetto Fellows and would like to transfer from one South Carolina eligible institution to another South Carolina eligible institution, you can submit an In-State Transfer Request.</p>
<p>Or if you’re a current Palmetto Fellow student who either 1) took a <a href="https://scholarships360.org/college-admissions/what-is-a-gap-year/">gap term/year</a>, or 2) are <a href="https://scholarships360.org/college-admissions/how-to-transfer-colleges/">transferring</a> from an out-of-state institution to an eligible SC institution, you can submit a Reapplication Request.</p>

<h2><b>Tips to help you win the Palmetto Fellows Scholarship</b></h2>
<p>As mentioned above, you’ll need a counselor from your school to apply to Palmetto Fellows on your behalf, so our first piece of advice is to connect with your counselor sooner rather than later. The application typically opens in July and closes in July of the following year, giving students and counselors a whole year to apply.That being said, counselors can get quite busy, especially at certain times of the year such as class registration, college application season, and near graduation.</p>
<p>If possible it might be a good idea to set up a meeting with your counselor during your junior year of high school to start talking about Palmetto Fellows, as well as any other scholarship opportunities that you might be eligible for.</p>
<p>The next step you’ll want to take is to make sure you’re keeping your grades up and doing your best on the <a href="https://scholarships360.org/college-admissions/sat-practice-test/">SAT</a> and/or <a href="https://scholarships360.org/college-admissions/free-act-test-prep/">ACT</a>. This might mean taking practice tests or using free tutoring resources to prepare yourself. This is a merit-based scholarship, so having impressive academics is extremely important.</p>

The Legislative Incentive for Future Excellence (LIFE) Scholarship is a similar scholarship to Palmetto Fellows, but instead of applying through a counselor from their high school, students apply directly through their school’s financial aid office. The school must be an eligible public and independent college and university in South Carolina.</p>
<p>There’s also the South Carolina HOPE Scholarship Program which is also a merit scholarship, aimed at students who didn’t qualify for Palmetto Fellows or LIFE. This scholarship is only awarded during a student’s freshman year of college.</p>

A <a href="https://nces.ed.gov/programs/digest/d24/tables/dt24_303.10.asp">2024 report from the National Center for Education Statistics</a> found that 57% of undergraduates are female while only 43% are male. However, an analysis of Scholarships360’s member base revealed this imbalance is even more pronounced among students actively seeking scholarships. Of the more than 1.3 million students on our platform, 69% are female and only 28% are male.</p>
<p>This disparity has significant implications for scholarship providers; without intentional strategies to engage male applicants, most scholarships will reach more than twice as many females as males.</p>
<p>This paper highlights disparities in applicant behavior and scholarship availability across genders. The findings reveal that socioeconomic status compounds gender gaps and that existing scholarship offerings further tilt the balance toward female students. We conclude with recommendations for how providers can design outreach and awards to build a more equitable applicant pool.</p>
<h2><b>Socioeconomics and the Scholarship Seeking Gender Gap</b></h2>
<p>Over 1.3M students have registered with Scholarships360 since we launched our platform in 2021. 69% of these members are female and 28% are male. This disparity is significantly higher than the national higher education enrollment gap (57% vs. 43%).</p>
<p>The divide was even more pronounced among students who identified as low-income, first-generation, or rural. Of the members who identified as one or more of these categories, only 26% were male compared with 72% female.</p>
<p>The data indicates that gender imbalance widens as income decreases. Students actively seeking scholarships are more likely to have financial need, yet low-income male students are significantly less likely to pursue these opportunities. This lack of engagement likely reduces their ability to afford college altogether.</p>

<p>Female members on our platform also have higher levels of activity than male members. Our scholarship platform allows members to ‘save’ scholarships to their account. 80% of total ‘saves’ from January 2024 &#8211; September 2025 were from female accounts.</p>
<p>Not only do male members sign up at lower rates than female members—they also engage less with our platform. One possible cause is the skew of gender-designated scholarships.</p>
<h2><b>Gender-Designated Scholarships Favor Female Applicants</b></h2>
<p>Scholarships360’s 5,200-scholarship database includes eight times as many female-designated scholarships as male-designated scholarships. Female students are currently overrepresented in both higher education and scholarship seekers, yet funding opportunities continue to disproportionately target female applicants.</p>

