Indeed the FMF has been the curse and scourge of the nation since 1987 and a clear picture is emerging of certain dynasties behind all the upheavals just to maintain their well being. As has been repeated many times there is no need for such a proportionately large standing army doing nothing constuctive but ceremonial duties. There is no external enemies neither is there internal ones.

They are themselves the enemy of the state. Only justification is the UN peace keeping but this is only a limited opportunity which has been further undermined by the coup. I mean we could go on and on about the negatives of our army but these are well known.

They are now in a propaganda of capturing hearts and minds by spinning all the lies they can conjure and supressing our freedom by controlling what goes on air and paper to "not say anything bad about the regime". Lets pull back review regroup and relaunch our effort to do our own clean up on this filthy garbage that has beset the nation against our will. WE will not stop till our aim is achieved. God bless you all in this festive season.

Peace Pipes

One could almost link all scandals/scams/con jobs that ever was/is in Fiji to its notorious military

One could almost link all scandals/scams/con jobs that ever was/is in Fiji to its notorious military, all roads lead to our notorious and corrupt-to-its-core RFMF!

For instance, just glancing at the off-putting expired testosterones displayed in the photographs above, a pertinent Q that comes to mind is how deep were Ma/Na/Ra/Ga (top 4 pix) in the NBF $220 million scandal (that was never recovered!) and which gave them, their personal empires & cronies a head start? Hmmm….. i wonder.

Frankly, the younger generation do not care for a Fiji military force anymore inasmuch as these past-their-expiry-dates GOONS continue to force upon the nation their pathetic irrelevance.

Don't believe me, then simply put it to a VOTE, with the UN and other reputable/independent intl org supervising the process.

Of course, they caaannn't – for the obvious TRUTH terrifies them! Hence – PER/draconian decrees/muzzling of the press and any opposition.

The junta hve tried using the race card & failed… fraudulent electioneering & nothing proved todate yet they've had all the State's apparatus directly under their thumbs for 3 years now… SDL govt corruption & no convictions plus hey! why the hell didn't you idiots bring them on whilst there was a Constitution and some semblance of an independent judiciary?… now its Canberra vs. us – ooolala…. sa qai Alice in Winterland dina!

Yes indeed guys, put it to vote and u'll see…. the PEOPLE wouldn't give dismantling the RFMF a second thought… and only rebuilding it if they so wish to AND this time, making it a truly MULTI-RACIAL and APOLITICAL institution.

Nothing less will do for any legitimate military force that has its nation's interests close at heart.

But as it is, it's clear to one and all that the RFMF was only established for the sole purpose of propping up certain ruling elites. FACT. (pls refer 1987, 2000 and 2006 coup d-etats if u're visiting)

I would rather if Fiji had a well-resourced and effective POLICE FORCE than this irrelevant RFMF.

We could still do peace-keeping missions and would at least hve gotten to the bottom of the NBF scandal in time so we wouldn't hve to see the same ugly fugly faces rearing their ugly fugly heads.

Fiji is struggling to move on but instead of being the wind beneath our wings, the RFMF is nothing but an albatross around our necks!

