&lt;p&gt;When my youngest son turned six last summer I realized that my dad was six in 1930 so I decided to try and locate the 1930 census from when he was a six year old boy.  I found the page and it reveals some really interesting information.&lt;/p&gt;
&lt;p&gt;&lt;a href="http://blog.searchbug.com/wp-content/uploads/2012/03/1930-census.png"&gt;&lt;img class="aligncenter size-large wp-image-284" title="1930 Census" src="http://blog.searchbug.com/wp-content/uploads/2012/03/1930-census-1024x388.png" alt="1930 Census Page" width="640" height="242" /&gt;&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;What&amp;#8217;s great about reading census data is you get to see a lot of information such as the State, county, city, street name, house number, names, relation, home data if they owned or rented or if they had a radio or lived on a farm.  Personal descriptions include gender, color or race, age at last birthday, marital status and age at first marriage. You can also use the data to estimate year of birth for searching other records. The education information includes facts such as if they could read or write or if they attended school. The 1930 Census also shows place of birth to locate immigration records. Once they release the 1940 Census well dive into what can be found.&lt;/p&gt;

&lt;p&gt;The 1940 census will be released online on April 2, 2012 and will be available from the &lt;strong&gt;&lt;a href="http://1940census.archives.gov/"&gt;1940census.archives.gov&lt;/a&gt;&lt;/strong&gt;.&lt;/p&gt;
&lt;p&gt;This is where you will be able to access the digitized census records starting on April 2. The digital images will be accessible free of charge at NARA facilities nationwide through our public access computers as well as on personal computers via the internet.&lt;/p&gt;
&lt;p&gt;This video demonstrates how far we&amp;#8217;ve come in 72 years. As you watch a dramatized review of the major questions relating to general population for the 1940 census schedule, this film demonstrates to enumerators how to accurately identify and enter the names of all members of a household, determine employment status, and identify categories of employment. Try not to laugh too hard when watching this one &amp;#8211; wow.&lt;/p&gt;

&lt;h2&gt;What can you do now in preparation for the opening of the 1940 Census?&lt;/h2&gt;
&lt;ol&gt;
&lt;li&gt;&lt;strong&gt;Make a list of all the people you want to look for in the 1940 census&lt;/strong&gt;. Think broadly&amp;#8211;ancestors, their siblings, cousins, etc.&amp;#8211;anybody to whom you are related.&lt;/li&gt;
&lt;li&gt;&lt;strong&gt;Collect addresses for these people for whom you plan to search&lt;/strong&gt;.&lt;br /&gt;

&lt;li&gt;&lt;em&gt;City Directories&lt;/em&gt; (NARA has original Circa 1940 City Directories for Washington, DC. The&lt;a href="http://www.archives.gov/global-pages/exit.html?link=http://www.loc.gov" rel="gb_page_center[640, 510]"&gt;Library of Congress&lt;/a&gt; holds a large nationwide collection of city directories and many libraries hold local directories.)&lt;/li&gt;
&lt;li&gt;The &lt;em&gt;1930 Census&lt;/em&gt; (useful for people who did not move between 1930 and 1940). &lt;p&gt;Many of the questions on the 1940 census are the standard ones: name, age, gender, and race, education, and place of birth. But the 1940 census also asks many new questions. The instructions ask the enumerator to enter an [a circled x] after the name of the person furnishing the information about the family; whether the person worked for the CCC, WPA, or NYA the week of March 24-30, 1940; and income for the 12 months ending December 31, 1939. The 1940 also has a supplemental schedule for two names on each page. The supplemental schedule asks the place of birth of the person&amp;#8217;s father and mother; the person&amp;#8217;s usual occupation, not just what they were doing the week of March 24-30, 1940; and for all women who are or have been married, has this woman been married more than once and age at first marriage.&lt;/p&gt;