<h2><b>Investigating Male-Skewed Scholarships</b></h2>
<p>Some scholarships on our platform attract a disproportionately high number of male applicants. Of the top ten male-skewed scholarships, seven were in Science, Technology, Engineering and Math (STEM). The second-most skewed scholarship was the Minecraft Scholarship, which asks applicants to write an essay about video games.</p>
<p>Scholarships in the trades were also popular among male members; Despite only making up 1.3% of our total scholarship database, trades scholarships comprised three of the top ten male-skewed scholarships by engagement level.</p>
<p>These findings suggest that content-specific outreach can bridge the gap between male and female scholarship applications.</p>
<h2><b>Recommendations: How to Design Male-Centric Scholarship Outreach</b></h2>
<p>To engage male students and build a more balanced applicant pool, scholarship providers should consider the following:</p>
<ol>
<li><b>Create Gender-Dedicated Competitions: </b>Instead of offering one scholarship award, providers can offer parallel awards for male and female applicants, ensuring equal opportunity and visibility.</li>
<li><b>Advertise in Male-Leaning Spaces: </b>Target outreach through platforms and communities where male students are active, such as gaming networks, STEM forums, and athletic groups.</li>
<li><b>Offer Scholarships in Male-Leaning Fields: </b>Offer scholarships in male-skewed fields to attract more male applicants. These scholarships can be in a field of study such as STEM or the trades, or cater to an interest such as athletics or video games.</li>
<li><b>Target Male Applicants in Rural Areas: </b>Partner and co-market scholarships with organizations that have high rural, low-income, and first-generation membership, such as 4-H, Boys and Girls Clubs, and YMCAs in rural areas to reach underserved male applicants.</li>
</ol>
<h2><b>Conclusion</b></h2>
<p>Because lower-income students are more likely to rely on scholarships to make college feasible, the gender gap in scholarship seekers exacerbates the broader higher education gender gap as income decreases.</p>
<p>For scholarship providers, the implications are clear. Without strategies to intentionally engage male students, this imbalance will persist. Providers who adapt to attract more male applicants can broaden opportunity and strengthen the long-term impact of their programs.</p>

<p>The Marshall Scholarships program aims to help young Americans pursue their graduate studies at British universities. The scholarship commission hopes that this opportunity will help scholars contribute to the advancement of knowledge in science, technology, the humanities, social sciences, and the creative arts at Britain’s centres of academic excellence.</p>
<p>The program awards up to 50 scholarships annually. Scholarships range in tenure. The One-Year Marshall Scholarship is tenable for one academic year (i.e. 12 months) and cannot be extended, while the Two-Year Marshall Scholarship is tenable for two academic years (i.e. 22 months). The Two-Year Marshall Scholarship may be extended by the Commission under special circumstances, though not beyond the end of a third academic year.</p>
<p>Marshall Scholarships cover university fees, cost of living expenses, an annual book grant, a thesis grant, research and daily travel grants, and fares to and from the United States. They also provide, when applicable, a contribution toward the support of a dependent spouse.&nbsp;</p>
<h2 class="wp-block-heading"><strong>Who is eligible for a Marshall Scholarship?</strong></h2>
<p>The Marshall Scholarship Commission is looking for scholars who have exhibited <a href="https://www.marshallscholarship.org/apply/eligibility/criteria-academic-merit/" target="_blank" rel="noreferrer noopener">academic merit</a>, <a href="https://www.marshallscholarship.org/apply/eligibility/criteria-leadership-potential/" target="_blank" rel="noreferrer noopener">leadership potential</a>, and <a href="https://www.marshallscholarship.org/apply/eligibility/criteria-ambassadorial-potential/" target="_blank" rel="noreferrer noopener">ambassadorial potential</a>. </p>
<p>In order to be eligible for a Marshall Scholarship, candidates must have all the following criteria:</p>