Senijiale

Bhudhau Critisizes President of Solivakasama Worldwide Movement Tui Savu

First the disclaimer – I don't think much of this Tui Savu and I think
the democracy movement would be better off without these people who
have their own agenda.
First the guys seems to have an ego issue with his "Solivakasama is
one of Fiji's most popular freedom blog sites" – I don't see the
relevance of that. Then he talks about how "I have been a constant
critic against the Military Dictator Commodore Frank Bainimarama prior
to his December 2006 coup up to the current time."
This ain't about Tui Savu
As a lawyer, I am sure Savu is aware of how you lay the foundation
before you introduce evidence – but still this has to be relevant.
Savu then talks about "the torture and unlawful treatment of Prof.
Brij Lal an Australian citizen"
Brij Lal was taken in for questioning regarding his statement to the
media – that was not illegal – and the torture that Savu is talking
about was described by Lal as some verbal abuse – there was some
pissed of soldier questioning Lal yelled at him and I think used foul
language –
Savu as a lawyer should know what torture is and what is unlawful.
Fiji had every right to kick out Dr Lal.
Savu then goes of on Gates, he should not know full well that Gates
has not violated any Australian law – if he has taken up that position
in Fiji in violation of Fijian law, then it is up to the Fijian
authorities now or a future government in Fiji to deal with this. This
is where the sovereignty issue come in and no internal interference.
Savu then brings up the Prasad case, how Gates had ruled in that case.
In law there is something called precedent and if a judge rules
contrary to that precedent, usually the judge distinguishes this case
in point – how this case is different from the previous case. In the
Qarase v. Bainimarama, Gates had clearly distinguished that Prasad
case – I suggest that Savu go read the last Gates decision .
Savu also mentioned several other Australian and Kiwis who have taken
up positions in Fiji – they are not violating any laws in their own
country – if they are violating a Fijian law – it is Fiji's internal
issue.
Otherwise, ANZ can pass legislation to address such issues. Savu is
asking Australia to pass such laws. I am sure Australia has looked
into it. And there is precedent for such legislation. Australians who
molest or abuse children abroad can be prosecuted back in Australia.
He then goes on as to why it is in ANZ interests to wipe out the coup
culture in Fiji. The coup culture in Fiji is the problem of the people
of Fiji. Even by making that suggestion that Australia should
interfere in this matter – Savu is defeating his own purpose.
If I had some time, I would further tear apart this Savu guys argument
– but I think above show the kinda lawyer this guy is.
If this is what the Democracy Movement in Fiji has – people like Tui
Savu leading the movement then I definately agree with Ofa GOD BLESS
FIJI…because we do need that.

TERRORIST OFFICIALS ATTEND INTERPOL MEETING IN SINGAPORE

The Fiji Islands became a member of Interpol in September 1971 and is represented at the 78th General Meeting in Singapore by Teletubby.
Whether Bainimarama as illegal Prime Minister is also attending is a mystery. But the most ironic thing is that the crimes that Interpol was established to prevent , detect, investigate and combat are the very same high priority crimes being committed and encouraged by our Military government in Fiji.
Interpol and the United Nations are poised to become partners in fighting crime by jointly grooming a global police force that would roam among rogue nations riven by war and organised crime , officials from both organisations say. It is a first step towards creating what Interpol calls a “global policing doctrine” that would enable Interpol and the UN to improve the skills of police peacekeepers, largely by sharing a secure communications network and a vast electronic trove of criminal information, including DNA records, fingerprints, photographs and fugitive notices.
The Norwegian Ministry of Foreign Affairs is contributing more than $2 million to finance the development of international global policing standards, according to Andrew Hughes, an Australian who currently heads the U.N.’s force of police officers and was the former Police Commissioner of the Fiji Police Force until his contract was terminated by the coup of 2006.

EU INVITES REGIME TO EUROPE FOR TALKS

The EU Commission has invited Fiji’s interim government to come to Europe for consultations on finding a compromise solution to the situation in Fiji. The Tongan Women’s Congress says the Tongan PM has not only reduced the Kingdom to the worst economic state in its history but has also embarrassed Tonga in front of the world by refusing to ratify CEDAW- The Conservation for the Elimination of All Discrimination Against Women.
The Congress says that the Tongan PM told the UN that ratifying the convention would cut across the culture and social heritage that make up the unique Tongan way of life. It adds that not ratifying the convention will mean that the Tongan PM has confirmed that his government does not respect the rights of Tongan women, supports the increasing abuse and murder of Tongan women by their husbands, the increasing rape of young girls by their own fathers and the ongoing suppression of women in political life.

FIJI IN DANGER OF INSTALLING PROTECTIONISM : ECONOMIST

One of the region’s leading economists has warned the Fiji budget, due out later this month, is likely to leave consumers short-changed. If we work out the cumulative loss against profits over the years made we would end up with net loss of the highest order. So what sense is there in continuing in this direction. New approach and new genuine professionals are needed in the industry to effect desirable changes. Now that it is becoming a lame duck especially without the EU assistance, the IG is looking at the other major industries to cover up for the shortfall. These are tourism, mineral water and fish. That is the trouble when we have idiots trying to run the show and don't have a clue as to how to make it work successfully. These peoples agendas are all skewed up with perverted personal pursuits and are not there for the good of the country.

The key to our freedom

It is true that the "root cause" of our coups by a "tiny minority of ostensibly malefic persons" in Fiji was beyond my comprehension.

A notable blogger has repeatedly clarified in this quest to seek an answer that "the enemy of my enemy is my friend" and that "Satan was the enemy and doing nothing was the shepherd" or something to that effect.