&lt;p&gt;On February 15, 2012, the Federal Communications Commission (FCC) issued a Report and Order under the Telephone Consumer Protection Act of 1991 (TCPA) imposing new restrictions on autodialed and prerecorded telemarketing calls (robocalls).&lt;/p&gt;
&lt;p&gt;A recent Federal Communications Commission (FCC) &lt;a title="FCC TCPA Ruling" href="http://goo.gl/04w64" target="_blank"&gt;ruling&lt;/a&gt; on the TCPA &amp;#8220;Telephone Consumer Protection Act&amp;#8221; has caused some confusion for collection agents, collection agencies, and some of our clients that use our &lt;a title="phone list cleaning" href="http://www.searchbug.com/batch/phone-number.aspx" target="_blank"&gt;phone list cleaning&lt;/a&gt; tools to identify line type.&lt;/p&gt;
&lt;p&gt;The ruling talks about a debt collector&amp;#8217;s ability to call a consumer&amp;#8217;s cell phone through the use of an autodialer.&lt;/p&gt;
&lt;p&gt;Please note the following regarding compliance with the TCPA for &lt;strong&gt;debt collectors&lt;/strong&gt;:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The recent ruling &lt;strong&gt;does not&lt;/strong&gt; change the existing requirements for debt collectors to comply with the TCPA.&lt;/li&gt;
&lt;li&gt;A debt collector &lt;strong&gt;must still obtain a consumer&amp;#8217;s prior express consent&lt;/strong&gt; to call a consumer&amp;#8217;s cell phone using an autodialer or prerecorded message.&lt;/li&gt;

&lt;/ul&gt;
&lt;p&gt;The final rule only applies to telemarketing calls and does not apply to collection calls.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Debt collectors must still comply with the TCPA requirements as they existed before the ruling&lt;/strong&gt;.  This means credit and collection professionals should continue to &lt;a title="Identify Phone Number" href="http://www.searchbug.com/batch/phone-number.aspx" target="_blank"&gt;Identify Phone Number Line Type&lt;/a&gt; in efforts to remain in compliance. If you do not know if you are calling a cell phone, landline or VoIP line, you can use our &lt;a title="Landline or Cell Phone" href="http://www.searchbug.com/tools/landline-or-cellphone.aspx" target="_blank"&gt;free line type identification&lt;/a&gt; tool for single searches or our online batch tool larger lists.&lt;/p&gt;
&lt;p&gt;Specifically, the Report and Order implements four new restrictions:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Telemarketers must get express written consent before placing robocalls. Consent can be provided electronically.&lt;/li&gt;
&lt;li&gt;The &amp;#8220;established business relationship&amp;#8221; exception to the FCC&amp;#8217;s existing telemarketing rules no longer applies to robocalls. Under the TCPA, this exception allowed robocalls to residential lines when the caller had an established business relationship with the consumer.&lt;/li&gt;
&lt;li&gt;Telemarketers placing robocalls must include an automated, interactive opt-out mechanism on each call so the called party can cease further calls.&lt;/li&gt;
&lt;li&gt;The Commission’s existing rules include a 3% limit on the percentage of dropped or abandoned calls that a telemarketer may incur using predictive dialers over a 30-day period. The current rules allow telemarketers to average the number of dropped or abandoned calls over multiple campaigns. This rule is modified so that the number of dropped or abandoned calls will be measured on a &amp;#8220;per campaign&amp;#8221; standard.&lt;/li&gt;