<li>Be a citizen of the United States of America.</li>
<li>Hold their first undergraduate degree from an accredited four-year college or university in the United States.</li>
<li>Have obtained a grade point average of not less than 3.7 on their undergraduate degree at the time of application. Rounded GPAs are not accepted.</li>
<li>Not have studied for, or hold a degree or degree-equivalent qualification from a British University or GCSE or A Levels taken at school in the UK.</li>
</ul>
<h2 class="wp-block-heading"><strong>The Marshall Scholarship Pathways</strong></h2>
<p>As mentioned above, there are multiple scholarship pathways for the Marshall Scholarships. Depending on the length and type of program you are pursuing, you may be eligible to have an extended tenure to your scholarship. Let’s break down each pathway and its length:</p>
<ul class="wp-block-list">
<li><strong>The One-Year Pathway: </strong>
<ul class="wp-block-list">
<li>Covers a one-year master’s degree</li>
<li>Cannot be extended</li>
</ul>
</li>
<li><strong>The Two-Year Pathway: </strong>
<ul class="wp-block-list">
<li>Covers two one-year master’s degrees (at the same or different universities, pursued consecutively)</li>
<li>Covers 1 two-year master’s degree (at one university)</li>
<li>Covers PhD/DPhil degree (at one university, typically 3 years in the UK)

<li>For Marshall Scholars who enter as PhD/DPhil candidates, the Commission provides three years of guaranteed funding subject to academic progress.</li>
</ul>
</li>
<li>Covers 1 one-year master’s degree + start PhD/DPhil in Year 2 (at the same or different universities).

<li>In this scenario, the Commission will guarantee two years of funding, and may provide a third year of funding on a discretionary basis.</li>

<h2 class="wp-block-heading"><strong>How to apply to the Marshall Scholarships</strong></h2>
<p>Once you have confirmed that you are eligible for a Marshall Scholarship, applying to this scholarship has multiple steps, including submitting an online form, letters of recommendation and endorsements, and an interview.&nbsp;</p>
<p>In order to apply to this scholarship, candidates will need to be endorsed by the President, Provost, or Academic Dean of their undergraduate institution. The institution will need to submit a letter of endorsement on behalf of the candidate. This is one of the first steps in the application process, along with choosing which pathway (one- or two-year) they would like to apply for. The deadline for submitting the form usually falls around mid-September.</p>
<p>Another important part of the application process to note is that the scholarship commission only allows students to apply in one region. This region can either be the one where they have their permanent home address or ordinary place of residence/employment, or the one where they are studying. For this scholarship, the U.S. is split into <a href="https://www.marshallscholarship.org/apply/information/regional-committees/" target="_blank" rel="noreferrer noopener">8 regions</a>: the Atlanta Region, the Boston Region, the Chicago Region, the Houston Region, the Los Angeles Region, the New York Region, the San Francisco Region, and the Washington DC Region. If candidates apply in more than one region, they’ll be automatically disqualified.   </p>
<p>The next step of the application is interviews. If you’ve made it to the next step, you’ll be invited to interview in person in the city of your region. For example, if you live and apply in the Houston Region (Arkansas, Colorado, Louisiana, New Mexico, Oklahoma, Texas), interviews will take place in Houston. Candidates can request a virtual interview if they are working or studying overseas during the interview period, which usually runs from October to November.</p>
<p>One last thing to note is that candidates do not need to have applied for or be accepted at a British university before they apply for a Marshall Scholarship. That being said, <a href="https://www.marshallscholarship.org/partners/partner-universities/" target="_blank" rel="noreferrer noopener">some universities like Oxford and Cambridge</a>, where course applications precede the Marshall interview dates, have special requirements for this scholarship. </p>

<h2><b>Requirements for all Bright Futures Scholarships</b></h2>
<p>Each Bright Futures program has a different set of requirements, but there are a few that they all share. Here are the requirements you must meet in order to qualify for any Bright Futures program. You must:</p>