This was an acceptable answer for me and perhaps the majority of those like me, why, because we are Christian and understood this coming from a fellow Christian, well presumably, that it was just the fight of good over evil, but was this answer 'universally' acceptable?

Then it occurred to me. This is absolutely the same reason why Laisenia Qarase and Mahendra Chaudry or the International Community have been unable to identify a solution to tame this evil, even with the ostensible support of the majority of the population.

Why? No not because of guns. Because one is Christian and the other a Hindu who hate each other and have NO understanding of Islam. The same can be said of the Religious background of the majority of our freedom bloggers. What we do not understand, it is human nature to rubbish and focus on that which we do.

In fact one can draw from all religions and channel that knowledge to attaining happiness which of course is found within not without and is that which has been with us from the beginning and is attained at the end of desire.

However, if we continue to ignore this hidden power ruling in the shadows, the fate for any other leader that may emerge to replace these two in our country will be the same, that is just the way it is from the late Ratu Sir Kamisese Mara's era to Frankeinsteins now.

That is why we think that Frank is deranged (his St. Giles Records have been removed) , inhumane, bipolar etc. because we cannot fathom how someone can be so destructive and disrespectful of our indigenous identities and institutions, including our religious organizations.

The date of the purported abrogation of the 1997 Constitution says a lot, it is symbolic and was meant to be remembered by Christians.

Laisenia Qarase and Mahen lack a basic understanding of Frank Bainimarama's driving force, that is, the philosophy behind his throne, and hence when you do not know your enemy you will never defeat it.

If the Ganilaus' Nailatikaus' or the Maras' and the Security Council were in fact in charge, then why have we not heard a single murmur from these people, after all, the only ones that have spoken are the infamous Islamic five, that are linked to Alqaeda.

And how do I know who their leader is?, well for a start why dont you ask Dr. SahuKhan for his passport and see for yourself where he went to immediately prior to the 2006 coup, also look at the back of the passport to see how much money he took out of the country together with his 'mataqali' who went for their 'holiday' to Egypt.

Total outgoing funds was in the vicinity of FJ$175,000, yes I know you wondering how and what about RBF this and RBF that, well I thought we had addressed this issue, it really depends on who you are and the mula that you control, not necessarily physically possess and our underground economy in Fiji is too complex for Teletubbies Police, FIRCA, DPP, AG, RBF, FIU or anyone in "government" to understand, why, because they are not business people, they are all 'employees', people that have degrees hanging around their necks, with many initials after their names on their business card, pushing paper attending this and that workshop and symposium and think they know what is going on in the real world glorified in their self importance and official titles.

Also, if one were to believe the Peter Foster Chronicles that he spoke to Navitalai Naisoro who bragged about him being the man behind all in power, then the material questions omitted to be asked by Peter of Navi was Who is Behind You? Who is the Power behind your Throne Navi? Who devised all this scheming, conspiracy and treachery at your Prayer Breakfast, Power Lunches and Womanizing Dinners? The answer is found on the 8th floor of Dominion House.

Why do I bother talking about Tal-Qaeda? Well I hope to attempt an answer and consign it to the Lami dump because like my fellow freedom bloggers I like to talk about much more easier things, such as the state of our economy, or how our bush lawyers are doing with our Constitution, or how the arrival of Sir Paul Reeves in Fiji is akin to an Act and Scene of Cicero's return from exile in the tyranny of Julius Ceaser.

In this hunt for answers I stumbled across reflections of the brilliant life of Muhammad Iqbal, a poet, philosopher and lawyer (1877–1938), a common denominator of our shadowy figures, who was proud of his Islamic identity and desired to find the "root cause" of human suffering and in his first lecture in 1908, he asserted that out of all religious systems including Christianity, Islam took the most positive view of the human capacity to "transform" the world for the better.

As free, equal and responsible individuals, human beings are the makers of their own destiny and require no mediator between themselves and God. Islam rejects the Christian doctrines of redemption and the infallibility of the Church because these assume the "insufficiency of human personality" and create a dependency that Iqbal saw as "obstructing the ethical progress of man".

The ethical ideal of Islam in a nutshell is "a strong Will in a strong Body".Frank Bainimarama surely has a strong will in a strong body, the same can be said of all the Legal Advisors to Frank prior to and since the 2006 coup.

Ask yourselves, are there any Hindu or Christian Lawyers in Fiji that have the passion and drive to replace Aiyaz Kaiyum? I think not. When a person is driven by non-material metaphysical forces NO ONE will beat him/her. Ask yourself who put treacherous Anthony Gates to become our illegal CJ, and who was quick to justify the coup with a brilliant legal rhetoric?