&lt;p&gt;Check the latest Social Security Number &lt;a href="http://www.ssa.gov/employer/highgroup.txt"&gt;Monthly Issuance Table&lt;/a&gt;at SSA&amp;#8217;s Website for the highest group number assigned for each SSN Area. For example, if the highest group number assigned for area 999 is 72 (within the EVEN, 10 to 98 range), then we know that alleged number 999-04-1234 is an invalid number because group number in the EVEN, 02 to 08 range have not yet been assigned. &lt;strong&gt;SSNs Used In Advertising (Making Them Invalid)&lt;/strong&gt; Specific SSNs have been used in advertising over the years, which has rendered those numbers invalid. The most famous instance is that of the E. H. Ferree Company in Lockport, New York, which in 1938 decided to promote its product by showing how a Social Security card would fit into its wallets. Over time the number that appeared (078-05-1120) was claimed by over 40,000 people as their own. The SSA tells &lt;a href="http://www.ssa.gov/history/ssn/misused.html"&gt;the whole story&lt;/a&gt; The Social Security Administration now recommends that people showing Social Security cards in advertisements use numbers in the range &lt;strong&gt;987-65-4320&lt;/strong&gt; through &lt;strong&gt;987-65-4329&lt;/strong&gt;. &lt;span class="Apple-style-span" style="-webkit-border-horizontal-spacing: 2px; -webkit-border-vertical-spacing: 2px;"&gt;Select your state then look for unclaimed assets link in state controllers web site. If you can&amp;#8217;t locate it, the easiest thing to do is use the search box typically located on the controller web site and search for &amp;#8220;unclaimed&amp;#8221;. You will typically get a list of documents, links or articles having to do with unclaimed assets. Click on the first few links to see if the unclaimed assets link is available.  The Arizona link will take you to the &lt;a href="http://www.azunclaimed.gov/" target="_blank"&gt;Arizona Unclaimed Assets&lt;/a&gt; page.  The California link will take you to &lt;a href="http://www.sco.ca.gov/upd.html" target="_blank"&gt;California Unclaimed Assets&lt;/a&gt; page.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;#3. U.S. Internal Revenue Service (IRS) &lt;a href="https://sa1.www4.irs.gov/irfof/lang/en/irfofgetstatus.jsp" target="_blank"&gt;Missing Income Tax Refund&lt;/a&gt; Claim&lt;br /&gt;
If you&amp;#8217;re expecting a Tax refund from the IRS and it&amp;#8217;s has been more than 28 days since you&amp;#8217;re check was mailed (if you didn&amp;#8217;t file electronically), you can file an online claim for a replacement check.&lt;/p&gt;
&lt;p&gt;#4. &lt;a href="http://www2.fdic.gov/funds/index.asp" target="_blank"&gt;FDIC Unclaimed Funds&lt;/a&gt;&lt;br /&gt;
If a financial institution is closed, by a regulatory agency, the FDIC is appointed as Receiver and is responsible for the payment of insured deposits and the liquidation of the remaining assets. If you did not claim your funds previously you now have another opportunity to do so.&lt;/p&gt;

This money represents death awards, dividend checks and premium refunds that were mailed to policyholders. These payments were returned to VA by the Post Office because they could not be delivered. &lt;p&gt;I conducted some simple research to show the differences between what&amp;#8217;s available online regarding the various reverse phone lookup searches and will show three very different examples to include what bad web sites do to trick consumers and what a good web site should do to show they are trustworthy.&lt;/p&gt;
&lt;p&gt;As usual, I will also include what SearchBug does and what makes us different (and better) and why SearchBug customers appreciate everything we do.&lt;/p&gt;
&lt;p&gt;First test subject was found via a Google Advertisement. This company pays for traffic and has to use tricks to get customers. When I visited cellphonenumberlookups123 [dot] com it looks professional enough but has an annoying gentlemen telling me it&amp;#8217;s a &amp;#8220;premier&amp;#8221; service. I&amp;#8217;m sorry, he is annoying.&lt;/p&gt;
&lt;p&gt;At first glance I want to see the contact us page. I expect to see a phone number, fax number and address for a legitimate company that wants me to enter payment information online. How can I trust a company that won&amp;#8217;t even provide a mailing address or phone number.&lt;/p&gt;
&lt;p&gt;The image below is a screen shot of the contact page I found on their web site. As you can see, no phone number or address anywhere. But they do say, that you can reach them via phone for help, however to get the phone number, I had to engage in a live chat session during business hours.&lt;/p&gt;

&lt;p&gt;During my chat session I asked why the phone or address was not available on the web site. I was not provided with that answer.  I was however given a phone number for customer service but was encourage to email them. No way to tell if I was dealing with someone at the company or if it was outsourced to a third party.&lt;/p&gt;

&lt;p&gt;Now on to my test searches.  I purposefully used an invalid phone number to see what web sites would tell me. Would they tell me it was invalid or offer any information, or just try to take my money?&lt;/p&gt;
&lt;p&gt;Upon entering my fake phone number 555-234-5678 this web site shows a &amp;#8220;processing&amp;#8221; screen which took almost 20 seconds (a big waste of time for nothing, other than to make customers think they are really trying to find stuff). Remember, this is the age of computers, we can tell if the number is valid or invalid in split seconds. Here is the first of 4 screens I had to endure to get to the end.&lt;/p&gt;