<li aria-level="1">Be a Florida resident and a US Citizen or eligible noncitizen. Regardless of where your parents live, as long as you are a Florida resident, you are eligible.</li>

<h2><b>Differences between the Bright Futures programs</b></h2>
<p>If you meet all the requirements listed above, congratulations! You may be in the running for a Bright Futures scholarship. Keep reading for an overview of each Bright Futures program. We’ll show you what the award amounts are and which educational tracks they are meant for. Once you find the right fit for your academic track, read on to learn about your program&#8217;s requirements.</p>
<h3><b>Florida Academic Scholars (FAS)</b></h3>
<p>The Florida Academic Scholars program provides full funding for your education at a public institution in Florida. This includes all applicable tuition and fees. Students who choose a private institution will receive a<a href="https://www.floridastudentfinancialaidsg.org/PDF/BFPrivateAwards.pdf" target="_blank" rel="noopener"> comparable award</a> but it may not cover the entire cost. Winners also receive $300 per semester to put towards additional educational costs. This is the most competitive Bright Futures program and has the highest requirements.</p>

<h2><b>Specific program requirements</b></h2>
<p>Now, let’s dig into the requirements for each program. This will help you decide which award you’ll have the best shot at obtaining.</p>
<h3><b>Florida Academic Scholars (FAS)</b></h3>
<p>Florida Academic Scholars must hold a minimum 3.5 weighted GPA. Additionally, they must obtain a minimum score of 29 on the <a href="https://scholarships360.org/college-admissions/act-vs-sat/">ACT</a>, a 95 on the <a href="https://scholarships360.org/college-admissions/what-is-the-classic-learning-test-everything-you-need-to-know/">CLT (Classic Learning Test)</a>, or 1330 on the <a href="https://scholarships360.org/college-admissions/act-vs-sat/">SAT</a>. They must also complete at least 100 service hours or 100 paid work hours.</p>
<p>Students must also have completed a set of high school <a href="https://scholarships360.org/college-admissions/what-classes-should-i-take-senior-year/">coursework requirements</a>. However, these requirements align with the state university system admission requirements. As a result, any student considered for admission at a Florida school would meet these requirements.</p>

<h3><b>Florida Medallion Scholars (FMS)</b></h3>
<p>Florida Medallion Scholars must hold a minimum 3.0 weighted GPA. Additionally, they must obtain a minimum score of 24 on the ACT, an 82 on the CLT, or 1190 on the SAT. They must also complete at least 75 service hours, 100 paid work hours, or a sum of paid and service hours to equal 100 or more.</p>
<h3><b>Florida Gold Seal CAPE Scholars (GSC)</b></h3>
<p>Students must be pursuing an applied technology diploma, an associate’s degree in applied science or associate in science, or a career certificate. If students have already received an associate’s degree, they can receive funding for up to 60 hours towards a Bachelor’s. Florida high school students who wish to qualify for the GSC must meet the following criteria:</p>

<p>Students who meet general Bright Futures requirements and are currently enrolled in a career education or certificate program are eligible. High school students planning on enrolling in a career education or certificate program are eligible if they meet these requirements:</p>

<p>Students who have been receiving Bright Futures’s funds throughout the academic year do not need to re-apply and rather will be automatically evaluated at the end of the spring term. Your funds will be automatically renewed if you meet a minimum cumulative GPA which ranges depending on the program you are a part of.</p>
<p>It is important to note that if you do not meet the minimum credit hours requirement and the minimum GPA requirement, you will be unable to continue or re-apply for a Bright Futures program.</p>

									<div class="re-text"> Yes! Students attending a private college or university in Florida are eligible to use Bright Futures to help pay for their school. As long as it is on their list of approved programs, it doesn&#8217;t matter whether the school you choose is public or private. However, the award may not cover your entire cost of tuition at a private school. Bright Futures offers &#8220;comparable awards&#8221; to private school attendees, meaning it will be a similar cash value to full tuition at a public school. Since private schools tend to have higher tuition, there is typically more of a gap. </div>