The day that Frank Bainimarama replaces Aiyaz and Aziz and the Shameems and Sahu Khans and all others like them in the shadows, that is the day his 'empire' will collapse. This is the KEY to our FREEDOM.

So what is required to destroy Christianity and Hinduism or according to Iqbal "transform" Fiji for the better? The answer is simple, nothing, just the absence of the strength of Character and Physical prowess to protect our identity, our heritage and self respect.

Iqbal ascribed this to the visible absence of "life-force" due to the "decay of the religious spirit", which along with political causes beyond peoples control instils an abject sense of dependence.

The absence of a strong will in a strong body to lead us has led to our decay, which I think Wadan Narsey has outlined on RFN months earlier, due to our dependence on strong leaders, which as we speak, unfortunately can only be seen in Frank.

The Prophet of Islam had put it beautifully: "The whole of this earth is a mosque."

A state from the Islamic point of view was needed only to "realize the spiritual in human organization".

This is exactly what Teletubbies cult is meant to achieve, to realize the spiritual in human organization.
As the main working idea in Islam, tawhid translated into "equality, solidarity and freedom". It was incumbent upon the state "to endeavor to transform these ideal principles" into reality by constructing "a definite human organization" based on Islamic precepts. "It was in this alone", Iqbal claimed, "that the State in Islam is a theocracy."

This is the "radical change" that continues to come out of Franks mouth. Don't forget we can use the same words, but words mean different things to different people, depending on their vocation or philosophy. So although Frank may think he knows what they advise him to do, they come from a different paradigm, where the same word means different things.

Islam was against any form of government "headed by a representative of God on earth who can always screen his despotic will behind his supposed infallibility". This was what had pitted the Christian state against Islam and a solution had to be found by separating the political from the religious.

As is the case in Fiji that is why the Methodist Church of Fiji had to be separated from Politics and this is the root cause of the Church's persecution by Frank. If you look at it, Religion is always part of Politics, well at least in the Western World, who crowns a King or Queen? just look at the pieces on your Chess board, where is the Bishop in relation to the King and Queen?

In Islam there was no established church from which the state could separate. Moreover, "Islam was from the very beginning a civil society, having received from the Quran a set of simple legal principles which, like the twelve tables of the Romans, carried … great potentialities of expansion and development by interpretation"

By abolishing the caliphate in 1924, the Turkish Grand National Assembly had shown how the right to independent reasoning could be exercised in modern times. A republican form of government was wholly consistent with the spirit of Islam and an imperative of the time. Now ask yourselves which countries in the World have had coups? The overwhelming majority are Islamic, Africa and Fiji.

Though unsure about the ultimate fate of the nationalist ideal in the Muslim world, Iqbal was of the view that for now "every Muslim nation must sink into her own deeper self, temporarily focus her vision on herself alone, until all are strong and powerful to form a living family of republics".

Funny how SLR made our Fiji a Republic and Frank has sunk our Fiji into her own deeper self whilst caressing the others for Fiji to join our new 'family', no not the Commonwealth family, the Tal-Qaeda family of Republics.

SLR had the same chief shadow legal advisor still living today. I wouldn't be surprised that he is also the power behind the throne trying to revive the SVT in the shadows again. Have you ever thought of why the Indians that love soccer cannot get rid of MS Sahu Khan? It is because they are all Hindus, and have never understood his game plan, just like Chodo.

The idealist in Iqbal wanted to think that God was "slowly bringing home … the truth that Islam is neither Nationalism nor Imperialism but a League of Nations which recognizes artificial boundaries and racial distinctions for facility of reference only, and not for restricting the social horizon of its members".

What humanity needed, Iqbal contended, was a spiritual emancipation of the individual based on universal principles for the spiritual evolution of human society.

For Muslims, the "spiritual basis of life is a matter of conviction for which even the least enlightened man … can lay down his life". Given that the basic idea in Islam was that there would be no further revelation, Muslims "ought to be spiritually one of the most emancipated peoples on earth". But emerging from the "spiritual slavery" of pre-Islamic Arabia, the early Muslim community failed to appreciate the true significance of the idea of the finality of prophecy.

If contemporary Muslims were to grasp this point and reconstruct their social life according to the ethical principles outlined in the Qur'an, they might yet attain that "spiritual democracy" which is the ultimate aim of Islam.