Here you can clearly see they tell you there are 8 results in some premium database but they don&amp;#8217;t give you any hint on the names.&lt;/div&gt;
&lt;div class="separator" style="clear: both; text-align: left;"&gt;Also, if the number is invalid, why don&amp;#8217;t they tell you that? Seems that they don&amp;#8217;t reveal that information. They do show you the cities and states, and as far as I know, a phone number can&amp;#8217;t really be from several different states unless it was a cell phone and the owner moved and kept their number.  But they don&amp;#8217;t tell you if it&amp;#8217;s a land line or a cell phone either?&lt;/div&gt;

Even though the number is invalid, people evidently used the number on documents that end up in public domain and databases that are made available to the public and data brokers.&lt;/div&gt;

&lt;div&gt;Since 1973 SSN&amp;#8217;s have been issued based on the Zip Code of the mailing address of the SSN application. The first three digits of the SSN were tied to a particular state. After June 25, 2011 this will no longer be the case making it a little more difficult for Identity thieves to guess or obtain the SSN of their victims.&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif; font-size: 16px;"&gt;Starting on June 25, 2011, the SSA will eliminate the geographical significance of the first three digits of the SSN, currently referred to as the area number, by no longer allocating the area numbers for assignment to individuals in specific states.&lt;/span&gt;&lt;/div&gt;

Her article includes a lot of information that has caused this industry to get a black eye. &lt;p&gt;We all know when it&amp;#8217;s too good to be true it probably is however, when Tamara discusses criminal records I have to shed light on the fact that there really is no single repository for Criminal Records and not every county court reports the same criminal activity. We&amp;#8217;ve also noticed that there are often disparities in what consumers think is in criminal records and what certain counties, states or federal criminal records include.&lt;/p&gt;
&lt;p&gt;I also see a lot of disclaimers on instant criminal records and even we include a disclaimer, if only to manage consumer expectations since it&amp;#8217;s not possible to guarantee third party information (especially from the government). The only way to truly see what is included in a criminal record is know the county or the court where the conviction took place and to obtain copies of the actual case.&lt;/p&gt;
&lt;p&gt;I want to also point out that some records are sealed, some counties and records only include convictions not arrests and if a case is still pending or the courts are behind at closing files it could take months or longer before some records are included in online access. &lt;p&gt;&lt;strong&gt;Free or fee.&lt;/strong&gt; I agree with Tamara on most of this in her article, however, there is one thing I noticed about free information and even sometimes with paid information from the wrong source. Basically you get what you pay for. So if you are looking for free information or free public records be prepared to spend some time hunting down what&amp;#8217;s needed and then you may need to double check it.  Published records are different from public records which can be different than &amp;#8220;current&amp;#8221; records.&lt;/p&gt;
&lt;p&gt;It boils down to this:  If you&amp;#8217;re just looking for an address or a phone number to conduct some marketing service or find a lost friend or family member the free searches may be fine. However, if you&amp;#8217;re trying to collect on a debt or conduct process service and you&amp;#8217;re sending a process server or sheriff to an address you found, you should make absolutely sure it&amp;#8217;s a verified current address.&lt;/p&gt;
&lt;p&gt;There are only a few ways to make 100% sure an address or phone number you have is current for your subject. To verify correct current address, you can mail a certified letter with address service requested (about $5 and change) and wait a month for the receipt or the correction service to come back, or you can hire a professional to conduct a real skip trace or a verified locate.&lt;/p&gt;
&lt;p&gt;Obviously, I&amp;#8217;m a bit partial to our &lt;a href="http://www.searchbug.com/peoplefinder/people-search-usa.aspx"&gt;People Search USA&lt;/a&gt; and we&amp;#8217;re upfront about what it includes in our effort to manage our customers expectations. We include all published records free and then we offer a premium service that shows what is available before customers have to make a decision to purchase.  This is the key to knowing your data broker. When you conduct a search for an address or phone the web site should show you that some information was found.&lt;/p&gt;
&lt;p&gt;Another way to test the service is to type in a phone number you know is invalid. If the service tells you that information is available even if the number is invalid, that&amp;#8217;s a sign to stay clear.&lt;/p&gt;