Critics have scoffed at Iqbal's concept of a "spiritual democracy", describing it as "ornamental prose" aimed at awakening the spirit of struggle among Indian Muslims but devoid of any concrete guidelines on how to establish such a form of government (Ahmed 2002).

A poetic visionary, Iqbal was clearly more interested in changing hearts and minds than in detailing the nuts and bolts of a system of government where authority was to be exercised in the name of God rather than ordinary mortals. From the perspective of the history of ideas, the concept of a "spiritual democracy" represents the crystallization of Iqbal's views on human freedom and equality.

This is an identical trait of Frank, he is never interested in the nuts and bolts, he just wants to "radically change" our hearts and minds and "transform" our Fiji, whilst Teletubby exercises authority in the name of God. Don't forget there is only one God and Muhammad (peace be upon him) is his Prophet and according to Islam Jesus was also just a Prophet. So yes it is a "spiritual democracy" disguised as the "Jesus Strategy" tailored for Panama oops Fiji.

This is also why NATO will never win the war against Terror, like us, and apart from Barrack Hussein Obama, they have no understanding of Islam's plight to 'transform' the World and punish the 'Infidels'.

Folks we are living and breathing in a Theocracy, part of the 'family' of Republics, they just have not labeled it as such because the majority of us are either Christians, Hindus or Atheists.

Blogger

Hector say's delegation is wasting time

If he and his cronies are only meeting the commonwealth delegation, then the delegation is wasting its time going to Fiji.
A democratic society is ruled by the by for the people by people elected by the people.
What is all this crepe of getting rid of corruption when he and his cronies are corrupt. IG talks about their so called look North Policy is crap. 3 years on and Jim Ah Koy's press releases on China coming to Fiji's rescue amounted to a big fat 0. Nothing coming forth from both China and India resulting in the IG's wild goose chase to Malaysia. Millions of dollars from Malaysia to the IG is the newest lie and here too nothing will materialize.

Why should Malaysia give away hundreds of millions of dollars to a dictator to pocket. Same reason India and China were no_shows. Interestingly observation is the IG forecasted millions to flow into Fiji without a word from their named donors. The only stupid and naive players in current climate are the IG beneficiaries and supporters.

Australia and NZ should stop using the people of Fiji as an excuse barring a full blown embargo. 100 % Sanctions do not hurt the people of Fiji. It hurts the IG. Speed up the process of bankrupting the country by applying full blown embargo on the IG if they can't trade they can't pay their bills. Pulling punches is appeasing the IG. The people of Fiji are resilient and it will be nice if both countries stop using the people as an excuse.

TT

Here weren’t any monies from China to the Vopig none from India either

Eggs have yet to hatch and already counting their chicks and notable is the silence from the donor in Malaysia exactly the same scenario witnessed with the big talks concerning China and big time cassava planting for the Fijian people blah blah blah .. we are all still waiting my guess is we will wait 20 years for that Plant to be built. For Foster this sort of low-down behaviour is acceptable. It is the norm. But of course his account of what was said is, as usual, untrue.

Foster also admits that he knew Commodore Bainimarama was going to execute a coup. This advance knowledge indicates he was close to the coup plotters. It is also admission of a serious offence – misprision of treason – that could earn him another gaol sentence, along with all the other collaborators who knew what was going to happen but did not report it.

Here are SDL's comments on some more of Foster's lies:

The Farming Assistance Scheme (FAS) mentioned by the fraudster was available to all communities. However, more indigenous Fijians gained from it because most of the requests for support from the FAS came from them;
The Court of Appeal did not rule the FAS illegal and Mr Qarase did not ask for $23 million for it from Parliament – there was no Parliament at the time!
The scheme actually started in about July 2000. The audited amount involved in the abuse of it was $16 million – not $30 million. Those who misused funds and mismanaged the FAS were taken to court. Some of them were convicted and gaoled. None were government Ministers;
As the scheme was part of government policy well before the SDL party was even conceived, it is totally false to say that $16 million was spent in three months before the 2001 elections. The bulk of the funds were allocated before formation of the SDL;
It must be said that the FAS benefited thousands of poor farmers and led to an increase in agricultural production;
Foster's outrageous, immoral and vicious attack on the character of all the people in Mr Qarase's Cabinet is without foundation. If he has evidence to back his gigantic smear he should produce it. But there is no possibility of Foster doing this because he cannot justify his accusations. The SDL Ministers were honourable citizens who had the confidence of their electorates. None of them sold their government vehicles and pocketed the proceedings. This is another Foster calumny.
The SDL did not take out a bank overdraft to cover the cost of elections in 2001 and 2006. The party operated on a credit balance. It did not have an oversupply of funds but had sufficient to meet its needs. The so-called $200,000 was probably something between J Baba and Foster.
JRA Fiji was never the authorised advertising agency and public relations firm of the SDL. The party used different firms.
The reference to the President of the Methodist Church becoming a minister in the SDL Government is incorrect. The person was a former vice president. There was never, to our knowledge, any instruction for Methodist Church members to vote SDL. Fiji then was a free country. People voted for the political party of their choice.
The investigation against N Naisoro, relating to his alleged involvement in the 2000 coup, had nothing to do with the SDL party.
While our party was in power, independent investigations in relation to the coup and associated matters went forward. About 3000 police investigations were completed, and some 800 offenders were convicted. Mr Qarase did not give N Naisoro an assurance that he would not go to gaol. Neither Mr Qarase nor his government ever interfered with the independent processes of the judiciary and the law.
Foster's allegation that Mr Qarase has money hoarded away in Australia and New Zealand is absolutely ridiculous. It is another Foster whopper. Mr Qarase did not, and does not, have one cent stashed away in either Australia or New Zealand, or anywhere else overseas.
With reference to the criminal Foster's land problems, neither JRA Fiji, nor J Baba, had any influence on Prime Minister Qarase. J Baba was told that Foster and his partners should go to the NLTB to resolve their issues. There was no chance that Mr Qarase would give illegal directives to independent statutory bodies such as the NLTB. JRA Fiji's bill for $75,000 about which Foster complains, had nothing to do with the SDL. Clearly JRA Fiji wanted to obtain money from Foster for nothing.
Foster's allegation that there was no investment in infrastructure, schools or hospitals by the Qarase governments is another blatant lie.
Funding for education, health, infrastructure and rural development by our governments reached record levels.

The criminal craziness and corruption of Peter Foster

There is a criminal craziness in the recent vilification of the SDL Party and its leader Laisenia Qarase by international con artist Peter Foster.

The schemer and master deceiver has left a trail of infamy wherever he has gone. Foster is totally dishonest and deceitful; an absolute liar and a fraud. By his own confessions, and through his own actions, Foster has reached the pinnacle of moral and criminal corruption. He admits that he has seen the inside of 16 prisons in six countries. But for all we know, this tally may be understated.

It is more than bizarre therefore, that Foster should be levelling accusations of corruption at Mr Qarase and the SDL. Virtually everything he says should be treated with outright scepticism. Lies are his stock in trade, an indispensable professional qualification for a criminal of his type.

The SDL party, in the interests of setting the record straight, intends to nail numerous lies concocted and spread by Foster in his recent story, Fiji Truth, which has been published on the Internet. In Foster's case, the title of this is a contradiction in terms. His Fiji Truth, as expected, is a litany of untruth. It is his latest con job.

Obviously his motive is to ingratiate himself with Commodore Frank Bainimarama and the Republic of Fiji Military Forces so that he might secure a safe haven in Fiji to continue with his nefarious deeds.

But the military was burned previously when it became entangled with Foster in an outlandish and clandestine attempt to gather evidence of abuse of office by the SDL. This episode predictably backfired in a storm of embarrassing publicity for the army, and Foster disappeared from Fiji in mysterious circumstances. So Commodore Bainimarama is unlikely to succumb to Foster's overtures through his "Truth" article.

The SDL considered whether it should bother to acknowledge or rebut what Foster is saying. But the party decided to respond on the off-chance that the gullible, the deluded, and those opposed to the SDL, might actually believe what Foster says or try to use it in some way to smear and demonise the party.

This statement will, therefore, concentrate on demolishing Foster's corruption diatribe against Qarase and SDL and, once more, place on record the party's commitment to honest, open government.

First, the party will reject in their entirety some of the other Foster falsehoods that underline his utter lack of credibility. Rebuttals of more of Foster's deceit will follow.

Here then is what the SDL has to say at this stage about scurrilous and defamatory statements by Foster:

The Howard government in Australia had no part in the election of Laisenia Qarase's government in 2001 and again in 2006;
Mark Textor was hired by the SDL party to advise on election strategies. The Australian government had nothing to do with this. John Howard, then prime minister of Australia, was not involved in any way. Mark Textor was hired as an independent consultant to undertake specific jobs;
Mr Qarase was not involved in George Speight's coups. Foster would do well to highlight the role of elements of the military in Speight's take-over of Parliament and hostage-taking;
Mr Qarase is not the "failed head" of the Fiji Development Bank (FDB), neither is he a failed businessman. He was never a businessman. He was the successful chief executive of the FDB from 1983 to 1997 and at the Merchant Bank from 1997 to 2000;
During Mr Qarase's leadership of the FDB from 1983 to 1997, it was recognised internationally as an accomplished development finance institution. Foster's reference to a "loss of $220million" has been pulled out of thin air. FDB has never suffered an operating loss. During Mr Qarase's tenure, the independent annual audit reports were never qualified and commented favourably on the bank's performance;
Navitalai Naisoro did not serve as chairman of FDB when Mr Qarase was managing director. Mr Qarase did not approve any loans by the FDB without adequate security, collateral and guarantees;
After the Chandrika Prasad case in 2001, Mr Mahendra Chaudhry advised the President to dissolve parliament and then resigned as prime minister. Mr Qarase had no influence over Chaudhry's decision. He therefore continued as interim prime minister until the general election of August/ September 2001. Mr Qarase's SDL Party won that election and he became the elected prime minister;
Mr Navitalai Naisoro did not interview candidates for the position of prime minister after the 2000 coup. Mr Qarase was chosen for this interim role by the Military Council at the time;
Foster's allegations of rigged elections are false. There is no credible evidence to support what he says. No one was charged for an election offence linked to the 2001 and 2006 polls despite loud complaints, mostly from the Fiji Labour Party. Both elections were declared free and fair by international observers. Commodore Bainimarama was quick to support the rigging refrain from Labour in 2006, although he should have known it was without substance.
The fact is that Fiji does not have any tradition or record of cheating at the polls. The 2006 poll was the most scrutinised in Fiji's political history. A large number of international, regional and local observer groups carefully studied every aspect of it. They all gave the elections their stamp of approval, although acknowledging room for improvement in some of the organisational procedures. Of the 71 seats contested, legal action to challenge results was brought in only two constituencies. One was dismissed by the courts, while the other was withdrawn;
The 2001 election campaign of the SDL party was not funded by the government. It was funded entirely by contributions from supporters;
Foster's contention that the SDL and Qarase's campaign would be based on racial divide and fear, is another malicious fantasy. The SDL's campaign strategies were drawn from the party's 2001 and 2006 manifestos. Our fundamental message was that we would work for the removal of barriers that separated the communities and replace animosity and fear with trust and co-operation. There was no racial boundary to our desire to serve Fiji. We spoke of peace, conciliation, rebirth and national renewal.

The SDL will now consign to the rubbish tip, Foster's ravings on corruption.

If Foster is as well informed as he makes out, he would have known that Transparency International (TI) in 2005 ranked Fiji at 55 in a corruption perceptions index, covering 158 countries. This exposes the untruthful and vindictive claims by Foster. He is jumping on a politically-motivated bandwagon to try to portray Fiji as one of the most corrupt countries in the world under SDL leadership. This nonsense had to be corrected by the local TI chair.

According to the TI findings, Fiji was perceived to have less corruption than nations such as Brazil, Jamaica, Mexico, Poland, China, Sri Lanka, Romania, Argentina, Nepal, Philippines, Venezuela, Pakistan, Thailand, Trinidad and Tobago, India, Iran, Turkey and Russia. Papua New Guinea, the other Pacific Island country listed, was at 130 on the perception index.

For the SDL government, Fiji's ranking gave us a benchmark for progressive improvement consistent with the values that guide our party.

Foster conveniently omitted to mention a Commonwealth Business Council report that classified Fiji as one of the best five performers in 2005 for introducing measures to reduce and eliminate corruption. This assessment was drawn from a survey of 32 Commonwealth countries.

Fiji was ranked fourth for the reliability and effectiveness of its justice system. It was almost level with New Zealand for having balanced and effective business regulation. Fiji also did well in ratings for government – business relations, free media, effective government, efficient administration and future outlook. This survey outcome completely explodes the doomsday picture so dishonestly painted by Foster and those in Fiji and elsewhere who think like him.

During the SDL's term in office, the World Bank placed Fiji 34 out of 155 countries for ease of doing business. Fiji was well ahead of some nations with developed economies. This World Bank report, highlighting key factors of good governance, again demolishes assertions by Foster, the Fiji Labour and the Military that Fiji was corrupt beyond redemption and beset by a governance crisis. The only crisis was that caused by the army. It says much that more than two and a half years after the coup, there has not been one conviction of an SDL minister on a corruption charge.

The positive perception of Fiji was reinforced in an independent assessment by the Australian National University published in November 2004. This noted that there was no sign in Fiji of the widespread corruption that affects some other Pacific Island countries. Again Foster, and those who are like-minded, conveniently overlooked this.

While the SDL was in charge, the Fiji Public Service Commission set up a special unit to investigate corruption reports, and make inquiries if there was a suspicion of corrupt activity. The SDL government enacted a Financial Reporting Transaction Act to counter money laundering. This resulted in the setting up of a Financial Intelligence Unit to monitor and implement the Act.

A report and review of corruption and bribery laws was tabled in Parliament. It was undertaken by the Fiji Law Reform Commission through a committee chaired by Justice Fatiaki, who later became Chief Justice.

At a Cabinet meeting in late 2006, the Attorney-General was instructed to draft an Anti-Corruption Bill to be submitted to Parliament the following February. It was to be based on several reports and studies prepared on the instruction of the SDL government.

Plans for code of conduct and freedom of information legislation were well advanced. These Bills were in the consultative stage in 2006 and were to be tabled in Parliament in early 2007.

In the light of all the facts, Foster's corruption allegations collapse completely.

Fiji’s Sugar Industry

A statement released by the Fiji Sugar Corporation (FSC) this week showed that sugarcane production in 2007 was 2.5 million tonnes and production in 2008 declined to 2.3 million tonnes. Sources indicate that production in 2009 is likely to be at the 2008 level or lower.

The FSC has suffered heavy financial losses for two successive years in 2007 and 2008. The company is again expected to achieve an operating loss in 2009.

The fact is that the current level of sugar production is not viable and if allowed to continue the industry is likely to collapse sooner rather than later.

The impact of a total collapse of the sugar industry is a matter of serious concern. About 20,000 canefarmers will return to subsistence farming. They will find difficulty in meeting education and health expenses for their children. All of them are likely to fall below the poverty line and will face many hardships. About 200,000 of our people who depend wholly or partly on the sugar industry will also face many difficulties.

For owners of leased sugarcane land their rent income is likely to decline significantly due to farmers leaving the land. Those who decide to remain on the farms will find difficulty in meeting the land rentals, thus reducing the income of landowners.

The flow-on effects of the collapse of our sugar industry to other sectors of our society will be devastating.

There is only one option available to the Government and, that is, to stimulate the industry and increase sugar production to a viable and sustainable level. To achieve this, sugarcane production must be increased urgently to a level commensurate with the improved capacity of our sugar mills. Increasing sugarcane production to, say, 4.0 million tonnes per annum is only possible via a massive injection of grant monies to improve productivity of canefarms.

It is crucial that Fiji must access the $350 million grant from the European Union for the reform of the sugar industry. The European Union has indicated that the grant is conditional on Fiji's return to parliamentary democracy. Meeting this condition depends on government's political will and a genuine commitment to the welfare of our people.

Time is not on our side. Parliamentary elections must be held as early as possible in 2010.

Loan from Malaysia Exim Bank: Can it be binding on a future elected Government of Fiji?

Interim Prime Minister, Commodore Voreqe J. Bainimarama, is in Malaysia to sign a loan agreement with the Exim Bank of Malaysia. The loan by the Government of Fiji is reported to be $40 million (US$ or F$).

As typical of the interim regime very few details have been released concerning the utilization of the loan funds, except that a government statement indicated that the loan will be utilized for road works, particularly in rural areas and outer islands. The terms and conditions of the loan such as interest rate, term of the loan etc are not disclosed.

Some legal experts say that the legality of the loan agreement is doubtful. Can it be binding on a future elected Government of Fiji? Can an elected Government repudiate the loan agreement?

These are pertinent questions in view of the current status of the regime. The illegal overthrow of Government on 5th December, 2006 and the purported abrogation of the Constitution on 10th April, 2009 consist of two "wrongs". Two "wrongs" do not make one "right". There is no public acquiescence in support of the regime. The military regime, therefore, remains an illegal administration according to legal experts.

Foreign credit institutions beware!
